Abstract:
The early age is a substantial period in human development. The long-term benefit from participating in the early childhood education programs is increasing opportunities for the children to complete their higher education in order to get the better welfare future. In Sumedang regency - the location of this study - the children’s participations in joining the early childhood education programs had not been optimized yet. Approximately 47% of the children aged 4-6 years had not participated in the early childhood education programs yet. Thus, it was significant to seek out the factors influencing the children’s accessibilities to participate in the early childhood education programs in Sumedang regency in order to find out the alternative policy to increase their accessibilities to participate in the early childhoodeducation programs. The research was conducted in 2017 using the quantitative method. The data were obtained from the “2015 Susenas” which involved 300 respondents. The data analysis was performed by using the logistic regression with the 12th version of STATA software. The findings showed that the children’s accessibilities to participate in the early childhood education programs in Sumedang regency was determined by the educational background of the head of family, the marital status of the parents, the head of the family’s income, the number of the family members, and the children’s domicile. Giving knowledge about the importance of early childhood education to the lower educational background parents and enlarging the early childhood schools’ facilities and infrastructures especially in rural areas of Sumedang regency still needed to be improved in order to have better human resources in the future. Abstract:
The pandemic of COVID-19 has afflicted every individual and has initiated a cascade of directly or indirectly involved events in precipitating mental health issues. The human species is a wanderer and hunter-gatherer by nature, and physical social distancing and nationwide lockdown have confined an individual to physical isolation. The present review article was conceived to address psychosocial and other issues and their aetiology related to the current pandemic of COVID-19. The elderly age group has most suffered the wrath of SARS-CoV-2, and social isolation as a preventive measure may further induce mental health issues. Animal model studies have demonstrated an inappropriate interacting endogenous neurotransmitter milieu of dopamine, serotonin, glutamate, and opioids, induced by social isolation that could probably lead to observable phenomena of deviant psychosocial behavior. Conflicting and manipulated information related to COVID-19 on social media has also been recognized as a global threat. Psychological stress during the current pandemic in frontline health care workers, migrant workers, children, and adolescents is also a serious concern. Mental health issues in the current situation could also be induced by being quarantined, uncertainty in business, jobs, economy, hampered academic activities, increased screen time on social media, and domestic violence incidences. The gravity of mental health issues associated with the pandemic of COVID-19 should be identified at the earliest. Mental health organization dedicated to current and future pandemics should be established along with Government policies addressing psychological issues to prevent and treat mental health issues need to be developed. Using secondary data analysis, this paper examines the societal impact of mainland Chinese expectant mothers who gave birth in Hong Kong (HK). In 2009, 45.4% of live births were born to this group of women, compared to 10.2% in 1995. These women agreed unanimously that giving birth in HK would secure the future of their child with permanent residency, access to free education, subsidised health care, social welfare benefits and a better standard of living. For parents who choose to have more than one child, cross-border birthing can provide an opportunity to bypass China’s one-child policy. This rising trend has put heavy pressure on the already stretched obstetric services at the expense of local women. The Hospital Authority (HA) responsible for public hospitals acknowledged that in the 2004-5 financial year, 1 670 mainland women failed to pay HK$12.64 million (USD1.63m) in hospital bills; and in 2005-6, 2 138 women defaulted HK$28.58m (USD3.68m). In response to protests at this situation and the lack of an effective policy, HA introduced an obstetric package in February 2007. Non-local expectant mothers must now pay HK$39 000 (USD5 000) in advance to cover one antenatal visit, delivery service and delivery-related hospitalisation for three days; non-compliant women would be charged HK$48 000 (USD6 154). Mainland women who are over 28 weeks’ gestation are now denied entry at immigration checkpoint if they do not have a prior booking. Between February and December 2007, an HA audit showed a 229% increase in booking for public hospitals alone and secured HK$257.4m (USD33m) in fees. Non-compliant cases and last-minute hospital admissions were significantly reduced. In addition to the high bill settlement rate, this policy has provided a steady workload and training opportunities for many health care providers. If these new citizens remain in HK, they may contribute to the prosperity as well as alleviating the ageing population of HK.

兒童貧窮問題引起香港社會及政策制定者的深切關注。香港特區政府及各非政府組織推出了不同的策略、計劃及方案以舒緩兒童貧窮問題。可是,大部份針對小學生的現行計劃及方案普遍著重提升兒童的學術成果多於其全面發展。本研究旨在探討由企業發起及持續舉辦的校本計劃及社區為本計劃在幫助香港貧窮兒童脫貧及全面發展的成效。
本研究採用多重個案研究法,對兩個與企業合作推行持續性兒童扶貧計劃的個案,包括學校一(School-1)及非政府組織一(NGO-1)作深入了解。多種質性數據從這兩個個案的三項計劃中搜集,包括十二節參與式觀察及四十五個半結構性訪談(負責職員、組織者、主持人、義工、兒童參與者及他們的父母)。
本研究有四項主要研發現:
一,連結社會資本及橋樑社會資本是兒童參與者在建立人力資本過程中的催化劑。二,在兒童參與者及義工建立信任關係的過程中連結社會資本及橋樑社會資本是互相依賴而成。三,兒童參與者能夠成為主動的行動者。他們除了能夠在影響他們生命的決定上作出選擇;並藉著把握學習及社交機會,抗拒因生活於不利環境中所產生的負面影響,更能夠改變環境,把希望灌注入父母的生命。四,三項計劃均提供為期九至十個月的服務,讓介入工作在這段較長時間中引發兒童參與者的改變,並把希望灌注入他們的生命。此外,也讓他們的父母、計劃組織者及負責職員觀察兒童參與者的成長及改變。
綜合這些研究發現,人力資本的建立、建立連結社會資本及橋樑社會資本所帶來的支援關係、兒童的聲音能否獲得聆聽及作出決定時兒童的意見能否受到尊重,均對計劃能否有正面效果有直接關係。基於這些研究發現,建議扶貧計劃需在貧窮兒童的較早期的生命歷程中推行,並且介入的時期較長,讓兒童參與者的成長及改變能被引發並被觀察出來,把希望灌注入兒童及父母的生命,讓他們能發現彼此的優點、對生命存有盼望、為美好的將來釐訂實際計劃及具信心與社會人士保持接觸。這些均是他們在打破貧窮困局及戰勝社會排斥的過程中不可或缺的原素。
Children poverty problem has become a main concern of Hong Kong society and the policy makers. Different strategies, programmes and projects have been implemented by the HKSAR government and different NGOs to alleviate the child poverty problem. However, most existing programmes and projects for primary school children emphasize on educational outcomes rather than the holistic child development.
This study aims to understand whether and how the enterprise-initiated and ongoing school-based and community-based programmes may help the poor children in Hong Kong in poverty alleviation and holistic development.
One school (School-1) and one NGO (NGO-1), which implemented ongoing poverty alleviation programmes with enterprises, were selected for this multiple-case study. Based on the analysis of the multiple sources of data collected from the three main programmes, including 12 sessions of participant observation and 45 semi-structured interviews (with responsible staff, organizers, host, volunteers, participating children and their parents), four key findings were obtained to answer the research question.
First, bonding and bridging social capital acted as a catalyst in the process of developing human capital among the participating children. Second, bonding and bridging social capital relied on and built upon each other in the trust building process among the participating children and the volunteers. Third, the participating children could be the active agents, who could exercise their choices in decisions affecting their lives, resist the negative influences of the adverse environment by holding onto the learning and social opportunities, and even change the environment by instilling hope in their parents. Fourth, the three main programmes under this study were organized for the same group of children for about nine to ten months in each cycle, which allowed time for the intervention to generate change and instill hope in the participating children and also enabled the parents, organizers and responsible staff to observe the growth and change in the participating children.
The findings suggest that the development of human capital is directly related to the supportive relationship built during the intervention process through bonding and bridging social capital, and the experiences of being listened, involved and respected in decisions affecting them through child participation. It is recommended that programmes should be organized for the poor children in their early stage of life-course and with a longer period of time for intervention and observation of their growth and change in the participating children. When hope is instilled in the children through joining the programmes, hope is subsequently instilled in the parents as well to acknowledge one’s merits, to feel hopeful to live a life with a wide range of possibilities, to have more confidence in making concrete plan for a better future and getting in touch with the people in the society. All these are indispensable on the road to beat the odds of poverty and conquer social exclusion.

Abstract:
Eugenics became an important element in Chinese political reforms allowing a critique of imperialist encroachment while offering a program for improving and strengthening the nation. This article considers the appropriation of Lamarckism as a series of ideas emphasizing environmental factors, which could thus be used to develop social control projects based on the inheritance of acquired characteristics. It discusses the incorporation of eugenic ideas into social hygiene and the use of eugenics to promote birth control supported as a practical solution to the unsolved problems of ongoing female child slavery and the customs of infanticide and abandonment of baby girls and disabled children. The rhetoric of sanitation—already an issue in Britain—became a focal point of discourse as Westerners traveled and lived in China. Finally, the article concludes with the discussion of the discourse on national character in Hong Kong legitimated the British racial hierarchical view of Chinese, while in China it worked as a mechanism of self-criticism.

Dramatic media pictures of desperate would-be mobals clinging to overcrowded boats, climbing over border fences, or running across unguarded wasteland confirm statistical data: males are in the vanguard of unregulated as well as legal transnational migration. Less graphic photography of the average business-class section of a 747 flying from Los Angeles to Hong Kong would reveal that most of the comfortable globals en route are male as well. But scrutinize a daytime picture of an African or Asian village, and you are likely to notice that among the locals, women outnumber men, whether working in the fields, carrying water or firewood, preparing food, or tending children. If the Earth seems flat, this is far more so for males than for females. Even in the same village, in the same house, the destinies of boys and girls diverge startlingly, and not only in rural villages in the global periphery. Equality of the sexes in employment, income, political influence, and other circumstances is an elusive goal even in the richest countries of the global core. Northern European countries are often cited as having progressed furthest in this respect, but even there, the playing field (for example, in religious hierarchies) is not completely level. Nor does growing wealth guarantee progress in closing the gender gap. Male dominance is a deeply embedded tradition that has a way of trumping fairness: in modern Japan, where women have made significant strides by many measures, the Minister of Health and Welfare in July 2007 publicly referred to the role of women as being “birth-giving machines” (Economist, 2007d). When China in the late 1970s embarked on its economic reforms, one key to success was deemed to lie in bringing its population spiral under control. China’s “one child only” policy had the desired result, but in effect it frequently meant one male child only as tens of millions of pregnancies were aborted to ensure a male heir. Millions more female infants were and are abandoned, giving rise to an international adoption industry that is almost exclusively female. Today, economically booming China has a demographic surplus of some 20 million males, with troubling implications for the future.
