Abstract:
Great cities connect people; failed cities isolate people. Despite the fundamental importance of physical, face-to-face social ties in the functioning of cities, these connectivity networks are not explicitly observed in their entirety. Attempts at estimating them often rely on unrealistic over-simplifications such as the assumption of spatial homogeneity. Here we propose a mathematical model of human interactions in terms of a local strategy of maximizing the number of beneficial connections attainable under the constraint of limited individual travelling-time budgets. By incorporating census and openly available online multi-modal transport data, we are able to characterize the connectivity of geometrically and topologically complex cities. Beyond providing a candidate measure of greatness, this model allows one to quantify and assess the impact of transport developments, population growth, and other infrastructure and demographic changes on a city. Supported by validations of gross domestic product and human immunodeficiency virus infection rates across US metropolitan areas, we illustrate the effect of changes in local and city-wide connectivities by considering the economic impact of two contemporary inter- and intra-city transport developments in the UK: High Speed 2 and London Crossrail . This derivation of the model suggests that the scaling of different urban indicators with population size has an explicitly mechanistic origin.

Small town governments were once thought to be at a lower risk from cyber threat actors due to their geographical isolation and small digital footprint. The past few years has shown that to be definitively false, with several different threat actors successfully attacking local municipalities, ultimately causing disruptions to critical services, monetary loss, and privacy breaches. With the now ubiquitous presence of the internet, the reality is small city governments are at the same, if not even higher, overall risk of being attacked as large entities. For small municipalities and organizations, there may not be much opportunity to invest additional resources into cyber security due to staffing concerns and limited budgets. This paper will discuss how, while it may seem the overall risk of a cyberattack is lower because these organizations are “small fish”, the probability and impact of an attack are just as high, if not higher in some circumstances, than large, high visibility organizations.

In the politics of the regional and local development much less attention is devoting itself to small cities compared with large urban agglomerations. However a territorial cohesion of regions is seriously dependent on the amount and the level of development of small cities. Justifying the need of marketing assisting of the development of these economic individuals is the purpose of this article. The practice of the planning and the marketing management is poorly popularized especially in regions of Eastern Poland. In this article authors are stressing the need of assisting attraction of small cities towards basic groups, in it of residents, diverse companies, institutions and social organizations as well as visitors. The small cities are in the regions the specific „pumping stations” of the production, services, capital and information from the larger centers to one’s back. On the example of the poorly urbanized Lubelskie Voivodship it is possible to state that the net of cities is too rare. Low urban planning standards are characteristic of small cities. The urban planning marketing can be the direction of the improvement of the social, economic and spatial situation of such regions as the Lubelskie Voivodship. Amongst this tools a main role will be playing the improvement in the standards of the technical and social infrastructure and comprehensive preparing the new investment grounds for the settlement and the market business activity. The improvement in the corporate culture of local governments in cooperation with all sorts partners on the local and regional level will also be needed.

Abstract:
The paper investigates the emotional foundation of sense of place in small urban environments. The study was based on an anonymous questionnaire exploring various emotions in relation to urban environments in two small northern cities Haparanda (Sweden) and Tornio (Finland). The study revealed that senior citizens mentioned emotions connected to the past (sorrow), active living (interest, joy), and solitude (ease) more frequently than any other emotions, and attributed these to such places as historical buildings, churches, cemeteries, swimming pools, etc. The border betweenthe two cities was marked by mixed emotions, both positive and negative. To visualize emotions and places of emotions in Tornio and Haparanda, as well as for insight into the boundaries of emotional urban environments, the author created emotion maps of these cities. The maps visually resemble multi-colored tapestries with emotions as nodes, which inspired the title of this paper. This study allowed expanding the scope of the anthropology of emotions by the inclusion of territorial focus in the study of small urban environments. In the context of world-wide population ageing tendency, weneed to study places of emotions to come up with a comprehensive and integral approach to city planning policies, and to create more adaptable and age-friendly urban environments.

Abstract:
The article is devoted to studying the possibilities of the revival of Russian small historical cities through the tourism development. Preservation of Russian identity and patriotism cannot be without an appeal to ancestral roots and the past of a small homeland. Today in Russia there are 800 small towns, where 20 million people live, or 15% of the population of our country. The crisis of the 1990s was especially damaging to small Russian cities, according to official statistics, almost a third of total low-income people in country live here. Unemployment, low incomes, outflow of economically active population, social diseases, poverty, lack of social and cultural infrastructure are the most pressing problems of small Russian towns. At the same time, in the world practice for a long time there has been a tendency to transform small towns with a rich history into tourism centers, which have a special appeal in comparison with the well-known giants. The article explores the potential of the small Russian city of Urzhum in Kirov region – a model of the nineteenth-century Russian merchant city. The authors reveal the originality of its history and architecture, the role of Old Believer merchants in its development, and picturesque neighborhoods untouched by civilization. Urzhum is associated with the names of prominent figures of culture, art and politics: V.M. Vasnetsova, N.V. Zabolotsky, N.T. Tvardovsky, S.M. Kirov. All of the above offers great opportunities for the development of cognitive, eventual, ecological, rural, as well as various types of active tourism on Urzhum land.

Abstract This paper investigates how progress towards meeting the sustainable development goal of providing universal and equitable access to drinking water for all is distributed across the spectrum of urban settlements. The study measures how urban local governments (N = 3,547) in a rapidly urbanizing country, India, have increased their coverage of water supply to households between 2001 and 2011. I use theories on multilevel governance of urban services to develop a multilevel linear regression to model the city- and state-level factors associated with growth in water supply coverage. The results show that 68% of cities and towns have recorded water coverage growth, but the extent of this progress is unequally distributed across cities in different states and between cities of different sizes. Small cities and towns, which house over two-thirds of India's urban population, have recorded significantly lower water coverage growth rates as have cities in low-income states. These findings suggest that policies for urban water infrastructure development should focus on smaller cities and towns if we are to achieve spatial equity in access to water for all in an increasingly urban world.

Abstract We study optimal and equilibrium sizes of cities in a city system model with pollution. Pollution is a function of population size. If pollution is local or per-capita pollution increases with population, equilibrium cities are too large under symmetry; with asymmetric cities, the largest cities are too large and the smallest too small. When pollution is global and per-capita pollution declines with city size, cities may be too small under symmetry; with asymmetric cities, the largest cities are too small and the smallest too large if the marginal damage of pollution is large enough. We calibrate the model to US cities and find that the largest cities may be undersized by 3–4%.

This study is a preliminary investigation into the marketing processes used by small towns/cities to attract business revenue and tourism dollars. Because small town governments do not have the resources of large cities to spend on marketing, it is unclear if they utilize the marketing process in a manner similar to large cities or businesses. Personal interviews were used to determine the process by which small towns attract businesses to their area as well as develop tourism. Small towns must develop business opportunities to encourage economic development in their cities as well as create tourism opportunities to increase the economic impact in the area. The findings indicate that, while some similarities exist due to common goals, different processes are used by different size cities. While the process for economic development through the attraction of businesses is similar in most cities, the process to create tourism differs for small towns. The smaller towns do not utilize the full marketing process which could create a better brand identity that could make them more successful. Instead, they take a more entrepreneurial approach by sharing resources and developing partnerships with other small towns to utilize their resources more effectively.

Abstract The aim of the study was to determine the demographic types of all small cities in Poland in 2013 and to identify the standards of their spatial diversity. The following questions were posed: Which demographic types are dominant among the small cities of Poland? Is there a relation between a specific demographic type and the size of the city? Does the structure of small cities according to their demographic types relate to their distance from main roads and urban agglomerations? The study applied the Webb’s typology, the K. Doi leading element method, the departure from average indicator, and the nonparametric Chi squared test. The spatial regularities were identified based on the created maps. The results of the study show that small cities of Poland in 2013 were represented by all demographic types, but most of them were regressive. They were established in 80% of small cities. The main element determining the population trends of small cities was the negative migration balance, which was observed in 80% of the surveyed areas. It was also established that the population of small cities has a slight impact on population trends. The most important aspect of their development is the distance from agglomerations and main roads.

The city has proved to be the most successful form of human agglomeration and provides wide employment opportunities for its dwellers. As advances in robotics and artificial intelligence revive concerns about the impact of automation on jobs, a question looms: how will automation affect employment in cities? Here, we provide a comparative picture of the impact of automation across US urban areas. Small cities will undertake greater adjustments, such as worker displacement and job content substitutions. We demonstrate that large cities exhibit increased occupational and skill specialization due to increased abundance of managerial and technical professions. These occupations are not easily automatable, and, thus, reduce the potential impact of automation in large cities. Our results pass several robustness checks including potential errors in the estimation of occupational automation and subsampling of occupations. Our study provides the first empirical law connecting two societal forces: urban agglomeration and automation's impact on employment.

Among the cities of the Russian Federation, the so-called small cities stand out, constituting the overwhelming majority (72% of the total number of cities). They are present in all federal districts of the country, which makes their study very relevant. Based on the analysis, the author proposes to ps of ‘exceptionally small’ and ‘super-small’ cities within this group, citing criteria for such identification. The work formulates the features of the placement of small and ultra-small cities in federal districts and constituent entities of the Russian Federation, and also assesses the degree of their influence. Classifying a number of ultra-small cities as cities of historical heritage allows us to outline prospects for their preservation and development.

В работе проведен анализ роли субсредних городов в территориально-урбанистической структуре регионов Центральной России. Проанализирована динамика людности городов в период с 1959 по 2020 гг. На основе показателей естественного и миграционного движения населения проведена оценка современной демографической ситуации, сложившейся в городах данной категории. Особое внимание в работе уделено анализу центральных функций, который показал важную роль субсредних городов в организации территории Центральной России. На примере городов Тверской области проанализирован вклад данной категории городов в региональное развитие. The article is devoted to a special category of small towns - sub-middle towns. This category of urban settlements is from 20 to 50 thousand people. The paper analyzes the role of sub-mediums in the territorial-urban structure of the regions of Central Russia. The dynamics of the population density of cities in the period from 1959 to 2020 is analyzed. Based on the results of the natural and migration movement of the population, an assessment of the current demographic situation in the cities of this category has been carried out. Special attention is paid to the analysis of the central functions, which showed the important role of sub-middle cities in the organization of the territory of Central Russia. On the example of the cities of the Tver region, the contribution of this category of cities to regional development is analyzed.

Abstract:
Progressive urbanization, economic integration, and development of modern technologies lead to the emergence of a new generation of globally networked cities attracting capital, ideas and people. Size is not the most significant factor influencing the importance of a city. At least equally important are innovation, activity in city networks, the activity of the inhabitants and the quality of life. 15 years ago, Taylor et al. suggested that “it is no longer possible to talk of ‘non-global’ cities” (Taylor et al., 2007, p. 185). The research problem of this paper corresponds with the statement, addressing the question whether and how small and medium-sized cities show their manifestations of globalization. The hypothesis is that cities, regardless of size, show some signs of it. Such manifestations may be classified as political, economic, socio-cultural, and other. The conclusions confirm that the hypothesis has been positively verified. As a result of the application of probability sampling methods, the cities chosen for examination include the European cities of Aarhus (Denmark), Basel (Switzerland), and Tallinn (Estonia) as they are representative for numerous small and medium-sized cities.

Urbanization in small and medium-sized cities in Java is marked by an urban expansion process to the surrounding areas, forming the growing small towns in their peripheries. Using the case of the extended urban areas of Tegal, Pekalongan and Magelang in Central Java, this study examined small-town growth and development in peri-urban areas of small and medium cities. It first looked at the growth of small towns in the peri-urban areas of these small cities and then identified various factors and mechanisms that contribute to the formation, growth and expansion of small towns. The study further looked into the challenges and implications of the trend toward policies for managing such processes more sustainably. The growth of urbanized villages in some kabupatens (non-urban districts or regencies) surrounding these small cities, as documented by the national statistical board from 1990 to 2017, was used as the basis for analyzing these factors. This paper concludes with a discussion on the challenges and policy implications for growing small towns. The findings of this study can be useful for formulating a better approach to managing urbanization processes in the future. Abstrak. Urbanisasi kota-kota kecil dan menengah di Jawa ditandai dengan proses perluasan kota ke wilayah sekitarnya, membentuk kota-kota kecil yang berkembang di pinggirannya. Dengan menggunakan kasus perluasan wilayah Tegal, Pekalongan dan Magelang di Jawa Tengah, penelitian ini mengkaji pertumbuhan dan perkembangan kota kecil di wilayah pinggiran kota kecil dan menengah. Ini pertama-tama melihat pertumbuhan kota-kota kecil di daerah pinggiran kota-kota kecil ini dan kemudian mengidentifikasi berbagai faktor dan mekanisme yang berkontribusi pada pembentukan, pertumbuhan, dan perluasan kota-kota kecil. Studi ini lebih jauh melihat tantangan dan implikasi dari tren terhadap kebijakan untuk mengelola proses tersebut secara lebih berkelanjutan. Pertumbuhan desa urban di beberapa kabupaten (kabupaten atau kabupaten non-urban) di sekitar kota-kota kecil tersebut, sebagaimana didokumentasikan oleh BPS (Badan Pusat Statistik) dari tahun 1990 hingga 2017, digunakan sebagai dasar untuk menganalisis faktor-faktor tersebut. Makalah ini diakhiri dengan diskusi tentang tantangan dan implikasi kebijakan untuk pertumbuhan kota-kota kecil. Small cities in the Kingdom of Saudi Arabia face the challenges of adequately providing for their citizens and maintaining and growing their population. This study of small cities in Saudi Arabia provides insights into the prevalent challenges faced by small cities from the perspective of a sample of experts in related fields. In this research, a self-completing online questionnaire was designed to gather valuable quantitative data on five critical themes drawn from relevant theoretical considerations, case studies of small cities, and official government documents. This study explores the issues of existing infrastructure, governance processes, relationships with other cities, current economic activity, and potential development opportunities. The findings suggest that the local urban governance and strategic planning of urban growth are among the main components of successful development in small cities, especially by providing local planning authorities with greater autonomy while considering the cities’ regional integration to form links with larger cities. As research in small cities in Saudi Arabia remains unexplored, the findings also highlight areas of further research which may lay the groundwork for future researchers and be utilized by policy makers to devise more effective policies and implementation strategies that render small cities more sustainable.

Abstract:
The article is devoted to the study of the tools and mechanisms’ effectiveness for supporting small cities in Russian Federation. The topic relevance is due to the negative trends in the development of such cities and the need to improve the approach to the formation of measures to ensure the stability of their functioning. The aim is to substantiate the use of different models to support the sustainable development of small cities. Methods of monographic, comparative, economic and statistical analysis are used in the work. According to the study results of tools for supporting small cities in Russia and in the Central Chernozem Region, a conclusion was made about their low efficiency, weak use of regional, municipal and public measures. The necessity of systematic and integrated approaches to solving the problem of increasing sustainability is argued. Within the framework of these approaches, it is proposed to systematize tools and mechanisms to support the development of small cities, taking into account their key competencies by levels (federal, regional, municipal, public) and types of problems. As a result, the visualized tools in the form of a matrix are the basis for the formation of various models for supporting the sustainable development of small cities, taking into account the interests of target audiences. The practical significance of the study lies in the possibility of using proposals for designing programs and projects for small cities’ development.

This paper has attempted to define the terms urban, urbanism, cities and towns which are confusing terms however interrelated. An interdisciplinary approach has been adopted to achieve this objective. The towns are small in size, population along with development basis than cities. Earlier stage of towns or small towns was village. As a foundation, village was the original form of all. In this sense, it is focused on the overall urban−rural structure where rural/village has crucial role to develop town to cities. Archeologically, the effort to subsist in primitive people was based on the process of agricultural farming. The first and early civilization in human behaviours was found in Near East (similar as Middle East in West Asia) as initial town at the bank of the river. Therefore, the origin of the towns indicates early people began to be civilized in their daily activities. Later, the towns were extended. In Nepal, there are generally urban areas, cities, towns and villages as local levels in the forms of Metropolitan Cities, Sub Metropolitan Cities, Municipality, and Rural Municipality at the one side, DUD BC at the other has classified into five classes− metro city, sub- metro city, city, sub-city or small town and urban centre based on urban faculties and population.
