In Seoul, a metropolitan city, affordable housing is a major issue. Since 2012, social housing has been implemented as a means to solve housing shortages in the South Korean capital. Various policies in different times have been applied, and Seoul came up with a unique form of social housing: providing housing to those in need. The purpose of this paper is to review the development of social housing in Seoul and to discuss policy implications. First, this paper defines the concept of social housing in Seoul by comparing that of social housing in Western countries. The major differences in the concept of social housing between Seoul and Western countries lies in the provider of social housing. The providers of social housing in Seoul are social economy actors, including non-private organizations and cooperative unions that work as agencies to pursue the public interest. In addition, this paper presents an overview of the historical development and specific features of social housing. Finally, a discussion is presented on the implications for social housings, including the need for the allocation of social housing throughout the city, the extended length of residence, and reliable financial support to social housing providers.

‘The first and perhaps most compelling attribute of the modern social structure which we inhabit’, according to James Coleman, ‘is the asymmetry of a large portion of its relations’. What is striking about modern society, however, is not the asymmetry of relations as such. Western societies have often been, and to some extent still are, highly asymmetric; think, for example, of the relations between feudal lords and their serfs, between factory owners and workers, between men and women. What is striking about the modern asymmetry is that the parties involved are completely different classes of entities, natural persons and complex organizations. Our (great) grandparents had to rely for their income, housing and the supply of goods and services mostly on independent employers, landlords, shopkeepers and artisans. We, on the other hand, are dealing with corporations, welfare institutions, public services, housing associations, building societies, banks and department stores. These organizations are not just rational, person-like servants, waiting quietly in the corners of society to be called upon. They also, and predominantly, act on their own account. Complex organizations are a new and powerful breed of social actors; they are corporate actors alongside the traditional, human actors.

Objectives. To examine the extent to which social service organizations participate in the organizational networks that implement public health activities in US communities, consistent with recent national recommendations. Methods. Using data from a national sample of US communities, we measured the breadth and depth of engagement in public health activities among specific types of social and community service organizations. Results. Engagement was most prevalent (breadth) among organizations providing housing and food assistance, with engagement present in more than 70% of communities. Engagement was least prevalent among economic development, environmental protection, and law and justice organizations (less than 33% of communities). Depth of engagement was shallow and focused on a narrow range of public health activities. Conclusions. Cross-sector relationships between public health and the housing and food sectors are now widespread across the United States, giving most communities viable avenues for addressing selected social determinants of health. Relationships with many other social and community service organizations are more limited. Public Health Implications. Public health leaders should prioritize opportunities for engagement with low-connectivity social sectors in their communities such as law, justice, and economic development.

The nonprofit sector is increasingly faced with the challenges of adopting unfamiliar orientations focusing on customer service and quality which historically have been more usually associated with the commercial for-profit sector. Such organizations are also facing financial and competitive pressures which are also more commonly associated with the commercial world and market economies. These factors tend to imply that nonprofit organizations should adopt a market orientation. Indeed many initiatives offered by public and nonprofit organizations are now defined as “social marketing.” This article presents empirical evidence from a case study of an innovative supported-housing project for homeless street drinkers and considers the barriers faced when implementing the project. Issues surrounding top management leadership, service design, service quality, consumer engagement, and the engagement of frontline customers facing service delivery personnel are considered, as these would expect to be evident in a service organization with a strong market orientation. However, considering that the project was implemented contrary to the express wishes of both the organization's internal market of its service employees and the primary target market of its service users, conclusions are drawn within a conceptual framework that agrees with the need to consider a social rather than a market orientation to the provision of such services within nonprofit organizations.

This institution would represent a?new approach in the re‐development of rental housing in Slovakia. It describes the first experiences from the establishment of the non‐profit housing organization and shows the possible risks, that could endanger the function of this institution.

Any housing settlement in Turkish Islamic tradition is macro and micro scaled organization in which social relation and cultural characteristics of society that are necessary for physical environment and society reflect. Basic element of urban spatial organization in Turkish Islamic housing pattern is “the quarter”. (Quarter is called as “mahalle” in Turkish culture) The quarter contains functional and semantic characteristics which are common for most Islamic civilization and Turkish Islamic cities. In this study, what meaning does the quarter have as smallest spatial organization element in Anatolia will be examined. In additon what kind kind of evolutionary process does the quarter face in Turkish settlement.

AbstractThe historical-comparative study of social democracy and cooperative organization are the foster children of historical sociology. This article offers a first account of systematic ideological differences in social-democratic ideology regarding private ownership and different cooperative traditions in the housing sphere of Northern European and continental German-speaking countries. The long-run trajectory of housing welfare regimes in these two country groups has been one of divergence: Nordic countries have moved to Anglo-Saxon levels of high homeownership, high levels of mortgage indebtedness, and house price increases, whereas private tenancy, lower indebtedness, and lower price increases still characterize their German counterparts. Based on historical case studies of Germany and Norway, we argue that the divergence in these two countries can be understood by the different social-democratic and cooperative solutions to the urban housing question from the 1920s onward. Supported by a pro-ownership social democracy, Norway started to develop housing cooperatives of the owner cooperative type, whereas German social democracy was in favor of associations of the tenant cooperative type. The differential growth of these two types of cooperatives and disparities in social democratic party ideology contributed to the urban housing divergence between the two country groups that has been observed ever since. We argue, more generally, that varieties of social democracy and welfare-anticipating cooperative organizations are important in helping us understand the welfare differences between countries.

Today’s rising housing prices in most countries worldwide have caused increasable attention to the problem of affordable housing. It is a social or ethical issue and an essential economic direction. Thus, affordable housing has great potential, influencing economic growth, labor forces, innovation, sustainable development, and an inclusive economy. Systematization of informational sources, theoretical and practical approaches for providing affordable housing, and assessing social housing needs indicated many views on this problem among scholars and policymakers. That is why marketing, management, and financial providing of affordable housing are significant mainstreams. The research aims to investigate marketing and management fundamentals of providing affordable housing in connection with funding aspects based on cross-country analysis. For achieving this target, key trends of housing market segmentation were analyzed, considering the distribution of the population by tenure status and analytical house price indicators using the data of the statistical office of the EU, the World Bank, and the OECD. The ways to promote more affordable housing by public and local authorities, private investors in affordable housing, and specific social and affordable housing market organizations were described. Main organizational forms of providing affordable and social housing were also characterized. Particular attention was paid to strategic planning for affordable and social housing, especially housing business plans or affordable housing strategy development as a priority step in marketing, management, and financial providing affordable housing. A SWOT analysis for affordable housing developments was used to show strengths, weaknesses, opportunities, and threats to the affordable housing market. To empirically confirm some relevant strengths, the impact of indicators of financial providing of affordable housing was formalized based on correlation analysis (calculating Pearson or Spearman correlation coefficients with time lags based on results of Shapiro-Wilk testing) and construction of Arellano–Bond linear dynamic panel-data regression model with checking the Sargan test of overidentifying restrictions (the sample from 25 EU countries for 2011–2019) using the Excel 2010 and STATA 14.2 software. The dynamic model made it possible to consider the share of affordable housing owners with mortgage or loan or the share of tenants, rent affordable housing at a reduced price or free. The value of GDP of the previous period affects the current situation (due to introducing lag variables and using instrumental variables or the generalized method of moments (GMM) to obtain adequate estimates). The hypothesis that an increase of 1% of the share of affordable housing owners with mortgage or loan causes the rise in GDP per capita of an average of 0.44% with a two-year time lag was empirically confirmed. An increase of 1% of the share of tenants, rent-free housing or affordable housing at the reduced price, causes the decrease of GDP per capita of an average of 0.5% with a two-year time lag. It was substantiated that governments should continue and improve their policies for financing social and affordable housing. At the same time, they should prefer affordable mortgage lending programs over programs of reduced or free rental housing. The results of this research confirm the significant drivers of policies and practices devoted to affordable and social housing, such as marketing, management, and financial providing. The presented recommendations are useful for scholars interested in this scientific field of research, public and local authorities, investors in affordable housing, and specific affordable and social housing organizations.

The recent global financial crisis has seen investors turn away from real-estate bonds, given their role in distributing risk during the crisis. However, since 2009, a new type of real-estate bond market has grown in London, enabling social housing groups to issue bonds. This could be viewed as further evidence of the extension of financialization practices into new spaces, beyond those of traditional capital markets and associated intermediaries. In this paper, we examine how financialization has begun to permeate the third sector, reordering the priority of housing associations' values, displacing social value creation with the economic. We highlight how reduced state funding has led social housing providers to become more reliant on capital market intermediaries, and explore how locally orientated social housing associations have become embedded within wider financial networks. While policy makers have viewed financial markets as a panacea to fund social housing developments in an age of austerity, tensions have emerged, requiring localized social housing organizations to become more commercial in their activities, jeopardizing their ability to protect vulnerable communities through social value creation.

Much contemporary policy seeking to address the problems of urban poverty and the failures of public housing focuses on deconcentrating poverty through the relocation of public housing residents to less-poor neighborhoods or by replacing large public housing complexes with mixed-income developments. Lying behind these efforts is a set of generally integrationist goals, aiming to remove public housing residents from contexts of isolation and concentrated disadvantage and settle them in safer, healthier, and more supportive environments that better connect them to resources, relationships, and opportunities. Although some of the goals of these efforts are being met, the broader integrationist goals are proving elusive. Focusing on the mixed-income component of Chicago’s Plan for Transformation—the most ambitious effort to remake public housing in the country—this article argues that a range of institutional actors (including developers, property management, community-based organizations, and the housing authority) and organizational behaviors (around design, service provision, intervention, deliberation, and representation) shape dynamics that reproduce exclusion and work against the integrationist goals of these policies.

The Author of the article examines corruption crimes in the field of housing and communal services (HCS) from the point of view of public danger. Corruption as a social and legal phenomenon continues to be a dangerous factor in the development of the housing and utilities sector. The article draws attention to the systemic nature of corruption crimes in the housing sector. It is noted that the majority of crimes in the housing and communal sector are stable corruption and are committed by officials, as well as by persons performing organizational, administrative and administrative functions at the enterprises of housing and communal services. The criminals have adapted to the new system of functioning of the housing and communal services and forms of control over its activities. They began to more often involve enterprise accountants, relatives and other close persons in their criminal schemes, thereby forming a stable criminal group in which all roles are carefully distributed and thought out. The Author analyzes judicial practice in corruption-related cases in the field of housing and communal services. The most typical ways of committing crimes in this area are shown. Attention is paid to violations related to the resettlement of citizens from hazardous housing. The issue of the organization of natural monopoly in our country, which reduce the effectiveness of the existing measures of state control and which directly affect the growth of corruption crimes, is investigated. Attention is focused on the deliberate obfuscation of the property rights of resource-supplying organizations and the withdrawal of income to offshore zones. The factors that contribute to the growth of corruption crimes in this industry are noted. On the basis of the study, the author concludes that the social danger of corruption crimes in the sphere of housing and communal services is conditioned by a high level of organization, selfish involvement of officials in the redistribution of funds in their favor, as well as the intricacy of schemes and methods of withdrawing funds from enterprises of housing and communal services.

Many intergovernmental organizations (IGOs) now place a high priority on universal social protection as a means for achieving sustainable development. Is this shift toward universal social protection just talk, or does it signify a more substantial emphasis on welfare within development policy? We present a theoretical framework for understanding discursive changes in global policy as rebranding, fads, trends, or paradigm shifts. We then conduct a comparative, semi-structured review of official language related to social protection used by six key IGOs (International Labour Organization, International Monetary Fund, United Nations Children’s Fund, United Nations Development Programme, World Bank, and World Health Organization) across five dimensions of social protection (labor market, health, family, housing, and education) before the introduction of the United Nations 2030 Agenda for Sustainable Development. Then, employing the framework, we analyze the findings of this review to determine the significance of the discursive shift toward universal social protection in the context of the 2030 Agenda. We document that, at present, universal social protection is an influential policy trend that has shaped how IGOs understand and act on social issues. These findings inform theoretical debates on the relationship between discursive and substantive policy change and contribute to a growing literature on transnational social protection. They also have implications for efforts across agencies and sectors to enhance social protection and achieve the Sustainable Development Goals.

Purpose The purpose of this paper is to understand the effects of social media use on the resilience of organizations involved in emergency response. While social media has been utilized as a critical tool in the field of emergency management, few researchers have systemically examined its effect on organizations’ capacity to bounce back from catastrophic events. From the dimensional approach to social media use, this research focuses on the following three functions: providing information to local communities, transmitting information to local communities, and responding to the emotions of local communities. Design/methodology/approach The authors used survey data gleaned from 79 key organizations involved in emergency management to investigate the impact of social media use on resilience after a tragic flood in Seoul, South Korea in 2013. The authors also conducted interviews with ten emergency management officials to understand what administrative challenges they confront in using social media for their tasks. Findings The authors found that the provision of disaster information on social media such as Facebook, Twitter, and YouTube has a positive effect on the perceived level of organizational resilience. In addition, social media use correlates positively with community emotional responses. Research limitations/implications Given the focus on the emergency response to a natural disaster in urban areas, the results might not be generalizable to smaller cities or rural areas. The survey items that measure the perceptions of emergency managers may not represent the physical aspects of disaster recovery, such as the restoration of housing stock. Practical implications The findings suggest that public and nonprofit organizations can use social media to communicate with other organizations and the public in ways that demonstrate resilience. Emergency managers should address administrative challenges, such as trustworthiness of information delivered via social media and lack of personnel. Originality/value This paper provides systematic understandings of the effects of social media use on the resilience of the organizations that respond to a disaster.

In the current circumstances, with the threat to stability, the management of organizations should from time to time review the system of non-material incentives for employees. The development of social policy in the organization will not only stimulate the staff and increase their income, but also create an image of the organization, as well as a favourable opinion about it. Each organization needs to find its way to social policy so that voluntary social services are fl exible, economically viable and staff -oriented. The article reveals the essence of social policy of the organization. The methods of social personnel management are considered. Particular attention was paid to identifying the needs of the employees through the application of the questionnaire method. The results of employees survey of the organization are presented, which operates in the field of housing and communal services.

This study aims to find out how the role of Youth Organization in fostering social awareness of youth, any form of social care carried out by Karang Taruna of Perumahan and supporting factors and inhibitors of Bukit Permai Youth Organization in fostering youth social awareness. Theory uses Social Concern theory According to Crandall in Addision E. Gradel (2009: 35) includes motivation, understanding, empathy and contribution. The research method uses qualitative descriptive. Research informants from the Bukit Permai Housing Youth Organization and Pimpina in the Bukit Permai Housing Community Area. Test the validity of the data using source triangulation and member check techniques. Data analysis used qualitative data analysis of Miles and Huberman. The results of the study regarding the role of youth organizations in fostering social awareness include (1) Karang Taruna members providing motivation to youth by inviting them to contribute to social activities for their development and the environment, (2) asking for proposals for ideas and ideas from non youth members, ( 3) providing an understanding of the implementation of social activities needed so that the community environment is conducive, (4) inviting youth to be involved in youth activities, especially planning social activities. Forms of social activities such as community service cleaning sanitation channels, cleaning public facilities, installing street lighting in each block, conducting fogging, donating activities to the poor and disaster, making hydroponic parks in collaboration with RTs, focus group discussions, youth discussion activities internal routine.

There are profound differences within the nonprofit sector, and research benefits from the ability to group nonprofits by substantive focus. Researchers typically rely on the National Taxonomy of Exempt Entities (NTEE) codes to categorize nonprofits, but we argue that mission statement text offers a better information source for nonprofit researchers to create categories of organizations. Harnessing advances in data availability and machine-reading technology, this article introduces a new method whereby mission statement analysis drives research and analysis of “like” organizations. Using an automated dictionary method to analyze mission statements, we draw a sample of housing and shelter nonprofits in Washington State. Compared with the corresponding sample based on NTEE classification, our results find roughly double the number of housing and shelter nonprofits based on their mission statements. Our method also proves more accurate than NTEE codes when applied to a sub-sample of nonprofits known to provide shelter for the homeless.

The relevance of the research subject is dictated by the poor quality of management at all the levels of the system of housing-and-communal services in Russia, insufficient study of the specifics of management of the industry, and also by the need of the development of ways of the increase in management efficiency for the purpose of providing its development according to the requirements of the green economy. The mechanism and structural model of management of housing-and-communal services were developed. It will allow increasing the management quality in the organizations of housing-and-communal services in the context of its sustainable development, structural dynamics, features of manifestation of interrelations of its elements, and also to resolve some contradictions. Such contradictions exist among the purposes of the state (development of the competition in the market of housing-and-communal services), purposes of commercial organization (making maximum profit), and purposes of population (receiving high-quality and cheap services). Moreover, the contradictions exist among the economical purposes, social interests and environmental priorities. The results of the research can be useful for the improvement of management in the housing-and-communal sphere according to the principles of green economy.

In spite of the campaigns for social housing conducted by its most ardent supporters, at the beginning of the century Greece completely lacked the various low-cost housing organizations that were quite common in Europe. During the inter-war period, progressive governments took various steps to rationalize the provision of housing, aiming, among others, at encouraging the formation of housing co-operatives. Under the provisions of appropriate legislation, housing cooperatives acquired land on favourable terms either in or outside the city of Athens. The proposed schemes, which were meant to be supported by state funds, were, however, inadequately administered, mainly because of the political instability and economic hardships of the inter-war period. As a result, the function of the housing co-operatives was gradually restricted to providing small investors with cheap land, on which they would build individually at a more convenient time. The happy exceptions to the rule were co-operative housing schemes which owed their implementation to the higher economic and social status of their members.

Purpose The purpose of this paper is to examine a collaborative relationship between non-profit organizations and a Midwest police department to address issues of poverty and homelessness. Design/methodology/approach Qualitative interviews were conducted with five non-profit organization workers along with three police officers about social problems in the city between September and December of 2017. Findings The collaboration between non-profit organizations and law enforcement was largely helpful and successful in integrating residents of tent city into existing housing programs within the city, limiting future law enforcement calls addressing latent homelessness issues. Research limitations/implications This qualitative study was exploratory in nature and data were drawn from a single city. Although key stakeholders were interviewed, results are based on a small sample of police and non-profit social service workers. Also, individuals who lived in the tent city were not interviewed. Practical implications This study demonstrates how an approach in addressing tent cities through non-profit organizations and law enforcement collaboration are arguably effective in humanely moving residents of tent cities into housing for a long-term solution to homelessness. Originality/value There is limited research about tent cities especially the long-term effectiveness of dismantling them with various methods. This paper demonstrates one city’s approach to combat homelessness by dismantling a tent city, with a follow-up a few years later showing the effectiveness of a more humane approach, which can set an example for future cities also combating homelessness.

Contrary to other accounts of the 1919 national housing program, this article examines the plan's long-term history using Vancouver as a case study. It argues that a basic structural flaw in the local Better Housing Scheme created financial hardship for the City of Vancouver as well as for mortgagors during the depression. The burden of mortgage repayment that fell to the city discouraged it from participating in other housing initiatives in the 1930s and 1940s. Still, the labour, women's, and veterans' organizations that supported the scheme represented the beginnings of Vancouver's social housing movement that matured in the late 1930s and achieved significant improvements in residential conditions in the 1940s.

Often older adults who move to congregate housing settings experience feelings of loneliness and a loss of purpose. Creating long term partnerships with educational and youth-serving organizations can help senior housing providers expand residents’ social networks and create meaningful civic engagement opportunities. A 3-year national initiative involving an environmental scan of intergenerational practice in senior housing communities, the development of a toolkit for senior housing providers, and the piloting of intergenerational partnerships and programs in six national housing communities was conducted by Generations United and Leading Age and supported by the Retirement Research Foundation. Promising practices, challenges, and lessons learned from this initiative will be shared and strategies for “scaling” this work will be discussed.

Utility fees have been in the mainstream in recent years, with the State taking all available measures to align payments made by owners and users of individual premises in an apartment building to the constitutional principles of certainty, fairness and proportionality not only de jure but also de facto. In 2020, due to the spread of a new coronavirus infection, the state adopted a number of measures of state and social support for the population, small and medium-sized businesses, in connection with which amendments to the law were introduced. The paper provides a critical review of legislative innovations in the field of housing and utilities payments and synthesis of proposals on measures of state support for housing and utilities organizations providing municipal services. The author examines preferences for citizens and management organizations. One of the most significant trends in the current conditions involves providing support for the population. The author notes the contradictory nature of approved innovations, analyzes their further influence on judicial practice and development of scientific-theoretical thought in the field of housing and civil legislation. The paper critically evaluates the “transformation” of the legislation regulating housing and utilities (communal services) fees. The main idea of the paper is the fact that in the current difficult situation the state should provide full support to organizations connected with housing and utilities to stabilize the society and the State as a whole.

Considering the multidimensionality of the issue of housing, for urban housing planning the intervention of different state and urban organizations is required and the lack of a comprehensive and integrated management is tangible in this issue. Regarding the domination of municipalities over internal issues of cities and also regarding geographical, political, economic and social conditions of different cities, municipalities can burden the responsibility of this issue. The objective of the present study is to investigate the problem of housing in Iran and providing an appropriate strategy for resolving this issue. Accordingly, the study, by doing library research, administering interviews and consulting state authorities and elites of housing markets and also by using the authors' scientific and executive experiences, an organizational structure was suggested for solving the housing issue. Then, by preparing questionnaires and surveying three groups (citizens, state and municipality authorities and academic specialists) this structure was evaluated using matrix QSPM and the SWOT model. Finally, by using the conducted surveys, the desired strategies were presented for improving the performance of organizational structure.

Few studies have examined the impact of housing discrimination on health. This study explores potential pathways linking housing discrimination and health using concept mapping, a mixed-method approach. Participants included employees from twenty Fair Housing Organizations nationwide who participated in two online sessions, brainstorming, and structuring. Responses were generated representing biological, social, economic, and physical connections between housing discrimination and health. Using hierarchical cluster analysis, five clusters were identified: (1) Access and barriers; (2) Opportunities for growth; (3) Neighborhood and communities; (4) Physical effects of housing discrimination; and (5) Mental health. Clusters 1 (4.09) and 2 (4.08) were rated as most important for health, while clusters 2 (3.93) and 3 (3.90) were rated as most frequently occurring. These findings add to the limited evidence connecting housing discrimination to health and highlight the need for studies focusing on the long-term health effects of housing discrimination on individuals and neighborhoods.

While delivering decent, affordable housing at scale is essential to global sustainable development, one formidable blockage is a lack of accessible housing finance for end users. People on low incomes have been perceived by lenders as high risk. They are excluded from financial systems and are forced to self-build using informal credit at exorbitant rates. This article engages with this problem, discussing practical examples and potential ways forward. It does so through case studies of models from Reall (a UK-based international development organization and social enterprise that promotes affordable homes) and its partner organizations in India, the Philippines, Nepal, Mozambique and Pakistan. The article evaluates the strengths and limitations of these models, and their potential for scaling up. Reall’s partners demonstrate that decent houses can be delivered at a cost that is accessible for potential low-income homeowners, while proving the viability of lending to borrowers in the bottom of the income pyramid. This is essential for demonstrating the commercial viability and impactful investment opportunity represented by affordable housing in urban Africa and Asia.

Purpose: The purpose of the study was to explore the influence of low cost building materials on reduction of housing deficit in Nairobi County, Kenya.Methodology: The study adopted four theories: open innovations theory, the value theory, transformational leadership theory, and institutional theory. Methodologically, the study adopted a descriptive research design, while the population of this study was all the real estate firms registered by Kenya Property Developers Association (KPDA). Census technique was employed to collect data from all 69 real estate firms using questionnaires. Questionnaires were applied to collect primary data, where the researcher trained research assistants to aid the data collection procedure. A pilot-test was conducted as an approach to establishing both the reliability and validity assessments of the questionnaire. Statistical packages for social sciences (SPSS) was used to undertake both descriptive and inferential statistical computations.Results: The findings of the study established that the use of technology enhances the capability and capacity of construction firms to use an array of building materials. The study found that use of modern technology defined skilled labour because most organizations are leveraging technology as a basis of realizing competitive advantage. It also established that real estate firms utilize competent based human resource management firms to hire qualified personnel. In addition, it was evident that personality traits influenced adoption of new technology in the construction of low cost housing, whereas knowledge and attitudes, and skills were significantly attributed to adoption of new technology.Unique contribution to theory, practice and policy: In light of the research findings, the study recommends that organizations should leverage modern technology as a basis of realizing efficiency, effectiveness, and sustainability of projects. The study likewise recommends that organizations should build capacities to enhance labour productivity. In addition, the study recommends that organizations should adopt transformational leadership approaches as a basis of enhancing performance. The study recommends the need to revise the legal framework with a view to ensure that it reflects the changing needs of the project requirements.

From the medical field to the housing market to the criminal justice system, poor people must navigate labyrinthian organizations that often perpetuate social and economic inequality. Arguably it is through these social institutions, and through multiple processes embedded within each of these institutions, that the governance of urban poverty is effectively maintained. This essay revolves around one such process, examining how Matthew Desmondʼs Evicted: Poverty and Profit in the American City (2016) points to the eviction process as an important producer of urban poverty in and of itself. After delving into housing law and Desmondʼs ethnographic and quantitative research methodologies, the essay examines four sites where the law is at work in eviction: the eviction court; the “law-on-the-books” versus the “law-in-action”; practices in the shadow of the law; and the relationship between the criminal justice system and the housing market. One goal of the essay is to place eviction within the law, punishment, and social inequality literatures.

Purpose – The aim of this paper is to discuss selected aspects of the design of post-disaster housing building on current guidance in this area. The paper focuses on the use of appropriate materials and technology to suit the climate and site and draws lessons from traditional housing types and settlement patterns. Design/methodology/approach – A case study of a design project is used to illustrate an approach toward sustainable design. The approach is structured and could therefore fit into the wider structures and frameworks of providing such housing. Findings – A design was generated that meets many of the desired environmental criteria. It was also found that important design resources are required by the design team not mentioned in the existing guidelines. Research limitations/implications – A limitation of the paper is that the design is hypothetical and there has been no input from prospective inhabitants or other groups. Practical implications – The design approach illustrated here may be of use to relief organizations working in the field and also could be used to develop further awareness of sustainability. Organizations that provide for and coordinate post-disaster construction could consider making further design resources available as part of a project. Social implications – The study addresses the design of housing, which itself is an activity located in society. Originality/value – The paper adds to the discussion on the design of post-disaster housing and supports the argument that such housing can help to support wider and longer-term development.

Our paper aims to contribute to the understanding of civil society in Hungary by looking beyond the struggles around open society and international NGOs, a topic that has dominated public debates on civil organizations in Hungary for the last decade. Our starting point follows the literature that has broadened the understanding of NGOs in the post-socialist space with the perspective of their insertion in global hierarchies in terms of unequal knowledge and resource transfer, material dependencies and the effects in local social settings. More attention recently has been given to the social positions of domestic civil organizations and the political and material dependencies they operate within. The analysis of organizations which represent and defend different interests within different social strata is crucial to understanding civil society in Central and Eastern Europe (CEE). Following this thread of discussions, we look at three segments of civil society which were previously understudied, to expand on how social relations structure civil society in contemporary CEE: 1) nationalist but anti-governmental organizations, for example in the field of housing; 2) urban and rural informal self-organization in order to cope with material hardships collectively has been significantly growing in the recent years; 3) rural civil organizations aligned with local elites, embedded in material dependencies, which have been present since 1990, but occupy a more and more significant role after the illiberal turn. We think that adding these segments to the study of civil society in CEE can help to broaden the analysis beyond the discursively and ideologically thematized struggles around NGOs, and contribute to a better understanding of illiberal regimes and the counter-movements they produce.

This article examines the affordable housing market to develop a new way to understand the problem of co-optation in participatory urban governance. Through a case study of the Chicago metropolitan area, it uses data from 105 in-depth interviews—supplemented with ethnographic, archival, and secondary data—to shed light on the circumstances in which poverty-managing organizations compete for the resources necessary to house marginalized populations. Findings show how community-based groups, which have long housed the poorest neighborhoods and residents, are systematically excluded from access to development capital in favor of other “grassroots for hire” organizations more amenable to the elite co-optation of grassroots empowerment—a process referred to as co-optation by cohort replacement. The article discusses implications of these findings for the study of urban development, participatory governance, and the changing social safety net.

This study aimed to identify and compare major areas of met and unmet needs reported by 455 homeless or recently housed individuals recruited from emergency shelters, temporary housing, and permanent housing in Quebec (Canada). Mixed methods, guided by the Maslow framework, were used. Basic needs were the strongest needs category identified, followed by health and social services (an emergent category), and safety; very few participants expressed needs in the higher-order categories of love and belonging, self-esteem, and self-actualization. The only significant differences between the three housing groups occurred in basic needs met, which favored permanent housing residents. Safety was the only category where individuals reported more unmet than met needs. The study results suggested that increased overall access to and continuity of care with family physicians, MD or SUD clinicians and community organizations for social integration should be provided to help better these individuals. Case management, stigma prevention, supported employment programs, peer support and day centers should particularly be more widely implemented as interventions that may promote a higher incidence of met needs in specific needs categories.

The article discusses the experience of selected countries (Canada, USA, Sweden, Finland, France, great Britain) in the management of social indicators of quality of life in the housing utility complex (HUC); the conclusion is that in Russia it is necessary to change the control system for the FCC and the evaluation of management effectiveness. It is revealed that. the US experience is focused on effective achievements in this area; the UK experience allows us to highlight the constantly updated “ standards of the greatest value of public services”; the Swedish experience suggests using models of housing and communal services management that interact with the authorities. It was revealed that in Finland housing and communal services (housing and utilities) is a business. In the research the principles of assessing the performance of managers taking important public decisions in the housing sector, examines not only economic but also social efficiency of housing services in the office. It is proposed to apply the process approach the efficiency of the management of HMO (system, expert, calculation and estimation), the model «discounts», model «depreciation», to introduce a unified system of assessment of housing management in the whole country, taking into account international experience. Expert evaluation of management efficiency in housing should be charged to public organizations, operating without the intervention of the state, municipal authorities, for example, homeowners or people with housing in hiring, which will create a competitive environment in the market of housing and communal services will lead to greater choice for consumers and improve the efficiency of managerial labor in this field.

The recent economic recession and a sluggish recovery have made conditions especially precarious for the most disadvantaged members of the urban poor population—those with criminal records, health conditions, undocumented status, or unstable housing. We argue that the fewer the resources to which people have access, the more their circumstances will depend on the organizations in which they participate, the systems in which these organizations operate, and the institutions governing the behavior of both. We call for a renewed focus on systems, institutions, and organizations among researchers who study urban disadvantage, and review a series of studies that show the promise of these perspectives.

During the period 2010–2011, when the At Home project was conducted, a questionnaire was sent to 420 non-governmental organization (NGO) key managers in six Canadian cities to enquire about their collaboration with public services and their perspective on the services for homeless people with serious mental illness (SMI). NGOs constituted a dense network of collaboration among themselves. With regard to public services, housing and shelters were two services that NGOs had frequent contact with, followed by the healthcare addiction sectors and, to a lesser extent, social service and the justice sectors. Education and employment were both located in the network periphery. In general, NGOs viewed housing availability and accessibility to health services as largely unsatisfactory. They called for better public support, coordination, and funding.

This has especially been the case in Asian developing countries where both official and private aid helped finance a significant amount of the housing reconstruction. Despite the emphasis upon community involvement, inclusive and participatory processes for housing reconstruction by international non-governmental organizations, recent experiences show that such ideas often do not readily translate in practice on the ground. This paper analyses the necessary conditions for successful involvement by local beneficiaries in rebuilding their homes following natural disasters. The analysis is situated within the context of community recovery, and the trade-off between centralized donor planning, and community driven initiatives, using primary and secondary data collected from post-tsunami Aceh, Indonesia. The paper also discusses how various stakeholders (including recipient government and donors) evaluate and make use of the practical capacities of affected persons and communities to be involved in planning, building and monitoring processes in the housing sector. Our research focused on the level and types of roles played by the aid beneficiaries in the housing reconstruction process in Aceh. In spite of considerable rhetoric about participation and inclusive reconstruction accompanying the post-tsunami reconstruction by various donors, a number of systemic barriers created considerable distance between beneficiaries and NGOs in Aceh in the housing sector. The drive for efficiency and need to produce tangible results quickly, mixed with the sheer number of stakeholders and resources involved, created a largely top-down environment in which decisions were centralized, and arbitrary standards imposed. This was exacerbated by an extensive chain of sub-contractors, a large supply of lower-cost imported labor, and highlighted the importance of local political affiliations, leading to weak accountability and reduced aid effectiveness.

The article examines the housing occupation movements in Milan in 1969-1975, relating them to the restricted supply of cheap housing—a situation that created difficulties for newly arrived immigrant. Housing occupation activists were influenced by the experience of squatting in other European cities, a phenomenon that particularly fascinated the educated young, who participated in the movement, supported by organizations of the radical left. The movement’s political project was to take the class struggle outside the factories, to attack “urban income growth” as a tool of capitalist domination. Compared with other Italian experiences, there was less involvement from the underclass, and the aim of obtaining a house was secondary to the project of maintaining political conflict at a high level. The movement waned in the late 1970s, due to the fact that the revolutionary groups’ drive for political mobilization no longer coincided with the social housing needs of young people.

This article examines the assumption that recent reforms in social and public services can be understood as a transition from New Public Management to post-New Public Management. English and French social housing delivery are selected as two cases in which to test out this assumption, for ostensibly these delivery structures share significant cross-national, post-NPM similarities – a movement towards a more ‘enabling’ or steering role for central government, the creation of coordinating agencies, ‘decentralization’ initiatives, the extensive use of public–private arrangements to finance social housing and the involvement of a wide range of extra- and semi-governmental organizations. However, further investigation reveals that these reforms of delivery structures have not been predominantly driven by an unfolding post-NPM managerial or governance logic as the thesis assumes. Rather the reforms have been driven by the partisan electoral and ideological goals of central government policymakers within the context of institutional legacies and entrenched social values. Points for practitioners New Public Management and post-New Public Management have become the conventional wisdom on administrative reforms particularly in a comparative context. This article argues that these ideas reflect an impoverished understanding of public administration given that they assume that change occurs predominantly through the unfolding of managerial and/or governance logics. These logics exclude the critical role of the political parties and other socio-political factors, such as urban unrest, in driving change. This Anglo-French analysis of social housing delivery demonstrates the significance of these political factors in how policymakers define social problems, re-design and implement social housing service delivery systems.

Homelessness is a public health issue that many organizations are addressing through a Housing First Model. One such organization is The Road Home (TRH), which provides services to homeless individuals and families in Salt Lake County. TRH is perhaps best known for their emergency shelters, but the organization also administers the Rapid Rehousing Program (RRHP), designed to help families experiencing homelessness transition back into stable housing. Those experiencing homelessness tend to have high rates of chronic mental/physical disabilities as well as issues related to substance abuse. Having a home is the first step toward achieving some kind of stability in their lives. The RRHP allows families to find housing in the private rental market and will cover the initial costs and several months of rent for clients. While the program has been praised by policymakers and social service providers for helping homeless families find rental housing, there is no empirical research about participant perspectives regarding their residential (in)security. The research question of this article is: what is the role of the RRHP in supporting the security of families experiencing homelessness? Researchers collected qualitative data through focus groups and interviews with 31 participants, 23 families experiencing homelessness, two landlords, six case managers, and service providers. Lastly, we identify recommendations for program improvements based on information gathered from research participants. It is our hope that the information presented in this article can and will be used in a way that improves public health by increasing the residential security of families experiencing homelessness.

These practices create certain opportunities for their adaptation in the conditions of the Russian Federation, taking into account the existing restrictions and socioeconomic risks. Among the promising opportunities for adapting international experience, the following can be distinguished: support of educational trajectories of orphans, ensuring their effective entry into the labor market, development of the institution of mentoring in the form of both state support and public charitable initiatives, development of the practice of social renting of housing from the municipal fund without the right to transfer it into the ownership of another person, expanding the representation of non-profit organizations in the field of social support for orphans and children left without parental care.

Abstract Implementation studies provide guidance on how to reduce the gap between empirically-supported interventions and routine care. For intergenerational programs that bring older adults and other generations together to promote social connection, improve health and well being, and to reduce ageism, the role of implementation science is rarely studied. Intergenerational programs have a long-standing role in social service and housing contexts, yet the quality of the evidence and sustainability of these programs is often in question. This symposium aims to demonstrate how implementation studies can identify available evidence and influential contextual factors to examine issues of adoption, fidelity, and sustainability of intergenerational programs. First, a scoping review of the available evidence on best practices of intergenerational programs will help highlight fidelity issues. Second, an environmental scan for intergenerational housing will highlight how contextual factors may impact the adoption and spread of intergenerational programs. Third, a pre-implementation study delivering multi-modal best practices training to local community sites will share indicators of the feasibility of training staff to implement evidence-based intergenerational practices. Finally, an evaluation of a community collaborative of organizations implementing intergenerational programs will highlight the process by which organizations develop and sustain partnerships. The chair will summarize how the studies’ methodological approaches incorporate implementation science and outcomes. Implications for both future research on organizational context, funding, and implementation strategies, as well as for practice settings will be named. The discussion will identify implementation gaps that will need to be overcome to expand and sustain intergenerational programs.

In spite of the significant grants and supports after 2015 earthquake, housing reconstruction faced numerous challenges in addressing the needs of the disaster affected communities. The earthquake threatened almost all aspects of the societies in14 of the most affected districts. Government of Nepal and various development partners, including bilateral agencies, were involved in the implementation of housing reconstruction projects in different districts. All these initiatives in communities yielded diverse results. Because of the resulting disquiet from the public, the post-disaster housing reconstruction is becoming the concern and dilemma to researchers, development and humanitarian organizations worldwide. It is evident that private housing reconstruction is complicated and slow process, which is knotted with social, economic, and political dimensions. The paper highlights the significant contributing factors for accomplishing the housing reconstruction after the earthquake. A multi-dimensional holistic approach interprets the nexus of successful reconstruction, which are discussed in the paper. This paper serves as a valuable resource that highlights the significant factors for the government, development and humanitarian partners, and researchers.
