Gazimestan June 28, 1989 – Phraseology of the Speech of Slobodan Milošević In 2019, the thirtieth anniversary of the famous speech of Slobodan Milošević delivered on the day of St. Vitus (Vidovdan) on June 28, 1989, on 600th anniversary of the Battle of Kosovo, was marked. This speech was considered ominous and as an announcement of a future bloody war by many citizens of Yugoslavia and, above all, Albanians and Croats. The author of the article undertook to analyze this speech in terms of phraseology.

Abstract:
Controversy over Serbia's1 role in the decade of wars in the former Yugoslavia continues. The trial of Slobodan Milošević unearthed significant new material in documents and testimony, despite the trial's premature end with Milošević's death. While there was no legal resolution, evidence revealed at trial provides a rich resource for historians to further examine some of the major controversies arising from the disintegration of Yugoslavia and the decade of wars that ensued. This article will highlight evidence relevant to the following issues: Was Serbia opposed to disintegration and war or did Milošević seek it in his quest for power? Were the wars in Croatia and Bosnia-Herzegovina civil wars in which Serbia was not involved except to provide humanitarian aid and negotiate for peace or was Serbia a primary protagonist? What was Serbia's role, if any, in the Srebrenica genocide?2 Was Serbia, NATO or the Kosovo Liberation Army (KLA) responsible for war and ethnic cleansing in Kosovo? While the trial of Milošević did not attempt to establish Serbia's or the FRY's responsibility, actions taken by Milošević as Serbia's president and de facto leader of the FRY necessarily implicate them as political entities.

W obliczu rozpadu Jugosławii serbski lider próbował przebudować SFRJ w państwo serbocentrystyczne. W momencie wybuch wojny Milošević doprowadził do powołania SRJ. Według koncepcji serbskiego prezydenta wokół tego państwa miały zjednoczyć się wszystkie ziemie serbskie.

Abstract:
This thesis is a case-study of Slobodan Milosevic as a prototype of the "criminal" leader. Challenging the existing consensus among Western liberals, for whom Milosevic is unquestionably criminal, it asks whether and to what extent Milosevic is a criminal leader. It approaches this by first dissecting the Western construction of Milosevic as a criminal leader into its key components -- his actions and intentions, his motivations, his personality and psychology, and his comparison with other "criminal" leaders. This normative-driven construction is then empirically tested, using two main sources. The speeches of Milosevic, fundamentally misrepresented by many Western commentators, are analyzed. The second primary source used is semi-structured interviews (supported by public opinion poll data). Strongly influenced by bottom-up studies of the Hitler and Stalin regimes, two leaders that can be seen as crucial cases of the criminal leader, this research is particularly concerned with exploring how ordinary people in Serbia - heavily neglected in the existing Western literature - view Milosevic. This allows us to ascertain whether and to what extent the Western, liberal construction of Milosevic as a criminal leader has domestic/field validity. What the interview data reveals is a sharp discrepancy between the external (Western) and domestic (Serbian) viewpoints. The Serbian interviewees overwhelmingly view Milosevic not as a criminal leader, but as a "bad" (unsuccessful) leader and/or as a victim. This discrepancy is translated into, and used to develop, a general concept of the criminal leader. This conceptualization emphasizes both the externally constructed nature of the criminal leader (policy dimension) and the importance of studying the criminal leader from below (domestic dimension).

Abstract:
Using Gene Sharp’s guidelines for nonviolent action and Steven Levitsky and Lucan Way’s four arenas of contestation (electoral, legislative, judiciary, and the media) that allow opposition forces to challenge, weaken, or defeat competitive authoritarian regimes, this study provides a functionalist analysis of Serbia’s Otpor movement. Serbia under Milošević was a particular type of hybrid regime called competitive authoritarianism, a regime where the rules of a fully democratically integrated government are violated so often and to such extent that competitive authoritarian incumbents fall short of the bare minimum standards of conventional democracy, bordering the line of authoritarian dictators. Combining Sharp, Levitsky, and Way’s functionalist perspective on social movements with those of sociologists Charles Tilly and Lesley Wood and Charles Stewart’s functional approach to the rhetoric of social movements, this study outlines Otpor’s strategies and analyzes them in hopes of outlining a blueprint for future social movements with similar political opportunities available.

Alors qu'en Europe socialiste les conflits sont directs entre l'État et la société civile, en Yougoslavie et en Serbie les ruptures apparaissent comme conséquence d'un conflit au sein du Parti, voire comme une lutte entre les dirigeants du Parti. Cette investigation englobe la première phase de l'ascension de Milosevic, l'époque ou il est nommé le secrétaire de la Ligue des communistes de Belgrade (1982), jusqu'à la période juste avant la guerre civile en ex -Yougoslavie (1992). Le travail de recherche est divisé en trois parties et XVI chapitres. Une première partie, le Régime communiste yougoslave et la fin de la Yougoslavie 1944-1991, traite les origines de la crise yougoslave, en commençant par l'analyse de l'émergence du régime titiste en Europe centre-orientale et dans les Balkans de 1945 à 1991, comme un processus de longue durée. Dans la deuxième partie, la Quête de la synthèse serbe, on fait la radiographie de l'appareil de la Ligue des communistes de Yougoslavie (LCY), ainsi que la présentation de ses racines (Parti communiste yougoslave -PCY). La troisième partie, Champs de batailles et commencement de la fin, analyse le phénomène du nationalisme serbe, et les tentatives de restituer l'Etat serbe étouffé dans la Fédération yougoslave. Cette enquête se termine avec les négociations finales sur le Kosovo, dans une atmosphère politique internationale qui a résulté en indépendance aux Albanais du Kosovo, leur triomphe géopolitique. Ce travail de recherche avait pour but de répondre aussi à la question, pourquoi la Serbie tourne-t-elle en rond toujours, sans alternatives, où s'est perdue cette constante libérale de Serbie ? Ni cette classe, ni ce système ne sont descendus de la scène jusqu'aujourd'hui. Qui empêchait toujours cette option libérale en Serbie ? Pourquoi la Serbie ne peut-elle devenir compatible avec d'autres pays de la région ?
This investigation includes a first phase of ascension of Milosevic, a period when he becomes the secretary of the Ligue of Communists of Belgrade(1982), till a period just before a civil war 10 ex-Yugoslavia(l992). Research is split in three parts and XVI chapters. First part, Yugoslav Communist Regime and the end of Yugoslavia (1944 -1991), deals with the origins of Yugoslav crisis, beginning with an analysis of the emergence of the titoist regime in the Central and Eastern Europe and in the Balkans, from 1945 to 1991, as a process of long duration. In the second part, Search for Serbian synthesis, we make radiography of the apparatus of the Ligue of Communists of Yugoslavia (LCY), as well as the presentation of its roots (PCY). A third part, Battlefields and a beginning of the end, analyses a phenomenon of the Serb nationalism, and attempts of restoration of Serbian State, victim of federal Yugoslavia' s asphyxia. This investigation finishes with final negotiations on Kosovo, in the international political atmosphere resulting in independence of Kosovo Albanians, their geopolitical triumph. This work of research had as a goal to answer as well to the question why Serbia always turns to circle, without alternatives and where is lost this Iiberal constancy of Serbia ? Not this class, nor this system left the scene tIll today. Who was always an obstacle to this liberal option of Serbia? Why Serbia cannot become compatible with other countries of the region ?

This diploma thesis deals with the comparison of the political regimes of Slobodan Milosevic in Serbia and Franjo Tudjman in Croatia in the years 1991 - 1997 from the point of view of the theory of authoritarian regimes. The subject of the research was to determine the similarities and differences that the regimes showed in a given period. In the beginning of the work, the author approaches the theoretical core of the concepts of authoritarian regimes by Juan J. Linz and the competitive authoritarianism of Steven Levitsky and Lucan A. Way. The analytical part of the work consists of a synchronous dual-case study of Serbia and Croatia focused on the main aspects of authoritarian regimes and their subsequent comparison. The output of the thesis consists in a critical analysis of the features of both examined regimes at the level of limited political pluralism, the relationship between mentality and ideology and depoliticization versus mobilization and application of theories of authoritarian regimes to Serbia and Croatia in a given period. An important finding was that although the countries showed many similar features, the main differences were in the character of Slobodan Milosevic and Franjo Tudjman. Koncem 80. a začátkem 90. let minulého století, v souvislostí s politickou a ekonomickou krizí Sovětského svazu, došlo ve komunistických státech střední a východní Evropy k dramatickým změnám, které ve většině případu vedly k pádům komunistických vlád a nastolení demokracie. V nových podmínkách, které často provázel chaos, stejně tak jako politické a ekonomické vakuum po pádu komunistického režimu, si však většina někdejších evropských satelitů Sovětského bloku našla svou cestu k nastolení demokracie, vlády zákona a ekonomickému rozvoji. V některých případech to byla cesta velmi tmtitá, plná hledání a omylů, v konečném důsledku však vedla k úspěšné transformaci komunistických společností v moderní evropské demokratické státy. Dramatický rozpad Jugoslávie a občanská válka v Chorvatsku a Bosně však zavedla většinu bývalých jugoslávských republik na zcela jinou cestu. Pád komunismu, se všemi politickými a ekonomickými důsledky, a znovuzrození nacionalistických vášní vedly, především v Srbsku a Chorvatsku, k vzestupu nových vůdců, Slobodana Miloševiče a Franjy Tudjmana. Ti se stali otci zakladateli zvláštních a přitom sobě velmi podobných režimů, které byly, dle rozdělení Juana Linze, kombinací autoritářství, některých prvků sultanismu, a demokracie. The presented work deals with the topic of the relationship between the Serbian Orthodox Church (SOC) and the regime of Slobodan Milosevic in the years 1987 - 2000, which is a topic that has scarcely been elaborated upon in academic circles. It specifically deals with the concept of symphony as an Orthodox ideal of the arrangement of relationship between the Church and the state in the SOC policy towards the Serbian political leadership of that time. The thesis illuminates the origins and the essence of this concept and defines the adjustments which it went through in the Serbian milieu. In comparison to the original concept of symphonic interaction between the Church and the power of the state, the author establishes the core alteration as the addition of a national aspect and the creation of an organizational triad of nation, Church and state, which became a characteristic feature of the Serbian Orthodox theology. Based upon the analysis of SOC discourse, the treatise then refreshes the proposition that the symphony of Church and state, taking into account specific attributes, forms a key framework that has influenced and to this day to a certain extent still influences the SOC policy and its approach to a particular political power and regime.

Thesis: Operation Allied Force in Selected Czech Daily Newspapers Author: Mgr. Lucie Božková Annotation In my thesis Operation 'Allied Force' in Selected Czech Daily Newspapers I am tracing the representation of the topic - NATO's air strikes in the former Federal Republic of Yugoslavia (the so called Operation 'Allied Force') in 1999 in selected Czech Daily Newspapers. I am observing the effects, media's impact, frames and agenda setting. To support the integrity of the topic I added a chapter about the Kosovo crisis which enlightens the initiation of the air attacks. Furthermore, and mainly I am focusing on professional studies dealing with military news. The dominant theme of these articles is the foreign media coverage of the Kosovo War. In the experts 'outputs I predominantly center on their choosing and the method of analysis, on which I then base my analysis on. I decided to use the method of the quantitative content analysis for my own research. The first period of exploration is the bombing period (March 24, 1999 - June 10, 1999). Here the aim of my analysis is to find out what attention have the daily newspapers MF Dnes, Hospodářské noviny, Právo and Blesk paid to the Operation 'Allied Force'.
