Full textScientific Problem Health care is the underlying value for a society aspiring after quality of life. This is a field where the quality of services is assessed by experts, not by service receivers. For this reason, results can be visible after quite a long time when it is too late to correct them. The inherent human right to have better health, a healthy environment and acceptable, accessible and appropriate health care is defined in the Health System Legislation of the Lithuanian Republic (1994). The main goal of the entire health care system is to assure this inherent human right. Health policy began to take shape in 1990, at the restoration of independence in Lithuania. Financing according to the rigid articles of financial estimates, extensive increase in the number of stationary services and health care specialists, passive policy, oriented only to the treatment of diseases, and a biomedical attitude towards health were all gradually replaced. Attention has been focussed on the creation of active policy. One of the main orientations of health system development has been the reorganization of training for health care specialists – nurses – in accordance with EU standards, especially to ensure that practising nurses have the opportunity for professional expression. The reform of the health care system has also created more tasks – planning of nursing staff demand, licensing of specialists, their motivation, etc. The reform of nursing science, training of general care... Full textThe nurse’s competence, who is working in the Community or in the patient’s family, becomes of utmost value in terms of care background. This specialist’s competence is closely related to the scope and the quality of nurses’ rendered services as well as their availability to services recipients. The nurse’s competence consists of knowledge, capabilities and skills, which have been acquired after the completion of care studies program and general practice nurse’s professional qualification, with its continual improvement on the basis of a continuous headway in care science and practice. Nurses must work for the public health preservation and enhancement, therefore, new competencies are obligatory to them: pedagogic, psychological, social, managerial and other additional knowledge, which is being acquired during continuous training. Thanks to professional competencies, nurses may feel equally-valued members of a health supervision team. In this way, a self-dependence and a prestige of this specialty are being raised. The scope of these specialists’ services is stipulated by the fluctuation of the community demands. In scientific terms, an investigation of competence evaluation is a new, low-investigated subject in Lithuania. The nurses studying programs have never been analyzed in the context of the fluctuation of the community demands i. e. they have not been compared mutually pursuant to education levels, program plans and content, awarded professional qualification. Full textWhile malignant illnesses became the second death cause by frequency in Lithuania, there are more and more people giving care to their close ones that suffer from malignant illness. These changed circumstances affect their professional careers, raise social, financial and, of course, psychological issues. Notwithstanding the hardships, it has been noted that some caregivers being psychologically resilient, are able to successfully adapt to the changed situation. The objective of this study is to disclose and describe the criteria of psychological resilience, that have been named as significant and those that assist in adapting when giving care to an oncological patient. For this purpose 26 main informal caregivers have been inquired, who have been giving care to a patient for not less than a year. They have been given a Caregiver Strain Index. Those participants that have achieved less than 7 scores (which indicates low strain) have been invited to take part in a phenomenological interview, which has been conducted under Giorgi method. 10 participants took part in this phase. After the general phenomenon has been described, it has been determined that in an inter-personal context the participants of the study had related their psychological resilience with the inter-relationship empathy with other people. It can be experienced together with other people that ended up in a similar situation or with other relatives, colleagues or completely unknown people. In the interpersonal... [to full text]

The principal results of the study: Almost all interviewed nurses know, that their health institution has an implemented quality management system and thinks about it positively. It is established that nurses know the policy and general regulations of the quality management system well enough.
