Abstract:
Small and Medium Enterprises (SMEs) in Indonesia continue to grow because it is supported by ideas and creations of the community that keep creating new idea either from food products, clothing, or multipurpose tools. There are already a few examples of successful IT implementation on SME in many countries, but in Indonesia, many SME's does not yet know about the benefit of IT implementation in their businesses. To solve this problem SME's need for learning and adapting IT from the internal functions of the organization, and one of them is Human Resource Management (HRM). This research will try to redesign HRM system based on mobile system or smartphones as one of most popular and most used technology in Indonesia. Smartphones can be used as an early and easy approach for those SME's in the IT-based system. This research will be focused on collecting qualitative data based on the interview with 5 respondents as owner or manager of SME to specify requirements of the design and problems that can be solved. As for the results, the major problem is from the human resource which is lack of knowledge, experience and there are few internal problems in SME's which can be solved by redesigning the mobile system. After presenting the result of redesigning, respondents conclude that the system is sufficient for their daily business activities and they feel comfortable with the design on the mobile system as they said it is easy to understand. Presented design can be much improved by adding more information, opinion, and feedback from other SMEs into consideration in the aim to achieve effective and efficient system design.

Abstract:
In the last decades, the word 'innovation' can be heard more and more on the entrepreneurial side. It has a crucial role in satisfying the customers, competition with other companies, and increasing the turnover of the enterprises. SME's economic performance is directly affecting the national budget. Still, there is not a precise method of assessing and improving the innovation process at neither firm nor national level. The paper aims to analyze the current innovative performance of Moldovan SMEs. The analysis will explore factors affecting enterprise innovation. It will determine how the existing innovation ecosystem affects the one in an enterprise, and what methods should be applied to improve innovation as well as the ecosystem. To gain insight, the study conducted an email survey of 150 companies, which were the object for research in the Republic of Moldova. The primary purpose of the study is to emphasize the importance of innovation issues related to increasing SME's competitiveness, in connection with presenting the theoretical aspects in the field, proving basic concepts and quantifying them in the study of innovation as well as various forms, types, and factors influencing innovative organizations. The objective of these enterprise questionnaires is to accumulate substantial and reliable information that is significant to responding to the fundamental research questions. Methodological tools of the research methods were the tools for statistical analysis based on using primary data from the questionnaire research. The reference period for statistical research was 2013 and 2017. The author collected the data between August and September 2018 based on questionnaires filled in on paper or sent through the email by the enterprises included in the research. The results of the study provide the following insights: product innovation is the primary innovation type among Moldovan SMEs; the country lacks financial resources for innovation support. Also, Moldova's weak innovation ecosystem and lack of highly qualified workers slow down the development of enterprises. At the end of the thesis, several recommendations for enterprise managers as well as high-level government organizations were provided. Keywords ecosystems, entrepreneurs, innovation, small and medium-sized enterprises, SMEs, Moldova.

Abstract:
The number of small and medium-sized enterprises (SMEs) comprises a significant share in total number of enterprises in national economies, the SMEs are considered to be the backbone of economic growth, and most often their significance is valued by the gross value added and a number of new jobs created. Notwithstanding the established role of SMEs in national economies and the research studies conducted by Latvian scientists, the author considers that the theoretical and practical aspects of the SME's performance have not been sufficiently studied and published in Latvia. The purpose of the current study is to explore the theoretical and practical aspects of the SME's performance. The theoretical study is based on the analysis of the research publications, and the practical aspects are analysed using statistical information. General scientific research methods – information analysis and synthesis, the logical construction, monographic, data grouping and graphical representation methods – are used in the research. In the result, the theoretical aspects of the SMEs' performance are explored and the main indicators measuring the SMEs' performance are assessed.

Abstract:
Given the intense international competition brought on by globalisation, an organization's profit is largely determined by how it leverages its internal and external resources. This paper studies the production sourcing strategies adopted by the small and medium-sized enterprises (SMEs) in the clothing industry together with their motivations for outsourcing, adoption of buyer-seller relationships, and satisfaction with their production sourcing performance. A conceptual framework was developed from the literature and tested using a questionnaire survey. Quantitative analysis showed that motivational factors (MFs) can affect an SME's satisfaction with its operational achievement; while host-country and location MFs can affect its strategic achievement. In addition, firms adopting a pure transaction approach seemed to be negatively motivated by the total-cost factor; and those adopting a more diverse sourcing strategy were more likely to be motivated by the corporate factor so as to develop appropriate buyer-seller relationships with vendors, and to be satisfied with their operational performance. This paper contributes to a deeper understanding of business networking from the perspectives of SMEs in regard to their pursuit of production sourcing; and demonstrates how clothing SMEs adopt production sourcing strategies to improve their production sourcing performance.

Abstract:
Small and medium-sized enterprises (SMEs) trail large organizations in leveraging IT systems. SMEs are beginning to understand the significance of implementing IT systems like ERP for improving their preparedness in business processes. Hence the objective of this research article is to develop a framework to analyse SME's organizational preparedness for implementing the technology. This research applies a General Morphological Analysis (GMA) framework to explore suitable models and variables for IT change preparedness to realize the benefits of ERP implementation in SMEs. An SMEs drawback in implementing IT tools is specifically due to a lack of knowledge and an acute shortage of resources like investment and manpower. The review of literature in this article using general morphological analysis is novel for ERP implementation in the SME sector. Based on the review of articles, a morphology with a technology organization framework and environment (TOE) framework which evaluates technological, organizational and environment is most adequate to understand the IT readiness for ERP among SMEs.

Abstract:
Small and Medium Scale Enterprises (SMEs) are undeniably playing a significant role in the economic development of many countries globally. This role performed by the SMEs has been distracted by the global pandemic COVID-19 (Coronavirus). The pandemic brought about lockdown, movement restrictions, market closure, social distancing, etc. Thus, these restrictions and controls of the movement have particularly affected small and medium enterprises (SMEs) in Nigeria. This study aims to examine the effect of the coronavirus pandemic on the small and medium scale business in Yobe State, Nigeria. The study adopted a survey research design. Data were obtained through a questionnaire administered to 278 SMEs in Yobe State. The data were analyzed using descriptive and regression analysis using SPSS. The findings of the study indicate owners/managers of SMEs that participated in the study rated the variables of COVID-19 (lockdown, movement restriction, market closure, and social distancing) on a high level. The result further revealed that all the variables in the study correlate with SME's performance. Interestingly, the findings indicate three variables have a significant positive effect on SME's performance, the highest among is the market closure, followed by movement restriction and lockdown accordingly. While social distancing shows no significant effect on SME's performance. Therefore, it is recommended that proactive plans should be put in place for SMEs in anticipation of events such as COVID-19 that can hurt businesses. Finally, future research should consider other related variables that have not been considered in this study.

Abstract:
Small and medium enterprises (SMEs) play a very important role for the economic success of any country, due to their contribution to the functioning of the economic network, job creation, development of entrepreneurial skills, innovation and the improvement of economic well-being. For the functioning and development of SMEs also plays an important role their financing, which is defined as key factors for the functioning of the business, as well as for its long-term development. Despite their importance in the economy, they face a number of obstacles that affect their development, where in most research of SMEs in Kosovo access to finance is considered as the main barrier. Abstract:
In many industries, teamwork is critical to enterprise existence. However, many manufacturing small and medium firms (SMEs) in Nigeria have failed to survive before their fifth birthday. The aim of this positivistic study is to examine the effect of teamwork on the survival of manufacturing SMEs in Nigeria. A structured questionnaire is used to collect data from 364 owner-managers of manufacturing SMEs selected using stratified random sampling technique. Structural equation modeling (SEM) is used to analyze data. Results show that teamwork has a strong, positive, and significant effect on the survival of manufacturing SMEs in Nigeria. More specifically, the dimension of communication is a strong predictor of SME's survival, followed by recognition, team spirit, and collaboration. The study concludes that there is a variety of critical dimensions of teamwork for the survival of manufacturing SMEs. The study also recommends that if manufacturing SMEs are to survive and thrive in Nigeria, owner-managers must demonstrate and promote a multi-dimensional and nuanced vision of teamwork. The study's findings have key pragmatic and research implications.

Abstract:
Purpose Improving tax compliance would drive the needed development in Ghana. Small and medium scale enterprises (SME) constitute a sizable proportion of the Ghanaian economy but its contribution to tax revenue is below expectation. This study aims to determine whether SME's perception of state legitimacy affects tax compliance. Design/methodology/approach A structured questionnaire was administered to 200 SMEs randomly drawn from Dodowa in the Shai-Osudoku District of Greater Accra Region. Descriptive statistics and the Probit model with sample selection were used to analyse the data. Findings The study found that SME's perception of government legitimacy exerts a significant negative effect on reducing profit to avoid tax liability (ß = −0.0305, p < 0.05). Other factors such as education and fear of fines and penalties were also found to reduce the likelihood that the firm would reduce profit to avoid high tax liability. Still, tax knowledge had a positive effect on this behaviour. Practical implications This study would help deepen policymakers' knowledge of how to improve tax compliance among SMEs in Ghana. Originality/value The originality of this work is that it explicitly models the role of fiscal exchange theory in explaining tax compliance among SMEs in Ghana by using robust methodology.

PurposeThe purpose of this study was to identify if network embeddedness and innovation performance relationship, which has been largely studied in multinational enterprises (MNEs) and large corporations, was also applicable in the context of small and medium-sized enterprises (SMEs). Secondly, the authors also sought to identify the moderating role of innovation openness in the relationship between network embeddedness and SMEs' innovation performance.Design/methodology/approachEmpirical analysis was based on 388 SMEs in Ghana. Various validity and reliability checks were conducted before the presentation of the actual analysis, which was conducted using the structural equation modeling in Amos (v.23).FindingsFindings revealed that, in the context of SMEs, network embeddedness had significant positive effect on innovation performance. The authors further identified that SMEs with both high levels of network embeddedness and innovation openness had a much higher performance in their innovation, compared to SMEs that relied solely on network embeddedness.Research limitations/implicationsThe current study found innovation openness to further strengthen the relationship between network embeddedness and SMEs' innovation performance. The relationship between network embedded and SME's innovation could, however, be mediated by knowledge transfer mechanisms, so future studies should pay particular attention to the mediating mechanisms.Practical implicationsManagement of SMEs is advised to develop conducive organizational structures, such as trust, openness to collaboration and so on, for effective innovative knowledge transfer and transformation.Originality/valuePast research studies on network embeddedness and innovation performance have dominantly resided in MNE and large corporations. This current study extends the body of knowledge by extending the network embeddedness and innovation performance research studies to SME context.

Abstract:
Innovations in modern economy are perfect example of developmental initiatives for small and medium-sized enterprises. The diversity of innovation concepts is a reflection of market demand, which is subjected to continuous process of adaptation to environment. Therefore, it is not possible to determine the specific barriers defining the framework of operation for innovative enterprises, particularly in relation to world development trends and globalization of markets. Innovative solutions are characterized by a wide diversity, which are a constant challenge for scientists studying and interpreting the occurring internal processes. Research of structures in these processes allowed creating many model solutions, which along with the economic transformations have evolved and are reflected in the present. Innovativeness of small and medium-sized enterprises is a matter relevant to the economic development. The European institutions that perform studies on innovativeness have shown that in many European countries level of innovativeness of SMEs is significantly below average. This problem also applies to the Polish enterprises and cover the whole economy since the SME sector is the overwhelming majority all economic entities on the market.

Abstract:
Small and medium enterprises (SME’s) has gradually become an economic backbone for several developing country including Indonesia. In several studies, it was assumed that SME's was a sign of self-sufficiency concept. In the economic strike, SME's could sustain the price of several staple goods that are related to society livelihoods such as food and attire. South Kalimantan Province was well known for its authentic fabric namely sasirangan produced by local SME's spread all around the area. SME's are nowadays are inseparable from IT particularly that related to social media to promote their product. The use of IT infrastructure and platform were usually centered in the large city mainly in the capital of province such as Banjarmasin. As an alternative, the use of social media could be employed to empower SME's at county area. This study was aimed to understand the attitude of county area SME's on the use of social media for commerce purposes. The sample involved in this study was 45 Sasirangan SME’s on 5 off-capital counties at South Kalimantan Province. These works use PLS-SEM due to the nature of research was explore the interaction amongst the variable (exploratory factor analysis). The finding shows that in general, SME's entrepreneur has a great willingness to use their social media for commerce purposes. A further discussion of research finding and research limitation will be further discussed in the end of paper.

In the period of 2010-2017, the number of small and medium enterprises (SMEs) of Vietnam tended to be increased, accounting for about 98% of the total number of Vietnamese enterprises by the end of December 2017. Vietnam's SMEs are mainly private enterprises operating in the field of commerce and services as well as industry and construction, mostly concentrated in the Southeast and the Red River Delta. In the research period, micro enterprises had experienced a sharp increase in the loss rate, making the loss rate of the whole enterprise soar. In addition, SMEs were increasingly dependent on loans and especially small businesses had less access to bank loans as well as deferred purchase. However, Fixed-charge coverage ratio of SMEs had been improved and the gap between large enterprises and small enterprises had been narrowed.

The aim of the article is to illustrate that export experience of small and medium enterprises (SMEs) has a statistically significant effect on financial performance. This may seem obvious, but similar studies done elsewhere have shown conflicting results. The study’s findings also show conflicting results in the three single-item performance measures used, namely, sales, profits and savings. Data from a sample of 144 exporting SMEs were collected using a structured questionnaire. Export experience is measured by years exporting, and financial performance covers a period of three years. A Chi-square test was used to measure the effect of experience on performance. Results show that export experience had a statistically significant effect on sales and profitability, but not on savings. They also show that performance in sales and profitability increased with export experience. It is, therefore, recommended that appropriate interventions to improve exports, should take export experience into account. Indonesian economy through Small Medium Enterprises (SMEs) is expected to absorb labor and contribute to the growth of Gross Domestic Product. However, SMEs lack both managerial and technical skills. This research is about business model innovation for SMEs especially in fashion and garment industry. Study used qualitative approach by mentoring four selected SMEs in Babakan Penghulu Village– Cinambo Sub-District, Eastern Bandung. The tools used to analyze them including PEST analysis, Porter’s Five Forces,Resource Based View, Value Chain Analysis and Business Model Canvas. Finding suggests SMEs to have business model innovation derived from value proposition. SMEs should build their own brand awareness. Moreover, as garment and fashion industry, design can be a particularly important part of the Value Proposition. SMEs could communicate its value propositions and inform their service through its official websites and other social media. Since the intangible resources include brand and design, thus SMEs should build brand image and innovate year by year. SMEs must hire designers and launch a series of new products offers under the signature of their own brands. Ideation to strengthen strategies derives from value proposition building block as a starting point. Moreover, Business Model Canvas makes strategy more focused and measurable. Business model innovation is expected to increase overall performance of SMEs.

Abstract:
Small and medium enterprises (SMEs) are imperative for the growth of a striving economy because they cater for a huge level of manpower and vast resources. Therefore, it is essential that their stability and performance should be ensured in order to promote the economic growth of Nigeria. SMEs are pronged to unsecured financial risk, which can lead to the collapse of the enterprises. Various studies have been done on the small and medium enterprises’ contribution to the Nigerian economic growth, but only few have addressed how financial risks affect it. This study aims to investigate how financial risk affects SMEs` performance. In other to achieve this exploratory research design was used and data were sourced from Central Bank of Nigeria (CBN) statistical bulletin from 1986 to 2017. The study uses autoregressive distributed lag (ARDL) techniques as the tool of analysis. It reveals a negative and insignificant relationship between financial risk and SMEs` performance in Nigeria in the long run. However, exchange rate risk, liquidity risk, interest rate risk and inflation risk have a significant, but negative impact on small and medium enterprises in the short run, as well as the long run. Financial risk adversely affects the performance of Nigerian SMEs and, therefore, should be controlled to enhance their performance.

This article seeks to explore the types of innovation that are predominant in SMEs in developing countries and to investigate the impact of these innovations on different dimensions of firm performance based on an industry-wide innovation survey carried out in Nigeria in 2007. Although innovation is important for superior firm performance, our result found that the type of innovation that SMEs pursue is not a critical consideration in their performance. While there was no difference found in the focus of SMEs on either of product or process innovations, evidence showed that SMEs would focus more on incremental product and process innovations. Incremental innovation was found to be very important for Nigerian SMEs and a significant predictor of product quality and not of revenue. The authors conclude that SMEs chooses to pursue such innovations that most fit their strategies and available resources. Such level of innovation affords Nigerian SMEs to more extensively exploit the domestic market but cannot support extensive new product development required to enter export markets.

Abstract:
Cloud computing provides services that allocate infrastructure resources using the Internet as a medium and data storage on an external server. Small and medium corporations are the foundation of any flourishing economy for a growing nation which seeks new and innovative methods to reduce the way they manage their resources. Over a couple of decades, Information technology (IT) has created a significant impact in improving the lives of people and alsoon the global economy due to tremendous digital transformation. With the growth of the Small and medium corporations, IT is creating some real impact in enabling these industries to undergo adigital transformation of their business processes while they continue to grow. Small and medium enterprises (SME’s) are usually identified as the dominant force for the growth of any country's economy. In the cloud computing environment, the SME's need not have the in-house infrastructure so they can give up on any initial expenditure for setting up and instead they can utilize the resources available on the cloud and pay as per their requirement and usage. This paper presents the results of a comprehensive interpretation to research some of the most commonly used SaaS (Software-as-a-Service) implementations in the domain of Cloud Computing firstly to identify the weaknesses of the traditional computing approach for SME’s, and secondly to identify the aspects of these weaknesses that can be overcome by implementing cloud computing. In this paper, we provided the overview of various cloud computing models and literature survey of these models. This study extends to create an own cloud computing system for small and medium corporations. We will be using Software-as-a-Service (SaaS) approach and see how small and medium corporations can leverage on this for their business operations.

Abstract:
One of the features of credit markets is that borrowers are sometimes rationed in the amount that they can borrow, which differentiates them from other markets. Small and micro enterprises (SMEs) are more likely to be eliminated than large and medium-sized enterprises under credit rationing. However, SMEs play a significant role in employment creation and growth of gross domestic products in developing countries. So, it is of great significance to study the reasons why SMEs are more vulnerable to credit constraints. By considering the differences in characteristics between SMEs and large and medium-sized enterprises, we established a theoretical model with endogenous enterprise size, and by considering banks’ screening principles before and after the loan approval, we have analyzed the micro-mechanism in which there are significant differences in credit availability between SMEs and large and medium-sized enterprises. Our conclusion indicates that credit rationing in SMEs is the result of the rational choice by banks for the purpose of profit maximization.

Abstract:
The article considers the concept of small and medium enterprises in the process of economic thought formation. The task of the work is to determine and analyze the state of small and medium business in Ukraine and abroad. For this, the definitions of foreign and national scholars are outlined and their own understanding of the term is formulated. A comparative and quantitative analysis of enterprises was conducted on the basis of data collected by the State Statistics Service of Ukraine, and a positive increase in enterprises for the period 2014-2018 was revealed. In addition, the main approaches to the division of enterprises into types according to different classification criteria due to the Ukrainian economic system and the standards of the European Union, which fundamentally differ from the division system in the United States, are studied. At the same time, the indicators of small and medium-sized enterprises of the USA and European countries are considered, that allows us to say that the largest percentage of the contribution to GDP belongs to the small and medium-sized enterprise sector. The described features of SMEs in comparison with other types of enterprises determine the importance of SMEs as a stable and self-sufficient sector of the economy which requires support from government regulation. The urgency of research on the topic of SMEs is primarily dictated by the need to summarize the previously studied layers of this topic, the emergence of new reforms and Ukraine’s desire to improve the economic system and bring it to the world level. Economic development depends not only on internal policy principles, but also on external factors influencing the state of the world economy. The beginning of 2020 made the leaders of the world community think about the principles of maintaining economic indicators during the trigger caused by the coronavirus pandemic and the collapse of oil prices, and therefore it is natural to implement programs to support small and medium enterprises during the global recession.

AbstractThe Lean concept is recognisable by how fast innovations are implemented and production processes are improved. Likewise, analysis of the implementation of Lean concepts so far has shown that Lean methods and tools cannot be applied to small and medium enterprises (SMEs) in the same measure as they can be applied to large enterprises. This paper aims to present a critical review of the implementation of Lean concepts in SMEs with the claim that Lean concept can be successfully applied in all branches of industry, provided that the Lean concept is fully understood, and it’s meaning, principles and practice. Given that SMEs have limited resources, they often face difficulties during the implementation of all Lean tools and methods.Depending on the type of improvement in Kaizen activities, the Poka Yoke and Jidoka tools should be applied. Abstract:
The difficulty in accessing loans is one of the major barriers to the development of small and medium enterprises (SMEs) in Vietnam. Low accessibility to capital forces SMEs to spend both official and unofficial costs in order to obtain loans, and/or to access the unofficial market at higher interest rates, thereby increasing cost of production of enterprises. Studies suggest that the determinants of bank loan processing through which small and medium enterprises can access official loans include: characteristics of enterprises; indicators, reflecting the performance of enterprises; characteristics of loans; characteristics of enterprises, enterprise owners; geographical position of enterprises; the creditworthiness of enterprises and the role of the network.Purpose of the study. The aim of this paper is the quantitative analysis of the factors, affecting accessibility to credit capital of small and medium enterprises in Vietnam.Materials and methods. This study was conducted on the basis of a survey in December 2017. The survey includes 301 enterprises in Hanoi city. Selected enterprises are also enterprises, surveyed in the annual enterprise survey by the General Statistics Office of Vietnam. This paper uses the Probit and Logit regression approach to estimate the impact of factors, affecting the disbursement probability of a loan of an enterprise. The number of SMEs accounts for 56.69% of the samples. The number of enterprises, applying for a bank loan accounts for 58.4% of the total samples, of which the percentage of disbursed loans for SMEs accounts for only 47.3%. For enterprises without a bank loan, eliminating the reasons for the lack of demand and unwish to be in debt, the main reasons not to access bank loans are high interest rates, complicated loan procedures and insufficient collateral.Results.The results obtained from the Logistic and Probit models show that the estimated coefficients are statistically significant, affecting the probability of taking a business loan, accepted by financial institutions. Although the coefficients, estimated from Logistics model are larger than those estimated from the Probit model, the estimated results show that the direction of impact of the variables in two estimation techniques gives quite similar results.Conclusion.Based on the results of this study, the Government of Vietnam should implement policies to support SMEs in the direction of improving their access to capital. The credit institutions should design products and services suitable to the characteristics of SMEs in Vietnam.

Abstract:
High failure rate of small and medium enterprises (SMEs) has been partly attributed to the use of inappropriate performance measures. This study seeks to determine the types of performance measures employed by SMEs, purpose for which performance measures are used, perceived effectiveness of performance measures used and factors that may inhibit SMEs from using both financial and non-financial performance measures. Data are collected using a questionnaire and analyzed using descriptive and inferential statistics. The findings of this study reveal that most of the sampled SMEs measure their performance using both financial and non-financial performance measures, albeit financial performance measures are used more frequently than the non-financial ones. Of the financial performance measures, the most popular ones are sales growth, cash flows, operating income and net profit margin. The most popular non-financial measures are customer focused. These include response time, customers’ satisfaction, percentage of repeat customers and customers’ complaints. The findings also reveal that performance measurement reports are used by the sampled SMEs mostly for monitoring the business, gauging the performance of the business, improving business processes, identifying problems and optimizing the use of resources. The findings further reveal that the performance measures used are perceived to be effective but that the lack of awareness, qualified personnel, top management support, required resources such as computers, had, to some extent, inhibit SMEs from using the appropriate performance measures. This study not only fills in the gap in the literature on performance measurement by SMEs, but also provides invaluable insights on the extent to which these entities use different performance measures. These insights could inform future government interventions meant to avert the high failure rates of these entities and also aid SMEs to gauge their performance measurement practices with a view to adopt the best practices or avoid factors that could inhibit them from using these practices

Abstract:
While SMEs (small and medium-sized enterprises) contribute much to the economy, their competitiveness compared to that of large enterprises is negligible. Periodic evaluation of the overall competitiveness of SMEs is important to determine the reasons behind their relatively low growth rate. In order to maximize the effects of support for SMEs through government policies, determining the best means of providing support and enhancing competitiveness is necessary. Government funds or other sources of support for SMEs must be supplied according to the circumstances surrounding each enterprise. For instance, if the government invests in tangible assets, SMEs must be the target, because their size guarantees that despite their lower flexibility, competitiveness will improve. If investment is made in research and development, the firm’s long-term capacity for growth must be evaluated rather than its profitability, since there is an immediate increase in costs. There are differences in the effects of investment on flexibility, immaterial capital, and the ability to compete according to the size of the firm and the number of years it has been in business; these factors must be taken into account. Also, in allocating supporting funds to SMEs, the sites at which the funds are to be used must be examined. Active use of funds in areas where SMEs cannot invest in themselves is encouraged, rather than investment in general.
