Abstract:
Purpose Entrepreneurial ecosystems are receiving growing attention from scholars, practitioners and policy-makers in both developed and developing countries. Studies of this phenomenon have focused almost exclusively on ecosystems in large, urbanized regions and metropolitan areas, located primarily in developed economies. However, the prevalence of small cities across the globe and the increasing acknowledgment that entrepreneurship in small towns is a key determinant of their economic development and rejuvenation suggests that entrepreneurial ecosystems research would benefit from a broader lens of inquiry. Thus, the purpose of this paper is to introduce a framework for studying entrepreneurial ecosystems in small towns. Design/methodology/approach This conceptual paper introduces the concept of small town entrepreneurial ecosystems (STEEs), draws from a wide-ranging set of disciplines to delineate the ways in which small town ecosystems are similar to and different than their larger counterparts and theorizes about several strategies STEEs use to overcome their limitations. Findings It is theorized that entrepreneurship in small cities is best conceptualized as the outcome of an ecosystem, which means that although small towns may not have some of the same key components as entrepreneurial ecosystems in large urban centers, other elements of the ecosystem may be able to bolster these deficiencies. It also suggests that those attempting to create or develop small town ecosystems may need to be entrepreneurial in the way they attract, view and utilize resources. Finally, it is theorized that small cities may be able to engage in several strategies to overcome their limitations and create vibrant entrepreneurial communities. Originality/value The theory developed produces implications for scholars focused on entrepreneurial ecosystems, economic development and emerging economies and suggests practical implications for policy-makers and development organizations seeking to improve the economic landscape of small cities.

Abstract:
In recent years, the construction of small towns in China has faced many challenges, hindering the sustainable development of small towns. This paper proposes that the traditional development model of small towns no longer meets the current demands, and it urgently needs updating. In the past two years, there has been an increase in the construction of characteristic small towns in China. This is a good beginning for the transformation development of small towns and would bring new opportunities. However, some problems have developed. One example is the emergence of the “blind town”, which means the governors cultivate a featured town blindly without objectively considering the reality of that area. These decisions have a negative impact on the future sustainable development of small towns. Therefore, the governors need to consider the basic conditions of the area, perform a scientific assessment, and present a clear cultivation strategy. This paper presents a preliminary scientific method for the characteristic development mode of small towns with “explore characteristic–evaluate characteristic–nurture characteristic” as the main line, which would be conducive to the characteristic transformation for the steady and sustainable development of small towns in China.

Abstract:
China'sde jureurbanization level more than doubled in the five years between 1982 and 1987, jumping from 20.8 per cent to 46 6 per cent (Table 1). The Chinese State Statistical Bureau (SSB) officials explained that this unprecedented increase was largely the result of an increase in the number of urban towns since the mid 1984 relaxation of criteria for urban town designation.1 This is, however, only a partial explanation. My own analysis shows that much of the gain in the town population was in fact due to the post-1984 governing system of“town administering village” (zhen guan cun). Many newly designated urban towns (and some existing towns as well) have enlarged their administrative territories to include a huge number of agricultural residents in their official urban population. Most of these rural persons, however, judged by strict occupational and residential criteria, should not have been counted as urban population. The inclusion of many agricultural persons in the urban sector since mid 1984 has thus greatly exaggerated the actual urbanization level.2

Abstract:
A complex geographical analysis of twelve Moravian towns with less than 15 thousand inhabitants has been made. Within this analysis, the services fulfilling the following main functions have been evaluated: meeting the needs of inhabitants, solving the problems of workers dismissed from production, realization of town creating function and promoting cultural activities. An evaluation of towns has been made and the main barriers in service activities were identified. The level of services in each town depends, apart from the human factor, on the size of the local market, the status of the town in the settlement system and on each town's specific conditions. Nowadays, small towns are re-evaluating their visions of the future, where the role of services is important.

Abstract:
The nature and economic development of Indian urbanization is characterized by metropolitan domination and polarization. The country's total population increased from 361 million in 1951 to 1,027 million in 2001, while the urban population increased from 62 million to 285 million during the same period. From 23 megacities in 1991 to 35 in 2001, the number has increased considerably. Therefore, it is clear that there is a clear movement towards large cities, possibly as a result of a lack of employment opportunities in small and medium cities and a deficient urban infrastructure. In 1979, the centrally supported scheme for the integrated development of small and medium cities (IDSMT) began and continued through 2004-05 and was incorporated into the UIDSSMT scheme in December 2005. It is important to invest in the development of small urban centers in order to reduce migration to large cities as well as to support the growth of surrounding rural areas. Small and medium towns are generally viewed as a means of balancing urban hierarchy and reducing pressure on primate cities, moderate spatial inequality, and foster factors that may assist in reversing the trend. Kurduwadi city is one of them, such as improper or uncertain use of available land, rising unemployment and migration to cities, unsatisfactory development plans to improve urban development. In this context, through integrated planning, efforts have been measured to obtain the resources needed to achieve each goal and improve strategy. Also by allowing institutions to plan and collaborate in departments, they can create efficiency and pursue new opportunities and help reduce migration to nearby large and metropolitan cities by strengthening the Kurduwadi towns as regional growth centers. Establishing complementary links between nearby villages, towns and cities will create a harmonious settlement pattern. An integrated development plan for the Kurduwadi town reduces some of the ideological concerns and working uncertainties emerging around this initiative through this study. The assessment of integrated town development may be appropriate to determine the future orientation and guidelines for Kurduwadi town.

Abstract With rising coverage figures and the advent of the Sustainable Development Goals, there is increasing attention given to assessing and monitoring the sustainability of water services. Previous efforts in the rural water supply sector have included the development of sustainability checks, while in the urban water supply sector, benchmarking of water services and the performance of utilities has become common practice. This paper argues that neither rural sustainability checks, nor urban benchmarking frameworks, are entirely suitable for monitoring small town water services. It presents a framework specifically developed and applied for assessing and monitoring small town water services. Application of the framework in seven small towns in Ethiopia shows significant discrepancies between the ideal and actual situations. It reveals specific challenges related to sustainable small town water service provision, including capacity at service provider (utility) level, asset management and regulation. The costs of sustainability checks and prospects for uptake as project and wider sector tools are discussed.

Abstract:
Over 80-percent of the U.S. population lives in urban areas that occupy a mere 3-percent of the country's total area. Development problems and infrastructural stress caused by urban overpopulation can already be seen in the nation's largest cities. Scattered across North America are small towns that, at one time, were largely sustained by agriculture or industry, but have watched as farming and manufacturing operations leave them behind. Rooted in these economic conditions is the growing gap between metropolitan and nonmetropolitan areas. The high concentration of rural lands and high poverty rates in the South makes this region particularly vulnerable to the effects of rural economic distress, and put it in desperate need of solutions. For many small towns in Georgia, the last two decades have brought either rapid population growth, as seen in the areas surrounding Atlanta, or great population decline, most clearly depicted in the southeastern region of the state. Each condition produces a host of different challenges for these small communities, illustrating no simple solutions. It is the focus of this research to determine what proximities, economic assets, and formal characteristics are necessary for small towns in Georgia to successfully revitalize and grow. Furthermore, it is the aim of this research to present a means of analyzing the assets of small towns in order to determine where outside investment is most likely to make a difference, and how resources can best be utilized.

Rural towns often do not see community developments geared towards creating public spaces for multi-cultural experiences, the arts and recreation. Instead small towns are more exposed to commercial properties coming in and out the area. Introducing public spaces that offer various community activities and events will benefit people’s human and social capital. Human capital meaning skills and knowledge. Social capital meaning advantages and skills that come from interpersonal engagements (Anderson, 2004). Community centers designed for the unique needs of small towns can house programming to introduce new and rewarding opportunities for community engagement and personal development. Existing buildings within the community hold the potential to serve as community centers and adaptable interior spaces can add to a variety of programming options. The problem is the lack of community development geared towards creating public spaces for multi-cultural experiences, the arts and recreation. Small towns have limited exposure to diverse activities, events, skills sets and knowledge, along with limited spaces to support such. However older public building within small towns exist that are not being occupied or utilized to serve the community. People within small towns therefore are often restricted from acquiring a broad range of experiences and skills. To address this problem, evaluation of the current community state is necessary. This will reveal what opportunities are present and which are missing in terms of community engagement. Interviews, focus groups, and surveys are methods to gain information from the inhabitants of small towns. A diverse selection of participations will allow information to be more reflective of a wide range of ages groups, racial groups, and economic gr2wwoups. I plan to reach out to local schools for the students and staff member for participants in interviews, focus groups and electronic surveys. Examination of unoccupied buildings in small towns will reveal what facilities are available to house a potential community center. From that also assess if the interior spaces could incorporate adaptable design systems. Altogether this research will support the importance of community art centers in rural areas that offer adaptive reuse of historical building. In addition expose how the design of these building and programming show seek to support the unique needs of small towns.

The American Small Town will forever have a place in the undertones of American culture and in the American psychy. The small town has become an identifing piece of the fabric that the overall American Society as a whole uses to project its own image, not only to the world but to its self. This study is an examination of key elements of the American Small town and an exploration into why these places are disappearing. The study goes on to utilize this information to derive a plan for a small town that is free of modern day plights, such as sprawl and redundency. In the end, it proposes a plan for the community of Four Corners, M.T. This case study re-design is an example of how small communities can be shaped early on to prevent waste, maximize efficiency and quality of life.

This research study explored perceptions which small business owners and managers have of the impact that initiatives, aimed at revitalisation, have on small business development. The Woodstock Salt-River Revitalisation Framework (WSRRF, 2002) served to guide these initiatives in order to achieve their various objectives, which included, inter alia, the development of small business. Often, official initiatives cannot adequately meet the needs of all stakeholders. The benefits that are derived from these initiatives may differ amongst stakeholders owing to their varying expectations and perceptions. The main research problem that was identified relates to reasons why the impact of this framework initiative is currently not appropriately understood and, as a result, not effectively and efficiently implemented. Hence, this research study evaluates the extent to which the Revitalisation Framework has affected the development of small businesses within the study area.

Abstract:
This thesis studies small town development in contemporary China (1978-present). It focuses on the socioeconomic impact of economic reform on small town development, with particular emphasis on how gradually released market forces enable urban proximity to play different roles to determine the developmental trajectory of small towns. The research design chooses two economically prosperous towns with different degrees of urban proximity, in which fieldwork is conducted. Xihongmen town is located in suburban Beijing and Zhulin town is located in a rural area of Henan province. The research focuses on government, firms and people as three key elements of small town development, and systematic comparisons have been used as the key research strategy throughout. The main research findings are as follows: 1) Xihongmen town's government has been transformed into a sophisticated, bureaucratic and complex organisation and the role of leadership in local development has declined over the years, but a simple and hybrid governmental structure was founded in Zhulin town and the personal capacity of local leaders still plays a vital role in local development; 2) The industrial environment in Xihongmen town is dynamic and an upswing has been observed in the local industrial structure (from the primary to the secondary and tertiary sectors), but Zhulin town still relies solely on the ongoing government-led entrepreneurship; its private sectors are underdeveloped and the industrial structure remains unchanged, and some key firms have even relocated themselves to larger cities duo to the constraints of the local infrastructure; 3) The local residents of Xihongmen town enjoy much more secure livelihoods, with multiple income sources, welfare and flexible job opportunities available in the local area, but the residents of Zhulin town rely primarily on the local government to provide non-farming jobs and both income sources and job opportunities are very limited to the local area. The thesis concludes that the economic reform initiated in 1978 played a key revitalising the rural industries and hence laid the foundations for the growth of small towns. The rural reform policies gave rural areas advantages over urban ones in the early stages of the reform. The evolving policy frameworks gradually lifted the various constraints and enabled urban proximity, a previously less important factor under the centrally planned system, which became the key factor to differentiate the developmental trajectories of small towns. The thesis further explains that proximity has multi-dimensional impacts on the socioeconomic development of small towns. On the one hand, small towns that enjoy close proximity to cities can benefit enormously from economies of scale and urban spillover effects, and this advantage could be further reinforced during the course of ongoing urbanisation. On the other hand, urban proximity could also have impacts on the social structures/orders of small towns, which in turn could affect their economic outcomes. For those towns with low degrees of urban proximity, a high level of community solidarity generated from dense clan/kinship networks might also act as a force to motivate their economic development. However, the latter type is certainly more vulnerable and requires the right blend of a number of historically contingent factors, which are path-dependant and difficult to replicate.

Abstract:
Small towns can be seen as the fundamental building blocks of tbe urban system. Through time, some of these towns have lost the primary reason for their existence. Some towns that have been declining or stagnating include old mining and industrial towns, such as Indwe in the Eastern Cape or Welkom in the Free State. Some towns have also changed the main focus of tbeir economy, for example, from that of mining to that of tourism, as in the case of Utrecht in Kwa-Zulu Natal (Nel, 2002). In light of the above, this thesis seeks to critically evaluate what has happened in selected small towns in the Eastern Cape. The research investigated a number of towns in the Eastern Cape, looking at the history and influence of colonisation, population dynamics, education levels, employment opportunities, migration and the influence of capitalism on the economic and social structure of the town, as well as tbe evolution of its economy. The research sample consisted of interviews witb local historians, community leaders, development agencies and individuals who were benefiting from tbe various development initiatives/project in the towns. These interviews, in conjunction with the literature identified, were conducted in the selected small towns, assessing whether development was succeeding and, in conclusion, identifying witb reference to the study sites, what was learnt. The research process generated a number of lessons that need to be taken into consideration when attempting social and economic upliftment in small towns. These include: the need for leadership, support from the local population and the need for financial assistance to support and uplift the community.

Small towns offer a type of community different than that of large metropolitan areas. The ideals of this community are deeply rooted in its history and culture. However, the current state of small towns in general, not only in America but also in Sweden, has been transformed dramatically during the last several decades. Advancements in technology, dependence upon the automobile and the introduction of the shopping mall, have resulted in the decay of the physical and social qualities which defined these places. The public spaces of small towns, characteristically the Town square and Main street, historically have been thriving places for social interaction and places which contributed to the sense of community pride and identity which every resident could understand. Unfortunately, these are the areas which have been affected the most. This thesis project is intended to study the past, current and future state of the small town and its major public spaces, and propose, through a series of interventions, to create good quality public spaces in the form of clearly defined destinations along and at the end of the historical paths. The revitalization of these spaces, through a method of continuation of traditions and history, are vital to the future success of these places and should promote a renewed sense of community, a sense of participation and contribution to a larger whole : the town.

Abstract:
In the past 15 years we have been involved in the rapid development of retail in Slovakia. Its globalization trends, materialized in shopping malls, often built on a 'green field' along major communication lines, have had a significant impact on commercial suburbanization. The “pulling” of large-scale retail centers on the outskirts of the city significantly affects the state and further development in the central part of the city, with frequent consequences (deadening) of traditional retail zones, many times leading to their disappearance. The new shopping zones change the mode of the time fund and the adopted daily cycles of shopping life for both urban and rural populations and promote consumerism. A number of elements adapt to this phenomenon, e.g. transport networks and parking facilities, opening hours of shops, monitoring the convenience of purchases through prices in leaflets between the traditional and new zone, synergy of non-commercial services, spending leisure time. Nowadays we are witnessing the penetration of foreign retail companies into the medium-sized to small towns of Slovakia and its changes in concentration, integration and internationalization. The aim of the paper is a brief description of the retail network in the typically small Slovak town of Zlaté Moravce. The next section presents the results of a survey of consumer buying behavior and evaluation of its conclusions.

‘Public memores’ are an imporant aspect in preserving a place’s culture and heritage. Actions of the government and society many times define/redefine identities of places, impacting collective memory of people in perceiving places. Conscious efforts are required to make and keep public memories alive. Insensitive and uninformed Urban Planning can lead to erasing history and heritage not just physically but from public memories as well. This Paper discusses the issues of Fading Urban Memories by taking case studies of two historic towns in the South Indian State of Telangana. Most of the Small & Medium Towns in Telangana, India, developed over the last two centuries from their historic core areas of the Capitals of erstwhile Samsthans/Zamindaris, land revenue admistration units/sub-regional authorities under the British and the Princely States’ Rulesin India till Independence in 1947. These Samsthans/Zamindars/ Jagirdars were ‘Chieftains’ of their own territories and ruled from ‘Palaces’ located in their Capital city/town. The palaces and historic areas of old Samsthan/Zamindari settlements represent local histories whose significance, memory, heritage needs to be preserved for posterity. Gadwa and Wanaparthy were two such towns, which developed mid-17 Century onwards becoming present day Municipalities of different Grades. The Department of Town and Country Planning, Govt. Of Telangana, prepares Master Plans for development of Municipalities. The surviving Fort/Palaces is marked by their present land use in the development plans, unrecognized for thier heritage status, thus posing threat to heritage being erased from collective Urban memory. The case studies presented in this paper are from the ongoing doctoral research work being done by the author at School of Planning and Architecture, Jawaharlal Nehru Architecture and Fine Arts University, Hyderabad, on the topic of ‘Planning for Conservation of Samshtan/Zamindari Palaces of Telangana and Andhra Pradesh’.

Abstract:
Many small cities and towns in rural states such as Indiana are crossed by arterial highways. The local traffic on these roads, particularly vulnerable road users, face the excessive risk of injury and death. This danger is amplified with local land development, driveways, and on-street parking in town centers. This report presents an Indiana study of the speeding problem on arterial roads passing through small communities. Past research on various countermeasures suitable for the studied conditions were identified and the connection between speed reduction and safety improvements was investigated in a sample of Indiana small towns. Promising speed-reduction measures include speed feedback signs and converging chevrons with speed limit legends marked on the pavement. Point-to-point enforcement is a modern and highly effective alternative that may be applicable on highways passing small towns if the through traffic prevails with limited interruptions. This report provides a method of evaluating the benefits of speed reduction in the studied conditions where the risk of severe injury and fatality is excessive to road users while the frequency of crashes is low. The method includes the proactive estimation of the economic benefit. The results indicate that both the local and through traffic on highways passing a small town benefit considerably from speed reduction even after accounting for the loss of time. An Excel spreadsheet developed in the study facilitates the calculations.
