Neal Lawson probes the historical reasons why the ethically-driven, pluralist politics espoused by Marquand has yet to be fully adopted and assesses its relevance to the present. For much of the twentieth century, he argues, a mechanistic politics (and economics) were variously reflected in the power of, and importance attached to the state, the big company, the political ‘centre’, hierarchy and the machine. Fordism and Fabianism went hand in hand, but in the early twenty-first century they have given way to an uncertain situation in which capitalism is discredited, yet social democracy has not worked out a persuasive alternative. The need, in Lawson’s eyes, is to bend modernity to social democratic values, neither ignoring modernity, like Jeremy Corbyn, not bending the values to modernity, as with Tony Blair. The less hierarchical, more communicationally and informationally connected modern society offers grounds for optimism about the prospects for more democratic and egalitarian approaches. However, this must entail making moral choices, in favour of Marquand’s vision of active citizenship over turbo-consumerism.

This chapter sheds further lights on the dynamics of Delany’s controversial views on social equality and racial reconciliation; his prescriptions and strategies for attaining justice and equality; his views on the shortcomings of Radical Reconstruction; his persistent critique of the Black-Radical Republican Party alliance, his growing alienation from the party; and reactions of ideological opponents and former associates to his controversial and provocative political ideas. The documents expound on the circumstances leading to Delany’s brief alliance with South Carolina State Conservatives, Independents and Ex-Confederates. The alliance symbolized the utilitarian and conflicted nature of his political thought. The documents highlight as well Delany’s political and social conservatism and rationale for the decision to switch to the conservative Democratic Party. They attest to his commitment to racial cooperation, compromise and belief that severing ties with the Radical Republicans, deemphasizing social equality, and embracing the Democratic Party would advance the interests of blacks.

Mainstream policy analysis tends to underplay the role of collective action and social struggles from below in influencing the political and ideological environment in which social policy agendas emerge. This chapter addresses this lacuna through an account of a social movement organisation, the Social Work Action Network (SWAN), and its involvement in campaigns to oppose neoliberal mental health and welfare policy reforms. The chapter examines SWAN’s primary modes of political intervention: ideological, agitational and grassroots campaigning which are underpinned by a strategy of cross-sectional alliance building that seeks to integrate the demands of diverse constituencies including practitioners and service users. We conclude that, while the network’s interventions may not have led directly to specific policy shifts, these strategic orientations have nonetheless strengthened challenges to service cuts and restrictions at both ideological and practical levels whilst simultaneously prefiguring elements of the inclusive, democratic and egalitarian welfare futures SWAN seeks to promote.

Since democratization began in the mid-1980s, Taiwan’s party system has been dominated by two parties, the Kuomintang (KMT) and the Democratic Progressive Party (DPP). However, smaller parties have at times played an important role, bringing diversity into the system, stressing different issues and representing neglected communities. These small parties tended to be those that split off from the mainstream parties, while alternative social movement parties struggled to be electorally relevant. The picture changed recently with the rise of two different types of movement parties, the New Power Party (NPP) and the Green Party Taiwan/Social Democratic Party Alliance (GPT/SDP). In this chapter we examine the relationship of these new players with the mainstream party, DPP, offering some thoughts on how the relationship affected the development of these alternative parties.

Information has been defined as a set of data, facts, and figures that have been processed in such a way that they become meaningful. They make intelligence. When information is applied to doing something and is globally pertinent, it is said to have become knowledge. Information flow can be treated as an alternate wealth for a developing society and knowledge networking through virtual communication processes can break the lags and leads of information barriers. It can create an appropriate tool for achieving and facilitating exchange of information and knowledge among development partners, academia, policymakers, and the civil society at local, national, and global level to design and implement plans for development (Rahman, 2000). Virtual communities are the collection of online links to a particular node, examples of which are Yahoo!, eBay, Amazon, or smaller chat rooms or instant message buddy lists. These networks of links are freely chosen, democratic, unrestricted, and may even be anonymous or pseudonymous (Roberts, Smith, & Pollock, 2002). The concept of the virtual enterprise has emerged in management literature as the result of the fusion of technological advances and a claimed major socioeconomic paradigm shift. The virtual enterprise can be seen as a temporary alliance of contracted individuals or companies linked together by ICTs, which assembles for the purpose of a specific business task. Advocates of the virtual enterprise believe that it will replace the conventional model of organization in the 21s t century (Introna, More, & Cushman, 1999). The virtual network is being increasingly promoted as a model for a new form of ICT-mediated communication endeavor. Initially, the concept of the virtual network and the supportive role of ICTs as conceived by its proponents need to be clarified. Based on the initial understanding, the establishment of community information centres as the existing instance of virtual enterprise needs to be done.

This book has examined how the capability approach provides a politically normative metric for the critical analysis of policies and public policy structures, as well as policy interventions driven by human development or human security concerns. It has demonstrated that existing social structures and institutions play a key role in the realisation of capabilities or the feasibility of human flourishing. This chapter summarises the book's main arguments and considers new principles and aspirations towards capability-promoting policy. It argues that an alliance with the tradition of critical social science may ‘secure’ the capabilities approach, with its analytic focus on real-world conditions and requirements for renegotiating social justice and creating more capabilities-promoting policies, and vice versa. Capability-promoting policies include emancipatory and democratic strategies that transform unjust structures in order to enhance the agency of individual subjects in terms of human flourishing.

This introductory chapter provides an overview of the relationship between Eduardo Frei's Revolution in Liberty and the United States. For the United States foreign policy apparatus, the Christian Democratic Party of Chile appeared to be a model partner in the realization of the goals of the Alliance for Progress, the Latin American policy conceived by President John F. Kennedy and continued, though without the same level of enthusiasm and hope, by his successor, Lyndon B. Johnson. In its original conception, Kennedy's Latin American policy had ambitious economic, social, and political goals. The channeling of aid from the United States to Latin American countries in the 1960s sought to reflect the interplay between those aims, even if the implementation of the Alliance for Progress sorely lacked in consistency and constancy. In the case of Chile and Eduardo Frei's Revolution in Liberty, the exceptionally generous provision of aid by the United States went hand in hand with a deep involvement of agents of U.S. foreign policy, especially the political staff of the embassy in Santiago, in the day-to-day functioning of Chilean politics—welcomed and, in many cases, invited by local actors.
