Background: In addition to increasing access to fresh and affordable produce, home gardening enhances food security. This notwithstanding, there is no evidence of studies that have investigated factors correlated with home gardening in Gauteng Province (GP), South Africa. The present study investigated home gardening across the GP. Methods: Retrospective data of residents of GP (n = 30002) collected by the Gauteng City Region Observatory were used. A binary logistic regression was employed to determine factors correlated with home gardening. Results: Overall participation in home gardening was low (12.37%). If a respondent was a resident of the poorest areas, resided in a house received under the Rural Development Programme, had a borehole/well as the main source of water, belonged to a social club, received a social grant, was >65 years, and rated his/her health as poor, then they were more likely to participate in home gardening. Factors that were negatively correlated with home gardening included if the respondent rented from private individuals and if the respondent’s health status prevented him/her from doing daily work. Conclusion: The low participation levels in home gardening observed suggest the failure of the current policies geared at fostering home gardening in the province. Policy makers and relevant authorities should target identified groups to improve participation in home gardening.

Mass participation events are promoted in South Africa as a positive public health initiative. Parkrun has grown to be one of the most popular. The present study identifies the motives of residents in the Western Cape Province to join parkrun and how their involvement influences future physical activity levels. Participants (N = 1787) completed a survey consisting of demographic history, parkrun participation history, motivations for participation, and physical activity-related behaviour changes associated with parkrun participation. The majority of participants were female (n = 952) and over 50 years of age (median = 50; IQR = 38–59). Along with health-related benefits, the provision of a safe and organised event was reported as a key motive to participate. The social connectedness developed by parkrun encouraged continued participation and promoted uptake of more physical activity. Close to half the participants reported increases in physical activity levels after joining parkrun, which demonstrates the benefit obtained from participation in structured mass participation events. With the large diversity in socioeconomic status in South Africa related to physical activity levels, parkrun provides a protected and engaging environment that provides opportunity for increased physical activity and potentially reducing the burden on the healthcare system.

The aim of this study was to compile a culture specific taxonomy of human values in Northern Sotho. Two raters extracted a comprehensive list of value descriptive nouns from two Northern Sotho dictionaries. The list comprised a total of 210 terms. Four hundred individuals, 256 men and 144 women, from the Limpopo Province of the Republic of South Africa, participated. Their mean age was 24.6 years (SD = 7.9). The participants rated these concepts on an 11-point-scale with regard to their subjective importance as guiding motives in life. The principal components factor analysis with varimax rotation yielded five factors which explained 42.3% of total variance: (I) Religiosity and Support, (II) Solidarity (ukuzwdana, ubunye or ubudlelwane), (III) Conformity and Benevolence, (IV) Leadership and Achievement, and (V) Human Enhancement. With respect to cross-cultural comparisons the outcome of the study shows that in Northern Sotho, religious themes and social commitment play a more important role than in German, and that religious issues correlate with social concerns. The other dimensions share some aspects with the German factors but mainly reflect the religious and collective values of traditional African culture.

This article explores the efficiency in the administration of social grants for adult persons with disabilities (PWDs) in the Northern Cape province of South Africa. The focus, in particular, is on explaining why, despite a gatekeeping element, adult PWDs presenting with the same medical condition, with mild or no verifiable impairment, keep returning and are allowed through the system, only to be rejected again, citing the same reasons as before. Administrative gatekeeping, as illustrated in the 2011 Social Grants Disability Management Model, does not extend beyond (i) verifying the correctness of supporting documents and (ii) checking documented proof of medical history to ascertain that applicants of social grants for adult PWDs are not booked for medical assessments within three months of their last assessment. This points to a weakness in the system, as the screening officials cannot turn away applicants of social grants for adult PWDs for any other reason once the documents are verified as correct. Here, we report the findings from responses to structured telephone interviews and structured face-to-face interviews with applicants of social grants for adult PWDs who are residents of the Northern Cape province of South Africa. We conclude that socio-economic circumstances, rather than impairment, are the main drivers for adult PWDs to keep on applying for social grants for adult PWDs and we offer some strategies for addressing this predicament to contribute to a sustainable and an efficient, effective, and economical administration process.

Social media has been attributed as beneficial by aiding fast and reliable communication which cuts across time and geographical boundaries. In South Africa, reports indicate that most people have access to social media. Such attributes can be harnessed by municipalities to educate about water conservation, especially considering the drought and water crisis that was experienced in Eastern Cape, South Africa. This paper focused on local municipalities in Amathole District in the Eastern Cape Province, which was declared a high risk zone due to the drought that prevailed in 2016 till 2017. The Government to Citizen Model (G2C) was used as a theoretical framework which supports participation. Purposive sampling was used, with water messages being prioritised. Qualitative content analysis was used to analyse content on the local municipalities’ social media platforms. The researchers found that local municipalities in Amathole District, excluding the district municipality, were not using social media platforms for participatory water conservation education.

BackgroundSouth Africa is a semiarid country where 5 million people, mainly in rural areas, lack access to water. Despite legislative and policy commitments to the right to water, cooperative governance and public participation, many authorities lack the means to engage with and respond to community needs. The objectives were to develop local knowledge on health priorities in a rural province as part of a programme developing community evidence for policy and planning.MethodsWe engaged 24 participants across three villages in the Agincourt Health and Socio-Demographic Surveillance System and codesigned the study. This paper reports on lack of clean, safe water, which was nominated in one village (n=8 participants) and in which women of reproductive age were nominated as a group whose voices are excluded from attention to the issue. On this basis, additional participants were recruited (n=8). We then held a series of consensus-building workshops to develop accounts of the problem and actions to address it using Photovoice to document lived realities. Thematic analysis of narrative and visual data was performed.ResultsRepeated and prolonged periods when piped water is unavailable were reported, as was unreliable infrastructure, inadequate service delivery, empty reservoirs and poor supply exacerbated by droughts. Interconnected social, behavioural and health impacts were documented combined with lack of understanding, cooperation and trust between communities and authorities. There was unanimity among participants for taps in houses as an overarching goal and strategies to build an evidence base for planning and advocacy were developed.ConclusionIn this setting, there is willingness among community stakeholders to improve water security and there are existing community assemblies to support this. Health and Socio-Demographic Surveillance Systems provide important opportunities to routinely connect communities to resource management and service delivery. Developing learning platforms with government and non-government organisations may offer a means to enable more effective public participation in decentralised water governance.

The objective of the study was to assess the current sustainability of small-scale sheep farming systems in the Hantam Karoo, Northern Cape Province (South Africa). The influence of economic, social, and environmental variables (indicators) in promoting the development of sustainable sheep farming was taken into account. Thirty-two small-scale sheep farmers were interviewed using questionnaires which consisted of structured and unstructured questions. The results showed that the sheep farming system was mostly not economically viable due to low sheep numbers, but partially sustainable in the social context. Small flocks result in low income and profitability which is not sustainable. Market access was not a limitation because farmers had good trade relations. Farming benefitted farmers’ families and the community and farmers had access to basic resources. Secure tenure was a major challenge to small-scale farmers. With regard to environmental variables, grazing conditions were poor. In 2017, stocking density was within the norm, which means that frequent droughts and continuous grazing methods rather than sheep stocking rates were probably responsible for poor grazing conditions. Extension advisors could teach the practice of rotational grazing and it might be a good idea to promote gender equality in order to alleviate poverty and increase food security.

Purpose The purpose of this paper is to determine the effects of socio-economic factors of land redistribution for agricultural development project beneficiaries on savings in the North West Province, South Africa. Design/methodology/approach A binary logistic regression model was employed to determine the effects of socio-economic factors of project beneficiaries on their savings. Findings The results show that the average number of trainings attended by the beneficiaries, the proportion of youth per project and the average net farm income of the project positively and significantly influence the level of savings by the beneficiaries. About 62 percent of the beneficiaries did not have savings; thus, only 38 percent of beneficiaries had savings. Of the 38 percent who had savings, the majority (77 percent) had an annual net farm income of less than R1,000. Only 2 percent of the projects had an annual net farm income of more than R10,000. Research limitations/implications The findings of this study are valuable to policymakers dealing with the issue of land reform and could shed some light on how land redistribution can achieve its intended purposes. These findings should be granted serious consideration when formulating policies aimed at improving savings within collective groups. Practical implications The findings of this study have revealed the importance of training and participation of youth in influencing savings. As well, the findings imply that an organization or household with a health income have a higher propensity of saving. Social implications The research findings point out to the importance of saving. With savings, a household is in a better position to deal with situations that arises in case of emergency. Originality/value This paper is among the few studies to analyze the determinants of savings at a group or project level. Most studies are done at household or individual level.

AbstractThis article uses a case study of the kiba migrant performance genre from the Northern Province of South Africa to illuminate recent theoretical ideas on the role of performers and audiences, and in so doing to offer a critical perspective on the way in which the concept of class has been conceptualised in some southern African studies. While the homogenising and Western-derived concept of class may well be unsuitable in some African and other southern contexts, as certain writers have claimed, migrant northern Sotho communities have developed indigenous notions of social category which combine modern work-related sources of identity with apparently backward-looking celebrations of traditional behaviour. The article examines the contention of performance theory that cultural expression does not merely reflect the predilections of established groupings of people but may provide a focus for the consolidation and identity of new ones.

This study identified factors affecting livestock farmers’ agricultural drought resilience to food insecurity in Northern Cape Province, South Africa. Data of 217 smallholder livestock farmers were used in a principal component analysis to estimate the agricultural drought resilience index. The structural equation approach was then applied to assess smallholder livestock farmers’ resilience to food insecurity. The study found that most smallholder livestock farmers (81%) were not resilient to agricultural drought. Assets (β = 0.150), social safety nets (β = 0.001), and adaptive capacity (β = 0.171) indicators positively impacted households’ resilience to food insecurity with 5% significance. Climate change indicators negatively impacted households’ resilience to food insecurity. Two variables were included under climate change, focusing on drought, namely drought occurrence (β = −0.118) and drought intensity (β = −0.021), which had a negative impact on household resilience to food insecurity with 10% significance. The study suggests that smallholder livestock farmers need assistance from the government and various stakeholders to minimize vulnerability and boost their resilience to food insecurity.

Recurring agricultural droughts are of concern to smallholder livestock farmers in Sub-Saharan Africa. This study determined the impact of agricultural drought resilience on smallholder livestock farming households’ welfare in the Frances Baard District Municipality (FBDM), in Northern Cape Province of South Africa. Interviews, more specifically survey interviews, were conducted with 207 smallholder livestock farmers. We used compensation variation, resilience index and linear regression models to analyse the data. The findings indicate that smallholder farmers who received drought relief support saw an improvement in their welfare. However, the welfare improvements varied across respondents and different gender categories, with males having higher welfare improvements relative to females. The study also found that economic capital, social capital, human capital and natural capital substantially affected the welfare of smallholder farmers. Furthermore, the study revealed that the smallholder farmers had a moderate agricultural drought resilience index, but low natural resilience capital. The study recommends that governments and non-governmental policymakers aiming to improve the welfare of smallholder farmers should focus on building their economic, social, human and capital resource bases. In this way, the smallholder farmers will be resilient in a time of climatic shock.

Abstract Following calls for diverse and contextual perspectives of the rich lives of young children, their families and communities from/in the Global South, this paper presents critical reflections emerging from a three-year (2016-2019) communitybased Integrated Approach to Early Childhood Development (ECD) project implemented in the rural Eastern Cape Province, South Africa. It explores the critical relationship established between a range of stakeholders involved in this project as reflected on by two community activists working together in the area of early childhood in the province for thirty years. This article highlights the importance of situating any community development initiative aimed at addressing early childhood provision in marginalised communities within a social justice framework. This includes identifying constraints inherent in unequal relations of power that risk undermining solidarity and agency for community stakeholders. It foregrounds accountability measures that emerge from local initiatives rather than from narrow predetermined project outcomes. This provides an opportunity to learn from, and engage with, experiences from the margins, thereby challenging some dominant narratives circulating, and often informing, early childhood policy and provision.

Abstract The project review as outlined in this article explores the questions: What is transformative research and what is transformation as far as the community stakeholders are concerned? To what extent has the transformative research achieved its intended outcomes? The Bokamoso project (founded by Lesego Serolong as facilitator and investor) is an integrated development project designed to create employment and to enable the community to learn while they make a living through a diverse range of farming activities. The participatory research as discussed here is part of the University of South Africa’s research and community engagement programme, and is set in a remote, arid zone. This research coupled with community engagement aims to transform lives and create opportunities by enhancing their participation in education, training and employment creation. The project (which has been running since 2015) supports indigenous ways of being, knowing and doing and has succeeded in enabling the farmers trained through Bokamoso to be less dependent on social benefits (government grants).

Abstract. The establishment of a catchment monitoring network is a process, from the inception of the idea to its implementation, the latter being the construction of relevant gauging structures and installation of the various instruments. It is useful that the local communities and other stakeholders are involved and participate in such a process, as was highlighted during the establishment of the hydrological monitoring network in the Potshini catchment in Bergville District in the KwaZulu-Natal Province, South Africa. The paper highlights the participatory establishment of a hydrological monitoring network in a small rural inhabited catchment, in line with the overall objective of the Smallholder System Innovations (SSI) research programme, to monitor hydrological processes at both field and catchment scale for water resources management research purposes. The engagement and participation of the Potshini community precipitated a learning opportunity for both the researchers and the local community on (i) the understanding of hydrological processes inherent in the catchment (ii) appreciating the inherent dynamics in establishing a catchment monitoring network in the midst of a community (iii) paradigm shift on how to engage different stakeholders at different levels of participation. The participatory engagement in the monitoring process led to appreciation and uptake of some of the research results by the Potshini community and ensured continued support from all stakeholders. This paper is of the view that the participation of the local community and other stakeholders in catchment monitoring and instilling a sense of ownership and management of natural resources to the local communities needs to be encouraged at all times. Success stories in water resources management by local communities can be realized if such a process is integrated with other development plans in the catchment at all forums, with due recognition of the social dynamics of the communities living in the catchment.

This paper examines changes in households with older people in a northern rural area of KwaZulu Natal province, South Africa, between January 2000 and January 2002. The focus is the impact of adult deaths, especially those from AIDS, on the living arrangements of older people. The longitudinal data are from the Africa Centre Demographic Information System. In 2000, 3,657 older people (women aged 60 years or older, men 65 years or older) were resident in the area, and 3,124 households had at least one older member. The majority (87%) of older people lived in three-generation households. Households with older people were significantly poorer, more likely to be headed by a woman, and in homesteads with poorer quality infrastructure than households without older members. By January 2002, 316 (8%) of the older people in the sample had died. Of all the households with an older person, 12 per cent experienced at least one adult death from AIDS. The paper shows that older people, particularly those living alone or with children in the absence of other adults, were living in the poorest households. They were also coping with an increasing burden of young adult deaths, the majority of which were attributable to AIDS.

<p><strong>Abstract.</strong> The introduction of apartheid in 1948 resulted in racial residential segregation that has influenced the spatial distribution of the population in South Africa. Apartheid laws, which were mainly based on race, brought about the exclusion of the non-white population from urban areas and the mainstream economy of South Africa, as well as the benefits that come with it. In the early 1990’s, apartheid was abolished and the South African government set to bring about social and spatial justice, address inequalities and promote social cohesion. This also meant doing away with racial residential segregation that had been entrenched into the urban morphology of the country. Despite this, in the post-apartheid era, racial-residential segregation still exists (Parry and Van Eeden 2015).</p><p>Figure 1 shows the density (kernel) distribution of each of the four population groups in Gauteng in 2011: Indian/Asian (IA), white (W), black African (BA) and coloured (C). It is a reflection of the legacy of apartheid town planning which isolated non-whites to the peripheral areas of urban economic centers. Densely populated areas are coloured in red while less populated areas are coloured in green. As it can be seen in the map (Figure 1), the white population group densely occupies areas close to the business centers of the province in places such as Pretoria and northern parts of Johannesburg, while non-whites densely occupy peripheral areas in former townships designated to non-whites, such as Soweto (black African), Mabopane (black African) and Lenasia (Indian/Asians). This observed pattern is more pronounced for black Africans.</p><p>To study the pattern of racial residential segregation in South Africa, non-spatial indices of segregation are widely employed despite their shortcomings. Parry and Van Eeden (2015) are among the few authors who have acknowledged the importance of employing spatial indices of segregation, even though they did not explicitly use one due to the lack of ready to use GIS software. Massey and Denton (1988) define residential segregation as “the degree to which two or more groups live separately from one another, in different parts of the urban environment”, i.e. racial residential segregation manifests itself across space. Hence, in order to assess the extent to which the levels of racial residential segregation have subsided, adequate empirical studies that employ spatial segregation indices on socio-economic data are necessary. The purpose of this research is to study the pattern of racial residential segregation by employing a spatial index of segregation namely the ‘spatial information theory index (H)’ for Gauteng province, the economic hub and most populated province of South Africa.</p><p>Some of the shortcomings of existing non-spatial indices of segregation (and also of some of the spatial ones) include the Modifiable Areal Unit Problem (MAUP) which refers to how such indices are sensitive to the size of the areal units (i.e. administrative or political boundaries) of analysis that might be arbitrarily chosen or might not accurately reflect the actual racial composition of the local neighbourhoods. This introduces possibilities of obtaining inaccurate measures of racial residential segregation and also being unable to compare the results at various scales of analysis (Reardon et al. 2004; Weir-Smith 2016). One of the major challenges that impedes the use of spatial segregation indices is the lack of ready to use software that has implemented spatial segregation indices which have attempted to address the MAUP. To address such a challenge, Hong et al. 2014 implemented a series of spatial equivalences of existing segregation measures in R under the package ‘seg’ based on Reardon et al. (2004)’s formulation of spatial segregation indices. Reardon et al. (2004) emphasise the computation of spatial indices of segregation based on the racial composition of the population as reflected by their immediate local environment instead of relying on arbitrary or fixed administrative boundaries. The ‘spatial information theory index (H)’ as implemented by Reardon et al. (2004) is experimented in this study.</p><p>This study explores existing literature related to racial residential segregation in order to further complement and supplement existing theories on segregation in South Africa by adopting a spatial analytical approach. The authors take advantage of the R implementation of spatial measures of segregation (Hong et al. 2014), namely the spatial information theory index (H), to study the patterns of residential segregation in Gauteng province (South Africa).</p>

In today’s technologically driven and revolutionised era of digital communication, numerous people combine a complex collection of social media platforms and technology to connect them to the world and people around them. The online participation of consumers has forced companies to embrace social media marketing efforts. The continuous advancements in marketing mediums have a major influence on the success and growth of companies, particularly within the tourism and hospitality industry, as increasingly more travellers are using social media as a means of communicating and seeking information. The purpose of this research study was therefore to explore if users of social media as a promotional mix element could be clustered into different groups based on characteristics they possess. A web-based self-administered questionnaire was distributed to accommodation establishments located in the Western Cape province of South Africa and a total of 361 useable responses were received. A four-step cluster analysis was performed in order to identify similar groups of respondents in their use of social media as a promotional mix element. The findings presented four distinct users of social media in the accommodation industry based on six variables identified from the literature.

Background: Pregnant woman’s personal experience of antenatal care services can either be positive or negative; however, knowledge and experience appear to be of paramount importance in shaping their attitudes towards any healthcare-related services. This implies that women's experience of antenatal care services may affect their decision for seeking antenatal care in their present pregnancy, which can lead them to delay seeking care. Purpose: This study sought to explore the attitudes of pregnant women towards antenatal care services provided in primary health care facilities of Mbombela Municipality, Mpumalanga Province, South Africa. Methods: A qualitative exploratory descriptive study design was used for this study. Purposive sampling technique was used to sample pregnant women who fail to attend antenatal services as expected. Data were collected through face to face unstructured in-depth interview. A total of eighteen pregnant women participated in the study until data saturation. Data were analysed using Tech’s method of analysis. Results: Results revealed the following theme and sub-themes: Attitudes of pregnant women related to individual perceptions, perceived barriers to utilizing antenatal care services,’ attitudes of healthcare providers, long waiting times in healthcare facilities, lack privacy and confidentiality in healthcare facilities and attitudes of pregnant women related to attendance of antenatal services. Conclusion: Attitudes of pregnant women about antenatal care are shaped by their knowledge and previous encounters with the health care services that they had previously received. It is therefore important to provide women-friendly services. It is recommended that health education regarding the importance of antenatal care services must be given to all women daily in the waiting areas of each primary health care facilities, thus, the healthcare providers should promote the active participation of pregnant women during the health education sessions and provide opportunities to ask questions.

On repeated occasions in the nineteenth century, Asian cholera irrupted from its traditional center in the great river basins of India and spread in pandemic waves throughout parts of Europe, North Africa, and North America. In Spain alone 600,000 deaths resulted from cholera during four great invasions (Cárdenas, 1971: 224). The United States experienced terrifying outbreaks beginning in 1832, 1849, and 1866 (Rosenberg, 1962) which also touched parts of Mexico, Central America, and the Caribbean. Initially South America escaped the onslaught. Some Brazilians speculated that the intense heat of the equator, or the vast expanse of the Atlantic ocean, somehow offered an effective buffer to the southward spread of cholera (Rego, 1872: 84). But this “sweet illusion” was shattered in 1855. Indeed the first city in Brazil struck by Asian cholera was Belém, capital of the vast northern province of Pará located astride the equator at the mouth of the Amazon river.

Background and Objectives: In resource-limited settings, the uptake of antenatal care visits among women, especially teenage pregnant women, is disturbingly low. Factors that infl uence the uptake of ANC services among teenage women is largely understudied and poorly understood in John Taolo Gaetsewe (JTG), a predominantly rural and poor district of South Africa. The aim of this study was to determine the factors that infl uence uptake of ANC services among teenage mothers in JTG district. Methods: A cross-sectional health facility-based study utilising mixed method was conducted in all public health facilities (n=44) at JTG district. Mother-infant pairs (n=383) who brought their infants for six-week first DPT immunisation during the study period were enrolled in the study. Structured questionnaires were used to collect data on demographic, socio-economic and uptake of ANC indicators. Results: Out of 272 respondent mothers, 18.68% were adolescent mothers (13-19 years). The logistic regression analysis shows that mother’s age (OR=2.11; 95%CI = 1.04 - 4.27); distance to the nearest health facility (OR=3.38; 95%CI = 1.45-7.87); and client service satisfaction (OR=8.58; 95%CI =2.10-34.95 are significantly associated with poor uptake of ANC services. Conclusion and Global Health Implications: There is a need to improve the quality of adolescent reproductive health services tailored to their health and developmental needs. Moreover, addressing the social determinants of health that affect individual’s healthy life style and health seeking behavior is critical. This article seeks to explain the breakdown of post-colonial order in the northern Brazilian province of Maranhão that culminated in the Balaiada rebellion (1838–41). Interpretations usually do not take into account the intense political agitation of the previous decades, which already involved lower class participation, and they fail to recognise the major socio-economic differences between the areas touched by the revolt. The main arguments are, first, that the struggle for Independence in Maranhão, more violent than in most other provinces, opened the door to lower class involvement in politics under liberal leadership. Secondly, the struggle between local elites for regional power led to exclusion of peripheral elites within the province and fuelled lower class unrest. Significant moments of rupture between liberal leadership and popular movement occurred as early as 1823–4 and 1831–2. Thirdly, the main structural factor leading to the 1838 outbreak of rebellion was the resistance to military recruitment by the free lower classes, which provided a unifying slogan to otherwise heterogeneous groups of peasants, cowboys, and fishermen. Fourthly, the differences in social structure between the cattle producing South, the cotton plantation belt of the Itapecuru valley and the strong subsistence sector in Eastern Maranhão account for substantial differences in terms of support and leadership during the Balaiada. Whilst fazendeiros lead the struggle in Southern Maranhão, as well as in most of the neighbouring Piauí province, leadership in Eastern Maranhão was almost entirely of lower class origin. Finally, the dynamics of the movement could lead in Eastern Maranhão to a rupture with elite liberalism and envisage the alliance between free rebels and maroons.

Purpose Using a South African district of education as a case study, the purpose of this paper is to explore how high-stake assessments informed by marketisation and managerialism have been embedded in the South African education system. Design/methodology/approach This papers draws on data that were collected through a mixed method approach in the secondary schools of the uMgungundlovu District, which is in Kwazulu-Natal province (KZN) in the eastern part of South Africa. This paper emerged from multiple sources of data, that is, from documents, interviews, questionnaires, and observation as well as secondary sources. Findings The paper demonstrates how the pincer movement of markets and managerialism have used high-stake testing as a mechanism of performativity. It illustrates how test scores are published in newspapers to provide consumers with information that is needed for full participation in the marketised education system. Practical implications The insights from this paper have profound implications for school managers and policy makers. While high-stake tests are logically consistent and theoretically defensible, overdependence on them portends the replacement of traditional values of schools by the market value of the education. Originality/value The study contributes profound insights into how the high-stake testing serves the purpose of social control and subjugation mechanisms for students, schools, and teachers by the state and the invisible arm of the markets. The problem with the use of high-stakes testing as performativity mechanisms is not just that they hinders learning and teaching, but it changes the work of schools and teachers who are at the chalkface of education system.

Attention to gender and equity has lagged behind in climate change research, programming, national policy-making and in the international negotiations. Studies on climate change and gender links with climate change have initially and by necessity been somewhat speculative in nature. While all societies are affected by climate change, the impacts also vary by location, exposure, and context specific social characteristics, identity, power relations and political economy. This draws attention to recognition of difference and sameness and the way in which common, confusing, contradictory results emerge across and within terrains. In its concern for gender-blindness, this paper specifically considers the way in which climate variability impacts on men and women in a given locale and captures the enriched narratives and voices of both rural women and men in two selected villages in Lambani, Limpopo Province, South Africa. To build women's participation in national climate change adaptation planning and to take heed of the multiple entanglements around this topic, participatory processes are required that enable diverse groups of disadvantaged women's as well as men's voices to be heard by policy-makers. We use participatory action research (PAR) to capture people's emotions and perceptions around climate change. In our context, difference is not positioned as the opposition to sameness. It is also incorporated into the self as difference within and is seen as a means of becoming. We consider climatic impacts to be moments where the human and non-human rub up against each other and where human affect becomes tangible. Here our attention to affect is twofold. Not only does it allow for a more realistic reflection of entanglements with nature but also we see affect as being more than emotion as it is a dynamic opening up to possibilities that can effectuate change.

Agro-processing is becoming more popular and practiced by farmers to reduce post-harvest losses,add value to farm products and increase farm income. This paper presents the small-scale crop farmers’ level of participation in agro-processing in the Gauteng province of South Africa. Data were collected from 255 small-scale crop farmers selected by random sampling using a semi-structured questionnaire.Statistical Package for Social Sciences (SPSS version 23 of 2015)was used to analyse data. Descriptive statistics (in form of percentages) were used to analyse the background characteristics of the farmers,whereas the multinomial logit model was further used to show the level of participationamongst the small-scale crop farmers. With respect to agro-processing, results indicated that 47.1% of the small-scale crop farmers participated partly,40.8% of them participated fully while 12.2% did not participate at all. Results of the multinomial analyses indicated that, educational level(p<0.05), size of the field(p<0.05),distance to the market (p<0.01),and access to credit (p<0.01)had positive significant influence on small-scale crop farmers’choice to participate fully in agro-processing. Gender,regarding male participation (p< 0.05),and age of farmer (p<0.01) had significant influence on farmers’ choice to fully participate in agro-processing. Furthermore, the results of the multinomial analyses showed that size of the field (p<0.01)owned by the farmer and access to credit(p< 0.05)had positive influence on the farmers’choice to participate partly in agro-processing whereas older farmers (p< 0.05),widows (p< 0.1) and farmers with more number of fields(p<0.01) were less likely to participate partly in agro-processing activities. These results have implications for the development of small-scale farmers venturing into agro-processing in the Gauteng province. Young females should be encouraged to join the agricultural sector as they are likely to participate in agro-processing activities which in turn results in improved income and food security at the household level. Furthermore, new agricultural education programmes should be encouraged in the area households as educated farmers are more likely to participate in the value addition activities of agro-processing.

Purpose – The purpose of this study is to focus on the development experience in the global world of two small communities, Viimsi in Estonia and Magog in South Africa. These two communities were chosen as exemplars because the authors were familiar with both, and understood them to be illustrative of differing outcomes of interaction of small communities with the global economy offering the prospect of generalisation of findings to the framework and theory. Twenty years ago, both were poor, since then Viimsi has become wealthy, while Magopa remains poor. It is not believed that becoming the wealthiest community in Estonia was Viimsi’s per-determined destiny. What people of Viimsi did to make their community a success relative to the surrounding peer communities is a story of the visible as much as the invisible attributes. Design/methodology/approach – These attributes are examined using a framework the authors’ originally developed to explore the participation of Indigenous communities in the global economy in pursuit of development as they defined it. A thorough investigation was done on the interactions among various community stakeholder groups in an attempt to describe the social fabric of these two communities, and this was used to explain why Viimsi was able to take advantage of globalisation, when Magopa was not. Findings – While it will be hard, no doubt, to translate all the success attributes of Viimsi to a different location and time, some of the lessons that were uncovered from the study are universal in nature, making them potentially useable for other small communities trying to find their way in the global world. Research limitations/implications – Studying only two communities means that the generalisation of the findings is limited to theory. None can be made directly to the population of similar communities, except indirectly through exploration using the theory being developed to test its validity in other circumstances. Practical implications – The findings from this paper will increase the understanding of the factors that contribute the a community’s success of lack of, in participating in the global economy. Originality/value – This is an under-researched area within development literature.

In most long-lasting conflicts, each party's grievances increase while the concessions they are willing to make decline in number, quality, and perceived value. Both parties lose sight of what they are willing to settle for, generally exaggerate their own needs, and minimize the needs of the other side over time. But, it is precisely the matter of trading that needs to be made more concrete and of higher priority for both sides, if a meaningful resolution is to be found. Without a formal way of trading off the concessions and packages of concessions, both sides are likely to suspect that they are getting the short end of the bargain. After the parties have agreed to a trade, very specific binding language about the terms of the agreement, clear implementation policies, and outside guarantors are needed. The worth of the concessions traded, as perceived by both the giver and receiver, need to be accurately determined and recorded. All of this requires going beyond verbal descriptions of the concessions to more broadly include their economic, social, geographic, humanitarian, and historical worth. It is critical that all of these need to be translated into priorities derived in terms of the different values and beliefs of the parties. Priorities are universal and include the diversity of measures in terms of which economic, social, and other values are measured. The Analytic Hierarchy Process (AHP) provides a way to perform such an assessment with the participation of negotiators for the parties. It is a positive approach that makes it possible to reason and express feelings and judgments with numerical intensities to derive priorities. It has been used productively in the past to deal with the conflicts in South Africa and Northern Ireland and with other controversies throughout the world. With the assistance of panels of Israeli participants and Palestinian participants brought together in 2009 and 2010, AHP was applied for the first time to the Palestinian–Israeli conflict. The process makes it clear that moderation in different degrees by both sides is essential to arrive at acceptable agreements on concessions proposed and agreed upon by both sides. AHP makes it possible to evaluate moderate and extreme viewpoints and determine their effect on the trading of concessions. The results obtained encourage us to advocate its use in the negotiation process.

In my last editorial I was contemplating living the new and unexpected experience of life with Covid 19. Six months ago, was a time for contemplation. We were all entering into an event of major historical significance. The world has experienced epidemics before, and we had only to turn to the works of writers such as Camus to realise how recurrent human behaviour is. We tend so often to be caught by surprise despite the lessons that are so readily available to us through reference to history. The Spanish ‘flu epidemic of 1919 was the obvious benchmark to which we could turn. Following hot on the heels of the Great War of 1914-1918 it was responsible for more casualties than occurred in the war to end all wars (50 million). It infected 500 million people worldwide. After just over ten months we are a long, long way from those sorts of figures. As of 12th November, 51,975,458 case of infection have been reported. Deaths attributed to the virus number 1,281,309 worldwide. Of course, what makes Covid 19 so significant is not simply that it should have happened, but that it is the first pandemic in this era of globalisation which we have entered only comparatively recently. Some might remember the SARS epidemic which affected mainly people in Asia. As indicated by its name, severe acute respiratory syndrome (SARS-CoV-2), it was very similar initially in its effects. Yet, after first emerging in 2002, it was eradicated less than two years later. It seems that this was achieved largely by what has been called simple public health measures. This involved “testing people with symptoms (fever and respiratory problems), isolating and quarantining suspected cases, and restricting travel.” These same measures of course have been implemented in most countries following the virus’ spread to Italy early in 2020. However, the fact that different nations have responded differently and also experienced very different outcomes should be of considerable interest as we consider the whole concept of a global threat and global responses. The countries who have previously experienced the SARS epidemic in Asia have fared comparatively lightly. Bearing in mind that statistics of this nature may not be strictly comparable given variation in the criteria used and the methods of sourcing and collecting this information, it is still interesting to hypothesise why outcomes can differ so much. Explanations might include reference to the environments in which people live – physical space, climate and availability of sophisticated health care systems to name a few – or they might dwell on the culture of those involved, their willingness to follow instructions imposed upon them, the importance of competing objectives that might make prioritising health and physical wellness less of a priority. Whatever the case, satisfactory explanations are more likely to involve some interactions involving measures of both the individuals and the environments within which they live. Any attempt to explain or understand human behaviour needs to consider a variety of factors and knowing how to take account of them is an important part of the skill base that scholars of international and comparative studies bring with them. Such skills and knowledge are more important in a globalised world than they have ever been. Yet such skills may be becoming harder to achieve, precisely because of some of the effects of processes associated with globalisation. I would recommend to you a recent documentary produced by Netflix and widely available on YouTube. “The Social Dilemma” is an examination of the use of social media and in particular focuses on the relationship between the growing addiction amongst young people to the use of smartphones and, specifically their social media programmes, and the rising levels of concern about deteriorating mental health and wellbeing among the world’s youth. It draws a relationship between the psychological disorder of narcissism and the failure of phone obsessed young people to experience real human to human interaction, with a related increase in aggressive bullying and dysfunctional behaviour. Thus, the results of experiencing interactions and personal validation through the proxy world of social media, rather than face to face, is a dehumanisation of the individual and leads to a distorted experience of the world in simple dichotomies of a single view, right or wrong. So, whatever the continuing effects of the pandemic, as these continue to unfold, it will be important that we continue to build our understanding of other people in their own worlds. We need to avoid the trap of believing that our own world is the only world and the right world. However smart artificial intelligence becomes, a screen is only two dimensional and it is the extra dimensions that enable us to grow as humans and cope with the complexity and challenges of our own unique worlds. One of the less helpful trends of our globalised digitised world, has been the pursuit and glorification of the cult of celebrity. One of the difficulties of that celebrity status is it is frequently awarded on the basis of undeserving and irrelevant characteristics such as, acting ability, physical beauty or sporting reputation. Yet many seem to feel that this status entitles them to pontificate or attempt to influence others in areas that have nothing to do with their expertise. Ricky Gervais, in his chairing of the 2020 golden globes award, brought a refreshing dose of reality in advising the celebrities who were to receive awards: You are in no position to lecture the public about anything. You know nothing about the real world. Most of you spent less time in school than Greta Thunberg. So, if you win, come up accept your little award. Thank your agent and your God and **** off. OK? It is in that spirit of willingness to learn from the work of a range of colleagues working in a range of places and professional situations around the world, I commend to you the contributions to be found in the following pages. To start the ball rolling, we have a report from Hairui Liu, Wei Shen and Peter Hastie on the application of a curriculum model which was developed in the US and has since gained some popularity in a number of settings around the world. The origins of sport education came from a realisation that, in too many situations, physical education had failed to excite the same degree of enthusiasm among school pupils as could often be observed when they involved themselves in sport. The model thus extends the skill/technique focus which is found in many traditional physical education settings, to include more of the dimensions of sport – formal competition, affiliation, festivity experienced over a season. They concluded that, within this Chinese university context, the students achieved a higher level of performance and more enthusiastic engagement when the model was adopted as a basis for their learning. Our second article moves from an education setting to a contemporary sport science framework, the world of professional sport and one of the higher levels of competition in the world – the English Championship. Rhys Carr, Rich Mullen and Morgan Williams monitored the running intensity of players throughout a season. In particular they questioned the demands for high intensity running when playing in a 4-4-2 formation and implementing a high press strategy, such as adopted by Liverpool in their highly successful 2019 English Premiership season. They concluded that, for players in the centre forward and wide midfield positions, the demands created were impossible to maintain for an entire match. They were then able to draw out some practical and tactical implications for managers and their support staff, relating to substitution strategy and the physical match preparation of players in these positions and with these strategic responsibilities. Our third article involves an exploration of the perpetual discomfort many of us feel as educators when we compare the practice of sport against the ideals we hold for it. As professionals in the field, many of us are driven by our belief in what sport can offer. Yet the modern commodification of sport, coupled with the excessive need to win as a motive that exceeds all others, consistently produces behaviours and outcomes which we seek to disassociate from our professional practices. The article by Irantzu Ibanez, Ana Zuazagoitia, Ibon Echeazarra, Luis Maria Zulaika and Iker Ros is set in the context of the Basque region of Spain and explores the values held by students in their pre-service training with regard to the practice of extracurricular sport. The students show an awareness of the mismatch between their ideals of extracurricular sport as an educational experience and the influence on current practices that comes from the way in which sport is conducted in the society at large. The authors conclude with a plea for greater alignment between the practice of sport in schools and teh educational values that should guide it. Our final contribution is from South Africa where Lesego Phetlhe, Heather Morris- Eyton and Alliance Kubayi report on the concerns of football (soccer) coaches in Guateng province. It is clear that these coaches, in common with others around the world, suffer a degree of stress in their chosen occupation. The sources of this stress are to be found in the nature of the complex tasks they are expected to manage, as well as in the always challenging job of managing the players for whom they are responsible. To this can be added the difficult environmental conditions they are faced with, as well as the inevitable concern with having to produce results for the players and their team. Their research has produced some useful guidelines for administrators that can facilitate the jobs of the coaches and lead to benefits in enhanced performances and results. Finally, in our book review, Luiz Uehara evaluates Jorge Knijnik’s thoughtful analysis of the impact of the 2014 world cup on Brazil. From both author and reviewer, it is possible to feel the pride and passion in their nation of birth and its special contribution to the world’s most popular game. It is my privilege to recommend the work of these international scholars to you. I leave you the reader with the hope that in introducing our next volume, I will be able to celebrate with you more positive news about the progress of the pandemic and its implications for international and comparative sport and physical education. In South Africa and internationally, studies using post-structuralist frameworks and social theory have thrown light on the roles played by identity and the imagination and by school and the broader society in literacy acquisition. This article contributes to research on these themes, analysing extracts from literacy acquisition narratives written by language teachers in the Northern Cape province of South Africa. It explores the development of identity and agency that occurred through teachers’ experiential and imaginative engagement in communities of literate practice and concludes that the findings have pedagogical implications. Against the background of themes identified across 25 essays, extracts from four narratives are examined in detail, using concepts such as identity and community of practice. The analysis suggests that strong literate identities are rooted in literacy events and practices of home and neighbourhood communities, and in agency born out of experiences of difference encountered in society and through the imagination. It argues that such findings can be used to move teaching away from sterile and authoritative methods into more critical and participative pedagogies.

Agroforestry practices are innovations developed in response to problems associated with inappropriate land use practices. The latter refers to the use of agricultural land for non-agricultural purposes because of an increase in urbanisation, rapidly developing industry, and investments, and, finally, gaps in laws and regulations (Cengiz, 2013). Agroforestry practices are land-based economic development strategies with a perceived positive role in supporting rural livelihoods. Using a logistic regression model with cross-sectional data, this study explores the impact of institutional factors and incentive mechanisms that affect the adoption of agroforestry innovations. The study finds that a larger number of extension services, access to credit, access to extension, information exchange among farmers, trust in local institutions, active participation in social groups and organisations, and prior exposure to agricultural technologies are the variables that positively affect the adoption of agroforestry innovations in the study area. These findings have policy implications in promoting integrated rural development in the Eastern Cape Province of South Africa.

Participatory action research (PAR) is a robust and versatile research and development strategy. It can be utilised to: understand complex community structures and interaction; determine various types of vulnerability; assist in community capacity building and skills transfer; ensure community participation,and allow for the strengthening of livelihoods. This article focuses on PAR as a strategy, applying various methods and specific participatory tools to understand social vulnerability, within the context of women as rural farm dwellers in the North-West Province, South Africa. It emphasises the need for continued participation and highlights the practical principles and benefits derived from PAR. The PAR process cycles are discussed and parallels are drawn with the practical setting. In conclusion, the article emphasises that the application of the PAR process can make a multi-dimensional contribution towards the development of a community by creating an understanding of social vulnerability, by building capacity and by ensuring participation, and also addresses income-generating activities.

Background: Several studies have been conducted to investigate the relationship between networking and performance, but unfortunately findings have been inconclusive. Nevertheless, networking has been recognised as a vital element for enhancing competitiveness amongst small and medium enterprises (SMEs).Aim: The objective of this study was to investigate the influence of different forms of networking, networking activities and the perceived importance of networking on SME performance.Setting: The study was conducted in South Africa, more specifically on entrepreneurs who have SMEs operating in the Gauteng province.Methods: This was a quantitative study with a cross-sectional research design on a sample size of 304. Multiple linear regression was employed as the core statistical technique to analyse the primary data.Results: It was evident that the more value entrepreneurs put on networking, the lesser their businesses performed, as the relationship became negative. However, the more they got involved in networking activities and maintained the relationships, the better their businesses performed. It was interesting to note that social, business and managerial network forms emerged as one form of networking, which we have named business networking. However, the importance and maintenance of networks were very distinct as networks were valued higher than what we saw from the maintenance and participation in networking.Conclusion: The study does not suggest that networking is irrelevant. However, it argues that this might be reflecting the risk of overvaluing networks. It is evident that networking influences performance of SMEs irrespective of whether it is social, business or managerial.

The purpose of this study was to discover whether the integration of traditional African religious music into Evangelical Lutheran liturgical church services, could effect a change in member attendance and/or participation. To achieve this, the study employed direct observation, video recordings and informal interviews. In addition, church records of attendance during Holy Communion once a month between 2008 and 2013 were accessed. The study was done at the Evangelical Lutheran Church of the Lobethal Congregation (Arkona Parish, Northern Diocese, Sekhukhune District, Limpopo Province, South Africa). It was demonstrated that church attendance increased dramatically after traditional African religious music was introduced into the Evangelical Lutheran liturgical services in 2011. Observations and video recordings showed that drums, rattles, horns and whistles were used. Handclapping was seen to act almost as a metronome, which steadily maintained the tempo. It was concluded that introducing traditional African religious music into Evangelical Lutheran liturgical church services has increased attendance and participation of church members. Therefore, the introduction of African religious music could be considered for other Evangelical Lutheran congregations in Africa.

Background: School participation and educational attainment among adolescents have been rising rapidly in the developing world. Thus, to attain Millennium Development Goal 6 (Combat HIV and/or AIDs, malaria and other diseases), it is crucial to seize the opportunity to educate and encourage teenagers about healthy choices and proper social behaviours that will continue into adulthood.Aim: This study aimed to assess the exposure of rural secondary school learners to health education and promotion at schools in the Limpopo Province of South Africa.Setting: This study was carried out at 10 secondary schools in Vhumbedzi educational circuit.Methodology: The study adopted a cross-sectional quantitative approach. Data were collected from 338 randomly selected learners from 10 secondary schools that make up a rural Vhumbedzi circuit in the Limpopo province. A self-administered questionnaire was used to collect data.Results: The findings showed that, 102 (66.07%) male and 121 (67.60%) female learners reported that they were taught about physical changes that occur during adolescence. In the same vein, most of the participants (n = 128, 84.39%) and (n = 152, 85.39%) males and females respectively claimed to have been taught about sexually transmitted diseases.Conclusion: In this study the secondary schools in the Limpopo Province of South Africa are making efforts to uphold and expose their learners to health education and promotion at school.Keyword: Health education and promotion, adolescents, school, learners

This paper is based on the study a Doctor of Business Leadership (DBL) thesis titled A Statistical Model for Employee Satisfaction in the Market and Social Research Industries in Gauteng Province. The purpose of this study was to identify the attributes that affect employee satisfaction in the Market and Social Research Industries in Gauteng Province, South Africa. In order to address the overall objective of this study, the researcher used a two-tiered (mixed) approach in which both qualitative and quantitative research methodologies were used to complement and enrich the results. This paper is only based on the qualitative component of the study on leadership aspects based on six leaders (two from Social research and four from Market research) that were interviewed. The leaders were selected based on their knowledge of the industry and the expertise they have. Participation in the survey was voluntary. This paper illustrates the power of the qualitative techniques to uncover or unmask the leadership aspects in the Market and Social Research Industries and also gives the human touch to the quantitative results. It was found that leadership and management within the Market and Social Research Industries in Gauteng Province must ensure that they are accommodative in terms of mentoring their subordinates. The industry is driven by quality driven processes and strong leadership. More importantly, issues of a good working environment, remuneration, career growth, and recognition must always be addressed in order to increase employee satisfaction, reduce staff turnover, and attempt to optimize labour productivity. The qualitative findings also help a deeper understanding of leadership within the industry.

Abstract Background While knowledge of onset of smoking tobacco, and associated risk factors can aid the formulation of evidence-based policy and interventions, such information is scarce in South Africa. We assessed age at onset of tobacco smoking in South Africa and identified its risk factors. Methods We analysed data of 15,316 respondents aged 15–98 years from the 2012 South African National Health and Nutrition Examination Survey. Descriptive statistics and survival analysis techniques were used alongside weighted percentages. Results Overall lifetime prevalence of smoking was 20.5%. Among the 3360 ever-smoked respondents, the overall median age at smoking onset was 18 years (Inter-quartile range (IQR) =5) with 2% starting before age 10 while 60% had smoked before age 20. Likelihood of tobacco smoking was higher among adolescents (<=20 years) and those aged 20–29 years than those aged > = 60 years, thrice higher among males, 29% higher among urban dwellers and thrice higher in Western Cape and Free State than in North West Province. The onset of tobacco smoking was earlier among males, wealthier and “coloured” people from Northern and Eastern Capes. Conclusion The onset of tobacco smoking peaked at 15–22 years and varied by province, sex, location, race and other characteristics. The age restrictions on smoking in South Africa has changed over time, coupled with the recent open and electronic advertisement of tobacco, and social media could have influenced the earlier onset of tobacco smoking in South Africa. Stricter regulations on tobacco-related advertisement and sales should be implemented.

Background: Social grants have become an increasingly popular means of improving the welfare of poor households in South Africa and beyond. While the goals of these transfers are to alleviate current poverty as well as to improve human capital capacity, they also have unintended effects, positive or negative, on beneficiary households. A question that has not been adequately addressed in the literature is the role that social grants play in the efforts to commercialise smallholder farming.Aim: The aim of this study was to examine the impact of social grant dependency on the incentives of smallholder maize producers to participate in the market.Setting: The study was done in the rural areas of four districts (Harry Gwala, Umzinyathi, Umkhanyakude and Uthukela) in the KwaZulu-Natal province, South Africa.Methods: The study adopted a quantitative research design. A total of 984 households were randomly selected from the four districts, of which 774 had planted maize in the previous season. The analysis was done on the 774 farmers who had planted maize. The double-hurdle model was used for statistical analysis.Results: The results show a negative association between social grant dependency and market participation, suggesting that social grant-dependent households are more subsistent, producing less marketable surplus. Moreover, households with access to social grants sold less quantities of maize in the market, indicating reduced selling incentives.Conclusion: The study indicates that social grants reduce the incentives of smallholder farmers to commercialise their production activities. The results suggest that, while policies aimed at reducing transaction costs would increase smallholder market participation, attention should be paid on how to reduce social grants’ dis-incentive effects. To reduce spill over effects to unintended household members, the study recommends offering part of the grant as ‘in-kind support’, which is specific to the intended individual beneficiary.

Also, 24 years into a democracy, patriarchy continues to raise its ugly head in our parliament, among other institutions. Disturbingly, against the call for a female presidential leadership Nkosazana Dlamini-Zuma, the National Union of Mineworkers, together with the ANC leadership in the Gauteng province, are lobbying for a male presidential candidate namely, Cyril Ramaphosa. In order to engage the issue of patriarchy in the South African politics, the Sepedi/Northern Sotho proverb tsa etwa ke ye tshadi pele, di wela ka leope [once they are led by a female one, that is, a cow, they will fall into a donga] will be employed as a hermeneutical tool to re-read the Deuteronomistic Athaliah the bosadi way. the interest of the preceding way lies at seeking justice for the transformation of many an African women's life in present day South Africa. PurposeThe majority of South Africans were deprived of participation in the socio-economic activities in decades of the apartheid rule. The ANC government after coming to power in 1994 thus promised to improve the livelihood of people deprived of social intervention benefits by the apartheid regime through the provision of social housing. This research, therefore, sought to investigate if the expectations of the beneficiaries of the social housing scheme have been met by the government.Design/methodology/approachThe research approach adopted for this study is a quantitative survey. Questionnaires made up of closed-ended and open-ended questions were used to solicit data from 1893 randomly selected government social housing inhabitants in Bloemfontein. Descriptive statistics were used to analyse the data collected.FindingsThe results indicate that the government has been able to meet the expectation of the social housing recipients in some aspects such as improved living conditions as compared to the shack structures, good sanitary surroundings and a comfortable environment. However, the inhabitant's expectations such as a safe environment, houses with good finishes and fittings, good roads network and adequate houses to accommodate the family sizes have not been met. More so, where respondents acknowledged expectation achievement, they were benchmarking the conditions to the informal settlement (shack) environments rather than being actually happy with what they currently have. Thus, meeting the expectations of the social housing recipients by the government is currently a myth rather than a reality.Research limitations/implicationsThe survey was limited to only government social houses inhabitants in communities around the periphery of Bloemfontein, the capital city of the Free State Province of South Africa.Practical implicationsThe implication from these findings is that the government has been providing social houses that do not meet the expectation of the recipients since 1994. The government should, therefore, appraise the social housing scheme thoroughly and reconstitute the delivery strategy in order to supply houses that meet the need and expectations of the beneficiaries and thereby fulfilling the goal of improving the living standards of previously disadvantaged individuals through the social housing scheme.Originality/valueThe study has come up with recommendations that if followed by the government supply houses that meet the need and expectations of the beneficiaries and thereby fulfilling the goal of improving the living standards of previously disadvantaged individuals through the social housing scheme and make the programme sustainable.

Abstract Theoretically, a living wage is a threshold that, once crossed, may transform qualities of work life, including from wage injustice to justice, organizational disengagement to commitment, and life dissatisfaction to satisfaction. Initial studies from New Zealand, South Africa and Thailand have found a threshold-like cusp in the relationship between wages and quality-of-work-life. Our aim in this study was to explore whether we would replicate a cusp in a localized study within China, among 135 employees in Shandong Province, Northern China. Survey data used minimal assumption and exploratory techniques to probe links between levels of employees’ (1) take-home wage and (2) net household income; and (3) perceived wage justice, (4) commitment to employing organization, and (5) life satisfaction. Measures were locally aligned and statistically reliable. Consistent with living wage theory, as a participant’s wage tended to cross a pay threshold of (1) RMB 4–5000 personally per month and (2) RMB 7–8000 household monthly, workers tended to report (3) wage justice (in place of injustice), (4) presence (replacing absence) of organizational commitment, and (5) satisfaction with life (replacing dissatisfaction). Our replication aim was met, but generalizing to any kind of national living wage across China would require a larger and more representative study and sample.

Background: Environmental factors compound or diminish the effects of impairments; therefore they have a direct influence on participation of stroke survivors.Objectives: To determine environmental barriers and facilitators to participation experienced by a group of stroke survivors in the Western Cape province of South Africa. Methods: A descriptive, mixed methods study was conducted in 2011. Quantitative data was collected with the International Classification for Functioning, Disability and Health core set for stroke (environmental factors), from 53 stroke survivors, sampled through proportional, stratified, random sampling. Data is presented through graphs and tables. Qualitative data was collected from five purposively sampled participants and thematically analysed.Results: Under products and technology, participants regarded assets, food, products and technology for daily living, transportation, mobility and communication, and access to buildings as barriers. The physical geography and attitudes of friends and society created further barriers. With regard to services, systems and policies - housing, communication, transport and social services created barriers. Health services, as well as support from health care service providers and family were considered facilitators. Conclusion: A lack of assets compounded barriers with regard to food, products for daily use, communication and transport. Barriers to participation were exacerbated by a lack of services, systems and implementation of policies focused on the inclusion of people with disabilities, as well as minimal access to assistive devices. Recommendations include provision of assistive devices, structural changes to houses, yards, roads and buildings, lobbying for accessible, affordable public transport, access audits of public buildings, and inclusion of non-governmental organisations and home-based care services in a seamless network of care.

Background: The field of Health Policy and Systems Research (HPSR) views researchers as active participants in processes of knowledge mobilization, learning and action. Yet few studies examine how such processes are institutionalized or consider their health system or wider impacts. This paper aims to contribute insights by presenting a South African experience: the Western Cape (WC) HPSR Journal Club (JC). Methods: The paper draws on collective reflection by its authorial team, who are managerial and academic JC participants; reflective discussions with a wider range of people; and external evaluation reports. The analysis has been validated through rounds of collective engagement among authors, and through comparison with the wider sets of data, documentation and international literature. It considers impacts using a framework drawn from the co-production literature. Results: Since 2012, the JC has brought together provincial and local government health system managers and academics to discuss complex systems’ and social science perspectives on health system development. The JC impacts encompass the trusting relationships (group micro-level) that have not only strengthened personal confidence and leadership skills (individual micro level), but also led to organizational impacts (meso level), such as practice and policy changes (practitioner organizations) and strengthened research and post-graduate teaching programs (academic organizations). Macro-societal impacts are, finally, judged likely to have resulted from new health system practices and policies and from academic post-graduate training activities. This set of impacts has been enabled by: the context of the JC; aspects of the JC design that underpin trusting relationships and mutual learning; the sustained participation of senior health system managers and academic managers who are able to translate new ideas into practice in their own organizational environments; and our individual and collective motivations – including the shared goal of health system development for social justice. Our challenges include risks and costs to ourselves, and the potential exclusion of challenging voices. Conclusion: The principles and practice of the JC approach, rather than the JC as a model, offer ideas for others wishing to mobilize knowledge for health system development through embedded and co-production processes. It demonstrates the potential for productive human interactions to seed long-lasting systemic change.

Abstract Background An assessment of the Sterile Insect Technique (SIT) as a complementary malaria vector control tool, is at an advanced stage in South Africa. The technique involves the release of laboratory-reared sterilized male mosquitoes of the major malaria vector Anopheles arabiensis, raising social, ethical and regulatory concerns. Therefore, its implementation largely depends on community participation and acceptance. Against this background, it is critical that robust and effective community strategies are developed. This study describes the development of a cultural song to engage the community and increase awareness on SIT and malaria control in KwaZulu-Natal, South Africa. Methods An exploratory concurrent mixed-methods study was conducted to get opinions about the effectiveness of a cultural song developed to engage communities and increase acceptability of the SIT technology. Two self-administered surveys (expert and community) were conducted. Additionally, more in depth opinions of the song and its effectiveness in conveying the intended information were investigated through three community dialogue sessions with community members in the study area. Results A total of 40 experts and 54 community members participated in the survey. Four themes were identified in relation to the appropriateness and effectiveness of the song, with a fifth theme focused on recommendations for adaptations. Overall, the song was well received with the audience finding it entertaining and informative. Responses to unstructured questions posed after the song showed an increase in the knowledge on malaria transmission and SIT technology. In particular, the explanation that male mosquitoes do not bite allayed anxiety and fears about the SIT technology. Conclusion The song was deemed both culturally appropriate and informative in engaging community members about the SIT technology. It proved useful in promoting health messages and conveying SIT technology as a complementary malaria vector control tool. With minor adaptations, the song has potential as an area-wide community engagement tool in areas targeted for sterile male releases.

Abstract Background The South African government is implementing National Health Insurance (NHI) as a monopsony health care financing mechanism to drive the country towards Universal Health Coverage (UHC). Strategic purchasing, with separation of funder, purchaser and provider, underpins this initiative. The NHI plans Contracting Units for Primary healthcare (PHC) Services (CUPS) to function as either independent sub-district purchasers or public providers and District Health Management Offices (DHMOs) to support and monitor these CUPS. This decentralised operational unit of PHC, the heartbeat of NHI, is critical to the success of NHI. The views of district-level managers, who are responsible for these units, are fundamental to this NHI implementation. This qualitative study aimed to explore district and sub-district managerial views on NHI and their role in its implementation. Methods Purposive sampling was used to identify key respondents from a major urban district in Gauteng, South Africa, for participation in in-depth interviews. This study used framework analysis methodology within MaxQDA software. Results Three main themes were identified: managerial engagement in NHI policy development (with two sub-themes), managerial views on NHI (with three sub-themes) and perceptions of current NHI implementation (with six sub-themes). The managers viewed NHI as a social and moral imperative but lacked clarity and insight into the NHI Bill as well as the associated implementation strategies. The majority of respondents had not had the opportunity to engage in NHI policy formulation. Managers cited several pitfalls in current organisational operations. The respondents felt that national and provincial governments continue to function in a detached and rigid top-down hierarchy. Managers highlighted the need for their inclusion in NHI policy formulation and training and development for them to oversee the implementation strategies. Conclusions It appears that strategic purchasing is not being operationalised in PHC. NHI policy implementation appears to function in a rigid top-down hierarchy that excludes key stakeholders in the NHI implementation strategy. The findings of this study suggest an inadequate decentralisation of healthcare governance within the public sector necessary to attain UHC. District managers need to be engaged and capacitated to operationalise the planned decentralised purchasing-provision function of the DHS within the NHI Bill.

This article is concerned with dance as an embodied form of collective remembering in the Andean department of Ayacucho in Peru. Andean dance and fiesta are inextricably linked with notions of identity, cultural heritage and history. Rather than being simply aesthetic —steps to music or a series of movements — dance is readable as being a deeper embodiment of the broader struggles and concerns of a people. As anthropologist Zoila Mendoza writes, in post-colonial countries such as those in Africa and Latin America, dance is and was a means “through which people contested, domesticated and reworked signs of domination in their society” (39). Andean dance has long been a space of contestation and resistance (Abercrombie; Bigenho; Isbell; Mendoza; Stern). It also functions as a repository, a dynamic archive which holds and tells the collective narrative of a cultural time and space. As Jane Cowan observes “dance is much more than knowing the steps; it involves both social knowledge and social power” (xii). In cultures where the written word has not played a central role in the construction and transmission of knowledge, dance is a particularly rich resource for understanding. “Embodied practice, along with and bound up with other cultural practices, offers a way of knowing” (Taylor 3). This is certainly true in the Andes of Peru where dance, music and fiesta are central to social, cultural, economic and political life. This article combines the areas of cultural memory with aspects of dance anthropology in a bid to reveal what is often unspoken and discover new ways of accessing and understanding non-verbal forms of memory through the embodied medium of dance. In societies where dance is integral to daily life the dance becomes an important resource for a deeper understanding of social and cultural memory. However, this characteristic of the dance has been largely overlooked in the field of memory studies. Paul Connerton writes, “… that there is an aspect of social memory which has been greatly ignored but is absolutely essential: bodily social memory” (382). I am interested in the role of dance as a site memory because as a dancer I am acutely aware of embodied memory and of the importance of dance as a narrative mode, not only for the dancer but also for the spectator. This article explores the case study of rural carnival performed in the city of Huamanga, in the Andean department of Ayacucho and includes interviews I conducted with rural campesinos (this literally translates as people from the country, however, it is a complex term imbedded with notions of class and race) between June 2009 and March 2010. Through examining the transformative effect of what I call the chorography of place, I argue that rural campesinos embody the memory of place, dancing that place into being in the urban setting as a means of remembering and maintaining connection to their homeland and salvaging cultural heritage.The department of Ayacucho is located in the South-Central Andes of Peru. The majority of the population are Quechua-speaking campesinos many of whom live in extreme poverty. Nestled in a cradle of mountains at 2,700 meters above sea level is the capital city of the same name. However, residents prefer the pre-revolutionary name of Huamanga. This is largely due to the fact that the word Ayacucho is a combination of two Quechua words Aya and Kucho which translate as Corner of the Dead. Given the recent history of the department it is not surprising that residents refer to their city as Huamanga instead of Ayacucho. Since 1980 the department of Ayacucho has become known as the birthplace of Sendero Luminoso (Shining Path) and the ensuing 20 years of political violence between Sendero and counter insurgency forces. In 2000, the interim government convened the Peruvian Truth and Reconciliation Commission (TRC – CVR Spanish). In 2003, the TRC released its report which found that over 69,000 people were killed or disappeared during the conflict and hundreds of thousands more were forced to leave their homes (CVR). Those most affected by the violence and human rights abuses were predominantly from the rural population of the central-southern Andes (CVR). Following the release of the TRC Report the department of Ayacucho has become a centre for memory studies investigations and commemorative ceremonies. Whilst there are many traditional arts and creative expressions which commemorate or depict some aspect of the violence, dance is not used it this way. Rather, I contend that the dance is being salvaged as a means of remembering and connecting to place. Migration Brings ChangeAs a direct result of the political violence, the city of Huamanga experienced a large influx of people from the surrounding rural areas, who moved to the city in search of relative safety. Rapid forced migration from the country to the city made integration very difficult due to the sheer volume of displaced populations (Coronel 2). As a result of the internal conflict approximately 450 rural communities in the southern-central Andes were either abandoned or destroyed; 300 of these were in the department of Ayacucho. As a result, Huamanga experienced an enormous influx of rural migrants. In fact, according to the United Nations International Human Rights Instruments, 30 per cent of all people displaced by the violence moved to Ayacucho (par. 39). As campesinos moved to the city in search of safety they formed new neighbourhoods on the outskirts of the city. Although many are now settled in Huamanga, holding professional positions, working in restaurants, running stalls, or owning shops, most maintain strong links to their community of origin. The ways in which individuals sustain connection to their homelands are many and varied. However, dance and fiesta play a central role in maintaining connection.During the years of violence, Sendero Luminoso actively prohibited the celebration of traditional ceremonies and festivals which they considered to be “archaic superstition” (Garcia 40). Reprisals for defying Sendero Luminoso directives were brutal; as a result many rural inhabitants restricted their ritual practices for fear of the tuta puriqkuna or literally, night walkers (Ritter 27). This caused a sharp decline in ritual custom during the conflict (27).As a result, many Ayacuchano campesinos feel they have been robbed of their cultural heritage and identity. There is now a conscious effort to rescatar y recorder or to salvage and remember what was been taken from them, or, in the words of Ruben Romani, a dance teacher from Huanta, “to salvage what was killed during the difficult years.”Los Carnavales Ayacuchanos Whilst carnival is celebrated in many parts of the world, the mention of carnival often evokes images of scantily clad Brazilians dancing to the samba rhythms in the streets of Rio de Janeiro, or visions of elaborate floats and extravagant costumes. None of these are to be found in Huamanga. Rather, the carnival dances celebrated by campesinos in Huamanga are not celebrations of ‘the now’ or for the benefit of tourists, but rather they are embodiments of the memory of a lost place. During carnival, that lost or left homeland is danced into being in the urban setting as a means of maintaining a connection to the homeland and of salvaging cultural heritage.In the Andes, carnival coincides with the first harvest and is associated with fertility and giving thanks. It is considered a time of joy and to be a great leveller. In Huamanga carnival is one of the most anticipated fiestas of the year. As I was told many times “carnival is for everyone” and “we all participate.” From the old to the very young, the rich and poor, men and women all participate in carnival."We all participate." Carnavales Rurales (rural carnival) is celebrated each Sunday during the three weeks leading up to the official time of carnival before Lent. Campesinos from the same rural communities, join together to form comparsas, or groups. Those who participate identify as campesinos; even though many participants have lived in the city for more than 20 years. Some of the younger participants were born in the city. Whilst some campesinos, displaced by the violence, are now returning to their communities, many more have chosen to remain in Huamanga. One such person is Rómulo Canales Bautista. Rómulo dances with the comparsa Claveles de Vinchos.Rómulo Bautista dancing the carnival of VinchosOriginally from Vinchos, Rómulo moved to Huamanga in search of safety when he was a boy after his father was killed. Like many who participate in rural carnival, Rómulo has lived in Huamanga for a many years and for the most part he lives a very urban existence. He completed his studies at the university and works as a professional with no plans to return permanently to Vinchos. However, Rómulo considers himself to be campesino, stating “I am campesino. I identify myself as I am.” Rómulo laughed as he explained “I was not born dancing.” Since moving to Huamanga, Rómulo learned the carnival dance of Vinchos as a means of feeling a connection to his place of origin. He now participates in rural carnival each year and is the captain of his comparsa. For Rómulo, carnival is his cultural inheritance and that which connects him to his homeland. Living and working in the urban setting whilst maintaining strong links to their homelands through the embodied expressions of fiesta, migrants like Rómulo negotiate and move between an urbanised mestizo identity and a rural campesino identity. However, for rural migrants living in Huamanga, it is campesino identity which holds greater importance during carnival. This is because carnival allows participants to feel a visceral connection to both land and ancestry. As Gerardo Muñoz, a sixty-seven year old migrant from Chilcas explained “We want to make our culture live again, it is our patrimony, it is what our grandfathers have left us of their wisdom and how it used to be. This is what we cultivate through our carnival.”The Plaza TransformedComparsa from Huanta enter the PlazaEach Sunday during the three weeks leading up to the official time of carnival the central Plaza is transformed by the dance, music and song of up to seventy comparsas participating in Carnavales Rurales. Rural Carnival has a transformative effect not only on participants but also on the wider urban population. At this time campesinos, who are generally marginalised, discounted or actively discriminated against, briefly hold a place of power and respect. For a few hours each Sunday they are treated as masters of an ancient art. It is no easy task to conjure the dynamic sensory world of dance in words. As Deidre Sklar questions, “how is the ineffable to be made available in words? How shall I draw out the effects of dancing? Imperfectly, and slowly, bit by bit, building fragments of sensation and association so that its pieces lock in with your sensory memories like a jigsaw puzzle” (17).Recalling the DanceAs comparsas arrive in the Plaza there is creative chaos and the atmosphere hums with excitement as more and more comparsas gather for the pasecalle or parade. At the corner of the plaza, the deafening crack of fire works, accompanied by the sounds of music and the blasting of whistles announce the impending arrival of another comparsa. They are Los Hijos de Chilcas from Chilcas in La Mar in the north-east of the department. They proudly dance and sing their way into the Plaza – bodies strong, their movements powerful yet fluid. Their heads are lifted to greet the crowd, their chests wide and open, eyes bright with pride. Led by the capitán, the dancers form two long lines in pairs the men at the front, followed by the women. All the men carry warakas, long whips of plaited leather which they crack in the air as they dance. These are ancient weapons which are later used in a ritual battle. They dance in a swinging stepping motion that swerves and snakes, winds and weaves along the road. At various intervals the two lines open out, doubling back on themselves creating two semicircles. The men wear frontales, pieces of material which hang down the front of the legs, attached with long brightly coloured ribbons. The dancers make high stepping motions, kicking the frontales up in the air as they go; as if moving through high grasses. The ribbons swish and fly around the men and they are clouded in a blur of colour and movement. The women follow carrying warakitas, which are shorter and much finer. They hold their whips in two hands, stretched wide in front of their bodies or sweeping from side to side above their heads. They wear large brightly coloured skirts known as polleras made from heavy material which swish and swoosh as they dance from side to side – step, touch together, bounce; step, touch together, bounce. The women follow the serpent pattern of the men. Behind the women are the musicians playing guitars, quenas and tinyas. The musicians are followed by five older men dressed in pants and suit coats carrying ponchos draped over the right shoulder. They represent the traditional community authorities known as Varayuq and karguyuq. The oldest of the men is carrying the symbols of leadership – the staff and the whip.The Choreography of PlaceFor the members of Los Hijos de Chilcas the dance represents the topography of their homeland. The steps and choreography are created and informed by the dancers’ relationship to the land from which they come. La Mar is a very mountainous region where, as one dancer explained, it is impossible to walk a straight line up or down the terrain. One must therefore weave a winding path so as not to slip and fall. As the dancers snake and weave, curl and wind they literally dance their “place” of origin into being. With each swaying movement of their body, with each turn and with every footfall on the earth, dancers lay the mountainous terrain of La Mar along the paved roads of the Plaza. The flying ribbons of the frontales evoke the long grasses of the hillsides. “The steps are danced in the form of a zigzag which represents the changeable and curvilinear paths that join the towns, as well as creating the figure eight which represents the eight anexos of the district” (Carnaval Tradicional). Los Hijos de ChilcasThe weaving patterns and the figure eights of the dance create a choreography of place, which reflects and evoke the land. This choreography of place is built upon with each step of the dance many of which emulate the native fauna. One of the dancers explained whilst demonstrating a hopping step “this is the step of a little bird” common to La Mar. With his body bent forward from the waist, left hand behind his back and elbow out to the side like a wing, stepping forward on the left leg and sweeping the right leg in half circle motion, he indeed resembled a little bird hopping along the ground. Other animals such as the luwichu or deer are also represented through movement and costume.Katrina Teaiwa notes that the peoples of the South Pacific dance to embody “not space but place”. This is true also for campesinos from Chilcas living in the urban setting, who invoke their place of origin and the time of the ancestors as they dance their carnival. The notion of place is not merely terrain. It includes the nature elements, the ancestors and those who also those who have passed away. The province of La Mar was one of the most severely affected areas during the years of internal armed conflict especially during 1983-1984. More than 1,400 deaths and disappearances were reported to the TRC for this period alone (CVR). Hundreds of people were forced to leave their homes and in many communities it became impossible to celebrate fiestas. Through the choreography of place dancers transform the urban streets and dance the very land of their origin into being, claiming the urban streets as their own. The importance of this act can not be overstated for campesinos who have lost family members and were forced to leave their communities during the years of violence. As Deborah Poole has noted dance is “…the active Andean voice …” (99). As comparsa members teach their children the carnival dance of their parents and grandparents they maintain ancestral connections and pass on the stories and embodied memories of their homes. Much of the literature on carnival views it as a release valve which allows a temporary freedom but which ultimately functions to reinforce established structures. This is no longer the case in Huamanga. The transformative effect of rural carnival goes beyond the moment of the dance. Through dancing the choreography of place campesinos salvage and restore that which was taken from them; the effects of which are felt by both the dancer and spectator.ConclusionThe closer examination of dance as embodied memory reveals those memory practices which may not necessarily voice the violence directly, but which are enacted, funded and embodied and thus, important to the people most affected by the years of conflict and violence. In conclusion, the dance of rural carnival functions as embodied memory which is danced into being through collective participation; through many bodies working together. Dancers who participate in rural carnival have absorbed the land sensorially and embodied it. Through dancing the land they give it form and bring embodied memory into being, imbuing the paved roads of the plaza with the mountainous terrain of their home land. For those born in the city, they come to know their ancestral land through the Andean voice of dance. The dance of carnival functions in a unique way making it possible for participants recall their homelands through a physical memory and to dance their place into being wherever they are. This corporeal memory goes beyond the normal understanding of memory as being of the mind for as Connerton notes “images of the past are remembered by way of ritual performances that are ‘stored’ in a bodily memory” (89). (CuttingEdge)These are a handful of comments posted by online editors who have banded together in a virtual coalition to combat Western bias on the world’s largest digital encyclopedia, Wikipedia. This collective action by Wikipedians both acknowledges the inherent inequalities of a user-controlled information project like Wikpedia and highlights the potential for progressive change within that same project. These community members are taking the responsibility of social change into their own hands (or more aptly, their own keyboards).In recent years much research has emerged on Wikipedia from varying fields, ranging from computer science, to business and information systems, to the social sciences. While critical at times of Wikipedia’s growth, governance, and influence, most of this work observes with optimism that barriers to improvement are not firmly structural, but rather they are socially constructed, leaving open the possibility of important and lasting change for the better.WikiProject: Countering Systemic Bias (WP:CSB) considers one such collective effort. Close to 350 editors have signed on to the project, which began in 2004 and itself emerged from a similar project named CROSSBOW, or the “Committee Regarding Overcoming Serious Systemic Bias on Wikipedia.” As a WikiProject, the term used for a loose group of editors who collaborate around a particular topic, these editors work within the Wikipedia site and collectively create a social network that is unified around one central aim—representing the un- and underrepresented—and yet they are bound by no particular unified set of interests. The first stage of a multi-method study, this paper looks at a snapshot of WP:CSB’s activity from both content analysis and social network perspectives to discover “who” geographically this coalition of the unrepresented is inserting into the digital annals of Wikipedia.Wikipedia and WikipediansDeveloped in 2001 by Internet entrepreneur Jimmy Wales and academic Larry Sanger, Wikipedia is an online collaborative encyclopedia hosting articles in nearly 250 languages (Cohen). The English-language Wikipedia contains over 3.2 million articles, each of which is created, edited, and updated solely by users (Wikipedia “Welcome”). At the time of this study, Alexa, a website tracking organisation, ranked Wikipedia as the 6th most accessed site on the Internet. Unlike the five sites ahead of it though—Google, Facebook, Yahoo, YouTube (owned by Google), and live.com (owned by Microsoft)—all of which are multibillion-dollar businesses that deal more with information aggregation than information production, Wikipedia is a non-profit that operates on less than $500,000 a year and staffs only a dozen paid employees (Lih). Wikipedia is financed and supported by the WikiMedia Foundation, a charitable umbrella organisation with an annual budget of $4.6 million, mainly funded by donations (Middleton).Wikipedia editors and contributors have the option of creating a user profile and participating via a username, or they may participate anonymously, with only an IP address representing their actions. Despite the option for total anonymity, many Wikipedians have chosen to visibly engage in this online community (Ayers, Matthews, and Yates; Bruns; Lih), and researchers across disciplines are studying the motivations of these new online collectives (Kane, Majchrzak, Johnson, and Chenisern; Oreg and Nov). The motivations of open source software contributors, such as UNIX programmers and programming groups, have been shown to be complex and tied to both extrinsic and intrinsic rewards, including online reputation, self-satisfaction and enjoyment, and obligation to a greater common good (Hertel, Niedner, and Herrmann; Osterloh and Rota). Investigation into why Wikipedians edit has indicated multiple motivations as well, with community engagement, task enjoyment, and information sharing among the most significant (Schroer and Hertel). Additionally, Wikipedians seem to be taking up the cause of generativity (a concern for the ongoing health and openness of the Internet’s infrastructures) that Jonathan Zittrain notably called for in The Future of the Internet and How to Stop It. Governance and ControlAlthough the technical infrastructure of Wikipedia is built to support and perhaps encourage an equal distribution of power on the site, Wikipedia is not a land of “anything goes.” The popular press has covered recent efforts by the site to reduce vandalism through a layer of editorial review (Cohen), a tightening of control cited as a possible reason for the recent dip in the number of active editors (Edwards). A number of regulations are already in place that prevent the open editing of certain articles and pages, such as the site’s disclaimers and pages that have suffered large amounts of vandalism. Editing wars can also cause temporary restrictions to editing, and Ayers, Matthews, and Yates point out that these wars can happen anywhere, even to Burt Reynold’s page.Academic studies have begun to explore the governance and control that has developed in the Wikipedia community, generally highlighting how order is maintained not through particular actors, but through established procedures and norms. Konieczny tested whether Wikipedia’s evolution can be defined by Michels’ Iron Law of Oligopoly, which predicts that the everyday operations of any organisation cannot be run by a mass of members, and ultimately control falls into the hands of the few. Through exploring a particular WikiProject on information validation, he concludes:There are few indicators of an oligarchy having power on Wikipedia, and few trends of a change in this situation. The high level of empowerment of individual Wikipedia editors with regard to policy making, the ease of communication, and the high dedication to ideals of contributors succeed in making Wikipedia an atypical organization, quite resilient to the Iron Law. (189)Butler, Joyce, and Pike support this assertion, though they emphasise that instead of oligarchy, control becomes encapsulated in a wide variety of structures, policies, and procedures that guide involvement with the site. A virtual “bureaucracy” emerges, but one that should not be viewed with the negative connotation often associated with the term.Other work considers control on Wikipedia through the framework of commons governance, where “peer production depends on individual action that is self-selected and decentralized rather than hierarchically assigned. Individuals make their own choices with regard to resources managed as a commons” (Viegas, Wattenberg and McKeon). The need for quality standards and quality control largely dictate this commons governance, though interviewing Wikipedians with various levels of responsibility revealed that policies and procedures are only as good as those who maintain them. Forte, Larco, and Bruckman argue “the Wikipedia community has remained healthy in large part due to the continued presence of ‘old-timers’ who carry a set of social norms and organizational ideals with them into every WikiProject, committee, and local process in which they take part” (71). Thus governance on Wikipedia is a strong representation of a democratic ideal, where actors and policies are closely tied in their evolution. Transparency, Content, and BiasThe issue of transparency has proved to be a double-edged sword for Wikipedia and Wikipedians. The goal of a collective body of knowledge created by all—the “expert” and the “amateur”—can only be upheld if equal access to page creation and development is allotted to everyone, including those who prefer anonymity. And yet this very option for anonymity, or even worse, false identities, has been a sore subject for some in the Wikipedia community as well as a source of concern for some scholars (Santana and Wood). The case of a 24-year old college dropout who represented himself as a multiple Ph.D.-holding theology scholar and edited over 16,000 articles brought these issues into the public spotlight in 2007 (Doran; Elsworth). Wikipedia itself has set up standards for content that include expectations of a neutral point of view, verifiability of information, and the publishing of no original research, but Santana and Wood argue that self-policing of these policies is not adequate:The principle of managerial discretion requires that every actor act from a sense of duty to exercise moral autonomy and choice in responsible ways. When Wikipedia’s editors and administrators remain anonymous, this criterion is simply not met. It is assumed that everyone is behaving responsibly within the Wikipedia system, but there are no monitoring or control mechanisms to make sure that this is so, and there is ample evidence that it is not so. (141) At the theoretical level, some downplay these concerns of transparency and autonomy as logistical issues in lieu of the potential for information systems to support rational discourse and emancipatory forms of communication (Hansen, Berente, and Lyytinen), but others worry that the questionable “realities” created on Wikipedia will become truths once circulated to all areas of the Web (Langlois and Elmer). With the number of articles on the English-language version of Wikipedia reaching well into the millions, the task of mapping and assessing content has become a tremendous endeavour, one mostly taken on by information systems experts. Kittur, Chi, and Suh have used Wikipedia’s existing hierarchical categorisation structure to map change in the site’s content over the past few years. Their work revealed that in early 2008 “Culture and the arts” was the most dominant category of content on Wikipedia, representing nearly 30% of total content. People (15%) and geographical locations (14%) represent the next largest categories, while the natural and physical sciences showed the greatest increase in volume between 2006 and 2008 (+213%D, with “Culture and the arts” close behind at +210%D). This data may indicate that contributing to Wikipedia, and thus spreading knowledge, is growing amongst the academic community while maintaining its importance to the greater popular culture-minded community. Further work by Kittur and Kraut has explored the collaborative process of content creation, finding that too many editors on a particular page can reduce the quality of content, even when a project is well coordinated.Bias in Wikipedia content is a generally acknowledged and somewhat conflicted subject (Giles; Johnson; McHenry). The Wikipedia community has created numerous articles and pages within the site to define and discuss the problem. Citing a survey conducted by the University of Würzburg, Germany, the “Wikipedia:Systemic bias” page describes the average Wikipedian as:MaleTechnically inclinedFormally educatedAn English speakerWhiteAged 15-49From a majority Christian countryFrom a developed nationFrom the Northern HemisphereLikely a white-collar worker or studentBias in content is thought to be perpetuated by this demographic of contributor, and the “founder effect,” a concept from genetics, linking the original contributors to this same demographic has been used to explain the origins of certain biases. Wikipedia’s “About” page discusses the issue as well, in the context of the open platform’s strengths and weaknesses:in practice editing will be performed by a certain demographic (younger rather than older, male rather than female, rich enough to afford a computer rather than poor, etc.) and may, therefore, show some bias. Some topics may not be covered well, while others may be covered in great depth. No educated arguments against this inherent bias have been advanced.Royal and Kapila’s study of Wikipedia content tested some of these assertions, finding identifiable bias in both their purposive and random sampling. They conclude that bias favoring larger countries is positively correlated with the size of the country’s Internet population, and corporations with larger revenues work in much the same way, garnering more coverage on the site. The researchers remind us that Wikipedia is “more a socially produced document than a value-free information source” (Royal & Kapila).WikiProject: Countering Systemic BiasAs a coalition of current Wikipedia editors, the WikiProject: Countering Systemic Bias (WP:CSB) attempts to counter trends in content production and points of view deemed harmful to the democratic ideals of a valueless, open online encyclopedia. WP:CBS’s mission is not one of policing the site, but rather deepening it:Generally, this project concentrates upon remedying omissions (entire topics, or particular sub-topics in extant articles) rather than on either (1) protesting inappropriate inclusions, or (2) trying to remedy issues of how material is presented. Thus, the first question is "What haven't we covered yet?", rather than "how should we change the existing coverage?" (Wikipedia, “Countering”)The project lays out a number of content areas lacking adequate representation, geographically highlighting the dearth in coverage of Africa, Latin America, Asia, and parts of Eastern Europe. WP:CSB also includes a “members” page that editors can sign to show their support, along with space to voice their opinions on the problem of bias on Wikipedia (the quotations at the beginning of this paper are taken from this “members” page). At the time of this study, 329 editors had self-selected and self-identified as members of WP:CSB, and this group constitutes the population sample for the current study. To explore the extent to which WP:CSB addressed these self-identified areas for improvement, each editor’s last 50 edits were coded for their primary geographical country of interest, as well as the conceptual category of the page itself (“P” for person/people, “L” for location, “I” for idea/concept, “T” for object/thing, or “NA” for indeterminate). For example, edits to the Wikipedia page for a single person like Tony Abbott (Australian federal opposition leader) were coded “Australia, P”, while an edit for a group of people like the Manchester United football team would be coded “England, P”. Coding was based on information obtained from the header paragraphs of each article’s Wikipedia page. After coding was completed, corresponding information on each country’s associated continent was added to the dataset, based on the United Nations Statistics Division listing.A total of 15,616 edits were coded for the study. Nearly 32% (n = 4962) of these edits were on articles for persons or people (see Table 1 for complete coding results). From within this sub-sample of edits, a majority of the people (68.67%) represented are associated with North America and Europe (Figure A). If we break these statistics down further, nearly half of WP:CSB’s edits concerning people were associated with the United States (36.11%) and England (10.16%), with India (3.65%) and Australia (3.35%) following at a distance. These figures make sense for the English-language Wikipedia; over 95% of the population in the three Westernised countries speak English, and while India is still often regarded as a developing nation, its colonial British roots and the emergence of a market economy with large, technology-driven cities are logical explanations for its representation here (and some estimates make India the largest English-speaking nation by population on the globe today).Table A Coding Results Total Edits 15616 (I) Ideas 2881 18.45% (L) Location 2240 14.34% NA 333 2.13% (T) Thing 5200 33.30% (P) People 4962 31.78% People by Continent Africa 315 6.35% Asia 827 16.67% Australia 175 3.53% Europe 1411 28.44% NA 110 2.22% North America 1996 40.23% South America 128 2.58% The areas of the globe of main concern to WP:CSB proved to be much less represented by the coalition itself. Asia, far and away the most populous continent with more than 60% of the globe’s people (GeoHive), was represented in only 16.67% of edits. Africa (6.35%) and South America (2.58%) were equally underrepresented compared to both their real-world populations (15% and 9% of the globe’s population respectively) and the aforementioned dominance of the advanced Westernised areas. However, while these percentages may seem low, in aggregate they do meet the quota set on the WP:CSB Project Page calling for one out of every twenty edits to be “a subject that is systematically biased against the pages of your natural interests.” By this standard, the coalition is indeed making headway in adding content that strategically counterbalances the natural biases of Wikipedia’s average editor.Figure ASocial network analysis allows us to visualise multifaceted data in order to identify relationships between actors and content (Vego-Redondo; Watts). Similar to Davis’s well-known sociological study of Southern American socialites in the 1930s (Scott), our Wikipedia coalition can be conceptualised as individual actors united by common interests, and a network of relations can be constructed with software such as UCINET. A mapping algorithm that considers both the relationship between all sets of actors and each actor to the overall collective structure produces an image of our network. This initial network is bimodal, as both our Wikipedia editors and their edits (again, coded for country of interest) are displayed as nodes (Figure B). Edge-lines between nodes represents a relationship, and here that relationship is the act of editing a Wikipedia article. We see from our network that the “U.S.” and “England” hold central positions in the network, with a mass of editors crowding around them. A perimeter of nations is then held in place by their ties to editors through the U.S. and England, with a second layer of editors and poorly represented nations (Gabon, Laos, Uzbekistan, etc.) around the boundaries of the network.Figure BWe are reminded from this visualisation both of the centrality of the two Western powers even among WP:CSB editoss, and of the peripheral nature of most other nations in the world. But we also learn which editors in the project are contributing most to underrepresented areas, and which are less “tied” to the Western core. Here we see “Wizzy” and “Warofdreams” among the second layer of editors who act as a bridge between the core and the periphery; these are editors with interests in both the Western and marginalised nations. Located along the outer edge, “Gallador” and “Gerrit” have no direct ties to the U.S. or England, concentrating all of their edits on less represented areas of the globe. Identifying editors at these key positions in the network will help with future research, informing interview questions that will investigate their interests further, but more significantly, probing motives for participation and action within the coalition.Additionally, we can break the network down further to discover editors who appear to have similar interests in underrepresented areas. Figure C strips down the network to only editors and edits dealing with Africa and South America, the least represented continents. From this we can easily find three types of editors again: those who have singular interests in particular nations (the outermost layer of editors), those who have interests in a particular region (the second layer moving inward), and those who have interests in both of these underrepresented regions (the center layer in the figure). This last group of editors may prove to be the most crucial to understand, as they are carrying the full load of WP:CSB’s mission.Figure CThe End of Geography, or the Reclamation?In The Internet Galaxy, Manuel Castells writes that “the Internet Age has been hailed as the end of geography,” a bold suggestion, but one that has gained traction over the last 15 years as the excitement for the possibilities offered by information communication technologies has often overshadowed structural barriers to participation like the Digital Divide (207). Castells goes on to amend the “end of geography” thesis by showing how global information flows and regional Internet access rates, while creating a new “map” of the world in many ways, is still closely tied to power structures in the analog world. The Internet Age: “redefines distance but does not cancel geography” (207). The work of WikiProject: Countering Systemic Bias emphasises the importance of place and representation in the information environment that continues to be constructed in the online world. This study looked at only a small portion of this coalition’s efforts (~16,000 edits)—a snapshot of their labor frozen in time—which itself is only a minute portion of the information being dispatched through Wikipedia on a daily basis (~125,000 edits). Further analysis of WP:CSB’s work over time, as well as qualitative research into the identities, interests and motivations of this collective, is needed to understand more fully how information bias is understood and challenged in the Internet galaxy.
