Abstract:
Social media refers to a set of online tools designed for social interaction. Social media is a library of information that facilitates the dissemination of information and it is a powerful tool for communication activities. Due to the widespread reach of consumer demographics, social media has been misused by an irresponsible group of individuals. This article is therefore intended to analyse the issues relating to the institutional and legal framework of the misuse of social media in Malaysia. This article employs the qualitative legal study methodology in the form of library research. The data is derived from the analysis of some of the laws available in Malaysia and in information from related journals. Hence, this article concludes that the existing laws relating to the misuse of social media are sufficient. There is no necessity for the government to enact a new law relating to the misuse of social media as there is no specific law that would apply in all circumstances. However, these existing provisions need to be improved to ensure that they remain relevant in the era of the advancement of technology.

Abstract:
This paper aims to provide a comprehensive report of the results of a comparative study of Slovenian and Korean library law. Although the countries of Slovenia and Korea have entirely different historical backgrounds, the library laws of both countries are of a comprehensive nature. Despite this, there are many differences between them. This study aims to clarify the differences between the library legislation of Slovenia and Korea and indicates the origins of these differences. The library laws of Slovenia and Korea share a common comprehensive nature and in both countries, library policy is administered by the Ministry charged with culture. Nonetheless, significant differences may be observed in their chapter structures, description methods, composition, as well as the characteristics of the shared national bibliographic system, etc. Additional findings indicate that as a small country surrounded by larger states, Slovenia has historically been more prone to accepting different cultures and can interact with them easily. On the other hand, by not embracing multiple cultures within its system of library law, Korea still fails to provide social and cultural security to ethnic minorities and migrants. This paper represents not only a juxtaposed comparison of Slovenian and Korean library laws, but also provides a detailed cross comparison, considering all of the similarities and differences that may be understood through this process. This study clarifies how each country’s social systems and the environment surrounding library affected the enactments of currently applicable library legislation.

Abstract:
This study aims to find the paradigm of Islamic legal philosophy contained in the Fatwa of the Indonesian Ulema Council (MUI) regarding guidelines for social interaction through social media. This type of research is qualitative research (library research). Data sources of this study is the Fatwa of MUI, No.24 of 2017 Concerning Law and Guidelines for Bermuamalah through Social Media and various relevant literature. The theory used in this research is the Maqasid Shariah theory. This study concludes that the Fatwa of MUI legal provisions that limit freedom of social interaction through social media are legal provisions in realizing the benefit of individuals (al-maslahat al-khassah) and the public (al-maslahat al-ammah) in the context of social life. To realize these two benefits, the five objectives of Islamic law (maqasid shari'ah al-khomsah), such as hifz al-nafs, hifz al-aql, hifz al-mal, hifz al-nasl can be manifested in various legal provisions of the fatwa of MUI which limits freedom of social interaction on social media.

Second, integration of efforts to tackle crime with penal and non-penal approach due to the reality of national law and the political facts of international law for enforcement on a national, regional, and global scale.

Les développements techniques entraînent une croissance exponentielle de la circulation des œuvres et informations sur les réseaux. Les modèles de régulation de l'ère analogique élaborés sur la rareté du support sont remis en question par le numérique, fondé sur les paradigmes de la copie, de la réappropriation et du partage. Le droit d'auteur a été développé et adapté au rythme des innovations techniques de reproduction et de diffusion des œuvres, comme un correctif artificiel accordant une exclusivité temporaire d'exploitation. Il peut aussi conduire aux biens communs. Nous analysons comment droit et technique ont d'abord été pensés de manière indépendante. Les processus d'élaboration des normes et standards techniques et l'extension des droits exclusifs entraînent des tensions entre les industries culturelles et le public. Cette conception conduit à un enchevêtrement de lois et mesures techniques de protection au profit de la régulation technique. Nous proposons donc, dans la lignée de la lex informatica, un modèle fondé sur l'influence réciproque entre les disciplines, vers la reconception des catégories juridiques du droit d'auteur et vers une meilleure expression technique des droits. Le développement d'applications, d'ontologies et de métadonnées juridiques permet une automatisation de la régulation des échanges d'œuvres et d'informations. Mettant en œuvre une intégration plus équilibrée du droit et de la technique, ce modèle est notamment fondé sur l'analyse de licences et modèles contractuels qui se développent sur Internet, entre contrôle d'accès et biens communs.

Abstract:
The purpose of this thesis is to investigate how the research library of Linnæus University is used by students as a meeting place. Building upon Putnam's theory of bonding and bridging social capital and Audunson's conception of high and low intensive meeting places, it aims to explore the research library's potential for creating social capital and thus strengthening both learning and democracy in a university context. Borrowing part of the survey design from a study conducted as part of the Norwegian PLACE project, this study collects responses from 134 students as to their use of the library as a meeting place. The results show that the Linnæus University library is used for a variety of meetings of both high and low intensity, why it should provide a good setting for the creation of social capital. There seems to be a connection between how often one visits the library, as well as to which department one belongs, and how one uses the library as a meeting place. The thesis concludes that the research library may aid the creation of social capital and that emphasizing this role would benefit both learning and democracy.

El presente estudio se centra en aquellos métodos de trabajo que desde la década de los sesenta ciertos artistas desarrollaron mediante un procedimiento singular que se inscribe en la lógica de archivo. Dicha lógica se examina en relación con la fotografía y su uso. Las prácticas fotográficas desarrolladas en Alemania y concretamente las de la llamada “Escuela de Düsseldorf” se asocian con procesos y métodos que apuntan a una visión analítica y sistemática de la fotografía. El proceso de acumulación, los principios de organización y clasificación de materiales de acuerdo con criterios que pueden ser rigurosos o más flexibles, así como la presentación de dichos materiales en formaciones reticuladas nos permiten hablar de usos metodológicos que sustentan sus proyectos tipológicos y de la idea de archivo como un marco conceptual. Es la posición analítica del procedimiento artístico a la hora de emplear sistemas tipológicos y comparativos para la organización y comprensión del conocimiento de las cosas la que esta investigación pretende estudiar. El objetivo central es examinar e identificar las condiciones que prefiguran el uso y la función de la fotografía como medio de archivo. Partiendo de las cuestiones que conciernen a la fidelidad, a la versatilidad y a la objetividad de la fotografía y de los interrogantes que se plantean a través de dichas cuestiones, intentaremos ver la condición histórica y actual del documento fotográfico en relación con los sistemas de saber.
The present investigation is centred at those methods of study that since the decade of the 1960s certain artists developed through a singular procedure that is inscribed in the logic of the archive. This logic examined in relation with the photography and its use. The photographic practices developed in Germany and specifically those from the “School of Düsseldorf” are associated with processes and methods that point to an analytical and systematic vision of the photography. The process of accumulation, the principles of organization and classification of materials in accordance with criteria that can be rigorous or much flexible, just as the presentation of these materials in grid formations permit us to talk of methodological uses that sustain their typological projects and the idea of the archive as a conceptual frame. This investigation pretends to study the analytical position of the artistic procedure, the employ of typological and comparative systems in the organization and comprehension of the knowledge of things. Furthermore it intends to examine and identify the conditions that prefigure the use and the function of photography as a medium of archive. Taking as a starting point the questions related to the fidelity, versatility and objectivity of photography and the interrogations raised through these questions, we will try to see the historical and actual condition of the photographic document in relation with the systems of knowledge.

This study develops a structured model of distance education taking into consideration the Information Science. It has a conceptual basis on the five principles of Library Science applied to virtual reality. The design of distance education using Internet was based on well known authors of Information Science, Library Science, and Education. It also applies techniques used in cyberspace. The suggested plan - theoretical and applied - contributes to expand the educational potential of distance education using Internet. Using this model, a checklist was designed to help controlling quality of distance education using the Internet.
Estudo para elaboração de modelo roteirizado para cursos à distância via Internet à luz da Ciência da Informação, tendo como arcabouço conceitual as cinco leis da Biblioteconomia aplicadas para a realidade virtual. A modelagem de cursos à distância via Internet foi fundamentada em autores clássicos da Ciência da Informação, Biblioteconomia, Educação, recebendo ainda o aporte de informações geradas por especialistas do ciberespaço. O roteiro sugerido - conceitual e aplicativo - contribui para aumentar a potencialidade educacional e informacional de cursos à distância via Internet. By definition, homelessness refers to general understanding of people without a home or a roof over their heads. As consequences of a number of factors, homelessness has become a serious problem especially in cities throughout the United States. Homeless people are usually most visible on the streets and in settings like shelters due to the fact that their presences and activities in public spaces are considered illegal or at least “unwanted” by city officials and by members of the public. In response to this issue, activists throughout the country have worked tiresly on behalf of homeless people to demand policy changes, an effort that resulted in the passage of the homeless bill of rights in three states, namely Connecticut, Rhode Island, and Illinois. As I discovered through my fieldwork, in Indiana, the homeless, themselves, are currently lobbying for passage of a similar measure. Locating my fieldwork on homelessness in Indianapolis in two sites, the Indianapolis Marion County Public Library (the Central Library) and the IUPUI Library, I examine the use of library buildings as alternative temporary shelters and spaces where the homeless can organize for political change. As an Indonesian ethnographer, I utilized an ethnographic approach, which helped me to reveal “Western values” and “American culture” as they play out in the context of homelessness. In this thesis, I show that there is a multi-sited configuration made up of issues, agents, institutions, and policy processes that converge in the context of the use of library buildings by the homeless. Finally, I conclude that public libraries and university libraries as well can play a more important role beyond their original functions by undertaking tangible actions, efforts, engagements, and interventions to act as allies to the homeless, who are among their most steadfast constituencies. By utilizing public university library facilities, the homeless are also finding their voices to call for justice, for better treatment, and for policies that can help ameliorate the hardship and disadvantages of homelessness.

Abstract:
Aim/Purpose: This paper, explored features of popular social media in promoting research activities for successful integration of information services on social media platforms. Background: Leisure, in the early days, was more aligned with reading and research activities and enjoyed a long term monopoly until the advent of Information and Communication Technologies (ICTs). The society milieu is now accentuated with arrays of technological innovations and academic activities are, therefore, relegated to remnant time resulting from application and the use of ICTs. While reading and research are required more now than ever, social media, as components of ICTs, present their distractive features. However, studies have shown that social media could be incorporated to promote and communicate academic and research activities. Methodology: The paper analytically reviewed empirical literatures on information as obtained from innovative and sustained academic activities, which is a key to research development. The paper also discussed ways academic librarians could adapt and utilize popular social media such as facebook, whatsapp, instagram, badoo, skype, imo, wechat, twitter, blogs, flikr and youtube to provide Library services, Selective Dissemination of Information (SDI), and communicate specialized literature search result, to promote purposeful networking, communication and transfer of information to support teaching and research activities. Contribution: The study reviewed the features of 21st century popular social media, and proffered ways of promoting research and academic culture through the adoption and use of social media platforms by information professionals. Findings: The paper assessed and listed the potentials of the features of social media as a communication tool in academic and research processes, making it possible for librarians to incorporate the features of these communication tools in the discharge of library services in areas such as reference services, professional collaboration, virtual help desk, consortium/resource sharing, selective communication and information, dissemination of knowledge, and information bank. Recommendations for Practitioners: The paper assessed and listed the potentials of the features of social media as a communication tool in academic and research processes, making it possible for librarians to incorporate the features of these communication tools in the discharge of library services in areas such as reference services, professional collaboration, virtual help desk, consortium/resource sharing, selective communication and information, dissemination of knowledge, and information bank. Recommendation for Researchers: With the exponential growth and use of social media as primary mode of communication, this paper elucidated how librarians could utilize such phenomenon to promote academic culture. Researchers are encouraged to capitalize on this opportunity for effective and timely research communication aimed at bridging the research communication gap between developed and developing nation and ultimately, for solving societal developmental problems. Impact on Society: The paper explored the features of popular social media that have the potentials that could be harnessed by librarians to create a 21st century technology enhanced learning arena aimed at bridging the research communication gap between developed and developing nations for societal growth. Future Research: The paper has added to the body of literature to serve as a pivot for researchers with focus on social media and concepts such as learning, research, academic achievement, library services and information profession.

Abstract:
The digital library Casa de las Ideas is located along a canal that runs through the Colonia Camino Verde in Tijuana, Mexico. Adjacent buildings, mostly homes and businesses built informally, face the channel, where a large public activity, transportation and both formal and informal businesses are concentrated. Two challenges characterize this area: crime and flooding. The library is part of the urban development plan, an initiative by SEDESOL (Ministry of Social Development), which provides not only the channeling of the river, but the integration of a series of public spaces, parks, recreational areas, community center and a library along the river. The aim is to improve the quality of life of its residents and combat crime through the design of civic spaces, infrastructure and cultural programs.

OBJETIVOS Datos epidemiológicos recientes, muestran que fumar pipas de agua (cachimbas) se ha convertido en el método de consumo de tabaco más frecuente entre los adolescentes. El ser humano es un ser social, vive en comunidad y desde que nace se ve influido por un conjunto de costumbres, tradiciones y valores que van dejando huella en su identidad personal. La propagación del hábito de fumar pipas de agua (Cachimbas), especialmente entre los jóvenes, es promovida por varios factores, entre ellos: las modas, la pertenencia a grupo, las percepciones erróneas sobre su potencial adictivo y sus efectos adversos para la salud. - Identificar factores asociados a la intención, inicio, perpetuación y/o cese de su consumo. Describir intervenciones realizadas y su efectividad para el cese del consumo de pipas de agua. MATERIAL Y MÉTODO Se realizó una Revisión de la Literatura, consultando las Bases de Datos: PubMed/Medline, Web of Science, LILACS y Cochrane Library. RESULTADOS Y CONCLUSIONES Los estudios observacionales mostraron un aumento de la prevalencia del consumo de pipas de agua en jóvenes, y asociadas a una falsa creencia sobre el daño real del hábito y modas emergentes. En los estudios experimentales se realizaron distintas intervenciones dirigidas a escolares y adultos que fumaban en pipas de agua exclusivamente, mostrando ser eficaces. Las pipas de agua se usan socialmente. Se ha convertido en el método de uso de tabaco más prevalente entre los adolescentes del este del Mediterráneo y el segundo más prevalente en USA. Las intervenciones son efectivas y se requiere un abordaje centrado en los factores asociados a su consumo, y campañas informativas enfocadas a promover el cese de este hábito tóxico.
