ENGLISH ABSTRACT: This thesis examines the psychological and social reasons for recidivism among women offenders of the law and explores the impact halfway houses could have on reducing recidivism in SA. Despite the problem of high crime and offender recidivism in SA there is a lack of research into projects within the country that are attempting to address the situation. This paper ascribes to be an authentic voice from one who has had the unique opportunity of observing the SA prison system from within, over a period of 15 years, and one who has sought to assist ex-offenders in their reintegration from prison to society by providing support once outside of prison over the past 10 years. The thesis is auto-ethnographic in design and method. This research examines the reasons for criminal acts among women and seeks to investigate and determine the unique complexities surrounding women and crime. A high prevalence of sexual and physical abuse is corroborated as common precursors to conduct problems in female offenders, while mental ill health is found to be marked among women in prison. Recommendations are made for the establishment of halfway houses in SA and strategies are suggested for the development of such halfway houses.
AFRIKAANSE OPSOMMING: Hierdie verhandeling ondersoek die sielkundige en sosiale redes vir residivisme onder vroue oortreders van die wet en ondersoek die impak wat halfweghuise kan hê op die vermindering van residivisme in Suid-Afrika. Ten spyte van die probleem van hoë misdaad en residivisme in Suid-Afrika is daar nie baie geskryf oor projekte in die land wat probeer om die situasie aan te spreek nie. Hierdie verhandeeling is geskryf om 'n outentieke stem te wees van ‘n persoon wat ‘n unieke geleentheid het om die Suid-Afrikaanse gevangenis stelsel van binne af te sien oor 'n tydperk van 15 jaar, en wat poog om die probleem wat ex-oortreders vind met herintegrasie uit die tronk deur middel van ondersteuning buite die tronk vir die afgelope 10 jaar. Die verhandeling is outo-etnografies in ontwerp en metode. Hierdie tesis neem die redes in ag van kriminele dade onder vroue en poog om die unieke kompleksiteit rondom vroue en misdaad te ondersoek. Die navorsing staaf 'n hoë voorkoms van seksuele en fisiese mishandeling as 'n gemeenskaplike voorloper probleem in vroulike oortreders. Geestesgesondheid is waar geneem onder vroue in die tronk. Die idee van halfweghuise in die Suid-Afrikaanse gemeenskap is op die been gebring. Die artikel stel verder strategie vir die ontwikkeling van die halfweghuise in Suid-Afrika voor.

Abstract:
In a world where conflict is common, effective programs for reintegration of the combatants must exist for the post conflict societies. There is also a growing presence not only of gangs, but also of reintegration programs for those that chose to leave said gangs. To find what parts of those processes are alike and what parts are different is the objective of this thesis. For the former combatants, the thesis focuses on those of the former rebel group, meaning the illegally armed group. The reasons for comparing the two processes are that they outwardly look quite similar in the sense that the both deal with reintegration of formerly armed groups. Both groups have also been involved in some sort of violent action, and they are both being reintegrated into a society that they are not actively full members of. The research is carried out through a desk study using the method of a qualitative research through and abductive approach. The theoretical framework that is used is the inclusion-exclusion framework from the security-development nexus. This is also combined with the use of an analytical framework which was created using three different parts of full reintegration, namely social, political and economical reintegration. Through the usage of the case study of El Salvador, the thesis found that there were both similarities and differences between the two types of reintegration, however, the differences far outweighed the similarities. The thesis also found that while the two processes may be alike from an outside perspective, they are dealing with people of quite different needs. However, some potential can be seen for changes in both processes in order to improve their efficiency, though more research is needed.

Abstract:
Finding ways to reintegrate ex-prisoners into Jamaican society is a pressing but complex social, economic and moral issue. This is due, not least, to the financial costs of prison recidivism and growing concern over the Jamaican state’s capacity to meet the needs of a large number of its citizens subject to forced repatriation to their homeland by overseas jurisdictions due to their offending. The absence of a mature and reliable evidence base about the extent and nature of criminal recidivism in Jamaica also contributes to the challenges faced by policy makers and service providers seeking to reduce incidence of crime. This is in part related to the dearth of research on what is a sizeable and multi-faceted subject matter which has impeded a more decisive and progressive political and policy response. While there are generic criminological themes in regard to recidivism, desistance and reintegration of offenders that cross international boundaries (see Harriott 2000; Headley 2006), there remains the not inconsiderable challenge of identifying culturally specific features that bear upon crime and the policies and programmes that might encourage sustained abstinence from offending and which could be better served by a distinctive Caribbean criminological epistemology. To that end, this exploratory study seeks to offer insights into the social worlds of male and female offenders in Jamaica in order to better understand what they deem to be the influences that led them to crime and those which might at least assist them in desisting from law-breaking. The study is based upon a largely qualitative research design comprising semi-structured interviews and focus groups. Some 54 inmates participated who had received more than one prison sentence and in that sense are termed here a ‘recidivist’, albeit the contested nature of this term and related key concepts such as desistance and reintegration will be subject to scrutiny in the early chapters of this thesis. One other inmate who could not be regarded a prison recidivist mainly because he was awaiting trial on this his second time in prison was interviewed in prison and added to the study. All 55 interviews and most focus groups were conducted with persons being held in three of Jamaica’s maximum security correctional facilities. In addition, eighteen other individuals who had managed to stay out of prison following their release were interviewed within the community. A further set of interviews were conducted with 17 organisational leaders and spokespeople representing state and voluntary agencies engaged in the process of offender reintegration. Their perspectives reveal illuminating contrasts with those provided by the ex-prisoners about the likely ingredients of an effective return to a life without serious offending. The findings will hopefully assist policy makers and professionals in thinking about the steps that might be taken to tackle Jamaica’s high rate of serious crime. As the findings will suggest, such steps must involve a renewed understanding, sense of belief and commitment towards effective reintegration. Additionally, there needs to be a more robust conviction that persons leaving prison can indeed change but that they face embedded hostility and exclusion from a number of quarters. This study provides insights into why ex-prisoners believe that there is resistance amongst influential others in the community to accepting them as ‘reformed’. Such perspectives should assist local agencies in better understanding the impact of negative community attitudes and point to ways to counter social exclusion and help promote effective reintegration. Moreover, the findings point to the importance of strategies at national and local level that can bestow upon ex-prisoners a more meaningful sense of belonging and positive citizenship that can help reinforce the reintegration process. Throughout, the voices and experiences of the ex-prisoners come to the fore to challenge accepted policy and criminological wisdoms and to point out the need for more creative and determined initiatives to help people from prison find a new and better future.

Abstract:
This thesis examines the role of the probation system in the social reintegration of offenders in NWFP, Pakistan. Probation is the punishment most widely associated with rehabilitation and helping offenders to lead law-abiding lives. The probation system in Pakistan has a colonial origin. The Probation Ordinance of 1960 has its origins in the Criminal Procedure Code, 1898 (Amended 1923) passed into law by the British Colonial government. The passing of the probation law in 1960 was part of General Ayub Khan's attempt to modernise Pakistan. The central argument of this thesis is that the meaning of punishment changes when it is taken out of its cultural setting. The punishment of probation has no equivalent in Pakistani culture. Throughout this study, it was found that probation was perceived differently by the probation officers in the Reclamation and Probation Department (RPD) of NWFP Pakistan, the judicial magistrates who are empowered to grant probation orders and the offenders placed on probation. The result is a deluded system which was founded upon the rehabilitation ideal but which tries to offer an 'advice, assist and befriend' service. The empirical data showed that even that support was not provided. Probation officers measured their success in terms of how many people they were able to persuade judicial magistrates to release to them on probation. This made their job resemble that of the 19th century missionaries in England – 'saving souls'. It is argued that the problems of the RPD are due to lack of political support for the probation service in Pakistan, evidenced by its lack of identity and infrastructure. This has meant that the RPD has not 'evolved' enough to be able to meet its goals of rehabilitation and reintegration of offenders.

Abstract:
As a result of the conflict in eastern Ukraine, there are at present hundreds of thousands of Ukrainian Donbass War veterans who participated in the Anti-Terrorist Operation (ATO) and Joint Forces Operation (JFO) who must now reintegrate into civilian life. Despite the great number of veterans who need to be reintegrated socially, politically, and economically into Ukrainian society, there is currently no comprehensive policy for ex-combatant reintegration in Ukraine. Applying the concept of social capital and based on interviews, observations, and documents, this qualitative case study investigates the nature and the role of social resources in ATO/JFO veterans’ social, political, and economic reintegration in Odessa. The analysis revealed that in the lack of social trust, social cohesion, shared values, and generalized reciprocity within the wider society, veterans’ ability to generate bridging social ties were undermined. On the other hand, widespread norms of trust, particularistic reciprocity, cohesion, and solidarity within the veteran networks made research participants to rely more on their bonding social ties among veterans. The study also finds that in the absence of overarching reintegration programs, veterans’ bonding social ties contributed significantly to all spheres of their reintegration. Despite the inward-looking nature of bonding social capital that tends to reinforce exclusive identities and homogeneous groups, all veterans to varied extent describe their bonding social ties with former military comrades as an important factor in facilitating social, political, and economic reintegration.

The Department of Correctional Services (Johannesburg Management Area) is established in the South of Johannesburg in Gauteng Province. It was founded in 1982. According to the Annual Report of the Department of Correctional Services 2009, the institution was initially developed to house 2630 offenders. Presently it accommodates 10130 offenders. These offenders are dependent on the number of facilities and officials for rehabilitation purpose. The discrepancy in the number of officials to that of offenders is a challenge within the Department of Correctional Services with regard to skills development. The study was based on the hypothesis that “effective implementation of skills development within Johannesburg Management Area may lead to a successful social reintegration of offenders”. The empirical research was conducted to support the hypothesis. Questionnaire was distributed and interviews were conducted to obtain responses. the findings reveal that offenders who are skilled are easy to be reintegrated and at the same time skilled officials are able to play a vital role in facilitating the social reintegration of offenders Study further reveals that skilled officials are able to network on behalf of offenders with ease and are able to increase job opportunities for offenders who are already on social reintegration programme. The study recommends that the Johannesburg Management area need to restructure its human resource development office, ensure that experienced and qualified facilitators are employed. Each correctional centre should have qualified facilitators who are experienced in adult education to skill offenders in various areas of development. The study leaves a scope for future research stating that Department of Correctional Services do further analysis on skills development and Social reintegration of offenders nationally to find a common and standard approach that will assist in the full reintegration of offenders

Abstract:
In the reconstruction of war-tom societies, the successful reintegration of combatants into the post-conflict environment is recognised to be a vital component in the peacebuilding effort. In order to achieve and sustain such reintegration Disarmament, Demobilisation and Reintegration (DDR) programmes are implemented. DDR literature advocates the importance of economic reintegration due to the fact it provides a focus for ex-combatants and thus the possibility of a secure environment. However, as DDR is studied in greater detail, the limitations of such a narrow focus are becoming apparent. Moreover, the identified need for the effective social reintegration of excombatants is becoming an increasingly more salient issue; particularly when considering the reconciliation of war-affected communities. Nevertheless, whilst the importance of social reintegration may have been recognised, understanding as to the ways in which ex-combatants socially reintegrate, and the effects such reintegration may have on the reconciliation process and the general peacebuilding effort, is in its relevant infancy. This research, through fieldwork involving the life history analysis of 50 ex-combatants and 22 civilians, along with ethnographic studies of four rural communities and 26 elite interviews with policy makers/implementers, sought to investigate this hiatus within the context of Rwanda. Specifically, it examined the obstacles faced by ex-combatants in their social reintegration and the mechanisms through which ex-combatants are successful in their endeavours. It then progressed to an elaborate consideration of the effects of the successful social reintegration of ex-combatants on the reconciliation process within the peacebuilding environment. It does this by applying the c~ncept of social capital as a bridge between ex-combatant social reintegration and reconciliation. The findings from this research identify a number of significant elements that are crucial to the social reintegration of ex-combatants. Additionally, the thesis delineates the importance of such reintegration for the reconciliation and peacebuilding process and thus signifies the need for a significant reconsideration of the way in which DDR programmes are designed and implemented.

Ett stabilt boende är en grundläggande nödvändighet och en viktig förutsättning för att stärka individers välmående. En bostad är inte bara en plats för förvaring av ägodelar, utan är även nära sammankopplat med ett antal grundläggande “förmågor” som ger individer möjlighet att sköta sin hälsa och hygien, tillgodose sitt sömnbehov och upprätthålla ett socialt nätverk. På detta sätt är en stabil bostad en av de avgörande faktorerna för att en individ skall nå framgångsrik återanpassning i samhället efter avtjänat fängelsestraff. Den kriminologiska forskning som undersöker individers liv efter avtjänat fängelsestraff behandlar nästan uteslutande generella samhällskonsekvenser efter frigivning utan vidare fokus på bostadssituationen specifikt. Detta leder till en kunskapslucka på området. Mot bakgrund av denna kunskapslucka syftar vår studie till att undersöka hur bostadssituationen ser ut för individer som tidigare avtjänat ett fängelsestraff. Detta genomfördes med hjälp av semistrukturerade intervjuer med individer som tidigare avtjänat ett fängelsestraff. Vidare syftade studien till att undersöka respondenternas upplevelser av den hjälp de fått av myndigheter och organisationer gällande bostad. Resultatet visar att dessa respondenter har haft stora svårigheter att finna ett stabilt boende efter avtjänat fängelsestraff, där hög grad av mobilitet varit förekommande. Bristfälliga ekonomiska förutsättningar i form av betalningsanmärkningar och skulder var en avgörande faktor till detta. Upplevelserna kring myndigheter och organisationers hjälp har varierat bland respondenterna där både negativa och positiva erfarenheter har skildrats.
Stable housing is a necessity and an essential prerequisite for strengthening the well-being of individuals. A residence is not only a place for storing property but is also closely linked to several basic "capabilities" that allow individuals to manage their health and hygiene, meet their sleep needs and maintain a social network. In this way, a stable home is one of the decisive factors for an individual to achieve successful re-adjustment in society after serving a prison sentence. The criminological research that examines the lives of individuals after serving prison sentences deals almost exclusively with general social consequences after release without further focus on the housing situation specifically. This leads to a knowledge gap in the area. Considering this knowledge gap, our study aims to investigate what the housing situation looks like for individuals who have previously served a prison sentence. This was done with the help of semi-structured interviews with individuals who previously served a prison sentence. Furthermore, the study aimed to investigate the respondents' experiences of the assistance they received from authorities and organizations regarding housing. The results show that these respondents have had great difficulties in finding stable housing after serving prison sentences, where a high degree of mobility has occurred. Poor financial conditions in the form of payment notes and debts were a decisive factor for this. The experiences of authorities and organizations have varied among the respondents, where both negative and positive experiences have been depicted.

Abstract:

A significant number of Liberian ex-militants are unemployed and underemployed despite the job skills, formal education, and entrepreneurial training they received as participants in the Formal Disarmament, Demobilization, and Reintegration (DDR) program that was established to reintegrate combatants into civilian society at the end of the two civil wars in Liberia in 2003. The purpose of this study was to examine the strengths and weaknesses of the vocational training offered by the DDR program. Informed by the theories of Human Capital, Peace Building, and Bronfrenbrenner, the research questions for this study assessed the benefits of the educational component of DDR. A phenomenological study design was employed with a purposeful sample of ex-militant participants that included 12 ex-militants and a focus group of 6-ex-militants drawn from the 12 who completed vocational training at the Monrovia Vocational Training Center in Monrovia (MVTC). All data were inductively coded and analyzed using a constant comparative method. Data analysis uncovered five textural themes: motivation for disarmament, hope to rebuild lives through vocational training, dissatisfaction with reintegration, perception of reintegration, and perception of future combat participation. Findings support human capital, peace building, and ecological systems theories in that ex-militants perceived the benefit of education in their transition to peacetime endeavor, but consider themselves only partially reintegrated since all consider themselves unemployed with no means to survive economically. This study is significant because it provides recommendations to policymakers on how such a program can improve the vocational training offered and provide follow-up life-skills counseling.

For now several years, many researchers have emphasized the importance and effectiveness of parole in the reintegration process of offenders, especially in reducing recidivism rates. A review of the existing literature revealed that, although little was known about conditional release decision-making in general, there was a flagrant lack of scientific knowledge pertaining to conditional release decisions regarding women offenders incarcerated in Canada. Using a constructionist theoretical framework and qualitative thematic analysis, this research aimed to understand which “factors” were documented by the Parole Board of Canada’s (PBC) Board members in their written parole decisions for federally incarcerated women in Canada who were serving a sentence of five years or more, between 2005 and 2015. The findings ultimately showed that, despite the implementation of more stringent government policies based on risk management, the PBC’s Board members seem to have retained their concern of promoting the reintegration of women offenders in their parole decisions. The analysis revealed that the Board members have indeed continued to place great emphasis on the women’s potential for change through a discretionary assessment of their dynamic factors. This seemingly more reintegrative vision nevertheless remains marked by the risk management approach, which raises questions about the way Board members interpret and evaluate the specific needs of the women and their potential for reintegration.

La presente ricerca, con un approccio qualitativo-ermeneutico, esplora il fenomeno del conflitto armato colombiano, con un focus specifico sul processo di reintegrazione sociale e sull’esperienza soggettiva come ex sequestrati e come ex guerriglieri. La ricerca consente un’esplorazione in profondità, integrando la dimensione politico-sociale con quella clinica, lasciando alla luce tre vertici d’analisi; Studio 1: le rappresentazioni sociali intorno alle figure di vittime e di carnefice e alle dinamiche relazionali del conflitto armato colombiano; 
 Studio 2: l’approccio, i metodi e le tecniche di lavoro degli operatori che si occupano di reintegrazione sociale di ex sequestrati (nella Fondazione País Libre) e di ex guerriglieri (nell’Agenzia Colombiana per la Reintegrazione, “ACR”); 
 Studio 3: le matrici familiari e i suoi principali risorse relazionali che hanno supportato i soggetti durante la loro esperienza come sequestrati e come guerriglieri e una volta rientrano in società. Sono analizzati i tre assi delle matrici familiari (le origini, i rapporti di coppia e il passaggio generazionale –Cigoli & Tamanza, 2009- e le risorse che possono alimentare la resilienza familiare (Walsh, 2005) Gli studi cercano di superare la dicotomia vittima/carnefice, che organizza l’opinione pubblica colombiana e le rappresentazioni sociali delle figure di ex-sequestrati (le vittime) ed ex-guerriglieri (i carnefici). I risultati degli studi effettuati possono fornire strumenti utili per orientare l’intervento clinico e favorire il processo di reintegrazione sociale. Si presentano a sua volta nuovi approcci che includono il lavoro decisivo delle comunità e delle famiglie, che si presentano come attori partecipativi e non passivi e vittimizzati come generalmente sono trattati.
The current research (with a qualitative-hermeneutic approach) explores the phenomenon of Colombian armed conflict. It is specifically focus on social reintegration process and the subjective experience of ex combatants and ex abducted people. The study of the phenomenon in its clinical and sociopolitical complexity, articulates three vertices of analysis: Study 1: Social representations, around the current armed conflict and its involved figures. Study 2: The principal models of intervention offered by two organizations that work directly with ex abducted people (País Libre Foundation) and with demobilized people from illegal groups (Colombian Agency for Reintegration, “ACR”). Study 3: Family patterns, and its principal relational resources tan have supported subjects during their experience as abducted or combatants and once their return to society. The three axes of family patterns were explored (the origins, the couple relationship and the generational passage –Cigoli & Tamanza-) and the resources that can support family resilience (Walsh, 2005). Results break traditional polarization on the lectures around Colombian armed conflict. The present research transcends the individual study of involved participants and of implications of traumatic facts, to explore inside their relationships and resources. New approaches are presented to orientate interventions in clinical psychology that could be helpful to social reintegration process. It is also presented a new approach that includes the decisive role of families and communities as active actors instead of passive and victimized as they have been generally treated.

In recent years, the views on youth in post-conflict societies has started to move away from stereotypes of youth acting predominantly as perpetrators of violence, towards a perspective underlining their positive participation in peace building. This study further challenges stereotypes of young peoples’ negative impact in post-conflict scenarios and aims to shed light on young ex-combatants’ role in peacebuilding while transitioning into civilian life. The study conducted twelve in-depth field interviews with young ex-combatants who joined the Revolutionary Armed Forces of Colombia (FARC-EP) when they were eight to twenty years old.  The interviews conducted two years after disarmament suggest that respondents consider their role in peacebuilding as crucial in sustaining the peace process. Moreover, they see political participation with equal conditions as necessary to achieve social justice in Colombia.

The study explored current organizational barriers and gaps in service delivery to incarcerated women to examine whether current services are meeting the needs of this population. The study is relevant to the social work profession due to a high likelihood of social service needs found amongst this population and their families within the community. Barriers to success were identified through the perspective of service providers (BSW, MSW, LCSW, LMFT’s) with current and/or past experience working with this population. Current service provisions in correctional facilities were examined to determine barriers or gaps in services in four key areas: communication, parenting services, mental health services and employment services. A non-probability sampling technique (snowball sampling) was used to target professional service providers in California. Qualitative data analysis from in-depth semi-structured interviews with 9 service providers who had contact with the population during the last 10 years provided relevant information in representation of the data. Content analysis was employed to identify themes and evidence to support the four key areas in question. The following themes were derived: mental health, transition, employment, familial support and provider perceptions of success. The research provided detailed information suggesting significant barriers and gaps in services within the female prison system during and post incarceration. Specifically, it points to needed improvements within mental health (i.e., trauma-informed practices, increased accessibility, and appropriate treatment measures) and reintegration services (i.e., employment preparation, linkage to community resources post-release and housing services) for an increase possibility of inmate success.

In a society, the idea is that a person who performs criminal acts should receive a second chance of reintegrating into society after a penalty. Legally, the criminal becomes a regular citizen again after a penalty, but is the punishment really served? Nowadays background checks of the jobseekers have become increasingly common and are an aspect that is crucial in employment. Statistics from the police department show that the government left out 740,000 registry extracts during the first 11 months of 2017, which is 10,000 more than the corresponding period in 2016. In ten years, requests have tripled. The purpose of this paper is to gain a deeper understanding of how ex-criminals experience their reintegration into society through the labor market. The data has been collected through qualitative semistructured interviews with seven ex-criminals and has been interpreted on the basis of hermeneutical methodology. The analysis of the material has been done in support of the theories stämplingsteorin by Becker, hänsynsemotionssystem och sociala band of Scheff, as well as stigma of Goffman. The result of the analysis showed that when the ex-criminals take the big step to leave the crime, they are not given a chance to prove that they have changed. The visualization of their criminal background makes constraints and feelings of shame, both in working life and in the ability to build safe and strong social ties.
I ett samhälle är tanken att en människa som utfört brottsliga handlingar ska efter avtjänat straff få en andra chans att återintegreras till samhället. Juridiskt sett blir brottslingen en vanlig medborgare igen efter avtjänat straff, men är straffet verkligen avtjänat? Numera har bakgrundskontroller av den arbetssökande blivit allt mer vanligt och är en aspekt som är avgörande vid anställning. Statistik från polisens rättsavdelning visar att myndigheten lämnade ut 740 000 registerutdrag under de 11 första månaderna 2017, vilket är 10 000 fler än motsvarande period 2016. På tio år har förfrågningarna tredubblats. Syftet med denna uppsats är att få en djupare förståelse för hur f.d. kriminella upplever deras återintegrering till samhället genom arbetsmarknaden. Empiri samlades in genom kvalitativa semistrukturerade intervjuer med sju f.d. kriminella och har tolkats utifrån den hermeneutiska metodologin. Analysen av materialet har gjorts med stöd i teorierna stämplingsteorin av Becker, hänsynsemotionssystem och sociala band av Scheff samt stigma av Goffman. Resultatet av analysen visade på att när de f.d. kriminella tar det stora steget att lämna kriminaliteten ges dem inte en chans att bevisa att dem förändrats. Synliggörandet av deras brottsliga bakgrund gör att begränsningar och skamkänslor skapas, både i arbetslivet och i möjligheten att bygga upp trygga och starka sociala band.

Abstract:
This is an explorative study conducted to gain a deeper understanding of the experiences of the criminal life by exploring ex-offenders’ stories and analyzing what possible factors could have had an impact on them. The method used was that of semi structured, narrative interviewing and the theories used to analyze and gain a deeper understanding of the results were those of social constructionist theory, differential association theory, and labeling theory. Firstly, the results showed that the combination of the two factors lack of support and attitudes towards delinquent behavior had markedly contributed to the participants’ way into a criminal life and the misuse of drugs. Secondly, the respondents’ all credited some part of their success in reintegrating to the NGO KRIS, which they stated had significantly helped them during their time in and after prison. Thirdly, the respondents’ attitudes towards life seemed to be an important part of being able to both get clean and stay away from the criminal life. However, all of the respondents had experienced some sort of relapse, being it into drugs or crime.

Incarceration rates and the release rate of ex-offenders into the community are both increasing. Studies have shown, on a consistent basis, that, while incarcerated, ex-offenders experience lower literacy levels than the general population, suffer emotional and mental distress from a harsh prison life, and suffer from the negative effects of public perception. Ex-offender anger abounds. These factors interfere with an inmate’s ability to communicate effectively. Notwithstanding, upon release from custody, how do we help such ex-offenders communicate? Many handbooks exist to help former inmates. However, the vast majority only offer assistance with locating government social services agencies, obtaining documents, and helping with jobs. A few offer help with finding mentors. However virtually none assist with communication techniques. Utilizing clear and simple language, A Communication Guide for Ex-Offenders fills this gap. The guide consists of three sections: the first defines basic concepts of communication, including contextual and cultural aspects. Additionally, it contains information on how ex-offenders can communicate more effectively despite suffering from various mental and emotional issues. Finally, a theoretical application focuses on the importance of disclosing information and making a favorable impression. At the end of each section, there is a review of concepts. This manual will also contain two new features in the application of communication studies and the ex-offender population: A communication ‘Bill of Rights’ for ex-offenders and a pledge on ex-offender responsibilities

The present study analyses whether a Social Impact Bond is a suitable tool to fund APAC Portugal’s intervention model aiming to enhance the life of former offenders and reduce recidivism rates through helping them reinsert into society upon release. While the costs of running a prison will be borne by the public sector just as any other prison, the innovative intervention model has to find another way of financing. The suitability of using a Social Impact Bond to fund this innovative intervention was tested through the building of a robust excel model representing the investment mechanism in order to test the profitability of such a measure. The results show that a Social Impact Bond could indeed fund APAC Portugal’s intervention model efficiently.
Este estudo é uma análise à eficácia de um Social Impact Bond como como instrumento financeiro no modelo de intervenção da APAC Portugal. O objetivo é o de melhorar a vida de ex-criminosos e reduzir os índices de reincidência de modo a apoiar a sua reinserção na sociedade após a libertação. Enquanto os custos de funcionamento de um estabelecimento prisional forem suportados pelo sector público, como é de lei, o modelo inovador de intervenção terá de encontrar um meio alternativo de financiamento. Sendo assim, testámos a rentabilidade de um Social Impact Bond através de um bem estruturado modelo Excel que simula o mecanismo de investimento, tendo os resultados demonstrado que um Social Impact Bond pode, de facto, financiar o modelo de intervenção da APAC Portugal de forma eficaz.

Abstract:
Ex-offenders face many challenges and barriers in obtaining sustainable employment when reentering society. Researchers have demonstrated that participation in a work release program prior to release from prison may be beneficial. However, not all work release reentry programs are alike. Because offenders are the benefactors of these programs, it is essential their experiences are captured. The purpose of this phenomenological study was to understand and describe unique experiences of male ex-offenders previously assigned to a work release program in an urban setting in an Atlantic East Coast state. Bronfenbrenner's ecological systems theory framed the study. This study gives voice to and provides an understanding of the experiences of 5 individuals recruited utilizing the snowball method who were seeking employment while in the work release program. Data was analyzed using Moustakas' 7-step data analysis procedure. Findings may inform program and policy makers of the importance to provide a more robust work release program that includes job readiness support and resources and the need to establish a partnership with local employers. Four themes emerged including: (a) Lack of Resources, (b) Need for Outside Support System, (c) Perception of Lack of Empathy from Correctional Officers and Employers, and (d) Gratitude and Appreciation to Participate in the Work Release Program. Findings further support the importance of collaboration between the criminal justice system, transitional reentry programs and employers in order to achieve positive social change with successful outcomes. These findings may lead to a reinvestment of resources and restructuring of reentry programs to serve its beneficiaries.

Un échantillon de la population carcérale a été constituée à partir d’un terrain professionnel afin d’étudier les parcours et les profils sociaux des sortants. Cette recherche, dans une approche quantitative et qualitative, tente de dégager les déterminants sociaux les plus prédictifs de l’évolution du parcours post-carcéral.L’analyse des effets des fins de peines aménagées, et plus généralement les parcours de vie, permet d’isoler un certain nombre de facteurs qui marquent, en tendance, la poursuite d’un parcours pénal. La nature et la qualité du lien social qui caractérise l’individu avant l’incarcération, déterminent la poursuite d’un parcours pénal ou son interruption. Se trouve également réaffirmée la plus forte répression de l’illégalisme populaire (vol, violence, infraction au code de la route), délinquance touchée le plus largement par la récidive, et caractéristique des couches sociales les plus pauvres
More than 80 000 inmates have been released from French prisons in the last ten years. Questions about these releasees had to be studied from the point of view of recidivism and social reintegration. A sample of the French inmate population has been built, from a professional field, to study the social profiles and courses of the released inmates. This study tries, by quantitative and qualitative approach, to find the most predictive social determinants of the individual post-custodial journey.Analysing the results of sentence adjustments, and more generally life courses, made it possible to isolate a number of factors that can predict the pursuit (or not) of a criminal route.The nature and the quality of the integration into the social fabric before custody, defines the continuation or interruption of a criminal life.The strongest repression of the most common offences (theft, violence, reckless driving) is also confirmed by the study as well as the fact that the segment of the population most affected by repeat offenses are the poorest classes

The studie aims to increase the understanding of ex-offenders need of support while establishing themselves in the labour market and to examine what knowledge of counselling can provide in order to develop Krami. Krami is a co-operation between Kriminalvården, Arbetsförmedlingen and in many cases even local authorities in Sweden. The aim of Krami is to help ex-offenders enter the labour market. Interviews with the staff and studies of policy documents give an idea of the contents of the initial counselling- course and show what the staff consider the challenges and needs for the participants. The study shows that the counselling course focuses on strengthening both self knowledge as well as knowledge about the labour market. The course also provides opportunities to develop the ability of making choices and to handle the consequences of the choices made. All those activities are central elements of counselling theories. Knowledge of counselling can contribute wtih methods and models of mapping and widening perspectives which many counsellor use in their daily work.
Syftet med studien är att öka förståelsen för tidigare dömdas behov av stöd vid etablering på arbetsmarknaden och belysa vad studie- och yrkesvägledning kan tillföra för att utveckla Krami. Krami är ett samarbete mellan Kriminalvården, Arbetsförmedlingen och i många fall även kommuner och har som uppdrag att hjälpa tidigare dömda in på arbetsmarknaden. Genom intervjuer med personal och studier av styrdokument ges en bild av vad vägledningskursen innehåller och hur personalen tänker kring målgruppens utmaningar och behov. Resultatet visar att man inom vägledningskursen arbetar med att stärka såväl deltagarnas självkännedom som kunskaper om arbetslivet. Det läggs även stor vikt vid att öva på att göra övertänkta val och att hantera konsekvenserna av dessa val. Detta är centrala inslag i många vägledningsteorier. Kunskaper om studie- och yrkesvägledning kan bidra till att utveckla vägledningskursen ytterligare genom de metoder och modeller för kartläggning och vidgning av perspektiv som många studie- och yrkesvägledare använder i sitt arbete.

Crime in South Africa is one of the serious challenges facing post- apartheid democracy. As a result, many people find themselves jailed for different crimes which impact their ability to obtain formal employment upon release from jail. Therefore, employment is considered to be a significant contributor to an ex-offender not returning to offending behaviour. It is thus proposed that society has an essential and active role to play in attempts to lower recidivism rates. The hypothesis of this research was that lack of job opportunities for ex-offenders contributes to them breaking parole conditions. Also, communities where ex-offenders come from are not well prepared to welcome them back as transformed people. This treatment of ex-offenders contributes to them reoffending. Furthermore, the brick making industry plays a crucial role in the lives of ex-offenders by giving them an opportunity to be employed after serving their sentences. Finally, employment in the brick making business brings dignity back to the lives of ex-offenders. This study used qualitative research methods to address the research questions and gather relevant data. The use of a qualitative approach was adopted as it allows a deeper exploration of the different research objectives and questions of the study. Thematic content analysis was used to analyse the data. The findings of this study have revealed that the brick making business in the Mthatha region, in the Eastern Cape region of South Africa, is making a big difference in the lives of ex-offenders by offering them the opportunity to gain paid employment, thus contributing to their proper reintegration in their communities.

The thesis aims to highlight successful stories of female ex-offender reentry into the community. Success, rather than failure, seems to be a current research gap in reentry literature. To gain an insight on the matter, semi-structured qualitative interviews were conducted with seven female ex-offenders. These women had previously taken part of the program, Exodus Ministries in Dallas, Texas. Systematic Text Condensation (STC) was utilized to analyze the qualitative data from the interviews. The results were then discussed in a theoretical framework in regard to previous research. Two theories were utilized; namely, the theory of “making good” by Maruna (2001) and the theory of cognitive transformation by Giordano, Cernkovich and Rudolph (2002). In conclusion, the results of the thesis point to reentry programs, such as Exodus Ministries; motherhood; religion; fundamental life changes; identity transformation and utilizing resources as essential factors needed for successful reentry into the community upon release from institutionalization.

Abstract:
This thesis examines the place of rehabilitation and reintegration in the criminal justice system. The aim of the research was to ascertain whether current law, policy and practice are conducive to the rehabilitation and reintegration of offenders and the reduction of recidivist offending. As research shows that offenders who are able to obtain and retain employment are less likely to reoffend, the degree to which current measures facilitate ex-offender employment were examined in particular. In this context, barriers faced by ex-offenders in obtaining and retaining employment were examined. The research methodology is primarily qualitative, using both primary and secondary information sources, formal and informal. The research is also informed by a small scale survey of employer attitudes and direct observation by the writer of a community-based employment initiative. The research suggests that viewing criminal offending through a “human needs” lens, whereby offender behaviours are seen as directed at the meeting of fundamental needs, provides an appropriate means of understanding and addressing criminal offending. The research concludes that current criminal justice policy lacks the types of measures necessary to rehabilitate and reintegrate ex-offenders. Specifically, it is argued that there is need for “throughcare” (that is, continued support and assistance provided to ex-offenders upon sentence expiry) to be viewed as an integral part of the criminal justice system.

Recidivism continues to be a major problem in the United States criminal justice system and yet, there is minimal research that addresses recidivism among African American male ex-offenders with co-occurring disorders who are on probation and or parole under community supervision and trying to gain access or reentry into the community. This quantitative study was to examine the relationship between co-occurring disorders and incidence of recidivism among African American male ex-offenders who have been hospitalized and treated for mental illness at some point in their lives. Also, considering that the inpatient treatment or hospitalization of offenders and ex-offenders with serious mental illness and substance use disorder should be of utmost important in the local, state, and federal correctional facilities; quantitative cross-sectional design was chosen to examine whether there is a relationship between age, prior criminal history, mental illness, substance use disorder, inpatient treatment, gainful employment, education, family support, differentiation of self, and community/social support and the likelihood of recidivism. The Bowen family systems theory was the lens that provided the theoretical framework for this study for examining the archival data that was obtained from Texas Department of Criminal Justice. The multiple regression analysis (MRA) revealed that hospitalization/treatment, gainful employment, family support, age of offender at released, and differentiation of self decreased the likelihood to recidivate. MRA also showed that substance use disorder did have a significant relationship with recidivism while the presence of mental illness and education level showed no relationship. Findings from this study will positively effect positive social change by ensuring that any program and policy development must address treatment, promote public safety, and consider the economic structure, or the economic community of the African American male offenders and ex-offenders for positive outcome.

This proposed study examines the relationship between career advisement services and the employment seeking efforts by ex-offenders in Atlanta, Georgia. The study samples are fifty adult men living in Atlanta, Georgia. The study uses the Kendall’s tau and Spearman’s rho tests with an experimental design to measure the sample. Its projected findings are forecast to be consistent with prior research in the following manner: finding a relationship that exists between career advisement services and employment seeking strategies for participants of this study. Implications for social work suggest that new policies from the federal level will need to be instituted to strategically force employers to hire ex-offenders in order to decrease the recidivism rate which causes the U.S. penal system to be overcrowded. Limitations to this study are the relative small sample size.

Tidigare forskning har visat att arbete är en viktig del för att före detta kriminella ska kunna bryta med sitt gamla kriminella liv och återintegreras i samhället (Visher, 2005).  I denna studie undersöktes vilka eventuella hinder och avgörande faktorer som påverkade före detta kriminellas arbetssökande. Semistrukturerade intervjuer genomfördes med åtta respondenter som alla haft erfarenheter av arbetssökande efter avtjänat straff. Det insamlade materialet analyserades med hjälp av tematisk innehållsanalys. Resultaten visade att hinder på vägen ut i arbetslivet var fördomar, otillräckligt stöd från samhället samt belastningsregistrets påverkan. Avgörande faktorer för att lyckas var egen motivation samt socialt stöd från exempelvis andra före detta kriminella och närstående. Resultatet överensstämde till stor del med tidigare forskning men Kriminalvårdens brister var något nytt som kom fram i denna studie och en praktiskt slutsats är att Kriminalvården bör utveckla sitt stöd för att bättre förbereda och stödja de intagna mot arbete efter avtjänat straff.

The purpose of this project was to develop a program, explore potential funding sources, and complete a grant application to secure funding for an expressive arts showcase for clients at Homeboy Industries who have a criminal and gang-affiliated past, and are now attempting to re-integrate in their communities. Narrative therapy, Cognitive Behavioral Therapy, art therapy, and mindfulness may significantly ameliorate the conditions faced by this population, as well as the overall well-being of the community through a showcase of expressive arts composed and performed by the clients of Homeboy Industries. A search for potential funding sources led to The Goldhirsh Foundation as the most appropriate source for this grant. A grant proposal was written describing an expressive arts program for Homeboy Industries that will ultimately result in a showcase for community consumption. Actual submission and/or funding of the grant were not required for the successful completion of this project.

Due to the lack of literature on social worker involvement with the rehabilitation of previously incarcerated individuals, this study was designed to explore social work student’s views and attitudes towards working with this population in the future. This study used a web-based quantitative survey design containing one open-ended question to survey 77 CSUSB social work students. Findings reveal that most social work students recognize previously incarcerated individuals as a vulnerable and marginalized population that is deserving of services and expect to work with this population in the future. Additionally, this study identified that having children may impact social work student’s views and attitudes towards working with previously incarcerated individuals. Common themes that emerged were dignity and worth of persons, intersectionality of this population with social work, and concerns regarding skills, training, and experience which reflected social work students’ adherence to professional social work values and ethics as set forth by the NASW. This study highlights the need of social work students to be provided with the tools necessary in making them feel equipped to work with the rehabilitation of previously incarcerated individuals. Future research identifying barriers that prevent social worker involvement with this population can generate information that can be used to develop trainings to provide further education and knowledge to promote social work student’s competency with this population.

Title: Who wants to hire them, when there are other candidates? The aim of this study was to gain deeper understanding regarding employers’ thoughts about hiring ex-offenders. This to illustrate how it affects the reintegration into society. We wanted to examine the significance of a person's background, what obstacles employers consider to exist in the labour market and what they believe would have a positive effect on reintegration into the labour market. The empirical evidence in this study has been analysed out of perspectives from theories about labelling and deviance as well as the concept of social exclusion together with previous research in the field. Six employers were interviewed to share their thoughts on hiring people with a criminal record. We distinguished four themes which emerged from the employer’s reasoning about hiring ex-offenders: the applicant's background, significant factors for employers reasoning, obstacles in the labour market and positive reintegration into the labour market. Conclusions made from this study have shown that employers decisions are influenced by prejudices in society as well as the company’s guidelines and resources. The study has also shown that employers experience the need for more actions from politicians to contribute to a positive reintegration into the labour market for ex-offenders. Finally, this study conclude that employers believe that there are characteristics and strategies that facilitate re-entry into the labour market for people with criminal records.

Offenders accepting contraband cell phones in secured facilities violate state corrections law, and the possession of these cell phones is a form of risk taking behavior. When offenders continue this risky behavior, it affects their decision making in other domains where they are challenging authorities; and may impact the length of their incarceration. This qualitative phenomenological study examined the lived experience of ex-offenders who had contraband cell phones in secured correctional facilities in order to better understand their reasons for taking risks with contraband cell phones. The theoretical foundation for this study was Trimpop's risk-homeostasis and risk-motivation theories that suggest an individual's behaviors adapt to negotiate between perceived risk and desired risk in order to achieve satisfaction. The research question explored beliefs and perceptions of ex-offenders who chose to accept the risk of using contraband cell phones during their time in secured facilities. Data were collected anonymously through recorded telephone interviews with 8 male adult ex-offenders and analyzed using thematic content analysis. Findings indicated participants felt empowered by possession of cell phones in prison, and it was an acceptable risk to stay connected to family out of concern for loved ones. The study contributes to social change by providing those justice system administrators, and prison managers responsible for prison cell phone policies with more detailed information about the motivations and perspectives of offenders in respect to using contraband cell phones while imprisoned in secured facilities.

The prison system releases over 590,000 inmates annually, adding to the current 5 million ex-offenders on supervised release. The purpose of this study was to explore the problem of increasing recidivism by identifying ex-offenders' dynamic risk and criminogenic need factors using the Level of Service Inventory-Revised (LSI-R), coupled with or without mental health services during reentry in relation to recidivism. This quantitative, nonexperimental, cross-sectional study included data collected from a sample of 128 male recidivist and nonrecidivist federal ex-offenders currently on supervised release, who were recruited during probation office meetings within the South Texas region. Regression analysis yielded statistical significance for all 3 of the study's research questions (RQ). RQ1 was to determine whether a difference existed between the LSI-R scores of recidivist and nonrecidivist ex-offenders. RQ2 was to determine if there was a difference in the LSI-R scores of ex-offenders who have or have not attended mental health counseling during reentry. RQ3 was to determine whether there was a relationship between ex-offenders who have undergone counseling or not during reentry and recidivism. The analysis revealed a correlation between ex-offender's risk factors, counseling received, and recidivism. A recommendation from this study is to increase research and specialized training in forensic counseling in the counseling field, currently not required by the Council for Accreditation of Counseling and Related Educational Programs (CACREP). Furthermore, the findings of this study could contribute to positive social change for the prison officials, reentry agencies, and forensic mental health professionals in identifying higher-risk factors to help combat recidivism.

La présente recherche porte sur les rapports entre droit pénal des mineurs et justice restaurative dans le cadre d’une approche comparative entre la France et la Belgique. Au-delà de la révélation de similitudes et de différences entre les deux pays dans ces domaines, la recherche aborde également les difficultés présentées par la France et la Belgique dans l’acceptation de la justice restaurative en droit pénal des mineurs et de son développement au sein des institutions judiciaires. Par l’étude des raisons qui ont conduit la France à manquer le tournant restauratif et de celles ayant permis, en Belgique, l’implantation de la justice restaurative dans le droit pénal des mineurs, des points d’ancrage sont relevés de nature à permettre son épanouissement dans l’ordonnance du 2 février 1945. Une expérimentation dans un service éducatif de réparation pénale a été menée avec le souci de prendre en compte des problématiques intéressant le service lui-même (logiques actuarielles, prudentielles, financières, idéologies professionnelles, craintes diverses). L’analyse des pratiques souligne que les services de réparation pénale, inscrits dans une rationalité managériale du traitement du phénomène criminel juvénile, sont limités dans la mise en œuvre des démarches de justice restaurative. Il s’avère également que quelques prises en compte du mineur et des modalités de l’exécution de la mesure envisagée par les éducateurs facilitent (approche psycho-criminologique du passage à l’acte inscrit dans une dimension psycho-socio-éducative de la réparation) ou bien inhibent (approche criminologique de l’acte inscrit dans une dimension rétributive de la réparation) des programmes de justice restaurative. Pour autant, quand bien même la pratique facilite une telle expérimentation, lorsque les éducateurs disposent de mission de « réparation-directe » notamment, des obstacles d’ordre idéologique s’observent au niveau de l’accueil, du démarchage et de la participation de la victime. Il demeure cependant essentiel de souligner que, par la présentation des principes et des promesses de la Justice restaurative aux éducateurs rencontrés, les écueils identifiés tombent, principalement quant à la présence de la victime lors de la mise en œuvre de la réparation pénale directe. Une telle évolution des postures professionnelles augure d’une intégration harmonieuse prochaine des démarches de justice restaurative en droit pénal des mineurs
This research focuses on the juvenile criminal law and restorative justice in a comparative approach between France and Belgium. Beyond revealing the similarities and differences of these countries in these fields, the research also carters to the difficulties encountered by France and Belgium in the acceptance of restorative justice in juvenile criminal law and its development in the judicial institutions. By studying the reasons that led France to miss the “turning” of restorative justice and those enabled, in Belgium enabled, the implementation of restorative justice in the criminal law for minors, anchor points have been identified for its development in the order of 2 February 1945. Subsequently, an experiment in youth justice service on the reparation measures was led considering difficulties which concern the service itself (actuarial logic, supervisory, financial, professional ideologies and fears). Our analysis of practices in the youth justice services on the reparation measures, reveals that the experimentation of restorative justice is limited by a managerial rationality treatment of juvenile criminal phenomenon. Also, some of the minor approaches and their implementation in the measure facilitate (psycho-criminological approach to acting out part and a psycho-socio-educational dimension in reparation) or inhibit (criminological approach to act itself and a retributive dimension in reparation) restorative justice programs. However, even if the practice facilitates experimentation and that educators apply “direct reparation”, ideological barriers remain in dealing with victims. However, it remains essential to underline that, thanks to the presentation of the principles and promises of restorative justice educators met, the identified pitfalls fall, mainly with the presence of the victim during the implementation of “direct reparation”. Such a development professional postures omen a harmonious integration of next restorative justice approaches in juvenile criminal law

This research study seeks to examine the South African labour market, using the case of ex-offenders and their difficulties in entering the formal labour market and securing full-time employment after they have been released from correctional facilities. The „Scarlet letter‟ in the title refers to a euphemism used to describe the effects of the criminal record on the prospect of employment. As part of the research, I also examine the perspectives of employers about their willingness to employ ex-offenders as well as some of the reservations they may have, as representatives of the labour market. Although there is extensive research on reintegration as well as barriers to reintegration, especially in Europe and the United States, none of these have married the labour market experiences and reintegration experiences of ex-offenders, especially in the South African context. This study employed qualitative research methods and techniques to explore the meaning ex-offenders attach to their social experiences. Data was collected by means of in-depth interviews in order to gain a comprehensive understanding of the lived experiences of these ex-offenders and a vivid picture from the key informants. In this regard, participants in the study consisted of thirteen Black male ex-offenders, three representatives from the National Institute for Crime Prevention and Reintegration of Offenders (NICRO), one representative from a Non-governmental Organisation (NGO) called We Can Change Our World (WCCOW), five Human resource managers at a property management firm as part of a focus group discussion and one executive at a recruitment company. All interviewed ex-offenders shared similar experiences of their challenges and limited social and economic reintegration, especially related to finding a job in South Africa. The study reveals that discrimination in the workplace continues in contemporary South Africa, but such experiences are even worse for ex-offenders. The study concludes that a lot still needs to be done to transform the South African labour market and correctional facilities, linked policies and practice for the majority, especially ex-offenders who have “paid their debt to society”.
