<p> Over the past forty years, responsibility for addressing poverty has shifted to the private sector, a result of elite interests and a changing political culture. Policy changes have eroded the state's effort at providing a social safety net, and replaced this effort with a nonprofit sector that is dependent on a complex mix of private and public funding. This project used a content analysis methodology to determine the agenda-setting capacity of the media to influence child welfare legislation in a state legislature. With a foundation in agenda-setting theory, this study identifies how the coverage of child abuse and neglect in the print media impacts decision-makers to introduce legislation related to child abuse and neglect. This study examines the relationship between the Welfare Reform Act of 1996 and black marriage rates at the federal level and in Mississippi and Michigan. This study was based on the premise that the Welfare Reform Act of 1996 negatively influenced black marriage rates over time. A case study analysis approach was used to analyze data gathered on welfare reform for Mississippi, Michigan and the federal level.
