Abstract:
Purpose – One would not commonly associate democracy with Singapore, instead scholars have often described Singapore as an illiberal democracy and an authoritarian state. At the same time, all Singaporean school students recite the national pledge of allegiance in school every morning, in which they pledge “to build a democratic society based on justice and equality”. What do students know about democracy? Are they able to distinguish the characteristics of democratic systems from non-democratic ones? The purpose of this paper is to report on Singapore students’ understandings of democracy. Design/methodology/approach – Using a qualitative instrumental case study design, 64 students from three secondary schools were interviewed and the social studies curriculum was analysed. Findings – Overall, students had poor knowledge of democracy. Consistent with a lack of knowledge of democracy, most students also showed a relatively uncritical acceptance of hierarchy and deference to authority, and held a superficial understanding of citizenship. Civics lessons through social studies, and the school environment did little to promote students’ engagement with democracy. Research limitations/implications – The authors argue that it is important that students be given the opportunities to develop a basic conceptual knowledge of democracy, as they are not capable of discriminating democratic characteristics from non-democratic ones without it. At the very least, students should know the relevance of what they pledge relative to their nation’s model of democracy, or in the absence of a clear model, be encouraged to struggle with the various existing models of democracies so that, as the future of Singapore, they might determine and adapt the ideals that they deem best for the nation. Originality/value – This paper is an original study of Singapore students’ understandings of democracy.

This article discusses about the role of citizenship education in multi-ethnic countries, namely in Malaysia and Singapore. Malaysia and Singapore are two former British colonies, and in the population, there are three main ethnic groups namely China, Malay and India. This article is study of literature by using the comparative method by analyzing 14 national and international journals related to citizenship and diversity education in Malaysia and Singapore. Based on the results of this research, there is a difference in the management of ethnic diversity in Malaysia and Singapore. However, both in Malaysia and Singapore, citizenship education equally play an important role in creating a harmonious society even in the diversity of cultures, languages, religions and customs. Keywords: citizenship education, multi-ethnic, multicultural, Malaysia, Singapura Abstrak Artikel ini membahas tentang peran pendidikan kewarganegaraan dalam menciptakan masyarakat yang harmonis di negara multietnik, yaitu di Malaysia dan Singapura. Malaysia dan Singapura adalah dua negara yang sama-sama bekas jajahan Inggris, dan dalam populasinya terdapat tiga etnis utama yaitu China, Melayu dan India. Tulisan ini merupakan studi literatur dengan menggunakan metode komparasi dengan menganalisis 14 jurnal nasional dan internasional terkait pendidikan kewarganegaraan dan keberagaman di Malaysia dan Singapura. Dari hasil penelitian dapat diketahui bahwa terdapat perbedaan dalam pengelolaan keberagaman etnis di Malaysia dan Singapura. Namun demikian baik di Malaysia maupun di Singapura, Pendidikan Kewarganegaraan sama-sama memegang peranan penting dalam menciptakan masyarakat yang harmonis walau dalam keberagaman budaya, bahasa, agama dan adat istiadat. Abstract:
This study wants to shed new light on the politics of Singapore's national identity invention. Since independence in 1965, the Singaporean government has tried to generate a sense of national identity in Singapore. While at first, the priority was on pragmatic values to promote the economic development, this changed in the late 1980s when the government became concerned with the widespread materialism within the society. As an alternative, so-called Asian values sought to provide an ideological alternative and a new basis for a stronger national identity. At the same time, average Singaporeans have developed their own unique conceptions of the city-state's national identity, which sometimes contradict the official nation-building efforts and thus constitute a subtle form of opposition. Many Singaporeans demand greater participation in the negotiation of their Singaporean identity, which demonstrates the difficulty of constructing a sustainable authoritarian civic national identity.

Abstract:
This paper examines the political history of the relationship between Malaysia and Singapore, focusing on the notion of citizenship and its ethnic, civic and political dimensions. It analyses the extent to which the merger of Singapore with Malaysia redefined the citizenship boundaries of the Malaysian national political identity. The incorporation of Singaporean citizens into the Malaysian political community was controversial, as it was closely related to electoral stakes. The ruling People’s Action Party and the Alliance Party attempted to delineate the political sphere of the population of each political unit through the demarcation between ‘citizenship’ and ‘nationality’. However, the citizenship crisis continued to trouble the relationship of these states to the point that both parties breached the perceived agreement not to interfere with the other’s political sphere of influence. This sphere of influence was delineated on the basis of race, thus cutting across political territory rather than territorial attributes. The ideological clashes over the meaning of citizenship that arose during the political merger of Singapore and Malaya, show that a truly Malaysian citizenship could not be developed-only a Malaysia of citizens.

Abstract:
A history of urban floods underlines the state's efforts to discipline people as well as to control floodwaters. We focus on two big cities in Southeast Asia—Singapore and Metro Manila—in the period from after World War II until the 1980s. During this period, both cities traversed similar paths of demographic and socioeconomic change that had an adverse impact on the incidence of flooding. Official responses to floods in Singapore and Manila, too, shared the common pursuit of two objectives. The first was to tame nature by reducing the risk of flooding through drainage and other technical measures, as implemented by a modern bureaucracy. The second was to discipline human nature by eradicating “bad” attitudes and habits deemed to contribute to flooding, while nurturing behavior considered civic-minded and socially responsible. While Singapore's technocratic responses were more effective overall than those in Metro Manila, the return of floodwaters to Orchard Road in recent years has highlighted the shortcomings of high modernist responses to environmental hazards. This article argues that in controlling floods—that is, when nature is deemed hazardous—the state needs to accommodate sources of authority and expertise other than its own.

<p><em>The results of research are as follows: (1) the implementation of the reinforcement of nationalism attitudes through Civic Education learning on Secondary School at Singapore Piaget Academy of Solo Raya has run well through the phases of planning, implementation, and assesment as indicated in the learning process that the indicators of nationalism attitudes are always implanted to the learners’ minds, which includes: (a) Indonesian language, (b) knowledge of nationality, (c) domestic product consumption, (d) professionalism, (e) upholding unity and integrity, (g) giving priority to the public interest, (h) building of sense of brotherhood, and (i) participation; and (2) the constraints include substantial and technical ones. Abstract:
Purpose This research is concerned with youth activism in Singapore historically and the importance of legitimacy for understanding the further development of youth activism and Singapore’s democratization process. It takes into account issues pertaining to good governance, economic performance and democratic participation (legitimacy). The paper aims to discuss this issue. Design/methodology/approach The research adopts a historical approach, qualitative in nature with some quantitative analysis based on documentary research, press reports and content analysis. Findings Historically youth activism was vibrant and dynamic in the fight for independence and against inequality and injustice during the colonial era in Singapore. Under Lee Kuan Yew’s rule, the scope and boundary of democratic participation (legitimacy) were delimited and controlled by the state. State-contained or controlled participation has replaced contentious politics. In the Singapore General Election in 2011, the younger generation of Singapore electorate, who are better educated and well-travelled, however, proved themselves to be rational and pragmatic when they exercised their rights to reject polices detrimental to their socio-economic well-beings as well as to the inclusiveness of society. The People’s Action Party (PAP) had the lowest vote share (60 per cent) in history. Since then the PAP government had stepped up its efforts in improving welfare gains of the citizens as well as managing public discontents with more effective policies. The PAP victory in the Singapore election (GE 2015), however, showed that among other reasons, welfare gains and good governance helped in salvaging the electoral legitimacy vis-à-vis the political legitimacy of the PAP government. However, the PAP government’s continual harsh treatment of critics, young and old, means that to achieve democratic legitimacy, it has to break through the shackles of authoritarian leadership style and elite governance, which have led to the regime’s failure to face up to the reality of an emerging civic participatory culture in the Singapore contexts. Originality/value Legitimacy is an important concept. To date there is no systematic application of this concept to the study of Singapore electoral politics. This paper employs Bruce Gilley’s determinants of legitimacy – democratic legitimacy, welfare gains and good governance – to explicate the basis of the PAP’s regime legitimacy, the contradictions inherent in state-contained participation and political representation that delimited and undermined the nature, scope and boundary of democratic legitimacy.

Abstract:
The thesis looks at Singapore and asks in that nation's continuing process of nation-building which includes attempts to hold on to consistent economic growth, whether through the proposal to formulate a national ideology with a delineation of "shared values", a civil religion was also in the process of being constructed. There is a short summary of Singapore's history, with emphasis given to how the nation has developed and grown because of its awareness as a economic centre or "commercial emporium" in its geographical locality. Account is also given of the role of the ruling party, and government - the Peoples' Action Party - in terms of its policies in guiding the young nation to economic success. An examination of the ideology of the ruling party is then undertaken. This leads on to an account of the Singapore government's efforts to implement a National Ideology through a list of Shared Values and the reasons why this is thought necessary for the sake of the nation. The category or concept of civil religion is then introduced, with specific examples from the American situation. There is further discussion of the Shared Values to show clearly the ideological impulses and Confucianist influences behind them, and after due reference to what "Asian values" might mean, and how Confucian values may have influence on the economic success of East Asian countries, it is reaffirmed that the Singapore government was promoting what can be called a civil religion in the form of the National Ideology (which incorporated such Confucian values) to enhance and continue the economic growth that makes up so much of the perceived destiny of the nation. The concluding sections deal with the role (or lack of it) of Christians and the Church in the ongoing political, economic and social life of the nation. Cities around the world are trying out a wide range of transportation policy and investment alternatives to reduce car-induced externalities. However, without a solid understanding of how people behave within the constraints from these policies, it is hard to tell which of these policies are really doing the job and which may be inducing unintended problems. The focus of this paper is the determinants of vehicle ownership in the motorized city-state context of Singapore. Using survey data from 1997 to 2008, a discrete choice model of vehicle ownership suggests that income dominates the household vehicle ownership decision. Further modeling, attempting to detect preference change over the years, suggests that the dynamics of income's influence on vehicle ownership is changing, perhaps reflecting a combination of the nation's increasingly high ownership costs and expanding transit system. All income groups have become less likely to own cars over time, with households in the lowest income groups apparently being affected the most. For 2008, the distance to rail transit stations had a discernible relationship with households' likelihood of owning more than one car, and accessibility and relative travel costs also influenced vehicle ownership. Including these variables, however, had very modest influence on improving model fit.

Air travel demand has been on an upward trend in recent years, and airports have thus become increasingly congested. To alleviate airport congestion, building new infrastructure such as runways to improve capacity is an obvious solution but it is highly expensive and has a long lead time. In the short term, airport managers and operators have to learn to utilize current capacity more efficiently instead. This begins with the understanding of the current operations and then identifying areas for improvement to better utilize the available capacity. In this thesis, we present a data-driven approach to analyze airport surface operations. The methodology is presented using data from Singapore's Changi Airport, one of the busiest airports in the world and a major transportation hub for Southeast Asia. The current operations at the airport is characterized using multiple data sources to identify inefficiencies such as surface congestion and unsatisfactory runway occupancy times.
Using the airport characterization, we develop queuing models for the departure process to estimate congestion-related delays and taxi-out times. The taxi-out time estimates from the queuing models have the potential to improve predictability as well as aid in the decision making process to reduce congestion on the airport surface. In order to reduce congestion, many major airports around the world, including Changi Airport, are improving their capacity by adding additional runways. To better understand the impact of additional runways, we present a detailed capacity analysis with Changi Airport as a case study. Using empirical and theoretical capacity estimates, along with historical data on the impact of airport expansion from similar airports such as Charlotte Douglas International Airport, we estimate the short-term and long-term improvements in throughput at Changi Airport.
The analysis and models built in this thesis thus aim to aid Changi Airport's efforts in alleviating congestion in both the short term and the long term, by providing insights on areas for improvement for current operations and potential impacts of future operational decisions.

An investigation into the nitrogen chemistry of the anoxic layer of an urban constructed wetland in Singapore was conducted. This pilot-scale wetland treats stormwater runoff from the Balam Estate housing development for several water quality parameters of concern, including nitrate. Earlier sampling in the wetland had indicated that the concentration of nitrate was lower in the outflow from the rain garden than in its inflow, but no research had been done on other nitrogen species or transformation pathways. Preliminary analyses suggest that, although the saturated layer is sufficiently anoxic and denitrification is occurring as per performance objectives, organic nitrogen is being added to the infiltrating water throughout this layer, causing a net export of total nitrogen from the anoxic zone. This organic nitrogen could be either re-released from reserves adsorbed onto organic material during previous storm events, or leached directly from the anoxic layer material which includes wood chips and sand. Readings at outflow pipes indicate that a percentage of this nitrogen is likely re-mineralizing to ammonia upon exposure to more oxygen-rich conditions in the outflow pipes. Further study in the Balam Rain Garden using isotope labeling to more clearly delineate nitrogen fate and transport is suggested.

At about 3:30pm on April 20, 2004, a 30m deep excavation adjacent to Nicoll Highway in Singapore collapsed, resulting in four casualties and a delay of part of a US$4.14 billion subway project. This thesis examines the flaws in the original design of the bracing system, which have been cited as causes of the failure. The Author then proposes a revised design for the braced excavation system. The Plaxis finite element program was used to simulate the excavation process and compute forces on the major structural elements in the original design. Some pertinent background information on this program is provided throughout the thesis in order to better understand the significance of certain errors in the input data of the original model that ultimately led to the incorrect assumptions and calculations of the original design. A new model using this same program was regenerated with a corrected set of input assumptions, thereby leading to reasonable estimates of structural forces. These results were then used to propose a revised design of the excavation support system and compare this design to the original used in the excavation project. There are several lessons that could be learned from this structural failure, one being the need to acknowledge the limitations built in advanced analysis software systems, and another being the importance of ascertaining that the user understands every feature of the product. A cost estimation of the proposed design is given and compared to the original design in order to evaluate the viability of the proposed design in the construction bid. Finally, some important conclusions are drawn from this study that should be applied to future large-scale construction projects where public safety and welfare is at stake.

Abstract:
<p>In recent years, an increasing number of private firms are involved in public works using the funding strategy of public-private partnerships (PPPs), especially for civil infrastructure projects such as highways and bridges. In this paper, a framework is proposed to quantify the potential benefits of condition assessment in the operation phase. The updated safety condition of highway bridges is introduced as a constraint of the profit optimization problem. The framework includes the following three steps. First, structural identification is carried out to identify parameter values of the bridge involved in the highway project. Then the reserve capacity under the relevant limit state is calculated based on the requirements of bridge design codes. The last step is to investigate the effects of reserve capacity on the optimal operating profit. This framework is applied to a highway flyover project in Singapore. The optimal operating profit based on quantified reserve capacity increases relative to the case without information of reserve capacity. This significant potential economic benefit associated with bridge condition assessment in the operation phase of toll highways.</p>

BIM é uma metodologia inteligente baseada em modelagem da informação utilizada por profissionais de arquitetura, da engenharia e da construção que dispõem de ferramentas que lhes permitem planejar, projetar, construir, gerenciar edificações e infraestrutura com mais eficiência. Nas últimas duas décadas o BIM vem sendo difundido e implementado em diversos países, no Brasil foi publicado o Decreto N° 10.306 de 2 de abril de 2020 que incentiva a utilização dessa nova tecnologia. Tendo em vista esse decreto que estabelece a utilização do BIM na execução direta ou indireta de obras e serviços de engenharia, fomentou-se a necessidade do compartilhamento dessa tecnologia nas universidades. Diante disso, alunos do curso de graduação de engenharia civil da UFCA tiveram a ideia de fundar uma liga acadêmica para a disseminação dessa tecnologia. Nasce, por conseguinte, a LABIM (Liga Acadêmica de Building Information Modeling), que veio com a premissa inicial de suprir essa deficiência curricular presente no curso. Essa tecnologia possui diversos benefícios em sua utilização, dentre eles a integração dos projetos e o detalhamento do modelo construtivo, são alguns fatores que mais atraem a atenção dos alunos e dos projetistas. Voltando para a modelagem, softwares como Revit, aumentam bastante o rendimento por conta das tarefas automatizadas e da introdução da informação, tais como cortes, fachadas, quantitativos de materiais e renderizações. Isso posto, torna-se evidente a necessidade da inserção do BIM nas atividades curriculares, visando à formação completa dos futuros engenheiros e a modernização dos modelos construtivos como um todo. Destarte, a LABIM em parceria com a Pró-Reitoria de Extensão (PROEX), realizou o acompanhamento voltado para alunos da Universidade Federal do Cariri Com o objetivo inicial de ajudar a disseminar a metodologia BIM na Universidade Federal do Cariri, a LABIM iniciou um projeto de acompanhamento de turmas no curso de Engenharia Civil, no segundo semestre de 2019. O público-alvo escolhido para este acompanhamento foram os alunos das disciplinas obrigatórias de Projeto e Construção de Edifícios 1 e 2, a fim de introduzir de uma maneira mais intuitiva a metodologia BIM, foi utilizado como ferramenta de estudo o software Revit. Visto que a princípio, é a ferramenta BIM com maior aproveitamento dos assuntos abordados durante a disciplina. Aos alunos de Projetos e Construção de Edifícios 1, foi dado apoio aos conteúdos de projeto arquitetônico, estrutural e criação de cortes e fachadas. Já aos alunos da disciplina de Projeto e Construção de Edifícios 2 foi dado apoio aos conteúdos de alvenaria modular, criação de coberta e escoamento de águas pluviais, de forma que nenhuma teoria sobre os assuntos das disciplinas foi abordada, apenas a execução no software Revit. Ao todo, foram assistidos 58 alunos, sendo 26 alunos na disciplina de Projeto e Construção de Edifícios 1 e 32 alunos na disciplina de Projeto para Construção de Edifícios 2. O acompanhamento foi feito por meio de tira-dúvidas e capacitações para nivelar os estudantes, houve também alguns dias reservados apenas para auxílio no uso do software, onde os membros da liga reservaram salas para a realização desse acompanhamento. Desse modo, o índice de aprovação da turma de Projeto e Construção de Edifícios 1 foi 100% e da turma de Projeto e Construção de Edifícios 2 foi de 97%, o objetivo final de introduzir o ensino do BIM no curso não pôde ser concluído por conta da rigidez do método de ensino tradicional quanto às mudanças necessárias, o mesmo, por normas técnicas, não proporcionou a oportunidade de abordar conceitos da metodologia. Nesse sentido, o ensino tradicional dificulta a inserção da tecnologia no Brasil, isso vai em contramão a estratégias adotadas em grande parte do mundo, como no Reino Unido e em Singapura, que são países referência no uso do BIM. Em vista disso, nota-se que o meio acadêmico ainda se encontra dissonante quanto às medidas de implantação do BIM, pois da mesma forma como houve um incentivo à adoção de práticas envolvendo essa ferramenta em obras públicas, logo, deveria haver também um estímulo à inserção dessa metodologia no meio acadêmico. Isso posto, a LABIM prevê a importância de universalizar o conhecimento da metodologia estudada e servir de ajuda na disseminação das novas tecnologias na construção civil. Desta forma, notou-se por meio do acompanhamento que há um grande estímulo por parte dos alunos em aprender ferramentas e conceitos do BIM. Nesse sentido, o projeto foi também um grande incentivo aos professores das disciplinas de projetos a estimularem o uso da metodologia BIM nos trabalhos desenvolvidos. Logo, como não é previsto no plano de ensino ministrar aulas sobre as ferramentas da tecnologia BIM, a liga pôde servir de apoio para essas disciplinas, por ser um dos primeiros projetos realizados pela LABIM, houve um grande avanço no que diz respeito ao aprendizado interno e melhores qualificações de seus integrantes, além de proporcionar um melhor entendimento acerca da necessidade do ensino do BIM nas universidades.
