Abstract:
The first professional societies in the United States, from the 1880s to the 1910s, understood history to be closely associated with the other social sciences. Even in the mid-twentieth century, history was still grouped with the other social sciences, along with economics, sociology, political science, and anthropology. But in the past few decades, history and anthropology in the United States (though not necessarily in other countries) have moved away from the social sciences to ally themselves with the humanities—paradoxically, just when the other social sciences are becoming more committed to historical research.

ABSTRACTIn this commentary on recent planning for multidisciplinary research on ageing in the United States, we argue that Sir Douglas Black's pessimistic conclusion about the irrelevance of such planning is off the mark. Created by the U.S. Congress in 1975, the National Institute on Ageing (NIA) was a novelty in the National Institutes of Health. NIA was mandated to have a broadly multidisciplinary research agenda that included behavioural and social sciences and to produce periodic reports to the Congress on a consensual agenda for future research. Two previous research agendas were developed internally by NIA. The recently released third agenda, which is of interest here, was organized externally by the Institute of Medicine (IOM), National Academy of Sciences. While the subagendas in ageing research for basic biology, clinical medicine, and health services research will be of interest to some, the focus here is specifically on the behavioural and social scientific agenda. High priority substantive issues were identified. Beyond the building of a consensus concerning research priorities, other functions of national research planning are identified in the field of ageing.

Abstract:
Over the past thirty years, public interest science organizations have had significant and varied effects on the course of several contemporary social movements, on public knowledge of science, and on policy ranging from weapons to toxic waste to recombinant DNA. This dissertation considers the origins of these organizations, and their differential ability to survive. Archival, interview, and secondary data analyses of three prominent public interest science organizations: Scientists' Institute for Public Information, Science for the People, and the Union of Concerned Scientists are used to examine these questions. This research shows that these organizations were formed by scientists in the 1950s and 1960s who found that their political commitments were increasingly at odds with scientific demands for objectivity and value-neutrality. The tension arose as a result of three factors: the liberalization of the political climate in the 1950s and 1960s, the development of political protest that charged science with being complicit making war possible and the encouragement, even demand, that Leftists find ways to join their professional and political lives. As a result, some scientists created new organizations that publicly defined scientists as socially responsible. Once created, however, these organizations faced a rapidly changing political, scientific and organizational climate that made their survival difficult. I show how early choices about goals, membership, activities, and division of labor in each group strongly shaped the differential ability of organizations to survive over time. Adaptive survival is shown to be related to the ability of an organization to engage in repeated and routinized exchanges with other individuals and groups, which is in turn dependent on choices organizations make within months of their founding. The last section of the dissertation suggests how public interest science organizations (both individually and collectively) expand the political capacities of scientists and the public, affect the practice and subject matter of science, and shaped the lives of the participants.

Abstract:

Millions of people are adversely affected by crises and disasters each year. Response to disasters relies heavily on volunteer organizations to assist in the aftermath of these traumatic events. HOPE Animal-Assisted Crisis Response (AACR) is one organization that provides needed support to those impacted by way of specially trained crisis dogs. Unfortunately, there is a lack of these certified teams able to effectively respond. The research question for this study was how can HOPE AACR expand (recruit and train qualified new teams) into currently unoccupied areas. This question was answered through collaborative action research (AR) with this organization's members, those who possess the specialized knowledge and training for AACR work. Due to the fact that the nature of this AR did not contain sensitive information that posed risk to participants and that written permission was obtained to use the site name, an exemption was granted to name the site in this study. In particular, this study worked with regional directors in charge of various areas of the U.S., elected board of directors responsible for oversight and approval of organizational changes, and a group of current certified volunteer team members. Participants engaged in various interviews and focus groups in order to share perspectives and experiences to solve the identified problem. Through this AR process, this research team determined a plan of action (target area for expansion and strategies to recruit and train new members). The goal of this study was to document a process which can be refined and re-used for future expansion efforts. Implementation of this action plan will also result in expanded territory, increased ability to meet requests for services, and ultimately enhanced recovery for those exposed to crises and disasters.

Abstract:
Why are some issues seen as threats? This dissertation attempts to explain the dynamics of threat construction by national decision-makers. The theoretical ambition is twofold: first, the dissertation aims at improving the research on threat construction by suggesting a broad approach that analyzes this process in a structured manner. Second, the dissertation also contributes to the more mainstream International Relations security research agenda, which often under-problematizes this issue. The point of departure is that the link between a condition (e.g. structure) and threat framing (e.g. agency) is not to be taken for granted, and that threat construction is subjective and varies among actors.  This assertion is supported by the findings of the dissertation’s component parts. Essay I finds that US security doctrines such as the Truman and Bush doctrines are not routine responses to external threats but rather the natural continuation of a political and societal discourse in which certain norms and identities interact. Essay II finds that a condition that could lay the foundation for a threat construction does not necessarily evoke such a reaction, such as the HIV/AIDS epidemic in Russia. Essay III demonstrates the opposite situation; that a securitization can take place although the contextual conditions do not necessarily point toward such a move, such as US President Clinton’s declaration that AIDS is a threat to the national security of the United States. Essay IV proposes a framework that incorporates explanatory factors from the international, the domestic, and the individual levels of analysis. Such a framework allows for a more refined analysis which better captures the contingent relationships between factors. Taken together, the findings of this dissertation indicate that the correlations between conditions and threat constructions are intricate, and that the explanation of a securitization lies in the interaction of certain social and cognitive processes.

Many U.S. adolescents suffer from sleep disorders. Although poor sleep habits may contribute to health issues, less is known about how parental perspectives influence sleep health in adolescents. The purpose of this descriptive phenomenological study was to address a knowledge gap in understanding parental views to promote better sleep habits in adolescents. The blended theoretical framework included the theories of caring science, social learning, advocacy paradigm, and repair and restoration of sleep. Twenty parents in the Southeastern United States participated in open-ended interviews. Research questions were designed to elicit parental perspectives about recognizing unhealthy sleep habits, improving daily sleep health routines, and identifying conditions that led to consultation with health professionals. Colaizzi’s data analysis strategy demonstrated thematic parental reports of declines in attitudes, behaviors, and performances as factors for recognizing unhealthy sleep habits; consistent and routine schedules as options for promoting improved sleep habits; and irregular sleep or health problems as reasons for consultation with health professionals. Recommendations for future research include exploring other geographical locations and investigating school bus schedules interfering with early morning sleep loss. To affect positive social change, dissemination of this study’s findings to health practitioners may influence enhanced provider-patient communications and ultimately contribute to improved sleep habits among adolescents. Additionally, this study’s findings may inform health care administrators with strategies to develop effective parent and provider education programs while reducing unnecessary health services’ utilization and resulting costs for adolescent health.

Abstract:

Important throughout the 20th century, trade unions are an influential social actor that can affect and influence various policies, public opinion, and working standards through collective agreements, social activism, and political partnerships. Both within and extending beyond the workplace, unions have at times played a role in determining solutions to environmental issues, from health and safety standards all the way to national and international policy and solidarity activity, though this subject is rarely studied or analyzed. In particular, trade union stances and action on climate and energy issues represents an under-researched, yet important topic of analysis. Using the United States and Sweden as case studies, with analysis of two blue-collar unions in each, the research analyzes the important factors affecting choices and action regarding climate and energy matters. Within the case study approach, using a neo-institutional theoretical approach, I employed qualitative methods including semi-structured interviews, complemented with primary source documentary analysis. The analysis demonstrates that two unions (one in each country) can be described as active and two as defensive on environmental issues, respectively. The United Steelworkers in the United States and Kommunal in Sweden, both affected and acting within a particular structure, have been active at combating and seeking solutions to climate change, while linking work and environmental issues at multiple levels. Key factors such as working within a social unionism paradigm; instrumental leadership combined with multilevel work; and important mergers converge to influence and define behaviour. The United Autoworkers (U.S.) and IF Metall (Sweden), both defensive, though in their own ways, are influenced by factors including historical institutional power; regional concentration of employment; and the types of employment they represent.

AbstractInvasive species and their management represent a complex issue spanning social and ecological systems. Invasive species present existing and potential threats to the nature of ecosystems and the products and services that people receive from them. Humans can both cause and address problems through their complex interactions with ecosystems. Yet, public awareness of invasive species and their impact is highly uneven, and public support for management and control of invasive species can be variable. Public perceptions often differ markedly from the perspectives of concerned scientists, and perceptions and support for management are influenced by a wide range of social and ecological values. In this chapter, we present a broad survey of social science research across a diversity of ecosystems and stakeholders in order to provide a foundation for understanding the social and cultural dimensions of invasive species and plan more effective management approaches. This chapter also addresses tribal perspectives on invasive species, including traditional ecological knowledge, unique cultural dimensions for tribes, and issues critical to engaging tribes as partners and leaders in invasive species management. Recognizing that natural resource managers often seek to change people’s perceptions and behaviors, we present and discuss some promising approaches that are being used to engage human communities in ways that empower and enlist stakeholders as partners in management.

Interpretive philosophy opens a novel range of empirical topics for researchers. This chapter focuses on synchronic research topics (or those pertaining to a single snapshot of time) and argues that anti-naturalism generates distinctive ways of studying beliefs, identities, cultural practices, traditions, and political resistance. Examples are drawn from cutting-edge interpretive research into subjects like the politics of Islam, race, globalization, and democratic civic engagement. In addition, some of the more controversial findings of mainstream social science are engaged, including Samuel Huntington’s thesis that global politics consists of a “clash of civilizations”; Michelle Alexander’s argument that the United States is experiencing a new Jim Crow; and Robert Putnam’s view that American democracy is suffering a decline in civic engagement.

This chapter explores some of the challenging issues that were raised for the author while conducting her first biggest research project as an international doctoral student at one of the United States universities. The main challenge that the author faced was the difficulty of having access to a language center to examine her technology professional development model on language teachers to explore its effectiveness in understanding the teachers' adoption and rejection decision of using education technology and to collect data for her dissertation. After choosing an alternative venue and planning to travel to the United Arab Emirates to conduct the practical part of her research at one of the UAE's universities, an academic networking event changed the course of the latest plans and had a gatekeeper assisting her in experimenting her model and conducting the rest of her study in an American university. The chapter explores some of the challenges and how the author tackled each one of them. The chapter ends with some general recommendations for graduate students and novice researchers.

Mass media effects in political science are well known — including campaign communications, priming effects, and the media's role in social and cultural shifts. But what is not so clear is how the actions of media outlets and the actors within these institutions affect governance. In the last 20 years, scholars in public policy and political institutions have begun to better understand the role of media in our governing systems and what that means for how we attend to and make policy across numerous types of political systems and institutional venues. For too long public policy has lagged in its understanding of the media as a political institution with real implications for how we process and implement policy. We argue studies of public policy can benefit from a broadened, integrative approach toward studying the media and the policy process. That approach includes the role of new media and research on social media that can be applied to the policy process. Continued research on the media and policy should include better integration of media and policy studies with those of mass publics and encourage greater communication and collaboration between media and policy scholarship.

This chapter shows the challenges and the opportunities that lie by merging data from different pubic sources. The researcher collected and merged data from the following datasets: NYSED school report card, NYSED Fiscal Profile Reporting System, Civil Rights Data Collection, and Census 2010 School District Demographics System. The challenges include data validation, data cleaning, flatting data for easy reporting, and merging datasets based on text fields.

The architects of Brown v. Board of Education soldiered through long struggles and many obstacles, but even they would probably be surprised by the state of affairs emerging half a century following the decision. Brown influenced expanding use of social sciences by lawyers pursuing social change and especially educational reforms. The state of racial integration in education might be stunningly disappointing, but Brown has also produced unexpected dividends addressing historic educational disadvantages based on gender, disability, language, immigrant status, poverty, sexual orientation, and religion. This dual legacy of disappointment and promise raises profound questions about the priority the nation gives not just to equal opportunity but also to social integration, the movement of individuals from previously excluded or subordinated groups into the social mainstream where they can join others in pursuing opportunities and enriching society. Because this aspiration gained support from social science evidence in the Brown litigation itself, this chapter considers the strengths and limitations of social science research on social integration, including research launched in the wake of the Brown litigation. The boost Brown gave to the field of social psychology to advance racial equality has some irony, given the reliance by defenders of racial segregation on eugenics and other “scientific” theories of their day. The contribution of social psychology to the cause of racial justice is particularly contested, as many critics have contended that its use contributed to narrowing policy debates to a focus on psychological damage rather than structures of racial oppression and the role of community supports in academic success. It might even be fair to conclude that when it comes to racial relations in the United States, there is more success in the growth of the research field studying social integration than there is success in actual social integration. Hence, paying attention to contemporary social science in assessing how social integration affects academic achievement, social cohesion, individual development, economic and social opportunities, and civic engagement and democracy means remaining mindful of the limitations of research and continuing to subject its assumptions to scrutiny.

Over the past several decades, the student population in the United States has grown more diverse by factors including race, socioeconomic status, primary language spoken at home, and learning differences. At the same time, learning sciences research has advanced our understanding of learner variability and the importance of grounding educational practice and policy in the individual, rather than the fiction of an average student. To address this gap, LVP distills existing research on cognitive, social and emotional, content area, and background Learner Factors that affect learning in various domains, such as reading and math. In conjunction with the development process, LPS researchers worked with ReadWorks to design studies to assess the impact of the newly implemented features on learner outcomes.

This synthesis brings together data related to public perceptions about COVID-19 vaccines collected between March 2020 and March 2021 in 22 countries in Africa. It provides an overview of the data (primarily from cross-sectional perception surveys), identifies knowledge and research gaps and presents some limitations of translating the available evidence to inform local operational decisions. The synthesis is intended for those designing and delivering vaccination programmes and COVID-19 risk communication and community engagement (RCCE). 5 large-scale surveys are included with over 12 million respondents in 22 central, eastern, western and southern African countries (note: one major study accounts for more than 10 million participants); data from 14 peer-reviewed questionnaire surveys in 8 countries with n=9,600 participants and 15 social media monitoring, qualitative and community feedback studies. Sample sizes are provided in the first reference for each study and in Table 13 at the end of this document. The data largely predates vaccination campaigns that generally started in the first quarter of 2021. Perceptions will change and further syntheses, that represent the whole continent including North Africa, are planned. This review is part of the Social Science in Humanitarian Action Platform (SSHAP) series on COVID-19 vaccines. It was developed for SSHAP by Anthrologica. In recent years, mission-oriented approaches have received growing interest in science, technology and innovation (STI) policies against the background of two developments. First, while so-called “horizontal” or “generic” approaches to research, technology and innovation policies have largely been successful in improving the general innovation performance or the rate of innovation, there are perceived limitations in terms of insufficiently addressing the direction of technological change and innovation. Second, “grand societal challenges” emerged on policy agendas, such as climate change, security, food and energy supply or ageing populations, which call for thematic orientation and the targeting of research and innovation efforts. In addition, the apparent success of some mission-oriented initiatives in countries like China, South Korea, and the United States in boosting technological development for purposes of strengthening competitiveness contributed to boosting the interest in targeted and directional government interventions in STI. Against the backdrop of this renewed interest in mission-oriented STI policy, the OECD has addressed the growing importance of this topic and launched a project looking into current experiences with Mission-Oriented Innovation Policy (MOIP). The present study on MOIP in Austria was commissioned by the Austrian Federal Ministry for Climate Action, Energy, Mobility, Environment, Innovation and Technologiy (BMK) and comprises the Austrian contributions to this OECD project. The study aims at contributing Austrian experiences to the international debate and to stimulate a national debate on MOIP.

Well-being is a common human aspiration. Governments and states, too, seek to promote and ensure the well-being of their citizens; some even argue that this should be their overarching goal. But it is not enough for a country to flourish, and for its citizens to enjoy well-being, if the situation cannot be maintained over the long term. Well-being must be sustainable. The state needs criteria for assessing the well-being of its citizens, so that it can work to raise the well-being level. Joining many other governments around the world, the Israeli government adopted a comprehensive set of indices for measuring well-being in 2015. Since 2016, the Israel Central Bureau of Statistics has been publishing the assessment results on an annual basis. Having determined that the monitoring of well-being in Israel should employ complementary indices relating to its sustainability, the Ministry of Environmental Protection, the Bank of Israel, the Central Bureau of Statistics, and Yad Hanadiv asked the Israel Academy of Sciences and Humanities to establish an expert committee to draft recommendations on this issue. The Academy's assistance was sought in recognition of its statutory authority "to advise the government on activities relating to research and scientific planning of national significance." The Committee was appointed by the President of the Academy, Professor Nili Cohen, in March 2017; its members are social scientists spanning a variety of disciplines. This report presents the Committee's conclusions. Israel's ability to ensure the well-being of its citizens depends on the resources or capital stocks available to it, in particular its economic, natural, human, social, and cultural resources. At the heart of this report are a mapping of these resources, and recommendations for how to measure them.

Eminent Domain is the power of the government or quasi-government entities to take private or public property interests through condemnation. Eminent Domain has been a significant issue since 1879 when, in the case of Boom Company v. Patterson, the Supreme Court first acknowledged that the power of eminent domain may be delegated by state legislatures to agencies and non-governmental entities. Thus, the era of legal takings began. Though an important legal dispute then, more recently eminent domain has blossomed into an enduring contentious social and political problem throughout the United States. The Fifth Amendment to the United States Constitution states, “nor shall private property be taken for public use, without just compensation.” Thus, in the wake of the now infamous decision in Kelo v. City of New London, where the Court upheld the taking of private property for purely economic benefit as a “public use,” the requirement of “just compensation” stands as the primary defender of constitutionally protected liberty under the federal constitution. In response to Kelo, many state legislatures passed a variety of eminent domain reforms specifically tailoring what qualifies as a public use and how just compensation should be calculated. Texas landowners recognize that the state’s population is growing at a rapid pace. There is an increasing need for more land and resources such as energy and transportation. But, private property rights are equally important, especially in Texas, and must be protected as well. Eminent domain and the condemnation process is not a willing buyer and willing seller transition; it is a legally forced sale. Therefore, it is necessary to consider further improvements to the laws that govern the use of eminent domain so Texas landowners can have more assurance that this process is fair and respectful of their private property rights when they are forced to relinquish their land. This report compiles statutes and information from the other forty-nine states to illustrate how they address key eminent domain issues. Further, this report endeavors to provide a neutral third voice in Texas to strike a more appropriate balance between individual’s property rights and the need for increased economic development. This report breaks down eminent domain into seven major topics that, in addition to Texas, seemed to be similar in many of the other states. These categories are: (1) Awarding of Attorneys’ Fee; (2) Compensation and Valuation; (3) Procedure Prior to Suit; (4) Condemnation Procedure; (5) What Cannot be Condemned; (6) Public Use & Authority to Condemn; and (7) Abandonment. In analyzing these seven categories, this report does not seek to advance a particular interest but only to provide information on how Texas law differs from other states. This report lays out trends seen across other states that are either similar or dissimilar to Texas, and additionally, discusses interesting and unique laws employed by other states that may be of interest to Texas policy makers. Our research found three dominant categories which tend to be major issues across the country: (1) the awarding of attorneys’ fees; (2) the valuation and measurement of just compensation; and (3) procedure prior to suit.
