AbstractThis article reflects on the meaning of recent arguments concerning “State Shinto” in the contemporary Japanese right-wing and conservative social context. Shimazono Susumu’s recent analyses of State Shinto in postwar Japan have stimulated discussion of the subject. His understanding that State Shinto has survived from the prewar years is based on his analysis of both Imperial House Shinto, which was not affected by the Shinto Directive issued in 1945, and the postwar political activism of the Association of Shinto Shrines and its political arm, the Shinto Association for Spiritual Leadership. The political campaigns of these Shinto groups can be situated in a larger context of the rise of neonationalism in contemporary Japanese society. Given the relationship of Japanese politicians to the Yasukuni Shrine and Ise Jingū (Ise Shrine), and the current interest among the public in the rituals of the emperor and the imperial family, a reconsideration of the concept of State Shinto seems warranted. A critical rethinking of State Shinto may be regarded as a warning against attempts by conservative religio-political movements to revive prewar State Shinto.

Abstract:
In January 2010, the Supreme Court delivered a historic verdict of unconstitutionality in a case involving Sorachibuto, a Shinto shrine in Sunagawa city, Hokkaido. All of the national newspapers featured the case on their front pages. As the case makes abundantly clear, issues of politics and religion, politics and Shinto, are alive and well in 21st century Japan. In this essay, I seek to shed light on the fraught relationship between politics and Shinto from three perspectives. I first analyze the Sorachibuto case, and explain what is at stake, and why it has attracted the attention it has. I then contextualize it, addressing the key state-Shinto legal disputes in the post war period: from the 1970s through to the first decade of the 21st century. Here my main focus falls on the state, and its efforts to cultivate Shinto. In the final section, I shift that focus to the Shinto establishment, and explore its efforts to reestablish with a succession of post LDP administrations the sort of intimacy, which Shinto enjoyed with the state in the early 20th century.

During the Japanese Occupation of Singapore, military and civilian officials governing Singapore used a combination of State Shinto and sport to assist in culturally assimilating Singapore into Japan's Empire. A planned massive sports complex was to be located at Singapore's own State Shinto shrine, the Syonan Jinja, which was partly modelled on Japan's Meiji Shrine which regularly held on its own grounds sports events and games that mixed the rituals of State Shinto with athleticism. Participation in sport was used to assimilate local populations into an imperial identity, united under the helm of the Japanese Emperor.

Abstract:
Scholars of Japanese religion have recently drawn attention to the global repositioning, “greening”, and international popularization of Shinto. However, research on Shinto ritual practice and material religion continues to focus predominantly on cases located within the borders of the Japanese state. This article explores the globalization of Shinto through transnational practitioners’ strategic glocalization of everyday ritual practices outside of Japan. Drawing upon digital ethnographic fieldwork conducted in online Shinto communities, I examine three case studies centering on traditional ritual offerings made at the domestic altar (kamidana): rice, sake, and sakaki branches. I investigate how transnational Shinto communities hold in tension a multiplicity of particularistic understandings of Shinto locality and authenticity when it comes to domestic ritual practice. While relativistic approaches to glocalization locate the sacred and authentic in an archetypical or idealized form of Japanese tradition rooted in its environment, creolization and transformation valorize the particularities of one’s personal surroundings and circumstances. Examining these strategies alongside recent and historical cases in Shinto ritual at shrines within Japan, I propose that attending to processes of “parallel glocalization” helps to illuminate the quasi-fictive notion of the religious “homeland” and close the perceived gap in authenticity between ritual practices at home and abroad.

Abstract:
The wartime propaganda slogan Hakkō Ichiu 八紘一宇 (“Unify the whole world under one roof”) was loaded with historical meaning: Japan was glorifying the aggression and colonization of war by fostering a specific interpretation of the narrative about how Jimmu, the first emperor, founded the nation in State Shinto mythology. In this article, I consider this slogan as central to a religious rhetoric with nationalistic overtones and I analyze it in terms of etymology, connotation, and rhetorical devices. First, the expression Hakkō Ichiu originated in ancient East Asian cosmology, before becoming one of the rhetorical expressions of State Shinto, emphasizing the extent of the imperial reign. Second, the Nichirenist activist Tanaka Chigaku rediscovered it and gave it an expansionist connotation, fostering a syncretistic approach mixing Buddhist and Shinto features. Finally, during wartime, in official documents, lyrics, trademarks, etc., the slogan gave way to a number of graphic and monumental expressions, reinforcing its connections with militarism and ultranationalism. The most notable of these material expressions was the Hakkō Ichiu Tower, erected to commemorate the 2600th anniversary of the foundation of the nation and perpetuate the State Shinto rhetoric.

American occupying forces had an unprecedented opportunity to establish Christianity in post-World War II Japan, but their efforts failed. This article argues that Gen. Douglas MacArthur's efforts at Christianization failed because of a fundamental contradiction within the goals of the Occupation. On the one hand, MacArthur saw Christianity and American-style democratic institutions as inextricably linked and serving similar purposes, including fending off communism. On the other, the American ideal of the separation of church and state, which explicitly criticized the influence of State Shinto in pre-war Japan and was embodied in the Occupation's Shinto Directive, ran counter to the promotion of Christianity to replace Shinto. This internal conflict eliminated one of the Occupation's more promising avenues for Christianization——public education.

This article concerns itself with the relation of the Yasukuni Shrine with the state in prewar and postwar Japan. It focuses on the agencies involved, that is, on organizations and individuals that represent this institution or relate to it in other ways. Its main goal is to clarify the situation of the Yasukuni Shrine, particularly the dilemma it faces. Being rooted in a diverse Shinto tradition and established by the imperialist Meiji Government, the prewar Yasukuni Shrine was a representative institution of stateShinto. Its situation alters drastically after WW II, when Japan was induced to shift its politics toward a democratic parliamentary state. The core of the Yasukuni problem is that this shrine is a memorial for all Japanese war dead that provides exclusive Shinto memorial services, within which religion, patriotism, and nationalism coalesce into one and the same attitude. Yasukuni’s dilemma concerns the adoption of either a religious or a political ideal, but the Yasukuni authorities apparently want both. The paper briefly relates the origin of the Yasukuni Shrine and discusses the religious nature of state-Shinto, the translation problem of the word religion into Japanese, and finally, Yasukuni’s postwar development, highlighting the role of various actors in this social practice.

Abstract:
This study aims to examine the relationship between religion and politics. Specifically, the relationship between state power and Shinto was analyzed, focusing on Japanese politics and the Japanese political organization Nihonkaigi. Through this, the ideological background of Japan’s right-wing forces was analyzed. Nihonkaigi is a political organization where right-wing political figures from Japan, created by “the Group to Protect Japan” and “the National Congress to Protect Japan,” are gathered. This organization significantly influences modern Japanese politics based on right-wing forces. The ideological backgrounds of these right-wing forces include “setting the Japanese emperor as the base of power” and “traditional the unity of state and religion ideas”. It means that efforts to abolish the State Shinto in December 1945 and prevent the recurrence of militarism failed. Nihonkaigi is giving material, human, and ideological support to right-wing politicians. They seek a “return to before the 2nd World War” by glorifying nationalism with discourse such as “Strong Japan equals Making a New Japan”. This example explains the unique aspect of Japan’s unity of state and religion.

Abstract:
This thesis aims to contextualize gender politics, nationalism, and animism as interconnected cultural patterns reflecting 19th century acculturation and post-WWII national reconstruction of Japan. In particular, state-nationalism, hegemonic femininity, commodity animism, uniform fetishsm, and power structure are analyzed through the symbolisms and discourse of the Japanese indigenous faith: Shinto, female practitioners, and followers. There are two points of ideological and linguistic rupture in modern Japan: late-19th century and mid-20th century, in which a large part of this thesis is dedicated to for a holistic contextualization in accordance to historical narrative and events. Materials for this thesis were collected through three separate occasions of field research: winter of 2016 to 2017, summer of 2017, and the spring of 2018 where participant- observation, semi-structured interviews across different platforms, internet ethnography, and archival data analysis were combined. The thesis is separated into three parts: super state- nationalism, gender politics, and commodity animism, and each chapter has its own thematic focus for analysis while the ideological shifts are explained largely based on Ideological State Apparatus and subjectivity. The development of the several thousand year old faith is the preoccupation of this thesis in an attempt to interpret the collective identities, tendencies, and patterns of Japanese modernity.

La tesi si compone di una breve panoramica sul periodo Meiji, con particolare attenzione all'analisi dei fattori che hanno portato la religione shintoista ad essere messa in una posizione privilegiata durante la Costituzione Meiji, sul perchè sia stata fatta diventare "religione di Stato", e di come sia stata utilizzata come strumento per favorire il patriottismo e per riaffermare il potere imperiale. Segue un'analisi delle motivazioni che hanno portato, dopo la conclusione della seconda guerra mondiale, le forze alleate a prendere provvedimenti tesi a laicizzare il Giappone. Tali premesse aiuteranno a spiegare, attraverso analisi di sentenze, perchè, nonostante la Costituzione del 1947 sia molto chiara in materia religiosa, essa sia sottoposta ad interpretazioni, a volte forzate, da parte delle Corti.

Abstract:

Genom att använda folktro och religion skapade den Japanska regimen under två eror, Meji och Showa, ett instrument för att tygla folket och ge obehindrad makt till toppskiktet i samhället. Man underströk kejsarfamiljens gudomliga arv som släkting till dem mäktigaste kamin i gudavärlden solgudinnan Amaterasu. Som släkting till henne var han att betrakta som gud och fick aldrig ifrågasättas. Det Japanska folket var inte heller vilket folk som helst utan ett härskarfolk som även det hade gudomlig härkomst. När folket sedan genom mängder av propaganda från skolväsendet upp igenom hela samhället indoktrinerats om sin och kejsarens överhöghet var det dags att visa resten av världen sin gudomlighet. Genom att besegra sina fiender i krig blev övertygelsen än större på hemmafronten och Kokka Shinto tycktes mer och mer sitta inne med sanningen. Japan var riktigt nära att slå ut den amerikanska flottan under andra världskriget, men en serie förluster satte stopp för framgångarna och Japan besegrades. Den amerikanska ockupationsmakten identifierade Kokka Shinto som skyldig till aggressionerna på samma sätt som nazismen var för Tyskland.

Kokka Shinto hjälpte till att göra Japan till en fascistisk stat precis som syftet var med den. Från början av Mejirestorationen till slutet av Andra Världskriget var Kokka Shinto en framgångssaga för ultranationalisterna men de allierades seger krossades Statsshinto. Det finns dock kvarlämningar av Statsshinto i Japan och när en Japansk premiärminister kan besöka Yasukuni-templet utan att tvingas avgå visar landet att man ännu har en bit att vandra innan man helt har kastat av sig sitt nationalistiska och fascistiska ok.

Slutsatsen blir därför att jag inte anser att Kokka Shinto är en religion utan snarare mäktiga mäns sluga utnyttjande av folktro och vidskeplighet i syfte att ta över ett land. Kokka Shinto är en veritabel våldtäkt på en legitim religion men genom att använda samma mytologi och historia köper man sig legitimitet. Man måste som utomstående vara mycket distinkt i att skilja på Shinto och Kokka Shinto ungefär på samma sätt som man skiljer på Socialism från Nationalsocialism. Fram till 1868 var Shinto en mycket tolerant religion och efter 1945 är det så återigen, det finns dock ett nationellt tema i Shinto som onda krafter kan utnyttja.

Abstract:
The thesis investigates the basis of possible sources of shifts in the classical conceptualizations of political legitimacy of nation state as a result of the impositions of globalization. To this end, it first suggested that we should have a theory of globalization. Globalization in the fields of economy, politics, society, culture and identity along with fragmentation provides crucial changes in the roles and functions of the state, which result in fundamental transformation in the distinctive features of nation state, such as autonomy, capacity, unity, territoriality, sovereignty and identity. The depreciation in the classical roles and functions of nation state is observed in its decreasing capacity to cope with emerging global threats, such as environmental pollution, unequal development and international crimes. Economic globalization deprives nation state of its autonomy in determining its own economic policies. And identity/culture assertions of the locality disintegrate the unity and identity of nation state. Decreasing autonomy, capacity and unity lead to further depreciation in other two fundamental features of nation state, which are territoriality and sovereignty. These developments force nation state to find out new ways of legitimizing its position under the global context. In classical conceptions, political legitimacy of nation state had been constructed within the framework of the premises of its autonomy, sovereignty, territoriality, unity, identity and capacity. However, those fundamental characteristics of nation state seem to be depreciating under the global context. Actually, this depreciation will result in a new conceptualization of political legitimacy under globalization. Therefore, in this re-conceptualization of political legitimacy, individual, local and global impositions emerge as major sources. Nation state, which is eager to resituate itself in a legitimate basis in the twenty first century, should take into account emerging individual, local and global concerns.

Abstract:
This thesis is concerned with attempts to establish solid-state NMR as a complementary technique to X-ray crystallography for providing information on crystal structure, i.e. information regarding conformation, packing and inter- or intra-molecular interactions. Methods of assigning the solid-state NMR spectrum have been used which rely upon (^1)H-(^13)C dipolar interactions and upon the shielding anisotropy experienced by the nuclei. Single pulse experiments have also been used to identify solvate molecules. Of particular importance, the anisotropy and asymmetry have been found for a number of steroids, and the values used to assign the high frequency region of the spectrum. This has enabled chemical shifts to be linked to the hydrogen bonds that are present. Thus, the mode of hydrogen bonding can be predicted in forms of cortisone acetate for which the crystal structure is not available. Chemical shifts have also been linked with the conformation of the D ring. In this way, important crystallographic information has been gleaned from the solid-state NMR spectrum. The effect of the formation of hydrogen bonds upon the shielding tensor components of carbonyl and ester carbons has been studied, and found to cause a high frequency shift in δ22, which is probably oriented along the C=0 bonds. This leads to a high frequency shift in the isotropic chemical shift. The effect of the spinning speed upon the centreband intensity of a peak as the anisotropy and asymmetry are varied has been investigated. It has been found that at low spiiming speeds, the centreband intensity does not vary in a simple fashion. Thus it is recommended that full shielding tensor analysis is performed. The effect of the spinning speed on the sample temperature has also been studied. Results show that at low spinning speeds (up to 2 kHz) there is sample cooling as the spinning speed increases (attributed to the Joule -Thompson effect). But at higher spinning speeds (above 2 kHz) then there is sample heating as the spinning speed increases. The importance of this result is discussed. The effect of quadrupolar nuclei (35C1 and (^14)N) upon the spectrum of a spin-(^1)(_2) nucleus ((^13)C) has been studied. In favourable cases, the anisotropy in the spin-spin coupling constant has been found, whilst in other cases, the sign and magnitude of the quadrupolar coupling constant have been obtained. The broadening of resonances of carbon atoms adjacent to quadrupolar nuclei has been valuable in assigning the solid-state NMR spectra. The broadening effect has also been observed at more distant sites. It has not been possible to distinguish the effects of (^37)C1 and (^35)C1 on the carbon spectra of chlorine containing steroids.

Abstract:
This thesis investigates the shifts in the relationship between the state and civil society in Brazil between 1995 and 2010. Following a period when ‘civil society’ was nearly abandoned as an analytical category, a number of studies from the 1980s onwards have developed links between ideas of democracy and civil society. Seeking to understand the roles played by civil society and their relevance for Brazil’s recent democracy, this work proposes an analytical framework that associates a relational approach with the application of analytical tools from Chantal Mouffe’s agonistic theory of democracy. The thesis’ period of analysis covers the administrations of presidents Fernando Henrique Cardoso and Luiz Inácio Lula da Silva. The main hypothesis examined is that during this period there occurred a shift from an ‘apoliticalconsensual’ to a ‘political-conflictual’ pattern of relationship between state and civil society. The work undertaken in this investigation is conveyed through eight sections. Following a brief introduction, Chapter 1 is dedicated to a review of the literature on civil society; it also includes a justification of the use of the relational approach and an introduction to this thesis’ main analytical categories. Chapter 2 traces an overview of the historical trajectory of civil society in Brazil and its key characteristics. Chapter 3 explores the discourses and practical measures relating to civil society which have been adopted by the Cardoso and Lula governments. Chapter 4 discusses the literature on participation in Brazil and its formulations on the modes of interaction between the state and civil society. It also explores tenets of Mouffe’s agonistic theory and proposes an analytical framework through which the case studies will be interpreted. Chapters 5 and 6 examine the two selected case studies: respectively, the National Council for Health and the 1st National Conference of Communications. The concluding chapter outlines the thesis’ main findings. This thesis intends to expand understanding of the realms of civil society action; the forms of relationship between civil society organisations and the state; and, finally, the projects’ potentialities for expanding participation and deepening democracy in Brazil.

AbstractThe period since the Second World War has witnessed three global power shifts: one, from sovereign states relating to each other through balances of power, to inter-state organizations which pool some sovereignty and enact collective preferences; two, from states to non-state organizations, including NGOs, enormously facilitated by the internet; and three, from West to East. The World Bank has been a microcosm of these shifts. This chapter describes the interplay between some of the agents: World Bank staff; World Bank top management; World Bank Executive Directors (representatives of member governments, who formally govern the Bank); Government of India and governments of states; Indian and international (mainly UK, US, Japanese) NGOs; and the US Congress. The context is the Narmada irrigation and resettlement projects in western India from the 1970s to the 1990s. The first of the projects (Sardar Sarovar) became the subject of a large-scale opposition movement, Indian and international, which ended up forcing the World Bank to take serious responsibility for resettlement and environmental sustainability in its projects world-wide, and to create an independent inspection facility to which people who consider their welfare net harmed by a World Bank-supported project can bring complaints direct to the Bank by-passing their national government.

Enhanced wettability, known as superhydrophobicity or superhydrophilicity has drawn extensive attention in the past for wide range potential applications such as superhydrophobic surfaces for self-cleaning, anti-icing, dropwise condensation, and drag reduction. This research focuses on the investigation of the frequency responses of quartz crystal microbalance (QCM) devices coated with micropillars to the different wetting states of drops. A theoretical model was developed to correlate the resonant frequency shifts of QCMs with the penetrated (Wenzel state) and suspended (Cassie state) states based on the Euler-Bernoulli beam theory. In the experimental validation of the theory, Poly(methyl methacrylate) (PMMA) micropillars were fabricated on the QCMs using nanoimprint lithography (NIL) method and the different wetting states were generated by plasma treatment and chemical coating. The frequency shifts of the QCM device were measured by a network analyzer. A good agreement between experimental measurements and theoretical predictions was obtained. It was found that the micropillars operating in the penetrated state results in one order of magnitude higher frequency shift of QCM than the micropillars in suspended state. There exists a highly nonlinear vibrating behavior of micropillars with different heights in both penetrated and suspended states. The QCM based technology is a valuable tool for studying the wettability of different superhydrophobic or superhydrophilic surfaces.

Abstract: The article presents the results of a psychophysiological examination of drivers of passenger and export traffic, working in the day and night shifts, respectively. The dynamics of performing psychophysiological tests (changes in the reaction rate, the number of errors, perception of time intervals, etc.) after day and night shifts was revealed, and differences in the subjective perception of the specifics of work in the daytime and at night were also noted. Working the night shift requires the driver to mobilize psychophysiological resources aimed at maintaining active wakefulness and fighting monotony. Day trips are perceived to be more stressful due to more input and traffic. Target: The study of the functional state dynamics of train drivers working without an assistant during day and night trips with an increase in the duration of working hours up to 8 hours in passenger traffic and up to 12 - in export traffic. Methods: 1. Express test of the functional state; 2. «Sense of time» test; 3. Stress resistance test; 4. Survey «Well-being. Activity, mood (SAN)»; 5. Survey «Diagnostics of states of reduced performance (DORS)». Results: The dynamics of the speed and stability of the visual-motor reaction, the accuracy of the perception of time intervals, as well as the subjective perception of the features of day and night shifts by train drivers themselves, makes it possible to distinguish differences in the specifics of shift work: in the daytime it is distinguished by greater intensity, tension, which is reflected in the number of erroneous actions during testing after a day's ride on the simulator, and in the subjective experience of stress noted by the drivers. The need to work at night requires considerable efforts from train drivers to mobilize, which is manifested during a psychophysiological examination before the night shift, however, forced wakefulness during night work leads to a state of monotony among train drivers.

Introduction: Shift work schedule is typical for most professions in railway transport. The need to stay awake at night, combined with high responsibility for traffic safety, is factor that reduces work efficiency, and therefore regular monitoring of workers functional state and its timely correction is necessary. Goal: Locomotive crews working in passenger traffic in day and night shifts on locomotive simulator «EP1M» functional state dynamics study. Research methods: Psychophysiological methods («Express test of the functional state», «Sense of time», «Stability of attention», «Complex motor reaction»); questionnaire «Health, activity, mood»; daily monitoring of blood pressure; analysis of erroneous actions in the simulator. Results: There were founded a number of differences in the results of psychophysiological examination before and after trips, both during the day and night. Blood pressure daily dynamics during day and night shifts was revealed. The «critical hours» of passenger traffic locomotive crews work, during which the risk of making mistakes increases, are noted. Conclusion: Locomotive crews (passenger traffic) during the day and night shifts psychophysiological functions changes dynamics was revealed.

A Linear Feedback Shift Register (LFSR) is a standard parallel shift register with output taps on some of its stages. If the output taps are combined and fed back to the initial stage, on each clock cycle the shift register will change to a new state. By appropriate selection of the tap connections an n-stage LFSR can be made to cycle through all possible 2n-1 states before repeating the sequence. The output from any stage is called a maximal length pseudorandom sequence. Such a sequence has many of the statistical properties of a sequence of ideal random numbers, but obviously results from a very well defined process. Once a LFSR is known, its associated pseudorandom sequence can be described in full. The inverse problem of identifying the LFSR which generated a given pseudorandom sequence is far more difficult.

Abstract:
For WWER-1000 reactor pressure vessel (RPV) the metal embrittlement monitoring is performed with the usage of the radiation and the temperature surveillance specimens (SS) sets. For the fracture toughness curve indexing the critical temperature of brittleness (CTB) is used, CTB is obtained by the processing of Charpy impact energy data. Modern codes that regulate WWER RPVs CTB prediction are based on the CTB shift ideology. According to this ideology the CTB is defined as the initial CTB value plus CTB shift due to the radiation, plus CTB shift due to the thermal ageing, plus certain margin. This margin includes the scatter of CTB in the initial state, scatter of CTB shift due to the radiation and scatter of CTB shift due to the thermal ageing. A tendency of modern WWER RPV integrity assessment codes to provide conservatism with: choosing the CTB in the initial state for the CTB shifts determination; choosing the CTB in the initial state for the CTB determination; taking into account the scatter of CTB in the initial state, scatter of CTB shift due to the radiation and scatter of CTB shift due to the thermal ageing, leads to huge predictive values of CTB and to formal unfulfillment of brittle fracture criterion for RPVs. This paper demonstrates that the usage of actual CTB data and their scatter (obtained directly from Charpy V-notched impact tests) instead of the shift ideology can be the one of the possible ways of adequate CTB prediction. The CTB database for welds is created on the base of the results of WWER-1000 RPV surveillance program of all Ukrainian NPPs. The article presents the results of the thermal aged Charpy V-notched SS tests. The thermal aging has been shown to be practically absent. The CTB thermal shift values, which were obtained in some laboratories, are caused by the CTB scattering in initial and thermal aged states only. According to the processing results of the irradiated SS tests data, the chromium, manganese and silicon have been found to have the greatest impact on the CTB value. The CTB dependence on the neutron fluence and chemical composition of WWER-1000 RPV beltline welds has been obtained. A new methodology of CTB curve prediction for WWER-1000 RPV welds is developed. This methodology is expected to be the basis in the modern Ukrainian normative of RPV integrity assessment since it reduces the unreasonably high conservatism inherent to the RPV project, to a more reasonable level.

This rapid literature review explores how to maintain essential state functions and basic service delivery during escalating conflict situations. It draws on literature and ideas from various overlapping agendas including development and humanitarian nexus; development, humanitarian and peacebuilding nexus (the “triple nexus”); fragile states; state-building; conflict sensitivity; resilience; and conflict prevention and early warning. There has been an extensive exploration of these ideas over the past decades: as the international development agenda has increasingly focussed on the needs of fragile and conflict-affected contexts (FCAS); as violent conflicts have become more complex and protracted; as the global share of poverty has become increasingly concentrated in FCAS highlighting the need to combine humanitarian crisis strategies with longer-term development strategies; as threats emanating from FCAS increasingly affect countries beyond those states and regions e.g. through serious and organised crime (SOC) networks, migration, terrorism, etc; and as global trends like climate change and demographic shifts create new stresses, opportunities, and risks.

Is the perineuronal net structure within emotional processing brain regions associated with changes in affective state? The objective of this scoping review is to bring together the literature on human and animal studies which have measured perineuronal net structure in brain regions associated with emotional processing (such as but not limited to amygdala, hippocampus and prefrontal cortex). Perineuronal nets are a specialised form of condensed extracellular matrix that enwrap and protect neurons (Suttkus et al., 2016), regulate synaptic plasticity (Celio and Blumcke, 1994) and ion homeostasis (Morawski et al., 2015). Perineuronal nets are dynamic structures that are influenced by external and internal environmental shifts – for example, increasing in intensity and number in response to stressors (Blanco and Conant, 2021) and pharmacological agents (Riga et al., 2017). This review’s objective is to generate a compilation of existing knowledge regarding the structural changes of perineuronal nets in experimental studies that manipulate affective state, including those that alter environmental stressors. The outcomes will inform future research directions by elucidating non-cellular central nervous system mechanisms that underpin positive and negative emotional states. These methods may also be targets for manipulation to manage conditions of depression or promote wellbeing. Like many other states, North Carolina’s population dynamics have shown a definitive shift toward greater urbanization. Some of the population increase in urban areas is in-migration from outside the state. However, net population loss in many of North Carolina’s rural areas has been on the rise for years. Population outflows of this magnitude can bring an array of unique challenges for rural small firms. Chronic rural issues like unfavorable geography, endemic poverty, and poor infrastructure for business can pose serious economic development challenges. According to some scholars, level of rurality or geographical isolation is the primary variable in explaining why economic development outcomes vary across the United States. We assess the literature to determine what role small business development and complimentary strategies have in rural economic growth.

This work provides an institutional, legal and policy review of crucial aspects of land records modernisation systems at the national level. Introducing property records and patterns of ownership in India, it provides an overview of various central government schemes promoting land records modernisation. It discusses the systemic and legal characteristics of land records and the proposed shift to conclusive land titling system, drawing attention to issues of tenure and property rights, especially in the urban and peri-urban context. Presenting multiple case studies on ongoing modernisation initiatives in some of the study states, the volumes also looks at the roles of multiple institutional stakeholders and the interfaces between them. Operational challenges faced in this transition to technology have also been discussed, in an attempt to bring out an overall picture of crucial issues and best practices across state-level diversities. The objective is to highlight the possibility of multiple trajectories and look at ways in which states can learn from each other by sharing experiences, while simultaneously acknowledging that there are certain issues that are typical of a particular state and must be resolved via deeper engagement with the local terrain.

Shifts in disturbance patterns across the Northeast are of increasing concern as the climate continues to change. In particular, changes in patterns of frequency, severity and extent of disturbance event may have detrimental cascading impacts on forest ecosystems and human communities. To explore how changing disturbance regimes might impact future forest health and management it is necessary to understand the historical trends and impacts of disturbance in the region. Although individual types of disturbance have already been analyzed, there is a need for a consolidated overview of the current state of disturbance in northeastern forests. To address this need, the Forest Ecosystem Monitoring Cooperative (FEMC) developed the FEMC: Tracking Shifts in Disturbance Regimes web portal for users to explore changes over time of key disturbance drivers, identify important disturbance responses, and discover where monitoring is happening for both drivers and responses. In collaboration with our advisory committee, we identified key disturbance drivers—flood, high winds, fire, drought, pests—and responses—macroinvertebrates, cold-water fisheries, invasive plants—that are of particular concern in the region. For each of the drivers we identified a suitable regional dataset and analyzed changes over time in frequency, severity, and extent. We also created a structured framework to catalogue programs across the region that are monitoring for these disturbance drivers and responses. Version 1.0 of the FEMC: Tracking Shifts in Disturbance Regimes (https://uvm.edu/femc/disturbance) web portal, first released in October 2021, contains 272 data programs, 11 drivers and three responses. Through the web portal users can browse programs by state, driver type or response type, and explore where monitoring is happening across the region. Driver-specific analyses allow users to quickly see the trends in severity, frequency and extent of selected disturbances and compare the impacts in selected states to regional data. We hope that this collection of programs and the analysis of trends provide researchers and land managers with an easy way to understand the current state of disturbance in northeastern forests that enables them to analyze and plan for future impacts.

The changing landscape of transportation technology and traveler behavior, accelerated by recent events like COVID-19, has led to significant shifts in travel demand and vehicle miles traveled in Indiana. This study seeks to understand the long-term implications of these changes and their potential impact on passenger, freight, and micro-mobility movements across the state. To achieve this objective, this project focused on forecasting future transportation demand conditions and carrying out long-range scenario planning by accomplishing four tasks: forecasting travel demand shifts based on location-based data, evaluating medium-term inter- and intra-urban transportation demand shifts, forecasting county-level industry shifts using scenario-based growth models, and providing recommendations and guidance to the Indiana Department of Transportation (INDOT) based on the study results. Results offer improved planning for infrastructure investments and operations, the incorporation of emerging technologies into transportation planning processes, and an enhanced understanding of passenger and freight movements at the statewide and regional levels. Deliverables from this study include valuable tools and models that can help INDOT navigate potential transportation system changes and accommodate the evolving needs of the future.

Abstract:
The electrophysiological technique of auditory steady state responses (ASSR) makes possible objective hearing threshold definition, with frequency specificity. A high level of reliability is a basic requirement for applying this technique in a medicolegal context. 35 subjects affected by significant occupational noise induced hearing loss and claiming compensation underwent a thorough medical and audiological examination, including an analysis of the auditory steady state responses (ASSR) in order to objectively define hearing thresholds with frequency specificity, and ear-by-ear. In order to investigate the reproducibility of the thresholds obtained by this technique, the electrophysiological exploration was repeated immediately after the first test. An exhaustive statistical comparison of the results rejects the hypothesis of any significant difference between the results of both exams, whatever severity of hearing loss and frequency. All correlation coefficients (R and ICC) and Cronbach’s α values reach or exceed 0.9. Bland-Altman plots rule out systematic shifts, as well as proportional errors, or variations that depends on the magnitude of the measurements.
