Abstract:
Illegal migration from China is contrasted to that from Vietnam to highlight Hong Kong's unique place in such flows. Political upheavals in China, economic recessions and labor shortages in Hong Kong have caused waves of legal and illegal Chinese migration into Hong Kong which have been effectively contained through the vigilance of border patrols, police checks for identity cards, fines on employers of illegals, and cooperation from China. The increased numbers of Vietnamese boat people from 1988 led to a hardening in government and public attitudes, resulting in the reclassification of refugees as illegal migrants. The key difference in Hong Kong's effectiveness at stemming these two illegal migrant streams has been bilateral cooperation, which has been achieved with China but lacking in the case of Vietnam.

Abstract:
Cross-border transactions have been more and more popular around the world. However, the current cross-border transactions still have risks and challenges, e.g., differences in regulation policies and unbalanced profits of banks. To address this critical issue, we construct a new framework for the transaction system with the support of blockchain technology. In this paper, we propose a new consortium blockchain system, namely asymmetric consortium blockchain (ACB), to ensure the implementation of cross-border transactions. Different from traditional consortium blockchain, the new blockchain system could support the supernode to regulate all the transactions timely. Furthermore, the new smart contract is designed to lower the opportunity loss for each node and make the profits allocation system fairer. In the end, the numerical experiments were carried out based on the transactions of Shenzhen and Hong Kong. The results show that the proposed ACB system is efficient to make the profit allocation fairer for the participants and keep intelligent for the new cross-border transaction system.

Abstract:
Trade and investment have positive effects on economic growth and development, especially for developing countries, where trade openness could play a crucial role to eliminate poverty. But in the same way trade and investment can also harm the environment by producing GHG, pollutions and other environmental negative externalities. Since economic development, trade and environment are elaborately interconnected, it is indispensable to amalgamate environmentally affiliated issues on the development agenda. With expansion of economic activities and trade on the one hand and consequent threats to the environment on the other, the question of environment-friendly trade has emerged as a serious policy agenda in recent years. In that context, trade in climate smart goods (CSGs) is assumed to play a significant role in promoting sustainable development pathway. Given that China’s global trade is expanding at an unprecedented scale, the present paper is designed to analyze the trends and trading patterns of China’s trade in CSGs with the rest of the world. Based on the collected data covering the period of 1992 to 2016 from UN Comtrade, the analyses indicate that total trade in CSGs by China has been increasing, but its share in total trade volume is still very low. It is understood that China’s exports and imports of CSGs are dominated by a few products, namely photosensitive semiconductor devices (854,140), static converters (850,440), articles of plastic and arts of other material (392,690), photovoltaic system controller (853,710), discharge lamps, fluorescent (853,931), parts of electric motors, generators, generating sets and rotary converters (850,300), machine and mechanical appliance (847,989), other lead-acid accumulators (850,720), prism, mirrors and other optical elements unmounted (900,190), cooking appliances and plate warmers (732,111), gears and gearing, other than toothed wheels (848,340), other machinery, plant and equipment (841,989), filtering or purifying machinery and apparatus for gases (842,139), etc. While the major trading partners of China for CSGs are the USA, Japan, India, Malaysia, Germany, Korea Republic, Singapore, Thailand, Vietnam, the Netherlands, Hong Kong, Russia, Brazil, Australia, Pakistan, Israel, among others.

Abstract:
The early age is a substantial period in human development. The long-term benefit from participating in the early childhood education programs is increasing opportunities for the children to complete their higher education in order to get the better welfare future. In Sumedang regency - the location of this study - the children’s participations in joining the early childhood education programs had not been optimized yet. Approximately 47% of the children aged 4-6 years had not participated in the early childhood education programs yet. Thus, it was significant to seek out the factors influencing the children’s accessibilities to participate in the early childhood education programs in Sumedang regency in order to find out the alternative policy to increase their accessibilities to participate in the early childhoodeducation programs. The research was conducted in 2017 using the quantitative method. The data were obtained from the “2015 Susenas” which involved 300 respondents. The data analysis was performed by using the logistic regression with the 12th version of STATA software. The findings showed that the children’s accessibilities to participate in the early childhood education programs in Sumedang regency was determined by the educational background of the head of family, the marital status of the parents, the head of the family’s income, the number of the family members, and the children’s domicile. Giving knowledge about the importance of early childhood education to the lower educational background parents and enlarging the early childhood schools’ facilities and infrastructures especially in rural areas of Sumedang regency still needed to be improved in order to have better human resources in the future. This paper uses the methods of portfolio analysis, sharpe ratio, market value size grouping, and asset pricing model to study whether Northbound Capitals are smart funds. The results show that the return rate of Northbound capital outflow of stocks underperforms the index, while the return rate of continuous inflow stocks outperforms the index, and large-scale market capitalization stocks have received the highest returns. Also, this paper finds that the stocks that continue to flow in Northbound Capital have significant excess returns. Therefore, Chinese investors can learn from the investment methods of Northbound Capital to improve their investment level.

Abstract: Hong Kong is widely acknowledged as one of the busiest financial and economic center in the world. Hundreds of world-class companies establish their representative offices in this former British colony. For the effectiveness of their operations, the companies, using newspaper advertisement, actively recruits intelligent and smart employees. Current research was designed to investigate how companies appreciate interpersonal communication skills when hiring new employees announced in the advertisements. Content of weekend edition of South China Morning Post, called “Classified Post” (about 100 pages), was scrutinized. To gain a little insight of the same phenomenon in Indonesia some editions of “Klasika” section of daily Kompas was analyzed. It was found that awareness of interpersonal communication skill, in general, was fairly high in the case of Hong Kong (38.2%), but only 9.83% for Indonesia. The top two professions in Hong Kong requiring this skill was public relations official (38.1%) and sale persons (32%). In the case of Indonesia, it was secretary and finance officials.

Abstract:
Abstract Background Different Chinese versions of the Oxford Knee Score (OKS) are available for knee arthritis assessment. These include the Malaysian, Hong Kong and Singaporean Chinese versions with slight variations in wordings and use of Cantonese in the Hong Kong Version. This study evaluated the validity and reliability of the different Chinese OKS versions in Mainland China. Methods One hundred ninety four China mainland-based patients participated in the study, each being diagnosed with knee osteoarthritis. The patients were randomly assigned into 3 groups: Group A completed the Malaysian OKS; Group B completed the Singaporean OKS; Group C completed the Hong Kong OKS. Participants also completed the 36-item Short Form Survey (SF 36). The electronic versions of the questionnaires completed by the patients were sent to smart devices via a social media platform. Results Interclass coefficients for test-retest reliability of the groups were 0.917 in group A, 0.921 in group B, 0.824 in group C. Cronbach alpha results for internal consistency of the 3 groups were: 0.912 in group A, 0.896 in group B, 0.846 in group C. Spearson correlation results with individual SF-36 domains were as follows: Group A showed strong negative correlations with bodily pain and physical function domains; group B exhibited moderate negative correlations with the bodily pain and physical function domains; group C revealed strong negative correlations with the bodily pain and physical function domains and weak negative correlations with vitality domain. Conclusions Different Chinese versions of the OKS showed good reliability and convergent validity in mainland samples of patients with knee osteoarthritis, supporting their use in research and other related studies.

Abstract:
For the past 100 years, film has been almost the exclusive medium for capturing, storing, and displaying radiographic images. Film is a fixed medium with usually only one set of images available. Today, the radiologic sciences are on the brink of a new age. In particular, Picture Archiving and Communication System (PACS) technology allows for a near filmless process with all of the flexibility of digital systems. PACS consists of image acquisition devices, storage archiving units, display stations, computer processors, and database management systems. These components are integrated by a communications network system. Filmless radiology is a method of digitizing traditional films into electronic files that can be viewed and saved on a computer. This technology generates clearer and easier-to-read images, allowing the patient the chance of a faster evaluation and diagnosis. The time saved may prove to be a crucial element in facilitating the patient’s treatment process. With filmless radiology, images taken from various medical sources can be manipulated to enhance resolution, increasing the clarity of the image. Images can also be transferred internally within hospital departments and externally to other locations such as the office of the patient’s doctor or medical specialist in other parts of the world. This is made possible through the picture-archiving and communication system (Dreyer, Mehta, & Thrall, 2001), which electronically captures, transmits, displays, and saves images into digital archives for use at any given time. The PACS functions as a state-of-the-art repository for long-term archiving of digital images, and includes the backup and bandwidth to safeguard uninterrupted network availability. The objective of the picture-archiving and communications system is to improve the speed and quality of clinical care by streamlining radiological service and consultation. With instant access to images from virtually anywhere, hospital doctors and clinicians can improve their work processes and speed up the delivery of patient care. Besides making film a thing of the past, the likely benefits would include reduced waiting times for images and reports, and the augmented ability of clinicians since they can get patient information and act upon it much more quickly. It also removes all the costs associated with hard film and releases valuable space currently used for storage. According to Dr. Lillian Leong, Chairman of the Radiology IT Steering Group of the Hong Kong Medical Authroity, a single hospital can typically save up to 2.5 million Hong Kong dollars (approximately US$321,000) a year in film processing cost (Intel, 2007). The growing importance of PACS on the fight against highly infectious disease such as Severe Acute Respiratory Syndrome (SARS) is also identified (Zhang & Xue, 2003). In Hong Kong, there was no PACS-related project until the establishment of Tseung Kwan O Hospital (TKOH) in 1998. The TKOH is a 600-bed acute hospital with a hospital PACS installed for the provision of filmless radiological service. The design and management of the PACS for patient care was discussed in the first edition of this encyclopedia (Tong & Wong, 2005). The TKOH was opened in 1999 with PACS installed. At the beginning, due to immature PACS technologies, the radiology service was operating with film printing. A major upgrade was done in 2003 for the implementation of server clustering, network resilience, liquid crystal display (LCD), smart card, and storage-area-network (SAN) technologies. This upgrade has greatly improved the reliability of the system. Since November 2003, TKOH has started filmless radiology service for the whole hospital. It has become one of the first filmless hospitals in the Greater China region (Seto, Tsang, Yung, Ching, Ng, & Ho, 2003; Tsou, Goh, Kaw, & Chee, 2003).
