Abstract:
El propósito de este artículo es exponer las dificultades y los conflictos que se suscitan a la hora de abordar un tema tan complejo como lo es la ablación femenina. El trabajo se basa en una revisión bibliográfica exhaustiva, complementada con trabajo de campo antropológico y entrevistas propias en Sierra Leona. Como resultados, se presenta el estudio de los efectos colaterales del corte genital femenino y criterios para medicalizar; los derechos humanos y el relativismo cultural al respecto, así como la descripción de ablación en Sierra Leona. De la investigación se desprende que estos rituales afectan no solo la salud, sino también dilemas éticos, filosóficos, morales y legales; implican los derechos humanos y el relativismo cultural. El valor y la originalidad del texto consisten en abordar con rigor un tema de alta relevancia, como lo es los cortes genitales femeninos, poco conocido en América Latina, a lo que se suma el trabajo de campo y las entrevistas. Se concluye que todo proyecto de investigación sobre ablación debe abordarse como un fenómeno holístico, como un hecho social total, que alcanza múltiples ámbitos de la sociedad.

Este artículo propone una reflexión crítica de la respuesta política internacional dada a la 24.º epidemia vírica de ébola que se extendió por los Estados de Guinea Conakry, Sierra Leona y Liberia (2014-2016). Para ello ordenamos el artículo en tres apartados. En el primero, localizamos la respuesta internacional a esta epidemia como un paso más de la historia de la medicalización de las relaciones internacionales. En el segundo, usamos los estudios críticos de seguridad sanitaria para cuestionar cómo las políticas de seguridad sanitaria que se desplegaron internacionalmente durante la epidemia defendieron los intereses de los Estados occidentales por encima de las necesidades de las sociedades africanas. En el tercero, acudimos a una visión multidisciplinar para reforzar las críticas anteriores y abrir vías de reflexión para superar el sesgo eurocéntrico del concepto de seguridad sanitaria global.

Las comisiones de la verdad (CDV), ampliamente reconocidas como herramientas clave de los mecanismos de justicia transicional (MJT), tienen el objetivo de lograr verdad, justicia y reconciliación después de dictaduras o conflictos violentos. Sin embargo, los actores políticos que promueven estos mecanismos no han, a menudo, ejercido una adecuada reflexión crítica sobre las medidas políticas sugeridas. Por el contrario, suelen argumentar desde puntos de vistas normativos, desestimando pruebas empíricas reales. Durante la última década, se ha debatido si los MJT funcionan realmente y qué impacto tienen. Partiendo de tres casos específicos (Kenia, Sierra Leona y Timor Oriental), este trabajo analiza la (no) aplicación de las recomendaciones resultantes de informes finales de CDV creadas después de conflictos armados. El trabajo se centra en el impacto de las comisiones de la verdad con respecto a la democracia, paz y reforma institucional, para averiguar qué impacto real tienen las CDV. El análisis sigue de cerca el enfoque cuadripartito de Skaar, Maica y Eide (2015) para medir el impacto de las CDV y muestra sus posibilidades y limitaciones.

Observa-se que, embora a Organização das Nações Unidas (ONU) e suas agências percebam Serra Leoa como um sucesso na reintegração de jovens e crianças, a literatura e algumas Organizações Não Governamentais (ONGs), que atuaram no país, percebem falhas nesse processo.ABSTRACTThe purpose of this paper is to discuss the reintegration of former-child-soldiers to the civilian life in Sierra Leone. Then, liberation and reintegration programs for former-child-soldiers in Sierra Leone are discussed so as to check if the they can be considered a case of success. Sierr a Leone is part of the Upper Guinean Forests with a climate that enhances great floral biodiversity. The exploitation of forest resources in Sierra Leone has seen a steady increase over the years while the establishment of forest plantations has witnessed a drastic decline. The relationship between forest exploitation and plantation forest decline is broadly assumed to be influenced by population growth, weak forest policies, legislatures, forest management and monitoring policies over the past century. The paper examines forests status and forest resources policy evolution since the pre-colonial era but pays particular attention to policies developed from 1988, in the post-colonial era, and the challenges facing their implementation. The paper highlights major challenges facing the healthy and sustainable growth of forest resources in Sierra Leone. The challenges range from the attachment of the Forestry Division to the Ministry of Agriculture, Forestry and Food Security (MAFFS), the overlap in ministerial mandates about forest protection, corrupt government officials, poverty, illegal logging, inadequate funding and staff, natural disaster and outdated forestry instruments. Natural factors such as climate change, drought, and landslides are considered among the issues affecting the sustainable expansion of forest resources in Sierra Leone. A flowchart of forest sustainability challenges in Sierra Leone was designed, and classified forest challenges into natural and man-made causes. The inability of the Forestry Division to become an independent body and the continued reliance of the Division on the 1988 Forestry Act to make informed decisions in the 21st century is serving as a major barrier in sustaining forests resources in Sierra Leone. Improving forest management in the country requires the collective efforts of both national and international forests protections entities and organizations. Sound forests conservation policies and adequate funding and staffing can strengthen the Forestry Division in enforcing its constitutional mandates. Adopting the best practices models from countries such as China, India and the USA will help towards the goal of managing forest resources sustainably for current and future generations.

Dalam penelitian ini peneliti berfokus pada implementasi peran WHO melalui CEDAW dan Maputo Protocol yang telah diratifikasi oleh Sierra Leone dalam penghapusan praktek FGM yang merupakan budaya dari masyarakat Sierra Leone untuk proses wanita menuju dewasa serta gerakan dari aktivisi internasional dan organisasi internasional yang berfokus pada penghapusan praktik FGM. Budaya FGM sendiri merupakan salah satu bentuk diskriminasi terhadap perempuan. Penelitian ini menggunakan metode kualitatif, dengan pendekatan deskriptif analitik, dimana data-data yang dikumpulkan dengan menggunakan studi pustaka. Dalam menjelaskan penelitian ini Peneliti memperoleh data melalui Jurnal, Buku, Tesis, Laporan Ilmiah, internet dan laporan pemerintah serta respon organisasi internasional yang berfokus pada FGM di Sierra Leone. Teori yang digunakan adalah HAM, Organisasi Internasional dan Peran. Data-data yang diperoleh kemudian diklasifikasikan untuk kemudian dianalsis dengan menggunakan teori yang digunakan untuk menarik kesimpulan. Dari hasil analisi, peneliti mengambil kesimpulan bahwa implementasi CEDAW oleh pemerintah Sierra Leone dalam masalah penghapusan Female Genital Mutilation tidak diterapkan secara baik oleh pemerintah Sierra Leone dikarenakan pemerintah tidak memasukan undang-undang kedalam hukum nasionalnya mengenai penghapusan praktik tradisional berbahaya yaitu FGM. Alasan pemerintah adalah dikhwatirkan mengancam kepentingan nasionalnya.

In 2012, Sierra Leone experienced its worst cholera outbreak in over 15 years affecting 12 of the country’s 13 districts. With limited diagnostic capability, particularly in bacterial culture, the cholera outbreak was initially confirmed by microbiological testing of clinical specimens outside of Sierra Leone. During 2012 – 2013, in direct response to the lack of diagnostic microbiology facilities, and to assist in investigating and monitoring the cholera outbreak, diagnostic and reference services were established in Sierra Leone at the Central Public Health Reference Laboratory focusing specifically on isolating and identifying Vibrio cholerae and other enteric bacterial pathogens. Sierra Leone is now capable of confirming cholera cases by reference laboratory testing.

Diamonds were discovered in Sierra Leone in 1930, and in 1934 sole mining rights were granted to the Sierra Leone Selection Trust (SLST), a subsidiary of the London-based Consolidated African Selection Trust, part of De Beers empire. In 1956, partly to restrict the increasingly prevalent illicit mining, and partly for political reasons, SLST opened part of its lease to mining by licensed miners under the Alluvial Diamond Mining Scheme (ADMS). The Sierra Leone government took over 51 per cent of the SLST shares in 1970, and a new company, the National Diamond Mining Company (NDMC), was formed. In 1980 SLST sold out to British Petroleum and left Sierra Leone.

Gullah Geechee people live in the coastal region of the United States from Pender County, North Carolina to St. Johns County, Florida. The essential tie between Sierra Leoneans and Gullah Geechee people is rice. The purpose of the article is to present information that assess satisfaction, perceptions, preferences and characteristics of a tour of Gullah Geechee people to Sierra Leone. The study data enabled the analysis and identification of tourist satisfaction, as well as provided understanding of potential trip improvements. Implications from the study bring Sierra Leone into the fold of heritage tours as seen in Ghana and Senegal, people discovering their roots, enabling social investments in developing nations and can be of service to the Government of Sierra Leone.

AbstractThe Franciscan mission to western Guinea between the 1660s and the late eighteenth century operated, from its Bissau centre, a 'Mission to Sierra Leone', whose priests occasionally reached the territory of modern Sierra Leone. Contact was made with the Afro-Portuguese resident in the Sierra Leone estuary, particularly with the Lopes family, and in 1752 a leading member was encouraged to make a 'Donation of Sierra Leone' to the Portuguese crown. This had little meaning and no effect. Hardly anything else is known about the local missionary activities, partly because of the decay of the general mission, but scraps of information about the Catholicism of the Afro-Portuguese appear in Portuguese and English sources.

Disarmament, demobilisation and reintegration (DDR) programmes are necessary in states that experience armed conflict. Several post-conflict societies are usually characterised by the activities of individuals who undermine state-building efforts and prefer to work against joint problem solving aimed at sustaining peace. The study explores the change and continuity in the DDR programme and prospects for sustainable peace in Sierra Leone. With primary and secondary sources, including key informant interview with a former Minister, the paper responds to these questions: To what extent did remobilisation undermine peace agreements? How were the weapons and ex-combatants controlled by the government? What were the lessons and challenges of the DDR programme? How are the stakeholders sustaining post-DDR peace at the community level? The success of the state-building was occasioned by the joint problem-solving approach adopted by the National Committee for Disarmament, Demobilisation and Reintegration (NCDDR), ECOMOG troops, the UN Observer Mission in Sierra Leon, and other stakeholders at the community level. This paper stresses that the remobilisation of ex-combatants increased the intensity of the war which necessitated more external intervention to create enabling environment for state-building and security sector reforms. Sustaining peace in Sierra Leone demands continuous empowerment of youths and their active involvement in informal peace education. BACKGROUND AND OBJECTIVE: Improving the safety of surgical care is an area of growing interest in Sierra Leona, a low resource setting where health outcomes remain poor. One tool shown to improve outcomes is the WHO Surgical Safety Checklist. We report an approach for optimising adherence in a public referral hospital in Freetown, Sierra Leone. METHODS: A multi-faceted series of interventions was proposed. Planning involved service evaluation, discussion with key stakeholders and formation of a working group to develop tailored interventions. Implementation involved reformatting the local checklist, formal classroom and simulation training and introduction of protocols and visual aids. Analysis of impact was performed by prospective observation of safety processes both pre- and post-intervention. RESULTS: Following the intervention, there was a significant increase in the total number of intraoperative safety processes performed (38.1% pre vs 73.0% post, p < 0.001). A significant improvement was noted in the performance of airway evaluation, correct administration of antibiotics, marking of the surgical site and preoperative team briefing. CONCLUSION: This project describes a series of interventions taken to improve the performance of the WHO Surgical Safety Checklist in a low resource setting. We highlight the importance of local partnership working and stakeholder engagement in implementing successful change.

La improvisación y la falta deliderazgo en la primera comparecencia pública de la ministra de Sanidad, Ana Mato,provocaron la sensación de que la situación no estaba bajo control y las especulaciones, losrumores y las opiniones empezaron a circular no solo en los medios periodísticos, sinoprincipalmente a través de Internet y, especialmente, en las redes sociales. Entre lasacciones de comunicación adoptadas por el Gobierno se incluyó la creación de una cuentade Twitter. El objetivo de esta investigación es analizar la cantidad y el tipo de informaciónfacilitada y la respuesta que esta cuenta recibe por parte de los internautas. La metodologíautilizada es el análisis de contenido cuantitativo y cualitativo. Como muestra seseleccionaron todos los tweets publicados en el perfil oficial @Info_Ebola_Es durante eltiempo que duró la crisis y los comentarios que produjeron. Program performance has been strong. All PCs were met with comfortable margins, and all indicative targets (ITs) were met, except for the one on poverty-related spending that was missed owing to enhanced monitoring of domestic investment execution and delayed budget support. Economic growth momentum continued in 2013, with output expanding by 20 percent. The IMF staff recommends completion of the first review under the ECF arrangement.

Proactive measures vital to contain the spread of the crisis are dampening economic activity. The already tight financing situation and fragile health sector, and vast development needs, limit the authorities’ ability to reallocate resources within and across sectors.
