The following report prepared by a task force of employers and consumer groups underlines the need to develop strategies to meet current shortages and future requirements for occupational therapy manpower. Increasing demand for occupational therapy services is in response to an increase in service programs funded by the Ministry of Health, changing philosophies of care and management for the disabled, and a clearer understanding of the role of the occupational therapist in the physical and mental well-being of the disabled. This trend is expected to continue over the next five years and place additional stress on an already exhausted supply of manpower. The data used for forecasting manpower requirements in this report were that of Hospital Statistics, Table 8B and Ontario Home Care Programs statistics. By 1990–91, given the rate of growth in these two sectors, projected attrition and projected output from educational programs, an additional 1048 occupational therapists will be required over and above available resources at that time. Strategies must be put into place to offset the impact of this occupational therapy manpower shortage in Ontario. Considerations in the development of strategies are briefly discussed and suggestions are made to address this problem both in the short and long term.

Abstract:
The aim of this research was to examine the causes and consequences of the shortage of electrical artisans at Eskom, using the Southern Region as a case study. Eskom used to be one of the leading public enterprises in the training of artisans to fulfil its own demand as well as to meet industry demand. This research reveals that this is no longer the case. Eskom Southern Region, a sub-division of Eskom Holdings, employs about 1700 employees. More than three quarters of these employees are employed in departments that utilise mostly electrical artisans. Natural attrition and the curtailment on the number of employees indentured and trained as electrical artisans has presented the Eskom Southern Region with a skills acquisition and retention challenge. Against this background, the study sought to discover how far Eskom Southern Region implements training and development interventions and recruitment and retention strategies in response to skill shortages. The study is based on a review of literature on skill shortages, a questionnaire opinion survey on skill shortages completed by employees at Eskom Southern Region, document study, and interviews with relevant stakeholders. The empirical study confirmed the findings of the research and skills shortages were identified for particular positions employing electrical artisans. The results show worsening skill shortages and hard-to-fill vacancies. The study proposes recommendations that encompass strategic responses, workplace-based strategies, and training-based strategies to address the shortage of electrical artisans.

Abstract:
The UAE is a small capital-rich country short in indigenous manpower, both skilled and unskilled. However, it has an unlimited supply of foreign manpower. Indigenes constitute about a fourth of the population, one tenth of the total workforce, but only 2% of the industrial workforce. Industrialization is the main avenue for development and in the post-oil era various public sector projects have been set up including oil refineries, gas liquefaction plants, a fertilizer plant, an aluminium smelter and cement factories, as well as smaller private sector factories for building materials, consumer and food products, etc. Industries suffer from local competition due to duplication of projects caused by lack of co-ordination between the emirates and from foreign competition due to lack of protection since the State has a free trade policy. Although industries do not suffer from manpower shortages, the lack of indigenous skilled manpower is a national problem since the industrial sector is controlled by foreigners. Xoreover, one of the aims of industrialization should be the development of a skilled national workforce that can generate the national income after the oil is exhausted. The rapid expansion in education has been with little planning. There has also been little economic and work-market planning and no co-ordination with educational planning. Government guarantees jobs to uni versi ty graduates at above market wages as a welfare-oriented oil income distribution policy. Therefore, local graduates avoid working for industry, particularly the private sector. There are only 3 industrial schools and industrial students equal 2% of general secondary education students. Furthermore, industrial school graduates work mainly for employers s~ch as the police and army and often not in their specialiZations. The UAE has thus failed to develop productive human resources and to benefit from its industrial education which is more expensive than general education.

This study focuses on the extent and adjustment to labour shortages in a large, publicly owned, Industrial holding company (INDECO) operating in an underdeveloped economy---Zambia---whose labour market experiences severe shortages of skilled manpower. In taking an empirical approach, we sought to test the applicability of the conventional labour market adjustment theory in the context of an underdeveloped economy. It is suggested that a systematic management of human resources through manpower planning can help to reduce the incidence of either labour shortages or surplus and thereby minimise the implied costs of either situation. We, therefore, sought to find out whether the concept of manpower planning has been adopted in INDECO and, if so, how it is viewed and practised and the problems which are encountered in its implementation. Evidence presented in this thesis suggests that skilled manpower shortages, as exemplified by recruitment difficulties and high labour turnover, are experienced in technical, engineering, accounting and managerial occupations. Skill deficiency problems also obtain among existing employees, especially those in direct production occupations. The causes of such shortages are historical, technical and institutional: colonial educational and labour policies; high demand from increased manufacturing activity after independence; inelastic supply; poor manpower utilization policies; and, for parastatal companies, a bureaucratic pay structure. In addition to reduced efficiency, the shortage of local skilled manpower have forced many companies to depend on expatriates. This is costly both in terms of foreign exchange and its distortional effects on the economic structure. While many companies favour increased supply (training) as the main adjustment instrument, the relatively cheaper forms of increasing supply (on-the-job and local training) are, however, underrated when compared to foreign training. In most companies manpower planning is synonymous with training and development. We attribute such a narrow view to the government's indi-genization policy, the lack of appropriate manpower planning skills, and that increasing supply may be the most effective way of adjusting to labour shortages. Implementing comprehensive manpower planning is also constrained by the bureaucratic pay structure, government intervention, foreign exchange problems, and, the lack of suitable manpower data. Given such constraints, we suggest some approaches to manpower planning which the INDECO companies could adopt.

Since the Standard Form Regulations of Condominium has been promulgated in June 1995, the property management industry has experienced prosperous growth in Taiwan. Its business scope includes public service, security guard, cleanliness maintenance, maintenance of mechanical equipment, living service and management of personal property. Based on providing services mainly with workforce, the property management industry is categorized as a labor-intensive industry. As the phenomenon of unemployment and labor shortage coexists in Taiwan society nowadays, the unemployment rate maintains high while the labor shortage becomes worse at the same time. After the change of social policies, it has a great influence on labor-intensive industries. This research focuses on the reason of labor shortage in order to develop countermeasures for Sincere group, the author’s company. This dissertation adopts semi-structured interview as a qualitative research method. Seven stakeholders were invited to one to one interview. Take Sincere group as an example of the property management industry within this case study, analyzing the causes of labor shortage can be an essential process of evolving strategies to ease labor shortage.

Abstract The long-term care service targets mainly the elderly population and the disabled population, while the elderly population is mostly accompanied by disability. The proportion of the elderly population over the age of 65 from a country to the total population can be judged by the country's demand for long-term care. Japan, South Korea and Taiwan in Asia, the proportion of the elderly population in the total population reached 28%, 14% and 13.9% in 2017, respectively. It is already a hyper-aged society or an aged society. . It is obvious that the three countries have the same great demand for long-term care, and they also face the problem of long-term care for manpower. Long-term care is mainly provided by people. Adequate and stable manpower is highly relevant for the care of long-term care, the quality of care, the hospitalization rate and mortality rate of care recipients, the improvement of long-term care organization performance and the reduction of operating costs. Method: This research adopts the research methods discussed in the literature. The literature collection uses the "Hua Yi Online Library, Airiti Library", and selects the keywords "Certified Care Worker", "요양보호자" and "Caring Staff Manpower" to search for relevant literature. The road literature section uses "Google" to "visit the caregiver, care staff, certified care worker ", "NHIC", "요양보호자", "Long-Term Care, OECD", "Long-Term Care, WHO", etc. Search for keywords. The government's statistics are based on data published by the Ministry of Health and Welfare, the National Development Committee and the Ministry of Labor. After the literature collection is completed, it will be discussed, compared and analyzed. Conclusion: The long-term care of the three countries in Japan, South Korea and Taiwan, whether from the source of human resources in the country or the source of foreign human resources, can be seen to adopt a more relaxed policy for the country's human resources to increase the source of human resources. For foreign sources of human resources, stricter regulations, including those who must obtain a visa or work visa, must be trained in core and internship courses for a certain period of time before they can engage in long-term care. In the three countries, the manpower required for long-term care must pass the national examination, obtain a technician certificate or complete a certain number of core and internship courses before they can engage in long-term care services. Due to the low salary, long working hours and low social status, the long-term care service manpower is low and the willingness to work is not good. In order to improve these problems, the three governments have adopted measures such as increasing wages and benefits, improving the working environment and the image of their work, human resources planning and certification, and modifying the foreign transfer visa method, with the aim of solving the problem of insufficient long-term care for manpower. But so far, there is still no way to properly solve the problem of long-term care for the manpower in the three countries.

Text classification in medical domain could result in an easier way of handling large volumes of medical data. They can be segregated depending on the type of diseases, which can be determined by extracting the decisive key texts from the original document. Due to various nuances present in understanding language in general, a requirement of large volumes of text-based data is required for algorithms to learn patterns properly. The problem with existing systems such as MedScape, MedLinePlus, Wrappin, and MedHunt is that they involve human interaction and high time consumption in handling a large volume of data. By employing automation in this proposed field, the large involvement of manpower could be removed which in turn speeds up the process of classification of the medical documents by which the shortage of medical technicians in third world countries are addressed.

In Southern Africa there tends to be an acute shortage of skilled manpower in the field of science, engineering, and technology. The interrelationship between Mathematics and development of humans to advance the cause of humans is a fundamental importance of Mathematics to humans. In this chapter, the author draws on the many empirical studies which address quality in teaching and learning. The focus of the chapter is to summarize the many research studies in Southern Africa which address the teaching and learning of Mathematics in Higher Education. The author shall confine the studies to those which adopt APOS (Actions-Process-Object-Schema) as a theoretical analysis. So far no research seems to have collated such African studies in a cohesive manner and this chapter intends to do that.

With the efforts of Social Welfare Department, voluntary works in Hong Kong become systemic and popular. Volunteers have been involved in developing local elderly services in many organisations in recent years. Contributions of volunteers related to elderly services in some organisations have been reviewed in this chapter, introducing the scope of services among the volunteers. Training and rewarding systems are also highlighted in order to examine the engagement of volunteers. The case of a local welfare organisation is used to discuss the operational issues encountered in Hong Kong. With a view to relieve the shortage of manpower and demand of the healthcare system, suggestions of further enhancing the ability of volunteers and extending their scope of services in the home of elderly people are proposed. Pertinent issues in sustaining trained volunteers in the voluntary long-term care work are also presented.

Abstract:
Small and medium-sized enterprises (SMEs) trail large organizations in leveraging IT systems. SMEs are beginning to understand the significance of implementing IT systems like ERP for improving their preparedness in business processes. Hence the objective of this research article is to develop a framework to analyse SME's organizational preparedness for implementing the technology. This research applies a General Morphological Analysis (GMA) framework to explore suitable models and variables for IT change preparedness to realize the benefits of ERP implementation in SMEs. An SMEs drawback in implementing IT tools is specifically due to a lack of knowledge and an acute shortage of resources like investment and manpower. The review of literature in this article using general morphological analysis is novel for ERP implementation in the SME sector. Based on the review of articles, a morphology with a technology organization framework and environment (TOE) framework which evaluates technological, organizational and environment is most adequate to understand the IT readiness for ERP among SMEs.

Abstract:
Computerized patient care documentation (CPD) is a vital part of a Patient Care Information System (PCIS). Studying CPD in a well-established PCIS is useful because problems of system adoption and startup do not interfere with observations. Factors interfering with optimal nursing use of CPD areparticularly challenging and of great concern, given today’s shortage of nursing manpower. We describe problems and advantages of CPD usage identified by nurses in a series of research interviews. The chief advantages of CPD for nurses found were better accessibility and reliability of patient care documentation. The main disadvantage was an awkward fit between current input technology and nursing workflow. A second disadvantage was difficulty in translating portrayal of the nursing process into readable documentation that is useful to all members of the clinical team. We interpret these findings to show that explicit consideration of nursing workflow constraints and communication processes is necessary for development of effective nursing documentation systems. Some findings point to a PCIS reconfiguration strategy that is feasible in the short term. Other findings suggest the value of considering mobile and team-oriented technologies in future versions of the PCIS.

Health care delivery requires a sufficient number of manpower. It is recognized that the shortage of health workforce is the most important issue for the health sector. Health manpower distribution should be in a balanced across the country. National human resources for health policies require evidence-based planning. Health manpower planning involves issues such as planning, employment and management of workforce. The main objectives of this study are determine physician numbers, compare the data to OECD and other countries, distribution of physicians, proportion of health employees to each other. The main criteria used in health manpower planning are that the numerical situation of manpower, while the other is distinguishes of manpower according to the regions, provinces and institutions. The Ministry of Health of Turkey Health Statistics Year Books (last one published in 2013 for 2012 data) and the other statistics were used for obtaining data. In Turkey, physicians total has increased by 41,1%, in this period. Specialist physician increased by 54, 2%, general practitioner 25, 8%, medical residents 33, 4%. In 2002, 62, 4% of physicians total were working in the Ministry of Health while 21.9% universities, 15.7% private sector. In 2012, 56.8% of physicians total were working in the Ministry of Health, 20.8% universities, 22.4% private sector. In 2002, Turkey had 139 physicians per 100.000 populations while the number is 172, in 2012. According to the tenth five-year development plan, the number of physicians per 100.000 people are estimated to be 176 for 2013, while 193 for 2018.

Abstract Because of the rapid increasing number of the elderly, the shortage of helpers and the burden to helpers is becoming a big problem in our country. Caring work involves many simple physical tasks, and particularly, transferring between a bed and a stretcher, between a bed and a wheelchair, and so on, is heavy burden to helpers. So, many kind of tools and equipment are in practical use. But, actually, it can’t be said that the equipment for transfer which is easy to use from the point of saving manpower, the time required, storage space, efficiency, comfort for patients and user-interface has developed. In this research, we developed a practical transfer equipment to save manpower for nursing. By moving its plate right and left, this equipment can transfer an elderly person from the bed to the stretcher directly, and decrease time-waste switches and the burden to helpers. Moreover, patients can be transferred without changes of postures. First, we produced a prototype which has 1/3 length of full size (1800mm), and evaluated the mechanical behavior and the time required. As a result, we found that it takes about 2 minutes to fulfill the task. This result indicates that our developed equipment has a possibility to be used in practical use.

Reduced manning has long been an aspiration for navies, due to manpower shortages and a desire to reduce through life costs, whilst the requirements for mission capable, effective and flexible vessels have continued to grow with the evolution of military operations. The challenge for industry is to provide a naval platform with increased capability and agility, whilst embracing sufficient automation to support a reduced complement. An Integrated Platform Management System can provide the answer to many of the challenges posed by a lean manned platform. However, to fully exploit the benefits of such a system, the operator characteristics and supporting technology must be fully considered. In terms of Integrated Platform Management System design, a truly distributed architecture, extensive system integration, intuitive alarms and warning policies, and the inclusion of remote alarm panels with paging systems, can all help to tackle the reduced manning challenge. As technology evolves so will the ability to optimize ships’ operations and develop new ways of achieving mission objectives whilst addressing the reduced manning challenge. There are a number of themes currently driving innovation in the maritime market, such as remote support initiatives, most prevalent in the commercial maritime sector. Furthermore, the adoption of intelligent systems, such as smart valves, can offer significant benefits against the background of ever reducing manning levels.
