Abstract:
Of course, in any country, including Russia, the relevance of research to prevent an increase in the level of economic crime is important. Moreover, its level is an indicator of the country’s economic security. Accordingly, in the conditions of restrictions, the consequences of the pandemic associated with an increase in unemployment, a decrease in the income of the population, the factors affecting an increase in this indicator — the level of crime in the economic sphere — are increasing. The article provides a forecast of socio-economic indicators: the development of the social sphere, the level and quality of life. The decomposition of institutionalization of preventive measures aimed at counteracting the commission of economic crime is built. A portrait of a criminal in cybercrime conditions is highlighted and the dynamics of registered crimes is considered. At the same time, in the institutional structure of the decomposition of preventive measures aimed at counteracting the commission of economic crime, a component of socio-economic conditions is highlighted, contributing to the increase in the commission or reduction of this type of economic crime.

Abstract:
This study investigates the features of the development of the discriminant model of diagnostics of the socio-economic potential of health insurance, and the trends in the medical insurance system development in Ukraine. This study uses logistic, statistical and normative methods to assess of the socio-economic potential of health insurance in Ukraine from 2010 to 2017. The empirical result shows that the block assessment of the financial potential of health insurance gives the complete information on the dynamics of individual indicators and trends of the branch. The need for assessment of the socio-economic potential of health insurance in order to improve the efficiency of the public financial management of the health care finance system and the insurance market regulation has been justified.

Abstract:
The article explains the concept and the essence of budget decentralization, summarizes some changes in the budget legislation of Ukraine and the peculiarities of the introduction of budget decentralization at the present stage, the essence and the significance of the reform for Ukraine as a state with pro-European views. Positive and negative tendencies of budgetary and financial decentralization are characterized, the basic problems of the formation and the effective use of budgetary funds at the level of the regions, the sources of the incomes and the orientation of the expenses of the local budgets are investigated. The role of local taxes and fees in the filling of the local budgets, the dynamics of their growth compared to the previous years is analyzed. The main problematic issues that create risks for the systematic completion of the reform, including the reform of the administrative-territorial system, are identified, because despite of the positive dynamics and noticeable results of the reform in the direction of the unification of the territorial communities, a number of negative factors are presented.

Relevance of research topic. Tax regulation is a key factor in ensuring economic development and social stability through a balance of fiscal and stimulus functions. The sources of accumulation of funds of financial resources are the taxes in various forms, which is provided by the fiscal function. The priority is represented by the formation of strategic goals of tax policy to achieve the goals of public financial management. It is necessary, under the current conditions, to improve the structure of tax revenues of the budget. Formulation of the problem. Further development of provisions for the development of a tax regulation mechanism will provide an opportunity to increase the degree of adaptability of the impact of taxation on the socio-economic environment. Important priorities in the activities of fiscal authorities are to improve the quality of the mechanism of tax administration, improving the model of the state tax risk-management. Analysis of recent research and publications. The development of the mechanism of tax regulation was considered by foreign scholars, in particular, A. J. Auerbach, R. M. Byrd, E. M. Zolt, J. Mehon, A. Laffer, J. Friedman, V. Tanzi. Their work reflects the importance of tax regulation to ensure progressive socio-economic development over the past decades. L. Lysyak, A. Mazaraki, M. Kuzhelev, A. Nikitishin, V. Makogon, L. Sidelnikova, I. Chugunov and other Ukrainian scientists have developed a concept for implementing of the tax policy in Ukraine in the context of economic system transformation. Selection of unexplored parts of the general problem. The mechanism of the tax regulation of socio-economic development needs further research. An important task of the state is to increase the effectiveness of fiscal incentives. The aim of the article is to improve the mechanism of formation and implementation of the mechanism of tax regulation of socio-economic development of the country in terms of structural changes in the financial system. Research methodology. The system approach and the method of comparative analysis, synthesis, logical approach and method of scientific abstraction are used. Techniques of statistical analysis were used in the study of the peculiarities of tax revenues and fees to the State Budget of Ukraine. Results of work. An analysis of the impact of the tax revenues on the dynamics of economic development for the period 2011-2019 was performed. The dynamics and the specific weight of the overpayment of the taxes and fees to the State Budget of Ukraine are studied. The directions of improvement of the system of tax administration are offered. Suggestions for improving the tax regulation mechanism are substantiated. Conclusions. Tax regulation is a very effective lever of influence on the dynamics of economic development and the social stability. At the center of the institutional mechanisms of its implementation is a set of redistributive relations regarding the social product. The development of the provisions for forecasting and planning of the tax policy measures in the context of globalization will provide an opportunity to increase the adaptability of the impact of tax regulation on economic development. In order to improve tax regulation in the formation of budget revenues, it is advisable to improve the quality of forecasting macroeconomic indicators of the country's development and planning of the tax revenues, and to increase the effectiveness of mechanisms for collecting and preventing the growth of tax debt. It is quite important and relevant to ensure a balanced tax policy, which should be based on a systematic approach to the interaction of the components of tax relations, taking into account the principles of fiscal sufficiency, neutrality, stability and cost-effectiveness of taxation.

Modern ecological issues determine the necessity of new approaches to the implementation of production cycle, which determines the relevance of developing environmental management. The aim of the research is social and economic monitoring and recommendations on the design and implementation of the environmental management system in Ukraine. Research methodology: review of scientific articles (1991–2018), statistics on the number of certificates ISO 14001, GDP dynamics in Ukraine, study of Georgia and EU countries (2006–2016) and comparative analysis based on their correlation. Main research results: the economic and social impact of GDP growth per capita on the number of ecological certificates has been determined using the interpretation of Kuznets curve. In order to stimulate the development of the systems of environmental management certification in Ukraine, it is suggested to use: concessional loans, development of non-formal ecological education, as well as innovation and improvement of the investment policy.

Abstract:
This contribution summarizes some typical features of complex systems such as non-linear interactions, chaotic dynamics, the ``butterfly effect’’, phase transitions, self-organized criticality, cascading effects, and power laws. These imply sometimes quite unexpected, counter-intuitive, or even paradoxical behaviors of socio-economic systems. A typical example is the faster-is-slower effect. Due to their tendency of self-organization, complex systems are often hard to control. Instead of trying to control their behavior, it would often be better to pursue the approach of guided self-organization, i.e. to use the driving forces of the system rather than to fight against them. This is illustrated by the example of hierarchical systems, which need to fulfill certain principles in order to be efficient and robust in an ever-changing environment. We also discuss the important role of fluctuations and heterogeneity for the adaptability, flexibility and robustness of complex systems. The presentation is enriched by a number of examples ranging from decision behavior up to production systems and disaster spreading.

This perspective could be seen in the context of the ongoing debates on the nature and consequences of the crisis, as also the evolving dynamics of the same. The article examines the current situation and also factors in any future changes. A number of solutions have been offered for an effective tackling of this deadly disease, keeping in mind the global developments. All in all, the crisis must serve as an important experience for the entire civilization and imparts lessons in health, social, political and economic spheres.

Fishery systems involve complex interactions between resource stocks and the people involved in harvesting those stocks. While the population dynamics of fish stocks have received considerable attention in the ecological literature, the dynamics of human communities dependent on the fishery are equally important. Indeed the joint dynamics of the fish stocks and the fishermen must be taken into account in determining appropriate management policies. A bio-socio-economic modelling approach is developed here to incorporate these effects within a multi-objective optimization framework. Fishery labour dynamics are determined by the decisions of individual fishermen with net migration into and out of the fishery (and hence the fishing community) dependent on internal conditions such as per capita incomes and employment rates, as well as on the state of the external economy. The task of fishery management is then one of balancing multiple objectives – such as conservation, income generation, employment, and community stability – subject to fish and fishermen dynamics. Control theory and simulation methods are used to study the bio-socio-economic dynamics of the fishery system and the interactions of multiple management are also discussed.

Abstract:
The article emphasizes that the issue of Ukrainian socio-economic development trends under globalization. Indicators of socio-economic development of Ukraine are analyzed on the basis of national statistical, financial and budgetary reports, data of the International Monetary Fund and the World Bank. The dynamics of such indicators over a period of 5 – 10 years, as well as the projected indicators for 2020 – 2023, are traced. Dynamic of GDP in constant prices has shown the results of relatively successful 2017 – 2019 formation of the upward period of the economic cycle which was characterized by moderate growth of real GDP within 3%. Ukraine is likely to be able to sustain such growth rates without significant upheavals, with a well-designed and reasonably stimulated economy. GDP by purchasing power parity for most European countries has shown a disappointing tendency. Ukraine has been among the outsiders for a long time (below – Moldova). Ukraine will continue to occupy the last positions in terms of economic development compared to other European countries despite the IMF's positive outlook for a steady increase in purchasing power. It is important to focus on improving financial and monetary policy, in particular, reducing and maintaining debt at the level acceptable by the Budget Code of Ukraine at 60% of GDP. In previous years, the share of debt in GDP reached a record 80% for Ukraine which violated the rules of the current legislation. Monetary policy should be aimed at improving the conditions for doing business, which will allow Ukraine to improve its position in the global ratings of competitiveness and ease of doing business. The most representative global indices are investigated and the positions of the state in world and European rankings are analyzed. There are: KOF Globalization Index, Corruption Perceptions Index, The Global Competitiveness Index, Ease of Doing Business, Global Innovation Index and E-Government Development Index, World Happiness Index. The basic tendencies of socio-economic development of Ukraine, risks and ways of their minimization are determined.

Development process of any system is dynamic in nature and depends on large number of parameters. This study attempted to capture latest dynamics of development of districts of Eastern Uttar Pradesh in respect of three dimensions- Agriculture, Social and Infrastructure. Techniques adopted by Narain et al. (1991) have been used in addition to Principal component and factor analysis. Ranking seems to very close to ground reality and provides useful information for further planning and corrective measures for future development of Eastern UttarPradesh’s Districts. The Composite Indices (C.I.) of development in respect of 18 developmental indicators for the total 28 districts of eastern Uttar Pradesh have been estimated for the year 2010-2011. The district Barabanki was showed a higher level of development (C.I. =0.10) in Agricultural development compared to Social development (C.I.=1.12) and Infrastructural development (C.I. =0.89) followed by the district Ambedkar nagar (Agricultural, C.I. =0.52), (Social, C.I. =1.12) and (Infrastructure, C.I. =0.89). District Allahabad secured first position in the Social development (C.I. =0.81) and second in Infrastructural development (C.I. =0.34) as compared to Agriculture (C.I. =0.93). District Varanasi was the most developed district in Infrastructure (C.I. =0.10) as compared to Agriculture (C.I.=0.96) and Social (C.I. =0.96). As per findings of the study, the two districts Mau and Jaunpur were down in their ranking and the districts Chandauli and Maharajganj improved their ranking.

A model of the measuring device “Expert assessments of the impact of the external environment on the regional socio-economic system” is proposed, which evaluates the nature of the influence of disturbances in the external environment on the regional socio-economic system and is described by the concepts and techniques of the theory of expert assessments and fuzzy logic. The model of the measuring device “Monitoring the external environment of the regional socio-economic system” conducts a study of the state of the external environment on the basis of regularly repeating aggregating and analytical actions to collect and process relevant regional socio-economic information. The model of the measuring device “Dynamics of indicators of socio-economic development of the regional socio-economic system” analyzes the dynamics of indicators of socio-economic development of the RSES on the basis of open statistical information. The presented models of measuring devices make it possible to analyze the external environment of the regional socio-economic system.

Abstract:
This article presents a methodological approach to assessing the real wellbeing of citizens in the territory of their residence. An attempt was made to comprehensively assess wellbeing, taking into account the economic factors of potential and growth. Moreover, under crisis conditions, these factors may demonstrate a different dynamic. The ongoing economic uncertainly inherent in the development of Russian regions has intensified with the unfolding of the Covid-19 pandemic. The structural heterogeneity of the domestic economy, manifested in the underfunding of human development, led to an increase in poverty, population decline and, ultimately, to a decrease in welfare. The principle of catch-up modernization has not justified itself for over almost three decades of its application. We propose a diagnostic approach to assessing the state of a region’s economy taking into account the dynamics of indicators and impulse response behaviour of turning points. In order to provide a timely manner of calculations, techniques of express diagnostics were used, which enabled estimation of the development trajectory in the context of a certain crisis type. The proposed methodology was tested using the example of the Ural Federal District.

Abstract:
The evolution of institutions is a theoretical field of increasing interest today. Socio-economic development in the institutional approach results mainly from the historical unfolding and quality of institutions. This paper aims to highlight Daron Acemoglu’s institutional approach, which appears to be gaining prominence gradually, and propose a new theoretical perception of the developmental process of the Greek socio-economic system. It first analyses Acemoglu’s theoretical contribution, it then compares the ‘Acemoglian’ to other approaches and suggests that the analysis of inclusive and extractive institutions based on historically-significant virtuous and vicious circles has value for the Greek case. While several studies tend to focus on the macroeconomic and macro-financial symptoms of the Greek crisis, an evolutionary approach of the deeper institutional dynamics seems to offer a required reposition. We describe and recommend the development and underdevelopment process in terms of an ‘institutionally adaptive socio-economic system’ and ‘competitiveness web’. These findings indicate that development takes place over historically-significant periods, through complex processes of selection and diffusion of institutional restructurings, and that civil societies are responsible for the political forces who represent them, at least in democratic regimes. In the case of Greece, the proposal to utilise an approach of an ‘institutionally adaptive socio-economic system’ can give a repositioned theoretical perception, especially nowadays when the institutional and evolutionary socio-economic analytical classes seem to be gaining interest and prominence.

Abstract:
The paper analyzes the dynamics of socio-economic indicators of the development of coal-mining regions of Russia. The aim of the study is to analyze the socio-economic situation of coal-mining regions and determine the factors that influenced the social processes in the region. Based on statistical data for the period from 2010 to 2019, there was conducted the analysis of changes in economic indicators such as: income of the population; gross regional product per capita; nominal average monthly wage; unemployment rate; the proportion of the population with incomes below the subsistence level; housing commissioning in the regions. Analysis of the data showed that the most favorable social position of all the analyzed coal-mining regions is observed in the Sakhalin region. The “outsiders” in terms of social status among the coal-mining regions are the Trans-Baikal Territory and the Kemerovo Region. Improvement of the social situation in coal-mining regions is associated with the adoption by the Russian Government of a program to combat poverty, an increase in social payments to certain categories of citizens, an indexation of old-age pensions, etc. It was also revealed that social processes in the regions are influenced by prices for hydrocarbons on the world market and objective economic phenomena such as business cycles.

The scientific article is devoted to the research analysis of the features and trends of the socio-economic development of the Kaliningrad region in the modern period. The relevance of the study is due to the spread of the Covid-19 coronavirus infection pandemic, which negatively affects the economic security of the regional constituent entities of the Russian Federation, including the Kaliningrad region. The article provides a chronological analysis of the dynamics of the level of socio-economic development of the Kaliningrad region. A comparative analysis of the Kaliningrad region with other regions of the Northwestern Federal District is carried out. The main problems and threats to the socio-economic development of the Kaliningrad region have been identified and described. Directions and measures have been developed and proposed that are aimed at neutralizing threats and stimulating further socio-economic development of the Kaliningrad region. In the conclusion of the scientific article, the author found that the current prospects for the socio-economic development of the Kaliningrad region are affected by national problems, including the shadow sector of the economy, deficit of budgetary funds, poor development of regional market infrastructure for sustainable development of social production, insufficient level of state support for innovative activity of economic entities, slow pace of digital transformation in the authorities of the regional government, principle of budgetary federalism and regional protectionism.

The rapid urbanization makes the understanding of the evolution of urban environments of utmost importance to steer societies towards better futures. Many studies have focused on the emerging properties of cities, leading to the discovery of scaling laws mirroring the dependence of socio-economic indicators on city sizes. However, few efforts have been devoted to the modelling of the dynamical evolution of cities, as reflected through the mutual influence of socio-economic variables. Here, we fill this gap by presenting a maximum entropy generative model for cities written in terms of a few macro-economic variables, whose parameters (the effective Hamiltonian, in a statistical-physical analogy) are inferred from real data through a maximum-likelihood approach. This approach allows for establishing a few results. First, nonlinear dependencies among indicators are needed for an accurate statistical description of the complexity of empirical correlations. Second, the inferred coupling parameters turn out to be quite robust along different years. Third, the quasi time-invariance of the effective Hamiltonian allows guessing the future state of a city based on a previous state. Through the adoption of a longitudinal dataset of macro-economic variables for French towns, we assess a significant forecasting accuracy.

The article is aimed at elaborating an adequate mathematical instrumentarium for the formation of migration flows to assess their impact on the socio-economic stability together with unshadowing the Ukrainian economy, as well as to identify efficient measures of the State-based policy directed towards regulating these flows to prevent risks of socio-economic destabilization. The article carries out an empirical analysis of the peculiarities of the development of migration processes in Ukraine and their impact on the socio-economic state in both the medium and the long term perspective. A system of complementary dynamic macromodels of the Ukrainian economy is developed, which includes a vector autoregression model and a separate complex of simulated submodels of systemic dynamics aimed at researching migration processes and their impact on the indicators of socio-economic stability. At this, the developed models of system dynamics can be combined into a single original simulation macromodel of Ukraine, and be used independently subject to the research goals. This allows to adequately describe complex nonlinear processes, systemically identify and examine the mechanisms of supply and demand formation in the labor market, taking into account the shadow component and assess their impact on the formation of the size of migration flows, as well as to research the consequences of increasing the intensity of migration processes on the socio-economic stability in Ukraine. The implementation of the developed complex of dynamic models has allowed, in particular, to calculate the annual value of the net migration flow in Ukraine through the aging chain of the population; to empirically confirm that migration flows in Ukraine are underestimated; to detect the dynamic structure of the net migration balance and a noticeable fading of the amplitude of migration processes over time, which indicates the presence of a balancing structure for the formation of migration flows.

Abstract A reliable system simulation combining socio-economic development with water environment and comprehensively reflect a watershed's dynamic features is crucial. In this study, a complex system dynamics model is constructed to evaluate dynamic changes of socio-economic development and ecological environment of Weihe River Basin (WHR). Development trends of the population, economy, land resources, water demand and supply, water environment and water pollution and management are obtained from 2005 to 2030 through scenarios analysis representing different regional development orientations, namely, population growth (S1), economic leading (S2), resources saving (S3), environment leading (S4), collaborative development (S5). Compared with other scenarios, the total population and GDP will, respectively, reach 3,716.55 × 104 person and 40,077.30 × 108 yuan, and the gap between demand and supply and the amount of water pollution will, respectively, narrow to 0.56 × 108 and 12.26 × 108 cubic meters in collaborative development scenario (S5). The results reveal the collaborative development scenario (S5) can achieve not only steady population and economy growth, as well as narrow down the gap between water supply and demand, but also optimize watershed environment management of the WHR. Thus, the system dynamics model used in our research provides a powerful tool for assisting decision-making on issues of coordinative socio-economic development, environmental health protection, water resources conservation, etc., in a river basin area.

It is difficult to identify the most and the least affected regions in the pandemic crisis, since the dynamics of different indicators did not coincide. Industrial output decline was deeper in oil-extracting regions. Agglomerations of federal cities, recreation regions of the South and the republics of the North Caucasus had the strongest decline in the service sector. The dynamics of labor markets in the regions during the pandemic strongly depended on institutional factors – state support for employed in small businesses and assistance to the unemployed. Small business employment in most regions did not decline. The level of registered unemployment grew faster in the largest agglomerations, and the slowest emerging from the crisis were the underdeveloped republics. After a strong decline in the population incomes in the 2nd quarter of 2020 due to lockdowns, a gradual convergence of regional dynamics began, but without a noticeable improvement. In terms of population income and employment, Moscow is recovering from the crisis much faster thanks to its huge competitive advantages. The dynamics of own revenues of regional budgets during pandemic is associated with the structure of the economy and the importance of profit tax in the budget revenues. The largest losses in 2020 were experienced by the oil-extracting regions due to a sharp reduction in profit tax. Since 2021, the own revenues of the budgets of metallurgical regions grew the fastest due to a threefold increase in this tax. Lockdowns in the first wave of the pandemic turned out to be less significant because the number of regions with a decline in their own revenues in the 2nd quarter of 2020 was 1,5 times less than in 2020.

Introduction. Solving the problem of public debt management is one of the key factors of economic stability in the country. The budget capacity of the state and the stability of its national currency largely depend on the nature of the debt problem settlement. The need to address these issues requires finding ways to improve the mechanism of public debt management and servicing in Ukraine. The purpose of the article is to study the public debt dynamics of Ukraine and model the nature of its impact on key socio-economic indicators in modern conditions. Results. The dynamics and structure of the state and state-guaranteed debt of Ukraine for the period 2013-2019 are analyzed. The negative dynamics of the growth of the total amount of debt during 2014-2018 is determined. In 2019, the total amount of debt in hryvnia decreased due to the reduction of external and guaranteed debt, but in dollar terms increased, which threatens the financial stability of the country. Using the software product EViews 10 based on the Granger causality test, the system of causal relationships between the dynamics of public debt (index) and indicators of socio-economic development: GDP growth rate, industrial production index, real income index, employment index, the index of exports of goods and services, the index of imports of goods and services has been researched. On the basis of the established causal relations the autoregressive influence models of the public debt dynamics on indicators of social and economic development are constructed, on which the error does not exceed 5%. Conclusions. According to the results of the constructed models, the negative impact of public debt on the main socio-economic indicators is determined, which is confirmed by the negative values of the elasticity indexes of socio-economic indicators. The built models serve as a preventive tool of public debt management, with the help of which it is possible to promptly respond to threats to socio-economic development by monitoring the level of public debt dynamics.
