Abstract:
Among those countries that faced the so-called Arab Spring in 2011, Tunisia is the last one for which hope for a successful democratic transition remains justified. However, the country’s comparatively favourable institutional evolution has led to a dangerous complacency not only in Europe but across the West. While important reforms have been implemented, democracy has so far failed to fulfil the high expectations it has raised within the population. Tunisians’ discontent with their living conditions and the new system’s perceived inability to deliver are fundamental threats to the country’s transition. This article argues that the EU has a major interest in making Tunisia a democratic and socio-economic success story, as failure would not only constitute a lost opportunity to create a role model in the region but would also jeopardise European security interests. The EU should therefore provide more substantial support with the aim of realising socio-economic improvements in Tunisia.

Abstract:
The article analyzes the role of state regulation in harmonization of the socio-economic interest system in the Arctic Zone of Russian Federation (AZRF) in the current institutional environment. Research and development of new institutions, forms of economic behavior in AZRF are especially topical in the new economic reality. They play an important role in ensuring energy and national security, which leads to increased attention to the pace and quality of the region development. The interdisciplinary management approach is required for AZRF development, because it covers social, economic, and environmental factors. The study has proven that the regional industry and transport development leads to a complex system of contradictory socio-economic interests: business, state and local population, including indigenous peoples. AZRF development effects are ranked by the degree of economic relation participants’ interests. The socio- economic interest system is analyzed. According to the authors, the general trend of AZRF development in the near future will greatly depend on accountability that the state assumes for the results of the region development, which requires tightening the institutional conditions of economic management and developing a new economic model. The study results can be used to justify the public policy in the elaboration of strategies for AZRF development.

Abstract:
Preferential settlement along the coasts of water bodies (rivers, lakes, seas), dictated by a variety of production and recreational factors, has always been accompanied by environmental disruptions. A specific complex of social, environmental and economic problems arose with the beginning of mass cottage development of Russian coasts. At the same time, certain environmental risks were ignored. Until that time, the country had strict restrictions on the approach of dwellings to water and the operational regimes of households in the water protection zone. Particularly strict regulation for construction and operation of dwellings existed for the coasts of sources of communal water supply to cities and rural settlements and in resort and recreation zones. Today, coastal development is in many ways a chaotic process, accompanied by a wide range of legal and environmental violations. A critical situation developed on the sources of water supply in Moscow, at water supply facilities in other cities of the Russian Federation, on the sea coasts of the Krasnodar Krai and Crimea. Residents of prestigious coastal settlements form a large social group with a specific mentality. Very often it is based on a persistent desire to ignore environmental-legal imperatives for the sake of possessing expensive real estate and elitist recreation conditions. The methodology for study of the situation, based on the general principles of systemic analysis of socio-environmental-economic processes, makes it possible to significantly bring the economic interests of the social group in question closer to environmental and state interests. There is proposed a concept of improving the situation through proof of the inevitable depreciation of coastal real estate due to environmental degradation of water bodies on the banks of which unregulated development is conducted. At the same time, both the deterioration of the recreational climate up to a complete discomfort and the immediate economic losses of the population expressed by drop in the price of land and households in the real estate market, are equally important factors of depreciation.

The object of the research is the process of modeling of economic security is a concept that assesses the current state of the national economy. The hypothesis of the research is the dynamics of the socio-economic development of the state is one of the conditions ensuring its economic security. The methods of the research – analysis, synthesis, scientific generalization, systems approach. The statement of basic materials. Along with the protection of the country's national interests, economic security is the readiness of state bodies to ensure the real development of the country's economy in accordance with national interests and the socio-economic stability of society. The dynamism of the country's socio-economic development is a necessary condition for ensuring its economic security. There are a number of tasks that determine economic security, one of them is the assessment of its geopolitical state and the protection of the national interests of the state. All this is analyzed in detail in the article on the example of Azerbaijan. The originality and practical significance of the research. In the Azerbaijani context, various issues determined by economic security, assessment of the geopolitical state and national interests are also analyzed. Conclusions and perspectives of further research. Consequently, economic security depends on the level of economic development. The subject of the research is an expert analytical assessment of the arguments for enhancing the manifestation of interest and the adoption of programs by the country’s top authorities to improve agricultural policy, accelerate the development of conditions and mechanisms for the implementation of socio-economic problems and interests of the population of rural areas. Using the methods of economic and statistical analysis and logistic and expert assessment, chronic and urgent problems in agro-industrial production, in social engineering, stimulating the interests of the rural population and developing new mechanisms for their implementation are analyzed. Results. The assessment of the state of social engineering infrastructure at the level of the region, federal district and country is given. A model of the mechanism for motivating and realizing the socio-economic interests of the population of rural areas, the author’s presentation of the visions of experts, agricultural scientists on the role of the state and modern agricultural policy in the effective development of agricultural sectors and improving the quality of life in rural areas are proposed. Conclusions. The importance of the adopted new State Program for the integrated development of rural areas was noted, priority directions and ways of developing the mechanism for realizing socio-economic interests, increasing the level of employment and consumer ability of the rural population, etc.

A theoretical analysis of research materials (publications in periodicals, conference and analytical proceedings) was used. Results. Economic interest, with the help of which the harmonization of the economic and ecological subsystems is carried out, is the driving factor in the economic system development. At the same time, state regulation is the main element in the market mechanism system, which ensures the combination of personal and public interests in the social production system. Conclusion. Currently, the development of the ecological system is inseparable from the economic one. This implies a unified ecological and economic system with ecological and economic complexes as the subsystems.

Purpose: This article substantiates the influence of mechanisms, methods, and technologies of a functional representation of group interests on the strategic management of socio-economic processes in the context of geopolitical turbulence. Methodology: The work defines the socio-stratification basis for the representation of group interests, their role as subjects of representation in the modern system of management of social processes, the features of the convergence of functional representation of various interest groups, first of all, the multiform structures of the consulting and expert system, and ways to improve their performance subject to current reforming trends towards improvement of the quality of life and update of the importance of human capital.. Result: The authors determined the dependence of the results of managing socio-economic processes, the strategy of sustainable economic development of Russia on the degree of conscious complicity, social activity of the population and the presence of relevant institutions of functional representation of group interests, transparent (open, mutually beneficial, corruption-free) management mechanisms of a particular region. Government authorities, functional representation institutions can use the scientifically based recommendations proposed by the authors in the development of socio-economic projects and programs aimed at effective, first of all, regional development, and at the establishment of open channels of interaction in a “society - business - state” symbiosis. The article will also be of assistance to the scientific community as a theoretical justification of practical actions aimed at developing the institutions of a functional representation of group interests Applications: This research can be used for the universities, teachers, and students. Abstract:
The paper discusses the methodological aspects of the principles of adaptive management for socio-economic, economic-ecological and other systems. Adaptive management includes a set of methods that allow to change the parameters of the regulating system depending on management actions and outcomes and external impacts. Adaptive management is based inter alia on the principles of �precedence� (past experience) and �transcendence� (beyond experience). The principle of precedence includes past experience in decision making (study the problem "from the bottom"). Based on the definition of transcendence (something that is fundamentally unavailable to experiential knowledge or not based on experience), transcendental analysis is considered as analysis of complex nonlinear phenomena and processes with a high degree of uncertainty (study the problem �from the top�). The paper presents a conceptual model of adaptive management based on the principles of precedence and transcendence. This model includes the next steps: definition and general description of the object of adaptive management; study of the object "from the bottom", based on past experience; study the object of adaptive management "from the top", taking into account a kind of "absolute", which goes beyond the existing experience; vision of the system based on the incidence matrix, ranking of interests and threats; decision making taking into account improvement of previous decisions and implementation of idealized transcendental model. The concept of the principles of precedence and transcendence in adaptive management is considered in the paper in the context of incident theory in order to form the system vision and rank the system from the point of view of interests (as a resource of development) or threats (as an anti-resource of development)

ntroduction. The socio-economic development of the Russian Far East is one of the most important strategic directions of Russia, corresponding to the national interests and development vector. For this vector to be transmitted to the regional and sectoral level, it needs strategic opportunities, relevant in the context of multiple trends and limited resource base. Energy security includes reliable energy consumption and efficiency. It ensures the socio-economic progress of developing economies and emerging-market countries. The Russian Far East has accumulated enough scientific, technical, industrial, and production potential to use gas industry as a long-term driver of socio-economic development. The research objective was to analyze and systematize the main interest groups focused on the development of gas industry in the Russian Far East. Study objects and methods. The study was based on the theory of strategy and the methodology of strategizing developed by Professor V.L. Kvint, as well as on authentic methods of industrial strategizing. Results and discussion. The article introduces a concept scheme that illustrates the relationship between regional and sectoral gas strategies of the Russian Far East, as well as their place in the general system of strategies. The author systematized the main national, social, regional, industrial, corporate, and international interests. The analysis confirmed the long-term interest of the gas industry in the Far Eastern Federal District at each of these levels. Conclusion. In the Russian Far East, gas industry will establish strong vertical and horizontal relationships in the system of strategies, thus producing a multiplicative effect on the socio-economic development of the whole Far Eastern Federal District and its regions.

Formation of an independent democratic Belarusian state is inextricably linked with transformations in all aspects of public life and, first of all, in economy. Economic reforms in Belarus are directed on creation of socially oriented market economic system, which will ensure the most efficient usage of resources at minimum social cost. In the social economy concepts of “equality” and “poverty” are considered as basic ones. Social security services are based on these concepts and role of the social security in any country is to reduce poverty and increase equality. In modern world poverty is uniquely associated with a low level of economic development and its eradication is the first step on the path to economic growth. As for inequality, such clear connection of this concept with economic development can not be traced. There are various theories explaining the impact of inequality on economic growth. However, they cannot be considered satisfactory because they predict opposite results. Several studies have universally postulated a security as protection of vital interests of a human being, society and State from internal and external threats. Vital interests comprise a set of needs and satisfaction of these needs reliably ensures existence and possibility of progressive development of a human being, society and State which are the main objects of the security. Presence of a hierarchical structure for organization of the system or its subsystems is an essential feature for any socio-economic system. The economy is a poly-hierarchical system. When considering the hierarchical structure of production management it is important to consider one property of the economic system that is incompleteness of information.

Abstract Now the world has felt the effects of events (pandemic, digitalization, etc.), which provoked a change in the socio-economic ecosystem, which the authors propose to understand as a set of objects and subjects, and grouped according to certain interests, including on professional interests related to the definition of priorities and directions of adaptation of society and the state to the existing environment, which includes rules, laws, moral and ethical norms, and thus forms a single whole with them. Realizing the irreversibility of these events and their consequences, it becomes obvious that the transformation of national ecosystems is accelerating, especially under the influence of the ecological program. Thus, the process of adaptation to the new ecosystem of state development and ensuring its sustainability actualizes the study of determinants of socio-economic nature. The author’s research, based on his own methodology, proves that the key factors in ensuring the sustainability of this ecosystem are compliance with high standards of quality of life, maintaining partnerships and public trust in various institutions, taking into account various aspects of security (individual to collective), assessment of the present and forecasting the future.

Abstract:
Stages of model formation and "green" economy concept in the context of socio-technogenic develop-ment of the world are considered. It is revealed that in the second half of the XX century the interconnected changes in economy and nature generated the interest in formation in the world of environmental economics, searching ways of steady co-evolutional social natural development. It has predetermined the lines of interna-tional cooperation within the UN International Confe-rence on environmental and development matters (1972, 1992, 2002, 2012, 2015, etc.). The conferences served to establish the interrelation of social, economic and ecological factors, to emphasize the importance of interaction of the country governments, business and public organizations in achievement of global ecologi-cal efficiency, the formation of ecologically focused model of economy adopted in the 21st century as a model of "green" economy. However, despite the in-ternational activity of the countries, science and busi-ness, a comprehensive scientific analysis showed dis-appointing results of strengthening modern degradation processes in biosphere. The "green" industrial revolu-tion which is developed now in the world is intended to connect the potential of economic growth with inten-tions of essential reduction of load on the planet eco-systems. It is proved that "green" economy model which is actively spread in industrially developed countries of the world combines a limited economic growth and safe, careful attitude to natural processes. Using the methodology of the system socio-natural approach (overcoming a narrow framework of a socio-economic research method) it is defined that "green" economic activity is implemented due to development of the innovative technologies and technosphere sub-stances developed according to market laws in accor-dance with corporate business interests. The conclusion is drawn that expansion of artificial processes and sub-stances due to technocratic-cantered liberal economic activity leads to increase of technogenesis of socio-biospheric evolution to more distancing of modern society from natural environment. Therefore the world community when developing programs of a new "green" paradigm of economic activity (as part of the concept of sustainable development) needs to prove exhaustively scientifically how socially and economi-cally responsible and whenever possible with the min-imum damage to the biosphere to combine expansion of technogenic processes with the developing natural life.

The quality of implementation of social programs and projects is a measure of the effectiveness of social policy. Ideally, a social project can be implemented if absolutely everyone is interested: both the participants and those to whom the project affects in one way or another. All stakeholders are members of the value chain and add value to the program to one degree or another. The general purpose of the research work is to substantiate the mechanisms for reconciling the interests of stakeholders and study effective models of social entrepreneurship. Practice proves that the most rational among the known methods of risk management is the stakeholder approach. The main risks in the perception of the quality of social project implementation are “gaps”: a) in knowledge – project implementers misunderstanding of the customer expectations; b) in standards – the inability to set quality standards that meet customer expectations; c) in the effect of implementation – the inability to ensure the quality of project implementation in relation to established standards; e) in communications – the inconsistency of the transmitted information about the quality of the project to the actual level. All these risks are closely linked. Research shows that the greatest risks in the implementation of social projects occur among the “gaps” in standards. Distinctive features of the management process of social programs and projects, which have to be taken into account during the management standards development, are presented in the work of V.M. Burkov. The basis of the formation of the interests harmonization mechanism is the “Stakeholder Interaction Standard AA1000” (Standard AA1000SES), which sets out the basic methods, tools and standards of stakeholders management. The technology of developing of the social project road map is presented in the work of O.V. Ponomarenko. The works of O.I. Datsko are devoted to the study of the role of stakeholders in the view of the projects development with the aim to increase the territories competitiveness. The process of urban development strategy is researched by A.I. Yermolova. Summarizing the above, it should be noted that one of the defining areas of socialization of economic relations in modern Ukraine is the development of social entrepreneurship. Today’s economic, political and social realities necessitate the development of social entrepreneurship from the level of charity to the level of social enterprises, which will not only become a source of material needs for people unable to compete in the labor market, but also help to solve various pressing social problems. The formation of social enterprises should be ensured by a set of legal, economic and ideological guarantees from the state and society. The evolution of social entrepreneurship should be accompanied by the solution of both global (for example, the formation of public consciousness) and applied (for example, for the sustainable social entrepreneurship development it is required to use effective business models) tasks. The method of CBA involves determining the discount rate for social projects, which can be calculated by the model for the assessment of the social border of intertemporal benefits. The following statistical indicators can be used for calculation: the risk to life level, the growth rate of consumption per capita, the elasticity of the marginal social utility of consumption. The calculation uses the arithmetic mean values of these indicators for as long as possible.

The article considers the theoretical aspects of socio-economic condition and community development in the context of territorial transformation in Ukraine. Socio-economic development of territorial communities is an important indicator of assessing the level of the state development. The state policy of Ukraine in the local self-government sphere is based on the interests of territorial communities’ residents and provides for decentralization of power, that is, the transfer of a significant part of powers and responsibilities from the executive authorities to local self-government bodies. The development of local self-government and creation of territorial communities primarily involve improving financial solvency, investment and economic attractiveness of territories for citizens’ comfortable living. The main properties of the socio-economic development of the Mayakivska united territorial community are investigated and evaluated. The methodology for studying the condition is clarified and the goals, objectives, priorities and directions of sustainable economic and social development of territorial entities are determined. The state of socio-economic development of the Mayakivska community is analyzed according to various indicators and changes that have occurred on its territory. The main tasks of the Mayakivska united territorial community development are substantiated, taking into account the needs and interests of its inhabitants, the dynamics of medicine, schools and preschool institutions development is determined. A distinctive feature of the Mayakivska territorial community is awareness that the community territory is united not only by its name, but also by the vision of future prospects. There are considered special social and economic aspects of the epidemiology of Helicobacter pylori. These aspects acquired the particular importance for the last time due to the fact that the provision of the people with pure water has been becoming the focus of the attention of geopolitical and socio-economic interests in a number of countries. The availability ofpure drinking water serves a marker of the socio-economic state of the territory and the population living there. In Russia where different climatic conditions are deposited by considerable regional differences in the conditions of communal services caused both by various level of the socio-economic development of the territory, the supplementation with pure drinking water serves as the social determinant of the ecological conditions of the population’s life. This particularly has impact on the unfeasible technical state of the water distribution systems, microorganism ecology of which can substantially affect public health. The performed by authors a specialized screening ofpresented at the official web site of the joint-stock company «Mosvodokanal» current data concerning the quality of drinking water consumed by 2500 Moscovites, tested for the Helicobacter pylori infection revealed no deviations from the sanitary standards in the water received by the consumers. Along with that, the comparison of the map documents of the distribution of the Helicobacter pylori infection in Moscow with the distribution of citizens’ complaints of the decline of the quality of tap water has revealed a territorial fastening of the high values of the population infection rate of n^ylori and the urban sites with the greatest number of complaints. In the microbial ecology of water-distribution systems there are tightly aligned problems of their epidemiological safety, technical state and economic damage caused by corrosion as a result of microbiotic activity. In contrast to acute bacterial and viral infections which are deemed of the greatest importance when assessing the sanitary condition of water sources and water-distribution systems, the consequences of infection with H. pylori may not be manifestedfor a long time but some years later they may be manifested as serious chronic diseases (from gastritis to adenocarcinoma of the stomach and a wide range of extraintestinal pathologies), which causes great social and economic losses. Thus, the socio-economic aspect of the epidemiology of helicobacteriosis includes at least two components: the technic - the maintenance of the feasible technic and sanitary state of the water distribution systems and the medico-social - expenditures for screening and treatment of infected patients. In total they are an inseparable part of the prevention of socially-important diseases in the public health system.

In modern conditions, it is impossible to avoid the need to reconcile interests, even when one of the parties is the subject of management. The article examines the process of regulating behavior of economic agents in the system of strategic management of territorial development. The procedures of decision-making and the influence of various factors on them, including regulators are analyzed. Developing of an approach to managing the behavior of economic agents in the territorial socio-economic system based on the interests of not only management systems, but also the economic agents themselves.Methodology.The research is based on the principles of system and complexity, factor analysis, comparative analysis, grouping methods, economic and mathematical modeling, elements of set theory and fuzzy logic are also used.The general methodical scheme of behavior management of economic agents at the regional level, characterized by the presence of an iterative procedure of differential impact on the factors and deterministic properties of the behavior of agents with a mechanism for assessing the degree of influence of regulatory actions based on feedback, is proposed. The developed approach allows to form within the framework of market mechanisms, the target scenario of the behavior of economic agents in the process of developing a coherent strategy for the development of the regional socio-economic system.The development and adoption of managerial decisions should be based on taking into account the interests of all stakeholders. Therefore, this role of public authorities also includes the definition of regulators, allowing adjusting and coordinating the behavior of other economic agents. It is also should be mentioned that management bodies can also act as interacting agents. Accordingly, local self-government bodies act not only in the role of an element of management system, but also in the role of a legally independent counterparty when interacting with the governing bodies of a constituent entity of the Russian federation.

The population in this study are 127 students taken from all of the students of class XII Automotive Engineering Expertise program. This study used applied try out technique. This research is a Ex Post Facto research. Data collection technique used a questionnaire method. The article considers the socio-economic dimension of former President Donald John Trump's domestic policy concept in the United States during his presidency from 2016 to 2020. The contradictions between D. Trump's policies and the concept of globalism stand out. During his domestic policy course, D. Trump sought to regain the ability of U.S. leadership to rebuild the country's big industry to achieve the independence of transnational financial capital. His policies had been partially successful and had created the conditions for a redefinition of the concept of globalism. Methodologically, the research, in reviewing Trump's globalist strategy and economic strategy, adopted a socio-economic approach to politics that simultaneously explored geoeconomics and geopolitical issues in their dialectical interactions, including on the socio-economic dimension itself. It concludes that the U.S. elite faced the need to accommodate the interests of the American population, whether Republican or Democrat. Moreover, as asocial phenomenon, Trumpism has shown that the politics of globalism has entered a period of conceptual and resource crisis characterized by its inability to consider the interests of the American population.

In this article, we explore civil society mobilisation and the impact of organised interests on the energy policies of two post-communist countries—Hungary and Czechia—and specifically nuclear energy. Drawing on numerous hypotheses from the literature on organised interests, we explore how open both political systems are for civil society input and what interest group-specific and socio-economic factors mediate the influence of organised interests. Based on the preference attainment method, our case studies focus on the extent to which organised interests have succeeded bringing nuclear energy legislation in line with their preferences. We find that while both democracies are open to civil society input, policy-making is generally conducted in state-industrial circles, whereby anti-nuclear and renewable energy advocates are at best able to make minor corrections to already pre-determined policies.

The article explores the problem of forming strategies for the development of territorial socioeconomic systems based on the interaction of differentlevel economic agents. The study proposes the development of a model tool for territorial development based on the formalization of the principles of interaction between different-level economic agents and the mechanisms for managing their behavior with a view to forming an agreed vector of strategic development of territorial socio-economic systems. A general scheme for the functioning of the territorial socio-economic system from the point of view of forming and realizing the interests of agents is proposed, and key stages of this process are highlighted. The characteristics that make it possible to classify interests are considered. The review of approaches to the coordination of interests of economic agents is carried out, their opportunities and restrictions are revealed.A conceptual model of coordinating the interests of economic agents based on ranking the priority and degree of realization of the key interests of agents using the fuzzy logic apparatus is proposed and allows to formulate an acceptable set of solutions of varying degree of consistency («soft» solutions) in the situation when counterparts can not reach an unequivocally agreed decision. Within the framework of implementation of fuzzy logic methods, appropriate linguistic variables and interval values are proposed to determine these terms. An approach is proposed to determine the degree of coherence of counterparties’ interests. Based on the results of assessing the level of coherence of interests of economic agents, two decisions can be obtained: 1) the level of coherence of interests is sufficient for the realization of interests; 2) the level of coherence of interests is insufficient and requires the adjustment of some parameters. The most interesting is the option, implying the formation of concessions, since it is in this case that there is a direct coordination of the interests of economic agents. The criteria for the formation of the corresponding fuzzy rules are proposed. The implementation of this algorithm will allow to obtain a pair of coordinated interests of agents by forming mutual concessions or to reveal the impossibility of such a solution to the problem.

In 2002 the faculty of law of the Potchefstroom University for Christian Higher Education in collaboration with the Konrad-Adenauer-Stifttung embarked on a study on Politics, Socio-Economic Issues and Culture in Constitutional Adjudication. The project is aimed at analysing the influence of the Bill of Rights1 in order to develop practical guidelines for South African courts confronted with issues of a political, socio-economic and cultural nature. It is against this background that Moseneke v The Master2 will be analysed.3 In this paper a general introduction of the facts of the case will be given. Thereafter the principles applied by die court in evaluating racial discrimination laws and the interests of justice will be highlighted. The case deals with certain provisions of the Black Administration Act,4 which applies to Africans living under a system of customary law, and emphasis will be on the development of practical guidelines for South African courts confronted with issues of a political, socio-economic and cultural nature. Finally, the relevant changes proposed by the minister as a result of the decision reached in the Moseneke case will briefly be referred to.

The drawbacks of monetarist and fiscal definitions of the terms "finance", "financial system" and "financial policy" are revealed and the author's definitions of these concepts are theoretically s justified. The goal of financial policy is defined as ensuring sustainable balanced socio-economic development of the country based on economic incentives and harmonization of the economic interests of the main social macrogroups. One of the main objectives of financial policy is to ensure the financial stability of all sectors of the national economy (including the real one) while stimulating economic growth by supporting the domestic producer. The author's interpretation of the term "economic intermediaries" is given, which include economic agents that redistribute value added in their own interests to the detriment of the interests of the real sector of the economy.

Abstract:
The festivalization of cities and their transformation into „eventful” centers of the postmodern urban lifestyle has been a global trend since the mid-1990s. The aim of the text is to analyze the features of the new city festivals in Plovdiv by analyzing the Kapana Fest, examining their activities, audience, organizers and beneficiaries and reaching conclusions about their socio-economic and cultural significance. Festivals are a crossroads of a number of interests, whose bearers are different socio-group actors – local government, organizers, participants, visitors, business representatives and residents of the local community. The article presents the results of an empirical sociological research carried out using qualitative methods within the project “Local festivals: A resource of local communities for coping with crises”, funded by National Science Fund – Ministry of Education and Science of Republic of Bulgaria (KP-06-H45/5 from 30.11.2020). The research approach used is in the thematic field of social stratification, focusing on the socio-group characteristics and interests of the various actors associated with the festivals. The new city festivals are understood as part of the postmodern lifestyle, with its characteristic consumption patterns and leisure patterns. The question whose answer is sought in the text is: who are the winning socio-group actors from the huge social, economic and cultural potential of the Kapana Fest in Plovdiv?

Made is the comparative analysis of social and economic indicators characterizing the interests of major strategic regional actors. Proposed are the options for further research to improve the strategic processes, their concretization, as well as bringing them in line with the requirements of modern society, as well as the conditions of globalization of the economy.

As a result of the dynamic socio-economic processes taking place globally on the agenda in society, new problems arise which are related to the strengthening of the national and regional economy in the conditions of globalization. For this reason, the fundamental importance of achieving the sustainable development of the nation-state is associated with increasing and achieving a high level of economic and social security, as globalization creates new opportunities for national actors involved in international relations but at the same time leads to risks and external threats to the functioning of national economies. Economic and social security play a huge role in shaping essential qualitative aspects of the life of the citizen, society and the state in today's globalizing world. In the modern world, it is impossible to guarantee the country's economic security without extensive international cooperation at all levels because a significant and important part of the problem concerns the spread of threats beyond national borders and the impossibility of finding a solution through national instruments and mechanisms. In the global age, uncertainty is everywhere. The job, which in the modern age is associated with life projects, because of the lack of security no longer provides support for the prospects and ambitions of the people. Conditions change quickly and often without warning. But not only working conditions and jobs are constantly changing. The whole framework, in which long-term plans (partnerships, households, neighborhoods) are usually embedded, breaks down with the enormous momentum of the new era. The lack of economic and social security at the moment is the greatest threat to the state, society and the individual. In addition, the communication and information revolution places the issue of information security in all its aspects. National interests in the global age are never restricted by state borders, which creates the prerequisites for the emergence of numerous contradictions that can be solved at the level of interstate interactions. On the other hand, the national interests of individual countries can coincide with the interests of other socio-political institutions and co-implement them. The growing interplay between countries, the deepening of integration links, the need for cooperation in solving global problems does not mean that national and regional interests are losing momentum. The new one point is to change the environment of their realization and to increase their interdependence with the national and regional interests of other countries.

Agricultural activities work must be able to fulfill the economic needs and approved by the community as a decent job, so many people enthusiast. Nowadays, interested of youth from the family farmers is decreasing to work in agriculture. It shows from the socio-economic conditions of farm households. The purpose of this study is to analyze the relationship of land ownership, income, housing conditions and education to the interests of village youth in agriculture. This research uses quantitative data approach with survey method supported by qualitative data in the form of in-depth interview. Respondents consist of 54 youths of children of farmers and aged 16-30 years. The respondents selected by random sampling method. The results of this study indicate that there is a significant relationship between income and housing conditions with the interests of village youth in agriculture.Keywords: agricultural, youth interest, socio-economic conditions================================================ABSTRAKPekerjaan di bidang pertanian harus mampu memenuhi kebutuhan ekonomi dan diakui oleh masyarakat sebagai pekerjaan yang layak sehingga banyak peminatnya. Responden terdiri dari 54 orang pemuda yang merupakan anak dari petani dan berumur 16-30 tahun. Pemilahan responden melalui metode pengambilan sampel acak. This article aims to explore the forced dislocation of immigrant Gyspy townspeople from a Turkish town, Bayramiç, Çanakkale in 1970. It focuses on the workings of social categories of Turkishness and Gypsyness through this exclusionary violent case, how they were re-employed and reproduced exclusively in conjunction with Turkish nationalism. It was the time of socio-economic transformation and rise in populist–nationalist discourses in Turkey. In the town, the reflections of this historical context demonstrated the transformation in power allocation and competing personal interests in highway transportation and forestry. Eventually, the attacks started as “Drivers’ Fight” but turned into “Gypsy hunt” with the effects of socio-economic competition and interests, the employment of historical stigma of Gypsyness and terrorization of the perpetrators in the town.

The author's interpretation of the concept of «economic security» is proposed on the basis of the selected approaches and methodology of N.V. Gerasimov in defining the «economic system of society»: economic security is the maintenance of the norm of functioning of the subject, which is ensured by creating a single, stable, organizationally formalized, relatively independent set of mechanisms focused on the implementation of socio-economic interests and outlined strategic goals in the context of actualized and potential threats. Revealed the interdependence of economic security and the needs of the subjects.

The geo-politics and geo-economics of the Indian Ocean Region (IOR) littoral are interconnected to each-other with a large scale of Afro-Asian population and a tremendous maritime economic potential. Welfare interests of the populations of IOR littoral states demand tapping of the Sea-based economic potential, but the geo- political dynamics of the region are not conducive due to diverse dimensions of multiplayers in the region and gradual Sino-Asian power shift, where philosophy of enhanced cooperation for peace and sustainability is highly needed. The addition of Belt and Road Initiative (BRI) has provided new avenues to harness the true potential and uplift the poverty by improving existing socio – economic ties. The BRI has many challenges, and its opportunities can be exploited by China, Pakistan and Iran, through an extra efforts on diplomatic front. Based on qualitative research and content analysis method, this paper aims to analyse the various aspects of the geo-politics and geo-economics of the IOR viz-a-viz Sea-based economic potential and rationalizes the need of enhanced cooperation for peace and sustainability in order to promote socio- economic uplift and prosperity across Afro-Asian region.

In the modern period of the widespread processes of globalization, integration and rapid migration, complicated foreign policy relations of a number of states belonging to transnational blocs defending opposing interests, of course, the problem of effectively countering terrorist and extremist activities, as well as preventing the spread of relevant ideologies, is becoming particularly acute. The international community, realizing the danger of terrorism and striving to develop effective measures to prevent it, has adopted a number of documents, which include United Nations conventions (for example, the International Convention for the Suppression of the Taking of Hostages, the International Convention for the Suppression of Terrorist Bombings, the International Convention for the Suppression of financing of terrorism). The increased importance of this type of crime is also confirmed by the consolidation in federal legislation of the relevant concepts and forms in which the considered illegal activity can be carried out, the methods of its prevention and sanctions used for committing offenses of an extremist and terrorist nature. The main normative legal acts in this area are the federal laws of July 25, 2002 No. 114-FZ “On Countering Extremist Activity” and of March 6, 2006 No. 35-FZ “On Countering Terrorism.” For the purposes of criminal law enforcement of countering terrorism and in the interests of fulfilling international obligations, the Criminal Code of the Russian Federation of June 13, 1996 (as amended on November 28, 2015, hereinafter referred to as the Criminal Code of the Russian Federation) establishes responsibility for the commission of crimes against international security.

Abstract:
The present study was performed from the standpoint of the transdisciplinary concept of the ethno-functional synthesis of chaotic (archaic) and cosmizing (premodern and modern) ideas, understood as a source of humanitarian systems development. An empirical comparative study of the mentality of Russia and countries with high and low rates and levels of socio-economic development was carried out on the basis of statistical analysis of Internet queries reflecting the interests of users: “Nature” (archaic), “God” (supra-ethnic-religious ideas — pre-modern) and “Knowledge” (modern). Compared with countries with high and low levels of socio-economic development, the Russian collective subject has the largest gap between a high interest in archaic and a less pronounced interest in religion; at the same time, the interest in knowledge occupies a middle position. This result can be interpreted as a relatively low expression of the inner need for religion (God) and knowledge (Knowledge), despite the fact that the values of Knowledge and Religion (God) are significantly represented in Russian education system and media. It is established that the countries with high rates of socio-economic development have predominant interest in knowledge (the query “Knowledge”), and there is also a relative integration (balance) of archaic (the query “Nature”) and supra-ethnic-religious (the query “God”) ideas. In developed and underdeveloped countries, compared with countries with high rates of development, interest in “God” and “Nature” prevails while interest in “Knowledge” is relatively low.
