Abstract:
A report from the Child Poverty Action Group (CPAG) showed that £900 million a year of social benefits are unclaimed. Supplementary benefit accounts for most of this. Three out of ten people entitled to claim are not getting the benefit which is their due. The lowest take-up rates are among working families with children. Only half of those entitled to Family Income Supplement are receiving it. The take-up of rent rebates by families with dependent children is 58 per cent and of rate rebates 45 per cent.

Abstract:
This article explores and tests whether awareness of social equity in public services delivery is existed in local public administration and citizens, and whether these perceptions are different between local offices and citizens. Using data from a survey of Pakistani local public offices (n = 150) and citizens (n = 1200), the authors generally find positive awareness of fairness, justice and social equity but the strength of the associations vary among different level of income groups. Awareness of fairness and justice and social equity differs significantly between public offices and citizens in services delivery. The practical implications of the findings and recommendations are discussed. The important implication this article shows that local public organizations can benefit in issues of fairness, justice and in equity in public services delivery while facilitating the two-way communication between public offices and citizens and there is need of professional public administration that can understand and practice social equity.

Abstract:
Resumo A presente pesquisa teve por objetivo desenvolver uma Escala de Intenção de Permanecer em Distanciamento Social (EIPDS) com base na Teoria do Comportamento Planejado (TCP). O modelo teórico estabelece que as variáveis “atitudes”, “normas subjetivas” e “controle comportamental percebido” são preditoras da intenção de permanecer em distanciamento social (IPDS). O delineamento metodológico foi o de levantamento online com amostragem não probabilística. A pesquisa contou com 786 participantes brasileiros, majoritariamente residentes da região Sul do país. As variáveis da TCP explicaram 85% da variação da IPDS: normas subjetivas (β = 0,69), atitudes (β = 0,24) e controle comportamental percebido (β = 0,07). Os resultados evidenciam quais crenças subjacentes exercem influência sobre a formação da IPDS e podem servir às organizações públicas e privadas no processo de desenvolvimento de estratégias de promoção e engajamento da população na adoção do comportamento de “permanecer em distanciamento social” no Brasil. O trabalho apresenta as implicações práticas, as limitações da pesquisa e as possibilidades de estudos futuros sobre a IPDS.

In times of pessimism when psychiatry is described as in decline, subject to public scepticism with the psychiatrist's role threatened by social workers, psychologists and community nurses, one's immediate reaction is to adopt a historical perspective. The advances achieved during the last 50 years which I recall are so impressive that it seems reasonable to see current legal and bureaucratic problems as resembling a ditch rather than a precipice! These advances have occurred in spite of adverse administrative situations. It is important to remember that in spite of its merits the National Health Service was not conceived with Mental Health Services in mind—nor were Social Work Services.
