Abstract/ short description The article brings up the universal idea that interpretations of historical events change in the course of history. The examples presented here are related to Latin American and Soviet history. One of such examples is the Marxists reading of the the important historic figure Simon Bolivar. In the original writings of Karl Marx, Bolivar was regarded as a Bonaparte-like despot. Later Marxists revised this critical portrayal claiming that Marx was badly informed, and Bolivar's anti-colonialism can be understood as compatible with the principles of Marxism. El análisis se llevó a cabo con estudiantes de undécimo grado del CASD Simon Bolivar en Valledupar, Colombia. The following article describes the implementation of a methodology for the structural reconstruction of the Heroes monument and the statue on the north side of Simon Bolivar Ecuestre located between the intersection of the north highway and 80th Street in Bogota (Colombia) from the acquisition of SFM photogrammetry methods and images, using low-cost sensors for this process and making use of drones from the obtaining of frames of a video to for areas with lower altimetric reach, and thereby creating an analysis in their accuracy, sizing and quality within the framework of appropriation and documentation of the cultural assets in the public space of the city Bogotá taking this data as a starting point for future developments in the process of 3D reconstructions Colombia.

Predicting precipitation rate and rainfall attenuation are key aspects in planning and dimensioning of wireless communications systems operating at frequencies above 10 GHz, such as satellite communication systems at Ku and Ka bands. In this paper, contour maps of rainfall rate and rain attenuation are developed for the first time in Venezuela, based on 1-min rain rate statistics obtained from measurements carried out in Venezuela over at least 30 years period with a higher integration time and using Rice-Holmberg model, refined Moupfouma-Martin model and Recommendation ITU-R P.837-7, for rain rate estimation and Recommendation ITU-R P.618-13, Ramachandran-Kumar model, Yeo-Lee-Ong model and Rakshit-Adhikari-Maitra model, for rain attenuation prediction in “Simon Bolivar” satellite links in Venezuela. The overall results of both types of maps represent a useful tool for preliminary planning of those links in the country, specifically, in Ku and Ka bands

During the month of November 1998, Stanley Cavell visited Caracas, Venezuela, invited by the Museum of Fine Arts and the philosophy department of Simon Bolivar University, to hold a three-day seminar on art and philosophy. During those days, Cavell presented and commented on the films Jean Dillman, by Chantal Ackerman and Sans Soleil by Chris Marker, as well as two lectures on material he was working on at that time: “The World as Things: Collecting Thoughts on Collecting,” which was published in a volume by the Guggenheim Museum with the Pompidou Center, where he also read that conference that same year (it later appeared in a final version in 2005 in Philosophy the Day After Tomorrow). The second lecture was “Trials of Praise,” where he talked about Henry James and Fred Astaire.

L'idée d'Unité comme projet particulier s'intégrant dans un projet global qui est aujourd'hui l'alter-monde fascine les Latino-américains et les Africains au point de susciter des rassemblements qui occultent les différences et les différends. Si la relance de l'idée via la création d'organismes d'intégration à caractères économiques ou politiques est la preuve que l'unité est un rêve partagé, une question s'impose et se pose : pourquoi un projet porteur du destin continental a-t-il du mal à se matérialiser ? Au-delà des réponses coutumières, il est convenu dans cette thèse de prendre une mesure des expériences passées notamment celles que Simon Bolivar et Kwame Nkrumah ont tenté de réaliser au cours de la longue lutte de libération et de création des Etats-nations, de celles qui se sont présentées après eux et de celles qui se présentent aujourd'hui. L'analyse de ces expériences nous a permis de voir que la réalisation de l'unité s'est heurtée et continue de se heurter à des facteurs internes et externes à l'Amérique latine et à l'Afrique. Par exemple, l'attachement des Etats à leur souveraineté, le jeu des grandes puissances et surtout, l'échec du choix d'un modèle d'Etat unitaire. Ni le modèle européen, ni le modèle américain n'ont fourni de réponse idéale, les réalités de l'Amérique latine et de l'Afrique étant toutes autres. Cependant, face au défi majeur qu'est la mondialisation, Latino-américains et Africains continuent de rechercher un dénominateur commun qui leur permettrait de se constituer en une entité forte, capable de s'intégrer dans le monde en véritable partenaire du concert des nations.

Abstract:
This thesis examines the use of history, historical narratives and the relation to Venezuelan historical consciousness in Libro Rojo, a publication of The Unified Socialist Party of Venezuela (PSUV). It consists of four parts: an introduction, a declaration of principles, statutes and finally what is called the programmatical bases (bases programaticas) of the party. A starting point for this thesis is that this is an under prioritized area of research about the Bolivarian revolution in Venezuela. It aims to show the centrality of history in these fundamental documents of the biggest left-wing party in Latin America. The thesis finds that symbolically charged historical figures – mainly national icons of Venezuela´s struggle for national liberation - are mobilized to back up contemporary aspirations and influence public perception of what kind of future is possible and desirable. Libro Rojo structures the relationship between past, present and future in order to influence historical consciousness. It also finds that Libro Rojo constructs a vision of socialism which aims to show that the ideas and actions of Venezuela´s symbolically charged historical figures are compatible with the ideas of 19th and 20th century western Marxism. An illustration of this is the reference to Peruvian Marxist José Carlos Mariáteguí and his saying that socialism on the American continent can neither be an imitation nor a copy of foreign models, but a heroic creation of the people. Furthermore in Libro Rojo, the ideas of liberation theology, Christianity as well as "all universal and humanist thought" are evoked as foundations for the contemporary aspirations of the PSUV. The present is situated within a context of contemporary history in which themes such as the struggle of the peoples against neoliberalism and the threats to the survival of humanity due to climate changes, economic crisis and war are central. It describes a near future in which humanity will have a choice: between its salvation and flourishing through socialism, or its extinction through world capitalism.

The present research is based on an investigation around the History and Memory of the Educational Institutions. The study was developed from the following problem: how to get up and settles the Simon Bolivar in Corumbaíba, from 1956 to 1974? The time frame chosen was between the years of 1956, at which time began the process of institutionalization of Simon Bolivar, Gymnasium and 1974, the year in which this school is separated from the National Campaign to Free Educacional, passing then to have officially as sponsor, the municipality of Corumbaíba. The overall objective of the research is to understand the historical aspects that led to the emergence and the consolidation of the Simon Bolivar Gymnasium , establishing an analysis around what this school represents in the history of the city of Corumbaíba-GO, and in memory of those who, in one way or another, she retained some binding. Specifically, this research seeks to make a historical approach of Simon Bolivar, Gymnasium during the timeframe proposed by the contextualization with the political and socio-cultural reality of Corumbaíba, deepening the discussion around the possible relationships of power that permeated the reality of this school, as well as analyze what proposed at the time, around the expansion of secondary education in the State of Goiás and in Brazil; search still, establish a discussion about the role of the Municipal Sector of National Campaign to Free Educacional (CNEG) and as the scene of his influence, next to Gymnasium Management Simon Bolivar; In addition to establishing the analysis about the memories built over the years, this school and its founder, through the available documentation and interviews. The hypothesis proposed is that the creation of Simon Bolivar and Gymnasium the way he was organizing has a close relationship with the struggle for political hegemony in Corumbaíba. In this way, the history and the memory of this school is mainly from such events and experiences.
A presente pesquisa é pautada em uma investigação em torno da História e Memória das Instituições Escolares. O estudo se desenvolveu a partir do seguinte problema de pesquisa: como se constitui e se estabelece o Ginásio Simon Bolívar em Corumbaíba, no período de 1956 a 1974? O recorte temporal escolhido foi entre os anos de 1956, momento em que se iniciou o processo de institucionalização do Ginásio Simon Bolívar, e 1974, ano em que essa escola se desvinculou da Campanha Nacional de Educandários Gratuitos, passando então a ter oficialmente como mantenedora, a Prefeitura Municipal de Corumbaíba. O objetivo geral da pesquisa é o de compreender os aspectos históricos que levaram ao surgimento e à consolidação do Ginásio Simon Bolívar, estabelecendo uma análise em torno do que essa escola representa na história do município de Corumbaíba - GO, e na memória das pessoas que, de um modo ou de outro, com ela mantiveram alguma vinculação. Especificamente, esta pesquisa procura fazer uma abordagem histórica do Ginásio Simon Bolívar, no período do recorte temporal proposto, estabelecendo a contextualização com a realidade política e sócio cultural de Corumbaíba, aprofundando a discussão em torno das possíveis relações de poder que permeavam a realidade dessa instituição escolar, além de analisar o que se propunha à época, em torno da expansão do ensino secundário no estado de Goiás e no Brasil; busca ainda, estabelecer uma discussão acerca da atuação do Setor Municipal da Campanha Nacional de Educandários Gratuitos (CNEG), tendo como palco de sua influência, a gestão junto ao Ginásio Simon Bolívar; além de estabelecer a análise sobre as memórias construídas ao longo dos anos, em torno dessa escola e de seu fundador, através da documentação disponível e de entrevistas. A hipótese proposta é a de que a criação do Ginásio Simon Bolívar e a maneira como ele foi se organizando tenha uma relação íntima com a luta por hegemonia política em Corumbaíba. Desse modo, a história e a memória dessa instituição escolar manifesta-se principalmente a partir de tais eventos e experiências.

El objetivo de la investigación es demostrar que los problemas vigentes de América Latina tienen sus raíces en la adaptación de los ideales europeos de la Ilustración al contexto latinoamericano. Este conflicto se demostrará a través de Simón Bolívar como una figura popular que tenía en sus manos la formación de las nuevas naciones en América Latina, pues conocía la realidad de las circunstancias en el continente. La independencia fue un punto de quiebre que permitiría hacer cambios radicales y aprender de la colonización como una experiencia histórica que necesitaba superarse. Sin embargo, la independencia tan sólo consistió en un cambio del grupo en el poder, sin modificar el sistema social que oprimió a tantas personas durante cientos de años; por ello se considera una independencia inconclusa.

Abstract:
This is an analysis of the U.S. Army's personnel decisions in the Second World War. Specifically, it considers the U.S. Army Chief of Staff George C. Marshall's appointment of generals to combat command, and his reasons for relieving some generals while leaving others in place after underperformance. Many historians and contemporaries of Marshall, including General Omar N. Bradley, have commented on Marshall's ability to select brilliant, capable general officers for combat command in the war. However, in addition to solid performers like J. Lawton Collins, Lucian Truscott, and George S. Patton, Marshall, together with Dwight D. Eisenhower and Lesley J. McNair, often selected sub-par commanders who significantly underperformed on the battlefield. These generals' tactical and operational decisions frequently led to unnecessary casualties, and ultimately prolonged the war. The work considers six case studies: Lloyd Fredendall at Kasserine Pass, Mark Clark during the Italian campaign, John Lucas at Anzio, Omar Bradley at the Falaise Gap, Courtney Hodges at the Hürtgen Forest, and Simon Bolivar Buckner, Jr. at Okinawa. Personal connections and patronage played strong roles in these generals' command appointments, and often trumped practical considerations like command experience. While their superiors ultimately relieved corps commanders Fredendall and Lucas, field army and army group commanders Clark, Hodges, and Bradley retained command of their units, (Buckner died from combat wounds on Okinawa). Personal connections also strongly influenced the decision to retain the field army and army group commanders in their commands.

Abstract:
Venezuela is a country with a great deal of water sources, as a consequence of its location in the Amazon Basin. In spite of this, about 1.6 million inhabitants are dispersed in remote regions throughout the nation, where water distribution is problematic due to the lack of this resource. Since 2007, The Institute of Energy of the Simon Bolivar University has been focused on the development of a 25 liters per day single stage solar Multi-effect Humidification (MEH) desalination plant using a flat plate solar collector. Once the construction of the prototype plant was completed, the characterization of its different components was performed. The one related to the solar collector unit was done on a testing rig designed and constructed according to the ANSI/ASHRAE 93-2003 standard requirements. In order to optimize the operation of this equipment is necessary to maximize the exergetic change of the working fluid across the solar collector, to achieve this objective a numerical simulation using a predictive algorithm and an available yearlong meteorological data was performed. The prediction algorithm was validated against experimental data obtained from the characterization tests. The numerical results obtained were in good agreement with previous related researches. It was found that the best way to operate the solar collector in remote areas and ensure the maximum exergetic gain of the working fluid was to maintain a fix mass flow rate of 0.006 kg/s (0.36 LPM). This corresponds with the climate conditions at Simon Bolivar University and an admission temperature of 54°C, which is the design value of the desalination plant.

Abstract:
This paper describes cooperative research and graduate instructional activities by the University of Virginia (UVA) and Universidad Simon Bolivar (USB) which focus on research and developments in rotor dynamics and turbomachinery, including gas turbines. The cooperative efforts have been underway since 1991. Both universities have independently developed programs in this area with strong ties to industry. At the University of Virginia a program has been in place for 25 years that specializes in rotor dynamics, bearings, seals, turbomachine flows; including an industrial consortium base of over 40 companies. The program at the University of Virginia comprises the typical curricula in the US for Master of Engineering, Master of Science, and Doctoral degrees. Universidad Simon Bolivar has more recently developed a Postgraduate Program for engineers in the Venezuelan oil and petrochemical industry. The course focuses on turbomachinery issues, has the typical academic structure of a Master of Engineering with a duration of two years, and is tailored to the needs of students working full time in industry. Multiple cooperative efforts have proceeded in a number of areas. UVA faculty have taught portions of the Postgraduate courses at USB; USB and UVA faculty have developed joint research projects; USB faculty have conducted research activities and taught at UVA; and several USB faculty have attended UVA to obtain graduate degrees. Discussions between the two universities are underway to permit the exchange of course credits for graduate degrees; the final aim is to establish a Doctoral Program in the turbomachinery area at USB.

Abstract:
Water is an abundant resource; however, there is an upcoming water shortage. In order to face this situation, conventional desalination plants have been built; nevertheless, these plants contribute to the emission of greenhouse gases. A way to stop this trend is to use renewable sources, especially in coastal areas where solar irradiation is abundant. Due to the large coastal line of Venezuela, and the particular troubles with water distribution in these areas, the Energy Institute of the Simon Bolivar University proposed to develop and test a solar humidification–dehumidification (MEH) distillation pilot unit to provide small communities of the isolated or insular regions of Venezuela with 25 liters of drinking water per day. This project initiates a research branch that aims to produce a commercial size solar humidification desalination plant for these areas. Considering the lack of a known design procedure for solar desalination systems, and in view to optimize future developments in the field, a design algorithm was proposed for single stage MEH units which, by setting some of the design temperatures, gives the entire flux diagram of the unit, providing the designer the possibility to start the sizing process with a strong empirical basis.

Abstract:
Two-phase slug flow pattern is one of the most common flow patterns present in many industries, therefore its study becomes relevant. The aim of this work was to develop an automated computational program to determine the bubble gas velocity associated to gas-liquid two-phase slug flow by using video digital image processing technique. In order to obtain the images for the analysis, experiments were carried out using a pipe bench for air-water two-phase flow. The experimental facility is located in Simon Bolivar University, in Venezuela. The system has three pipes with different internal diameters and can be rotated around its axis and fixed at any inclination angle from horizontal to vertical flow. The tests were run in a horizontal pipeline of 0.03175m of internal pipe diameter and 8m long. For slug flow visualization a high speed camera Kodak Ektapro 4540mx imager was used. The camera was located in an x/D relation corresponding to 249 from the pipe inlet, ensuring the complete development of the flow. The camera allowed a maximum acquisition velocity of 4500 frames per second. The superficial velocity range was 0.16–1.79m/s and 0.16–1.26m/s for air and water, respectively. To summarize, 165 tests were performed and 1320000 images were analyzed with 20 flow rate combinations. The computational application was validated by comparing it with the velocities measured manually over selected images. Results obtained were compared to several correlations such as Bendiksen [1], Cook & Behnia [2] and Wang et al. [3].

Frequent interruptions of pipe flows is a common situation that has to be addressed by the industry working with single and two-phase flows. These interruptions generate abrupt changes in speed and therefore changes in the pressure inside the process pipe that could create major hazardous operating conditions or even produce system failures. In terms of two-phase or multiphase flow phenomenon, there is a real need for experimental data to support the increasing concern about determining reliability of pipe system, as well as, risk assessment concerning environmental hazards due to pipe system failures. Here after, the design and construction of a large and versatile test facility to study transient performance after a rapid closure occurs, is presented. The final goal of this facility is to create the possibility of having a database corresponding to the phenomenon known as water hammer for both single and two-phase flow. Different two-phase flow patterns can be simulated for the test. The facility is located on the premises of the Laboratory of Conversion of Mechanical Energy of the Simon Bolivar University, Caracas, Venezuela (LABCEM-USB). The facility consists of an instrumented closed flow loop that works with water and air at distinct flow proportions. The facility can be described as a group of seven interconnected sub-systems or modules that connect all the required capabilities. The Sub-systems are: liquid system, gas system, mixing system, pneumatic system, instrumentation system, electrical system and the test section. This modular design allows identification of the main components as individual subtask for the designing process. The test section is made in transparent material for visualization and it can be modified into different geometrical arrangements or configurations using different angles of inclination. Both static and dynamic pressure before and after an imminent closing of the valves for specific conditions of flow. The capability of selection of the inclination and the geometrical configuration of the test section (inverted “U” shape or linear pipe section) makes a unique air/water two-phase flow facility. The design represents a compact but versatile capability for evaluating test sections from a horizontal to a vertical position of the pipe. Initial results presented here show the pressure level achieved for different configurations.
