This book examines the political economy of skill formation and discusses the implications of skill systems for the development of middle-income countries (MICs). While it has been argued that skills are critical for continuous and inclusive development of MICs, there has been no extensive research on the skill systems of MICs. The book addresses this gap. Despite rises in employment rates across many countries, older workers (those aged 50+) are less likely than younger employees to receive workplace training and skills development. Using the UK as its starting focus, this chapter analyses the theoretical and empirical reasons for these gaps. The analysis covers in-work training and development, as well as considering the position of those older people who are unemployed but looking for work. The discussion also embraces the roles of training and education for older workers who may want to delay retirement or retire flexibly, and examines the r

The civic voluntarism model holds that individual skills and resources are essential in predicting who will participate in politics. The chapter reviews the theoretical literature on why skills and resources matter. Analyses of the ISSP show the wide social-status gap in all forms of political participation, especially by education levels. Income, occupation, and other status attributes have additional effects. The rising levels of political participation, and the shift to new, direct forms of action produce a wide participation gap as a function of social status. This applies to conventional

This chapter describes the levels of activity for five social groups: political parties, unions and business associations, religious groups, leisure groups, and other groups. The analyses then show the positive relationship between group activity and various modes of activity across the established democracies. There is also a social-status bias in these effects.
