The processes of internationalization and globalization are ubiquitous. The growing number of international students in universities prompts the necessity of research into the best ways of teaching and learning the language of a host country. Language is a connecting link of prime importance in building up an efficient and suitable educational environment for an international student in a foreign country. This qualitative study sought to identify the most effective practices of teaching the host language as second language in leading universities of two countries: Germany and Russia. We interviewed ten teachers in each university regarding the specifics of organizing courses to teach the host country language as a second language. Our analysis revealed the difficulties teachers usually face in their work with international students, as well as effective methods and models of teaching international students. We interpret these findings using a framework for English Medium Instruction proposed by Dafouz and Smit (2012).

Abstract Research into the pedagogies employed by CLIL teachers has been limited to date and, as such, has been identified as a key area in need of further investigation (Pérez-Cañado, 2012; Dalton-Puffer & Smit, 2013). This review uses an elaborated 4Cs Analysis Framework (adapted from Coyle, Hood, & Marsh, 2010; Coyle, 2015a, 2015b) as a basis for analysis of studies of pedagogies implemented by CLIL subject teachers internationally and in Dutch classrooms. This allows us to place the Dutch situation in an international context and to identify avenues for future research and development. The following questions guided the review: (1) What appear to be the most prominent international trends with regard to the implementation of the 4Cs in CLIL subject pedagogies?; and, (2) To what extent do Dutch CLIL subject pedagogies appear to reflect these international trends? Findings about pedagogies reported in the reviewed studies suggest that, in general, studies from the Netherlands stand out compared to international studies in several respects. Specifically, there is evidence of a relatively strong pedagogic focus in the Netherlands on developing students’ intercultural competence. The Dutch studies also stand out, however, for not addressing the role that the L1 can play in CLIL pedagogy. Furthermore, a main finding is that both the Dutch and the international studies reviewed provide little insight into aspects of CLIL pedagogy related to subject-specific culture and into ways in which content and language are integrated.

The article examines theoretical approaches of realism, liberalism, Marxism and constructivism towards the investigation, analysis and understanding of the phenomenon of hegemony in theory of international relations. It analyzes the fundamental claims of key representatives of each of the suggested theoretical approaches regarding hegemony. The authors emphasize the importance of theoretical works of representatives of each approach and demonstrate their direct influence on the formation and development of the studied theory within the science of international relations. In particular, the article provides an analysis of the theoretical views of such leading international relations scholars and theorists, as John Ikenberry, Robert Gilpin, Charles Kindleberger, John Mearsheimer, John Ruggie, Alexander Wendt and Christian Reus-Smit. In addition, the views of Antonio Gramsci, Robert Cox, Robert Keohane and Joseph Nye, which formed the foundation of the theory of hegemony in international relations, were investigated. The authors emphasize on the fundamental impact of the investigated approaches of realism, liberalism, marxism and constructivism towards the understanding of the phenomenon of hegemony within the academia, as well as on the theoretical reasoning and on the realization of this phenomenon in international relations. Concordantly, the relevance of the study of the phenomenon of hegemony in terms of theory and practice of international relations is emphasized.

As a result of the internationalization of higher education across the globe, many programmes in non-Anglophone countries are shifting to English-medium instruction (EMI) to attract international students and staff, develop global skills in the home student body and increase employability (Dafouz and Smit 2020). Against this background, the purpose of this article is to argue for the need to reposition EMI teacher professional development (TPD) in a broader engagement portfolio, one that aligns more directly with the internationalization strategies of universities and that incorporates all the agencies involved. Adopting an applied linguistic angle, this study focused specifically on the Strategic Action Plan for TPD implemented between 2016-2019 at a large Spanish university. Methodologically, the study drew on an intra-university survey addressed to academic staff (n=2091) as a needs-analysis to tap into lecturers’ views of internationalization and EMI. The results will be useful for universities wishing to develop EMI TPD initiatives from an international perspective. The study closes with a reflection on the implications for the stakeholders involved, from university management, to academic staff, EMI educational developers and English language specialists.

AbstractThe role of English at European universities outside English-speaking countries has recently been so dynamic and complex as to merit elaborate acronyms and frameworks of comparison to capture the actual diversity involved in each case of using English, for example in what Dafouz and Smit (Dafouz, Emma and Ute Smit. 2014. Towards a dynamic conceptual framework for English-medium education in multilingual university settings.Applied Linguistics37[3]: 397–415) subsume under English-medium education in the international university. This contribution, however, looks at ELFFRA, English as a lingua franca in academic settings at the bi- and multilingual University of Fribourg, Switzerland. When English first became officially acknowledged as an additional academic language in 2005, being preceded by a period of “unruly” emergence, it was often the marked case, even in and for its local disciplinary speech events. Its current use at UFR as the default in some English-medium study programmes is by no means uniform or monolingual either. Meanwhile in the promotion of bilingualism in French and German, English is mostly “included” – reminiscent of the semiotics of the 2005 nonce coinage of “bi(tri)lingualism.” This contribution will revisit ideas about the “edulect” role of ELFFRA (Schaller-Schwaner, Iris. 2017.The many faces of English at Switzerland’s Bilingual University: English as an academic lingua franca at the institutionally bilingual University of Freiburg/Fribourg – a contextual analysis of its agentive use. Vienna: University of Vienna doctoral thesis) but look for it in unusual and under-researched places where it is indeed “included” viz. in beginners’ university language courses teaching the local languages French and German. First explorations will be shared and discussed with a view to what this might mean for ELF(A) and edulect.

The aim of this article is to provide a postcolonial reading of norms in international politics. Focusing specifically on the question of postcolonial agency, the article argues that the constructivist literature provides a distinctive spatial and temporal ordering of the ‘international’ that on the one hand can be seen to attribute agency to the postcolonial subject, while on the other can easily be interpreted as denying a presence for this subject. An alternative reading suggests that postcolonial agency is not only constituted by the international and its normative construction, but is also constituting, having the capacity to variously subvert and transform, but within limits. While some constructivist thinkers, primary among them being Christian Reus-Smit, recognise the normative order of the international as historically contested terrain, and where such contestation testifies to the role of the postcolonial world, how this role is articulated, and in what terms it is understood pose distinct challenges for understandings of agency and the constitution of the international. Focusing on Homi Bhabha and Franz Fanon, the article looks to how postcolonial thought can be mobilised to respond to this challenge, and to point to an alternative conception of the transformative potential of postcolonial agency. The turn to Bhabha and Fanon reveals such potential in both discursive and material terms so that where Bhabha can be said to frame agency and the terrain of the international in hybrid ideational terms, complementing Reus-Smit’s understanding of what can be termed the ‘postcolonial international’, Fanon’s more radical materialist ontology envisages agency in terms of embodied presence. This mobilisation of postcolonial thought provides the theoretical tools for conceptualising postcolonial subjectivity and articulations of agency in relation to the international and its constitution.

Globally, the tourism industry is recognised as one of the fastest growing industries, generating high revenues and creating a vast number of job opportunities. In South Africa, this is no different and, in recent years, the tourism industry has outshone the country's gold exports therefore claiming its position as the fourth highest earner of foreign exchange to date. Yet the industry is still to receive the attention it deserves from conventional economics. This research aimed to fill this gap in South Africa by providing an understanding on the determinants of international tourism demand for South Africa. The first objective of the study was to provide a broad overview of the tourism industry of South Africa. The discussion focused on the supply and demand sides of tourism which, in turn, are divided into the domestic and international tourism markets. There has been a high growth, especially in the international market since 1994 and, while domestic and international markets continue to grow, seasonality remains an issue. Tourism has a significant impact on economic activity, employment, and the balance of payments and therefore the industry has great potential. The second objective was to create a theoretical understanding on the different factors that could determine the international demand for the tourism product. From this discussion it was found that there are various economic and non-economic factors that are believed to have an influence on tourism demand. Income, prices, transport cost, and the exchange rate are amongst the favourite economic variables with travel time, population, marketing expenditure, climate, and capacity being the more popular noneconomic factors. Among these, certain threats were also identified that could have harmful impacts on tourism growth. The third objective and main aim of the study was to determine which of the factors identified earlier determine the demand for international tourism to South Africa. This was done through an empirical investigation. Data from all the continents were used to attain an international perspective on tourist arrivals (tourism demand). The results indicated that capacity and climate factors determine tourism demand in the short term with income and transport cost influencing South Africa as a tourism destination in the long term. The last objective was to determine whether certain events or disasters that take place globally have a negative influence on tourism demand to South Africa. The event that was looked as was the terror attacks on the United States in September 2001. It was found that although the overall tourism activity of the world became stagnant during this period, the effect was not that considerable in South Africa's tourism arrivals. Tourism in countries such as the United Sates, on the other hand, has still not recovered fully after this event.

This thesis deals with two theories of international trade: the theory of comparative advantage, which is connected to the name David Ricardo and is dominating current trade theory, and Adam Smith’s theory of absolute advantage. Both theories are compared and their assumptions are scrutinised. The former theory is rejected on theoretical and empirical grounds in favour of the latter. On the basis of the theory of absolute advantage, developments of free international trade are examined, whereby the focus is on trade between industrial and underdeveloped countries. The main conclusions are that trade patterns are determined by absolute production cost advantages and that the gap between developed and poor countries is not reduced but rather increased by free trade.
Die vorliegende Publikation vergleicht die zwei zentralen Theorien des internationalen Freihandels: die Theorie der absoluten Kostenvorteile und die Theorie der komparativen Kostenvorteile. Dieser Vergleich führt zu dem Schluss, dass die Theorie der komparativen Kostenvorteile im Gegensatz zu der Theorie der absoluten Kostenvorteile auf unrealistischen und problematischen Annahmen beruht. Im Anschluss werden auf Grundlage der Theorie der absoluten Kostenvorteile zentrale Tendenzen in der Entwicklung des internationalen Handels herausgearbeitet. Im Mittelpunkt steht hierbei die Auswirkung von Freihandel auf entwickelte und unterentwickelte Länder. Die zentralen Schlussfolgerungen dieser Arbeit sind erstens, dass die Richtung des internationalen Handels nicht durch komparative Kostenvorteile, sondern durch absolute Kostenvorteile bestimmt wird und zweitens, dass Freihandel zwar vorteilhaft für unterentwickelte Länder sein kann, aber dass durch Freihandel die Unterschiede zwischen Industrieländern und Entwicklungsländern nicht verkleinert, sondern vergrößert werden.

Como a bibliografia sobre esse assunto é extremamente ampla optamos por estudar a tese de Adam Smith. A escolha em pesquisar este autor reside na relevância que ele tem para a própria história do liberalismo econômico. Assim, a pesquisa será centrada principalmente na ideia de desenvolvimento construída por esse autor. No que tange a análise sistêmica, devido sua crítica à concepção ocidental de progresso, presume-se que essa abordagem seja adequada para rebater a concepção liberal de desenvolvimento. Portanto essa pesquisa indica um estudo que contraponha as perspectivas liberal e sistêmica sobre a questão do desenvolvimento econômico.
Abstract: The objective of this research is to study, from the bias of the systemic analysis, the liberal view of economic development. As the bibliography about this subject is extremely large, we opted to study the Adam Smith's theory. The choice in research this author keeps in his importance to the history of economic liberalism. Thus, the research will be mainly focused on the free market idea developed by this author. Regarding the systemic analysis, due to its criticism of the Western concept of progress, is assumed that this approach is appropriate to oppose the liberal conception of development. So this search indicates a study that contrasts the liberal and systemic perspectives on the issue of economic development.

Recognizing the importance of innovation, we see that entrepreneurship and its supporting ecosystem contributes to increased prosperity in society. We also understand that the entrepreneurial phenomenon increases in efficiency through internationalization. Within the international context, knowledge transfer can be complex and requires people of multicultural background for successful interpretation. Demanding abilities to code and decode the transferred knowledge and integrate it into practices, interactions and learning for successfully creating new knowledge as a result. Our purpose for this research was to emphasize and give clarity of the process from initiatives to internationalization to successfully transferring knowledge. Being master students in an entrepreneurial program and working with related projects in our worklife, we were accustomed to- and possessed necessary background information for the topic. This gave us abilities to contact and form interviews for various science and technology parks (STP). We were motivated to collect data through a qualitative study, interviewing STPs with practical insight measuring selected theories presented in our literature review. Our findings correlate the selected theories, and give impressions that networking platforms provided by government, universities and international organizations contribute significantly in connecting STPs to international players. We also record that the government’s position is crucial in providing infrastructure and financial support to STPs. Further the challenge of knowledge transfer is positively related to complementary interest and trust, which is better resolved through awareness of multicultural networks. Further research can be recommended to investigate the objectives of institutions in an entrepreneurial ecosystem, between and in relation to the tenants. For direct understanding of international activities, we would also like to propose a research measuring science and technology parks’ engagement for internationalization and the financial results of tenants within the same time period.

L'objectif de cette thèse est la définition de taux de change d'équilibre macroéconomique de chaque pays, en tenant compte du caractère interdépendant des économies. Nous examinons les taux qu'implique la parité de pouvoir d'achat et nous testons sa validité. Les résultats de nos calculs infirment cette théorie, tant dans sa version absolue que dans sa version relative. Nous essayons ensuite d'expliquer les écarts par rapport à celle-ci à partir de relations de long terme et en prenant en considération des variables structurelles des économies. Le taux de change réel s'avère une fonction positive du revenu réel par habitant, des productivités relatives entre secteurs, de la qualité de spécialisation, et du taux d'épargne relatif. Nous proposons enfin deux méthodes afin d'établir des taux de change d'équilibre de moyen terme. La première méthode se fonde sur le principe de répartition proportionnelle des déséquilibres mondiaux entre pays. La seconde méthode se réfère à une situation d'équilibre de la balance extérieure des pays, qui est, elle-même, fonction des différentiels de croissance entre pays et des écarts de compétitivité prix. Des taux de change calculés selon ces méthodes sont susceptibles de servir de valeurs de référence dans le cadre d'un système de gestion des taux de change des grands pays industriels
The purpose of thisthesis is to define macroeconomic equilibrium exchange rates, given the interdependent nature of the industrial economies. First we consider the rates implied by the purchasing power parity theory and test its validity. Our results reject this theory in both its absolute and relative version. Second, we try to explain deviations from P. P. P. Using long-term relationships and taking into account structural variables of the economies. The real exchange rate is proved to be positively related to the level of real income per capita, to relative productivity, to tha quality of trade specialization, and to the relative saging rate. Third, we propose two models in order to establish medium-term equilibrium exchange rates. The first one is based on the principle of proportionnal distribution of world disequilibria between countries. The second one refers to a balanced trade account, which in turn is determined by differencies in growth rates and price competitiveness. Equilibrium exchange rates resulting from these models can be used as reference values in the framework of international management of the exchange rates of the major industrial countries

L'approche théorique par la mise en évidence des liens d'interdépendance et la perception des asymétries mondiales. Les effets externes des politiques économiques justifient la recherche d'un équilibre coopératif selon la théorie des jeux. Cet équilibre est difficilement accessible du fit des asymétries qui modifient les données du jeu politique. L'approche historique et économétrique révèle l'absence d'un équilibre coopératif au cours de l'histoire du système monétaire international depuis 1945. Des études économétriques sur la période récente soulignent les faiblesses des tentatives coopératives et la tendance à la convergence des politiques économiques au sein de l'OCDE. La coopération reste un projet pour l'avenir, si elle peut s'inscrire dans un cadre plus institutionalise propre à dépasser les asymétries mondiales
The thesis evokes the question of economic interdependence and monetary policy coordination at several points of views. The theoric approach begins with the determination of economic interdependent links and the perception of world asymetry. Economic policies externalities justify the search for a cooperative equilibrium, according to the game theory. This equilibrium isn't very easy to achieve because of world economic asymetries. The historical approach has shown the absence of a cooperative equilibrium in the history of the international monetary system since 1945. Some econometrical studies emphasize the results of current attempts of cooperation : the economic convergence. Cooperation remains a project for the future within the framework of institutions which would be likely to go beyond the asymetries

The floating sheerlegs of SMIT are used for a large variety of tasks in sheltered, near shore as well as offshore environments. Generally the tasks vary from recovering operations (salvage) to inshore installation work. Originally, the usage of floating sheerlegs was driven by their robustness, needed for recovering work and shallow draft, needed for working near shore. In the past years the sheerlegs of SMIT became increasingly utilized for installation work offshore. As a result, the need for more detailed analysis showing the feasibility, related safety and reliability of operations emerged. In the engineering phase of such offshore installation projects these aspects are analyzed for each operational phase from load-out, towage to offshore lifting and installation. This paper addresses the crucial elements that need to be addressed when a floating sheerlegs is utilized for offshore installation work. The engineering topics that will be discussed in this paper are stability, strength and multi body dynamics. To demonstrate the relevance and validity of the discussed topics, an offshore installation project is analyzed in terms of measured motions and wave conditions.

Abstract:
The concept of improving the efficiency of IT projects management is proposed, based on an integrated system approach to IT projects management and implementing a rational choice of parameters of the IT projects management system. The described approach provides integrated information processing and support for management decision-making at all stages of the IT project implementation. The integrated system approach to improving the efficiency of IT projects management involves the development of new algorithms for forming structure and composition of project teams and distribution of project team participants to project tasks using evolutionary modeling. The advantage of the proposed approach is the ability to quickly respond to changes in the parameters of internal processes of an IT project and an external environment. The proposed approach was tested when creating the corporate information system of “SMIT-Yartsevo” LLC. The application of the proposed approach at “SMIT-Yartsevo” LLC ensured the reduction in the labor intensity and timing of the implementation of the main stages of the project to create the corporate information system by increasing the efficiency of managing the formation of project teams and the distribution of tasks among project team participants.

When focusing on offshore installation work, it can be seen that there has been a shift from one-off installations for the oil and gas industry to repetitive installations of, for instance, offshore renewables. An important aspect, which plays a large part in the success rate of these repetitive installations, is the workability of the installation vessels. SMIT understands the importance of workability and is looking into ways to increase the workability of their sheerlegs crane barges in an offshore environment. A proposed method to increase the workability is the use of a floating wave barrier (FWB). This FWB can be a specific structure designed for this purpose, or, as in this case, a barge used for the transportation of the structures that will then be installed by the sheerlegs crane barge. This paper discusses the effects of a FWB on the first-order motions of the sheerlegs crane barge. Dependent on the environmental conditions, the use of a FWB can decrease the first-order motions of the vessel and increase its workability on that particular phase in the total installation sequence. When applied on the phase with the lowest workability in the installation process, this can result in a higher overall workability. The limits of the use of a FWB are also discussed, particularly with respect to wave height and period.

Abstract:
For the transport of large structures over sea, offshore going barges are one of the preferred means of transportation. The resistance and towed stability of these vessels are of prime importance with respect to the economic feasibility of transport. To ensure acceptable towed stability behaviour, side skegs are generally placed under the aft ship of the barge. However, these skegs give additional resistance and thus undesired fuel consumption. SMIT and MARIN joined forces with the intention of designing a new ocean going barge with sufficient towed stability and superior resistance characteristics compared to the already low drag Giant 4 barge. The Giant 4, for which favourable tow characteristics were observed during its service, was used as a reference vessel. The first step was to modify the hull form in order to fulfil SMIT’s design requirements. Subsequently, a detailed CFD study into the flow around the barge and the size, shape and positioning of the side skegs was performed leading to a significant resistance reduction. However, this reduction in resistance led to a degradation of the towed stability of the vessel, which was compensated for by adding a centreline skeg. The final design has a 14% percent reduction in resistance compared to the existing barge, with comparable towed stability. A model testing program was performed in order to validate the CFD computations. The agreement between the CFD and experimental results was found to be very good, demonstrating that CFD tools can be used to optimise the resistance and towed stability of barges.
