Beginning with the 1988 UN Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances (Vienna Convention), states agreed to establish anti-money laundering (AML) measures in their domestic law for drug-related offenses. The criminalization of money laundering was considered a necessary weapon in the fight against money laundering and its predicate offences. In addition, efforts by the FATF and other international instruments for encouraging countries to criminalize money laundering continued to spread across the world. This article focuses on the process of criminalization and the extent to which the anti-money laundering regime concern to the repressive measures in fighting money laundering criminality. Abstract:
It has been said of Silas Weir Mitchell (1829–1914) that as a young man he was first among the physiologists of his day, in middle age first among physicians, and as an older man, one of the most noted novelists of his country. Mitchell's novels were written in his later life as a means to avoid boredom during lengthy summer vacations that were the norm for that time among the affluent members of Philadelphia society. These novels were criticized by some because of poor plots, which in some instances failed to move along, or for text that offered a stereotyped depiction of genteel society and the effects that war or personal disaster had on the characters' behavior The criticism came despite the fact that all critics agreed that Mitchell's portrayals of psychopathology in his fictional characters was unique and accurate. However, in his 30s, Mitchell had written and by chance had published a fictional short story that not only transcended such criticisms but became immensely popular. “The Strange Case of George Dedlow” portrays a union officer who was not a physician but who had some medical background and who sustained a series of war wounds leading to severe nerve pain, the author's first description of causalgia, multiple amputations, and the psychological as well as physical symptoms of phantom limb syndrome. The protagonist tells of his torments in the first person in a very engaging fashion. Thus, long before he began writing his, at that time, acclaimed novels in the 1880s, Mitchell wrote a piece of fiction that combines accurate and very important medical observations with fiction of great historical interest. The following rendering of this now classic short story includes selected quotes and some interpretation and is perhaps appropriate for this year, 2 years after the centenary year of his death in 1914.

Abstract:
Silas Watson Ford (1848-1895), telegrapher and paleontologist born in Glenville, New York, in 1848, made significant contributions to Cambrian paleontology from 1871 to 1888. The focus of his work was the allochthonous Taconic rock that lies east of the Hudson River in easternmost New York. His discovery of a ‘Primordial’ fauna in this region was instrumental in helping to resolve the uncertainty surrounding the age of this older portion of the Taconics. While most of his papers were published in the American Journal of Science, a series of seven papers on the ‘Silurian Age’ was published by the New York Tribune in 1879. For this work he was subsequently awarded an honorary master's degree by Union College.Ford was hired by his contemporary, Charles Doolittle Walcott (1850-1927), to work for the U.S. Geological Survey from 1884 to 1885. Highly regarded by James Hall (1811-1898), James Dwight Dana (1813-1895), Joachim Barrande (1799-1883), and many other prominent geologists of the time, he was often consulted for his expertise in collecting and describing Cambrian-age fossils.While Walcott's career continued to flourish, Ford faded into obscurity after 1888. Plagued by personal problems, he was forced to give up his personal library, his fossil collection, and finally, his career. He died in 1895 at the age of 47, with his passing virtually unnoticed by his professional colleagues.

A fin de contribuir al fortalecimiento de la atención integral a los recién nacidos (Neonatos), se realizó este estudio titulado: Factores de riesgos asociados a las sepsis neonatales en el hospital Nuevo Amanecer, durante enero-diciembre 2013. El estudio fue cuali-cuantitaivo, retrospectivo de corte transversal, con resultados más destacados, siendo la edad materna con 66% entre edades de 20-34 años, según la etnia predominan las madres miskitus en un 68%, en el estado civil madres de unión libre fueron mayoritarias con 42%, en cuanto a los factores maternos se destaca como IVU (infecciones de vías urinarias) con 31%, madres que cursaron con pre-eclampsia con 22%, así mismo los factores de riesgo más frecuentes como bajo peso al nacer con 45%, y seguido de prematuro de 29%, en cuanto a los factores de riesgo relacionadas al parto no son relevantes en nuestro medio ya que en la sala de labor y parto se cumple con la normativa de asepsia y antisepsia, y se realiza buena técnica de lavado de la región vulvo perineal, previo a la atención del parto, tomando en cuenta estos resultados se realizó recomendaciones a diferentes niveles como el Hospital Nuevo Amanecer, SILAIS y también a las usuarias de los diferentes servicios de salud.

Takhi Dampeng is a dance of the Singkil tribe. This dance has its own symbols and meanings as well as cultural values ​​for the community. For this reason, this article discusses the cultural values, symbols, and meanings of the Singkil tribe for the people of Binanga Village, Rundeng District, Subulussalam. The cultural values of the takhi dampeng dance to the people of Kampung Binanga has three aspects of values, namely the moral aspect, the social aspect, and the aspect of faith or divinity. The Takhi dampeng of the Singkil tribe for the people of Kampung Binanga has its own meaning and symbol. Takhi dampeng is performed in a circular manner, this process is interpreted as an effort to protect the honored guest from harm and criminals. The silat movement in takhi dampeng means the need to be ready to look after the guest of honor. The symbols contained in takhi dampeng include the appreciation of listening to poetry accompanied by a takhi dampeng musical instrument which is a symbol of the state of the soul and awakens it to build the unity of the Singkil community in solial and community life. Forming a circle in unison and swinging, lifting the legs, bending forward and other movements are symbols of the diversity of the people of Singkil which has to be maintained and open to accept diversity. Then, the typical takhi dampeng clothing is in the form of a veil, namely yellow, red, white, green and black. The yellow color is a symbol of joy, splendor used by kings. The red color is a symbol that symbolizes the courage and heroism used by commanders or knights. The white color symbolizes holiness which is used by sharia officials or religious leaders. The green color is a symbol that symbolizes fertility and justice which is used by advisors and leadership decision makers. The black color is a symbol that symbolizes the fortitude and sturdiness used by customary stakeholders.

For 2020-2025, according to forecasts, the education system will be different from today, because it will be necessary for a new set of skills and competencies to be developed among the young generation, new curricula or types of curricula, new paths and innovative ways of learning and assessment, different roles for teachers/ instructors and educational institutions as a result of the different impacts of the new technologies. Promoting a European security culture through military education at all levels of the military career will require a common approach. In national education systems, as in the education systems in the European Union, there is a clear trend in favour of teaching and learning based on skills and of a result-oriented approach to learning that should explicitly express the real needs of the beneficiaries. All European Armed Forces have been undergoing a transformation process for several years. They have reduced their military power as a result of the changing threats and the emergence of new missions. In strategic planning, conventions and processes, the Armed Forces have taken into account the challenges the military personnel (officer, non-commissioned officer, warrant officer, professional soldier) must face. Therefore, the modern military education system is inevitably required to permanently comprise the features of war, in terms of complexity and indisputable uncertainties. Po napovedih naj bi se v letih 2020–2025 sistem izobraževanja razlikoval od današnjega, saj bo za mlado generacijo zaradi različnih vplivov novih tehnologij treba oblikovati nov nabor znanja, spretnosti in kompetenc, nove izobraževalne programe ali vrste izobraževalnih programov, nove poti in ustvarjalne načine učenja in ocenjevanja ter različne vloge učiteljev oziroma inštruktorjev in izobraževalnih ustanov. Spodbujanje evropske varnostne kulture z vojaškim izobraževanjem na vseh stopnjah vojaške poklicne poti zahteva skupen pristop. V nacionalnih izobraževalnih sistemih, kot so izobraževalni sistemi v Evropski uniji, obstaja jasna težnja k poučevanju in učenju, ki temelji na spretnostih, ter k ciljno naravnanemu pristopu k učenju, ki naj bi izrecno izražal resnične potrebe upravičencev. Pri vseh evropskih oboroženih silah že več let poteka transformacija. Njihova vojaška moč se je zaradi spreminjajočih se groženj in novih poslanstev zmanjšala. Pri strateškem načrtovanju, konvencijah in procesih oborožene sile upoštevajo izzive, s katerimi se spopada njihovo vojaško osebje (častniki, podčastniki, vojaški specialisti in poklicni vojaki), zato morajo biti v sodobni sistem vojaškega izobraževanja vedno nujno vključene tudi značilnosti vojne v smislu kompleksnosti in neizpodbitne negotovosti.

Abstract:
Bangladesh has been hit by many catastrophic natural disasters where flooding has become a recurring phenomenon. Such flooding events have particularly severe consequences for relatively poor communities and within these communities’ women tend to be more vulnerable than men. Women’s development and gender issues have increasingly gained prominence and realization of importance (King and Mason 2001). It’s been recognized that empowerment of women is essential in addressing poverty and advancing development. The governments often are, however, shy on placing priority on women’s development and welfare. This particularly applies to times of crisis or disasters, where gender concerns are argued to be a luxury that can only be addressed after the more important matters (IFRC 2006). The socio-economic context in Bangladesh has created a situation where women’s status and roles in a patriarchal society puts them in more vulnerability during the natural disaster as women face particular challenges in fulfilling their traditional roles in regard to gathering food, water, fuel; childcare, livestock as well as pursue diverse sources of income to sustain their households. Several international scholars have noted that a lack of sensitivity to the needs of women has meant that disaster relief and recovery operations have sometimes made things worse for women in the wake of natural disasters. The research aim is twofold: First to investigate the challenges that women face during flooding events and the effectiveness of disaster relief and recovery work of government and non-government agencies and reflect on their disaster relief policies and its implications. Second, to investigate whether rural community women are disadvantaged compared to urban community women and address the gaps that may exists. The study focuses on the experiences of women living through natural disasters in two different flood-prone communities in Bangladesh; a remote rural community in Munshigonj and an urban community living in Tongi Area, within the vicinity of Dhaka. Predominantly, a qualitative methodology using case study approach was applied. Two modes of data were collected: a survey questionnaire that provided the details of economic conditions (agricultural activities) and demography of the two selected districts; individual face-to-face interviews and focus groups with rural and urban women that have been affected by the floods. In-depth face-to-face interviews were also conducted from the relief agencies as well as government employees and local district leaders. The findings of the study show that the rural-urban divide is less important than many have predicted and that other factors such as the duration of the flood—is more significant. For example, the study found that lack of money and other resources makes it extremely difficult for women to sustain their coping mechanisms for the duration of a major flooding and the exhaustion of their meagre resources makes it hard for them to rebuild their home and their livelihoods after the flood waters have subsided. This has implications for how and when disaster relief and recovery should be delivered, and the study draws on its case study findings to suggest ways in which government and non-government disaster relief and recovery work in Bangladesh should be made more gender-sensitive. The findings also showed that the number of agencies involved in disaster relief and recovery work in Bangladesh has multiplied in recent years and this makes it harder to ensure that consistent policies and practices are followed. Despite the participation of various organizations in disaster prevention, survival and recovery, there is absence of women sensitive policies that addresses women’s specific challenges. These findings not only have implications for Bangladesh but draws attention for international significance. Several future directions for research are developed based on the findings.

Abstract:
This research is concerned with the complex and contested relationship between the sovereign prerogatives of states and the international imperative of defusing world conflicts. Due to its historical setting following World War Two, the national vs. international staking of claims was framed within the escalating imperial-nationalist confrontation and the impending “end of empire”, both of which were significantly influenced by the role Israel played in this saga. The research looks at the issue of “decolonization” and the anti-colonial struggle waged under the leadership of Egypt’s President Nasser. The Suez War is analyzed as the historical event that signaled the beginning of the final chapter in the domination of the European empires in the Middle East (sub-Saharan decolonization followed beginning in the early 1960s), and the emergence of the United States as the new major Western power in the Middle East. The Suez experience highlighted a stubborn contest between the defenders of the concept of “sovereign consent” and the advocates of “International intervention”. Both the deployment of the United Nations Emergency Force (UNEF) and its termination were surrounded by controversy and legal-political wrangling. The role of UNEF and UN peacekeeping operations in general framed the development of a new concept for an emerging international human rights law and crisis management. The UNEF experience, moreover, brought into sharp relief the need for a conflict resolution component for any peace operation. International conflict management, and human rights protection are both subject to an increasing interventionist international legal regime. Consequently, the traditional concept of “sovereignty” is facing increasing challenge. By its very nature, the subject matter of this multi-dimensional research involves historical, political and international legal aspects shaping the research’s content and conclusions. The research utilizes the experience and contributions of several key participants in this pioneering peacekeeping experience. In the last chapter, recommendations are made –based on all the elements covered in the research- to suggest contributions to the evolving UN ground rules for international crisis intervention and management.

Israel security remained a pawn of the superpowers’ rivalry even after its military victory in the campaign. However, if it had not won either political or a diplomatic victory. The Eisenhower administration was haunted by the nightmare of losing the middle East to the Soviets which would deny the west vital Arab oil. Consequently, the US pressed Israel to withdraw from Sinai, to the extent of threatening economic sanctions. The Soviet Union could punish Israel by trying to expel it from the UN. Israel’s government, particularly Ben-Gurion, said that the withdrawal from the Sinai peninsula, the straits of Tiran and the Gaza strips should be conditioned on a strong security arrangement. Israel had no choice but to succumb to the pressures of the superpowers.

Abstract:
This chapter follows Eliza Bogan’s journey, and those of many thousands more, as they moved through the Mississippi River valley during the tumultuous years of 1863 and 1864. It begins with Bogan’s flight to the refugee camp in Helena, Arkansas, where her third husband, Silas Small, had gone to enlist in a regiment of the United States Colored Troops. But the upheaval of combat violence, especially during the 1863 Vicksburg Campaign, pushed Bogan and thousands of other refugees out of Helena and into other parts of the Mississippi River valley. The chapter then describes Bogan’s decision to join her husband’s regiment as a laundress and argues that positions like these opened up room for women in the Union army’s combat apparatus. This, along with the Union’s decision to resettle women and children on leased plantations in the region, as workers but also as occupiers of those plantations, reveals how deeply embedded all formerly enslaved people were in formal combat -- and in the Union army’s determined effort to defeat their former owners.

Abstract:
The strategic importance of the Middle East dictated Israel’s fate in the cold war. While the USSR supported the inimical Arab attitude towards Israel, the US limited its support to Israel to economic military aid. The USSR not only regarded the Arabs as a cold war asset, it accused Israel of being part and parcel of western alliances. The turning point in Soviet-Israeli relations was the Czech-Egyptian arms deal (1955) which changed the balance of power. The Suez war exemplified the explosive situation in the region, and Israel’s shaky position vis-a-vis the the Soviet Union. The combination of strategic weakness and constant Arab hatred put Israel continually on the brink of war. The eruption of another war was on the horizon immediately following the Sinai campaign.

Abstract:
The aftermath of the Sinai campaign found Israel increasingly fearful the Soviets would fulfil their threats, while Israel was without any security guarantee from the west. Ben-Gurion explained to western leaders including De Galle, that Khrushchev was serious in his threats against Israel and the west in general. Khrushchev believed capitalism was doomed and that communism would dominate the world. In addition, anti-Semitism was prevalent both in the Kremlin and the country at large. Khrushchev denial was merely a lip service. The Israeli government was afraid lest Khrushchev tried to either assimilate the Soviet Jews or expel them to Birobidzhan. Ben-Gurion was particularly frightened by the implications for Israel’s security of the successful launching of the Soviet Sputnik. He appreciated that the USSR had supplied Egypt with a nuclear reactor as well as missiles.

Abstract:
The chapter begins by stating that a widely circulated picture of a white soldier and a Black Confederate soldier is actually a photograph of Andrew Chandler and his family slave, Silas. Slaves were sometimes allowed to purchase military uniforms or were provided them by their masters, which explains why there are photographs of Black men in Confederate uniforms. At the onset of the war, Confederates believed they could offset the disadvantage of having a smaller population and less war-making power than the Union by utilizing slave labor. The government impressed enslaved people to work on earthworks, railroads, and weapon production. They also performed various jobs in camps such as cooking, performing music, and assisting in hospitals. White soldiers often brought slaves from home to act as personal servants. At times, the presence of personal slaves created class tensions within camps. Enslaved people often took on various tasks in camps for payment. While the shared experience of war likely brought the enslaved and their enslavers closer together, the racial hierarchy was strictly, and often violently enforced by the enslavers. Enslavers’ belief that their slaves were loyal to them and the Confederate cause sometimes caused emotional distress when a slave would run away or defect to the Union.

Abstract:
As the authors’ previous research has shown, the Soviet Union colluded with Egypt (and Syria) to provoke a crisis with Israel in May 1967, with the intent of intervening to defend “the victims of aggression” after Israel was drawn into a preemptive attack. But the devastating effect of this Israeli air strike obviated the Soviet plan and doomed the Egyptian army in Sinai. In order to salvage its prestige and regional influence, Moscow was constrained not only to launch a massive airlift of hardware to replace Egyptian losses, but also to dispatch Soviet crews to operate it until Egyptian forces could regroup. This created a precedent for future deployment of regular Soviet formations, but also aroused protest in Soviet military and political circles as the USSR’s own defenses were depleted. However, General Secretary Leonid Brezhnev quashed all opposition in Party councils as well as Warsaw Pact meetings, and henceforth his resolve to redouble the wager on Egypt was unchallenged.
