Abstract:
Strengthening the competitiveness of SMEs in Indonesia was essential by the era of global competition in line with the implementation of the ASEAN economic community in 2015. The purpose of this research is designing a model and strategy of strengthening the international competitiveness of SMEs through LEDI - 9F approach. This research is using content analysis and Analytic Networking Process. This research found that the model of strengthening the international competitiveness of SMEs could be done through a model of partnership between the various stakeholders both at district, provincial and state levels. The most priority aspect to strengthen SME's competitiveness is business context with the most priority strategy that is the strategy of management and business. Abstract:
Small and Medium Enterprises (SMEs) in Indonesia continue to grow because it is supported by ideas and creations of the community that keep creating new idea either from food products, clothing, or multipurpose tools. There are already a few examples of successful IT implementation on SME in many countries, but in Indonesia, many SME's does not yet know about the benefit of IT implementation in their businesses. To solve this problem SME's need for learning and adapting IT from the internal functions of the organization, and one of them is Human Resource Management (HRM). This research will try to redesign HRM system based on mobile system or smartphones as one of most popular and most used technology in Indonesia. Smartphones can be used as an early and easy approach for those SME's in the IT-based system. This research will be focused on collecting qualitative data based on the interview with 5 respondents as owner or manager of SME to specify requirements of the design and problems that can be solved. As for the results, the major problem is from the human resource which is lack of knowledge, experience and there are few internal problems in SME's which can be solved by redesigning the mobile system. After presenting the result of redesigning, respondents conclude that the system is sufficient for their daily business activities and they feel comfortable with the design on the mobile system as they said it is easy to understand. Presented design can be much improved by adding more information, opinion, and feedback from other SMEs into consideration in the aim to achieve effective and efficient system design.

In the last decades, the word 'innovation' can be heard more and more on the entrepreneurial side. It has a crucial role in satisfying the customers, competition with other companies, and increasing the turnover of the enterprises. SME's economic performance is directly affecting the national budget. Still, there is not a precise method of assessing and improving the innovation process at neither firm nor national level. The paper aims to analyze the current innovative performance of Moldovan SMEs. The analysis will explore factors affecting enterprise innovation. It will determine how the existing innovation ecosystem affects the one in an enterprise, and what methods should be applied to improve innovation as well as the ecosystem. To gain insight, the study conducted an email survey of 150 companies, which were the object for research in the Republic of Moldova. The primary purpose of the study is to emphasize the importance of innovation issues related to increasing SME's competitiveness, in connection with presenting the theoretical aspects in the field, proving basic concepts and quantifying them in the study of innovation as well as various forms, types, and factors influencing innovative organizations. The objective of these enterprise questionnaires is to accumulate substantial and reliable information that is significant to responding to the fundamental research questions. Methodological tools of the research methods were the tools for statistical analysis based on using primary data from the questionnaire research. The reference period for statistical research was 2013 and 2017. The author collected the data between August and September 2018 based on questionnaires filled in on paper or sent through the email by the enterprises included in the research. The results of the study provide the following insights: product innovation is the primary innovation type among Moldovan SMEs; the country lacks financial resources for innovation support. Also, Moldova's weak innovation ecosystem and lack of highly qualified workers slow down the development of enterprises. At the end of the thesis, several recommendations for enterprise managers as well as high-level government organizations were provided. The number of small and medium-sized enterprises (SMEs) comprises a significant share in total number of enterprises in national economies, the SMEs are considered to be the backbone of economic growth, and most often their significance is valued by the gross value added and a number of new jobs created. Notwithstanding the established role of SMEs in national economies and the research studies conducted by Latvian scientists, the author considers that the theoretical and practical aspects of the SME's performance have not been sufficiently studied and published in Latvia. The purpose of the current study is to explore the theoretical and practical aspects of the SME's performance. The theoretical study is based on the analysis of the research publications, and the practical aspects are analysed using statistical information. General scientific research methods – information analysis and synthesis, the logical construction, monographic, data grouping and graphical representation methods – are used in the research. In the result, the theoretical aspects of the SMEs' performance are explored and the main indicators measuring the SMEs' performance are assessed.

Abstract:
This paper is to investigate the relationship between managerial activities, marketing activities, human resource activities, and small and medium enterprises (SMEs) performance. In this study, the cross-sectional research design was used, and data was collected from 362 SMEs located in Pakistan by using a questionnaire and analyzed thorough statistical package for social analysis (SPSS). Correlation analysis was used to show the association between variables under investigation. Regression analysis was adopted to establish the relationship between managerial activities, marketing activities, human resource activities, and small and medium enterprise (SMEs) performance. The results demonstrated that all the variables are positively correlated with each other understudy. The results indicated that managerial activities, marketing activities, and human resource activities have a positive association with SME's performance. The results also demonstrated that marketing activities have the most active association with firm performance, among other variables.

The study seeks to solve the problem of high pay to employees, a process that Small and Medium Enterprise face to access the loan and relatively high income to the employee. To enumerate various sources of funds available to SME's in Ghana and to examine the different causes that contribute to the sustainability of small businesses in Ghana, consider the variables that lead to the collapse of new SME's activities, to ascertain the impact of factors that contributes to the sustainability of SME’s in Ghana and to evaluate the PESTEL effect on SME’s in Ghana. Data were obtained through questionnaires from managers and entrepreneurs in Kumasi, Ghana. The sample was selected using quota, stratified and convenient sampling method. The data was analyzed using Statistical Package for Social Sciences (SPSS) in the form of tables. The researchers recommended that entrepreneurs or managers of Small Business should be expert in management in all spheres of business endeavor such as funds , human resource etc. for good management contribute to SME's sustainability as well as dealing in good and quality goods or products for quality products contributes to SME's sustainability

Given the intense international competition brought on by globalisation, an organization's profit is largely determined by how it leverages its internal and external resources. This paper studies the production sourcing strategies adopted by the small and medium-sized enterprises (SMEs) in the clothing industry together with their motivations for outsourcing, adoption of buyer-seller relationships, and satisfaction with their production sourcing performance. A conceptual framework was developed from the literature and tested using a questionnaire survey. Quantitative analysis showed that motivational factors (MFs) can affect an SME's satisfaction with its operational achievement; while host-country and location MFs can affect its strategic achievement. In addition, firms adopting a pure transaction approach seemed to be negatively motivated by the total-cost factor; and those adopting a more diverse sourcing strategy were more likely to be motivated by the corporate factor so as to develop appropriate buyer-seller relationships with vendors, and to be satisfied with their operational performance. This paper contributes to a deeper understanding of business networking from the perspectives of SMEs in regard to their pursuit of production sourcing; and demonstrates how clothing SMEs adopt production sourcing strategies to improve their production sourcing performance.

Abstract:
The financial system and capital market in developed countries are more developed as compare to emerging countries. Firms like small and medium enterprise (SMEs) needs finance to operate their business and make a competitive position in the market. In an emerging country like Pakistan, SMEs face a lot of financial and non-financial obstacles that may relate to the poor performance of SMEs. This study investigates the relationship between commercial loans, retain earnings, trade credit, managerial activities, and SME's performance. This study also investigates the interaction effect of managerial activities between independent variables and dependent variables. A survey was conducted in a small and medium enterprise of KPK Pakistan. Data were collected from 362 employees. SPSS (Statistical Package for the Social Sciences) software was employed for data analysis for descriptive and regression analysis. The finding confirmed that commercial loans, trade credit, retained earning have a positive and significant impact upon SME's performance. It is also found that managerial activities have played a mediating role and increased the performance of SMEs. Among variables under study, the more trade credit activities, the higher the performance of the SMEs is observed. Based on this study's results, Leaders, supervisors, and managers are those employees having a substantial role in the performance, development, failure, and success of an organization. Managerial activities are vital for a manager for the purpose to know what should be done in different circumstances and improve overall performance and accomplish organizational goals.

Small and medium-sized enterprises (SMEs) trail large organizations in leveraging IT systems. SMEs are beginning to understand the significance of implementing IT systems like ERP for improving their preparedness in business processes. Hence the objective of this research article is to develop a framework to analyse SME's organizational preparedness for implementing the technology. This research applies a General Morphological Analysis (GMA) framework to explore suitable models and variables for IT change preparedness to realize the benefits of ERP implementation in SMEs. An SMEs drawback in implementing IT tools is specifically due to a lack of knowledge and an acute shortage of resources like investment and manpower. The review of literature in this article using general morphological analysis is novel for ERP implementation in the SME sector. Based on the review of articles, a morphology with a technology organization framework and environment (TOE) framework which evaluates technological, organizational and environment is most adequate to understand the IT readiness for ERP among SMEs.

Abstract:
Small and Medium Scale Enterprises (SMEs) are undeniably playing a significant role in the economic development of many countries globally. This role performed by the SMEs has been distracted by the global pandemic COVID-19 (Coronavirus). The pandemic brought about lockdown, movement restrictions, market closure, social distancing, etc. Thus, these restrictions and controls of the movement have particularly affected small and medium enterprises (SMEs) in Nigeria. This study aims to examine the effect of the coronavirus pandemic on the small and medium scale business in Yobe State, Nigeria. The study adopted a survey research design. Data were obtained through a questionnaire administered to 278 SMEs in Yobe State. The data were analyzed using descriptive and regression analysis using SPSS. The findings of the study indicate owners/managers of SMEs that participated in the study rated the variables of COVID-19 (lockdown, movement restriction, market closure, and social distancing) on a high level. The result further revealed that all the variables in the study correlate with SME's performance. Interestingly, the findings indicate three variables have a significant positive effect on SME's performance, the highest among is the market closure, followed by movement restriction and lockdown accordingly. While social distancing shows no significant effect on SME's performance. Therefore, it is recommended that proactive plans should be put in place for SMEs in anticipation of events such as COVID-19 that can hurt businesses. Finally, future research should consider other related variables that have not been considered in this study.

Global warming, through rising greenhouse gas emissions, is not only impacting on human populations and ecosystems; it is also causing negative impacts on economic development. Commercial activities of businesses are contributing to global warming through unethical social behaviours, so businesses have a role to play by adopting environmental friendly practices in their actions and strategies, so as to reduce their impact on ecosystems. Also, successful businesses to be sustainable need to consider the social concerns within their local communities. Socially friendly businesses attempt to increase human capital through skill improvement and contribute to social capital in a way that community and social groups respect their social responsibility and support them. Sustainability adoption refers to the actual implementation of sustainable practices in currently operating businesses. Such adoption in terms of ecology and community has been commonly accepted as a requirement for large businesses under the rubric of corporate social responsibility. Small and medium sized enterprises (SMEs) have not been scrutinised anywhere near to the same level in terms of their attention to sustainability adoption in their business mission and strategies. Owner/managers of SMEs are no more exempt from environmental and social ethics than anyone else in society. Furthermore, SMEs are significant regional development agents contributing to the increased productivity and an improved quality of local life. Especially in Regional Australia where SMEs constitute approximately 95% of businesses in services and industry sectors, so for Regional Australian SMEs to adopt sustainability and regional economic strategies at the same time, enables local communities to benefit from sustainable development, innovation and economic development in their regions. In the SME literature, there is a lack of appreciation of the sustainability issue and its connection with its local community. Bringing together the relevant literature, this research develops a sustainability assessment framework for SMEs by determining the internal and external drivers and inhibitors affecting the adoption of social and environmental friendly practices in SMEs within the regional context. This framework can be used as a basis for application in regional development. It will also be a valuable tool for evaluation and monitoring of strategies for sustainability adoption. To gain a deep understanding of sustainability adoption by regional SMEs, this research investigates social and environmental practices adopted by regional SMEs in order to respond to the sustainability challenge. This research explores factors affecting the sustainability adoption by regional SMEs. Also the research undertaken seeks to identify whether some demographic variables (i.e. business size, business category, business age, owners/managers‟ experience and educational level) have any significant impact on the adoption of social and environmental practices. This quantitative research has a response rate of 28.77% and stands on pre-test, a pilot study and the main study. It draws on the response of 233 SME owner/managers within the regional city of Ballarat. The research uses descriptive statistics, Exploratory Factor Analysis (EFA), analysis of variance (ANOVA), and logistic regression and is guided by the conceptual framework. The results show that the SMEs are actively engaged in employee support and they tend to be close to the local community while lacking environmental practices. However, despite being active in the areas of recycling, energy efficiency, and using environmentally friendly products, these SMEs showed an inability to grasp the strategic importance of overall environmentally sustainable policy and practice. Moreover, findings reveal that business size and owner/managers‟ education have significant positive effects on the adoption of socially responsible practices. The results of this research contribute significantly to understanding of sustainability adoption by SMEs in a regional context. This research is one of the first empirical studies undertaken to investigate the factors affecting the sustainability adoption by regional SMEs in Australia. Thus, this research builds a platform for future research in relation to understanding better the factors that are barriers to adoption of sustainable practices outside major metropolitan regions, and a theoretical framework to guide such future research. The findings of this research highlight significant implications for both theory and practice in the context of a non-metropolitan urban setting. These implications include addressing practices in a way that brings business operators together to network and collaborate with the communities in the region.

South African small to medium sized entities are the bread and butter of our economy. Providing much-needed employment and developing skills both formally and informally to historically disadvantaged persons are some of the most significant benefits of small to medium sized entities in a developing country such as South Africa. Unfortunately, despite these highly celebrated significant contributions to the socio-economic development of the country, South African small to medium sized entities have the lowest survival rates in the world, resulting in high rates of business failure and job losses created by these entities. The Companies Act 71 of 2008 provides for a corporate rescue system in the form of business rescue and a compromise between a company and its creditors which replaces judicial management as a corporate rescue procedure for South African companies. Business rescue provides companies in financial distress with opportunities to reorganise, strategize and come up with useful corporate reorganisation measures which are useful and efficient in saving the financially distressed company and possibly yielding a better return for the creditors than would have been the case if the company was liquidated. This study analyses whether the overall South African corporate rescue systems, past and present, have developed in line with the needs and interests of South African Small to medium-sized entities, in a manner that is efficient and sensitive to the inherent weakness of our economy as well as the distinctive needs of small to medium sized entities. A comparative study with similar procedures in the United Kingdom and the United States of America is undertaken to determine whether the evolution of South African corporate rescue laws meets the needs and interests of small- to medium-sized entities in the modern South African economy. Several inherent weakness are identified in the new business rescue regime as well as in compromises between a company and its creditors and a number of recommendations are made to improve the current provisions in the Act, for the purpose of making access and use of these corporate rescue procedures less burdensome and accessible for small- to medium- sized entities. This is done with the purpose of assisting the South African legislature in developing a corporate rescue procedure tailor-made for South African companies and not a mere cut and paste corporate rescue system unfitting to the needs and interests of South African small- to medium-sized entities.

Small and Medium Enterprises (SME’s) embrace a wide range of information systems and technology that range from basic bookkeeping and general purpose office packages, through to advanced E-Business Web portals and Electronic Data Interchange (EDI). A survey, based on SABS ISO/IEC 17799 was administered to a select number of SME’s in the services sector, in the Eastern Cape. The results of the survey revealed that the level of information security awareness amongst SME leadership is as diverse as the state of practice of their information systems and technology. Although a minority of SME’s do embrace security frameworks such as SABS ISO/IEC 17799 or the International equivalent, BS7799, most SME leaders have not heard of security standards, and see information security as a technical intervention designed to address virus threats and data backups. Furthermore, there are several “stripped-down” standards and guidelines for SME’s, based mostly on SABS ISO/IEC 17799, but designed as streamlined, more easily implemented options. Again, these “lighter” frameworks are scarcely used and largely unknown by SME’s. Far from blaming SME leadership for not understanding the critical issues surrounding information security, the research concludes that SME leadership need to engage, understand and implement formal information security processes, failing which their organisations may be severely impacted by inadvertent threats / deliberate attacks on their information systems which could ultimately lead to business failure.

O objectivo desta investigação é estudar a intensidade exportadora das Pequenas e Médias Empresas (PME) em Portugal. A relação entre a intensidade exportadora e o desempenho financeiro é analisado em detalhe. A análise empírica é baseada na amostra das PME da indústria transformadora obtida através dos dados contabilísticos do Sistema de Contas Integradas das Empresas (SCIE). São analisados dois modelos de intensidade exportadora das PME, linear e probit, tendo em conta dois tipos de variáveis dependentes: (i) a percentagem das vendas no mercado externo (considerando-se; e (ii) uma variável binária que mede a predominância exportadora (valor 1 para percentagens de vendas externas superiores a 50%). Como variáveis explicativas foram testadas variáveis relacionadas com as características das empresas (por exemplo, dimensão, nível tecnológico, custos salariais) e com o desempenho financeiro (por exemplo, endividamento, autonomia financeira). Os resultados são mistos dependendo do modelo e da amostra estudada, no entanto, no geral, o retorno sobre os activos, a produtividade, o resultado líquido e o rácio da dívida têm uma relação positiva com a intensidade exportadora. A dimensão e o nível tecnológico também têm um impacto positivo. O salário médio por trabalhador tem um efeito negativo na intensidade exportadora, sugerindo uma competitividade internacional baseada nos custos.
The purpose of this investigation is to explain the export intensity of Small and Medium Enterprises (SME) in Portugal. The relation between export intensity and financial performance is analyzed in detail. The empirical analysis is based on a sample of SME firms from the manufacturing sector obtained from the firm-level accounting data Sistema de Contas Integradas das Empresas (SCIE). Two models of export intensity of SMEs are analyzed, linear and probit, considering two kinds of dependent variables: (i) the percentage of foreign sales (considering; and (ii) a binary variable that measures the predominance (value 1 for percentages of foreign sales higher than 50%). As explanatory variables are tested variables related to company characteristics (e.g. size, technological level, wage costs) and to financial performance (e.g. debt, financial autonomy). Results are mixed depending on the model or sample studied, however, in general, return on assets, productivity, net result and debt-to-equity ratio have a positive relationship with the export intensity. Size and technological level also impacted positively. Average wage has a negative effect on export intensity, suggesting an international competitiveness based on costs.

Abstract:
The study presented in this thesis investigates the influence of IT capability on the relationship between IT expenditures and long term business performance. To do so, the Resource Based View (RBV) has been used as the theoretical framework, and, within such a framework, the concept of sustainable competitive advantage has been used as a point of reference. IT capability, a term often mentioned in the scientific literature dealing with the applications of RBV in the IS field, has been the subject of this study. Within the IS discipline, IT capability is perceived to have considerable influence on the effect of IT expenditure on the long term results of an organization. However, few studies have identified the extent of this influence and indeed the very definition of IT capability has been so ambiguous that no measurement instrument has been developed and universally accepted. In this thesis we recognized this lack and carried out a multi-method study, to first identify a comprehensive definition of IT capability and then to develop and validate a measure of IT capability and evaluate its role on business performance. The empirical study was performed within the context of small-medium enterprises (SMEs),which implies a lower level of organizational complexity but in order to reflect the reality ofmodern business all such organisations were involved in inter-organisational networks within industrial aggregations in Italy. Eleven SMEs were involved in a multiple case study, and 77 SMEs (belonging to the textile and the mechanical industrial districts in Italy) were surveyed and these results analysed and aggregated to form some conclusions with respect to the meaning and influence of IT capability. The study was conducted over a number of stages to allow an initial definition of IT capability to be evaluated within a case study context and then expanded prior to the main survey. As such the literature review and analysis of previous studies was carried out in two different time periods as the scope of the study was refined.

This paper presents a methodological approach to support the running of a temporary collaborative network through the formation and operation of a virtual enterprise (VE), where the participating enterprises, especially small and medium size enterprises (SMEs), collaborate with each other for mutual benefit. Overall VE architectural framework which is considered as the baseline to execute VE manufacturing processes is highlighted in this research. Different components within this architecture such as visualization and configuration, message exchange, process designer, forecasting and simulation, optimization, cloud-based data storage, etc., are briefly explained with respect to their corresponding interfaces with each other. Among all the components of VE architecture, the user interface component termed ‘Dashboard’ is explicitly highlighted with a case example of a VE network. This Dashboard component is implemented to visualize the VE operational activities that directly contribute to monitor and manage the associated collaborative processes successfully. Further research potential along with the general research outcomes are also highlighted in the conclusion section of this paper.

Metrology is an important aspect to be cared for in Small and Medium Enterprises, mainly in the field of manufacturing. A Mexican entrepreneur said that ‘metrology is in the ladder step that brings a manufacturing enterprise from the craftsmanship level to the industrial level. Beyond, metrology can be a competitive advantage of a SME for achieving higher levels of quality, productivity, competitiveness and innovation. SMEs often find it difficult to devote the necessary resources to metrology, sometimes they don't know what metrology can do for them and other times they don't know how to take an adequate strategy for this important aspect of their company. The present work is based on the experience of a number of years attending the metrological aspects of manufacturing companies with the MESURA methodology and work team. The methodology has a number of principles which include a lean approach to metrology with a fit fur purpose tactics, equilibrium among the elements of measuring systems and live integration.

A high level of a country’s foreign trade is related to the growth of foreign earnings, to the acceleration of investments, to increase employment and contributes significantly to the growth of the country's economy. In this context, SMEs as one of the mile stones of the economy, foreign trade and economic growth are located in the leading roles. Especially SMEs sufficiently developed oppressed against strong opponents abroad, government policies or practices in trade restrictive policies are some of the reasons for this downside. SMEs that exports goods, or the infrastructure needed to produce goods for SMEs who import raw materials as well as the country's foreign trade policies and developments in the world economy is important. SMEs to follow the development, recognizing competitors, new markets, new products is very important in terms of growth both business and the countries. In this study, SMEs engaged in foreign trade in Sivas Province performing an application on in terms of both the business and government policy at the local level status will be examined. Data will be obtained on issues such as ultimately foreign trade potential of existing SMEs while doing foreign trade problems they face, strengths and weaknesses, market policies at national and international levels, the opinions about the state's foreign trade policy. The results obtained from the data on SMEs engaged in foreign trade by making general inferences about the data obtained on a micro scale, will allow making inferences on the macro scale.

Generally product lifecycle management (PLM) is characterized as an integrated management process of product information and related processes across the product lifecycle. PLM affects development time of product and optimize the cooperation of all components of the development process of products. Therefore attention has to be paid to this fact in production and research. Processes across the entire product lifecycle management are complex and it is difficult to support various levels of cooperation. It is necessary to identify technological solutions to facilitate the implementation of PLM systems into processes of product life cycle. In the paper is presented derivation of technology solutions for PLM (product lifecycle information modeling and management, product lifecycle knowledge management, design chain management, product lifecycle process management, product trade exchange, collaborative product service and product lifecycle portal for stakeholder, developer, customer, manufacturer and supplier) and applications of advanced information technologies for implementation of PLM. In the paper is also described the technological solution which was developed to meet industrial requirements and obtain long term sustainability in today’s highly competitive market. Currently, still only a few small and medium-sized enterprises (SMEs) uses real benefits that PLM offers. The small and medium-sized enterprises also try to implement those technologies but, despite their flexibility, they have difficulties in structuring and exchanging information. Enterprises also have problems in creating data models for structuring and sharing product information, especially in the context of extended enterprises. It is caused by several factors that may have information, technical and financial character. Article refers and highlights the benefits that PLM brings by extension of PLM into so called “Closed-Loop Lifecycle Management (CL2M)”. It also describes the major barriers to the implementation of PLM in SME and propose possible solutions.

In this study, the current situation of SMEs in the globalized economic order, the advantages and disadvantages, economic problems, the importance of SMEs in Turkey’s economy and also incentives provided for SMEs is emphasized. In the second part, with the globalization changing employment structure of SMEs and their conditions in the fight against unemployment is emphasized in Turkey. In the final part, an investigation is done and it is aimed to research employment structures, strategies for the future and approaches for the big companies of SMEs that are doing business in Yalova city. For this, survey method is used and survey results were analyzed for 158 SMEs in Yalova.

This working paper identifies challenges in access to finance for women-owned small and medium-sized enterprises (SMEs) in Viet Nam and recommends ways to improve it. Out of 27 banks surveyed, the authors found that only 5 cater to the specific needs of SMEs owned by women. The paper proposes ways of incentivizing financial institutions to invest in this market segment. These include requiring gender-disaggregated data reporting, boosting knowledge on gender lens investing, improving guarantee schemes, and promoting lending to women-owned SMEs as an active hedge against portfolio deterioration. The paper recommends that financial institutions introduce regular tracking of gender-disaggregated data at portfolio level, design and implement gender lens strategies, and develop products and services better tailored to the needs and preferences of women-owned businesses.

The Energy Savings Insurance Program seeks to promote investment in energy efficiency and distributed generation in Latin America, primarily through small- and medium-sized enterprises (SMEs). It focuses on developing an innovative scheme of guaranteed energy performance that mitigates project risk and generates investor confidence (ESI Model). The Inter-American Development Bank (IDB) facilitates the development of the ESI Program in alliance with the National Development Banks (NDBs). The ESI Model includes a contract for the supply, installation, and maintenance of equipment for generating a stipulated amount of energy or energy savings over a specific time period; validation by an independent body; insurance coverage that backs the savings or the guaranteed energy generation; and project financing. This paper describes the main attributes of the ESI Model (the contract, the insurance, validation and financing), evaluates market potential and the most attractive technologies, and identifies the priority sectors for implementing projects in Chile. The most promising economic sectors were found to be the hospitality industry, food processing industry, grape growing/wine production, and the fishing industry, and the technologies of electric motors, boilers, air conditioning systems and photovoltaic solar generation. In each of these sectors, estimates were made of financing requirements as well as CO2 emission reductions that could be achieved.

Evidence indicates that business support to small and medium enterprises (SMEs) in lower middle-income countries (LMICs) can improve firms’ performance, create jobs, and have a positive effect on labour productivity (Piza et al., 2016). The impacts of some approaches to private sector finance such as traditional loans, grants and technical assistance have been studied empirically, but there is limited evidence of the impacts of non-traditional and innovative financing instruments (Mallen & Bungey, 2019; Piza et al., 2016). Studies of financial instruments to support SMEs in LICs and LMICs tend to focus on particular markets or adaptations to traditional funding models rather than targeted outcomes such as sustainable employment creation (Mallen & Bungey, 2019). This report explores evidence on the effectiveness of financing options available to bilateral donors to promote private sector development (PSD) in LIMCs, however the evidence base for most financing instruments is extremely limited and much of the evidence is more than 5 years old. The report seeks to provide a (non-comprehensive) list of available Overseas Development Assistance (ODA) eligible options and a more detailed examination of those options for which evidence was identified for this review. An open search for evidence on PSD interventions to support SMEs in LMICs and LICs was carried out, followed by a targeted search of interventions seeking to support medium-sized enterprises (the ‘missing middle’) in Zambia specifically. The report begins with a brief overview of the ‘missing middle’ challenge in Zambia. Section 3 explores recent trends in bilateral finance for PSD. The remaining sections of the report explore available evidence on the effectiveness of specific interventions: credit guarantees, matching grants, equity investment and permanent capital vehicles, mezzanine finance, and funds of funds.

Abstract:
The article discusses the possibilities of applying new forms of entrepreneurship in modern economic conditions in Russia. Under the conditions of sanctions pressure, the development of import substitution becomes even more urgent. However, this process is impossible without the search for new forms of entrepreneurial activity, the purpose of which should be the formation of the most favorable conditions for doing business in Russia by small and medium-sized enterprises. This is the basis of the mobilization economy in modern conditions, the task of which is the development of economic relations between market entities, which will give a significant increase in the economic potential and food independence of the country. The article analyzes the infrastructure of the Russian economy in the field of SMEs at the present time and as a result of the article, the author proposes a new form of entrepreneurial activity, the implementation of which also involves the development of a large part of the infrastructure of the country’s economy, which will be a significant step in development.
