One of the key problems in managing the development of territorial socio-economic systems is inconsistency and contradictory interests of various economic agents. In modern conditions, it is impossible to avoid the need to reconcile interests, even when one of the parties is the subject of management. The article examines the process of regulating behavior of economic agents in the system of strategic management of territorial development. The procedures of decision-making and the influence of various factors on them, including regulators are analyzed. Developing of an approach to managing the behavior of economic agents in the territorial socio-economic system based on the interests of not only management systems, but also the economic agents themselves.Methodology.The research is based on the principles of system and complexity, factor analysis, comparative analysis, grouping methods, economic and mathematical modeling, elements of set theory and fuzzy logic are also used.The general methodical scheme of behavior management of economic agents at the regional level, characterized by the presence of an iterative procedure of differential impact on the factors and deterministic properties of the behavior of agents with a mechanism for assessing the degree of influence of regulatory actions based on feedback, is proposed. The developed approach allows to form within the framework of market mechanisms, the target scenario of the behavior of economic agents in the process of developing a coherent strategy for the development of the regional socio-economic system.The development and adoption of managerial decisions should be based on taking into account the interests of all stakeholders. Therefore, this role of public authorities also includes the definition of regulators, allowing adjusting and coordinating the behavior of other economic agents. It is also should be mentioned that management bodies can also act as interacting agents. Accordingly, local self-government bodies act not only in the role of an element of management system, but also in the role of a legally independent counterparty when interacting with the governing bodies of a constituent entity of the Russian federation.

Abstract This Article explores how constitutional judges can become agents for development and how they may wish to go about performing this role. Due to the high politico-economic stakes involved and the inevitability of trade-offs between competing interests, judicial review of developmental questions is liable to expose judges to negative fall-outs. At the same time, it is fairly common for Asian constitutions to expressly set out the parameters or objectives for economic development that the State is expected to realize, while simultaneously recognizing a suite of (socio-)economic rights, thereby providing textual ammunition to query the validity of a government’s chosen implementation in court. Against this reality, the Article suggests a range of coping mechanisms that can mitigate risks to judicial legitimacy. At its broadest, the decentralized model of judicial review offers judges opportunities to side-step controversial constitutional questions that are unavailable to the same extent, or at all, to distinct constitutional courts. When deciding on the merits of developmental claims, courts should combine a strong presumption of constitutionality as far as the substance of the law is concerned with robust scrutiny of compliance with procedural guarantees. Additionally, courts should be better equipped with knowledge about the methodologies used by and insights from other social sciences to enable them to better evaluate extra-legal evidence submitted. This will also make it possible to better anticipate the likely economic consequences of particular judicial findings, possibly with a view to tailoring their remedies accordingly.

The genesis of integration processes at the micro-, meso- and macro-levels of modern activities of business entities indicates the presence of conceptually new levels of development based on the active use of resource potential, intellectual capital and digital transformation. Practice shows that instability in certain markets affects the complementary segments of the socioeconomic space and necessitates the search for ways of interaction that allow them to function as a single “organism” to achieve a synergistic effect and aggregate strengthening of resistance to external determinants. The social and economic ecosystem is a peculiar structure of synergistic interaction between the authorities, business, technological leaders and socio-economic subjects of the region. In the conditions of uneven development of territories, it becomes necessary in the process of making management decisions to rely on the existing communities of economic agents based on the system theory. The use of the theory of socio-economic ecosystems contributes to the elimination of disparate management processes, the achievement of strategic goals of the socio-economic development of the region. Within the framework of the systematic approach, trends and patterns of development of socio-economic ecosystems are presented. The main tasks of a socio-economic ecosystem are to implement best practices to meet the daily needs of the elements of this ecosystem. Since the ecosystem is located in time and space, then it has historical, geographic, ethnic, political and economic boundaries. In the process of creating a national system of strategic planning and within the framework of normative economics, the scenario approach provides opportunities for constructing goals and directions of socio-economic territories development. Being a planning tool the scenario approach allows forming the directions of regional development. These processes take particular relevance for the regions of our country that are the parts of the Arctic zone, especially in increased interest and attention to these territories resources from other external agents. The main aim of this paper is to elaborate development scenarios for the regions, which are fully or partially included in the Arctic zone and the White Sea catchment area. Based on the dynamics analysis of the main macroeconomic indicators and development trends for 1990–2019, the dependence of indicators for forecasting socio-environmental and economic development of these regions, was built. We applied scenario approach to describe possible development scenarios of Arctic regions in the White Sea catchment area. The novelty of the work is the construction of matrix of development scenarios of the Arctic regions, united by belonging to the White Sea catchment area. The analysis results of macroeconomic indicators for three elements of sustainable development show that the regions have rather weak economic development, stagnation of social indicators and difficult environmental situation. We outlined the problems constraining the development of Arctic regions in the White Sea catchment area and the directions to their solutions. To reach the trajectory of sustainable development is possible under condition of coordination and implementation of the measures taken by the state and regional authorities. This scenario of development strategy according to the innovation trajectory will allow to consolidate activity of federal, regional and municipal authorities of these territories. The integrated development program of the Arctic regions in the White Sea catchment area can be a coordinating platform.

There is increasing interest in the role academic institutions can play as catalysts of change within the territories in which they are located, by contributing proactively to shaping socio-economic development processes. This role for universities takes us beyond the typical focus on knowledge transfer activities or broad economic impacts. It highlights in particular the contributions of ‘softer’ disciplines such as management, economics, the humanities and public policy. This paper explores this proactive strategic role for academia in regional development by means of an analysis of a particular case of institutional entrepreneurship in the Basque Country region of Spain. The telling of such stories is critical if we are to reach a better understanding of the impact universities can have in their regions beyond a quantitative, market-focused analysis.

Subject. I devise a system approach to identifying and evaluating threats in ensuring the economic security of regions. Objectives. The study focuses on threats to the socio-economic development of regions in difficult geopolitical situations and determines how they can be eliminated. IT is important to determine key threats to the socio-economic development and the way they can be eliminated regionally. Methods. The article employs the multilevel and integrated approaches, a set of methods, such as systems, comparative and structural analyses, road mapping. Results. The article sets forth a road map for eliminating threats to the socio-economic development of regions, metrics to monitor the current situation and identify threats. I analyzed the socio-economic development of regions in the Ural Federal District and pinpointed the main threats. I conducted the comparative analysis of indicators to monitor the socio-economic development of regions, illustrative the cases of the Russian Federation, Ural Federal District, Sverdlovsk Oblast for 2018 year-on-year. The Ural Federal District and Sverdlovsk Oblast were found to exceed Russia’s average indicators in terms of directions of eliminating threats. It is indicative of opportunities to effectively employ the high production capacity of the old industrial region. Conclusions and Relevance. To settle directions of the socio-economic development of regions, economic agents should consider the elimination of threats, such as the new industrialization, comprehensive integration of innovation throughout economic sectors, import substitution, integration of production and social sector. The findings can be used by constituent entities of the Russian Federation to comprehensively assess the socio-economic development of regions, discover the main threats, and choose what should be done to eliminate them.

Crisis phenomena threats are growing on national and global scale against the background of tightened geopolitical and geo-economic competition. Such trends as destruction and degradation, are becoming integral parts of change in the vital function of economic agents, institutional structures at different levels. Therefore, the search for an alternative paradigm for the study and assessment of the transformations of socio-economic systems (SES) is one of the topical directions in the development of economic science. In the objective conditions of constant renewal of world economic relations, proceeding from the multilevel nature of social changes, the article substantiates the need for innovative ways to search, develop and implement strategic guidelines that exclude the raw type of economic development. From the standpoint of the self-organization theory, it specifies that an open system is, as a rule, in a state of unstable equilibrium. The article proves that the purpose of theoretical research and practical actions should be the implementation of controlled effective evolutionary and revolutionary qualitative changes. At the turn of the third millennium, under the increasing impact of periodic civilizational shocks at the stages of economic and political cycles, the determinants of SES stability change over a long period. The transformation of natural factors requires scientific understanding - from motive levers into constraints on the potential for economic growth. The growing volumes of services and the virtual economy are hardly comparable with the products of the industrial sector, while the excessive polarization of incomes hinders economic dynamics. Arguments are given that the processes of changing existing SES can be accompanied by their deformation. The forces of the fall are opposed by compensatory mechanisms of reimbursement for the loss of material, human, information resources. The author focuses on the need to organize and manage the new approaches to the management of SES changes, having in mind time and space scale of the development of integral, interconnected bodies of social and economic agencies at state, corporative as well as individual levels. Crisis shocks of SES transformation are mainly linked with reasons stemming from financialization processes, weakening of sovereignty due to the expansion of global value chains, as well as from major emergencies and disasters, unexpected climate changes, etc. The article suggests improving the conceptual apparatus of transformational changes. The leading trend in modern science is interdisciplinarity. Integration of various scientific disciplines should affect both economics and institutional, social, spiritual, ethnic, moral spheres of life.

The paper analyzes fundamental changes in the economy that take place nowadays as a result of digitalization and globalization of economic relations. The research hypothesis of the paper is a suggestion of the crucial role of transformation processes which can be compared to the Industrial Revolution. The research methods are: historical analysis, institutional analysis as well as systems analysis. The author tries to separate technological, economic and institutional dimensions of economic development. These dimensions center around such concepts as “type of the economy” (technological dimension), “socio-economic model” (economic dimension) and “mode of production” (institutional dimension). The author shows that the industrial type of economy corresponds to the market economic system that can develop under different modes of production — capitalism and statism. Likewise, the digital type of economy corresponds to the network economic system, the basis features being division of labour, direct long-term cooperation and information links between economic agents, trust-based relationships and interdependence. Special emphasis is made on transformation of basic institutions of the market economy as well as transition to the network economy. The author shows that such basic laws of the market economy as pricing, distribution of economic surplus and control over economic activity are no longer valid.

Aim: to analyze the basic documents that determine the strategic vision and implementation of the mission of the city of Ivano-Frankivsk, the volume of services provided, the impact of tourism on the economic development of the city through the number of subjects of tourism, tourists, the amount of payments to the city budget. Describe the main components that determine the current state of tourism development, in particular: hotel and restaurant facilities, staffing and information support. Methodology – the study of the impact of tourism on the socio-economic development of the city of Ivano-Frankivsk is based on a combination of methods of sectoral and territorial analysis. In particular, a systematic approach was used for the study using the methods of comparison, statistical, analytical, etc. This methodology involves analyzing the volume of tourist services provided, the purpose of arrival and the number of visitors based on statistics and reports from individual institutions and businesses. Results – the article analyzes the state of tourism enterprises, the situation on the market of services, indicators of tourist collection in the city budget, the number and geography of tours sold by tour operators and travel agents. Emphasis is placed on comparison of reports of establishments that took participants of mass events with city statistics, outlines the real situation regarding the number of participants in business tourism and sports tourism. The analysis of quantitative changes in indicators of hotel and restaurant establishments has been carried out and their dynamics has been presented in the context of the last two years. Attention is drawn to the information security of the tourist industry of the city. Scientific novelty – for the first time, the impact of tourism on the socio-economic development of the city of Ivano-Frankivsk through the lens of tourist meetings, the development of hotel and restaurant establishments has been analyzed on the basis of sectoral and territorial analysis. The results of the study may underlie the writing of coursework, diploma papers, preparation of lecture-practical material, monitoring of the domestic tourist market. Practical importance. Publication materials, conclusions can be used and used during the educational process, providing training for the national tourism industry, practical activity of tourist enterprises, for the promotion of the city of Ivano-Frankivsk in foreign and domestic tourist markets.

The article is devoted to the prospects of the evolution of the problematics of economic theory in the post-COVID period. At the same time, the author proceeds from a number of methodological assumptions, including the following two. First, one of the general and enduring tasks of this theory is to anticipate the next challenges on the path of socio-economic development. Secondly, the reconstruction of history is considered in economic science as a tool not only for solving current problems, but also for predicting new challenges. For example, is it advisable to maintain the increased influence of the state on the economy in the context of COVID-19 after the end of the pandemic? This is one of the questions facing economic theory. It is given a non-trivial nature by the tendency of increasing various risks faced by socio-economic development. The challenges associated with the artificial overflow of information channels and manipulation of the behavior of economic agents require close attention. As a particularly important task of economic science, the author sees the search for ways to adapt national economies and their agents in the increased turbulence of the economic environment as a «new normality». As a result, the importance of scientific development of institutional and structural solutions that ensure the adaptability of socio-economic systems increases dramatically.

The main problems of sustainable development of business ecosystems are considered. It is proved that promising business ecosystems need to master and use modern, including digital, technologies in managing the level of risk. The purpose of this study is to expand the types of tools that can be used to manage the risk level of failure to achieve sustainable development of business ecosystems. To study the problems of risk management and identify the characteristics of the risk phenomenon in the activities of business ecosystems, the methodology and applied tools of the system economic theory and the operational theory of risk management are used. It is shown that the management of risk of harm to the environment, in the social sphere, and development of anti-risk impacts, reducing the level of risk of not achieving the necessary quality of management, improve the investment attractiveness of economic agents, members of the business ecosystem. The realization research may be of interest to enterprises and organizations that are developing their own strategies for sustainable development within the framework of emerging business ecosystems, or developing their own strategy for choosing and joining some hypothetical business ecosystem.

The article explores the problem of forming strategies for the development of territorial socioeconomic systems based on the interaction of differentlevel economic agents. The study proposes the development of a model tool for territorial development based on the formalization of the principles of interaction between different-level economic agents and the mechanisms for managing their behavior with a view to forming an agreed vector of strategic development of territorial socio-economic systems. A general scheme for the functioning of the territorial socio-economic system from the point of view of forming and realizing the interests of agents is proposed, and key stages of this process are highlighted. The characteristics that make it possible to classify interests are considered. The review of approaches to the coordination of interests of economic agents is carried out, their opportunities and restrictions are revealed.A conceptual model of coordinating the interests of economic agents based on ranking the priority and degree of realization of the key interests of agents using the fuzzy logic apparatus is proposed and allows to formulate an acceptable set of solutions of varying degree of consistency («soft» solutions) in the situation when counterparts can not reach an unequivocally agreed decision. Within the framework of implementation of fuzzy logic methods, appropriate linguistic variables and interval values are proposed to determine these terms. An approach is proposed to determine the degree of coherence of counterparties’ interests. Based on the results of assessing the level of coherence of interests of economic agents, two decisions can be obtained: 1) the level of coherence of interests is sufficient for the realization of interests; 2) the level of coherence of interests is insufficient and requires the adjustment of some parameters. The most interesting is the option, implying the formation of concessions, since it is in this case that there is a direct coordination of the interests of economic agents. The criteria for the formation of the corresponding fuzzy rules are proposed. The implementation of this algorithm will allow to obtain a pair of coordinated interests of agents by forming mutual concessions or to reveal the impossibility of such a solution to the problem.

Space is one of the key and controversial (in terms of content) categories in economics. It is assumed that the methodological basis of spatial development concept, and, correspondingly, the very concept of space itself are classical (mercantilism) and neoclassical (price theory) theories. However, until now the understanding of its nature and its role in creating and transforming modern socio-economic relations remains a debatable issue. The key method of analysis in this work is semantic analysis. The Authors attempt, on the one hand, to reveal a retrospective transformation of space concept, and on the other, to identify the key theoretical and methodological approaches to this phenomenon in modern research. The analysis results in a number of valuable findings. First, the authors identify a synthetic nature of concept evolution, which consists in a specific absorption of previously proposed models and space describing provisions. Secondly, the authors identify the main approaches to space study, for which the determining criterion is the nature of socio-economic relations formed by economic agents, and the processes that these agents implement in various spaces. Thirdly, the authors prove that modern concept of socio-economic space allows for a broader description of interactions of economic agents in translocation aspect. Thus, the scientific significance of the research consists in expanding knowledge approaches to defining the category of space, as well as its analysis in modern economic research.

Microfinance is considered to be the panacea for eradicating poverty from third-world society and this claim by non-government organizations (NGOs) is not unfounded. Evidence from Bangladesh reveals a partial success with respect to this viewpoint. Bangladesh is a poverty-ridden country; however, poor people in rural Bangladesh have shown significant material gains with regard to their lifestyles and it is no longer the case that they only have the bare minimum of food. Despite this significant improvement, it is still confusing as to whether these people have managed to cross the poverty line or not. Data show that poor people never stop borrowing money from the NGOs. The cycle of taking and retaking has made them dependent rather than independent agents in their society. With this viewpoint under consideration, this article seeks to explain the chronological sequence of events involved in taking credit. The ontological position of this study is interpretative in nature and such a position has allowed us to employ both observation and case studies as methodological tools for analysing our area of interest. Finally, this article argues that in order to understand the role of microfinance in Bangladeshi society, rethinking is required.

The authors of the article analyze the modern organizational, structural, methodological and informational problems of developing regional strategies in the period after the adoption of federal law № 172 «On strategic planning in the Russian Federation» and the Methodological recommendations for the development and adjustment of the strategy for socio-economic development of the subject of the Russian Federation . For this, a comparative analysis of regional strategies of the regions of the Volga Federal District was carried out. The following problems were identified: there is no single methodological approach to understanding the essence and basic elements of regional strategies; strategic documents of various types and levels are not agreed upon; long-term interests of economic agents in regional strategies are not consistent; lack of methodological support for the adaptability of targets and forecast indicators to changes in the external and internal environment; different institutional status and planning horizon of regional strategies; there is no single approach to the selection and presentation of target indicators in regional strategies; there is a problem of information support and methodological substantiation of regional strategies. The authors identified key areas for improving the information and methodological support for the development of regional strategies.

Socio-economic values are increasingly noted as prominent motivations for expected LEM users, but socio-economic aspects of user decision-making or market outcomes are not considered in current LEM mechanism design analyses. Here, agent-based simulation is used to analyze expected socio-economic outcomes from LEM operation under a double-sided auction with uniform pricing. The environment is modeled as a virtual LEM platform, operating independently from the underlying power grid. Socio-economic market inputs are produced by income-preference heterogeneous agents, and market outcomes are evaluated by two key socio-economic metrics: energy affordability, and market access. When LEM prices are not restricted to a common range considered by all agents (e.g., between external retail market prices), access disparities may arise; LEM price restriction addresses consumer disparities, but energy affordability gaps are expected to remain. The magnitude of affordability gaps is notably reduced, and bill assistance programs may eliminate remaining gaps, but a mechanism that efficiently realizes socio-economic standards for energy affordability may also reduce expected LEM operation costs. Remaining research gaps are noted, and LEM support for equitable and sustainable energy infrastructure is emphasized.

Purpose – This paper aims to analyse the socio-economic role of museums. Design/methodology/approach – To explore the socio-economic role of museums, relevant literature on the role of museums was reviewed. Books and articles were consulted to shed light on museums as a cultural tourism product offering within the broader context of tourism as a catalyst of societal development. Findings – The literature review revealed that museums are symbols of unity and identity and can serve as a catalyst of economic development of local communities. The article dispels the perception that museums are places where old stuff is stored and that they are at the periphery of societal development. Research limitations/implications – The paper is based on literature review and not an empirical study. Practical implications – This paper proposes that museums should play a more active role in the socio-economic development of society. Social implications – This paper suggests that museums should educate the public about their role and place in society. Most importantly, they should create awareness about the socio-economic opportunities which they create. Thus, museums should position themselves as part of the societal effort to deal with societal challenges and not relegate themselves to the fringes of society. To this end, museums should establish partnerships with other agents of societal development. These organisations include chambers of commerce, educational institutions, government agencies and tourism organisations. Originality/value – The paper dispels the perception that museums are places where old stuff is stored and that they are at the periphery of societal development.

This paper presents an agent-based model that illustrates creative-social entrepreneurial behaviour and its impact on socio-economic development and local resources sustainability. This study conducted an agent-based model simulation test to demonstrate the potential of the model developed through a literature review. The model approach assumes the interactions between agents are influenced by three purposes, which are profit entrepreneur, social entrepreneur and hybrid entrepreneur. The process is captured from the ability of entrepreneurial creativity in exploiting and conserving local resources. The results show the success of a dynamic model in integrating characteristics and creative-social entrepreneurial behaviour. The final model used as a reference to validate the impact and the relationship of creative-social entrepreneurial action on the socio-economic development and sustainability of a region's local resources.

Subject. The modern economic development strongly depend on a powerful regulator, such as grand challenges, which have become a critical barrier, requirement, level that should be attained. Considering the grand challenges, the country set up goals and tasks for the coming period and adjusts operations of economic agents. Therefore, it is necessary to assess the gap between the absolute and current market potential with reference to qualitative and quantitative indicators. The study is called to assess whether Russia is prepared for the existing and arising grand challenges. We also determine risk mitigation methods and the probability of negative scenarios. Objectives. We determine and evaluate the level of socio-economic risks for Russia to respond to the grand challenges. We also pinpoint key directions for the Russian regions to continue their socio-economic development in order to promote their further economic growth. Methods. The study presents the economic-mathematical modeling of the nexus among factors that determine socio-economic risks of the GRP dynamics to find their mitigation methods. In the study, the logit-model with dummy variables that attribute the regions to certain clusters. Results. We analyzed and classified risks of the Russian regions by 10 integral indicators. The article shows homogeneous regional zones exposed to similar socio-economic development risks. We also carry out the multivariate classification of the Russian regions by the risks assessed. As the findings show, the Russian regions strongly differ by socio-economic risks. The article spotlights priorities of the socio-economic development of the constituent entities of the Russian Federation. Conclusions and Relevance. As their key development vector, the Russian regions need to overcome the technological gap, mitigate the S&T potential risk and a drop in the innovative activity of the economy.

One of the most problematic places is insufficiently disclosed issues on the theoretical and methodological platform for investment support of balanced socio-economic development of the region. The paper is based on theoretical and methodological provisions concerning the development of a promising regional strategy for investment development, taking into account the world scientific experience and effective management practice, and the study of the problems of investment development of the regional economy. The study used the method of monographic analysis and comparison to develop a conceptual and categorical apparatus of «regional strategy». Methods of scientific analysis, synthesis and analogies were used to study the development of a promising regional strategy for investment development. And the historical-logical method was used to determine the strategy as a method of setting long-term goals of the organization, its program of actions and priority areas for the allocation of resources. The research result was a content analysis of the content of the definition of «strategy» and «investment strategy». The investment strategy is interpreted as a general direction (program, plan) of investment activities in the region, the passage of which in the long run should lead to the achievement of investment goals and the expected economic effect. An important aspect in the organization of the investment process in the region is determined by the organizational and economic mechanism that regulates the behavior of agents engaged in investment activities. Conceptual provisions of investment support of balanced social and economic development of the region are formed. The author's vision of the investment strategy of the region allows to supplement and clarify its substantive aspects from the standpoint of considering this category as a long-term, high-quality process of providing the region with investment resources in order to achieve sustainable balanced development. The research results may be interesting in the further development and addition of theoretical provisions, methods and procedures that contribute to the study of areas and means of investment for balanced socio-economic development of the region.

The disruptive technologies and cyber-physical production systems are important factors that bring transformations to socio-economic formations. The paper aims to formulate the content, key directions, positive and negative effects of additive economy (AE) in the current transition phase to Industry 4.0. The research method is based on the analysis of structural links in socio-economic systems, where the additive economy potential is realized. The additive economy is treated as a new approach to production technological aspect based on the additive principle of manufacturing and aimed at minimizing the use of primary natural resources for dematerialization of social production. AE is the antithesis of the subtractive economy, which dominates today and uses only a tiny proportion of extracted natural resources. Among the positive effects of AE, there are the reduction in energy intensity of products, dematerialization of production, solidarity of society, economic systems sustainability, and intellectualization of technologies and materials. Among the negative expectations of AE, there are increased information vulnerability of production, risk of losing control over cyber-physical systems, expanding the unification of individuals, and increasing psychological stress. The additive economy is more sustainable than the subtractive economy since it does not require extra components to the production spheres, reduces the resource scarcity, and could satisfy more economic agents’ needs. Therefore, improved production efficiency due to AE promises economic growth acceleration, environmental burden and social risk reduction. This paper presents a methodology and preliminary results of a study to research perceptions of stakeholders and the public towards public libraries in six African countries. The study is closely linked with the EIFL Public Library Innovation Program, which awards grants to public libraries globally to address a range of socio-economic issues facing their communities, including projects in Kenya, Ghana and Zambia. The goal of the study is to understand the perceptions of national and local stakeholders (municipalities, ministries, public agencies, media, etc.) and the public (including non-users) in public libraries in Ethiopia, Ghana, Kenya, Tanzania, Uganda and Zimbabwe about the potential of public libraries and to understand how these stakeholders could best be positively influenced to create, fund, support or to use public libraries. As far as it is known, surveys of this kind have not been done in African countries so the paper acquaints the audience with the field, which has not been explored, and provides background for increased library advocacy in Africa.

Socio-economic relations in the context of market changes give rise to other types of interactions between neighboring regions in the general spatial aspect of the country's development. The market system itself creates a new nature of competitive interactions between various economic agents, accordingly, differentiation between entities increases, all this is characterized by new transformations to minimize this situation at the level of the country and regions. Therefore, recently the regions began to activate their potential capabilities by coordinating actions in a single direction, and one of such integral projects is the Yenisei Siberia complex investment project (KIP ES). The purpose of this study is to study the foundations of the socio-economic development of interacting regions. The research is based on the fundamental provisions of the theory and methodology of socio-economic development, the theory of interaction and scientific research in the field of regional economics. Various methods were used in the study, such as comparative analysis, graphical and tabular methods. To study the aspects of socio-economic development, the participants of the KIP "ES" were considered: Krasnoyarsk Territory, Republic of Khakassia, Republic of Tyva. The project participants have the prospects of cross-border cooperation in the spatial development of the country, and one of the participants has the potential to open an "international corridor" to Mongolia and China due to its peripheral territorial position. The interaction of three subjects of the Russian Federation of different levels of socio-economic development: the developed Krasnoyarsk Territory, the developing Republic of Khakassia and the underdeveloped Republic of Tyva - as a result of the implementation of investment projects included in the EU CIP, will increase the economic potential, strengthen economic ties in the spatial development of territories.

Theoretical conclusions and practical proposals of scientists-economists specializing in the field of economic theory, systems theory, innovative economics, economic security, risk management were used as methodological foundations. It has been established that digital transformation is accompanied by certain risks for socio-economic ecosystems of various levels, creating threats for development purposes. It is substantiated that the main risk of the success of the digital transformation of socio-economic ecosystems at present is a significant differentiation of the regions of the Russian Federation in terms of the level of development of IT infrastructure, the availability of human resources and information security. It was revealed that in Russian economic science there is a tendency to spread the use of the definition of "socio-economic ecosystem" from stable, highly integrated cluster-type formations to regional and interregional levels and to identify their development indicators with the criteria for sustainable development of territories. Subject. The article addresses the standard of living of the population in the Chechen Republic during 2010–2019. Objectives. We focus on developing a set of substantiated proposals for the agents of the State regional and socio-economic policy in the Chechen Republic, aimed at increasing the level of development and competitiveness of the region's economy. Methods. The paper employs the systems analysis, general scientific and economic-statistical research methods. Results. The study shows that the standard of living of the population in the Chechen Republic in 2010–2018 improved at a faster pace than in other subjects, included in the analysis. We demonstrate that high growth rates of the standard of living during the period under study have been achieved, first of all, due to the effectiveness of all development programs implemented in the region. Based on the performed analysis, we offer a set of reasonable measures for the agents of socio-economic policy in the Chechen Republic, enabling to create an effective competitive economy in the Republic within the foreseeable future. Conclusions. To improve the standard of living in the Chechen Republic to the average Russia’s level in the foreseeable future, the conductors of the State regional policy should solve specific tasks. It will also enable the Chechen Republic to fully and on a mutually beneficial basis integrate into the single socio-economic space of the country and world economic processes.

In terms (conditions) of socio-economic crisis, there are changes in the algorithms of acceptance of the investment, financial, management, and other decisions at various levels, which requires the emphasis on the patterns of behavior of participants in financial and economic processes in conditions of risk and uncertainty. The article aims to review the key postulates of behavioral economics, substantiate the possibility and feasibility of applying the theoretical foundations of behavioral economics as the latest model of the irrational behavior of financial and economic relations in practice management at regional and local levels.
The theoretical foundations of behavioral economics are revealed, the preconditions of origin (scientific bases, technological level, socio-economic bases) and stages of formation are determined. The interdisciplinary nature of behavioral economics as a science-based on the provisions of economics, psychology, sociology, neurobiology, and studies of socio-economic problems using non-traditional methods and approaches is proved. The study found that the growing trend of the practical application of behavioral economics at the regional and local levels is associated with the possibility of taking into account, except objective factors, irrational behavior of participants in financial and economic processes in conditions of risk and uncertainty. Behavioral differences between «economic man» and Humans are substantiated. It is established that people have such behavioral features as presumed irrationality; limited cognitive skills, emotions, morals, and social norms; limited selfishness; inconsistency (variability) of preferences. The expediency of studying economic relations at the regional and local levels on the basis of behavioral economics is justified by the possibility of explaining the abnormal behavior of economic agents in conditions of uncertainty and risk, which encourages the search for new behavioral strategies of financial and economic relations.

In the context of the deployment of transient processes and the exacerbation of crisis phenomena in socio-economic systems of various types, the importance of a reasonable setting and correction of development goals increases. For the current situation in the Russian Federation, when the implemented program of constitutional amendments creates the preconditions for the subsequent reform of public authorities and the mechanism of multi-level strategic planning, it is especially important to conduct research in the field of substantiating scientific approaches to the development of mathematical methods for solving the problem of strategic goal-setting. One of the key points in the modernization of the methodological support of strategic planning in the context of the constitutional transformation of the system of public authorities is consideration of the value foundations of activities in the systems of distributed management of socio-economic development, analysis of the problems of formalizing the setting of goals by the participants in the multi-level strategic planning process and substantiation of the structure of the theoretical model of goal-setting. The article considers the general characteristics of the functioning of the system of state strategic planning in the Russian Federation from the point of view of goal achievement. The institutional and conceptual foundations of goal setting are presented. The relationship between the concepts of “goal”, “target indicator” and “target function” are shown. The interrelation of the tasks of goal-setting and programming of the activity of an economic agent is characterized. An approach to formalizing goal-setting based on a theoretical scheme of mutual development planning tasks is proposed. The general structure of the strategic goal-setting model in the organizational mechanism of multi-level long-term planning determined. A possible approach to the algorithmization of the solution of the linear formulation of the goal-setting problem in the multisubject development control space based on the methods of target programming and multicriteria optimization was proposed. The formation of an operator of iterative management of the potentials and development priorities of interacting economic and social agents on the horizon of strategizing substantiated. To introduce a theoretical model of goal-setting into the practice of strategizing in the context of the formation of a digital platform of public administration, it is necessary to develop appropriate algorithmic support, as well as the formation of a regulatory and information base and the definition of an organizational and technological basis. Further improvement of the analytical and methodological tools for supporting the activities of strategic planning participants at the goal-setting stage is associated with the description and analysis of the corresponding applied tasks of goal setting at various levels and areas of socio-economic development planning.

Aware that the intensity of human activity is increasing the pressure on the environment, either by uncontrolled consumption of resources and space, either by producing waste that nature can not absorb without suffering, prompted the international community to move to initiate and support concrete actions to prevent, counteract and eliminate disturbing factors repercussions of ecological balance. Environmental issues can be made from multiple angles: legal, institutional, economic, technological, etc. This paper aims to address environmental responsibility that should be considered permanent so all economic agents and civil society. This scientific communication includes the results of extensive fundamental research on environmental protection, based on the study of numerous bibliographic sources printed and on-line. Also been studied and reports from international events made ​​this topic, and studies published by international institutions. Ensuring a balance between economic growth and environmental protection in order to meet social development and perspectives, is the new concept, under which the governments of many countries rethink their economic strategies, concept called sustainable development and first presented in 1987 in Brundtland Report - "Our Common Future". Economic policy developed in unifying and generalizing vision of eco-development, organic content in all decision documents at all levels, the ecological criteria for "sustainable development". The environment is a public good because it answers three features that distinguish it from any other private public good: even when consumed by one, it remains available for others; one can not exclude someone from consuming a public good, while in the case of a public good, private, producer exclude all those who can not pay his price; the consumer can not exclude himself from using a public good. As economic development occurs within ecological systems over the years began to speak increasingly eco-development as a complex relationship between economic development and the natural environment. Characteristic of management at the beginning of XXI century is placing eco-economic relationship - the goals that I return man interrelated with the natural environment.

The studies were carried out in the problematic of improving the tools for implementing economic policy which ensure widespread use of strategic planning and regulation methods in real practice of managing the territorial systems development at various levels. The article highlights the most pressing problems of improving the efficiency of socio-economic development planning for territorial systems, including in the context of the modern digital economy development. The need for implementation analytical processing systems and the management information effective use to substantiate strategic decisions is indicated as the priority problem. The comparative assessment of the well-known methodologies, methods and ready-made software solutions in modeling the economy of territorial socio-economic system at the different levels is carried out. Their strengths and weaknesses are identified for solving the identified problems and priority tasks of territorial development. The basic principles and requirements are formulated for the territorial socio-economic system’s development predicting tools. The conceptual scheme for implementing the simulation model is proposed. In general terms, the scheme provides the adaptation of the SAM methodology to formalize economic agents’ expenses and incomes balance. At the same time it involves the use of econometric methods, fuzzy logic theory and soft computing algorithms. The statement of the simulation problem is considered, the structure and the block’s relations logic for the simulation model are described. It is proposed to formalize the basic parameters connections of the model in two groups: in the first group the system relations of the model parameters are identified and formalized by SAM methodology; in the second group the factor relations are identified and formalized using econometric methods. Some results of forecasting calculations are given as part of the substantiation of the strategy for socio-economic development of the of Ufa city for the period until 2030.

Sequential intellectualization of production factors associated with the development of skills management entities in the field of solving complex problems of choice, convergence of sciences in the techno-humanitarian space, as well as projective thinking – displaying mental variables on a variety of technical properties and characteristics of material objects in socio-economic systems. The article also shows that the main personal factors, the development of which should direct the attention of society, are the ability of a person, his education and mind (thinking). It is prove that their development requires special decision support tools that will ensure transparency, documentability and providing responsibility for possible consequences and attempts to manipulate the results of the choice. It also requires the desire and readiness of the management subject to internal and external interdisciplinary interaction between various scientific fields. The principles of projective control technology with feedback are being develop as a correction of the technical parameters of objects in accordance with the results of projective thinking. A number of classifiers for a variety of humanitarian ideas are introduce, represented by anthropic principles, contradictory attitudes, and various heuristics that can be strictly described by means of predicate calculus. They include the formation of algebraic systems based on modified subject-oriented operations of superposition and composition, as well as displays of ordinal scales on the relationship of scale to correct the parameters of artificial intelligence, modeling choice problem solution set of alternatives to the production process. In the context of the coronavirus pandemic, there is an increasing need to develop methods for scientifically based assessment of the consequences both at the level of the country's economy and at the regional level. One of the acute problems of the development of the Russian economy in the context of the coronavirus pandemic is the conflict between measures to protect the life and health of people and the fall in economic activity. To support the economy, countries are taking anti-crisis measures, which are aimed primarily at overcoming serious consequences in the most vulnerable sectors. As part of the study, to assess the socio-economic consequences of the epidemic and reproduce forecasts, modern simulation tools are used - agent-based modeling. Agent-based models allow you to use software of various classes, including neural networks, mathematical models, 3D-4D add-ons and other technologies that can visualize the results of scenario predictive estimates and computational experiments. The aim of the study is to develop methods and techniques for forecasting and scenario modeling of the socio-economic consequences of viral epidemics. For the study, a detailed statistical and analytical database was formed, adaptive blocks were developed with the possibility of additional inclusion of indicators. The software implementation included three functional blocks: demographic, economic and epidemiological, as well as three categories of agents within each subject of the Russian Federation with individual characteristics based on accepted world practice. The software tool chosen to implement the research objectives is the platform for creating agent-based models "AnyLogic". The study was carried out on the example of the following subjects of the Russian Federation: Murmansk region, Krasnodar region, Sverdlovsk, Samara and Voronezh regions. Based on the results of the study, an architecture of an agent-based model was developed, which makes it possible to evaluate restrictive measures and regulations in terms of the socio-economic consequences of a pandemic. As a result of the study, methods and algorithms for agent-based modeling of the socio-economic consequences of viral epidemics were developed, taking into account spatial and communicative interactions. To fulfill the objectives of the study, at the first stage, an analysis of scientific methods for forecasting and building various models for assessing the consequences of macroeconomic decisions and models for the spread of viral epidemics was carried out. At the second stage, an agent-based model was developed, which took into account structured and unstructured information, including the socio-demographic and economic characteristics of the regions, such as morbidity and mortality, employment rates, as well as measures taken by the regions to counter the spread of COVID-19. In terms of social interaction between agents, the study implemented a dynamic multi-relational (MRN) social network of agents, the structure of which changes during the introduction of quarantine measures that limit the degree of interaction between them. The introduction of different specific values of individual characteristics within a population of agents of the same type makes it possible to assess the socio-economic consequences of viral epidemics with the maximum degree of detail - at the level of individuals. Further development of this area of research will include refinement of the developed model for analyzing the consequences of the spread of viral epidemics in terms of the socio-economic development of territorial systems based on the obtained forecast scenarios.

A detailed analysis of the concepts of “economic” and “institutional” mechanism characterizing the current stage of economic development has been conducted. The socio-economic development of the residential real estate market at the level of the Russian Federation and the Penza Region, which is a developing region, has been studied. Based on the analysis of the main economic indicators of the residential real estate market, positive and negative aspects have been revealed. A model of the institutional and economic mechanism for managing the regional real estate market has been developed. The model reveals the essence of the effectiveness of the institutional and economic mechanism showing the dependence of the effectiveness of the institutional mechanism on the behavior of the main economic agents. A set of organizational, legal and economic measures, the implementation of which on a practical level contributes to the development of the residential real estate market, has been proposed.

Employability is a key concern for many stakeholders, students, graduates, universities, organisations, and national decision-making bodies. Due to its ability to influence the paths towards success, the methods and factors affecting the development of employability have gained increased attention from these agents. This study aims to investigate how socio-emotional competencies and socio-economic factors are related to the employability of female graduates. Data were collected from 102 graduates at the Tathleeth Faculty of Arts and Science at the University of Bisha in the Kingdom of Saudi Arabia (KSA). Using structure modelling techniques, our findings indicate that socio-economic factors have an impact on the unemployed, whereas socio-emotional competencies impact the employed. Employability skills are shown to have an impact both on the unemployed and on socio-economic factors. Furthermore, the moderation effect of socio-emotional competencies and socio-economic factors on the relation between employability skills and employment is unsupported. Consequently, we conclude that the study’s results suggest the necessity of developing a theory of employability which investigates the conditions under which employability skills impact the employability of graduates. To this end, contextual factors must be identified so as to form the cornerstones of an adequate theory.

The object of research is the process of creating effective relationships between the participants of the economic system, which is based on the need to ensure its balanced development in an unstable environment. One of the most problematic places is that at present the main criterion for the effectiveness of the model for organizing relationships between participants is the economic result, other aspects of the rational creation of an ecosystem are not considered, namely: innovative, environmental, social. The study proved that considering a systematic approach allows making effective management decisions at the level of a business ecosystem, considering the results obtained by all its agents. The basis of the modelof balanced business development model is the transition to a circular economy, which allows reducing resource consumption, reducing the negative impact on the environment, and complying with relevant socio-economic standards. On the example of an agricultural complex, a model of an agribusiness ecosystem was created, including participants and internal relationships between them. The agents of the internal environment include resource (service) providers, agricultural manufacturers and customers (buyers), detailing their roles in this system. A methodical approach to assessing the effectiveness of management decisions based on a multi-criteria assessment in four areas is proposed: economic, environmental, social, and innovative. For implementation, one should choose a solution that gives the maximum value of the integral indicator at the system level, considering the participation of each of its agents. The proposed solutions will contribute to more sustainable production and consumption patterns, which will provide opportunities for developed and developing countries to achieve economic growth and sustainable development.

The issues of the methodology for developing regional strategies have been considered in three aspects: firstly, from the position of restrictions on the use of traditional strategic planning schools in relation to the regional socio-economic systems; secondly, in the context of the characteristics of the region as an object of strategic planning; thirdly, taking into account modern realities of information technology development and management decision-making tools. It has been it has been revealed, that traditional strategic management schools take into account only a certain aspect of strategizing and have limited application for regional systems. The peculiarities of the region have been have been disclosed as an open complex system, occupying an intermediate level in the public administration system, characterized by a non-linear development and informational openness of management.The complex nature of a region affects the fact, that a regional strategy is a mechanism for coordinating the long-term interests of various stakeholders of a territory. This happens both through their participation in determining strategic priorities and selecting specific strategic projects at the goal setting stage, and through the use of special model tools, which are characterized by the presence of built-in interaction loops for different classes of economic situations and allowing them to adapt their resource strategies while agreeing on common goals of functioning. It has been ascertained, that the current stage of economic development is characterized by features related to the development of information technologies and management decision-making tools, which determines the need to expand the methodological and methodical base of the regional strategic planning.In total, the analysis shows, that in the context of the adaptive behavior of economic agents of the region, the uncertain external and internal environment, traditional methodological approaches and methodical tools become of little use in the actual practice of regional governance. The effective direction of improving the methods of strategic planning in these conditions is the use of adaptive management and simulation modeling technologies based on modern information technologies.

The purpose of this article is to establish the contextual environment of the concept of "crisis" in economic and socio-philosophical context.
To achieve objectives the methods are used to estimate economic models and theories on the basis of socio-philosophical approach.
As a result of the conclusions that are logically correct term "crisis" is only possible in local areas of knowledge, and a comprehensive interpretation of the crises is not productive. In the Russian context special direction of research crises dominates - in the framework of anti-crisis enterprise management.
Partial conclusions and recommendations of economic science in relation to crises do not meet the criteria reentrancy for different socio – economic conditions or types of objects. Diagnosis of the crisis confirms the ambiguity of findings regarding a crisis situation.
Relative to global economic theories given the conclusion that the challenges to anticipate and overcome the crisis cannot be solved within existing economic theory methods.
Development of mathematical apparatus, the introduction in the model of logical and qualitative indicators, the construction of behavioral models developed understanding of socio-economic systems and processes. But it is not allowed to create a universal economic theory of sustainable development and crises. The effectiveness of local approaches and global insolvency is discovered. Conclusion: in the framework of economic theory there cannot be formulated the minimum and sufficient set of consistent axioms required for solving problems of crisis.
Partial conclusion is made that the main issue of crisis management is the question of ownership of the company, as well as its obligations to external agents.

Development of any territorial system is the resulting dynamics of its compo-nents – in the case of the regions of the Russian Federation – its constituent municipalities. It is at this level that economic agents and residents directly come into contact with the results of state policy to create favorable conditions for doing business and comfortable living. Comparative studies of socio-economic dynamics on a municipal region make it possible to identify territories with similar development characteristics, which forms a rationale for the implementation of targeted regional policy measures in relation to specific groups of territories. The article presents an overview of publications on the issues of assessing the socio-economic development of municipalities, and substantiates a need to develop our own approach. Based on the attributes of local backwardness such as lagging behind in development from the other similar territories, stable negative economic dynamics; lack of conditions and opportunities for endogenous development, the author's methodology of comparative assessment of the level of socio-economic development of municipalities is proposed. The logic of building a system of indicators is presented, in accordance with which three areas of assessment (“the state of the economy”, “economic dynamics”, “conditions for maintaining human potential”) are identified. The selection of indicators is substantiated in the context of limited statistical data at the municipal level, and an approach for calculating integral indicators for each of the areas of assessment is given. An approach has been formed to the grouping of municipalities depending on the degree of manifestation of local backwardness. This grouping can serve as a basis for determining directions and instruments of selective regional policy for the territories with different levels of development.

The economy of our country is going through a difficult period, which is aggravated by endless sanctions and difficult economic conditions in the world, which in turn affects the level of sustainable development of Russian economic entities. The primary problem of instability in terms of sustainable development of Russian companies is determined by the inability of economic entities to respond effectively to changes in the internal and external environment. In this regard, there is a need to establish an effective mechanism for managing sustainable development. One of the tools of this mechanism is non-financial reporting.
The complexity of the complex analysis of the sustainability of development due to the large number and variety of financial and non-financial factors affecting the sustainable development of the economic entity, and therefore their study is a certain complexity.
First of all, it is necessary to pay attention to the fact that Russian companies, as well as foreign ones, are guided by the level and volume of harmful emissions into the atmosphere, water bodies and soil. The reports show the resources consumed and their classification, the level of education and the age composition of the staff, as well as social factors focused on the average wage level, the involvement of personnel in the production process, the possibility of training and other non-financial factors.
Do not forget about the socio-cultural, investment and other factors affecting the economic entity as a whole. It is important to understand that economic actors seeking to benefit from the transition to sustainable development often have a longer time horizon and a broader set of objectives than traditional companies. As a rule, they are dissatisfied with the status quo and want to act socially responsible, as well as to protect the environment. They value employee well-being, society, culture and future generations. However, without being able to ignore short-term challenges, success in implementing the concept of sustainable development is more complex and time-consuming.

The article is devoted to the study of the definition of economic space in modern scientific discourse. The urgency of the article is substantiated by the necessity to improve the methodology and practice of regional governance due to the global markets’ trends. Also the actuality of the work is determined by the specific of Ukraine regional management and necessity to modernize its methodological bases due to needs for the development of the economic space of Ukraine in terms of global competition. The aim of the study is to generalize, critically analyze and develop theoretical bases for defining the concept of "economic space". The study has used dialectical, monographic and analytical methods, and also the method of comparative analysis, system and process approaches. The comparative and critical analysis of existing theories of productive forces development has been made. Various definitions of economic space have been systematized and analyzed. It is substantiated that the system approach is the most suitable for use in the process of defining the concept of economic space. Economic space is a territory in which economic agents operate and interact within the available resource, institutional, social, infrastructural and other constraints. The concept of economic space reflects the functioning of the system, in which the object of management for a certain period keeps the structure and properties unchanged. The region is defined as a stable set of elements interconnected by socio-economic conditions, common interests, strategic goals and a single value system. The development of this system is provided by available resource potential, cross-sectoral and interregional cooperation, and active participation of public institutions in regional socio-economic processes. The relative independence of the region as a system is determined by its socio-economic unity with the national economy (quasi-state). At the same time region is a system with competitive advantages and the ability to self-development (quasi-corporation). It isn’t only a territorial unit; also it is a social basic unit of economic space due to the fact that the population, differentiated by demographic and socio-economic characteristics, is the central element of the territorial system and a single territorial community.

Approaches are considered that allow the transition from consideration of a decentralized complex system to the management of a centralized structure through the introduction of image agents and the formation of a multiphase queuing network, where the four-channel queuing system with expectations is considered as the phase. The structure of the simulation model is presented, which makes it possible to model the functionality of the regional construction cluster. The approaches to integration of the agent approach with modules of system dynamics and modules implementing the discrete-event approach for simulation of business pro-cesses in a complex socio-economic system that take into account the probabilistic structure of the emerging processes are considered in the article.

The leadership in many African Countries with their ethnic diversities is characterized by ethnic bias and favoritism and citizens are thus treated unequally in many respects, particularly when it comes to national resource allocation and political representation. This breads resentment and creates conditions for an ultimate rejection of the state by the frustrated and politically conscious masses. It is also a tantamount to corruption there by weakening the ability of the state to function efficiently and is therefore anti-developmental. In this paper, it argues that the socio economic crises in many African countries are aggravated by practices of ethnic Bias and favoritism that have consistently violated the principle of the impersonality of economic agents caused by resentment among the marginalized ethnic groups fuelled conflict and retarded development on the Continent. It is also recommended that a strong and credible judicial body with powers to investigate crimes against citizens and prosecute & punish offenders be established by the African Union.
