Annotation. Introduction. One of the trends in the development of the modern real estate market in Ukraine is the gradual growth of the real estate owners, and, accordingly, the change of the real estate management system, in particular, in the field of municipal management. Real estate, as a strategic asset, needs to be managed at a professional level. Therefore, the mechanism of property valuation of territorial communities is perceived as one of the tools of effective property management. Purpose. The purpose of this article is to find and scientifically substantiate the priority areas for improving the effectiveness of property valuation of territorial communities, and analysis related to the mechanism of evaluation of management aspects – goals, approaches, methods and characteristics. Results. The article analyzes the essence of effective management of municipal property – focuses on management goals, the priority of which is the creation of conditions for normal activities, both for each resident and all in general, analyzes the process of determining the effectiveness of municipal management in various fields and its characteristics, methods of evaluating the effectiveness of management. The main provision that guides real estate activities is that real estate development projects should meet the needs of consumers as much as possible. The views of domestic researcher N. Smentina on approaches to assessing the effectiveness of communal property – economic and social. The article provides a detailed substantive analysis of the concept of “real estate” within the complex development and its spatio-temporal characteristics that affect its value. The importance of the characteristic “optimal use of real estate” is determined. The “optimal use of real estate” reveals the conceptual content of the process of assessing the effectiveness of property use. Conclusions. Summing up, property valuation is especially important in the context of increasing the economic benefits from the sale of communal property, but the mechanism of property valuation of territorial communities in Ukrainian legislation still does not determine some specific aspects of municipal property valuation.. Within the framework of the 10th International Science and Practical Conference “Organization of Construction and Development of Real Estate”, held in Moscow at the premises of the National Research Moscow State University of Civil Engineering (MGSU), a wide range of problems, dealing with the strategic focus of the real estate development at the present stage, was discussed. Not only did the methodological fundamentals of spatial and territorial development affect the goals and practical implementation requirements, but they also changed the management tools. New aspects of managing real estate as an investment asset emerged and started to develop in practice. The process required a number of provisions to be amended and recommendations to be made by the Conference participants. According to the conference speakers, managing real estate as an increasingly popular investment asset was among the problems that were least studied in the research literature. At the same time, the approach, proposed by the co-authors, encompasses management tools applicable to problem-plagued and normally functioning real estate, as well as complex real estate items integrated into separate elements of the urban planning structure. The management of numerous real estate facilities requires different approaches to be implemented by development companies (developers). They were studied by the co­authors who analyzed the case of Krasstroy Group of Construction Companies engaged in the construction and operation of real estate facilities. Understanding the practical experience of the company allowed the co-authors to systematize the principles of effective management, that represented a combination of advanced methods of design of universal modules of commercial premises, new functional opportunities provided by information and communication technologies, and methods of stimulating and coordinating operations performed by different stakeholders in urban districts and the city as a whole1. [1] This research was performed within the framework of the project “The study of the present-day structure and typology of housing and development of recommendations concerning the optimal number of apartments, taking into account demographic and social factors, as well as the entire range of needs of the population (using the case of Krasnoyarsk)” supported by the Krasnoyarsk State Autonomous Institution “Krasnoyarsk Regional Fund for Support of Scientific and Technical Activities” within the framework of the target competition of applied scientific research projects aimed at solving problems of urban development.

Abstract:
The urban economists have stressed the importance of various amenities for the attractiveness of urban areas for residents and businesses and built cultural heritage can be considered as one of such amenities, the benefits of which should not be overlooked. This research was aimed to analyze the influence of heritage aspect including the heritage status or features of the building and the historic built environment in general on the real estate prices and development in Kaunas using hedonic price method. Two sets of data were collected for the analysis - general, including heritage buildings and including new construction since 2013. The research has demonstrated that heritage status and the year of construction (as older buildings can be considered having heritage features) have no significant positive influence on the real estate prices. Meanwhile, the location, heritage context and the architectural distinctiveness of new architecture have a direct influence on the real estate prices. The heritage context correlates with architectural quality of new construction as well. This reveals the benefits of heritage context both for the real estate developers and households; however, the study shows the unemployed social-economic potential of historic buildings as generators and maintainers of heritage context.

Sustainability is no longer a new concept. However, applying, measuring and reporting on the sustainability initiative is still a somewhat confused and subjective issue. There is a huge variety of sustainability guidelines and green building schemes of differing natures, meanings and wordings. Despite this, there is no one guideline providing a crossreference between corporate social responsibility and green building performance to help the commercial property market completely incorporate sustainability into their activities. Therefore, this paper intends to link sustainability, real estate environmental, social, and governance (ESG) and sustainable building in order to help companies internalise this concept in all areas of their operations aligning it with their strategic planning. From desk-based research, this proposal examines and compares key aspects of the main schemes in existence, which are currently evolving in the definition, assessment and report of sustainability at the corporate and built environment level. This approach provides key information to help professionals get a better understanding of the specific changes which sustainability brings about in their corporate process, strategies, investment decisions, daily business operations as well as their property management. The insights presented here can support real estate companies to develop comprehensive communication flows and tools for the measurement and disclosure of sustainability data.

Strategic planning in land is now at the stage of development and adoption of new documents defining goals, objectives, directions, priorities and instruments of state land policy and land management. The uniqueness of this object of public management and strategy requires a systematic approach to strategic planning based on both the ecological and social significance of the land and economic value of land resources. The authors examine the possibility of their use as a natural means of agricultural production, draw attention to forestry—the most important factor in the development of economic industries as a territorial (spatial) basis (foundation) of economic activity—location of capital construction objects, other real estate objects, development of modern systems of settling population in an urban and rural areas, urban agglomerations. Accordingly, strategic planning for land management in real estate and spatial development is an important part of land management, urban planning and other related areas.The paper considers terminological and conceptual problems of the object and subject matter of these relations (land, land resources, territory, space, real estate, spatial development, land use ) in the cross-sectoral context of strategic planning. The authors have determined the main issues of formation of the concept and strategy of state strategic management concerning land resources in general, as well as the land use strategy in differnt settlements in the context of present day factors influencing the state of development of this strategic area. The paper examines intersectoral aspects of preparation of documents of strategic planning, the connection of the land use with other areas of strategic management of public development (socio-economic, spatial, urban planning, state property management, energy, environmental safety).As the result of the study, the authors propose new approaches to land strategy and its improvement.

Urban development and regeneration projects produce multidimensional impacts on the city, on its environmental, economic, and social systems. An aspect that can be considerably affected by urban dynamics is linked to the real estate market. So, analysing real estate dynamics is useful to support decision-makers in the elaboration of urban regeneration plans and projects, and thus orient their choices. Focusing attention on the city of Naples (Italy), the purpose of this paper is to analyse in detail the real estate dynamics in this city through the integration of a Multi-Criteria Decision Analysis (MCDA) method and Geographical Information System (GIS). This integration allowed us to map and analyse the territory, linking a specific issue (the real estate dynamics) to the territory itself, and to analyse it according to specific criteria. This aims for a better understanding and interpretation of real estate dynamics, representing a useful tool for orienting and supporting urban planning strategies.

Today, sustainability, sustainable development and clean environment come to the fore worldwide. Consequently, the concept of sustainability has been introduced in project management. Sustainability issues have gained particular attention in the real estate sector. However, despite the fact that this sector has a huge impact on the environment and society, real estate projects are most commonly chosen taking into account only their risk and return, and a very limited number of indices and methods are available to assess their sustainability. Moreover, all of the existing indices and models for assessing the sustainability of an investment project take into account only three dimensions of sustainability—environmental, social and economic. Therefore, the novelty of this work lies in constructing a real estate sustainability index (RESI) relying on an additional sustainability aspect—i.e., a technological dimension. The developed sustainability index could be useful in evaluating and comparing real estate projects. It would also promote technological progress and investments in new technologies within projects as sustainability is also considered in a new, technological dimension. A research study was carried out between September 2020 and December 2020. Following an analysis of the literature and different sustainability-related standards relevant for the real estate industry, sustainability criteria were chosen and then grouped into four (environmental, social, economic and technological) categories. The selection and ranking of the most relevant sustainability criteria were performed through a survey. The index was compiled by applying multi-criteria decision making methods.

Abstract:
The systematic approach, the theory of management of economic and social processes, sociological methods of data collection, as well as methods of mathematical and statistical data processing have become the methodological basis of the study. The theoretical and methodological aspects of mortgage lending and its diagnostics are disclosed taking into account a variety of factors influencing the state of the market of residential real estate, provision of residential real estate to social and communal infrastructure. It is revealed that the state, banks and non-bank credit institutions take an active part in stimulating its development and solving the housing problem of its citizens. A number of containment factors that do not allow to intensify the development of mortgage lending is determined. Among them we can point out the following ones: political and legal (social and economic and political instability, low level of legal protection of relations of ownership of real estate objects, lack of a clear system of registration of real estate and methods of imposing the collection and alienation of property); social and economic (high inflation, low solvency and living standards of the population, the permanence of crises in the financial and credit market and the underdevelopment of the securities market); institutional and organizational (lack of unified system-based principles, standardization and unification of mortgage lending procedures, limited financially stable and developed financial and credit institutions); technical and technological (low level of technical and technological support of financial and credit institutions and databases used by them). The expediency of activating the reform of state banks and the transition to the implementation of the Strategy for their development, the publication of the macroprudential strategy and road map for the harmonization of banking regulation rules with international principles and standards have been identified. To ensure the success of the development of mortgage lending and the creation of appropriate conditions for its availability, for the overwhelming majority of citizens it is necessary to monitor the financing process of housing construction in the country.

Abstract:
Local administrators and private investors rely on various urban redevelopment strategies, the choice of which depends on the economic expectations of property owners and investors. Some of these options foresee replacing obsolete buildings with new constructions; others prefer the reuse of existing assets. This study examines the conditions that make these different strategies feasible, bringing to light the aspects that favor demolition and reconstruction processes over interventions based on the redevelopment of existing assets. The analysis focuses on the variables that determine the choice between these two options. The model that has been developed highlights, on one hand, the role of urban planning tools and urban densification and, on the other, the relationship between the land market and the value of existing assets. The model has been tested on five cities in northern Italy, which fall into three territorial categories—large metropolitan cities, medium-sized cities, and cities of limited rank—to test how different social and economic contexts affect the feasibility of the strategies we evaluated. The results of the study underscore the extent to which the demolition and reconstruction of existing assets is only viable in certain limited areas and under particular market and settlement conditions. While large metropolitan areas seem to have the option of radically replacing existing real estate assets, medium-sized cities and especially small cities are constrained in redeveloping existing urban assets and must forego demolition and reconstruction projects, which do not prove to be economically feasible.

Abstract:
Since the formal announcement of the guiding principles of sustainable development in the 1999 Policy Address, sustainable development has become a hot topic in various industries. Housing management is one of the fields that sustainable development principles could be taken place. It was believed that the diversified job natures of housing management give potential opportunities to enhance sustainable development. The aim of the project is to find absent the potential roles of housing manger in contributing the sustainable development. Before applying the concept of sustainable development into housing management, in order to study the rationale behind this concept, the emerge of this idea and its historical development would be discussed. While the functions of housing manager were differentiated in different countries and different properties, the fundamental job function would be discovered, followed by the evolution of change till the modern century. To investigate the prospective relationships between the living environment and sustainable development, residential property was chosen as the scope of this study. Six residential apartments with different scales and different management structures were selected for case studies. It was found that there are numbers of opportunities for housing manager to enhance the sustainable development in the housing estates, while most of these opportunities were related to the job functions of housing manager. The study found that housing manager could be a good facilitator to integrate the effort of all stakeholders in constructing a sustainable living community.

There has been slow growth among traditional residential real estate organization managers to communicate among the real estate industry successful e-commerce strategies. Grounded in diffusion of innovation theory, the purpose of this descriptive case study was to explore strategies traditional residential real estate managers use to compete with e-commerce real estate managers. The study population comprised traditional real estate office managers in western Nebraska who had at least 5 years' experience in developing successful e-commerce strategies and had sold a home in the past 5 years. I conducted a thematic analysis on the data collected via semistructured interviews and company documents. Four themes emerged from the analysis, including establishing and maintaining multiple e-commerce websites, regularly monitoring websites, establishing a visible presence on multiple e-commerce websites, and preparation to evolve as technology evolves. The study's implications for positive social change include the potential for traditional residential real estate organization managers' to develop and use new and useful strategies for overcoming barriers and effectively competing with e-commerce real estate organizations to remain competitive in the local economy through job creation, innovation, and competitiveness to sustain their businesses.
