ABSTRACTThe West Side Boys were one of several military actors in the Sierra Leonean civil war (1991–2002). A splinter group of the army, the WSB emerged as a key player in 1999–2000. In most Western media accounts, the WSB appeared as nothing more than renegade, anarchistic bandits, devoid of any trace of long-term goals. By contrast, this article aims to explain how the WSB used well-devised military techniques in the field; how their history and military training within the Sierra Leone army shaped their notion of themselves and their view of what they were trying to accomplish; and, finally, how military commanders and politicians employed the WSB as a tactical instrument in a larger map of military and political strategies. It is in the politics of a military economy that this article is grounded.

Abstract:
War has been instrumental in destroying land and forests and thus is a major contributor to climate change. Degradation due to war has been especially significant in Africa. The African continent, once green, is now almost denuded of its rich forests and pillaged of its precious natural resources due to the brutality of colonisation and more recent postcolonial civil wars. In Sierra Leone the civil war continued for over eleven years from 1991 to 2002 and wrought havoc on the land and forests. Thus the anxiety and trauma suffered by the people not only includes the more visible aspects of human brutality, but also the long lasting effects of ecocide which relate to climate change. Underlying narratives that address traumatic ecological disasters is a sense of anxiety and depression resulting from the existential threat of climate change. This paper demonstrates how narratives can metaphorically represent both ecocide and climate change and argues that such stories help people in tackling the real life stresses of anxiety and trauma. To establish the argument this paper has drawn on scientific and sociological data and placed these vis-à-vis narrative episodes in Aminatta Forna’s novels Ancestor Stones (2006) and The Memory of Love (2010). In these novels Forna depicts the ecological crisis that colonisation and civil war have wrought on Sierra Leone. The anxiety and post-traumatic stress disorder – of war and ecocide – suffered by the fictional Sierra Leonean characters are explained through Cathy Caruth’s trauma theory.

AbstractSierra Leone experienced particularly heinous and widespread crimes against humanity and war crimes during its eleven years of civil war from 1991 to 2002. During the war, the civilian population was targeted by all the fighting factions. Civilians were captured, abducted, and held as slaves used for forced labour. The Special Court for Sierra Leone was established by the government of Sierra Leone and the United Nations in 2002, through Security Council Resolution 1315. It is mandated to try those who bear the greatest responsibility for serious violations of international humanitarian law and Sierra Leonean law committed in Sierra Leone since 30 November 1996. The aim of this paper is to sketch out the extent to which the jurisprudence of the Special Court can serve as a model for efficient and effective administration of criminal justice nationally through the preservation of its legacy.

Abstract:
Sierra Leone is a West African country with a population of just over 7 million. Many Sierra Leoneans lived through the psychologically distressing events of the civil war (1991–2002), the 2014 Ebola outbreak and frequent floods. Traditionally, mental health services have been delivered at the oldest mental health hospital in sub-Saharan Africa, with no services available anywhere else in the country. Mental illness remains highly stigmatised. Recent advances include revision of the Mental Health Policy and Strategic Plan and the strengthening of mental health governance and district services. Many challenges lie ahead, with the crucial next steps including securing a national budget line for mental health, reviewing mental health legislation, systematising training of mental health specialists and prioritising the procurement of psychotropic medications. National and international commitment must be made to reduce the treatment gap and provide quality care for people with mental illness in Sierra Leone.

Abstract:
Sierra Leone was one of the countries with the largest use of child soldiers during the civil war between 1991-2002. Girl child soldiers made up to 30 percent of the total child soldiers involved in the Sierra Leone civil war. The Disarmament, Demobilization and Reintegration program (DDR) which was one of the UN mandate as a post-conflict peace consolidation could only reach 506 out of a total of 6,845 child soldiers who have been disarmed. This was because the requirement for the disarmament phase was to hand in their weapon, while many girls were not equipped with weapon by their armed forces commander considering that most of them acted as cooks, house workers, and bush wives. UNICEF and IRC as international organizations then carried out further DDR projects with more gender-responsive and community-based with gender mainstreaming and inclusive citizenship policies to enforce children rights of Sierra Leonean girl soldiers who previously had not included in DDR program. This paper will discuss the enforcement of children rights of Sierra Leonean girl soldiers in the furtjer DDR projects.

Sierra Leone was engulfed in a destructive civil war between 1991 and 2002. The civil war was partly caused by the non-accountability of the government, endemic corruption, misrule and the mismanagement of the country’s resources. Efforts have been made by the country, with the help of the international community, to embrace a democratic dispensation. To demonstrate its commitment to the democratization agenda, Sierra Leone passed the Right to Access Information (RAI) Act in 2013. The Act guarantees access to government information and also imposes a penalty on failure to make information available. However, Sierra Leone’s state institutions are still weak due to mismanagement and lack of transparency and accountability. Freedom of expression and access to information are cornerstones of modern democracies. Public information/records are a means of power that governments and other political institutions use to exercise control over citizens, but are also a means of citizens’ empowerment. Through access to government information/records, media can play their watchdog role and people can assess the performance of governments and hold them accountable. The purpose of the paper is to demonstrate the fact that it is not enough to enact freedom of information laws (FOIs) if there is no political will to make government information accessible, an information management infrastructure to facilitate the creation, capture, management, dissemination, preservation and re-use of government information and investments in civil education to promote an information culture that appreciates information as a resource that underpins accountability and transparency.

Principle 1 of the International Law Commission demands that any person who commits an act which constitutes a crime under international law is responsible and therefore liable to punishment. This is supported by various other international treaties, obligations, and also under customary international law. The mandate of the Special Court for Sierra Leone (The Special Court) rests with United Nations Security Council Resolution 1315(2000); to prosecute those who bear the greatest responsibility for serious international crimes committed during the country’s civil war, which lasted from 1991-2002. To be clear, there were many protagonists in the conflict. However, the Special Court, which lasted between 2002 and 2012, prosecuted only thirteen members from selected groups, who were alleged to have committed such offences. Although there was considerable evidence to have supported additional prosecutions from the other warring factions in the conflict. As it was the responsibility of the Prosecutor to select those who were to be prosecuted; was the prosecutorial discretion robust enough in the case selection of those that were prosecuted, or was it a case of selective enforcement, or was it even discriminatory whilst trying to achieve the Court’s mandate? This paper aims to evaluate the exercise of prosecutorial discretion at the Special Court, with a view to determining, whether the manner in which it was exercised may have led to the Prosecutor underachieving the Court’s mandate.

AbstractSeveral scholars have raised concerns that the institutional mechanisms through which transitional justice is commonly promoted in post-conflict societies can alienate affected populations. Practitioners have looked to bridge this gap by developing ‘outreach’ programmes, in some instances commissioning comic books in order to communicate their findings to the people they seek to serve. In this article, we interrogate the ways in which post-conflict comics produce meaning about truth, reconciliation, and the possibilities of peace, focusing in particular on a comic strip published in 2005 as part of the Sierra Leone Truth and Reconciliation Commission Report into the causes and crimes of the 1991–2002 Civil War. Aimed at Sierra Leonean teenagers, the Report tells the story of ‘Sierrarat’, a peaceful nation of rats whose idyllic lifestyle is disrupted by an invasion of cats. Although the Report displays striking formal similarities with Art Spiegelman's Maus (a text also intimately concerned with reconciliation, in its own way), it does so to very different ends. The article brings these two texts into dialogue in order to explore the aesthetic politics of truth and reconciliation, and to ask what role popular visual media like comics can play in their practice and (re)conceptualisation.

The paper analyzes the processes of transformation of leaders of rebel movements and tribal militias (warlords) into leaders of political parties and senior government officials after the end of the Civil War (1991‑2002) in Sierra Leone. It is argued that the opportunities for an anti‑government (or, on the contrary, pro‑government) armed group to become an officially recognized political organization, and for erstwhile field commanders to become its leaders, emerge either in the event of a rebel victory or after the signing of a peace agreement (as it happened in Sierra Leone) and the beginning of the integration of former militants into the post‑war society. It is usually the implementation of disarmament, demobilization and reintegration programs that allows former rebels and their leaders to escape punishment for crimes committed during conflicts. At the same time, the opportunity to “earn forgiveness” is not the only incentive for a warlord to evolve into a peacetime politician. Indeed, gaining political power in African countries entails access to various sources of enrichment, and since running armed groups requires their leaders to possess organizational and entrepreneurial skills and charisma ‑ naturally, along with less positive character traits ‑ many warlords who have not yet fulfilled their political ambitions or secured their financial situation try to “adapt” their wartime skills and experience to peaceful life. A proven way of gaining power peacefully is by participating in presidential and parliamentary elections. It is assumed that the development of a political career by former rebels in the context of peacebuilding should prevent the unfolding of another spiral of violence, but this is far from always the case: accustomed to achieving goals by military means, they often attempt to solve political issues through violence in peacetime. The paper considers the reasons for certain former rebel leaders to remain committed to peacebuilding and for other warlords to prove unable to achieve political goals by peaceful means.

Abstract:
In July 2005, while European heads of state attended memorials to mark the ten year anniversary of the Srebrenica genocide and court trials continued in The Hague at the International Criminal Tribunal for the former Yugoslavia (ICTY), Bosnian-American artist Aida Sehovic presented the aftermath of this genocide on a day-to-day level through her art installation in memory of the victims of Srebrenica. Drawing on the Bosnian tradition of coming together for coffee, this installation, ‘Što te Nema?’ (Why are you not here?), comprised a collection of tiny white porcelain cups (‘fildzans’ in Bosnian) arranged in the geographic shape of Srebrenica in the lobby of the United Nations building in New York. It was to represent Europe’s worst mass killing since the Second World War, which took place in July 1995 in the Bosnian town of Srebrenica. Up to 8,000 Bosnian Muslim (Bosniak) men and boys were killed when Bosnian Serb troops overran the internationally protected enclave (The Guardian). The cups were gathered from Bosnian families in the United States of America and Bosnia & Herzegovina, and in particular from members of ‘Zene Srebrenice’ (‘the women of Srebrenica’). Each of the 1,705 cups represented one exhumed, identified and re-buried victim of the Srebrenica genocide (1,705 at July 2005). The cups were filled either with coffee or, in the case of victims not yet 18 and therefore not old enough at the time of their death to have participated in the coffee tradition, with sugar cubes. The names and birth dates of the victims were recited on an audio loop. Genocide is the methodical destruction of the existence of a people. It is noted through the ‘UN Convention on the Prevention and Punishment of the Crime of Genocide’ that genocide has inflicted great losses on humanity throughout history (UNHCHR). Tribunals, such as the ICTY, with their focus on justice, are formal and responsibility-based modes of responding to genocide. Society seeks justice, but raising awareness around genocide through the telling and hearing of the individual story is also required. Responding to genocide and communicating its existence through artistic expression has been a valuable way of bearing witness to such a horrendous and immense crime against humanity. Art can address the gaps in healing and understanding that cannot be addressed through tribunals. From Picasso’s ‘Guernica’, to the children’s pictures triggered by the Rwandan genocide, to the ‘War Rugs’ of Afghanistan and to vast installations such as Peter Eisenman’s recently opened Holocaust memorial in Berlin; art has proved a powerful medium for representing such atrocities and attempting to find healing after genocide. Artworks such as Sehovic’s ‘Što te Nema?’ give insight into the personal experience of genocide while challenging indifference and maintaining memory. For the affected communities, this addresses the impact on individuals; the human cost and the loss of everyday experiences. As Srebrenica survivor Emir Suljagic comments, “when you tell someone that 10,000 people died, they cannot understand or imagine that. What I want to say is that these people were peasants, car mechanics or masons. That they had daughters, mothers, that they leave someone behind; that a lot of people are hurt by this person’s death” (qtd. in Vulliamy). ‘Što te Nema?’ transmits this personal dimension of genocide by using an everyday situation of showing hospitality with family and friends, which is familiar and practised in most cultural experiences, juxtaposed with the loss of a family member who is missing as a result of genocide. This transmits the notion of genocide into the sphere of common experience, attachment and emotion. It acts as an invitation to explore the impact of genocide beyond the impersonal statistics and the aloof legalese of the courtroom drama. Beyond providing a representation of the facts or emotions around genocide, art provides a way of responding to a crime, which, by its nature, is generally difficult to comprehend. Art can offer a mode of giving testimony and providing catharsis about events which are not easily approached or discussed. As Sehovic says of ‘Što te Nema?’ (it) is a way of healing for Bosnians, coming to terms with this terrible thing that happened to us … it is building a bridge of understanding where Bosnian people are coming from, because it is very hard to talk about these things (qtd. in Vermont Quarterly Magazine). For its receiver, genocide art, with all its capacity to arouse our emotions and empathy, transmits something that we cannot see or engage with in the factual reporting of genocide or in a political analysis of the topic. Through art, it is possible to encounter genocide at an individual, personal level. As Mödersheim points out, we seem to need symbolic expressions to help us understand, and deal with the complex nature of events so horrific that reason and emotion fail to grasp their magnitude. To the intellect, many aspects of these experiences are unfathomable, and yet to keep our humanity we need to understand them … where words and explanations fail, we look for images (Mödersheim 18). An artist’s responses to genocide can vary from the need of survivors to create actual depictions of the atrocities, to more abstract portrayals of the emotional response to acts of genocide. Art that is created by survivors or witnesses to the genocide demonstrates a documentation and testament to what has occurred – a symbolic act of transmitting the personal experience of genocide. Artistic responses to genocide by those, such as Sehovic, who did not witness the event first hand, express how genocide “remains deeply felt to the point where we could not say it has ended” (Morris 329). Such art represents the continuation and global repercussions of genocide. The question of what ‘genocide art’ means to the neutral or removed viewer or society is also significant. Art is often associated with pleasure. Issues of mass killing and war are often not the types of topics one wishes to view on a trip to an art gallery. However, art has a more crucial function as a social reflector. It is often the reaction of non-acceptance of such artworks which indicates how society wishes to consider questions of genocide or of war in general. For example, Rayner Hoff’s 1932 war memorial ‘The Crucifixion of Civilisation 1914’ was rejected for display because it was considered too confronting and controversial in its depiction of a naked, tortured female victim of war in a Christ-like pose. As Picasso commented, “painting is not done to decorate apartments. It is an instrument of war for attack and defense against the enemy” (qtd. in Mödersheim 15). In discussing the art that emerged from the Sierra Leone Civil War, Ross notes, “as our stomachs and hearts turn over at such sights, we get a small taste of what the artists felt. Even as we look at the images and experience the horror, disgust and anger that comes with knowing that they really happened, we realise that if these images are to be understood as reports from the field, serving the same function as photojournalism, it means that we have been sheltered from this type of reporting from our own news sources” (Ross 39). Here, art can address the often cursory acknowledgment given to ‘events which happen in faraway places’ and lend an insight into the personal. As Adorno notes, “history in artworks is not something made, and history alone frees the work from being merely something posited or manufactured” (133). Here we see the indivisibility of the genocide (the ‘history’) from the artwork – that what is seen is not mere ‘depiction’ but art’s ability to turn the anonymous statistics or the unknown genocide into the realisation of a brutal annihilation of individual human beings – to bring history to life as it were. What the viewer does after viewing such art is perhaps immaterial; the important thing is that they now know. But why is it important to know and important to remember? It has been argued that genocides which occurred in places like Srebrenica and Rwanda happened because the international community did not know or refused to recognise the events to the point of initially declining to apply the term ‘genocide’ to Srebrenica and settling for the more sanitised term ‘ethnic cleansing’ (Bringa 196). It would be nave and even condescending to argue that ‘Što te Nema?’ or any of the myriad other artistic responses to genocide have the possibility of undoing a genocide such as that which took place in Srebrenica, or even the hope of preventing another genocide. However, it is in transporting genocide into the personal realm that the message is transmitted and ignorance to the event can no longer be claimed. The concept of genocide can be too horrendous and vast to take in; art, whilst making it no less horrific, transmits the message to and confronts the viewer at a more direct and personal level. Such art provokes and provides a starting point for comment and debate. Art also stands as a lasting memorial to those who have lost their lives as a result of genocide and as a reminder to humanity that to ignore, underestimate or forget genocide makes possible its recurrence. An estimated 48,000 child soldiers were involved in the violent civil war in Sierra Leone between 1991 and 2002. It is suggested that approximately 12,000 were girls. Lacking material possessions and facing other negative structural factors, the majority was in need of some form of assistance post-conflict. Although international aid response was substantial, only 500 girls entered the countrywide Disarmament, Demobilization and Reintegration (DDR) program. The remainder followed a variety of different courses. Giddens' structuration theory offers a useful theoretical framework to explore the reasons for their absence in the program, as it permits a focus on the role of structure and agencyin understanding behaviour. Social stigmatization and a gender-biased DDR program, within a broader structure of gender inequality, are identified as the principal problems .
On estime que 48,000 enfants soldats ont été impliques dans la violente guerre civile en Sierra Leone entre 1991 et 2002.11 est suggéré que prés de 12,000 d'entre eux étaient des filles. Avec des lacunes importantes au niveau matériel et faisant face a d'autres problèmes d'ordre structurel, la majorité de ces filles ont eu besoin d'une certaine forme d'assistance post-conflit. Bien que l'aide internationale ait été importante, seulement 500 filles ont été inscrites au programme national de Désarmement, démobilisation et réinsertion (DDR). Les autres filles ont suivies différents parcours. La théorie de structuration de Giddens offre un cadre théorique utile pour étudier les raisons de leur absence dans le programme car il permet de focaliser sur le rôle de la structure et de I' agence dans la compréhension du comportement. La stigmatisation sociale et une inégalité de genre au sein du programme de DDR, situe dans une structure plus généralisée d'inégalité de genre, sont identifiées comme étant les problèmes principaux .

ENGLISH ABSTRACT: This thesis explores the issue of collapsed states with reference to William Reno's (2001) theory. Since the end of the Cold War we find in many places that the state itself has collapsed. According to this thesis state collapse refers to a situation where the structure, authority, laws and political order have fallen apart. The phenomenon of collapsed states is historic and worldwide, but nowhere are there more examples than in contemporary Africa. Sierra Leone is an example of a collapsed state in Africa. The state in Sierra Leone was after the commencement of the conflict in 1991 not capable of performing the duties which are required of a state when a state wants to be called a state. Governments in collapsed states lack the capacity to make binding, effective decisions. As a basic institution, the state loses its sovereignty as the most central institution in the society. Resource wars are nowadays a characteristic of collapsed states like Sierra Leone. Resources are used by key figures in the resource wars to enrich themselves. They also exploit the resources to finance their actions and propaganda. Diamonds was the resource which was exploited commercially by the 'government' and Foday Sankoh, a rebel/insurgent, as well as Charles Taylor, a warlord. The resource war was one of the reasons why the state in Sierra Leone collapsed further. It had lead to the total collapse of the state in Sierra Leone. With the commencement of the conflict in Sierra Leone, the issue of peacemaking came to the fore in Sierra Leone. The conflict in Sierra Leone was an intrastate conflict. The primary goal of the United Nations (UN) is to maintain international security and peace. Intrastate conflicts do not form part of the UN's traditional mandate regarding peacemaking. The UN thus had no basic framework of how to get involved in the intrastate conflict in Sierra Leone. The UN only became involved in 1999 in the form of UNAMSIL. Before the intervention of the UN, the 'government' of Sierra Leone turned to Private Military Companies (PMC's) in the form of Executive Outcomes and Sandline International. The problem with the intervention of PMC's in a conflict is that they are not sanctioned by international organisations like the UN. As a regional initiative, ECOWAS in the form of ECOMOG, also became involved in Sierra Leone. The intervention of both ECOMOG and PMC's in Sierra Leone failed to produce peace or the restoration of the state. Only the UN achieved peacemaking and the holding of an election. The conclusion of this thesis is that Sierra Leone fits in the theory of Reno (2001 ) re collapsed states. Sierra Leone is a typical example of a collapsed state and it also illustrates the validity of the concept. This however does not mean that Sierra Leone will be a collapsed state forever. There is the possibility that Sierra Leone can make a transition from a collapsed state to a stronger state to a more stable and functional state. It need, however, be noted that all conclusions in this thesis are of a preliminary nature. The conclusions will therefore be subject to further confirmation by later studies.
AFRIKAANSE OPSOMMING: Hierdie tesis verken die kwessie van vervalle state met verwysing na William Reno (2001) se teorie. Sedert veral die einde van die Koue Oorlog vind ons die tendens dat verskeie state verval het. In hierdie tesis verwys die konsep van 'n vervalle staat na 'n situasie waar die struktuur, gesag, politieke orde en wette uitmekaar geval het. Die verskynsel van vervalle state is histories en kom wêreldwyd voor. Kontemporêre Afrika verskaf egter die meeste voorbeelde van vervalle state. Sierra Leone is 'n voorbeeld van so 'n vervalle staat. Na die aanvang van die konflik in 1991 was die staat in Sierra Leone nie meer daartoe instaat om die funksies te verrig wat van 'n staat vereis word indien so 'n staat as 'n staat geag wil word nie. Die 'regering' in 'n vervalle staat beskik nie meer oor die kapasiteit om bindende, effektiewe besluite te neem nie. Die staat, as 'n basiese instelling, verloor sy soewereiniteit as die sentrale instelling in die samelewing. Die verval van 'n staat word toenemend met die uitbreek van 'n konflik- in hierdie geval 'n- hulpbronoorlog gekenmerk. Hulpbronne word deur die sleutelfigure, wat betrokke is in die hulpbronoorlog in die vervalle staat, gebruik om hulself te verryk. Hierdie hulpbronne word ook gebruik om die sleutelfigure se aksies en propaganda te finansier. Diamante is as hulpbron in Sierra Leone deur die 'regering' en Foday Sankoh, 'n rebellinsurgent, asook Charles Taylor, 'n oorlogsbaron, kommersieël uitgebuit. Die burgeroorlog met sy talle fasette, het tot die totale verval van die staat aanleiding gegee. Die kwessie van vredemaak het met die uitbreek van die konflik in Sierra Leone na vore getree. Die konflik in Sierra Leone was 'n intrastaatkonflik. Die primêre doel van die Verenigde Nasies (VN) is om internasionale vrede en sekuriteit te handhaaf. Intrastaatkonflikte as sulks maak nie deel uit van die tradisionele opdrag van die VN betreffende vredemaak nie. Die VN het gevolglik nie oor 'n basiese raamwerk beskik van hoe om by die intrastaatkonflik in Sierra Leone betrokke te raak nie. Die VN het eers in 1999 in die vorm van UNAMSIL in Sierra Leone betrokke geraak. Voor die intervensie van die VN het die 'regering' van Sierra Leone hom tot Private Militêre Bystand (PMB) in die vorm van 'Executive Outcomes' en 'Sandline International' gewend. Die problematiek insake PMB is dat dit nie deur internasioale organisasies soos die VN gesanksioneer word nie. As 'n regionale inisiatief het ECOWAS ook in die vorm van ECOMOG by die intrastaatkonflik in Sierra Leone betrokke geraak. In hierdie tesis sal daar gemeld word dat beide ECOMOG en PMB, met die uitsondering van die VN, se pogings vir vredemaak in Sierra Leone gefaal het. Die slotsom waartoe hierdie tesis kom is dat Sierra Leone inpas by Reno (2001) se teorie insake die verskynsel van vervalle state. Sierra Leone is 'n tipiese voorbeeld van 'n vervalle staat en dit illustreer die geldigheid van die konsep. Dit beteken egter nie dat Sierra Leone permanent 'n vervalle staat hoef te wees nie. Die moontlikheid bestaan wel dat Sierra Leone die oorgang vanaf 'n vervalle staat na 'n stabieler, meer funksionele staat kan maak. Dit dien egter gemeld te word dat alle afleidings in hierdie tesis as voorlopig van aard beskou kan word. Hierdie afleidings is onderhewig aan verdere bevestiging of weerlegging deur latere studies.

The primary goal of this thesis is to explore, analyse and apply the New War theory to the West African case of Sierra Leone. The motivation for conducting a study of this nature was that much literature exists on the assumption that the Sierra Leonean conflict equates to a resource war. This research project attempts to bridge the gap between the New War schools of thought and those who maintain a resource war approach. Although Kaldor’s (2006) work on New Wars is significant, she does not place much emphasis on Africa. In order to supplement this, William Reno (2001) and Paul Collier (2000) have also been studied. Both write about Africa. The RUF virtually razed the Sierra Leonean society to the ground. The overtly violent methods employed were dissimilar to the interstate and intrastate wars of the past. Blatant exploitation of the country’s mineral wealth aggravated the situation. In attempting to reach a relevant finding, this study is divided into distinctive sections. Chapter two documents the theoretical background. The writings of Kaldor (2006), Reno (2001) and Collier (2000) are explored and applied. The third chapter investigates the factors in the conflict. Issues such as the resource factor (diamonds) and poverty are discussed; the failed state in Sierra Leone; criminal networks; social conditions; arms; and the role of youth and children. The general finding of this chapter indicates that Sierra Leone fits this model. Chapter four describes and analyses the actors. Identity was not an issue in the Sierra Leone war; thus a large part of Kaldor’s theory becomes redundant. In the final assessment the study establishes what Sierra Leone’s position is: New War or merely resource war? The bulk of the applied theory proved to be applicable to this case; but the study also acknowledges the mistaken views regarding Kaldor’s identity theories. Collier and Reno’s works prove to be significantly more relevant. This study was able to determine that Sierra Leone was indeed an example of New Wars, albeit considerably affected and influenced by greed.

Abstract:
The essence of this thesis is to explore the role of Nigeria, West Africa's hegemon, in the intervention efforts by the Economic Community of West African states (ECOWAS) through its Cease-fire Monitoring Group (ECOMOG) in both Liberia (1990-1997) and Sierra Leone (1993-2000). While the thesis has sought to understand the leading role played by Nigeria in first establishing the ECOWAS and being the primus motor for its functions, I have also attempted to analyse the rationalities for the transformation of ECOWAS from a purely economic integrative scheme to a security organisation. While the economic agendas for ECOWAS have not changed, the argument in this thesis is that security related issues and realities have taken precedence over the original economistic agendas. One of the thesis' major arguments is that the nature of results attained in both Liberia and Sierra Leone are different because of (a) the leadership role of Nigeria and (b) the nature of international responses and contributions to the resolution of these conflicts. In the thesis, I argue that in the Liberian case, Nigeria took a more domineering leadership role albeit tinged with the characteristics of the actions of a benevolent hegemon. Here, Nigeria through different processes either through leadership, consensus-seeking processes and dialogue managed to get other ECOWAS states to coalesce around its leadership. However, in Sierra Leone, Nigeria's leadership role was not permitted to unfold. The resultant effect was the shift from NIFAG to ECOMOG and eventually "rekindling hatred" of these troops as UN troops. This thesis has pointed to the utility of sub-regional organisations in resolving conflicts and demonstrates the need for further study.

Sierra Leone is located on the west coast of Africa, with an area of 71,740 square kilometres (km), bordered by Guinea, Liberia, and a coast line on the Atlantic Ocean of 402 km. The capital of Sierra Leone is the coastal city of Freetown and commands one of the world’s largest natural harbours. It has a population of 7.557 million (2017). The Western Area Urban District, which includes the capital city of Freetown, has a population density of 1,224 people per square kilometre. Formerly a British colony, Sierra Leone became an independent state within the Commonwealth of Nations in 1961 and attained republican status on 19 April 1971. The Sierra Leone civil war took place from 1991 until 2002, a war which had a devastating effect on the country and its economy. Since 2002. Sierra Leone has been in the process of rebuilding and regeneration following the civil war. Official business hours are from Monday to Friday from 0800 to 1700. The currency of Sierra Leone is the Leone (Le).
