s efforts has been the nationalist political parties. Therefore, the main aim of the International Community in the democratisation of BiH has been the eradication of their power. As a result of the failure of the International Community to destroy the power of the nationalist political parties, a form of controlled democracy has been established. The controlled democracy is operated through the OHR that is an ad hoc international organisation in BiH. This signified that BiH has been effectively an international protectorate in which the three constituent nations were politically monopolised by their respective nationalist political parties.

Full textSince the beginning of the 1990s important changes took place, such as the collapse of Communism and the dissolution of Yugoslavia. Consequently, the European Union (EU) has faced a new agenda in SouthEastern Europe. The EU policies towards this region were not very well coordinated in the first half of the 1990s. From the second half of the 1990s onwards, the EU has become more focused in its policies towards South Eastern Europe. Since 1999, the Stabilisation and Association Process is the new institutional framework of the EU towards this region. The main purpose of the Stabilisation and Association Process is to promote peace, prosperity and stability in this region.
This study aims to explore the EU relations with South Eastern Europe with a single case study of Bosnia and Herzegovina, and the implementation of the Stabilisation and Association Process. The main research questions are: What are the main aims and dynamics of the EU’s relations with South Eastern Europe? What are the main problems concerning the implementation of the Stabilisation and Association Process in the case of Bosnia? How do the norms, values and culture of Bosnia affect the implementation of the Stabilisation and Association Process?
The focus of this study is on democratization as an open- ended process. Thus, it is relevant to apply democratization theories, with a focus on the Transition Approach as a theoretical framework. Democratization theories aim to explain how authoritarian regimes change into liberal democratic ones. The transition approach makes a clear distinction between democratic transition and democratic consolidation phases, and identifies the necessary conditions for the success of each phase. New Institutionalism is another theoretical orientation that will be applied to this study. New Institutionalism is used in this study to discuss the concepts of institutional change and democratic governance, and to further study both the formal and informal institutions in Bosnia and how they limit the implementation of the Stabilisation and Association Process.
This study comes up with the conclusion that South Eastern Europe remains one of the priority regions for the EU. The dynamics of EU-South Eastern Europe relations is based on a number of different factors, such as political and economic considerations, concerns about peace, prosperity, and stability at the doorstep of the EU. The implementation of EU policies in this region is related to the debate on the future of the EU as well. The conclusions about Bosnia and Herzegovina point out that the country has moved forward a considerable amount after the 1992-95 Bosnian War. Democracy is beginning to emerge in the country. However, the implementation of the Stabilisation and Association Process is constrained by the complex formal institutional structure as laid out in the Dayton Peace Agreement. Moreover, the informal institutions in Bosnia limit the implementation. For instance, the path-dependent authoritarian legacy of former Yugoslavia, exclusive ethnic nationalism, and distrust among the major ethnic groups in Bosnia are obstacles in front of the effective implementation of the Stabilisation and Association Process. The level of international community involvement in the country is still very intensive. Bosnia has not become a self-sustainable democratic state yet. Strengthening the civil society in Bosnia and Herzegovina and promoting an inclusive civic identity that will lead to the enhancement of democratic values in the country can be recommended as solutions for the current problems of the country.

Full textHuman rights advocates have championed the establishment of a regime of international legal accountability for grave violations of human rights, including genocide. Despite recent advances in establishing a regime of responsibility for individuals, when the International Court of Justice pronounced its 2007 judgment on the first case of state responsibility for genocide, Bosnia and Herzegovina v. Serbia and Montenegro, it exonerated Serbia of the most serious charges. Key to the Court's judgment was its spatialized definition of genocide as 'destruction in part' and its acceptance of Serbia's calculated strategy of legal immunization of establishing the Bosnian territory it sought to annex as a formally separate political entity. Considering the Court's latitude of interpretation regarding these spatial and territorial factors in light of the law, this thesis argues that geopolitical considerations influenced a judgment that will greatly limit the future possibility of any state or individual being found responsible for genocide.

Full textThis dissertation is a comparative, ethnographic study of Southern Sudanese and Bosnian refugees and social service organizations in Fargo, North Dakota. I examine how refugee resettlement staff, welfare workers, and volunteers attempted to transform refugee clients into "worthy" citizens through neoliberal policies aimed at making them economically self-sufficient and independent from the state. Refugees' engagement with resettlement and welfare agencies and volunteers depended on their positioning in social hierarchies in their home countries and in the United States. Refugees had widely variable political, educational, cultural, and employment histories, but many had survived war and/or forced migration and had contact with many of the same institutions and employers. Bosnians in Fargo were either white, ethnic Muslims (Bosniaks), or Roma (Gypsies), who had a darker skin color and were stigmatized by Bosniaks. By interrogating intersections of race, class, gender, and culture, I explain why social service providers and the wider public deemed Bosnian Roma as some of the least "worthy" citizens in Fargo and black, Christian Southern Sudanese as some of the worthiest citizens. In so doing, I highlight the important roles of religion, hard work, education, and civic duty as characteristics of "good" citizens in Fargo. The dissertation is based on a year of ethnographic research in Fargo (2007-08). It also builds on previous research with Roma in Bosnia (1998-2000) and employment with a resettlement agency in South Dakota (2001-2002). I relate this analysis to anthropological theories of the state with a particular focus on refugee resettlement in the context of the neoliberal welfare state. Following Harrell- Bond's argument that refugees are often portrayed as mere "recipients of aid," I argue for a more nuanced understanding of refugees as active citizens in Fargo. I view refugee resettlement organizations, welfare agencies, and volunteers as powerful actors in shaping refugees' lives, but I also take into account the ways in which refugees in turn shaped these actors. I show how refugee resettlement called into question hegemonic forms of citizenship in the relatively culturally and racially homogenous city of Fargo.

Full textThis qualitative study focuses on the investigation of different actor’s ideas concerning gender and womanhood in a post-socialist nation Bosnia and Herzegovina. The aim of this study is to try to provide experiences and attitudes of one not a new, but definitely one constantly changing phenomenon, trafficking in women for sexual exploitation. The qualitative data is mainly collected through nine interviews with people from Bosnian Governments, International organizations and NGOs during my stay in Bosnia and Herzegovina. The causes to trafficking are complex and intertwined but it directly relates to gender discrimination and attitudes on sexual relationships between women and men. The study sheds light on how the global politics and economics development situation and theirs affectsprovide gender segregation through the traditionally structures where men are seen as normative.
