Abstract:
The National Socialist planning for a recolonization of Africa was based on a new social and labour policy and focused chiefly on the “labour question”. In designing their schemes, planners strove to mobilize wage labour and circumvent the much-feared “proletarianization” of the workers. The key problem in exploiting the African colonies had two main aspects: a shortage of manpower and migrant labour. Therefore, planners designed complex systems of organized, state-controlled labour recruitment, and formulated rules for labour contracts and compensation. An expanded labour administration was to ensure that the “deployment of labour” ran smoothly and that workers were registered, evaluated, and supervised. Furthermore, “white labour guardians” were to be assigned the responsibility of overseeing the social wellbeing of the African workers. As was evident not only in Germany but in the colonial powers, France and Great Britain, as well, these concepts all fit into the general trend of the times, a trend characterized by the application of scientific methods in solving social issues, by the increased emphasis on state intervention, and by the introduction of sociopolitical measures. Nazi planning was based on Germany's prewar politics but also reflected the changes occurring in German work life after 1933.

The research title is "Local Government Policies on Manpower Implementation in the Social Security Administering Body (BPJS) Program in Cimahi City". The research problem is not yet optimistic of the Regional Government Policy on Manpower Implementation in the BPJS Program in Cimahi City, seen from the many workers who have not registered for BPJS in Cimahi City. The identification of the problem of How Local Government Policies on Manpower Implementation in the BPJS Program in Cimahi City. The purpose of this research is to describe and analyze the Local Government Policies on Manpower Implementation in the BPJS Program in Cimahi City. The research method used is descriptive method with a qualitative approach. Data collection techniques through library research and data field studies (observation and interviews). The data analysis technique starts from data reduction, data presentation and at the final stage by drawing conclusions. The sampling technique was done purposively. The results of this study indicate that the implementation of local government policies on the implementation of manpower in Cimahi City has been optimal. This can be seen from the following dimensions; (1) fairly clear policy size and objectives, (2) well-established communication between policy implementers, (3) fairly firm and good characteristics of implementing agencies in managing policy target data, (4) an appropriate socio-economic environment . However, there are some things that are still not optimal. This is because, in terms of the quality of human resources, it is good, but the quantity of existing resources needs to be increased so that the implementation of policies regarding the implementation of manpower in the BPJS program can run more effectively because the quantity of available resources is not comparable to the number of companies in Cimahi City which must be handled Then there is still a lack of accountability and government responsibility towards policy targets, namely the company that feels burdened by the BPJS fees that must be paid for its employees.

Abstract:
The trajectory of Singapore's population size and composition can be mapped out with its progression through the various phases of demographic transition from high birth and death rates in the post-war years to very low birth and death rates today, all within the context of rapid economic and social development that has taken place in the past 50 years. Population planning has been integral in Singapore's national development strategy, balancing the economy's needs for more and better qualified workers with social considerations such as the dependency burden and the integration of large numbers of foreigners in a global city-state. This paper considers Singapore's population and manpower planning policies, with an account of the country's passage through the various stages of its demographic transition, and how its working age population composition has evolved. Population and labor force policies are examined with specific consideration of the social, economic and political implications resulting from those policy choices. A final section considers the challenges for the future stemming from these demographic trends.

Abstract:
This article illustrates the factors leading to the entry of irregular immigrants and their integration into the labour market, that is to say: the economic convenience for both businesses and families of employing unauthorised manpower; the support from compatriot networks and ethnic economies; the embedded liberalism within democratic states' legal systems; the cost and organisational difficulty of controls and expulsion; and the part played by solidarity providers in civil society, including trade unions. Repeated mass amnesties especially in southern Europe, periodically regularise the situation of these migrants and function as the principal tool of migration policy. To this extent, the irregular immigrant appears to be a transitional figure, awaiting recognition and destined to obtain authorisation sooner or later. Trade unions are one of the social groups pushing for the enactment of regularisation measures. In this way they are asserting their attachment to the ideals of justice and solidarity, while at the same time combating the unfair competition which the hidden economy poses to law-abiding companies and declared workers.

With the increase of children in the immigration area year by year, the pressure on education in the immigration area has gradually increased, which has become one of the social problems to be solved by the government in the immigration area. The speed of school construction cannot keep up with the growth of children, and because it takes up a lot of resources, funds and manpower, the government is not very enthusiasticin the immigration area. The stakeholders involved are always playing a game. How to achieve the best state is a difficult problem. After the central government’s policywereissuedabout solving the enrollment problem of migrant workers’children in school, local acceptance criteria for admitting migrant children to school were formulated. However, when lowering the admission threshold, all localities always look to other areas for fear of falling too low to become a basin of confluence, which cause an unbearable burden. In this paper fuzzy based analytic theory has been analysed Through the game analysis of various stakeholders, and taking Shengze Town, Jiangsu Province as an example, this paper puts forward some fuzzy policy suggestions, hoping to provide some new experience in promoting migrant children’s education in the future.

Abstract:
Purpose This paper aims to examine and analyze the effects of government policy, quality of human resources and professional institutions on workforce competitiveness using welding technology variable as a mediating variable. Design/methodology/approach This study used quantitative research by using partial least square – structural equation modeling (PLS-SEM) to analyze the collected data. Findings Based on the results of the analysis, it was noted that there was a significant influence between government policy, quality of human resources and professional institutions on welding technology. The coefficients are characterized by a positive direct relationship, which means that the higher the quality of government policy and human resources professionals variables, the higher the value of the institute of welding technology. Social implications This study recommends that government should create policies that have benefits to competitiveness of Indonesian workforce. Implications from this study support government to use the model to determine and initiate policies in the field of welding as well as establish clear and standardized operating standards and recruitment process (government apparatus) that can accommodate the competitiveness of welding workers in Indonesia. Originality/value The originality of this paper is that the participatory approach was adopted in this study using PLS-SEM. In addition, this study was one of the first studies to carry out research at the BNSP office, BLK-Bandung-Jakarta, Makassar, B4T and dismiss the Ministry of Manpower and the Ministry of Industry in Jakarta, Indonesia, where there was no research in this location. Previous studies conducted research in various case studies.

In the era of Industry Revolution (IR) 4.0, business and industry are being transformed by a new wave of digital technology. In order to boost the economy’s prosperity in Malaysia, skilled workforce or well-trained manpower is vital in accomplishing the goal.However, it requires mainstreaming Technical and Vocational Education Training (TVET)in education system by providingcomprehensive training, effective research consultancy, holistic courses, collaboration, student placement and program attachment opportunity. Coherent from this issue, the government can produce more skill workers that can handle the rapid changing world of work. In Malaysia, there are more than 1000 TVET institutions, where 506 are considered as public institutions. However, itstill receives less attention by the students after secondary education. The identified potential factors are TVET instructors, current policy in Malaysia, social perception, employers’ perception, parents, facility, education cost and student themselves. Therefore, this study aims to rank these factors according to the levels of importance using Analytic Hierarchy Process (AHP) method. AHP is a method used to rank criteria by assigning the weight for each criterion. In this study, primary data is collected using questionnaires from 32 TVET instructors of Institut Kemahiran Belia Negara (IKBN) in northern region of Malaysia. The result of AHP shows that the variable of parents is the most influential factor with the weight of 18.81%, followed by the variable of facilities (18.56%). Conversely, the least influential factor is the variable of social perception with the weight of 7.21%. Hence, the government should implement appropriate strategies to attract more secondary school students to enroll in TVET programs. Due to the growth of skilled workers, our country is expected to transform the landscape of the manufacturing industry over the next decade. Hence, developingthe country’s productivity and curbing youth unemployment.

Abstract:
Abstract Objectives The COVID-19 pandemic has significant potential implications for health systems, but little primary evidence is available on effects on health and nutrition services. We aimed to examine changes in service provision and utilization during the pandemic in Uttar Pradesh, India and identify positive adaptations to service delivery. Methods We conducted longitudinal surveys with frontline workers (FLW, n = 313) and mothers of children < 2 years (n = 659) in December 2019 (in-person) and July 2020 (by phone). We also interviewed block-level managers and obtained administrative data. We examined changes in service provision and utilization using Wilcoxon matched-pairs signed-rank tests. Results Compared to pre-pandemic, service provision reduced substantially during lockdown (83–98 percentage points, pp), except for home visits and take-home-rations (∼30%). Most FLWs (68–90%) resumed service provision in July 2020, except for immunization and hot-cooked meals (< 10%). Administrative data showed similar patterns of disruption and resumption. FLW fears, increased workload, inadequate personal protective equipment (PPE), and manpower shortages challenged service delivery. Key adaptations made to provide services included: delivering services to beneficiary homes (∼40–90%), social distancing (80%), using PPE (40–50%), and telephones for communication (∼20%). On the demand side, service utilization also reduced substantially (40–80pp) during the lockdown, but about half of mothers received home visits and food supplementation. Utilization for most services did not improve after the lockdown, bearing challenges of limited travel (30%), non-availability of services (26%), fear of catching virus when leaving the house (22%) or meeting service providers (14%). Conclusions COVID-19 affected the provision and use of health and nutrition services despite efforts at service restoration and adaptations. Strengthening logistics support, capacity enhancement, performance management, and demand creation are needed to improve service provision and utilization during and post-COVID-19. ABSTRAK PT Berau Coal merupakan perusahaan batubara yang terletak di Kabupaten Berau, Provinsi Kalimantan Timur. Sebagai perusahaan yang mempunyai visi menunjang perwujudan cemerlang melalui peran aktifnya sebagai pengalihragam energi yang eksponensial, PT Berau Coal komit terhadap program Corporate Social Responsibility (CSR). Dalam CSR Policy perihal Pengembangan Masyarakat, PT Berau Coal mempunyai tujuan untuk mendorong komunitas sekitar tambang untuk berperan secara aktif dalam pemberdayaan masyarakat melalui pengembangan sumberdaya manusia, penguatan pranata sosial budaya dan pengembangan sumber daya ekonomi menuju masyarakat yang berdaya sejahtera dan mandiri secara bekelanjutan. Pada tahun 2018, penyerapan tenaga lokal di Kabupaten Berau menurut data Dinas Ketenagakerjaan dan Transmigrasi (Disnakertans) Berau hanya 30 % dimana permohonan kerja sektor tambang masih mendominasi di masyarakat. Menurut Peraturan Daerah Kabupaten Berau nomor 8 tahun 2018 tentang Perlindungan Tenaga Kerja Lokal, pemerintah daerah memberikan aturan kepada pengusaha untuk wajib mengupayakan pengisian lowongan pekerjaan di dengan tenaga kerja lokal paling sedikit 80% sesuai dengan syarat kualifikasi yang dibutuhkan. Untuk menutupi kesenjangan tersebut, PT. Berau Coal melalui CSR-Yayasan Dharma Bakti Berau Coal memberikan pelatihan kerja (vokasional) berupa sistem pemagangan kepada pemuda lingkar tambang sebagai bentuk komitmen dan kepatuhan perusahaan terhadap regulasi daerah. Sesuai dengan pilar CSR, program vokasi memiliki tujuan untuk mengembangkan masyarakat lingkar tambang dan juga menjadi asset yang dibentuk oleh organisasi sehingga kemampuan ataupun hasil dari pendidikan vokasinya dapat diserap oleh perusahaan di area operasional PT Berau Coal. Salah satu pilot program tersebut adalah melalui Program Pendidikan Pengawas Pertambangan, dengan mengacu kepada kompetensi POP dan kompetensi teknis. Metodologi pengembangan masyarakat yang didesain oleh PT Berau Coal menggunakan pendekatan vokasional, dimana metode tersebut menggunakan beberapa tahapan : (1) Konsep link and match diterapkan dari mulai link dengan kebutuhan industri pada saat program akan dilaksanakan dan match dengan kompetensi yang dibutuhkan dalam dunia industri dengan menyisipkan kompetensi izin kerja di operasional PT Berau Coal disesuaikan dengan kurikulum dari peserta pendidikan vokasi. (2) Membuat dan mengadopsi skema kompetensi untuk internal sesuai dengan kebutuhan industri. (3) Pelatihan dengan komposisi 70% on-job-training dan 30% In-Class. (4) Melaksanakan sertifikasi uji kompetensi sebagai persyaratan lulus program dan bagian dari working permit. Target dari pada program tersebut adalah bagaimana peserta didik tersebut dapat siap bekerja dengan budaya organisasi yang ada di operasional PT Berau Coal sebagaimana layaknya karyawan bekerja. Dengan model pengembangan masyarakat tersebut, program dapat memberikan dampak positif secara langsung untuk organisasi, diantaranya dengan menyiapkan tenaga kerja yang siap kerja melalui talent pool. Selain itu, perusahaan juga dapat menutupi kesenjangan komposisi tenaga kerja lokal yang ada di PT. Berau Coal dengan cepat sesuai dengan kebutuhan operasional perusahaan. Ketiga, program tersebut memberikan dampak secara langsung terhadap blockade/isu-isu lokal mengenai serapan tenaga kerja lokal yang erat terjadi di perusahaan tambang yang dapat berdampak terhadap kegiatan operasional. Kata Kunci : Corporate social responsibility, pendidikan vokasi, pengembangan masyarakat lokal ABSTRACT PT Berau Coal is a coal company that is located at Berau Regency, East Kalimantan Province. As a company which has vision to enable a brighter future through becoming an exponential energy transformer, PT Berau Coal commits to have a Corporate Social Responsibility (CSR) programme. In CSR Policy regarding people development, PT Berau Coal has an objective to enforce communities around mining activity to actively contribute in community empowerment through developing human resources, strengthening social and cultural institutions and developing economic resources towards a sustainable and prosperous community. According to Department of Manpower and Transmigration, local employees who work in the mining sector within Berau Regency only around 30% in 2018, where the job demand in mining sector is still dominated. Referring to Berau Regency Local Regulation no 8 year 2018 about Protection of Local Workers, it is stated that local government provides rules for employers that should fill the job occupancy with at least 80% local workers with required qualification requirements. To cover the gap , PT Berau Coal through CSR-Yayasan Dharma Bakti Berau Coal is giving vocational training in the form of an apprenticeship system for fresh graduates around mining company as company’s commitment form and company’s compliance to local regulation. According to CSR’s pillar, vocational program has a vision to develop community around mining area and become a meaningful asset which is formed by organization so the result of vocational education can be absorbed by companies within PT Berau Coal operational area. One of the pilot programs is Mining Supervisor Development Program which is referring to POP competencies and technical competencies. Methodology of society development by using vocational approach is designed by PT Berau Coal. This method is using several steps (1) Link and Match concept which start to apply from link with industrial needs when the program starts and match it with competencies that are needed with industry, adding operational work permit competencies at PT Berau Coal, adjusted with curriculum from vocation education participants. (2) Creating and adopting scheme of competencies for internal in accordance with the industrial needs. (3) Training program with composition 70% on-job-training and 30% In-Class. (4) Implementing competencies test as requirement to pass the program and part of work permit. The target for this program is how program participants are ready to work with organization culture at PT Berau Coal. Through this society development model, the program can give positive impact directly for the organization by preparing workers who are ready to work through the talent pool. In addition, the company can also covered the gap in the composition of the local workforce in PT. Berau Coal quickly according to the operational needs of the company. Lastly, this program give direct impact to blockade and local issues regarding local worker absoprtion in mining companies that can have an impact on operational activities. Abstract:
Existing research (Guarnizo et al. 2003; Portes, 2001; Cohen and Sirkeci, 2005) has endeavoured to clarify the relationship between migrants' transnational activities and their integration into the host society. Although there are both positive and negative perspectives on this relationship, it remains unclear whether migrants' transnational activities are likely to help or hinder their integration into the host society (Vertovec, 2009). This thesis uses the lens of social capital and diaspora identity to shed light on the relationship between Indonesian migrants' transnational activities and their integration in a multi-ethnic town in South Korea. The influx of migrants from various countries has led to the creation of what is called ‘Borderless Village', where people have opportunities to build intercultural connections beyond their national group. Based on ethnographic fieldwork with a group of Indonesian migrants, which themselves show social disjunctions in terms of region of origin, language, religious belief and cultural practices, this thesis examines the integration patterns of Indonesian immigrant groups in this town. In terms of whether transnational activities help or hinder integration in South Korea, I argue that both realities co-exist, and that the status of Wongok-Dong as a migrant enclave and the internally divided nature of the Indonesian migrant group itself are key factors in this regard. Indonesian migrants achieve integration among themselves by performing economic and socio-cultural transnational activities, thereby transcending divisions within the group. Although there are differences in terms of their capacity to conduct transnational activities that are shaped by each Indonesian immigrants' different types of social capital, they are able perform transnational activities through creating and utilising ‘hidden social capital'. This is generated when Indonesian migrants strategically reveal one of their identities, such as Indonesian, Muslim or other positions, rather than emphasising their regional origin in Indonesia to achieve their objectives such as pursuing economic profits, saving face and maintaining livelihood. Through mobilising these additional identities, most Indonesians can access resources that enable them to perform transnational activities – making international phone calls, occupying cultural spaces, participating in national celebrations – beyond their regional affiliations. In this regard, Indonesian migrants integrate into Wongok-Dong by performing transnational activities due to the features of the town as a migrant enclave. However, they are isolated from mainstream Korean society, as they only achieve integration into the multiethnic space of Wongok-Dong. Thus, this research adds crucial dimensions to theories of the relationship between migrants' transnational activities and integration into their host society through redefining both the features of the diaspora group and the role of social capital.

Abstract:
Burnout is a common occurrence for many healthcare social workers, though little academic literature addresses the impacts of the organizational environment on burnout among healthcare social workers. The purpose of this correlational study was to evaluate what organizational factors predict burnout in the healthcare environment while considering sociodemographic and organizational factors. An adaptation of Maslach's multidimensional theory of burnout served as the framework for this study. Surveys were distributed to members of the National Association of Social Workers who are employed in healthcare environments, resulting in a sample size of 237 useable responses. A multiple linear regression statistical analysis indicated that workload, reward, values, and level of care predicted emotional exhaustion, and therefore the potential for burnout (p < .001). Findings were consistent with the theoretical framework employed. Policy implications include the need for healthcare environments to develop standard operating procedures to address organizational barriers for social workers that contribute to social workers burnout. Implications for social change include an identified need to address burnout through healthcare organizations, professional associations, and academia using education, intervention, and policy.

Abstract:
This thesis explores the connection between policy creation and social work practices that are related to this policy. The main aim of the thesis is to fill a gap that exists in the research in relation to the connection between particular policies concerning the care and protection of children and the social work practices related to these. Primarily, I am interested in the experiences of social workers in community groups and the issues and problems they face in trying to integrate these policies into their everyday practice. The thesis presents four case studies that highlight the interactive relationship that exists between policy and practice. These case studies have been developed from the interviews I conducted with care and protection community workers in Christchurch in 1999. The first two case studies - the development of the Children, Young Persons and Their Families Act (1989), and the process of devolution that occurred through the 1980s and 1990s - look at particular policy developments that have impacted on care and protection social work, and explore the way that policy creation and implementation is contingent on the specific time and place in which it is developed. The second two case studies - Family Group Conferences and Strengthening Families - focus on two quite different forms of social work practice and provide an insight into the way that policy is implemented and used by practitioners at ground level. These four case studies form the basis of an argument around the idea that policy and practice are dynamic and interactive processes that will inform and change one another. Rather than seeing policy as something that is created by bureaucrats in the state and applied by practitioners at the ground level, I argue that the policy process is more complex than this. The case studies provide practical examples of this idea, and explore the complexities of policy development and the relationship between policies, policy actors and specific community social work practices - an area about which there has been little research.

The social work profession has long touted a dual focus on service within micro and macro realms of practice, preparing social workers to serve marginalized populations at the boundary between the powerful and the powerless. Research, however, has shown that macro social work, or policy practice, has diminished. Current research has been inconsistent in identifying predictive factors of increased policy practice. With recent efforts by the profession to bolster waning policy practice among social workers, it is vital to identify factors that predict higher engagement. Theoretical frameworks suggest that professional socialization in policy practice as a group norm, having resources to participate in policy practice, being psychologically engaged in politics, and engaging in recruitment networks tends to increase policy practice. Based on these frameworks, professional socialization, policy practice preparedness, type of employment, and social media use were considered as potential predictive factors of engagement. The purpose of this study was to analyze these factors that may predict policy practice among social workers. Survey research was used to gather data from practicing social workers in Illinois (N = 93). A hierarchical multiple regression analysis empirically validated that higher levels of perceived professional socialization and policy practice preparedness both predicted higher levels of policy practice. Additionally, social workers who reported primary roles as administrative were more likely to engage in policy practice than direct practitioners. The results point to a need for the social work profession to bolster knowledge and skills in policy practice, reinforce professional identification in policy practice, and mobilize leaders to recruit and mentor direct practitioners.

Abstract:
Resource Family Approval (RFA) is a policy that was recently enacted in California. The process seeks to merge existing policies on the regulations of families who wish to care for children involved in the foster care system. The purpose of this study was to understand the perceptions of resource family approval social workers and the implementation of RFA. Ten participants were chosen from the resource family approval unit from a county child welfare agency. The study was a qualitative design with in person interviews. Common themes emerged in responses to social worker's thoughts about RFA, social worker's ideas for preparing other workers, families and the agency, and advice to new workers in RFA. The study found that participants had mixed responses regarding their own thoughts about RFA. The majority of the participants in the study felt that RFA was good in theory but not in execution. The study also revealed that RFA workers needed to be open-minded and focus on communicating with all parties involved in RFA. One of the recommendations is for policy makers to assess the effectiveness of the policy before enacting changes and give the policy time to work itself out before trying to change things so often. Another recommendation is that it is critical to offer ongoing trainings to both the workers and the families for RFA to be implemented and run smoothly and effectively within the community.

One of the major problems encountered in the implementation of the rule of law is in the absence of the meaning of law or what it wants to tell is not clearly defined, the true meaning is revealed through interpretation. In labor law and social security law; Although the review will benefit from the rules for the common law, workers-interpretation in favor of the insuree is effective. This policy is considered as one of the fundamental policies of the Labour and Social Security Law. Located between the basic policies of business law, the protection of the workers, which is a consequence of the interpretation in favor of the insuree policy, shows itself in the form of interpretation in favor of the insuree in the social security law. One factor for necessity of supporting interpretation in favor of the insuree is, social security right is among the basic human rights. In particular, the interpretation of legislation related to the social security right by constitutional guarantee, it is important to keep in mind this basic policy. The overall purpose of the social security law is to benefit from this right by more people, namely the expansion of the scope. In this study, the place of interpretation in favor of the insuree and limitations related to this interpretation will be examined in the light of samples of Supreme Court Decisions and regarding substance of the Constitution and laws.

In December 2010, Qatar won the rights to host the 2022 FIFA World Cup. The announcement came with increasing pressure from international human rights organizations, media and other groups for Qatar to reform its labor laws, which governs the lives and working conditions of foreign workers in the country. Although Qatar continues to develop and implement major reforms to its labor laws, until now there was no one unique tool based on survey data to evaluate the impact of the government’s policies on guest workers. The objective of this paper is to present the Qatar Guest Workers’ Welfare Index (GWWI), a multi-dimensional comprehensive tool based on survey data of migrant workers developed by the Social and Economic Survey Research Institute (SESRI). In addition to assessing and tracking the welfare of this population, the objective of the index is to identify areas of improvement to guide policy formulation.

Abstract:
This article compares inequality in US employment across social groups in the Great Recession and the COVID-19 pandemic. We develop an inequality measure that captures both how much employment declines during a recession and the persistence of those declines. The results show a significant shift of job loss from men in the Great Recession to women in the COVID-19 lockdown. White workers fare better than other racial/ethnic groups in both recessions. Black and Hispanic women are hit especially hard in the COVID-19 pandemic. With our job loss measure, less educated workers had modestly worse outcomes in the Great Recession. However, during COVID-19, less educated workers suffer much more severe employment consequences than more educated groups. We discuss long-term effects of employment inequality and how these findings are relevant to debates about policy responses.

While the demand for services for a rapidly growing elderly population is constantly increasing, the workforce delivering social care services is shrinking, with many workers reaching retirement age. Tackling the challenges related to recruitment and retention of qualified staff – and developing innovative approaches to the delivery of social care services – is becoming increasingly urgent, particularly in rural and sparsely populated areas (SPAs). This policy brief gives an overview of examples across the Nordic Region aimed at tackling these resource challenges and exploring innovative ways of organising and delivering social care services in rural areas and SPAs. It is based on a desk study funded by the Nordic Welfare Centre (see more about this on the last page).

Vocational training systems in middle-income countries are going to face multiple challenges in the post-COVID era, notably, challenges related to (1) automation; (2) the transition to a green economy, and (3) demographic pressures. Of these, automation - linked to the burgeoning ‘fourth industrial revolution’ that is set to transform the global economy - represents the most serious challenge and is the only one of the three challenges discussed in any depth in this paper. Whilst estimates of the likely scale of automation in the coming years and decades vary widely, it appears likely that waves of automation will lead to a dramatic decline in many kinds of jobs that largely involve routine, repetitive tasks. These trends pre-date COVID-19, but the disruption caused by the pandemic provides an opportunity to prepare for these challenges by implementing vocational training system reforms as part of the Build Back Better agenda. Reforms to vocational training systems will be crucial to ensuring middle-income countries respond appropriately to accelerating labour market changes. However, they should only form a limited part of that response and need to be integrated with a wide range of other policy measures. Vocational training reform will need to occur in the context of major reforms to basic education in order to ensure that all workers are equipped with the cross-cutting cognitive and socio-emotional skills they will require to perform hard-to-automate tasks and to be able to learn and adapt rapidly in a changing economy. Middle-income countries will also likely need to progressively expand social protection schemes in order to provide a safety net for workers that struggle to adapt to changing labour market requirements.

Children with disabilities suffer disproportionately from the learning crisis. Although they represent only about 1.5% to 5% of the child population, they comprise more than half of out-of-school children globally. Inspired by a commitment that every child has the right to quality education, a growing global drive for inclusive education promotes an education system where children with disabilities receive an appropriate and high-quality education that is delivered alongside their peers. The global commitment to inclusive education is captured in the Sustainable Development Goal 4—ensuring inclusive and equitable education and promoting lifelong learning opportunities for all. This paper explores inclusive education for children with disabilities in Mongolia’s mainstream education system, based on a 2019 survey of more than 5,000 households; interviews with teachers, school administrators, education ministry officials, and social workers; and visits to schools and kindergartens in four provinces and one district of the capital city. Mongolia has developed a strong legal and policy framework for inclusive education aligned with international best practice, but implementation and capacity are lagging. This is illustrated using four indicators of inclusive education: inclusive culture, inclusive policies, inclusive practices, and inclusive physical environments. The conclusion presents a matrix of recommendations for government and education sector development partners.

Effective programs that avert new HIV infections among sex workers and their partners, and hence the general population, are critical components of national HIV-prevention strategies. Prevention efforts have frequently relied on interventions that reach members of these vulnerable groups as individuals, such as condom promotion and STI management. Now, many researchers and program implementers are increasingly turning to “environmental-structural” interventions that address the physical, social, and political contexts in which individual behavior takes place. A recent Horizons study conducted jointly with two Dominican NGOs—Centro de Orientación e Investigación Integral and Centro de Promoción e Solidaridad Humana—and the National Program for the Control of STDs and AIDS assessed the impact of two environmental-structural models in reducing HIV-related risk among female sex workers in the Dominican Republic and compared their cost-effectiveness. As detailed in this brief, the models, built on years of experience gained from sex worker peer education programs, drew from the strengths of both community solidarity and government policy initiatives and engaged community members in both program and policy development.
