Abstract:
Tujuan penelitian ini adalah untuk tindakan-tindakan yang dapat dilakukan untuk mencegah kejahatan pembobolan kartu ATM melalui skimming dan untuk menganalisis pertanggungjawaban pidana pelaku kejahatan pembobolan kartu ATM melalui skimming. Penelitian ini menggunakan beberapa pendekatan yakni pendekatan perundang-undangan (statute approach), pendekatan kasus (case approach), dan pendekatan konseptual (conceptual approach) dengan bahan hukum primer dan sekunder dengan teknis analisis preskriptif. Berdasarkan hasil penelitian bahwa 1) tindakan-tindakan yang dapat dilakukan untuk mencegah kejahatan pembobolan kartu ATM melalui skimming yaitu membangun pencegahan/pertahanan anti malware di seluruh server bank, keamanan jaringan, melindungi jaringan dari serangan, memonitor dan tes kontrol, membuat aplikasi unit untuk melaporkan setiap kejadian cybercrime khususnya mengenai skimming dan Meningkatkan kerja sama antar negara dalam upaya penanganan cybercrime khususnya mengenai skimming. 2) Pertanggungjawaban pidana atas pembobolan kartu ATM melalui skimming didasarkan pada terpenuhinya unsur-unsur delik dan ancaman pidana terhadap pelaku tindak pidana skimming dapat dikenakan Pasal 30, Pasal 46, Pasal 32, Pasal 48 UU ITE mengingat adanya asas lex specialis derogate legi generali. Namun dalam penerapannya belum dapat diterapkan sendiri untuk menindak pelaku skimming, sehingga harus diterapkan bersamaan dengan hukum pidana konvensional yaitu Pasal 362 KUHP, Pasal 363 ayat (1) ke-4 jo. Pasal 263 jo. Pasal 55 ayat (1) ke-1 KUHP (penyertaan). Selain itu, tindak pidana skimming tidak mengatur tentang batas minimal sanksi pidana.

Abstract:
Sediment entering lateral intakes depends on the flow pattern at the intake entrance. Using a structure in front of the intake entrance can change this pattern and as a result the entering sediment. One of the effective method to change the pattern and manage sediment entering a lateral intake is to use a skimming wall. The removal of sediments from the intake entrance using a skimming wall led to reduction of sediment volume at the intake. To guide flow into the diversion canal and increase skimming wall performance a spur dike was utilized at the opposite side of the intake channel. In this study, the effect of the skimming wall's angle with the bank, a combination of spur dike and skimming wall and discharge changes on controlling sediments entering the intake, intake ratio and bed topography were investigated experimentally. The effect of a skimming wall with three angles (10°, 14°, and 18°) and a combination of skimming wall and spur dike on opposite sides of the intake were investigated. Conducting dimensional analysis, non-dimensional ratios were extracted and test variables were specified. Results showed that in the case of having a skimming wall combined with a spur dike, the amount of sediment entering the intake decreased by 81%, 78.5% and 76% on average for walls with angles of 10°, 14° and 18° respectively. Combining a skimming wall and spur dike has a higher effect on reducing sediments entering the intake compared with a skimming wall alone by about 15%.

Pada penelitian ini dialkukan dengan menggunakan metode penelitian yuridis normatif. Pada penelitian ini disimpulkan: 1. Pembobolan ATM menggunakan teknik Skimming merupakan modus operandi canggih dalam “pembobolan bank” yang melanggar beberapa aturan pidana dalam UU ITE dan KUHP. 2. Terdapat variasi korban yang ditimbulkan Pembobolan ATM menggunakan teknik Skimming antara bank dan nasabah bergantung terhadap faktor pembuktian transaksi dengan teknik Skimming. Terhadap kemungkinan variasi korban tersebut masing-masing memiliki hak untuk mengajukan restitusi sebagai upaya ganti rugi oleh pelaku.

This research uses a quantitative approach with quasi-experimental and descriptive research. This research was conducted on students of STKIP MB Academic Year 2018/2019. The conclusions of this study include: (1) the level of reading comprehension after applying skimming techniques is better than the reading comprehension level before applying skimming techniques performed on the same research subject, (3) the level of reading comprehension by applying skimming techniques is better than the reading comprehension level by applying conventional reading conducted on different research subjects. So, reading with skimming techniques has a significant effect on optimizing students' reading comprehension.

Penelitian ini bertujuan: 1) menganalisis dan menemukan perencanaan pembelajaran Bahasa Inggris dengan mengunakan teknik skimming-scanning,2) menemukan dan menganalisis proses pelaksanaan pembelajaran Bahasa Inggris dengan mengunakan teknik skimming-scanning, 3) menemukan dan menganalisis evaluasi pembelajaran Bahasa Inggris dengan tepat menggunakan teknik skimming-scanning, 4) menemukan dan menganalisis peninkatan kemampuan membaca dan memahami tek Bahasa Inggris dengan menggunakan teknik skimming-scanning. Penelitian ini merupakan penelitian tindakan kelas yang terdiri dari 2 siklus. I dilakukan dengan teknik biasa, dansiklus II dilakukan dengan teknik skimming scanning. Pengumpulan data melalui observasi dan tes.Kesimpulan penelitian ini adalah: 1) menemukan dan menganalisis perencanaan pembelajaran Bahasa Inggris dengan mengunakan teknik skimming–scanning Siklus I menjelaskan kegiatan pembelajaran. Nilai rata-rata yang dihasilkan yaitu 6,5 atau dikategorikan cukup baik. Siklus 2 kegiatan pembelajaran difokuskan pada mensosialisasikan teknik membaca skimmingscanning untuk meningkatkan pemahaman membaca nilai rata-rata mencapai 8,5 kategori 2) peningkatan kemampuan membaca dan memahami siklus I yang tuntas mencapai 12 atau 50% maha siswa dan nilai rata-rata 6,5, siklus kedua24 mahasiswa tuntas atau 100% dan nilai rata-rata 8,5.

AbstractCream skimming can be defined as the selective treatment of patients that demand few resources while providing high economic refunds. We test whether cream skimming occurs after the introduction of DRG-based activity-based financing (ABF) in Norway in 1997 and if the problem further increased after the 2002 organizational reform when hospitals were turned into trusts. The DRG-system offers the same economic reimbursement for patients classified within day-surgical DRGs irrespective of whether the patient receives same-day treatment or in-patient care over several days. This provides potential for cream skimming and allows us to investigate cream skimming within the actual diagnoses. Patient data from the period 1999-2005 is analyzed. Waiting times are used as indicators of patient selection and analyzed as a function of severity within each diagnosis, controlling for age and gender of the patient, as well as institutional and time-dependent variables. The analysis gives some evidence of cream skimming in the first period of ABF, in particular within the lighter orthopaedic diagnoses. However, cream skimming does not increase after the 2002 organizational reform but is stable, and for some DRGs even reduced. The study indicates that cream skimming may occur if reimbursement systems are not particularly sophisticated. Softening of budget constraints after the hospital reform of 2002 may explain why cream skimming does not increase after the reform. However, further investigation into this mechanism is needed.

Abstract:
In this review an-overview is presented to study the effects of condensation, skimming and physio-chemical quality of buffalo milk. Skimming process had significant influences on chemical and sensory qualities of milk. Previous researchers discussed the remarkable changes in the physical and physio- chemical characteristics of condensed milk i.e. moisture, ash content and acidity, specific gravity of skimmed milk as compared to the whole milk. It has been also concluded from the different studies that the physical properties like, exterior, colour, flavour and body texture of milk were comparatively reduced by condensation and skimming and the density of skimmed milk appeared thinner and products achieved the variable score in different above mentioned physio-chemical properties. This review will discuss the effects of condensation and skimming on whole milk and their byproducts and their physical and physio- chemical properties in comparative aspects skimming and condensation whole milk.

This research was purposed to describe students’ reading comprehension through skimming-scanning technique at SMPN 6 Singaraja and to describe supporting and limiting factors in implementing skimming and scanning for the 7th grade students’ reading comprehension in SMPN 6 Singaraja. Descriptive qualitative research is the method employed in this investigation. Teachers and students were the focus subject of this investigation. The result showed that the supporting factor in implementing skimming and scanning for the students’ reading comprehension in 7th grade SMPN 6 Singaraja is the technique is easy to use for certain text. The limiting factor in implementing skimming and scanning for the students’ reading comprehension in 7th grade SMPN 6 Singaraja is the students’ limited vocabulary which mean needs vocabulary enrichment. Then, the 7th grade students’ reading compprehension through skimming-scanning technique implemented in reading in SMPN 6 Singaraja are categorized as good with mean score 75.5.

The research design is a quantitative research. As an experimental research, it aims to know the effect of the technique that given and apply whether it influences to the object or no. In this research in collecting the data the researcher has to do three steps, they are pre-test, treatment, post-test. The researchers find out that the effect of using skimming method can increase the students’ skill in reading of narrative text. It can be proven from the test of students’ score in posttest of experimental class which the treatment the researchers did the treatment by using skimming method. By using skimming method, the students can increase their ability in reading of narrative text.

Abstract Parallel skimming walls are regarded as one of most applicable methods for gaining a decline in the amount of sediment entering a lateral intake. The parallel skimming walls are installed on the main channel, in front of the intake span, creating a rotational flow and diverting sediments from the intake span, and as a result a reduction in the amount of sediment entry into the intake can be realized. The present paper aims at experimentally studying the impact of length (L) and height (H) of parallel skimming walls, as well as the effect of discharge shifts associated with the main channel on controlling the inlet sediment into the intake. First, the impact of parallel skimming walls incorporating three lengths (L = 60 cm, 75 cm, 90 cm) in front of the intake is investigated, then the impact of skimming walls incorporating three heights (H = 2 cm, 4 cm, 6 cm) is scrutinized. After each test, the sediment volume entry (V) into the intake was measured. By performing dimensional analysis, dimensionless ratios were obtained and the relation between the variables was determined. The results demonstrated that in the case of parallel skimming walls, the increase in L and H leads to mitigation in the amount of inlet sediment into the intake. Moreover, there is a proper agreement between the procedure of this study and the previous ones.

Cybercrime is one form of the negative impact of the development of science and technology. One of the crimes in the form of Cybercrime, which in recent years has greatly disturbed the public, is skimming. Skimming crimes continue to increase and are unsettling the community. For this reason, serious efforts to overcome them are required. This study aims to examine the effort to overcome criminal acts of skimming committed through ATMs in the Perspective of Law Number 19 of 2016 concerning EIT. This study is legal research with a literature study. The research approaches used are the statute approach and the fact-based approach. The results of this study revealed that as an effort to tackle skimming crime, there are two ways that can be applied, namely preventive action (preventing crime from occurring) and repressive action (efforts taken after a crime has occurred). The repressive measures that can be taken in tackling the crime of skimming are to apply legal provisions in accordance with Article 30 in conjunction with Article 46 of Law Number 19 of 2016 concerning Amendments to Law Number 11 of 2008 concerning EIT.

Bank is a financial institution, which primary function includes collecting and granting deposits to the public based on fiduciary principle. The development of information technology has shifted financial products and services into electronic-based products and services, making money management easier than before. One of the electronic banking products, an ATM (Automatic Teller Machine) is operated by a financial institution, allowing customers to perform financial transactions. However, the information age shows that ATM skimming has become a rising threat. Skimming is a crime that occurs when skimmers install skimming devices on ATM machines in order to steal debit or credit card information. Skimming is done by surreptitiously installing a device at ATMs to record pin card data using magnetic strips. Therefore, the purpose of this study is to analyze which party is liable as a result of ATM skimming. The result of this study shows that BCA is liable for the loss caused to its customers due to unauthorized withdrawals, considering Article 1367 of the Indonesia Civil Code states that a financial institution is responsible for the damage caused by matters which are under its supervision, that is, an ATM machine. Skimming is a criminal act in the banking sector that not only contravenes Banking Law, but also Criminal Law and Information and Electronic Transactions Law. Therefore, skimmer or fraudster is subject to Article 263 jo. Article 362 of the Criminal Code and/ or Article 30 (3) jo. Article 46 of the Information and Electronic Transactions Law.

This article deals with hydrometallurgical treatment with the subsequent precipitation of zinc from hazardous waste Sal- Ammoniac Skimming produced in wet hot-dip galvanizing process. Chemical analysis showed that skimming contained 46.64% Zn. X-ray diffraction analysis identified the Zn(OH)Cl phase (96.36%) and NH4Cl (3.64%) in Sal-Ammoniac Skimming. The skimming was first subjected to leaching in order to extract zinc into the solution containing HCl, followed by precipitation of the zinc. The experiments were performed in a medium of HCl at concentrations of 0.25, 0.5, 1 and 2M. Complete dissolution of zinc was achieved in 0.5M HCl solution, at 40?C, L:S=20, max. 30 min. The apparent activation energy of leaching reaction by hydrochloric acid solution was Ea=5.543 kJ mol-1. Zn precipitation was carried out using Na2CO3 and NaOH. Zinc oxide with a purity of about 99% was obtained directly from the solution of 6M NaOH at a temperature of 60?C ? 80?Cat pH 8.8.

We present a statistical framework based on Hidden Markov Models(HMMs)for skimming feature films. A chain ofHMMsis used to model subsequent story units:HMMstates represent different visual-concepts, transitions model the temporal dependencies in each story unit, and stochastic observations are given by single shots. The skim is generated as an observation sequence, where, in order to privilege more informative segments for entering the skim, shots are assigned higher probability of observation if endowed with salient features related to specific film genres. The effectiveness of the method is demonstrated by skimming the first thirty minutes of a wide set of action and dramatic movies, in order to create previews for users useful for assessing whether they would like to see that movie or not, but without revealing the movie central part and plot details. Results are evaluated and compared through extensive user tests in terms of metrics that estimate the content representational value of the obtained video skims and their utility for assessing the user's interest in the observed movie.

Skimmin is one of the major pharmacologically active molecules present inHydrangea paniculata, a medical herb used in the traditional Chinese medicine as an anti-inflammatory agent. In the current study, we attempted to investigate its renoprotective activity and underlying mechanisms in a rat model of membranous glomerulonephritis induced by cationic bovine serum albumin (c-BSA). Sprague-Dawley (SD) rats were divided into five groups, including normal control, model control, Mycophenolate Mofetil-treated group, and two skimming-treated groups (15 mg/kg and 30 mg/kg). Our research showed that treatment with skimmin significantly reduced the levels of blood urea nitrogen (BUN), urinary albumin excretion (UAE), and serum creatinine (Scr) as compared with model control after experimental induction of membranous glomerulonephritis (P<0.01). Moreover, glomerular hypercellularity, tubulointerstitial injury, and glomerular deposition of IgG were less intense after skimmin treatment. By immunochemistry analysis, we demonstrated that skimmin could significantly inhibit interleukin-1β(IL1β) and IL-6 expression (P<0.05), reduce the loss of nephrin and podocin, and suppress the infiltration of renal interstitium by CD3-positive T cell and CD20-positive B cell. These results suggest that treatment with skimmin can significantly improve renal function and suppress the IgG deposition as well as the development of glomerular lesions in a rat model of membranous glomerulonephritis.

The present study attempts to experimentally scrutinize the impact of the angles of parallel skimming walls (θ), the corresponding distance (b), and the discharge variations of the main channel of the inlet sediment for the control of an intake. First, the impacts of parallel skimming walls incorporating three angles (θ = 0°, 15°, 30°), located in the front section of the intake and the distance between the walls (b=10 cm, 20 cm, 30 cm), were studied. A dimensional analysis showed the dimensionless extraction ratios and the relation between the variables in a laboratory. The results indicate that parallel skimming walls lead to average decreases of 69%, 41% and 26% in the amount of inlet sediment to the intake, for walls with angles of 0°, 15° and 30°, respectively. With regard to the distance between the walls, average decreases of 58%, 70% and 86% were observed for walls with placement distances of b/H=2.5, b/H=5 and b/ H=7.5, respectively.

Card Skimming adalah aktivitas menggandakan informasi yang terdapat dalam pita magnetik (magnetic stripe) yang terdapat pada kartu kredit maupun ATM/Debet secara ilegal. Tujuan pelaku skimmer mengambil data nasabah pemegang ATM asli adalah untuk mengambil dana nasabah melalui mesin ATM dengan menggunakan ATM yang palsu atau menjual ATM yang palsu kepada orang lain yang nantinya akan dipergunakan untuk mengambil dana nasabah pemilik ATM asli. Permasalahan yang akan dibahas dalam penelitian ini adalah Perlindungan Hukum Bagi Konsumen Nasabah Dalam Card Skimming (Studi Kasus Bank BNI Syariah Pusat Di Jakarta). Untuk membahas permasalahan tersebut menggunakan metode penelitian normatif. Untuk mendapatkan data, penulis melakukan wawancara dengan pihak yang terkait yaitu Bank BNI Syariah Pusat di Jakarta. Penulisan ini bertujuan untuk mengetahui perlindungan hukum bagi konsumen nasabah dalam kasus Card Skimming dilihat dari Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen, mengetahui penerapan pelaksanaan pertanggungjawaban Bank BNI Syariah Pusat di Jakarta kepada nasabah yang terkena kasus Card Skimming apakah sudah sesuai dengan Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen dan mengetahui faktor-faktor yang mempengaruhi perlindungan konsumen nasabah dalam kasus card skimming. Misalnya dalam kasus seorang nasabah yang berinisial Y adalah nasabah BNI Syariah Cabang Depok dengan berjenis kelamin wanita yang melaporkan dan setelah diselidiki maka terbukti bahwa nasabah Y kehilangan uangnya yang disimpan di bank sejumlah Rp. 21.000.000,00 (dua puluh satu juta rupiah) yang telah diambil oleh pelaku skimmer dan meminta perlindungan hukum terhadap petugas yang berwenang. Dari hasil penelitian dapat disimpulkan bahwa pihak BNI Syariah harus mengembalikan atau bertanggungjawab atas kerugian yang dialami nasabahnya dengan mengembalikan dana nasabah sebesar 100% dari kerugian yang dialami oleh nasabah Y sebelum batas waktu yang telah ditentukan pada Pasal 19 Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen bahwa tanggung jawab pelaku usaha dimana pelaku usaha dalam hal ini adalah BNI Syariah harus bertanggung jawab dalam kasus skimming yang dialami oleh nasabahnya. The level of crime vulnerability in cyberspace (cybercrime) today and its impact has exceeded the real world. Cybercrime is a dark side of technological advances that have a very broad negative impact on all areas of modern life today. The impact that will be felt as a result of the collapse of a bank is not only limited to the bank concerned but will have a broad impact on other banks. This research was conducted with the aim of uncovering the causes of the crime of burglary using skimming techniques based on Law No. 19 of 2016 and the criminal responsibility of the perpetrators of criminal acts of ATM burglary using skimming techniques based on Law no. 19 of 2016. This research employed normative legal research methods. The results of this study showed that the cause of the crime of burglary using skimming techniques is the negligence of the owner of the ATM card. In the crime of skimming ATM burglary, unawarely the victim usually has been video recorded when inserting the ATM pin and the magnetic tape has been recorded through a special device. In the results of this study, it was also stated that the crime of burglary with ATM machines using skimming techniques could be charged under Article 30 of the ITE Law, so that police officers have a legal basis to take action to investigate ATM card crimes and other electronic transactions.

Purpose – Readability applications are the software products designed to make online text more readable. Using information foraging theory as a framework, the purpose of this paper is to study the extent, if at all, using a readability application improves skimming comprehension in a low-clutter online environment. It also seeks to identify the perceived benefits or effects of using a readability application for skimming comprehension. Design/methodology/approach – Ten participants skimmed two articles each, one in a low-clutter online document presentation environment, the other using an online readability application, as a timed, information foraging exercise. After reading each article, respondents answered true/false comprehension questions and follow up questions. Findings – There was little difference in the comprehension of respondents after skimming in the two online documentation presentation environments. The readability environment was the preferred environment. Practical implications – This study suggests that since participants claimed to prefer the text presentation of the readability application interface, interface designers may wish to create library interfaces for information seeking that follow the readability application format. Because some of the participants found themselves reading rather than skimming when using the readability application, readability for tasks other than skimming may be enhanced. Originality/value – This is a practical study investigating an existing online readability application and its effects on an existing online reading environment as they pertain to information seeking behavior in general and to information foraging in particular.
