Simple content analysis methods, such as the Bechdel test and measuring percentage of female talk time or characters, have seen a surge of attention from mainstream media and in social media the last couple of years. Underlying assumptions are generally shared with the gender role socialization model and consequently, an importance is stated, due to a high degree to which impressions from media shape in particular young children’s identification processes. For young girls, the Disney Princesses franchise (with Frozen included) stands out as the number one player commercially as well as in customer awareness. The vertical lineup of Disney princesses spans from the passive and domestic working Snow White in 1937 to independent and super-power wielding princess Elsa in 2013, which makes the line of films an optimal test subject in evaluating above-mentioned simple content analysis methods. As a control, a meta-study has been conducted on previous academic studies on the same range of films. The sampled research, within fields spanning from qualitative content analysis and semiotics to coded content analysis, all come to the same conclusions regarding the general changes over time in representations of female characters. The objective of this thesis is to answer whether or not there is a correlation between these changes and those indicated by the simple content analysis methods, i.e. whether or not the simple popular methods are in general coherence with the more intricate academic methods.Betyg VG (skala IG-VG)

It is a well-known fact that organized crime has developed into an international network that, spanning from the simple ‘grave diggers’ up to powerful and wealthy white-collar professionals, makes use of money laundering, fraud and forgery. This criminal chain, ultimately, damages and dissipates our cultural identity and, in some cases, even fosters terrorism or civil unrest through the illicit trafficking of cultural property.The forms of ‘possession’ of Cultural Heritage are often blurred; depending on the national legislation of reference, the ownership and trade of historical and artistic assets of value may be legitimate or not. Criminals have always exploited these ambiguities and managed to place on the Art and Antiquities market items resulting from destruction or looting of museums, monuments and archaeological areas. Thus, over the years, even the most renowned museum institutions have - more or less consciously - hosted in their showcases cultural objects of illicit origin. Looting, thefts, illicit trade, and clandestine exports are phenomena that affect especially those countries rich in historical and artistic assets. That includes Italy, which has seen its cultural heritage plundered over the centuries ending up in public and private collections worldwide.This edited volume features ten papers authored by international experts and professionals actively involved in Cultural Heritage protection. Drawing from the experience of the Conference Stolen Heritage (Venice, December 2019), held in the framework of the NETCHER project, the book focuses on illicit trafficking in Cultural Property under a multidisciplinary perspective.The articles look at this serious issue and at connected crimes delving into a variety of fields. The appearance of Dr Vesco’s translation and study of Hokusai’s Ryakuga haya oshie, together with a full reproduction of the original book, is a matter of great excitement in the field of Japanese Studies. Hokusai has been known in Europe and North America for some 150 years. In his own country, he came to public attention about 1800, with youthful work produced under the name of Shunrô. He lived to the advanced age of 88, and when he died in 1849, he was one of the best-known artists in Japan. He was soon to be the best-known Japanese artist in the West, a status that he probably still holds. ‘Under the Great Wave off Kanagawa’ – often referred to simply as ‘Hokusai’s Great Wave’ (from the Thirty-six View of Mt Fuji) – is said to be the most immediately-recognisable piece of graphic design worldwide. Hokusai was a townsman living in a socially stratified society. He was not a member of the elite, though other famous artists were. He did neither depict elite topics, nor work for elite clients. Rather, Hokusai associated with the ‘Floating World’ (ukiyo) that is Edo’s leisure-time distractions. He also made views of his city, its surroundings, and the wider Japanese countryside, but he was not a great traveller, other than in his mind. Rather unrecognised is what Dr Vesco now brings to our attention. Hokusai saw his role as promoting the practice of art. Of course, he had his students, but as we see here, Hokusai also published out-reach volumes, aimed at introducing the joys of picture-making to amateurs who were not being formally instructed. The lessons were easy to follow, and also fun, as he reduced people animals and plants to basic shapes and formulae. Starting with the auspicious subject of Tang lions (kara shishi), Hokusai leads us through a range of topics, down to the demotic, such as clothes washing. Readers today will certainly find a smile crossing their face as they look through the pictures. Thanks to Dr Vesco’s careful translations, we can also understand the advice and commentaries supplied in Hokusai’s accompanying texts. An additional feature of Dr Vesco’s work will be of assistance to more specialist readers, as she has transcribed the original Japanese. This was no simple task, as it is written in abbreviated calligraphy (kuzushiji). At all levels, readers, art enthusiasts and those who love to create pictures will now have access to Hokusai’s most important study aid. We can delve into it, copy from, and chuckle at, just as people did when the volumes first appeared. Western readers might ponder something else: Ryakuga haya oshie appeared in 1812, as European countries were tearing themselves apart.

AbstractThe issue of the interpretation of the concept of an “employee of insurance undertaking”, which was used in the Directive on insurance distribution may cause issues from the point of view of the definition of the “employee” in terms of the type of legal relationship and the scope of activities that are allowed to be performed only by such employees. The authors demonstrate that, in accordance with the previous case law of the European Court of Justice/Court of Justice of the European Union, the concepts contained in EU directives should be interpreted in accordance with EU law, taking into account its autonomy and its aim (harmonization of legal systems of Member States). This should be applied even if a simple translation of a particular term used in an EU directive into the language of a Member State may give rise to an incentive for that term to be interpreted in the context of a local legal system.

AbstractEvidence-based policies are recommended for the enhanced chances of efficacy in achieving policy goals. Achieving this in the policy development process may however require approaches that are not as simple especially in less developed countries, where the research-policy linkage is not commonly the case. This chapter provides a guide to a practical approach that could assist policy makers in similar societies based on the steps adopted in the development of the National Adaptation Strategy and Plan of Action on Climate Change (NASPA-CCN) for Nigeria. The NASPA–CCN has been acknowledged as among the models of climate change policy development that other countries could aim for. It is therefore positioned to offer lessons on policy development in a less developed country environment. The focus in this chapter however is not so much on the subject of climate change but the practical experiences and lessons learnt from the process involved in developing the NASPA-CCN providing lessons learned to mainstream climate change research evidence into policy.

AbstractIn the United States, we have not yet reached the point where unedited numerators and denominators for death rates or probabilities are of satisfactory quality for measuring the mortality of centenarians. Ignoring this reality can lead to an estimation of extreme-age mortality which is unacceptable, as is the case for the NCHS’ Data Brief no. 233. Even the better-quality data from the Medicare health insurance program are beset by problems of (1) unreported or unrecorded deaths and (2) date of birth misstatement. On the other hand, there are steps that can be taken to improve the quality of the underlying data, so that the threshold age at which a mathematical model replaces actual data and closes out the life table is pushed further out.The paper begins with a description of the unacceptable results published in Data Brief no. 233 and a critical examination of their sources. The main part of the paper presents some steps to improve the quality of the Medicare enrollment counts. By rearranging the historical series on Medicare enrollment by cohort, it is possible to eliminate unreported and unrecorded deaths. A simple model is then introduced to deal with date of birth misstatement.

Rural settlement in Roman Britain has been the subject of many previous studies (e.g. Rivet 1958; 1964; Thomas 1966a; Dark and Dark 1997; Taylor 2007a), although in the past there has been a tendency to assume that lowland regions were uniformly ‘Roman’ and characterized by villas. The construction of villas represents the conscious adoption of a distinctively ‘Roman’ style of architecture by the land-owning class, and rather than being ‘nouveaux riche’ (Russell and Laycock 2010, 111), they are more likely to have been descended from old elites within the pre-Roman kingdoms. The Latin term villa referred simply to a country house, and while in practice the vast majority appear to have lain at the centre of agricultural estates, it is in this true sense—of a country house—that the term is used here (Percival 1988). Most books on Roman Britain try to illustrate the distribution of villas and through simple small-scale maps such as these, and with knowledge of well-known sites such as Bignor and Chedworth, it is easy to draw three assumptions: first, that we know what a Roman villa is, second, that we can map their distribution quite easily, and third that they were a typical feature of lowland areas. All of these assumptions, however, can be questioned. The first—that we understand the nature of Roman villas—seems the most straightforward, although the amount of recent excavation is in fact surprisingly limited as scheduling has protected so many sites from development, andmost of the early work focused on the main residential building as opposed to its ancillary structures. The expansion in first ‘rescue’ and latterly developerfunded excavation has, however, led to a far greater range of rural settlements being excavated and rather than there being a clear divide between ‘villa’ and ‘nonvilla’ sites, we can see that there was a continuum, with low-status timber structures at one end of the scale, palatial houses at the other, and a large number of sites in the middle that meet some, but not necessarily all, of the criteria for being regarded as a villa.

In a previous paper (1) it was proposed that a simple matrix inversion method could be used to extract source distributions from gamma-count maps, using simple models to calculate the response matrix. The method was tested using numerically generated count maps. In the present work a 100 kBq Co60 source has been placed on a gridded surface and the count rate measured using a NaI scintillation detector. The resulting map of gamma counts was used as input to the matrix inversion procedure and the source position recovered. A multisource array was simulated by superposition of several single-source count maps and the source distribution was again recovered using matrix inversion. The measurements were performed for several detector heights. The effects of uncertainties in source-detector distances on the matrix-inversion method are also examined. The results from this work give confidence in the application of the method to practical applications, such as the segregation of highly active objects amongst fuel-element debris.

The aim of this study is to describe uncertainty of the Global Rural-Urban Mapping Project (GRUMP) data based on Polish population reference grid created by the Central Statistical Office of Poland, using INSPIRE grid coding system. The adopted population data uncertainty analysis methodology combined three different approaches, i.e. simple change detection algorithm to obtain discrepancies at the grid cell level, statistical analytical approach to investigate these discrepancies’ frequency distribution, and GIS approach to analyse spatial pattern of distinguished population difference classes. The results showed significant differences in population count at the grid cell level. The maximum magnitude of GRUMP vs. Polish Reference Grid overestimation equals 4087 people per 1 sq. km, while the underestimation equals 20,086 people per 1 sq. km. Very few grid cell shows no difference in population count, i.e. 1.5% of total grid cell count. GRUMP data overestimates Polish total population by 0.15%, while it underestimates the average population density by 50%. The highest population underestimations were identified in the centers of the cities, while suburban areas were characterised by the large and regular population overestimations within GRUMP dataset. These GRUMP dataset imperfections can be attributed to country-specific administrative divisions and to the varying effectiveness of the urban centers delimitation mapping using the night sky light intensity, including blooming effects as well as not frequently illuminated small settlements.

The acquisition of requisite reading skills plays a crucial role in scaffolding learning and more so when children start their education. These reading skills form an important pivot around which most learning revolves. Nevertheless, studies globally indicate that majority of school-age pupils are not being taught the relevant reading skills at an appropriate age and grade hence most of them attain the age of eleven years before acquiring these skills. The integral role played by the teacher in enabling learners to acquire reading skills cannot be over-emphasized. They are, in fact, an important axis around which all educational processes revolve including the success in the acquisition of the children’s literacy skills. The purpose of this study was to find out the impact of teacher interpersonal characteristics on the acquisition of reading skills among grade three pupils in public primary schools in Bungoma County, Kenya. Vygotsky’s (1978) theory was fundamental to this study. A descriptive survey research was adopted in the study focusing on grade three pupils, their class teacher and the headteachers in Bumula Sub-County. Simple random sampling and purposive sampling techniques were used to select the study sample of 32%. Data was collected using questionnaires, interview schedules and reading tests for grade three pupils to determine their level of reading skills. The researcher designed a pupil test to determine the levels of reading across the Grade III Learners. The study found out that teachers’ interpersonal characteristics had an impact on the acquisition of reading skills among the grade III learners. The study further established that Grade III pupils in Bungoma County have overall poor reading skills as manifested by their dismal sound recognition, comprehension, word recognition, and reading fluency. Furthermore, the study established that Grade III teachers are neither aware nor apply their interpersonal skills, but rely on their skills to help Grade III learners acquire reading skills. The study recommended that Bungoma County’s Ministry of Education should use these findings for policy implementation as a way or improving teacher interpersonal relationships, through modification of the curriculum of teacher training colleges. Normally, beta and alpha surface contamination monitors are used with a simple counting threshold, i.e. any pulse over a predetermined amplitude is counted. This is very different from gamma monitoring, where the use of counting windows is very popular and the use of full multi-channel analysis is common. Many current surface contamination ratemeters have the capacity to drive dual phosphor detectors and can be set up to provide beta and alpha channels. Effectively, the beta channel is a counting window, i.e. all pulses which are bigger than the threshold and smaller than the alpha threshold are counted. Larger pulses go into the alpha channel. This paper addresses how this can be used with beta only and alpha only detectors to provide information on the source. The detector is set up conventionally to a defined point for the lowest beta energy anticipated. The instrument is then switched to alpha + beta mode and the alpha threshold set to 3 times the beta threshold. With this set up, the alpha to beta channel count rate ratio varies smoothly by a factor of 14 between Y-90 (Emax 2.27 MeV) and C-14 (Emax 0.16 MeV). Hence the instrument can be used to estimate the energy of an unknown beta contaminant or to confirm that a mixed beta fingerprint has essentially the same mix. The same approach can be used with alpha probes to confirm the source quality. The main worry with alpha monitoring is the surface condition. A poor surface condition will lead to a low count rate. Using the channel ratio method will identify grubby sources. The resulting ratio can be used either as a go/no trigger, i.e. any surface with a low ratio will be treated as untrustworthy, or alternatively the ratio can be used to correct the reading to give a better estimate of surface activity.

The purpose of this paper is to present the development of a simple multibody dynamic model matching the observed movements of the center of mass of a skier performing the skating technique in cross-country skiing. The formulation of the equation of motion was made using the Euler–Lagrange equations applied to a multibody tree-type system in three dimensions. The description of the lower limb of the skier and the ski was completed by employing three bodies, one representing the ski, and two representing the natural movements of the leg of the skier. This simple model is able to show an approximation of the movement of the center of mass of the skier and its velocity behavior allowing to study the effect of the key parameters used to build the model.

In this paper, a three-dimensional multibody dynamic model of a cross-country skier is developed and presented where a single propulsion phase is modeled to obtain the kinetic parameters involved in the movement. A professional Olympic-level skier performed the skating technique without poles in a ski tunnel under controlled conditions and on an incline plane. Then, with the use of a force acquisition system attached to the ski bindings and a motion capture system set on site, the leg resultant forces and the movement of specific points of the skier’s lower body were acquired. The data obtained from the motion capture system was used as the prescribed kinematic input data in the multibody model and the measured force was used later as a comparison parameter with the results of the simple model. After simulating the technique, the calculated propulsion forces seem to be in agreement with those measured in the field.

Together with the convenience of using electronic resources, society has developed a need for a simple and understandable legislative regulation of legal relations arising from the use of computer information technologies and various products of electronic digital activity in order to protect their interests potentially. The concept and types of electronic evidence in civil proceedings in different countries have different meanings. Meanwhile, the regulations of their procedural admissibility and applicability differ. The common thing is the tendency towards an increase in the use of electronic information carriers in court proceedings, increasing importance for establishing specific facts, and the decisive evidentiary role in making decisions by the court. India became one of the first countries to realize the growing level of implementation of Internet technologies, electronic digital storage media, and computer dominance in society and the state's daily life [1] (Artemyeva, Y.A. et al.). The consequence of this understanding was the timely development and implementation of the substantive and procedural bases in evidence law for practical, understandable, and convenient use of electronic evidence in civil proceedings. The article examines the types and procedural status of electronic evidence and analyzes the current legislation and law enforcement practice in the admissibility and application of electronic evidence in civil proceedings in India. The study identifies the existing system of electronic evidence in the legal field of India, the determination of the advantages and disadvantages in the gathering, presentation, research, and evaluation of electronic evidence by the court in civil proceedings, as well as the identification of the procedural order for their provision. The researchers have identified the following tasks to achieve the goals: • to define and research the legislation of India governing the concept, types and procedural order of applicability and admissibility of electronic evidence in civil proceedings in India; • to develop a particular procedural order for the effective use of the institution of electronic evidence in civil litigation in India; • to identify the current trends in the gathering, presentation, research, and evaluation of electronic evidence in India's courts, based on the established judicial practice study. The research methodology is based on general theoretical and scientific methods of cognition, including abstraction and specification, analysis and synthesis, modeling and comparison, and systemic, logical, and functional analyzes. The scientific novelty of the research consists of a comprehensive study of the instruments of legal regulation of the institution of electronic evidence in India's legal field, including regulatory legal acts and judicial precedents, and a consideration of the possibility of applying Indian approaches in the jurisdictions of other countries. The analysis of legislation and jurisprudence regarding electronic evidence in India's civil proceedings was carried out using the synergistic principle of object study, statistical-sequential analysis, and empirical research method. This study's results can be used in lawmaking to develop and improve regulations regarding the procedural status and use of electronic evidence in civil litigation in any country. The reference, citation, and use of this article's conclusions and materials are permissible when conducting lectures and seminars on civil procedure and private international law, research activities, law enforcement practice, and teaching.

Gamma ray counting is often used to survey the distribution of active waste material in various locations. Ideally the output from such surveys would be a map of the activity of the waste. In this paper a simple matrix-inversion method is presented. This allows an array of gamma-count data to be converted to an array of source activities. For each survey area the response matrix is computed using the gamma-shielding code Microshield [1]. This matrix links the activity array to the count array. The activity array is then obtained via matrix inversion. The method was tested on artificially-created arrays of count-data onto which statistical noise had been added. The method was able to reproduce, quite faithfully, the original activity distribution used to generate the dataset. The method has been applied to a number of practical cases, including the distribution of activated objects in a hot cell and to activated nimonic springs amongst fuel-element debris in vaults at a nuclear plant.

Calcium alginate (Kaltostat, Cair Ltd) is a new absorbable material for topical haemostasis in surgery. The possible mode of action, release of calcium ions in exchange for sodium was investigated in human blood.Calcium release was measured in 15 mg samples of calcium alginate placed in 20 ml of 0.9% saline, for intervals of 1, 3 or 10 minutes. To assess the effect on platelets, 3 mg of calcium alginate or surgical gauze were added to 5 ml of Heparinised (100 units) fresh blood for 2 minutes and platelet counts then made using plain blood as a control. Finally using a thrombelastograph, the activation of whole blood coagulation was assessed after a 2 minute contact with 3 mg of calcium alginate, surgical gauze or no additive as control.When calcium alginate was placed in saline, 26% of calcium ions were released in 1 minute giving a calcium ion concentration of 4.62 t 0.02 mmol/L, with only slight further release after 10 minutes to 4.82 ± 0.004 mmol/L. There was a corresponding decrease in sodium ion concentration. Adding calcium alginate to whole blood reduced the platelet count from a control value of 248 i 16 × 109/L to 222 f 15 × 109/L (p< 0.05) compared to 241 ± 15 × 109/L for surgical gauze. Similarly calcium alginate shortened whole blood coagulation time from 17-7 i 1.0 minutes control, to 12.9 ± 1-32 mins (p< 0.001) compared to 15.0 ± 1.5 mins (p< 0.02) for surgical gauze.Calcium alginate rapidly releases calcium ions in exchange for sodium on contact with blood stimulating both platelet activation and whole blood coagulation, significantly more than simple contact activation by surgical gauze.

It is well known that asymmetric vane spacing can result in decreased levels of the excitation at specific frequencies. In this paper, the resonant response reduction of compressor blades due to asymmetric vane spacing is studied both theoretically and experimentally for the most probable asymmetric vane in which the vane count of the upper and lower half is slightly different. First, a method for predicting the vibratory stress of the blade for the asymmetric spacing vane is proposed. Secondly, using a simple model of the asymmetric vane, a parametric study is carried out to clarify the influence of blade damping and vane count on the blade resonant response reduction. Finally, experiments are carried out to verify the validity of the proposed method and the effect of asymmetric vane spacing on resonant stress response using a 3 stage scaled-model compressor.

Innovation has been shown to be a key factor in determining a country’s competitiveness and economic growth potential. Through investments in education and research and development, many developing countries have tried to avoid the “middle income trap” of stagnation by working to create high-value employment opportunities. To better understand country-level readiness to innovate, we have compiled a set of publicly available data indicators and created a data tool to illustrate innovation capabilities and infrastructure by country. Our approach builds on and advances existing national innovation metrics by constructing transparent, publicly sourced indicators that emphasize changes over time and interrelationships between different indicators, as opposed to creating simple indices across groups of indicators. This occasional paper is targeted to an applied audience, explaining the methods used to assemble the data, an overview of the indicators, practical applications of the data, summary statistics, and data limitations. The data are not intended to be a tool for providing answers about innovation, but rather a starting point for future work including market landscaping, country-level diagnostics, and qualitative protocols for research.

This working paper predicts the fiscal and public health outcomes from a change in the excise tax structure for cigarettes in Ghana. More than 5,000 people are killed by diseases caused by tobacco every year in Ghana (Tobacco Atlas 2018). Currently the country has a unitary tax administration approach, with a uniform ad valorem tax structure on all excisable products, including tobacco. However, the ECOWAS directive on tobacco control, in line with the WHO Framework Convention on Tobacco Control (WHO 2003), recommends a simple tax structure – using a mixed excise system with a minimum specific tax floor to overcome the limitations of an ad valorem system on tobacco products, especially cigarettes. The study therefore simulates mixed tax policy interventions, and assesses their effect on government revenue and public health relative to the current ad valorem tax system. Primary data collection of tobacco prices in three geographical zones of the country was conducted in February 2020, across both rural and urban localities. This was supported with secondary data from national and international databases. Based on the assumption that Ghana adopts a mixed tax structure, the simulation shows that, if the government imposes a specific excise tax of GH₵4.00 (US$0.80) per pack in addition to the current ad valorem rate of 175 per cent of the CIF value, the average retail price of a cigarette pack would increase by 128 per cent, cigarette consumption decrease by 27 per cent, tobacco excise tax revenue increase by 627 per cent, and overall tobacco-related government tax revenue increase by 201 per cent.1 Additionally, there would be significant declines in smoking prevalence (3.3%), smoking intensity (1,448 cigarettes per year), and 3,526 premature smoking-related deaths would be avoided. The paper advocates for a strong tax administration and technical capacity, with continuous commitment by the government to adjust the tax rate in line with the rate of inflation and per capita income growth.

A systematic approach to tree planting and management globally is hindered by the limited synthesis of information sources on tree uses and species priorities. To help address this, the authors ‘mined’ information from 23 online global and regional databases to assemble a list of the most frequent tree species deemed useful for planting according to database mentions, with a focus on tropical regions. Using a simple vote count approach for ranking species, we obtained a shortlist of 100 trees mentioned in at least 10 of our data sources (the ‘top-100’ species). A longer list of 830 trees that were mentioned at least five times was also compiled. Our ‘top-100’ list indicated that the family Fabaceae (syn. Leguminosae) was most common. The information associated with our mined data sources indicated that the ‘top-100’ list consisted of a complementary group of species of differing uses. These included the following: for wood (mostly for timber) and fuel production, human nutrition, animal fodder supply, and environmental service provision (varied services). Of these uses, wood was most frequently specified, with fuel and food use also highly important. Many of the ‘top-100’ species were assigned multiple uses. The majority of the ‘top-100’ species had weediness characteristics according to ‘attribute’ invasiveness databases that were also reviewed, thereby demonstrating potential environmental concerns associated with tree planting that need to be balanced against environmental and livelihood benefits. Less than half of the ‘top-100’ species were included in the OECD Scheme for the Certification of Forest Reproductive Material, thus supporting a view that lack of germplasm access is a common concern for trees. A comparison of the ‘top-100’ species with regionally-defined tree inventories indicated their diverse continental origins, as would be anticipated from a global analysis. However, compared to baseline expectations, some geographic regions were better represented than others. Our analysis assists in priority-setting for research and serves as a guide to practical tree planting initiatives. We stress that this ‘top-100’ list does not necessarily represent tree priorities for the future, but provides a starting point for also addressing representation gaps. Indeed, our primary concern going forward is with the latter.

Tracking progress towards the Sustainable Development Goals (SDGs) is critical to evaluate how far the water and sanitation sector is from achieving these targets, and to guarantee that the solutions and strategies implemented get everyone closer to them. But this is not a simple task. To truly assess collective progress towards achieving SDG 6 (and all other goals), it is fundamental to count on standardized measures that help track all types of access, their reliability, and their quality. Existing data tend to lack comparability across sources and locations because they rely on different definitions and categories. Samples are often not representative of all groups within the population. More developed areas are more likely to collect data, which results in the overrepresentation of groups that enjoy better services. Still in some areas and for some categories of information data is not available at all. In response to these challenges, the Inter-American Development Bank (IDB) partnered with the Latin American Public Opinion Project (LAPOP) to gather nationally representative and comparable data in 18 countries in the region. The goal of this effort was to provide an initial outlook of the current landscape of water and sanitation services in the region, using two batteries of questions in the LAPOP questionnaire for the 2018-2019 wave. The main message that arises is that the Latin American and the Caribbean region faces a wide range of challenges, that vary both across and within countries. Some areas face the primary challenge of closing access gaps, while others display higher deficiency in service quality, such as continuity. The gaps in quality of services, in particular, are not clearly perceived by users. In general, levels of satisfaction with the services received is quite high among the population, much higher than warranted by the objective measures of service quality. This raises important issues for accountability in the sector. If users are mostly satisfied with the current state of affairs, it is unlikely they will pressure governments and utilities to improve service delivery. A more in-depth analysis is required to understand the reasons behind these opinions and possible ways to raise awareness.
