<p>Society expects that buildings and other structures are safe for the people who use them or who are near them. The failure of a building or structure is expected to be an extremely rare event. Thus, society implicitly relies on the expertise of the professionals involved in the planning, design, construction, operation and maintenance of the structures it uses.<p>Structural engineers devote all their effort to meeting society’s expectations effi ciently. Engineers and scientists work together to develop solutions to structural problems. Given that nothing is absolutely and eternally safe, the goal is to attain an acceptably small probability of failure for a structure, a facility, or a situation. Reliability analysis is part of the science and practice of engineering today, not only with respect to the safety of structures, but also for questions of serviceability and other requirements of technical systems that might be impacted by some probability.<p>The present volume takes a rather broad approach to safety and reliability in Structural Engineering. It treats the underlying concepts of safety, reliability and risk and introduces the reader in a fi rst chapter to the main concepts and strategies for dealing with hazards. The next chapter is devoted to the processing of data into information that is relevant for applying reliability theory. Two following chapters deal with the modelling of structures and with methods of reliability analysis. Another chapter focuses on problems related to establishing target reliabilities, assessing existing structures, and on effective strategies against human error. The last chapter presents an outlook to more advanced applications. The Appendix supports the application of the methods proposed and refers readers to a number of related computer programs.<p>This book is aimed at both students and practicing engineers. Explanations of child sex abuse typically focus on the offenders’ presumed pathological dispositions that are seen to drive their offending behavior, and pay little attention to the role played by opportunity and other situational factors. It is argued in this chapter that child sexual abuse, like all behavior, is the product of a person-situation interaction and as such can be analysed using the theories and approaches of environmental criminology. Child sexual abuse is found to occur in contexts where potential victims can be easily accessed and where personal, social, situational, and legal controls over potential offenders are weak. Establishing a situational basis for child sexual abuse opens the way for the application of situational crime prevention strategies to create safer places for children.

With the increasing availability of technology, the number of digital media people create, such as digital photos, has exploded. At the same time, the number of media they organize has decreased. Many personal media are created for mnemonic reasons, but are often not used as intended or desired. We see this as a design opportunity for supporting new experiences using personal digital media. Our people-centered design perspectives start in the real world, in people’s everyday lives, in which remembering is often a social and collaborative activity. This social activity involves multiple people in different situations, and includes digital media that can serve as memory cues. In this chapter, we present six concept designs for interactive products, specifically conceived to support everyday remembering activities that vary in their degree of socialness. From these concepts, five design characteristics emerge: social situation; type of event; social effect; media process; and media interaction.

This chapter explores the application of the Convention on the Elimination of Discrimination Against Women (CEDAW) to conflict and post-conflict contexts as detailed in General Recommendation 30. It examines the implications of CEDAW and General Recommendation 30 on gender-based violence, the trafficking of women, the situation of internally displaced persons (IDPs) and refugees, women’s participation, and women’s access to health, education, employment, and justice. It also focuses on CEDAW’s reporting procedure, and suggests that this tool be utilized more effectively to address women’s situations in conflict and post-conflict situations. The chapter also examines the Optional Protocol to CEDAW as an accountability tool. The chapter concludes by emphasizing the importance of CEDAW acting in synergy with the Women, Peace, and Security Agenda.

This chapter discusses application of legal doctrines and defenses within recreational sport settings. Many of the concepts discussed here are very general in that they apply to an array of recreational sport settings. Some are more specific to particular recreational situations. The general concepts are introduced so that the reader appreciates the way courts apply the law across various types of recreational sports cases. The more specific concepts involve problems that are relevant, timely, and somewhat unique to particular recreational sports. Ultimately, recreational sports law is not a field of law with its own distinct legal norms. Instead, “recreational sports law” encapsulates legal applications that are more common to recreational sport cases than to others. Exposure to the contents of this chapter will provide the reader with a more nuanced understanding of those legal applications of which recreational sport providers and participants need to be the most concerned.

The chapter argues that some of the criticism against the use of proprio motu powers is justified, particularly in respect of selectivity, given that other situations outside Africa were not investigated in equal manner. Equally, the evidence by which the Prosecutor initiated proprio motu prosecutions was generally weak and, despite some dissenting voices, it was never turned down by the ICC’s pre-trial chambers. This is particularly interesting if one considers that the situation in Kenya, at least, was politically charged. Although the chapter largely discusses the legal contours of the Prosecutor’s proprio motu powers and their application in the two African situations, it also assesses the impact of these prosecutions on local proceedings and the potential for suffocating the investigated nations’ relations with the ICC. To avoid similar conflicts in the future, the author argues that the politicization of prosecutorial discretion could be assessed by considering comparable situations in which the Prosecutor is not attempting to proceed.

This chapter analyses whether and in which situations fighters engaged in internationalized armed conflicts may qualify for combatant status in practice. The chapter puts forward a three-pronged approach dependent on the applicable legal framework and the nature of the armed forces of the conflict party in question. Firstly, the relevant criteria are the most lenient for members of regular armed forces in internationalized conflicts governed only by Geneva Convention III. Secondly, members of irregular armed forces in those same conflicts must meet additional criteria stipulated by that Convention. Thirdly, fighters in conflicts to which Additional Protocol I applies as well must comply with its requirements, some of which may be more onerous than the corresponding criteria of Geneva Convention III. Overall, the chapter demonstrates that it is not only theoretically plausible, but also practically feasible for fighters engaged in internationalized armed conflicts to actually qualify for combatant status.
