Abstract:
The Chinese Communist Party's economic reforms have at times slowed down and have even halted, but they have not deviated from their course of loosening government controls, moving towards a more market-orientated economy, and opening up to the outside world. The Party's policy towards the intellectuals, whose skills are crucial to economic modernization, have generally followed the shifts in the economic sphere, but the shifts in the intellectual sphere have been more extreme and have at times deviated from the course. This was the case in the autumn of 1983 with the campaign against western spiritual pollution. Although the campaign quickly dissipated in the economic realm and scientific community, it continued on into 1984, specifically against those intellectuals who were influenced by such western thinkers as Sartre, Freud, Kafka and Euro-Marxists. The Party charged them with causing ideological confusion and questioning of the Party and socialism.

Abstract:
PurposeDespite major market-orientated reforms to enhance the competitive advantage of Russian domestic firms, the antecedents and consequences of frontline employee (FLE) customer orientation (CO) remain poorly understood. Acknowledging this paucity of research, the authors draw upon a hierarchical model of personality to examine personality trait determinants of CO and job performance in the context of the Russian financial services sector.Design/methodology/approachData was collected from 186 FLEs using a self-administered survey questionnaire and analyzed using AMOS.FindingsThe results identify which basic personality traits matter in translating FLE CO behavior into higher job performance in the Russian retail-banking sector.Research limitations/implicationsLimitations of the study include the generalizability of the findings within one organizational context. Future research should examine whether the found associations hold true for FLEs working in other service sectors in other parts of the country.Practical implicationsStudy findings differ significantly to Western-based research and provide valuable insight into the process that motivates Russian FLEs in a commercial retail setting to perform better in their jobs.Originality/valueThis is the first empirical study that employs a hierarchical model of the effects of basic personality traits on FLE CO and job performance in a former socialist/communist economy. We also advance existing research on FLE CO by distinguishing between two types of CO behavior. Findings provide an understanding of those personality traits that affect the ability of Russian FLEs to better satisfy customer needs and to interact and serve customers in an enjoyable way.

Abstract:
ABSTRACTThis study explores the social construction of agency and wellbeing among 20 Chinese urban retirees aged between 50 and 82 years old (averaging 67), with a special focus on the impact of earlier life experiences in shaping later-life pathways. Today's retirees in urban China have experienced the communist collectivist ideology during the Mao era as well as the changes to everyday life brought about by the economic transformation from centrally planned socialism to a market-orientated economy. Thereby, life in retirement for Chinese elders becomes more than just an issue of dealing with increases in discretionary time after exit from full-time work, but also one of making sense of their earlier life experiences in the midst of dramatic social changes. A grounded theory approach with semi-structured, in-depth, face-to-face interviews was used for data collection and analysis. Three interrelated themes emerged: (a) reminiscence as a mechanism of meaning-making, (b) discovery and exercise of agency in later life in contrast to a rigidly structured earlier life, and (c) varying pathways to constructing the life-stage of retirement. The findings have refuted gerontological literature and public discourse that often portray Chinese elders as passive care recipients or helpless dependants. Further, the present study has practical implications for developing policies, designing programmes and providing services to improve the quality of life for today's older Chinese people.

Abstract:
The economic reform started in 1986 has transformed Vietnam from one of the world’s poorest countries 35 years ago to a lower middle-income country (MIC) in 2010. Poverty rates dropped from 70% in 1986 to below 2% in 2021. The transition from a central planning system to a socialist market economy is the fundamental underlying factor of Vietnam's success. Using the historical institutional framework that Lee (2018) [1] developed, this study aims to explore the country’s transition from a central planning system to a socialist market economy over the past three decades. The findings demonstrate that the country’s transition to a socialist market economy has been taking a gradualism and dualism path like China. In addition, the study also illustrates how the economic reform and globalization processes pushed the institutional transformation in Vietnam to meet the demands of multiple economic sectors and ownerships as well as accommodate international commitments that the country entered. Finally, Vietnam has been cautious in its political reform over the past few decades. Yet, this is inevitable as a result of the country’s socio-economic development process as well as the global and regional rapid changing context. The implications for Vietnam include: (i) Vietnam needs to transform its growth model toward a knowledge-based, higher-added-value, and more environmentally-friendly pattern; (ii) while there is significant progress in institutional transformation, bottlenecks and challenges remain. This should be addressed effectively to unlock the country’s potential; (iii) political system reform is inevitable as conditions are mature. Domestic demands and international requirements are putting increasing pressure on the changes. However, this process will likely move forward and take place within the political system rather than by civil society or outsiders. Doi: 10.28991/ESJ-2022-06-05-03 Full Text: PDF

Abstract:
The objective of the research project is to contribute to the understanding of the auditing profession in Vietnam. In particular, it provides information on the challenges facing auditors in an emerging economy where economic transformation is in progress and where auditing, as a profession, is under development. Auditors operate in an environment of conflicting priorities where they must maintain independence and objectivity in discharging their responsibilities to stakeholders and society. In Vietnam, the audit profession only came into existence in 1986 when the country embarked on its new economic model. Whilst studies have been conducted on the status of current accounting practice in Vietnam, studies regarding the audit profession have been limited. In this research project an examination of the issues affecting audit quality in Vietnam are investigated and suggestions for changes to address the deficiencies are made. In particular, the project focuses on the relevance and appropriateness of the education of auditors. A national survey of accountants, auditors and accounting academics in Vietnam was undertaken. The survey results indicate that in Vietnam there are deficiencies in audit practices over and above those commonly observed in other countries. These deficiencies are the result of the unique history of Vietnam, the current stage of economic development and the education system for auditors. From an auditing perspective, the slow adaptation of the education system to the new economic environment is having negative effects on accounting graduates and their employment prospects. Although inadequate training was identified as the single most important factor affecting audit quality, the ineffective enforcement regime was also a contributing factor. This research project indicates that there is a need for an overhaul of the current education system in Vietnam and for universities to develop an accounting and auditing curriculum that meets the needs of employers while complying with government’s education objectives and international standards of auditing and accounting.

Abstract:
After more than 30 years of fast economic development since the Reform and open up to the world in 1978. Chinas socialist market economy is ranked at the worlds second largest economy by nominal GDP. and the worlds largest economy by purchasing power parity according to the IMF today. In spite of the outstanding economic data. China is facing numbers of problems like overcapacity and high financial risk. The goal of this thesis is to dig into the hidden realities behind the fast economic growth of China mainly through analyzing the economic situation after the 2008-09 Chinese economic stimulus plan. which is known asthe 4 trillion RMB (USD 586 billion) stimulus package announced by the State Council of the Peoples Republic of China on 9 November 2008. It is regarded as an attempt to minimize the impact of the global financial crisis on the worlds second largest economy. However. critics of Chinas stimulus package have blamed it for causing a surge in Chinese debt and overcapacity since 2009. particularly among local governments and state-owned enterprises.

Full text
Abstract:

Chinas first comprehensive competition law, the Anti-monopoly law of the People’s Republic of China (AML), was enacted on August 1, 2008. Despite a long history of planned economy, the Chinese economy has developed into one of the fastest growing economies in the world during the last decades. The adoption of the law was a crucial step towards a more market-based economy. Article 1 of the AML states that one of the aims to achieve with this law is to develop a socialist market economy. The notion was founded in the 1990s and can be found in several other Chinese legislations.

The concept has no prominent definition and can be interpreted in many different ways, which opens up for the ruling Party to interpret the notion in accordance with their political believes. The central government will probably put most emphasize on the word “socialist” instead of “market economy” when interpreting the concept. The concept is of central meaning and will affect the interpretation of the other aims stated in article 1. The other aims are not ranked in any hierarchical order and are in conflict with each other. The central government will give priority to the aims which are beneficial for a socialist society. The aim to promote public interest, which includes state owned enterprises, will be strongly favored. Also the aim economic efficiency will be prioritized since China strives to become a rich country. Consumer welfare will not be highlighted but might be more important in the future.

One reason that the aims are vague and not put in any hierarchical order could be that the objectives for adopting AML were not solely of competition reasons. The objectives show that AML is part of a wider economic policy. Neither does the central government strive towards a free market. Instead the goal is to establish a fair market. A fair market will most probably be a market beneficial for state owned enterprises and can therefore be contradictory to the keystones of competition. Competition principals arise from sophisticated market economies and China aims to apply those principals in the light of socialist ideology. AML covers the general competition provisions but with a specific chapter to regulate administrative monopolies. It can still be seen as contradictory to prohibit administrative monopolies but without any sanctions stipulated for violation of the provisions.

Also the fundamental elements for establish effective competition are missing. The statute cannot be seen as objective or provide legal certainty and the competition authorities do not have divided responsibilities. Neither is any specific competition court established. Other factors that can contribute to an inefficient competition law are China’s history and culture, affected by socialist ideology. Time is required in China in order to develop an efficient competition culture.

Altogether, it is no coincident that the notion of socialist market economy is undefined. The notion includes a quest to enhance the socialist society with strong economic development. More specific guidance is determined by the central government when the right time has come. From a Chinese perspective, the aims in article 1 will be achieved since the undefined concepts open up for different interpretations. From a sophisticated point of view, the aims will not be seen as achieved since no effective competition is established.

Abstract:
The Small and Medium-Sized Enterprises (SMEs) are a necessary element of the social and economic development of the national economy from the perspective of their significant contribution to employment, innovative capacity, and flexibility. Innovative SMEs are necessary building block in the restructuring of transition economies. The successful reformers of the Central and Eastern Europe countries can promote policies conducive to the development of innovative SMEs, and consequently benefit from the economic advantages of SMEs. However, the majority of the Commonwealth of Independent States (CIS) countries are lagging behind significantly. This paper gives the analytical description of the development of SMEs in post-socialist countries during the transition process within the framework of the market reforms. The main barriers to growth of SMEs with innovation capacity are the institutional environment, and the inadequate attitude of the government towards small companies. The countries which integrated to European Union been able to overcome these barriers considerably, while the CIS countries do not have a record of significant achievement in this area.

Abstract:
In the modern market models state banking system plays the most significant role in the functioning of economic mechanism. It ensures control of total money supply, regulates movement of cash flows, and realizes accumulation and investment of financial resources, crediting different trades and people. In transition from socialist model of economics to market economy a precondition for the start of reformation of economic relations is multi-branch state banking system. In the beginning of 1990-s creation of such banking system began in Ukraine. However, crisis situation in economics that developed in 2008 has shown how imperfect and unadapted to the regularities of market economy was banking system in Ukraine. Now Ukrainian economics like world economy is recovering. However, the problem of growing treasury deficit and national debt becomes issue of the day for the Government as drastic, not predicted variations of foreign currency are able to make an impact on loan market. The article describes history of building Ukrainian banking system starting from market reforms. It gives analysis of the reasons that have caused collapse of the banking system under conditions of the global economic crisis of 2008. It also evaluates prospects for further development of banking sector in Ukraine.

Abstract:
In most of the former Soviet economies with the start of transformation, revenue loss and lax payments discipline led to low revenue sharing, as well as inefficient tax collection and tax avoidance is common as a major problem has affected economies in transition. In this study, central and Eastern Europe and the former Soviet Union transition countries experienced in tax payments discipline and collection issues are dealt with and a socialist state transformation to a capitalist state in the transition to a market economy from a centrally planned economy with the sustainability of budgetary constraints between state and market are considered. At this point in particular; simple and flat rate tariff preferred in the tax system have considerably reduced the size of the informal economy in transition economies and also the balance has been achieved in fiscal discipline with performance-based budget preferred in the budget system. As a result, about 25 years of the transition-transformation process stages are evaluated in the context of tax system, budgetary and fiscal discipline.

Abstract:
In the world economy, since 1960s, countries, which are open and apply liberal policies succeeded higher economic growth and welfare. Therefore, liberal policies became more attractive. In that case, the transition, which has political, economic, and socio-cultural aspects, means moving from socialist-authoritarian structure to market based-liberal structures. In the literature, there are many studies which point out labor force and capital are not significant on the economic growth. In addition, the literature focuses on the importance of institutions on the economic growth. In this study, we compare the countries which were quickly away from the socialist structures with the countries which were slow on the reforms. Our analysis depends on their economic growth with cross section. However, we know the importance of institutional aspects on the growth research; therefore, we applied 2SLS regression analysis and to determine the economic liberalism indicators we used political rights, civil liberties, years that were under the socialism, openness, secondary school ratio, and public spending/GDP ratio. In the late phase, GDP per capita, as an indicator of economic growth, is explained with an independent variable which is predicted in the first phase via liberalism variable, and labor-population ratio and constant capital stock GDP ratio variables used in Neo-classical Solow-type growth model.

Abstract:
In the literature on economic growth, Kuznets curve shows the relationship between growth and income distribution. According to the Kuznets curve, as per capita income rises, income distribution would first become more unequal, and then less unequal. This means that, in a less developed country poverty is shared; in a developing country the difference between the rich and the poor becomes wider; and in a developed country richness is shared. In economies in transition, from socialism to market economy, however, income distribution should be less unequal because of the socialist system. But during the transition, there occurred recessions that led to falls in income. Therefore, during the transition process, as income decreased, income distribution became more unequal. In this study, the relationship between per capita income and income distribution on the transition economies are investigated by means of panel data analysis. The results obtained are then compared with the Kuznets curve.

Abstract:
The emphasis on entrepreneurship with the importance for economic growth and development is increasing day by day. This situation is particularly feeding the level of development, but also providing to have high level of economic, social, technological and cultural infrastructure in developed countries. In other words, this is particularly the level of sophistication feeding, but also in developed countries, economic, technological, social and cultural infrastructures are also leading to a high level of entrepreneurship. In other words, more entrepreneurial individuals grow in the country which has economic and social conditions in relevant level and this increase the importance of determination on the performance of economic growth. In this study, until the 1990s, private enterprise was almost zero in 1991 to the former socialist countries with the transition process relations of production and consumption was abandoned from planned economy conditions to in the conditions of market economy. In this aspect, the factors affecting economic growth, entrepreneurship and employment variables are the level of savings. After econometric analysis, all independent variables are found significant and the impacts of those variables on economic growth are examined positive. This showed that entrepreneurship took a place as an important factor on growth performance of countries in development such as labour and capital.
