This thesis seeks to examine the extent of the role that the Industrial Technology Research Institute (ITRI) played in Taiwan's high-technological development and whether developing countries of today can promote such development by creating similar institutional arrangements. Literature on innovation systems was reviewed, particularly national innovation systems and the role of R&D institutions within these. Taiwan's recent economic success, deemed attributable to economic and institutional reforms in recent decades, was also studied. In depth analysis was carried out of its leading high-technological research institute, ITRI, which bridges the gap between industry and academia. Although the case of Taiwan is sometimes presented as a unique example of industrial success of an SME-based state, this thesis argues that this success was possible because the research and development process had a large institute at its core. One way of creating such a research scale is by merging existing institutes, a process that would result in more efficient use of capital and human resources. The case of high-technological development in Pakistan is briefly assessed in order to gauge how its existing institutions structure could be amended to allow such changes to be made. The study concludes with the following three main points: (i) scale is an important factor: Taiwan's SME-based industry was able to succeed because of a large research institute at its core; (ii) in developing countries, governments decide which form of high-technology to pursue and when; thus, timing and choice of sector are important; and (iii) political leadership was seen to be important in the case of Taiwan's development in high-technology, and can play a key role in developing countries of today.

Abstract:
In tracing the experience of Chinese Canadians in the 20th Century, we need to look further back into its history. Most people believe that the increasing number of immigrants from Hong Kong, Taiwan and China in the 1980s and 1990s played the most important roles in the social and economic changes during the latest decades of the 20th Century. The contribution of the Chinese Canadians settlement throughout the 20th Century should also be considered as it marks the beginning of the rise of their social status and identity in Canada. Although the Chinese Canadians earned their fame and status since the 1980s, they had been racially discriminated for more than a century. To probe into the situation, the social and political situations in the Chinese Canadian community will be meticulously analyzed and their contribution in difference aspects examined. In addition, other minority ethnic groups, such as the Japanese, Jewish and Indian, will be used as a comparison to demonstrate the change of policies towards the Chinese in Canada. In doing so, both English and Canadian Chinese newspapers will be used to illustrate the cultural difference between the “whites” and “non-whites”. To illustrate the changes, the 20th Century will be break into three parts. In most of the pre-Second World War period, the Chinese community was isolated from the mainstream community with their activities largely confined to Chinatowns in cities, such as Vancouver, Victoria, Toronto and so on. For the Chinese living in small townships, such as Prince Rupert, Richmond and so on, their daily life will also be examined. When Canada declared war on Japan on 7th December 1941, Canada became an ally of China during the war. A sentiment of acceptance of the Chinese in the mainstream society began to take shape. Some of the Chinese chose to contribute their efforts to Canada by joining the Canadian Armed Forces and went into battle alongside the White Canadians. After the Second World War, Canada adopted a new policy towards the minority ethnic groups and Chinese Canadians started to enjoy political equality. In May 1947, the Canadian Government repealed the Chinese Immigration Act. In 1967, after the liberalization of the Canadian immigration policy, the Chinese, once again, were allowed to immigrate freely to Canada as an individual. With granted full citizenship, the Chinese social and political status began to change. In 1957, Douglas Jung, a Canadian born Chinese, was elected a Member of the Parliament, which can be seen as the beginning of the Chinese involvement in the political arena of the Canadian community. Since then, Chinese Canadians were able to achieve equality in the society. Based on documentary accounts and oral history research, this thesis re-constructed the history of Canadian Chinese involvement in the 20th Century and the change of their identity and social status thereafter.

James Legge, a nineteenth-century well-known English missionary and sinologist, spent half-century time on the Chinese classics translation project. His contribution has been highly recommended. When talking of Legge’s translation works, a Chinese scholar Wang Tao must be mentioned. In 1862, Wang Tao was to be promulgated an order for the arrest by Qing government due to his involvement in the Taiping Heavenly Kingdom. By aid of Sir Walter Henry Medhurst, he was exiled to Hong Kong, one of the British colonies at that time, and served as Legge’s assistant until Legge went back to Britain in 1873. During the period of time, he compiled and wrote Maoshi jishi, Chunqiu Zuoshizhuan jishi, and Liji jishi for Legge’s reference to translate these canons. These are valuable and primary sources for studying on Wang’s impact on Legge’s translation. However the works did not be researched thoroughly since they are manuscripts and stored in the New York Public Library. Thanks to the Library’s text digitalization and database construction, now we are easy to review and download them from the website. Based on the studies of contemporary scholars Lee Chi-fang, Yang Ching-lung, and Lauren F. Pfister, my study focuses on Wang Tao’s Maoshi jishi with reference of Chen Huan’s Shi Maoshizhuan shu and Legge’s The She King to clarify two questions: Firstly, how many the content of Maoshi jishi is quoted from Shi Maoshizhuan shu? Secondly, did Legge quote the content of Shi Maoshizhuan shu through Maoshi jishi into his footnotes of The She King? By comparison of texts, my study finds that in whole items of Maoshi jishi, only 8 items are not quoted from Shi Maoshizhuan shu, 432 are partially quoted, and 2066 are completely quoted. Apparently, Wang Tao’s Maoshi jishi is based on Shi Moshizhuan shu and combined with other sources and his personal comments. It means Maoshi jishi is Wang’s preparation as a reference for Legge’s translating work, not his own creation. For this reason, in spite of Legge’s encouragement, he declined to publish it and did not list it in his bibliography. I also find in Legge’s translation, 27 footnotes quoting from Wang Tao’s Maoshi jishi actually are the opinions of Chen Huan. Comparing the quotations of Shi Maoshizhuan shu in Maoshi jishi with Legge’s translation and other texts, the fact that another 25 items quoted indirectly from Shi Maoshizhuan shu is confirmed. Therefore the content of Shi Maoshizhuan shu can be found in Legge’s translation, and they may help Legge to explain the particles, interpret some terms with other phonetic loan characters, indicate different character forms in the text, and understand Mao’s explanations of the Shi.

The research objects of this study are aggregative biographies that the leading roles are repeated between “Shi Ji” and “Han Shu”. According to this study, the differences between Tai-Shi-Gong (Szu-Ma-Qian) and Ban-Gu will be more obviously to see. The content is divided into six chapters: Chapter one: It explains the research motive, purpose, research range, and method of this thesis. And it also reviews the previous studies of virtuous researchers. Chapter two: It illustrates the definition of biographies, especially to aggregative biographies. Besides understanding the definition, it also analyzes all kinds of the aggregative biographies in “Shi Ji” and “Han Shu”, and classifies them to three items. Chapter three: It discusses the aggregative biographies in “Han Shu” that are the same or combinations to “Shi Ji”. It discovers a thing that Ban-Gu agreed the views of Tai-Shi-Gong, but when he wanted to combine two biographies, he usually picked one point between them, not to combine them. Chapter four: It discusses the aggregative biographies in “Han Shu” that are added the attached biographies to original biographies in “Shi Ji”. According to this discuss, it discovers a point that Ban-Gu valued orderliness beyond many things. It causes some aggregative biographies in “Han Shu” conflicting in inner of roles combination. Chapter five: It discusses the aggregative biographies in “Han Shu” that are decomposed original biographies in “Shi Ji” and added more leading roles. It discovers that Ban-Gu had new point when he decomposed original biographies to compose new one. And his attitude had a trend that focused on faithfulness or not. Chapter six: It summarizes the differences between two books in four aspects, and points out the characteristics of them. Ultimately, it agrees the comment to “Shi Ji” and “Han Shu” by Zhang Xue-Cheng that “Shi Ji” is varied and “Han Shu” is orderly. At last, all the references are listed to supply readers and to provide convenience to a comprehensive research.
