Abstract:
This study assessed the moderating effect of training and development on entrepreneurial performance of Micro, Small and Medium Enterprises (MSMEs) in Nigeria considering the Bank of Industry and Small and Medium Enterprises Development Agency of Nigeria (SMEDAN). Two hypotheses were tested in this study reflecting training and development in Nigeria and Ethical practices of Training and Development impacts on behavioral outcomes of entrepreneurs. The paper puts to test, the preceding assertions with the aid of Kruskal Wallis test. From the test, the study refutes the former assertions on the reasoning that P-values were less than 5% level of significance. This showed that the impact of ethical training and development would be more significant if the young entrepreneurs had earlier exposure from secondary to tertiary education level to make better entrepreneurs in Nigeria. The study observed that the Nigerian educational system has contributed positively to the area of training and development which has enhanced entrepreneurial performance in Nigeria. The study recommends that training and development programme should focus on developing creative or innovative individuals who can help to move the nation forward. Abstract:
The contributions of Small and Medium Scale Enterprises (SMEs) to the growth of Nigerian economy cannot be understated as they seem to drive the economic and industrial transformation of the country. Notwithstanding the acknowledged role of SMEs, a number of factors tend to limit their growth potentials. They’re still faced with the issue of funding and to overcome this problem, external borrowing has become inevitable. Commercial banks appear to be the most likely source of funds. Thus, the main objective of this study is to ascertain the impact of commercial bank loans on the performance of small and medium scale enterprises in Nigeria. While an ex-post facto research design was adopted in the investigation; a least square regression analysis was carried out on a time-series data to ascertain relationships, and to avert the emergence of spurious results, unit root tests were conducted. Outcome of the study indicates that, there exists an inverse relationship (though not statistically significant) between the amount of commercial bank loans (CBLSME) made available to SMEs and the output of SMEs (OPSME) in Nigeria This implies that as CBLSME increases, OPSME decreases. The negative sign exhibited by OPSME is not in line with our apriori expectation because an increase in CBLSME is supposed to cause an increase in investment which is expected to boost the output of SMEs. This trend has shown the poor attitude of commercial banks towards the granting of loans to SMEs in Nigeria. The study also revealed that a seeming upsurge in the activities of SMEs may not have reduced the rate of unemployment in Nigeria as a good number of people employed by the SMEs are probably under-employed. Conclusively, the inability of our commercial banks to grant effective loans to SMEs have translated to low level of output of SMEs to GDP. This in turn has impacted negatively on average capacity utilization and a consequent hike in the already strained unemployment situation in Nigeria. While commercial banks are expected to come to the rescue of SMEs, the truth must be said, that these institutions are profit oriented and may not be in a vantage position to give long term loans with depositors funds that are predominantly short tenured. Based on the findings of study, it is recommended that, the intervention programs put in place by the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN) to ameliorate the challenges of the SMEs should be strengthened. It is not out of place too, for commercial banks to re-jig their SME desks in order to offer sustainable financial assistance to the SMEs. Lastly, the Bank of Industry (BOI) should be properly positioned in its mandate of providing financial assistance for the establishment of large, medium and small projects as well as the expansion, diversification and modernization of existing enterprises and to rehabilitate the ailing ones.

Entrepreneurial Orientation is a key source of intangible value for organizations to sustain the competitive advantage through highlighting the new opportunities available in the business environment, exploiting them optimally and making them successful especially in a highly competitive business environment. EO has emerged as an area of research and EO impact studies have become a sub-field in Entrepreneurship Education research. The objectives of the study are to determine the effect of Organizational Culture on EO and also to examine the effect of Entrepreneurship Orientation (EO) on firm performance. The study population refers to the managers of SMEs that are registered with the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN) in Lagos State. Analysis of variance (ANOVA), correlation efficient and regression analysis was adopted. The research found that organizational culture is EO driven. Entrepreneurial orientation can be supported through organizational culture hence; organizational culture may have the capability to influence SMEs performance and therefore can lead to enhancement in competitiveness. The study also found a positive relationship between EO and firm performance which can be interpreted by the fact that a high EO level in firms shows that the firm is highly innovative, proactive and capable of undertaking risky activities. The study recommends that Entrepreneurial Orientation should be encouraged in the SME sector by undertaking different policy measures, there by resulting in better performance. The firm’s performance can be leveraged to enhance organizational learning processes, creative performance, corporate performance, improved decision making processes and adaptation to a rapidly changing work environment.

Abstract:
Recognising the indispensable role of women owned enterprises in general economic development, the government of Nigeria have offered support to the development of women owned enterprises through financial intermediary, infrastructures and policy measures. Despite of these indicators, the state of micro entrepreneurship has yet to reach a satisfactory level and women enterprises continue to lag behind that of their male counterparts. This study therefore investigated the influence of financial inclusion and social inclusion on the Performance of Women - Owned Businesses in Lagos State, Nigeria. The population of this study comprised all four thousand six thousand sixty three (4,663) women-owned Micro, Small and Medium Enterprises (MSMEs) registered with SMEDAN while three hundred and fifty seven (357) were selected as a sample size for the study. The data collection instruments for the study were structured questionnaire and personal interview. Data were analyzed with the aid of Multiple Regression (Ordinary Least Square Estimation) and Pearson Product Moment Correlation Coefficient. Results showed that financial inclusion and social inclusion have positive and significant influence on women–owned businesses performance. Additionally, financial inclusion and social inclusion jointly contribute about 42.9% to the performance of women –owned businesses. Results also indicated that social inclusion (r = 0. 543**) is positively and significantly related with the financial inclusion. The therefore recommended that government should have a policy in place through its financial regulator to encourage financial institutions to diversify their branch networks in the country and government should also have policies and regulatory frameworks in place that will close the gender gap in financial inclusion and social inclusion.

The relations between countries as always been defined and pursued by National Interest coupled by comparative advantage, meanwhile, globalization has fuelled interdependence, integration and technological connectivity amongst countries of the world. This situation has led to trade liberalization. The trade relations between Nigeria and China has always been of mutual benefits to the two countries, probably because the two countries are prominent member of the G77 group of developing countries within the United Nations. The era of General Sani Abacha made the relationship stronger as Nigeria shifted from the North to the South and engaged China more having been rejected by the Northern allies of developed capitalist nations. The paper interrogated the trade relation between Nigeria and China and assess the impact of mechanisms and measures such as One China Policy and Nigeria Naira – China Yuan Currency Swap on the Nigeria growth and development. It equally examined the perceptions of Nigeria entrepreneurs in pushing for balance of trade relations between Nigeria and China. The study employed the quantitative and qualitative methods to examine the trade relationship between Nigeria and China. Simple Random Sample (SRS) technique was used to select respondents from Federal Ministries of Finance, Trade, Industries and Investment, Small and Medium Scale Development Agency (SMEDAN) as well Central Bank of Nigeria, Nigeria Content Development and Monitoring Board for the conduction of interviews; while key informant interview were conducted with President, Nigeria Chamber of Commerce and Industry (NACCIMA); National President, Manufacturing Association of Nigeria (MAN), and National President of Nigeria Union of Textile Workers (NUTW).A total of 100 questionnaires was distributed randomly to traders in six big markets which trade in both Nigeria and China product - Ariara Market in Aba, Sabo Market in Kano, Alaba Market in Lagos, Onitsha Market in Anambra, Central market in Kaduna, Nnewi market. The study found out that for Nigeria to get more gains from China, Nigeria traders, manufacturers and organised trade organisation must be carried in decision making and shun importation of already made goods that can be produced locally; support local industries to enhance their production capacity; more interaction between the businessmen of both countries, government official and politician; allowing independent functioning of institutions created to promote trade and investment without interference.

This study investigates entrepreneurship skills and awareness among library and information science students at Bauchi metropolitan universities. Nigerian government and relevant stakeholders emphasized on the development of entrepreneurship skills and awareness among undergraduate students at universities, polytechnic and colleges of education. This led to setting up agencies like small and medium scale enterprises (SMEDAN), Industrial Training Fund (ITF) and Entrepreneurship centers and clubs in most Nigerian colleges and universities. Hence, it becomes necessary to equip library and information science students with skills required to achieve self-reliance. Bauchi State is one of the 36 States in Nigeria located in the North East Region of the country with only two public universities, ATBU and BASUG. In these universities, library and information science is offered as a degree course. This study uses Primary data where questionnaire was employ as the tool of data collection. Frequencies and Percentages was used to analyzed the respondents questions asked while the chi-square X2 analysis was employ to test the stated hypothesis. The result of the study shows that library and information science students are equip with entrepreneurship skills and awareness at Bauchi metropolitan universities. This study therefore conclude that library and information science students are equip with entrepreneurship skills and awareness in the Nigerian universities as it is seen in Bauchi metropolitan universities. The study recommends that relevant stakeholders including government and corporate world should continue to support and promote entrepreneurship skills and awareness among all students of universities in order to brace them up with the challenges in the labour market after graduation. Priorities should also be given to students to undertake practical trainings courses in entrepreneurship areas and students should be encourage carrying out practical assignments and projects based on real life problems pertaining entrepreneurship skills.

Abstract:
Purpose The purpose of this paper is to provide guidance to African governments by delineating a framework that would help them to formulate policies that have the potential to engender opportunity entrepreneurship. This framework is used to critique existing entrepreneurship policy in Nigeria. Entrepreneurship policy should stimulate economic growth as a necessary condition for employment generation and poverty alleviation. Design/methodology/approach The paper adopts evaluative methodology. Data and information used in this paper were obtained from several secondary sources. These included literature review related to the subject area addressed; the Central Bank of Nigeria, which has designed and funded various initiatives to enable SMEs access funding for their businesses; the Nigerian National Bureau of Statistics which has conducted surveys of SMEs in the country; and the Small and Medium Enterprise Development Agency of Nigeria, which was established to help promote and develop the SME sub-sector. Findings The critical findings of the paper are that opportunity entrepreneurship has a better prospect of promoting growth, creating jobs and alleviating poverty than a generic MSME policy being current currently promoted. Targeted entrepreneurship policy to incentivize opportunity-oriented entrepreneurs would produce greater benefit to the economy and society. Such entrepreneurship policy should aim at motivating and facilitating the transitions of necessity entrepreneurs to opportunity entrepreneurship and microenterprises to small and medium enterprises. More importantly, entrepreneurship policy should be targeted at drastically shrinking the informal sector to the barest minimum, while helping to aggressively expand the formal sector, spur innovations, foster growth, expand opportunities and create jobs. Research limitations/implications The implication of this paper is the desperate need to refocus public policy on a high-impact entrepreneurship. This calls for a rethinking of existing policy and programs to address their inherent shortcomings. Originality/value Existing micro, small and medium enterprise (MSME) policy has not achieved the twin goals of job creation and poverty alleviation. This paper contributes to the existing body of work by providing a framework for informed decision-making relative to entrepreneurship policy that has the potential to achieve macroeconomic goals of job creation and poverty alleviation. The framework directs the attention of policymakers to opportunity entrepreneurship as a necessary focus of public policy.

The significance of small, micro, and medium enterprises (SMEs) development cannot be overemphasized because it plays a considerable role in a nation's economy particularly in developing countries. SMEs' contributions include job creation, expanding the means of sustainable livelihoods and ensuring impartial distribution of wealth amongst citizens. This study evaluates monitoring and evaluation systems, policy and programmes of the Small Medium Enterprises Development Agency of Nigeria (SMEDAN) to develop and transform the informal sector of the economy. The main purpose of the establishment of SMEDAN is to facilitate the promotion and development of a structured and effective small and medium enterprises sector that will provide informal employment for unemployed, and enhance sustainable livelihood and economic development in Nigeria. Unemployment and increased poverty levels are key challenges to the government of Nigeria, which has resulted in socio-economic and political unrest across the nation. Against the background of high unemployment rate, especially amongst the youth and the deteriorating fortunes of small and medium businesses in Nigeria, questions can be asked in relation to current initiatives and policies to support SME sector.
