Abstract:
The article reveals the basic theoretical principles of public administration. The stages of formation and development of public administration are studied. It was found that public administration, as a system of public administration in Ukraine, needs to be reformed in a market economy and democratization of society. The main problems of formation and development of the system of public administration in terms of compliance with the European political trend of integration of public and personal factors, expanding the sphere of state influence while maximizing rights and freedoms, absolutization of the administrative factor of social transformations are considered. It is established that public administration: provides implements the decisions of the authorities; applies democratic, public, liberal forms and methods of managing the social, social and economic development of the country. The main factors that influenced the emergence in many countries of the world of such a new form of government in the public sector as public administration. Based on the understanding of the peculiarities of the evolution of the management model in the public sector, the need to introduce the concept of "public administration" into scientific circulation is substantiated. Recommendations for decentralization of management in the context of domestic reforms to increase the efficiency of the system of public authorities on an innovative basis are offered. In this context, it is extremely important to implement initiatives on constitutional changes in the decentralization of power, the priorities of the Public Administration Reform Strategy of Ukraine for 2016-2020; development of a new version of the Law of Ukraine "On Civil Service", which regulates the basic principles, legal and organizational principles of public service.

Abstract:
The article is devoted to the instrumental aspects of public administration The essence of the instrumental approach in law is investigated, in which the legal norm is considered as the subject of socialization of an individual who seeks to adapt to the requirements of the social environment, while satisfying his needs. Attention is focused on the fact that the instrumental theory of law assumes that needs, interests and other intentions are first recognized and grouped depending on the degree of expression and presence in society. In this context, public administration can be viewed as a tool for achieving the goals of the state. In terms of their content, public administration activities are always law enforcement, unlike, for example, law-making and the administration of justice. Although the rule-making element is present in public administration, it is not an end in itself, a secondary, auxiliary character, since the primary source of the legal status and features of the functioning of public administration is in any case the law. The stages of public administration, which, in our opinion, can be described as follows. First, it is the definition at the constitutional level of the basic principles of interaction between a person and the state, the functioning of public authorities, human and civil rights and freedoms. Secondly, this is the development of laws, where the specified legal categories find their development, in accordance with the specified laws, public authorities, the legal status of which is provided for at the legislative level, receive their legal status. Thirdly, this is the preparation of a set of by-laws, providing for the creation of public administrations, which have the source of their formation is a by-law, for example, this applies to ministries and other central executive bodies. Fourthly, this is the stage of formation of public administrations operating on the basis of bylaws and the definition of plans for their activities. Fifth, this is, in fact, the very functioning of the public administration, depending on the goals and objectives, as well as plans that were identified at the previous stages. Sixth, this is the stage of control over the activities of the public administration, carried out both at the national and at the interdepartmental, departmental level, as self-control of the public administration, as well as public control (supervision) over its activities. The conclusion was made that public administration as a legal instrument is a legal way to ensure the needs, interests and other intentions of individuals and legal entities by legislative and subordinate consolidation of the status of public administrations, their formation and recruitment, setting goals and planning their activities, direct enforcement and control different levels for its implementation.

Main content. A circle of specific subjects in the public administration system is determined. It identifies the role of subjects of special competence in the performance of the tasks of public administration in the field of intellectual property. The classification of subjects of special competence in the public administration is presented. Methodology: Analysis of documentary sources; the basis is the dialectical method of knowledge of the facts of social reality, on which the comparative formal and legal approaches are largely based. Conclusions. Conclusions are drawn on the place of subjects of special competence in relation to public administration in the field of intellectual property. Proposals are made on the need to improve existing legislation in Ukraine on intellectual property.

Resumo Este artigo tem o objetivo de analisar a liderança dos governos estaduais brasileiros na implementação de políticas de distanciamento social para o enfrentamento da disseminação da COVID-19. Pressupõe-se que as políticas de distanciamento social são heterogêneas, apesar da liderança dos governos, ou seja, apresentam certo grau de assimetria nas restrições do funcionamento do comércio e de atividades com potencial de aglomeração de pessoas. Diante disso, foram combinados os debates sobre processo de produção de políticas públicas e sobre autonomia e federalismo, para investigar a influência dos fatores políticos ou técnico-administrativos nas políticas estaduais. Os seguintes procedimentos metodológicos foram utilizados: análise de conteúdo de 134 normativas estaduais; mapeamento do alinhamento político-partidário dos governadores estaduais ao presidente da República; análise dos recursos médico-hospitalares de cada unidade da federação baseada no Cadastro Nacional de Estabelecimentos de Saúde (CNES). O contexto emergencial revelou baixa coordenação interfederativa pelo governo federal, provocando uma competição entre entes federativos e forte liderança estadual na gestão da crise no âmbito local. A pesquisa mostra, por um lado, que as decisões sobre as políticas de distanciamento social não podem ser explicadas por fatores políticos; e por outro, a correspondência entre a capacidade do sistema de saúde local e o nível de rigor das políticas de distanciamento social. Conclui-se que, na atual situação de transtorno social intenso, preferiu-se a racionalidade técnica a barganhas políticas.

Electronic government encompasses all government roles and activities, shaped by information and communications technologies (ICTs). Going well beyond analogies to e-commerce, it encompasses the four domains of governance and public administration: the state’s economic and social programs; its relationships with the citizen and the rule of law (e-democracy), its internal operations and its relationship with the international environment. E-government builds on three evolving forces: technology, management concepts and government itself. It has given rise to several phenomena that are redefining the public sector environment, including the International Institute of Administrative Sciences. Four aspects of e-government have lasting impacts on public administration: citizen-centered service, information as a public resource, new skills and working relationships, and accountability and management models. The challenges of e-government are even more acute in developing countries, although it also offers solutions. Public administration in all countries requires new thinking and leadership to ensure that e-government realizes its full potential.

The article reveals the purpose, trends and prospects of modern digitalization of public policy; possible consequences of modern digital technology are highlighted; the prospects of communication interactions between government and society in the context of digital technology are considered. The emphasis is made on the fact that the main function of public policy at the present time is the communication between different segments of the population and the public with the power structures; ensuring the transparency of power in the country. Digitalization processes affect almost all spheres of social interaction, in particular, digitalization mechanisms are applied in the political sphere, being constantly updated and improved. The research is based on a comprehensive approach, which implies the study of various aspects of the material on digitalization and the application of digital technologies in public policy, taking into account the historical, cultural and political context. The authors also used such methodological techniques and tools as: methods of structural and system analysis, retrospective evaluation and text-mining to analyze the material on the stated issues. The scientific significance lies in the expansion of theoretical ideas about the significance of digitalization of public administration in the system of public administration. The practical significance lies in the identification of indicators and criteria to assess the degree of impact of digitalization on public administration.

The modern vector of development of the national economy and its focus on programme-targeted organisation makes us consider the principles of organisation in public administration in a new way. Modern conditions and principles of public administration require the adaptation of fundamentally new methodological guidelines that can not only manage existing systems, but also stimulate the emergence of fundamentally new economic and social realities. Currently, financing of state programme takes about 70 % of the federal budget, however, the actual implementation of the laid down plans of state programme is far behind the planned targets.Within the international practice of economies with a related organisational structure focused on the implementation of large programme projects, the focus on project management begins to occupy a dominant position in the practice of public management, especially in the field of strategic development.The article studies the special aspects of the project management formation and its scaling at the national level. The paper analyses the experience of implementing the principles of project management in public administration. At the same time, the authors highlight the main fundamental provisions of the successful implementation of projects and determine the key directions for improving the efficiency of project management.

Abstract:
This paper aims to sketch a road map for Internet governance based upon the state of development of various aspects of the Internet. The framework for analysis was eveloped by Deborah Spar in her 2001 book Prophets, Pioneers, and Pirates, in which she convincingly demonstrates that new technologies go through four phases of policy development: innovation, commercialization, creative anarchy, and rule-making. The analysis suggests that Internet governance for three of four clusters has reached a level of maturity in policy development. The most developed aspect is the cluster of issues around physical infrastructure of what has been described as the ICANN issues. Two other clusters-Internet use and Internet-related issues-are less developed, with their state of development linked to economic advancement. The least developed aspect of Internet governance is that of the use of the Internet for economic, social, and cultural development. The analysis suggests that development aspects of Internet governance should perhaps not be addressed in the current framework but should be discussed separately, with, however, the same level of impartance attached to this venue as to the Internet Governance Forum.

Public administration is the prerequisite of successful European integration and implementation of modern reforms in Ukraine. It should meet contemporary European standards and principles of appropriate administration where management is considered to be the assemblage of contemporary principles, methods, methodologies and technologies as well as the means and forms of administration, aimed at raising activity effectiveness of institutions, organizations, enterprises, etc. Being focused on maximum effectiveness, modern administration reacts adequately at social, political and economic challenges using a wide range of means for pragmatic adaptation to social practice. Marked by a global crisis, the recent years of the world development have determined the total reconsideration of many aspects of public reality leading to reaffiliation and even to development of new paradigms in the administration decision making. The new consideration have focused on several problems -gender problem being one of the most important and essential not only for the countries of the former Soviet Union but for the countries of western democracy as well. The targets of sustainable development adopted at UN Summit for the period from 2015 to 2030 are the key directions of countries development. The goal of reaching the gender equity is the fifth of them. The title of this lecture refers to organizations, politics, and public purposes to emphasize developments in the analysis of public organizations and their management and the need for that analysis to include politics as an influence on those organizations. The Gaus Award recognizes contributions in the joint tradition of public administration and political science. Organizations serve as essential components of the administrative branch of government and of virtually all other aspects of human life and many other forms of life. Social scientists that I call “organization theorists” have developed theory and research about organizations and the people in them. This body of work provides concepts and insights useful for the analysis of the organizations in government, which I call “public organizations.” Organizations play crucial roles in the pursuit of values and goals shared by large aggregates of people. “Organizations, Politics, and Public Purposes: Analyzing Public Organizations and Public Management” refers to these shared values and goals as public purposes. Organizations are essential to public administration and we cannot effectively analyze organizations in public administration without concepts developed by political scientists; we need to draw on political science.

Abstract:
In the article, the key aspects of the effectiveness of administrative and legal protection are researched on the basis of current legislation and opinions on this issue of scholars in the field of administrative law. The author notes that administrative-legal protection is an institution of administrative law consisting of uniform rules of administrative law whose legal effect is directed at the prevention of offenses (crime prevention) and the restoration of violated rights, freedoms and legal interests of individuals and juridical persons carried out for using administrative tools – forms of administrative activity of public administration, administrative coercion and administrative enforcement. The steady development of social relations in administrative law, the improvement of modern technologies, as well as the formation of an information society, could not but affect the state of efficiency of modern administrative and legal protection. The author states that the effectiveness of administrative and legal protection is an integral part of the theory and practice of such protection. Effectiveness of administrative and legal protection is the ability of public administration based on the norms of administrative law to qualitatively and timely restore violated rights, freedoms and legitimate interests of non-authorized individuals and legal entities, public interest of the state and society. Four levels of effectiveness of administrative and legal protection have been formed: sufficient, when the tasks of the public administration in restoration of violated rights of non-authorized persons are generally fulfilled in the normative-legal acts; insufficient, characterized by frequent cases of non-renewal of violated rights and freedoms of man and citizen, but not characterized by systematic; crisis, when there are systematic violations of rights, freedoms and legitimate interests of individuals and legal entities, they do not receive from the state through the indirect activity of the public administration of protection, and dissatisfaction of citizens acquires a significant social weighty protest; is ineffective when the violated rights and freedoms and legitimate interests of individuals and legal entities are practically not restored, and the law-enforcement system is full of corruption, while the norms of administrative-legal protection change their humane and fair essence and themselves become factors of the destabilization of social relations. It is concluded that administrative-legal protection exists through a system of administrative-legal norms, and at the same time it is proved that it can not, from the point of view of epistemology of law, exist in such narrow limits as the state determines, it reflects objective social relations, protects the most important values, Which during this period of time may not yet find the formal registration in the sources of administrative law, is provided on the basis of administrative law and simultaneously governed by the norms of administrative law, which will establish not only the state, although it primarily. Four levels of effectiveness of administrative and legal protection have been formed: sufficient, when the tasks of public administration set forth in normative legal acts in relation to the restoration of violated rights of non-authorities as a whole are fulfilled; insufficient, characterized by non-isolated cases, not the restoration of violated rights and freedoms of man and citizen, but not characterized by systematic; crisis, when there are systematic violations of rights, freedoms and legitimate interests of individuals and legal entities, they do not receive protection from the state through the indirect activity of the public administration; the dissatisfaction of citizens acquires significant social protest; is ineffective when the violated rights and freedoms and legitimate interests of individuals and legal entities are practically not restored, and corruption penetrates the law-enforcement system, while the norms of administrative-legal protection change their humane and fair essence and they themselves become factors of destabilization of social relations.

Abstract:
Purpose – The purpose of this paper is to identify the extent to which human resources (HR) decision making is influenced by the social context of school systems. More specifically, this study draws upon organizational theory focussed on the microfoundations of organizations as a lens identify key aspects of school HR decision making at the district and school level. Design/methodology/approach – Interview data were collected from district-level HR directors and local union presidents across 11 districts in Michigan and Indiana. The interviews provided information on the formal and informal aspects HR management. The interviews were audio recorded and transcribed, and the constant comparative method was used to move from initial codes to higher levels of abstraction (Miles and Huberman, 1994; Strauss and Corbin, 1990). Multiple data collection methods were utilized to help validate the interview data that were collected (Stake, 2004). Findings – The key findings show that social relationships, particularly at the school level, influence the distribution of teachers within a district. The findings support the need for closer attention to be given to the social dynamics of school systems and the impact this has on HR decision making, particular with regard to the influence of informal organizational structures and day-to-day interactions within systems. Originality/value – The current body of research does not fully attend conceptually or empirically to the broader social context of a school system which shape HR decisions. Specifically, researchers and practitioners need to further address the ways that the social dynamics of school systems shape administrative decision making with regard to HR management.

Abstract:
Talking about the field of public management is a convenient way to idealize research, teaching, and learning about aspects of public policy and administration. The view that public management is concerned with the development and operation of public programs and government organizations falls within the idealization. So, too, does the field’s interdisciplinary constitution. However, what works in staging public management within a patchwork of strategic action fields -- universities, the social science academy, and public administration professionals -- does not provide a basis for academics to address deeper questions about its character. The need to address such questions has been forcefully stated by the field’s leading thinkers, from time to time. This paper idealizes public management as a design-oriented social science, similar in concept to what Herbert Simon called a proper “science of the artificial.” The paper shows that to idealize public management in such a way requires much clarification (and extension) of Simon’s own ideas as he presented them. The resulting idealization of public management as a field of study provides a basis for a rich dialogue about the pursuit of academic excellence in the study of public policy and administration.

The issue of optimizing the mechanism for providing public services in the field of social protection of the population due to the ongoing armed conflict in Ukraine on the part of Russia (from 2014 to the present), as a result of which internally displaced persons need to solve a number of urgent needs both in European countries (Poland, Germany, Bulgaria, Romania, Moldova, etc.), including related to their accounting in these countries. In this sense, the objective of this editorial is twofold, on the one hand, to present volume 40, number 74 of Political Questions and, on the other, to highlight the concept and types of guarantees of ensuring legality concerning provision of public services in the sphere of social protection of population. It is concluded that the following types of guarantees of ensuring legality concerning provision of public services in the sphere of social protection of population in Ukraine have been justified: appeal of decisions, actions or inaction of public administration subjects on the provision of public services in the sphere of social protection of population in court (administrative proceedings); control over activities of public administration subjects concerning provision of public services in the sphere of social protection of population.

Após revisão bibliográfica e documental, foram identificadas e apresentadas as principais críticas ao modelo. Três casos internacionais de SIBs que já encerraram seus ciclos de maturidade foram selecionados para a análise de aspectos éticos e metodológicos, de métricas, de resultados e de atores. A number of governments, falling along a range of political pursuations, are pursuing service quality initiatives. A focus on service quality is part of the general direction of public sector management reform. Quality policies are responsive to economic progresss and social needs. Although service quality is affected by many things, citizen-publc service relationships are fundamental. The social need for a modernized Greek public administration has been posed many times. Public polices seeking to reform public administrtion in Greece have been designed with a particular emphasis on the complex policy space of the relationships between state services and the citizens. Using the New Public Management as a theoretical framework, this paper examines critically how these relationships have been organized. Methodologically, the paper is based on the content analysis of relevant official reports, documents and administrative archives. The paper reveals that the discussion of this reform, the measures adopted and the reforms themselves are often recycled.

Purpose: The social aspect of leadership is often overlooked in the educational reform. This study aims to address the dearth of work in the social space around leadership and examines two different types of relational ties between leaders that capture the affective and work-related aspects of interpersonal relationships. Research Method: This study takes place in one large urban school district serving a highly diverse student population and investigates a multiplex relation—energy and work-related influence—from a longitudinal dataset to better understand the complex nature of social ties. Descriptive statistics, multilevel social network modeling, and network sociograms are used to understand the characteristics of this over-time multiplex relationship among central office and site leaders. Findings: Drawing on social network theory, efficacy, and climate, findings suggest that gender, work level, experience, efficacy, and climate are associated with leaders engaging in this multiplex relationship over time. Conclusion and Implications: Investigating the intersection of both affective and instrumental relationships provides a nuanced and more reality-based picture about a complex set of leadership ties and perceptions as they go about improving educational systems.

Fundamentally new approaches to public management in international and legal aspect which are highlighted in scientific researchers have been defined in the article. Importance of every catalyst-reasons offered by the researches, amendments in fundamentals of public management as affected by the international law have been analyzed. Scientific researches, in the context of innovations in the sphere of public management with due regard for international and legal aspects, have been analyzed. Classification of reforms based on the principle of readiness of the Ukrainian management system for the amendments offered by the scientists has been carried out. The conclusion is made that the Ukrainian state should implement new management standards more efficiently, and it refers not only to modernization of the political sphere but also to the balanced development of administrative, economic, social, spiritual spheres of social life. It is determined that today the scientific aspects of the supranational dimension in modern social management have remained beyond the attention of the scientists. Due to the study of the peculiarities of the European experience in the organization of democratic state governance and the systemic characteristics of the development of integration processes, the following directions of improvement of public administration as part of the process of building a democratic society in Ukraine are identified: 1) strengthening of the influence of the European administrative space on the system of public administration in Ukraine; 2) optimization of public administration in accordance with criteria of EU membership, humanization and systematization of public administration. It is these directions that can serve as the subject of individual scientific studies, taking into account the adaptation of foreign experience to national conditions. It is substantiated that in the present moment in Ukraine the main possibility of mutual exchange of experience in the field of public administration is carried out with the help of international cooperation. Therefore, it is precisely on the basis of the analysis of both foreign and domestic scientific research that it is possible to develop, design, and identify the main stages of the development of public administration in Ukraine, taking into account the main and important international legal norms, traditions and principles.

The purpose of this study is to study the research potential of the phenomenological approach in the social sciences, which emerged in the first half of the XX century as a critique of the dominant method of logical positivism at that time. The following scientific approaches and methods were used in the article: the method of analysis, description and comparison, as well as the phenomenological approach. The author has made an attempt to prove the significance of phenomenology in the social sciences by means of comparison as a way not only to describe facts, but also to explain motives and unobservable meanings. According to the results of the conducted research, the author comes to the conclusion that the solution of urgent problems of society through the practical application of the acquired knowledge about society is possible only if the phenomenological method is actively applied in such a scientific and practical discipline as public administration. This will help to overcome the bureaucratization of the civil service, the isolation of the state administrative apparatus from real social problems, as well as to involve the population itself in the process of public administration, establishing feedback.

The article considers some aspects of the implementation of the audit system of public administration, taking into account the transformation processes of national socio-economic systems, taking into account the domestic realities of society. At present, Ukraine is on the path of transition to European integration processes, including in the system of reorganization of public power. An effective mechanism for controlling and monitoring the implementation of management functions is the introduction of public administration audit. Public audit is a traditional management process in the European public administration system. However, for Ukraine such processes are new and require adjustment of regulatory and legal support, organizational structures, financial support and managerial transformations in the public sector system in order to implement an effective public audit system. The article considers the theoretical aspects of public audit, which define it as a management process of high public importance. In addition, public administration audit is defined as a type of professional activity that requires taking into account not only the general principles of auditing, but also the specifics of public administration: publicity, high social significance, political and economic lobbying processes. Objects of public audit are considered, their characteristic is given. As a result of the analysis, the priority of conducting a public audit is determined in the system of planning, formation and distribution of budget funds at different levels. A model of public audit of budget processes has been developed and described, which provides not only control of expenditures, but also their rationalization by improving management mechanisms. Problematic aspects of the implementation of public audit in practice will be the subject of further research. The audit will contribute to the rationalization of the use of budget funds, the establishment of an effective set of management processes.

Purpose Fundamental aspects of educational leadership preparation programs regarding social justice are embodied in program design elements, yet the scholarly community did not adequately address these issues. The paper aims to discuss these issues. Design/methodology/approach The essay suggests that organizational theories dealing with person-environment fit can shed light on the models, possibilities, and limitations of various preparation programs. Findings The essay proposes a meta-conceptual framework that builds on Schneider’s attraction-selection-attrition theory and on the socialization literature to classify leadership preparation programs by design. In addition, the paper reflects on the implications of program design in relation to the power and the responsibility of the faculty. Originality/value The essay argues that design decisions made by the faculty a priori enable and constrain its power and responsibility. The conclusion is that design decisions should be made by faculty with awareness of these issues.

Regarding constantly growing importance of information technologies public organizations try to find optimal solution, which might help to increase the qualitative aspects of relationship between governments and citizens. Experts argue that social media usage have potential to foster participation and engagement of the public. The aim of study is to analyse Facebook profiles of selected Slovakian cities, focusing on the general features of social network usage, content and the purpose of posts published over a four-year period. Besides, the article tries to be theoretical and practical insight to application of social media in public administration. The main finding is based on statement that analysed official Facebook pages mostly include informational posts while calling for opinion and calling for participation represent significantly lower part of total posts. Simultaneously, positive impacts of social media usage have been identified both for public organizations and wider public. Simultaneously, the benefit of the article is associated with fostering an interest in examined issues of social media usage, which we hope might improve the quality of social media strategies and benchlearning processes in other Slovakian cities and hopefully other local self-government units in the European territory. Finally, various limits and perspectives of social media use are discussed in the final part of the article, specially of ideals of democracy, cybersecurity, policymaking, as well as participation and engagement of citizens.

Introduction.The urgency of studying theoretical foundations of budget decentralization for Ukraine is conditioned by the necessity of developing an effective scheme of macroeconomic regulation of social and economic processes in the context of decentralization. The process of social and economic development in Ukraine on a democratic and legal basis is impossible without increasing the role of the local self-government. Decentralization is one of the main motive forces in reforming self-government today. The purposeis deepening theoretical and methodological principles of budget decentralization and theoretical aspects of budget decentralization with the definition of its influence on processes of state regulation in Ukraine. Results.It is substantiated that in modern science theoretical aspects of decentralization are considered in relation to its types. The classification of decentralization types is carried out depending on their characteristics: financial (fiscal) one is the process of distribution of functions, financial resources and responsibility for their use between central and local levels of management; budget one, in the broadest sense, is the division of responsibility between authorities of different levels (including national governments, regional authorities and local self-government bodies) with the management of budgetary resources; in the narrow sense it is the presence of certain functions and powers at the local level, autonomy of local authorities in making independent decisions in the fiscal sphere. Conclusions.It is substantiated that budget and financial decentralization considerably influences the formation of local budgets. It is found that the decentralization course shows both prospects and problems of the Ukrainian development. Grouping the main benefits and positive effects of decentralization is carried out. The research analysis made it possible to establish that decentralization may have the risks and dangers grouped in the article.

The main role of public administration is to administrate public affairs. All of the functions in this field are realised by employees carrying out the dependent work. Public administration, as an employer, has to fulfil the demand of stability and attractiveness of public sector employment. For the purposes of the study our attention focuses on a large group of public employees, namely teachers in public universities in Slovakia. Legislative regulation of the employment of university teachers is alarming. The paper analyses Slovak legislation of time-terminated employment contracts with university teachers and its unlimited repetition. The authors, supported by settled case law of the Court of Justice of the EU, assess the legislation in substance and critically, but also point to its potential impact on the private life, social security and health of these employees, i.e. psychological aspects. Descriptive analysis aimed at assessing quantitative changes in individual groups of university teachers according to the highest level of qualification was used to express trends in the development of quantitative indicators characterizing selected aspects of employment of university teachers (assistant, assistant professor, associate professor, professor). Legislation on the employment of university teachers under the conditions of the Slovak Republic raises considerations of unequal treatment of two categories of university teachers (associate professors and professors) when compared to the category of assistants and assistant professors. For this reason, an analysis of the age structure of university teachers according to the highest qualifi cations was carried out. The analyses were carried out using data from the Center of Scientific and Technical Information of the Slovak Republic (CVTI SR) and the Register of University Employees maintained by the Ministry of Education, Science, Research and Sport of the Slovak Republic. The study was conducted for the reference term of 2011–2019. Through our analysis, we have identified a downward trend in the number of university teachers qualified as assistant professors in the 40–49 age category, and this change does not reflect the increase in the number of associate professors in the same age category. The group of university teachers in this age category then becomes vulnerable/disadvantaged in the labor market, which has serious social consequences for the employees themselves and provides a picture of the university environment in terms of legislation.

Purpose – The purpose of this paper is to conceptualize the implementation of educational reform processes by applying the concept of social innovation. The paper proposes a model of social innovation and test its applicability in the context of Estonian vocational education reform using two case studies of the school re-organization as an example. Design/methodology/approach – A case study approach has been applied in the empirical study. Different data collection methods have been used including semi-structured interviews with the various change actors, observations and analysis of written documents. Findings – The integrated model of social innovation proved to be a fruitful analytical tool. By focusing on five central aspects – the trigger of change, central change agents, social mechanisms facilitating the adoption of change, implications and social gains – it was possible to explain two school re-organization processes and the reasons behind their success or complications. Practical implications – The analysis of the cases outlined some lessons that can be learned for the future planning and implementation of school reforms. School changes are more easily adopted if actors experience it as useful and rational, school staff are involved in the process as early as possible and the adoption is facilitated by building certain social mechanisms and network structures into the policy implementation process. Originality/value – The paper makes a contribution to the literature on educational reform by applying the concept of social innovation. Up until now, the concept of social innovation has remained rather underused to explain the process of implementing and adopting reforms, and in particular, it is rarely used in the context of analyzing educational reforms.

The growing macroeconomic and political tensions between Russia and the Baltic States since the latter entered into the European Union have emphasized an urgency in establishing reciprocal relationships, based on common ground and mutual interests, to relieve the consequences of sanctions and restrictive policies. Practical issues of educational and training programs in the field of development of these competencies are carefully studied by the author. The current state of the level of language training of future civil service students (undergraduates, graduates and postgraduates) at the Institute for Social Sciences at the Russian Presidential Academy of National Economy and Public Administration is analyzed. The analysis includes the definition and formulation of tasks, goals, curriculum technologies, qualification requirements of future civil servants, ways of improving the quality of their knowledge of foreign languages and improving the methodological support of foreign-language teaching, and the creation of textbooks and teaching aids to solve the above-mentioned problem, etc. The research methods include theoretical research, analytical research methods, methodology of empirical research and methods of comparative research. The conclusions are based on the results of the analysis. Ways of improving programs for better development of civil servants’ foreign-language professional competencies are outlined. Some recommendations for teachers and education managers are presented.

Abstract Collaborative stakeholder influence and open budget actions are important elements in governance in order to promote social development (Ansell and Gash, 2008). However, it is important to clarify how to measure these supposedly independent elements. The aim of the article is to identify ways to measure the influence of collaborative stakeholders and open budget actions. The methodological aspects focus on data collection through interviews and content analysis. The conclusion is that the number of civil society organizations and the presence of social councils and their operational components are relevant measures of collaborative stakeholder influence and open budget actions, respectively. In addition, this article highlights the relevance of integrating collaborative stakeholder influences with open budget actions. Finally, a research agenda is proposed.

This paper is concerned with the public and private partnership in and the privatization of the 1988 Seoul Olympic Games, The Seoul Olympiad turned out a big success in almost all aspects of preparation and operation. In particular, the close cooperation among the related governmental agencies, private firms, various social organizations, and families and citizens was a driving force behind the success of the Olympiad. The voluntary citizen participation in hosting the Olympics contributed to the efficient operation and will leave long-term effects on approaching urban problems. Although the motivation and incentive in participating in the event were different for each participant, it is true the cooperation was wide and deep. This seems to be a good paragon and experience for Seoulite as well as all Koreans in realizing the efficacy of voluntary participation in public affairs. The only problem we still worry about is the authoritative nature of the administrative guidance partly used in inducing the private firms to contribute to the Olympics.

The revolution in thinking on sustainability has also reached the community of central banks, and the National Bank of Hungary was one of the first central banks to take meaningful steps to integrate environmental sustainability considerations into the regulatory framework of the banking system, reserve management, monetary policy, collateral management and data disclosure. In its strategy documents, the Bank has defined its mission to be an active participant in the transition to a low-carbon economy.

It is proved that in formulating proposals for institutional change in Ukraine an important task is to determine the strategy, tactics and specific measures for the full application of the Constitution of Ukraine and the basic laws governing the institutional development of management subsystems. The basis of institutional change is the sectoral direction of modern public administration, improvement of legislation, dissemination of public positive perception of such changes and the formation of public and personal needs for change. It is established that the effectiveness of Ukraine’s reforms in the sectoral dimension, in addition to the presence of a political program, requires legal support, the formation of an effective system of state bodies to implement such changes, ensuring coordination of government efforts on sectoral reforms. New theoretical and methodological approaches to practical tasks in the field of institutional support of reforms are substantiated. It is substantiated that in the socio-political plan public administration reforms are conditioned by the need to resolve or minimize the contradictions of institutional interaction, which are formalized by the principles of governance. It is established that public administration reforms should implement the tasks of state building on the basis of value principles, aimed at improving the organization of state power, subordinated to the goals of social development. The process of constitutional changes and the impact of such changes on the system of public administration is studied. Methodological bases and practical aspects of development and implementation of constitutional changes in public administration activity are determined. The basis of constitutional changes is the improvement of legislation, the spread of public positive perception of such changes and the formation of public and personal needs for change. It is established that the effectiveness of constitutional changes in Ukraine, in addition to having the appropriate political will, requires proper legal support, the formation of an effective system of state bodies to implement such changes, ensuring proper coordination of government efforts to implement constitutional changes. New theoretical and methodological approaches to practical tasks in the field of reforming the provisions of the Constitution of Ukraine are substantiated. Recommendations and proposals for solving the problem of implementing constitutional changes at both the state and regional levels are provided. It is established that public administration reforms should implement the tasks of state building on the basis of the values of the constitutional order within the process of amending the Constitution of Ukraine, aimed at improving the organization of state power, subject to the goals of social development.

Companies must report compliance with environmental (E), social (S) and governmental (G) criteria in accordance with the disclosure rules (framework) for non-financial information. In our study, we examine the characteristics of ESG reports, whether they reflect the sustainability performance of individual market players, as well as what the most relevant problems are regarding this issue, not underestimating the fact that the most serious problem of corporate sustainability in 2022 was energy supply difficulties and price problems. In the course of our research, we have come to the conclusion that there are a number of parallel mandatory and optional disclosure requirements that require the publication of different data, so they are only partially suitable for comparing the sustainability activities of companies. Some of the corporate reports deal with ESG issues only in principle and only a small proportion reports on actions and results. We have also made suggestions that support the comparability of companies based on ESG indicators.

The development of public administration (PA) is a worldwide topic of research, considering its importance in resolving governance issues in contemporary society. Consequently, the question of PA as a scientific discipline arises at both national and broader levels. In order to explore the state of affairs in PA trends in Slovenia and its regional context, an analysis was conducted involving 78 papers published in the leading Slovenian scientific journal – the International Public Administration Review – between 2011 and 2014. Content analysis as a method applied in the research is a widely recognized approach in social sciences and in the field of PA as well. Taking into account the respective analyses of the papers in terms of predominating discipline and mainstream topics, affiliation and collaboration of authors, language, methods of research and other criteria, we examined three main guidelines of editorial policy, namely the journal’s interdisciplinary, international and practical orientation. The results reveal that PA in Slovenia is rather multidisciplinary, with a prevailing role of management (HRM in particular), law and economics (the latter even mostly monodisciplinary). International and practical aspects, on the other hand, still offer some room for improvement. In sum, to support PA’s progress and its disciplinary evolution in line with global trends and the IPAR mission, a systematic interdisciplinary and all-European approach in future theory and practice is inevitable.
