The development of information and communication technologies and the spread of network services have made computers, tablets and smartphones an indispensable tool for work, learning and entertainment. The aim of the research is to present selected social and economic aspects related to computer games, which are the most popular form of e-entertainment incontemporary youth. In 2017, demand for e-entertainment has generated annual revenues of $ 108.9 billion globally. The use of computers and mobile phones (often with Internet access) for games is becoming more and more common among young people, which results in excessive involvement of young people in computer games, especially preferred by men.The main objective of the research is therefore exploration of this phenomenon among the young middle schools, secondary schools and students.

AbstractIntroduction: Computers and the applications of today’s high technology can simulate reality so realistically that virtuality has become part of both children’s and adults’ lifestyles (Nagy & Kölcsey, 2017; Szécsi, 2012). However, it did not emerge with the computer applications, but with human thinking and part of that, the virtual conception of the world. In addition to social changes this development can be observed on individuals as well.Purpose: This study shows the development of virtuality through the examples of cultural, philosophical, aesthetic, then the psychological and pedagogical development of the individual with the help of some important studies.Methods: This study presents the social and individual development of virtuality throughout theoretical analysis of the research results.Conclusion: Virtuality has already an important role in the technological and economic sphere and its impact on social innovations, individual and social life can be felt as well. Virtuality-research, its application and improvement contribute to experience a more complete reality and to the improvement of human life quality.

Abstract The basic idea of is the Internet of Things is presence around us of a variety of things – such as RFID tags, sensors, actuators, mobile phones, etc. – which are able to interact with each other and cooperate with their neighbors to reach common goals. Semantic oriented IoT visions have also been proposed. The number of items involved in the future Internet is destined to become extremely high. Therefore, issues pertaining how to represent, store, interconnect, search, and organize information generated by the IoT will become very challenging. In this context, semantic technologies will play a key role. And creative approaches to visualizing data – humans are far better than computers at seeing patterns –frequently prove integral to the process of creating knowledge. From a privacy perspective, IoT is challenging because it operates in private settings, like homes, and presents an attack target that is harder to secure.

Abstract:
The relevance of the study lies in guaranteeing the safety of personal computers for consumers (users) and complying with the requirements of technical regulations in this part. The purpose of the study was to determine and analyse the factors of personal computer assortment formation under the conditions of the uncertainty of economic and social features of modern times, with a focus on aspects of safety and environmental responsibility of computer equipment, as a priority mechanism for consumers. Emphasis is placed on cyber security, the importance of protecting a personal computer from cyber attacks. Methods of systematic analysis of statistical databases were used in the study. The high rates of development of Ukraine in the field of computerisation of many areas of industry and economy during the years 1993-2023 were noted. It has been proven that as of the year 2024 there is one personal computer, a tablet, a laptop or a netbook in every household. Changes in the economy, politics, technological aspects and other external factors that can affect the personal computer market are shown. The ability of companies to adapt to changes and requirements is noted as a key source of their success. The ergonomic, anthropological, psychophysiological requirements for screen devices that guarantee the safety of consumers (users) are given. The conditions of compliance of personal computers with the requirements of technological regulations in terms of ecodesign, aimed at improving the environmental safety component in accordance with consumer requirements, are defined. It is shown that the modern market of personal computers has several key trends in the formation of assortment policy which includes: flexible configurations and individualisation; increased attention to the gaming segment; development of artificial intelligence technologies; increasing the amount of memory and speed; environmental responsibility; development of wireless technologies; high mobility; focus on high-performance workstations. It has been determined that compliance with environmental safety requirements is important for business, because companies that pay attention to environmentally responsible may have a competitive advantage. It is shown that the most common are the standards and certification systems for personal computers, which are a series of certification standards that determine the requirements for the environmental and ergonomic quality of computer equipment, in particular, monitors. The practical significance of the results lies in increasing of the competitiveness of personal computers, taking into account the safety recommendations for consumers (users) of the relevant equipment to strengthen the role of environmental aspects and cyber security requirements

Understanding of these meanings is the task of cultural sociology. The main goal of the cultural sociology is to show aspects of the collective unconsciousness. This result is based on unconscious cultural structures that lead society to the ideas of the Enlightenment. However, the process of understanding may change, but the structure does not break apart because Society cannot survive without these structures.</p><p>In this research, we ask one question: “what is cultural meaning of Computer based on cultural sociology theory of Jeffrey C. Alexander”? This study seeks to determine the cultural meaning of computer with Knowledge and method of cultural sociology; also we try to understand symbols, codes and narratives about computer according to Alexander.</p><p>According to Alexander, computers were coded as good or sacred since its entry into the west public sphere and were presented the good narrative from it, such as salvation narrative, eschatology narrative and Apocalypse narrative. But gradually, the good times ended and the dark side of the computer crash on human and romantic story with computer showed its pathological aspects. Gradually the cultural meaning of computer was different in social life in the West. Computers were coded as an aspect of evil. Population gradually saw the computers as unholy or profane. Computers became the Frankenstein monster in West.</p>

Abstract:
Much IT research and practice attempts to understand and design for the interaction between human beings and computers. This paper focuses on the two most well-known approaches in this area, namely Human-Computer Interaction (HCI) and Computer Supported Cooperative Work (CSCW)2. I argue that HCI and CSCW reflect different aspects of human activity, which can be characterized as the cognitive and the social aspects of systems design. This paper examines these two approaches rom a (meta)theoretical point of view focusing on their ‘unit of analysis’, as well as their underlying philosophical assumptions. It is argued that the two approaches draw on distinct and somewhat contradictory philosophical ideas and theories, and consequently suggest different solutions to the design of computer systems. Much HCI work adapts a cognitive psychological perspective, focusing on the cognitive aspect of systems design, whereas CSCW work takes on a sociological perspective dealing with social and organisational aspects of systems design. In order to achieve a more ‘coherent’ understanding of systems design and computer-mediated work we need to ‘integrate’ the cognitive perspective (internal thought processes) and the social perspective (external social behaviour). Based on a dialectical-materialistic philosophy and the psychological approach developed from such principles, that of Activity Theory, I situate cognitive and the social activity within a broader framework for working life.

This paper discusses the computer literacy standard of students with respect to the European Computer Driving License (ECDL) and general informatics curricula of comprehensive schools. Some aspects of relations to ECDL Start modules are analyzed. The main attention is paid to discuss the virtue attitude of using the information and communication technology as well as to general capabilities related to computer literacy. The main propositions are presented and motivated. This thesis is focused upon the development of the computer as a communication medium in history. To accomplish this, the computer is understood as constructed by language and technology where these are in turn grounded upon their roles as forms of cultural mediation. As methodology is of paramount importance, the digital medium is heuristically employed to discuss the epistemic and phenomenological significance of communications media. The more general inference therefore concerns the role of socially constructed media in the fabric of cultural development. In addressing this concern, the paper finds that communications media stand as the repositories of knowledge in the form of artificial memory and figurative technique. The computer then, as a medium in history, may arguably be declared as a paradigmatic instantiation of this role.

Abstract:
This thesis looks at how older people integrate computers and the Internet into their everyday lives and make these technologies their own as part of their broader experience of ageing. The thesis starts by considering the limits of current ‘deficit-driven' models of accessible design used in relation to older people and highlights a need to develop new approaches which can accommodate the adaptive and ‘positive' capacities that emerge with advanced age. The approach subsequently developed provides a consideration of older people's situated and subjective experiences in relation to computer and Internet engagement as part of their adaptations to ageing. Qualitative and ethnographic data in the form of participant observations, contextual interviews and video-based observations are all used to examine the ways in which older users identify computers and the Internet as relevant and construct meaningful uses for them over time. Four case studies are used to explore the contextual and subjective determinants of these emerging psycho-socio-technical relationships over time and in different contexts. Through grounded analysis patterns are established in the data which outline persistent qualities of these emerging relationships in relation to ageing. A psycho-socio-technical process known as ‘appropriation' is used to frame these adaptive relationships as they develop over time. In contrast to existing models of accessibility this analysis shows computer and Internet appropriation to be driven primarily by positive adaptations to ageing rather than its deficits. Six ‘core themes of relevance' are identified across the studies (social contact; acquiring knowledge; supporting independence; intergenerational connection; reminiscence and life review and creativity) which represent age-relevant motivations that can be used as the basis for accessible designs promoting appropriation. In addition appropriation is outlined as a cumulative developmental process with distinct phases over time. This provides a structure for supporting older people's appropriation of computers and the Internet whilst maintaining an emphasis on well-being. Finally this thesis contributes to understandings of contemporary ageing, offering insights into the potential for computers and the Internet to change the ageing experience in developed societies.

 The relationship between Internet technology and human beings has been the main focus in the realm of Internet study. Those studies, generally speaking, either paid attention to the political, economical and social influences of the burgeoning Internet technology on human society, or focusing on the changing of human behavior, attitudes and psychological conditions in the Internet technological environment. Lacking of considering the core nature of Internet technology, most of studies, though proposed many insightful arguments, cannot explain why and in what way the Internet has such great influences on human beings. Since the Internet technology constructed the cyberspace, its relationship with human beings has been undoubtedly influenced by the inherent nature of the Internet. Examining the intrinsic nature and the bias of Internet technology, this study proposes the concept of cyber-micropower to describe the power relationships in the Internet field, and explores the origins of cyber-micropower. By investigating the formation and operational mechanism of the three kinds of cyber-micropower – information micropower, context micropower and subject micropower, this study provides a new analytical framework to the Internet study as well as understanding various cyberspace phenomena. The qualitative methods, especially critical literature research, online participant observation, and oral history are adopted to make thick description of various online phenomena, get empirical online data and develop the key concept of cyber-micropower. Particularly, the formation of information micropower is examined through the phenomenon of online free. Based on the analysis of online virtual identity, the formation process of context micropower and subject micropower can be developed. Then, the operational mechanism of cyber-micropower was mainly investigated through human flesh searching phenomenon. Briefly, this study argues that the bias of Internet technology is liquidity. As the core features of the Internet, both digitalization and networking of information directly reflect the widespread requiring for liquidity. This liquid Internet plays the role by empowering cyber subjects. Cyber-micropower, then, is the liquid networking relations among cyber subjects. During online interactions and the Internet use, cyber subjects always tend to make surveillance and self-surveillance, restriction and self-restriction, group participating and other ways, through which cyber subjects adapted to the new liquid cyber contexts and relations, as well as positioning their own locations in the liquid network. This new liquid disciplinary model in the “many watch the many” kind of cyberspace is the operational mechanism of cyber-micropower. Accordingly, disciplined cyber subjects and cyber conditions are like numerous panopticons superimposed together. Then, this study further argues that with the development of Internet technology, the liquid may be faster, and a larger scale of digitalization and intensive networking will follow. Such trends, though may liberate human beings initially, will go beyond humans’ ultimate state in the end. The liquid nature of information restricts cyber subjects’ ability of self-reflexive and understanding. And the liquid cyberspace may promote multiple and unstable virtual identities. As a result, cyber subjects’ cyber-micropower will become more fragile and sensitive. And the human nature may also be networked and liquefied gradually. Yet, when human beings become numerous nodes in the liquid network, not only their traditional ethics and morality are in the danger of reversing, but also the meaning of humans’ existence may be challenged.

Selecting a suitable mobile application development framework is challenging. Multiple frameworks exist with respective strengths and weaknesses, and evaluations comparing the different frameworks are lacking. Each company and developer has its own demands and preferences, thereof, no single development framework poses as a suitable solution for every situation. This study is aimed at contributing to the current foundation of research by examining Android application development for handheld computers. By selecting promising cross-platform frameworks and comparing these with the native development framework for Android this study shows that cross-platform development frameworks can provide the tools required to build sufficient applications for handheld computers. This is particularly relevant for the developers affected by the termination of support for Windows Mobile. The findings of this study show that the frameworks Flutter and Xamarin both pose as promising alternatives to native development.

Abstract:
While most scholars agree that the development of increasingly sophisticated computer-based technologies over the past thirty years and their ubiquitous use in work settings are important technological transformations, it is still question whether they constitute large-scale and meaningful social transformations. In this dissertation, it is argued that transformations cannot be understood by studying technologies in isolated and circumscribed analyses, rather they must be understood in the historical and socio-political context of their development and use. Several important questions are being asked: Will social relations in work settings be transformed so that they are more collaborative and less hierarchical, as many proponents of new group support systems predict? Will workers in computer-using organizations share equally in the production and control of skills and knowledge? Or will the use of new technologies reinforce and reproduce the current distribution of power, authority and knowledge in organizations? In order to answer these questions, a meta-analytic framework is developed. It comprises a continuum from micro- to macro-social interaction contexts, including six key fields of action surrounding the use of new technologies: (1) design; (2) use; (3) infrastructure of support; (4) work group governance; (5) organizational contexts; and (6) organizational fields. Four field studies are conducted with in vivo, ongoing organizational work groups using three new computer-based information technologies. There is little indication that hierarchical forms of work group governance are being restructured along the lines of more flexible and collaborative forms of work organization. There is, however, some evidence for power shifts among relatively disenfranchised high status participants in ongoing project teams. In addition, distinctive cultures emerged in ongoing groups that used group collaboration systems. In the desktop computing and desktop group support system work groups, skills and knowledge about their own computing environment were differentially distributed, so that lower status workers were less knowledgeable. Thus, the routine use of new technologies is most likely to reinforce the current distribution of authority and power in organizations.

Cyberhistory is a thesis presented at The University of Western Australia for the Degree of Master of Science. Computer history is its prime field of focus. Cyberhistory pursues four key themes in computer history. These are, gender, the notion of the periphery, access and the role of the proselytiser. Cyberhistory argues that, gender issues are significant to computer history, culture ascribes gender to computing, and culture has driven computer development as much as technological progress. Cyberhistory identifies significant factors in the progress of computer technology in the 20th century. Cyberhistory finds that, innovation can occur on the periphery, access to computers can liberate and lead to progress, key proselytisers have impacted the development of computing and computing has become decentralised due to a need for greater access to the information machine. Cyberhistory traces a symbolic journey from the industrial periphery to the centres of computing development during WWII, then out to a marginal computer centre and into the personal space of the room. From the room, Cyberhistory connects into cyberspace. Cyberhistory finds that, despite its chaos, the Internet can act like a sanctuary for those seeking to bring imagination and creativity to computing.

Resumo: Conectando pessoas e presente em todos os aspectos da vida, quando projetadas para este fim, as tecnologias têm potencial de influenciar a forma com que pessoas em um grupo social percebem e se relacionam com as coisas no ambiente. Este estudo de doutorado em Interação Humano-Computador (IHC) investiga como elementos motivacionais da Psicologia podem ser aplicados para informar o design, explo- rando esse potencial da tecnologia em promover mudanças sociais. O estudo é instanciado no domínio de consumo de energia elétrica, lidando com o desafio contemporâneo de cons- cientizar a sociedade dos limites naturais do planeta no que diz respeito ao uso de recursos naturais. Informar o design com aspectos motivacionais é uma abordagem recente em IHC. Quando encontrada na literatura, comumente tem foco em aspectos individuais e intrín- secos da motivação. Contudo, como argumentado nessa pesquisa, o contexto sociocultural evidencia a importância de considerar também os fatores externos que motivam as pessoas a se engajarem com uma tecnologia e com uma determinada questão social. Por considerar tanto fontes intrínsecas quanto extrínsecas de motivação, a Teoria da Autodeterminação é então considerada o principal referencial teórico da Psicologia nessa investigação, e a Semiótica Organizacional é a base metodológica para analisar os elemen- tos socioculturais que influenciam a motivação extrínseca. A análise situada dos dados socioculturais por uma perspectiva motivacional levou ao design da Tecnologia Socialmente Informada para Eco-Feedback de Energia (sigla SEET, em inglês), uma arquitetura que tem por objetivo estabelecer um novo padrão de com- portamento, ou uma nova maneira de perceber o consumo de energia coletivamente. O SEET é composto por um sistema interativo que promove colaboração, e pela Árvore da Energia, um dispositivo de feedback tangível para locais onde há encontro de pessoas. O SEET é avaliado em dois cenários complementares: uma Escola de Ensino Funda- mental no Brasil, onde os dados socioculturais foram coletados, analisados e aplicados para informar o design; e no contexto de um departamento de uma universidade no Reino Unido. Aspectos motivacionais da arquitetura do SEET são então analisadas, assim como o impacto dessa tecnologia ao desencadear as esperadas mudanças sociais
Abstract: By connecting people and being present in almost all aspects of life, when properly de- signed for that, technology can potentially influence the way people in a social group perceive and relate with things in their environment. This PhD study in the Human-Computer Interaction (HCI) field investigates how motivational elements from Psychology can be applied to inform the design aiming at exploring this potential of technology for promoting a social change. The study is in- stantiated in the energy consumption domain, coping with the contemporary challenge of raising awareness among the society of the planet¿s natural resources usage and limits. Informing the design with motivational aspects is a recent approach in HCI. When found in literature, it is mostly focused on individual and intrinsic aspects of motivation. However, as argued in this research, the sociocultural context evidences the importance of considering also the external factors that motivate people to be engaged with technology and the social issue. By taking into account both intrinsic and extrinsic sources of motivation, the Self- Determination Theory is then considered the main theoretical background from Psychol- ogy in this investigation, and the Organisational Semiotics the methodological basis to analyse sociocultural elements that influence extrinsic motivation. The situated analysis of sociocultural data with motivational lenses has led to the de- sign of a Socially-informed Energy Eco-feedback Technology (SEET), an architecture that aims at establishing a "new pattern of behaviour", or a new way of perceiving collective energy consumption. The SEET is composed by an interactive system that promotes collaboration and The Energy Tree, a tangible and public feedback device for gathering places. The SEET is evaluated in two complementary scenarios: an elementary school in Brazil, where the sociocultural data was collected, analysed and applied to inform design; and in the context of an university department in the United Kingdom. Motivational as- pects of the SEET architecture are then analysed, as well as the impact of this technology to trigger the desired social change

ENGLISH ABSTRACT: The Internet and its Cyberspaces were developed in the 1960s to create a means to transfer information without the risk of interception and annihilation. Today, 40 years later, the Internet has grown in both size and application. The most used applications are still conversation and sharing of information. This thesis is an ethnographic account of my experiences in a Cyberspace of the Internet- a virtual community with the name Amazon City.com. Virtual communities are spaces on the Internet where people come together to discuss their daily lives, issues and anything that's appropriate for the particular community. It is seen as a response to the demise of third places in off-line life, globalisation, etc. The communities that form in these areas develop cultural assumptions. These cultural assumptions are revealed to a new member through time and interaction in the conferencing area. The assumptions that I experienced range from knowledge needed to be an excepted and successful member of the community, to language use and identity of the members. The conclusion was reached that members view their participation and membership in these communities as just as fulfilling and real as their activities in off-line communities. Further aspects that make a site a growing and economically feasible business strategy for its owner(s) were my next focus. Internet commerce is growing at an astonishing rate. Internet business does not only imply the selling of products on-line. Computermediated communication devices have been implemented on commercial sites after it was found in the early 1990s that people are looking for something more than just another shopping area. Other ways that this type of dot com site uses to generate revenue and whether the members on the site are perceived as citizens or ultimately as consumers were also studied. It was found that members see themselves as citizens but site loyalty will push them to act as consumers when need be. The commercial aspects of these sites are a part of and necessary for the existence of the dot com site, and the community that fosters there.
AFRIKAANSE OPSOMMING: Die Internet en sy Kuberruimtes is ontwikkel in die 1960s as 'n manier om inligting oor te dra sonder die risiko van intersepsie en vernietiging. Vandag, 40 jaar later het die Internet gegroei in beide grootte en toepassing. Die mees algemene gebruike is nogsteeds kommunikasie en die oordrag van inforrnasie. Hierdie tesis is 'n etnografiese studie van my ervaringe in 'n Kuberruimte van die Internet- 'n virtuele gemeenskap byname Amazon City.com. Virtuele gemeenskappe is areas op die Internet waar mense bymekaar kom om hul daaglikse lewens, kwessies en enige iets toepaslik vir die spesifieke gemeenskap, te bespreek. Die tipe gemeenskap word gesien as 'n reaksie van die verval van "derde plekke" in af-lyn lewe en globalisering Die gemeenskap wat vorrn in hierdie areas ontwikkel kulturele veronderstelling. Rekenaar-ondersteunde komrnunikasie toestelle is geimplimenteer op kornmersiele webbladsye nadat dit gevind is in die vroee 1990s dat mense soek vir 'n plek wat meer is as net nog 'n winkel. Ander maniere wat hierde dot com webbladsye gebruik am inkomste te genereer en of die lede gesien word as burgers of as verbruikers word ook bestudeer. Daar is gevind dat die lede hulself sien as burgers maar webbladsy lojaliteit sal die lede aanspoor om as verbruikers op te tree indien nodig. Die kommersiele aspekte van die tipe webbladsy is 'n noodsaaklik deel vir die voortbestaan van die dot com webbladsy, en die gemeenskap wat daar ontwikkel.

Abstract Social life cycle assessment (SLCA) is a newly developed concept that is used to assess the potential positive and negative social impacts of products and services. However, the existing approaches have not focused on improving social aspects in the execution of computer-aided design (CAD) software. The Idaho National Laboratory’s Materials and Fuels Complex is currently using Creo Parametric CAD software to design all experimental equipment. The purpose of this study is to conduct a socio-environmental life cycle assessment on the existing design procedures and present the findings and possible solutions to upper management. A comparison was performed to highlight the differences between the procedures. To determine the social effects, the Social Hotspots Database in OpenLCA was used in connection with a low, medium, high, and very high scale, which was used to quantify specific social categories. The social categories developed for this study include communication, rework time, time spent investigating non-normal methods of task completion, excessive working time, and social impacts of electricity usage. The environmental aspects were calculated by gathering data on carbon dioxide emissions per computer, utilizing the Creo software. The results produced through the calculations show that in all three areas of interest, the proposed approach decreased time and carbon dioxide emissions as well as an increase in employee satisfaction. Due to the virtually nonexistent SLCA studies in relation to the use of CAD software, it is anticipated that this study will provide a starting point for a more in-depth analysis of engineering departments.

Computational Intelligence (CI) is a dynamic field of research, covering a large range of processing methods and providing value to many real life applications. From fuzzy reasoning, through evolutionary computation to machine learning (ML), important CI paradigms proved value in science and technology. However, learning from data through examples, as a ML way of thinking, is the main characteristic of the new smart systems. Old systems used pre-programmed rules to help a decisional process mainly human centered. Machine learning is developed taking into acount methods from computer science, statistics, and data science. Learning from data is possible by processes of supervised learning, unsupervised learning, semi-supervised learning, reinformcement learning, transduction, and learning to learn (inductive). Mainly, mathematical support is based on optimisation techniques for neural network training. Matlab, Python and various frameworks belong to technological support for implementation, and testing. This paper gives a broad view on recent computational intelligence algorithms and presents some appropriate case studies covering character recognition, electrocardiogram (ECG) analysis for individual identification, and robust face recognition. Deep learning approach is used for robust face recognition. Experiments with some multilayer neural network architectures are presented.The performance of such identification systems depends not only on the method used for feature extraction but also on the type of matching algorithm, and the interval of time allocated for training. The article describes the social and pedagogical aspects of training a computer specialist in the modern information space. The features of the virtual environment of activity are considered, attention is paid to the social directions of professional training of a computer specialist, in particular, ethical responsibility. Attention is focused on the nature and types of social consequences and spiritual and cultural changes generated by the informatization of society, determined by the social conditions in which the informatization process takes place, and the problem itself is due to the relationship between the man, computer, and society. The advantages and risks of training professionals in the given specialty are indicated and the main possible approaches are substantiated. It is shown that with the emergence of a new type of information life, which is considered as a general humanitarian philosophical problem, it is necessary to humanize professional education. The problems of the theoretical analysis and determination of the ontological status of virtual reality, the phenomenon of human computer dependence are described. It is indicated that a special responsibility lies with computer specialists, whose professional training should include not only the assimilation of educational material to ensure successful professional activity in the future, but it must take into account the social needs of society.

The COVID-19 pandemic has profoundly affected conviviality and inequality in societies worldwide. This research article examines the dynamic interplay between these dimensions in Berlin, Germany, during the pandemic. The study’s main question explores how the relationship between inequality and conviviality evolved in the context of the pandemic and the correspondent containment measures. Four sub-questions address specific aspects: 1) the hierarchy of infection and disease trajectory based on access to protection, 2) the effects of containment measures on income, education, and well-being among various social groups, 3) changes in conviviality at the microlevel (households, neighbourhoods, etc.), and 4) shifts in virtual interaction and media usage during “social distancing”. The survey in Berlin involved 2,502 households and spanned three collection periods. Computer-assisted telephone interviewing (CATI) was used, ensuring representative responses. The findings are analyzed through Goran Therborn’s three levels of analysis: resource, vital, and existential inequalities (Therborn 2013).

Target. Currently, the development of professional values and official behavior of civil servants are relevant for training personnel for the public authority system. One of the ways to form the personality of a civil servant who is a professional is to increase the real level of his social responsibility. The article is devoted to the study of the phenomenon of social responsibility of civil servants. Method or methodology of the work. The systematic, activity-based and axiological approaches were used as methodological principles in the work. The research methods were analysis and synthesis, movement from the general to the particular, comparison and analogy, movement from the abstract to the concrete, complex generalization and classification. Results. The main results of the study include the concretization of the concept of «social responsibility of civil servants», the identification of the essential properties of social responsibility, the determination of the features of its functioning, the formulation of urgent problems for further research in this aspect. Scope of the results. The scientific results of the article can be applied when conducting psychological and pedagogical research and organizing classes in educational institutions of higher education.
