Full textStudying the protection of the city of Saint –Louis du Sénégal leads us to take an interest in the heritage process of former colonial towns, in the relevance of the use of juridical tools inherited from the colonization (avec un s à la place du z si tu veux faire plus anglais et moins américain), and in the universality of the 1972 UNESCO World Heritage Convention. The historical heart of Saint-Louis is protected by Senegal since 1976 and the colonial town was included on the World Heritage list in 2000. Juridical texts, studies and projects follow one another while buildings deteriorate, laws are not respected, and renovation work does not seem to constitute a priority for the Senegalese, foreign contributors being more active than national ones. This situation leads us to question the weight of identities, of the economy, and of tourism in this process, as well as the confusion generated by international intervention and the heritage overload created by the World Heritage listing. The heritage process of the former capital of Senegal and the A. O. F. Underlines the technical difficulties linked to the absence of original materials that are necessary in order to respect the condition of authenticity required by the UNESCO. Unless the prospect of touristic activity eventually comes to constitute a foundation on which to build a heritage policy for colonial towns

Full textThis thesis addresses the issue of the conservation of historic towns in central Iran, mostly built with raw earth materials. These have become ill-adapted to the evolution of society and inserted into a vast and dispersed modern urban fabric. The thesis reveals the close relationship between the historic town and its domestic architecture with the traditional society, family and social structure matters as well as the customs, ceremonies and festive rites that define the lives of urban populations. Heritage is clearly studied through the prism of history and the values of traditional society that aspires both to modernity and the preservation of its cultural heritage, thus dealing with conflicting and complex issues in the quest to incorporate heritage in a process of cultural and social evolution. Facing the development challenges posed by the modern city, the tourism industry and globalization, the preservation of cultural, social, economic, scientific and historic values in Iran and the transmission of a heritage that is highly exposed to degradation due to large mutations at different scales (architecture, city and territory), represent major challenges for today's Iranian society. Thus, the research analyzes the qualities of a heritage that has defined its character in a close and harmonious relationship with a desert environment. It demonstrates that it would be beneficial to take into full consideration a knowledge and know-how of proven high intelligence but now at risk of extinction, even though they remain fully relevant in view of the challenges of sustainable development today. This thesis illustrates the case of the city of Yazd, particularly representative of the issues covered by the research and at the heart of the paradox between urban development and conservation; it highlights the need for an integrated, holistic and multidisciplinary approach to the conservation of the historic towns of central Iran

Full textThe aim of this thesis is to demonstrate that Canadian heritage policies and practices emerge, at the very beginning of the century, largely as the result of a tension between the political will to construct a national identity and economic concerns that encourage the government to invest into international tourism. The following study will examine the joint actions of the Historic Sites and Monuments Board of Canada, the first and main heritage institution in Canada and of tourist organizations, particularly the Canadian Tourism Association and the Canadian Government Travel Bureau. Created in 1919, the Board holds the mandate to identify sites and important national events, which require commemoration, safeguarding and protection by the government. However, lacking financial resources, the Board's action was limited to the establishment of monuments and plaques at historical sites and to the commemoration of historical heroes and events for the country's inhabitants and tourists. Shortly after the Second World War, Canada experienced a sharp increase in tourism. These historical sites were transformed into tourist attractions, which prompted the federal government to acknowledge the problem caused by the slow degradation of the sites due to neglect. The activism of tourist organizations led to the establishment of the first Historic Sites and Monuments Act in 1953, followed by other legislation in 1955 and 1956. This study contends, then, that tourism has played a role as important as public policies in safeguarding historical architecture and in raising public awareness to heritage

Full textThis study considers whether historic sites could be considered as public goods or not. It also studies the characteristics of a site to be considered as a global public good. Considering historic sites as public goods demands different kind of planning and management as these sites are usually are managed by Governments and Governments incur high cost for their restoration and maintenance. Therefore, it would be important to assess the value of the different sites to prioritize restoration of these sites. To this mean, in this research different kind of values generated from historic sites has been considered and the most proper method in order to assess the total value of the sites has been proposed. Then an empirical study has been carried out by constituting original data for the value assessment of the Ferdowsi mausoleum site in Iran and the total value of the siteas well as its sub values has been assessed

Full textThe Mayan archaeological sites in the Río Bec sector are characterized by a high conservation challenge, due to the low durability of limestone built materials and to the high level of atmospheric stresses to which they are being subjected. Moreover, human interventions carried out on built heritage in the sector since its rediscovery are likely to constitute an anthropogenic forcing on weathering processes and rates, which we aimed to identify, spatialize and quantify. Different steps of this research include archives work compilation, GIS mapping, petrographic analysis and 3D modelling by photogrammetry. Main results show that human interference is much more likely to modify weathering processes and rates than the mere exposure of stone materials to atmospheric agents. The harmful effects of some interventions, such as cement repointing, have been demonstrated, and the effects of colonizing organisms on the stone surface have been assessed. Finally, new insights and perspectives have been provided on very localized restorations causing drastic changes of weathering regimes within a very restricted area
