Abstract:
The concept of scientific infrastructure in the interpretation adopted in the European Union is considered. It is indicated that this is a modern form of organization of scientific information services. The structure of European organizations and projects forming the scientific infrastructure of European organizations is described. The activities of European consortia of scientific infrastructure of social and humanitarian profile, including information resources and services implemented in these consortia, are described in particular detail. It is concluded that the European experience can be very useful for the development of scientific information services in Russia.

Abstract:
The principle that libraries have a role to play in the provision of information for jobseekers is recognised widely in public library authorities across the country, not only by the authorities themselves, but also by other bodies concerned with jobseekers. However, the range and variety of initiatives is capable of generating confusion among jobseekers. The library is well placed to act as a focus for information for jobseekers - information that comes from a variety of institutions and initiatives and is not only confined to vacancies. This thus poses three questions which the research attempts to answer :- - is the library at the focus? - is the library seen to be at the focus? - if not, why not - if so, how does it make it work? This project approaches these questions by contributing to the current national debates as to the future development of information agencies, policies and initiatives through the interviews with Job Centre clients, a group whose views in this area have never before been canvassed and who, therefore, offer a new perspective on the issues. This debate has raised the potential of the public library network as an agent of social and economic regeneration, a role of the public library previously accepted within the service, but rarely without. The thesis demonstrates the interface between the social and economic potential of the public library and the needs and demands of the 'information poor', as well as highlighting the importance of the recreational role of the Public Library. The methods used to answer these questions were threefold. Firstly, a survey was carried out of all public library authorities in England and Wales. Of the surveys distributed, 82% were completed, an excellent rate of response. It is clear from this survey that the overwhelming majority of public library authorities feel that it is their role to provide services for jobseekers. The survey also shows that many authorities provide a wide range of non-statutory services. This provision of the "newer" technologies is important for jobseekers as they are generally unable to afford to purchase such technology. The survey also indicated that the view of jobseekers held by public library authorities was an inclusive one, and covered those both in and out of work. Secondly, case-study authorities were chosen from the respondents to the questionnaire. These were selected on the basis of declared level of provision, and also on type of authority. Four case studies were selected, one County Council (Wiltshire), two Urban Authorities (Lewisham and Manchester) and one Welsh Authority (Wrexham). The selection was carried out thus in order to reflect the preponderance of Urban Authorities in the respondents to the original survey. These case studies have investigated the demographics, control and profile of the authorities involved. Managers and staff of library authorities were interviewed about provision and provision was viewed on site and assessed with reference to other case studies and two models of provision, the 'integrative' and the 'targeted' were identified. Thirdly, interviews were undertaken with clients of Job Centres in the case-study authorities. Ninety-four interviews were carried out across the four authorities. These interviews investigated jobseekers use of both the public library and other information providers in this area, and also assessed jobseekers' attitudes towards the public library. The survey showed that almost 70% of those interviewed used the public library, with 48% of these using the library at least once a month. Just over half of the respondents said that the Public library was for everyone and should provide useful information for jobseekers. Only 16% said that the library was not the place for jobseekers to obtain information. When asked if they would use the Public Library if it advertised services useful to jobseekers, 94% said that they would. This empirical work has been placed within a theoretical framework based on the work of Jiirgen Habermas. The public library is "arguably the nearest thing we have in Britain to an achieved Public Sphere" (Webster 1995) and this research enables the conception of the Public Library as an achieved Public Sphere to be reassessed and, therefore, the role of the public library to be reconceptualised.

Technological amplification has expended the involvement of information and communication technology in public sectors and enhanced governmental dependence on information systems which restrains the management attention towards improving the effectiveness of e-government services. Based on the analytical review of literature, it was found that most of the e-government evaluation models address the e-service dimensions that assess the quality of e-government websites. This gives a very constrict perspective to e-government and ignores the key dimensions. It becomes important to understand how citizens perceive and evaluate e-government services. This involves defining what e-government service is, identifying its underlying dimensions, and determining how it can be measured. Therefore, periodical evaluation of the effectiveness of e-government services becomes essential. Foregoing discussion clearly indicates the necessity of developing a well founded e-government e-service effectiveness evaluation framework which not only evaluates the e-government service effectiveness but also evaluates the e-government service quality criteria and the citizens‟ perception in the form of citizens‟ trust in offered e-services. Thus, the objective of this study was to develop a framework (E-GEEF) "e-government service effectiveness evaluation framework" that assesses e-government service effectiveness from the citizens‟ (G2C) perspective. A systematic study of the existing e-government service assessment frameworks has been carried out to establish the basis for conceptualizing a theoretical framework called e-government service effectiveness evaluation framework (E-GEEF). In this research, the author attempts to explore the underlying dimensions and factors of e-government services, and has proposed an effectiveness evaluation framework (E-GEEF). Present empirical research adapted DeLone and McLean, (2003) IS success model as base model which is upgradable and extendable, hence additional dimensions were incorporated to develop a novel framework (E-GEEF) for evaluating the effectiveness of e-government service. The suggested framework has identified number of measuring dimensions and associated items within each dimension for (E-GEEF). System quality, information quality, and service quality dimensions were adopted from DeLone and McLean (2003) IS success model and “intention to use and user satisfaction” dimensions were re-specified in proposed framework (E-GEEF) as “citizens‟ use / usefulness” and “citizens‟ satisfaction”. Further, "citizens" trust, perceived e-government service quality, and perceived effectiveness” were incorporated as new dimensions in the proposed framework (E-GEEF). Three new dimensions were identified and two existing dimensions were re-specified for evaluating the effectiveness of e-government service. Sixteen hypotheses were formulated from literature on existing e-government assessment frameworks to test the proposed framework (E-GEEF). In order to test the proposed framework and their associated dimensions, Indian e-tax service was considered, because e-tax service of Indian e-government is utilized by several Indian citizens for filing their taxes. Preliminary qualitative study was carried out carefully to ensure whether all important dimensions and measurement items were included in the proposed framework E-GEEF in the right research context or not. Empirical research has used quantitative analysis for validating the proposed framework (E-GEEF). Data collection was done using survey which was conducted among citizens of India who have been utilizing e-tax service as users. Descriptive statistical analysis was performed to ensure the data normality by using SPSS 20. Structural equation modeling statistical technique was applied using AMOS 21 on the collected data for testing the hypotheses. The empirical research findings have confirmed most of the hypothesized relationships within the validated framework (E-GEEF). Consequently, in terms of the theoretical implications, this study emphasizes the significance of such hypothesized relationships when performing empirical research in e-government context. Key findings demonstrated the strong relationships of perceived e-government service quality with system quality, information quality, service quality, and citizens‟ satisfaction. Further, citizens‟ trust exhibited direct relationships with perceived e-government service quality and perceived effectiveness of e-government service. Thus, as a major contribution to the proposed research, the identified new dimensions “perceived e-government service quality, citizens‟ trust, perceived effectiveness” and re-specified dimensions “citizens‟ use/usefulness and citizens‟ satisfaction” have shown great significance in evaluating effectiveness of e-government e-tax service in Indian G2C context. The developed and validated framework (E-GEEF) provides government agencies with an appropriate approach and dimensions in order to evaluate the effectiveness of e-government services.

Abstract:
This study addresses several research questions. First, it explores methods for organizing information regarding health services so as to keep information accessibility at an optimal level. Second, this project identifies student perceptions concerning accessibility and organization of information about student services. This study also assesses students' awareness of the available services. The study combined qualitative and quantitative methodology, involving two distinct stages of data collection. Results suggest age is largely unrelated to a belief schools should provide student services but positively correlated with the knowledge of the location of student services. Nearly all student services were positively correlated with the use of services. For the most part, no group differences were observed in the use of services. However, first-generation college students seemed to be the best predictor of the use of student services. Content analysis concluded that contemporary students primarily use internet resources to obtain student services information.

This project proposes a framework that identifies high‐value disaster-based information from social media to facilitate key decision-making processes during natural disasters. At present it is very difficult to differentiate between information that has a high degree of disaster relevance and information that has a low degree of disaster relevance. By digitally harvesting and categorising social media conversation streams automatically, this framework identifies highly disaster-relevant information that can be used by emergency services for intelligence gathering and decision-making.

ENGLISH ABSTRACT: We are living in an increasingly global and connected society with information creation increasing at exponential rates. The research sets out to help solve the problem of mitigating the effects of information overload in order to increase the novelty of our interactions in the digital age. Online social-networks and microblogging services allow people across the world to take part in a public conversation. These tools have inherent constraints on how much communication can feasibly occur. Become too connected and a user will receive too much information to reasonably process. On Twitter (a microblogging service), lists are a tool for users to create separate feeds. The research determines whether lists are an effective tool for coping with information overload (abundance of updates). Using models of sustainable online discourse and information overload on computer-mediated communication tools, the research found that lists are an effective tool to cope with information overload on microblogging services. Quantitatively, individuals who make use of lists follow more users and when they start using lists they increase the amount of information resources (following other users) at a greater rate than those who do not use lists. Qualitatively, the research also provides insight into the reasons why people use lists. The research adds new academic relevance to ‘information overload’ and ‘online sustainability’ models previously not used in the context of feed-based online CMC tools, and deepens the understanding and importance of usercurated filtering as a way to reap the benefits from the increasing abundance of information in the digital age.
AFRIKAANSE OPSOMMING: Ons leef in ’n toenemend globale en gekonnekteerde samelewing waarin inligtingskepping toeneem teen ’n eksponensiële koers. Hierdie navorsing het ten doel om die newe-effekte van die oorvloed van inligting te verlig sodat daar meer waarde uit ons interaksies in die digitale era kan geput kan word. Aanlyn sosiale-netwerke en mikroblog-dienste laat mense wêreldwyd toe om deel te neem in ’n openbare gesprek. Hierdie aanlyn gereedskap het egter inherente beperkinge op hoeveel kommunikasie prakties moontlik is. Wanneer gebruikers té gekonnekteer raak, word daar te veel ingligting ontvang om redelikerwys verwerk te kan word. Op Twitter (’n mikroblog-diens) is lyste ’n hulpmiddel waarmee gebruikers afsonderlike strome van inligting kan skep. Deur die gebruik van modelle van ‘volhoubare aanlyn diskoers’ en ‘inligtingoorlading’, bewys hierdie navorsing dat lyste ’n doeltreffende hulpmiddel is om die oorvloed van inligting te verlig op mikroblog-dienste. Kwantitatief volg gebruikers wat lyste gebruik meer gebruikers vergeleke met die wat nie lyste gebruik nie. Wanner hul lyste begin gebruik, volg hulle gebruikers teen ’n hoër koers as dié wat nie lyste gebruik nie. Kwalitatief bied die navorsing ook insig oor die redes vir die gebruik van lyste. Die navorsing onderstreep die akademiese relevansie van ‘inligtingoorlading’ en ‘aanlyn volhoubaarheid’ modelle wat nie voorheen gebruik is in die konteks van stroom-gebaseerde aanlyn gereedskap nie, en verdiep die begrip en belangrikheid van gebruiker-saamgestelde filtrering as ’n manier om die voordele te trek uit die toenemende oorvloed van inligting in die digitale era.

Recent trends in social network services (SNS) have taken the rates of personal information sharing, storage and processing to an unprecedented level, which yield both benefits and undesirable consequences for their users. SNS is being exploited by criminals to fraudulently obtain information from unsuspecting users. User’s awareness of privacy protection has been far left behind by the increasing and popularizing utilization of social network services (SNS), the privacy security problems will become one of the important factors influencing the healthy development of social network service industry. This study was designed to collect data and produce knowledge about the security awareness of WeChat users (i.e., randomly selected from all over China), their preferences and their experience of using WeChat while facing security issues as well as the perspectives of how people perceive a specific security problems, in order to find out what factors influence user's security awareness. In order to carefully conduct the research process and explain the empirical findings, seven principles of interpretive field research and protection motivation theory is adopted as core theoretical foundation. Participants were asked to provide information about and their personal views of questions from their different experience and value. Eight persons interviewed for our research and their responses confirmed our objectives of the study. As a result, six factors are indentified in related to WeChat user’s security awareness. PMT helps to explain and understand that how six indentified concepts influence behaviour intention and security awareness of user.

Abstract:
With this master thesis I wanted to find out whether Erik Fichtelius, an SVT employee, interview project with prime minister Göran Persson is acceptable according to the public service ideology. In order to do that I used Swedish newspaper articles to analyse the so called Fichtelius affair. I also gathered material on SVT and the public service ideology. The master thesis is based on sociologist Manuel Castells theories on mass media and television as presented in the Information Age. Castells claims that in our time different areas, such as politics and television, are melting together. Politics today needs to occupy space in media to not be marginalised. Television has become essential to politics. I found that although Fichtelius behaviour is unacceptable to journalistic ethics and the values of the public service ideology he cant be found guilty of any kind of crime. The laws controlling SVT are too vague.

The power of digital technology serves developers of new services as an access funnel to the vast amount of customer behavioural information. The utilization of this information is forecasted to differentiate the winners from the losers in the market and benefit the new service development process. This study explores the phenomenon of customer information in new service development empirically by looking at the industry at the forefront, the gaming industry. By conducting three case studies with leading Swedish game developers, it challenges the previous research assumptions that acquired and disseminated customer information is implicitly used. This study has made significant contributions by investigating the broader context of customer information use and differentiating among three types of use. The findings show that behavioural information is used to backup own decisions or to enhance the developers understanding, but is not directly applied to the decision task. Despite the great potential, this advanced type of customer information is only used in the post-launch stages of new service development, for service iterations. To further validate the findings and explore information use in new service development more in-depth, future research generating contextual detailed realtime data is needed.

Abstract:
With this master thesis we wanted to find out in which way the concept of public service is connected to different perspectives, ideals, visions of the future and forms of organizations. The purpose with our thesis was to do an analysis of different concepts regarding to public service. To the analysis of concepts we used Swedish newspapers and analysed the issue of public service that had been discussed in articles written during the last five years. From this material and other papers about public service we developed a model of public service ideals. We wanted to find out what the different perspectives thought about the Swedish television and their commission. In order to do that we examined the Swedish television, the management, the government and the media through interviews and analysis of government bills about public service. To see if our model worked, the respondents' answers were put under our headlines in the model. We found this possible and noticed that our model could be used as an instrument to make the concept of public service clearer. We found out that more discussion about public service is needed in the company SVT, to establish clearer visions and goals for the Swedish television. It is also important to have a dialog with the public and independent workers in media.

AbstractDigital services in healthcare and social services have increased due to national promotion and Covid19 pandemic. However, the regional differences may exist. Successful implementation and sustainability of digital services requires that attention is paid to addressing barriers and supporting facilitators at all levels in health care provision.The purpose of this study was to investigate the effects of employee status, form of organization and organizational size on the views related to current state and the role of digital services, development barriers, development plans and the support needed for development in welfare, social and health service organizations operating in the South Ostrobothnia region. The study was carried out in the era of exceptional circumstances created by the Covid19 pandemic in the summer of 2021. The study was a quantitative cross-sectional study using an electronic survey. Respondents (n = 121) were managers, entrepreneurs and employees of welfare, social and health service organizations operating in the South Ostrobothnia region.The results suggested that in more than four out of five welfare, social and health service organizations operating in the region of South Ostrobothnia, part of the services were already digital in the summer of 2021. These services had been extensively developed during the previous year, which was lived in exceptional circumstances caused by the Covid19 pandemic. Digital services were seen to function especially as enablers of customers in exceptional circumstances. However, managers or entrepreneurs also saw digital services as reaching new customers more important than employees. The acquisition of technology and human resources were felt to be the most significant barriers in the development of digital services, regardless of the employee status, form of organization and organization size. Regarding the use and development of digital services, information was felt to be necessary, especially about the characteristics of digital services, and financial support was also felt to be necessary for the development. However, the support needs were significant in many aspects related to digital service development. In particular, large organizations needed information on the cost-effectiveness of digital services.The results can be used to support welfare, social and health service organizations in digital service development.

Electronic archives are more than just “paper based” funds transferred into digital form. The task of forming a qualitative source base for historical research is solved in these projects on the basis of interdisciplinary interaction of computer science and humanities. One of the longterm projects at the IIS SB RAS is a creation of a methodology and technologies for the formation, use and support of electronic archives. Here are information systems of historical orientation that were created on the basis of the solutions described in this paper: the Electronic Archive of Academician A.P. Ershov, Photo Archive of the Siberian Branch of the Russian Academy of Sciences, Archive of the newspaper “Science in Siberia”, Open Archive of SB RAS, etc. Each of these resources has its own specifics, but in general, their documentary and information fund is based on the general social and territorial basis of scientific and social activities of the Siberian Branch of Academy of Sciences of the USSR/RAS and Novosibirsk Akademgorodok. In this report we will look into the general problems of creating electronic archives, relevant technologies, and architectural solutions. Some approaches to the integration/disintegration of isolated electronic resources are given on the examples of our electronic archives and on the basis of generally accepted and created tools. We will also examine the experience of using proprietary and open source software, their advantages and weaknesses.

This AMS Policy Study examines explicitly the role that public policy plays in determining the sum societal value of Earth Observations, Science, and Services (OSS) as well as the allocation of that value and the costs of OSS production across society. It examines three policy frameworks of quite different origin, purview, and standing. The first is the 2003 Fair Weather Report developed by the National Academy of Sciences. That policy focuses on collaboration. The second is the 2017 Weather Research and Forecasting Innovation Act enacted by the U.S. Congress. It focuses on innovation. The third is the current World Meteorological Organization development of Resolution 42, which seeks to make international contributions to and access to data and information more equitable, and at the same time expand the domain of data and information sharing from weather per se to Earth observations, science, and services more broadly. The study takes as its point of departure views of individual stakeholders in the so-called Weather, Water and Climate Enterprise (loosely speaking, the community of U.S. providers of weather, water, and climate information and services) with respect to these policies. Their perspectives were captured through informally solicited public and private comments from senior members of the Enterprise. Individually and in aggregate the comments hint at or suggest opportunities for extending and improving Enterprise value by broadening collaboration, fostering innovation, and making the Enterprise more equitable.

In the article, advertising communication is explored in the context of socio-political, socio-economic, and cultural-legal processes in Eastern Galicia (1919–1939); The ideological and educational concept of advertising materials is outlined, and the features of shaping Ukrainian civic-state consciousness, national and universal moral-spiritual values, interethnic mutual respect, and tolerance under the influence of press advertising are characterized. In the four chapters of the monograph, a comprehensive study of the essence of Ukrainian press advertising communication in Eastern Galicia is conducted for the first time in the field of journalism science. Iryna Nironovych introduced documents and unpublished materials from eight Ukrainian and Polish archival funds into scientific circulation that are directly related to the development of advertising in Western Ukrainian press. The monograph characterizes the national dominant of press advertising discourse in the conditions of Ukrainian nation’s statelessness. After analyzing advertising in 23 newspapers and magazines, the author of the monograph revealed the specific features of creating information-rich, morally ethical advertising content based on Ukrainian ethnonational principles within the territory of the Polish state. The author also justified the necessity of advertising communication as a means of promoting social solidarity and shaping high moral and spiritual values, as well as humanistic worldview and national beliefs among advertisers and consumers. The monograph characterizes not only the content of information about products and services (verbal and non-verbal parameters) but also the mental traits that, in the conditions of the Polish state, contributed to the promotion of Ukrainian moral and spiritual values. Advertising serves a complex of functions that are essential for meeting the economic, social, cultural, and moral-spiritual needs of the human community. In the conditions of the Second Polish Republic, the situation of Ukrainians motivated advertisers to seek a special socio-psychological, educational, regulatory, and ideological approach to creating advertising. The article emphasizes that advertising announcements with elements of national-patriotic coloring encompassed two components – informational and ideological. Advertising for Ukrainian books on historical topics, magazines, and public organizations carried an enlightening and educational, as well as an emotionally informative character. Press advertising communication in the fields of industrial and agricultural production, trade, household services, and cultural and artistic life served as an emotionally rational factor in strengthening the information-psychological structure of the Ukrainian national community.

Pedagogical modeling of modern educational environments remains an urgent task of educational sciences. Research on the formation and development of digital competence of specialists, although they have common features, differ and acquire characteristic features depending on the field of application. This is due to the focus on mastering specific professional skills and increasing the professional level. We found out that, compared to the social and humanitarian sphere and medicine, the development of digital competence of specialists in the military and defense industry is little discussed in scientific sources. The development of digital competence of military personnel, in particular military management officers, is an urgent problem that requires an immediate solution. On the one hand, the armed aggression of the Russian Federation adds to the criticality of the situation, on the other hand, scientific and technical progress and, as a result, the appearance of new types of weapons and the complexity of digital tools in the environments of military specialists. Scientific approaches and conceptual principles regarding the formation of digital competence of the Armed Forces of Ukraine and NATO member countries are described. Problems, contradictions and trends in the development of digital education of military specialists in the system of professional development are singled out. The article clarifies the concept of “digital competence of military command officers” of the Armed Forces of Ukraine. The authors developed and substantiated a theoretical model of a computer-oriented methodical system for the development of digital competence of officers of the military administration of the Armed Forces of Ukraine in the system of professional development, which is presented in an informative scheme with a description of individual modules combined into conceptual, target, content-methodical, procedural, technological and effective blocks. The built model ensures systematicity and consistency of the educational process in the digital educational environment of higher military education institutions for the development of digital competencies of military management officers. The technological unit contains a variety of software for training and training. In particular, specialized computer programs and multimedia guides. In the content-methodical block, among other things, the following modules are presented: cloud services; information-didactic and educational-methodical learning tools, multimedia objects, VR/AR tools, AI elements that allow selection of existing ones or creation of new learning materials; Training Course; diagnostic tools, etc. The prospect is the verification of the developed model during distance training.

As part of ARL’s Research Library Impact Framework initiative, a team from the University of Pittsburgh Library System conducted a study to understand the information-seeking behavior of early-career faculty in the hard sciences. The team sought to learn how those faculty discover published content and if they use library-purchased commercial databases in the process. Additionally, the team wished to understand how much time and effort researchers invest when looking for content and what pain points they experience. Another objective of this project was to develop and evaluate a methodology for collecting and analyzing information about the library’s role in the research discovery process, for any part of the research life cycle. Thus, the results will guide library services, as well as shed light on ways libraries can support researchers in research discovery.

We posit that the architecture of these networks may hold the key to discerning patterns in community health and social outcomes. Our study examines the resilience of social care networks, defining them as systems designed to enhance interactions among all nodes to meet diverse community needs. We discuss community as a network and community resilience as a process, introducing three key properties—scale-free, small world, and hubness/information spreading scores, for understanding network resilience. We analyzed 20 social care networks, which have been active over an 18-month period using the referral technology tool to send and receive service referrals, providing raw interaction data among organizational nodes. We focused on two primary objectives: 1) Social care networks are more likely to exhibit scale-free properties and contain influential hubs; and 2) There is significant variability among social care networks in terms of scale-free properties and centrality measures. Using the three properties—small world, scale-free, and hubness/information spreading scores—we classified the 20 social care networks into different structural profiles. We analyzed node,edge radius, diameter, to understand the network structure characteristics. Our findings highlighted four distinct network structures, which we ranked from most to least resilient. We discussed the implications of these structures on community-level outcomes, including the potential centralized vulnerability when hubs and information spreaders overlap, creating efficiency during normal operations but also increasing vulnerability to disruptions. Our findings offer insights into the emergent properties of complex systems, particularly in networks intentionally designed to enhance resilience and meet diverse community needs. We conclude by discussing the variability in centrality and structural metrics within the identified groups and propose future research directions to explore the long-term impact of these network structures.

Social Network Analysis (SNA) is a promising yet underutilized tool in the international development field. SNA entails collecting and analyzing data to characterize and visualize social networks, where nodes represent network members and edges connecting nodes represent relationships or exchanges among them. SNA can help both researchers and practitioners understand the social, political, and economic relational dynamics at the heart of international development programming. It can inform program design, monitoring, and evaluation to answer questions related to where people get information; with whom goods and services are exchanged; who people value, trust, or respect; who has power and influence and who is excluded; and how these dynamics change over time. This brief advances the case for use of SNA in international development, outlines general approaches, and discusses two recently conducted case studies that illustrate its potential. It concludes with recommendations for how to increase SNA use in international development.

The article reveals scientific approaches to substantiating and developing technology to form social information competence of future Iraqi journalists based on using a dynamic pedagogical site. After pre-interviewing students of the Journalism Faculty at Al-Imam Al-Kadhim University College for Islamic Sciences in Baghdad, the authors came to the conclusion there are issues on defining the essence of social information competences. It is established that the majority of respondents do not feel satisfied with the conditions for forming these competences in the education institutions. At the same time, there were also positive trends as most future journalists recognized the importance of these professional competences for their professional development and had a desire to attend additional courses, including distance learning ones. Subsequently, the authors focused on social information competence of future journalists, which is a key issue according to European requirements. The authors describe the essence of this competence as an integrative quality of personality, which characterizes an ability to select, transform information and allows to organize effective professional communication on the basis of the use of modern communicative technologies in the process of individual or team work. Based on the analysis of literary sources, its components are determined: motivational, cognitive, operational and personal. The researchers came to the conclusion that it is necessary to develop a technology for forming social information competence of future journalists based on the use of modern information technologies. The necessity of technology implementation through the preparatory, motivational, operational and diagnostic correction stages was substantiated and its model was developed. The authors found that the main means of technology implementation should be a dynamic pedagogical site, which, unlike static, allows to expand technical possibilities by using such applications as photo galleries, RSS modules, forums, etc. Technically, it can be created using Site builder. Further research will be aimed at improving the structure of the dynamic pedagogical site of the developed technology.
