VE is frequently seen as a luxury management tool with a high implementation threshold which potential adopters may find intimidating. How to implement VE in the face of various objective conditions and resource situations is a critical issue for increasing the breadth and depth of VE implementation. The paper develops an innovative Office VES (OF-VES) for use by public agencies suffering from insufficient financial, human or technical resources. OF-VES can be used by smaller public administration departments to successfully reduce the threshold for resource-poor public administrations to implement VES, thus promoting the application of VE.

Abstract:
Frans Vredenrijk Engelenburg (1863-1938) played a major role in the development and expansion of Afrikaans and the Afrikaans academic culture - especially in the northern part of South Africa. As a Dutch intellectual, lawyer and journalist in the nineteenth century South African Republic (Transvaal), he in particular played an important role as advisor and opinion maker from the 1890s onward. One of his biggest achievements was the key role that he played in the establishment of De Zuid Afrikaanse Akademie voor Taal, Letteren en Kunst in 1909. This study is the first part of a more comprehensive biographical project on the life of Engelenburg and the role he fulfilled in the history of the Akademie and South Africa until the thirties of the twentieth century. Since the 1600s the Engelenburg family has played a prominent role in the community where they lived. Aside from the high positions they had held for centuries before, they had in the fourth and again in the sixth generation married into noble families. This contributed to their important position in the community. Due to circumstances Engelenburg was not raised in the Engelenburg milieu. A family break in 1836 was the cause that Engelenburg's father, as a baby, was spirited away from this family milieu. Engelenburg received an extraordinarily good schooling. The solid intellectual foundation already laid then, to a large extent determined the course of his life. He was at the Stedelijk Gymnasium Arnhem when he met Marie Koopmans-De Wet (1834-1906), an aunt by marriage who lived in Cape Town, when on a visit to Europe. She was his soul mate and acted as a mentor and advisor to Engelenburg. The friendship strengthened with the years. He already at school had the desire to visit South Africa one day. His parents' divorce when he was still a student at the University of Leyden, steered his life in a very different direction than what he had foreseen for himself. The divorce was to a large extent the reason that, although he had studied law, he discarded the notion of a career in law after only a year. His decision to follow a career in journalism affected the rest of his life. The Transvaal War (1880-1881) meant that the Dutch developed an admiration for the Transvaalers for the determination and courage they displayed in their attempts to defeat the British army. President Paul Kruger's call shortly after the war that the Transvaal needed young Dutchmen further encouraged Engelenburg to come to South Africa. Previously Engelenburg had for a year worked for Fred Hogendorp at the Dagblad van Suidholland en s’Gravenhage in The Hague. Circumstances abruptly changed when Hogendorp suddenly became insane. During the same time, the owner of De Volksstem newspaper in Pretoria had committed suicide and Engelenburg seized the work opportunity. Within a matter of three months, he arrived in the Transvaal. Within a month after his arrival he was appointed chief editor of De Volksstem. He had studied the Transvaal situation thoroughly and by means of the newspaper and through tireless efforts, he contributed to improving the farming community’s cultural literacy. The education situation in the Transvaal enjoyed his constant attention. After the Anglo-Boer War (ABW) (1899-1902), he continued to work towards improving the education system in the Transvaal. He early on became involved in the Transvaal University College (later University of Pretoria). Before the ABW he did everything possible to promote the Dutch language to the Boer people. However, after the war he realised that Afrikaans had a rightful place, and he, in addition to Dutch, became a champion for the Afrikaans language. The battle between the proponents of Dutch and Afrikaans respectively, increased after the ABW. To achieve unity of action between the two groups, De Zuid Afrikaanse Akademie voor Taal, Letteren and Kunst was founded in 1909. Behind the scenes Engelenburg was one of the major driving forces to assist with the founding of the organisation. As a board member and later as chairman, he gave impetus to the Akademie. In 2009 the organisation celebrated its centenary. This is an important milestone, especially seen in the light of the current political climate in South Africa. The Akademie can now be regarded as a monument to Engelenburg as the fruit of his labour and perseverance during the first three decades of the Akademie’s existence.

Abstract In this chapter, we focus on mathematical models of tuberculosis epidemiology (TB) that include interactions with HIV and an explicit representation of transmission. We review the natural history of TB and illustrate how its features are simplified and incorporated in mathematical models. We then review the ways HIV influences the natural history of TB, the interventions that have been considered in models, and the way these individual-level effects are represented in models. We then go on to consider population-level effects, reviewing the TB/HIV modelling literature. We first review studies whose focus was on purely epidemiological modelling, and then studies whose focus was on modelling the impact of interventions. We conclude with a summary of the uses and achievements of TB/HIV modelling and some suggested future directions.

In the present study, the Marine Floristic Ecological Index (MARFEI) was tested to assess the impacts by using marine benthic macrophytes and pressures by using the Macroalgae-Land Uses Simplified Index (MA-LUSI) in the Marmara Sea (Turkey). Sampling of benthic macrophytes was made from 0-5 m depth at 29 different sites during the summer periods of 2017, 2018 and 2019. The study revealed good ecological status class (ESC) for 6 sites, moderate for 11 sites, poor for 8 sites and bad for 4 sites. MARFEIeqr showed a negative linear relationship with the pressure index MA-LUSI.

Unlike Martin Heidegger, who was always critical of Plato’s role in the history of philosophy, and Jan Patočka, who was more charitable but still had serious misgivings about Plato, Edmund Husserl saw Plato truly positively. However, his view resulted from the fact that he had simplified Plato’s theory substantially and adapted it to his own view of philosophy. According to Husserl, Plato was an inspirational figure as a founder of philosophical ‘theory of science’, and because he sought abstract knowledge of the Forms, he could serve as a useful contrast to the one-sided philosophy of modern empiricism. This paper attempts to present Husserl’s position in a greater detail and assess it.

Abstract:
We explore the propagation of a light wave when the propagation velocity of the medium change in a discontinuous way. We rely only on the wave properties of light to obtain the fundamental laws of reflection and refraction and use boundary conditions developed for Maxwell’s Equations to obtain the Fresnel formula for the amount of light transmitted or reflected. We alos turn to the more fundamental Principle of Fermat to derive the two laws but limit detailed examination to the law of reflection. We look at the effects of polarization on reflection and consider the physical cause of Brewter’s angle. The topic of total reflection is covered in more detail because of its importance inf fiber optics. We have ignored any loss in the propagation of light but now we examine reflection from metals and discover the effects on reflection of using a protective coating on metals

Presented is the identification of simplified three-way catalyst (TWC) models from vehicle data. The simplified models are developed for multiple TWCs from two different classes: full useful life and threshold. The full useful life (FUL) TWCs represent catalysts from vehicles with 100,000 miles whereas threshold TWCs represent catalysts from vehicles with over 150,000 miles. The results showed that these simplified models have consistent parameter estimates when identified in a passive monitoring mode as the vehicle experiences a driving cycle from the Federal Test Procedure (FTP). Moreover the parameters of the simplified TWC models contain TWC health/age information. The model input is the air mass flow rate (AM) into the engine and the model output is a proposed TWC health measure developed in this paper. The impact of TWC temperature will also be detailed.

Abstract:
This report presents the results of RTI International Education’s study on teachers' guides across 13 countries and 19 projects. Using quantitative and qualitative methods, we examine how teachers’ guides across the projects differ and find substantial variation in the design and structure of the documents. We develop a scripting index so that the scripting levels of the guides can be compared across projects. The impact results of the programs that use teachers’ guides show significant impacts on learning outcomes, associated with approximately an additional half year of learning, showing that structured teachers’ guides contribute to improved learning outcomes. During observations, we find that teachers make a variety of changes in their classroom instruction from how the guides are written, showing that the utilization of structured teachers’ guides do not create robotic teachers unable to use their own professional skills to teach children. Unfortunately, many changes that teachers make reduce the amount of group work and interactivity that was described in the guides, suggesting that programs should encourage teachers to more heavily utilize the instructional routines designed in the guide. The report includes a set of research-based guidelines that material developers can use to develop teachers’ guides that will support effective instructional practices and help improve learning outcomes. The key takeaway from the report is that structured teachers' guides improve learning outcomes, but that overly scripted teachers' guides are somewhat less effective than simplified teachers' guides that give specific guidance to the teacher but are not written word for word for each lesson in the guide.

Unmanned aerial systems (UAS) are increasingly used for a variety of applications related to INDOT’s mission including bridge inspection, traffic management, incident response, construction and roadway mapping. UAS have the potential to reduce costs and increase capabilities. Other state DOTs and transportation agencies have deployed UAS for an increasing number of applications due to technology advances that provide increased capabilities and lower costs, resulting from regulatory changes that simplified operations for small UAS under 55 pounds (aka, sUAS). This document provides an overview of UAS applications that may be appropriate for INDOT, as well as a description of the regulations that affect UAS operation as described in 14 CFR Part 107. The potential applications were prioritized using Quality Function Deployment (QFD), a methodology used in the aerospace industry that clearly communicates qualitative and ambiguous information with a transparent framework for decision making. The factors considered included technical feasibility, ease of adoption and stakeholder acceptance, activities underway at INDOT, and contribution to INDOT mission and goals. Dozens of interviews with INDOT personnel and stakeholders were held to get an accurate and varied perspective of potential for UAVs at INDOT. The initial prioritization was completed in early 2019 and identified three key areas: UAS for bridge inspection safety as a part of regular operations, UAS for construction with deliverables provided via construction contracts, and UAS for emergency management. Descriptions of current practices and opportunities for INDOT are provided for each of these applications. An estimate of the benefits and costs is identified, based on findings from other agencies as well as projections for INDOT. A benefit cost analysis for the application of UAS for bridge inspection safety suggests a benefit cost over one for the analysis period.
