Abstract:
Introduction. The current stage of development is characterized by widespread digitalization of almost all economy spheres. One of the key areas for the developing digital economy in the Russian Federation is investments and investment relations. The state supports and develops the investments in data-driven formation of the digital economy. The article examines some of the subjects of the country’s influence on the mechanisms for expanding the innovation investment sphere, regarding local development specifics. Theoretical analysis. There are two categories for considering government influence on investments in the digital economy – the investment climate and the country’s investment policy. The key part of the research process is a set of economic, sociological and statistical methods, as well as applied scientific analysis in digitalization field of public institutions, institutional investment and investment relations as part of the economic system. Empirical analysis. Analyzed topical aspects of state role on the investments development in a rapidly changing environment, divided them into six fundamental categories. The process is presented in the forms of activating the legislative process and the testing of regulatory “sandboxes”. The article describes the caution of the Russian Federation in choosing a supported investment industry, its type and accompanying regulatory legal acts. Results. The research shows the development aspects description chosen by the state to support investment in digital economy conditions and a fact analysis of the state methods of influence on investment relations in the context of global and country economy digitalization.

Abstract:
The organisation and hosting of major events, whether cultural, political, sports, economic or social, forms part of a broader strategy adopted by cities to compete in the global arena and to attract capital and investments and to boost tourism and at the same time to address their economic and social problems. This paper reviews the sociological, economic and planning literature in order to discuss to what extent these complex events represent an opportunity to stimulate the economies of cities and to transform their socio-economic and geographical structure. It does this by analysing the most critical aspects of the changes and redevelopment carried out in Rio de Janeiro to host the 2014 World Cup and the 2016 Olympics. The analysis focuses on the negative social and economic effects which these events are already having on the city.

Abstract:
The article deals with pension investment as a special form of social pension capital. The authors of the article try to substantiate that in the modern scientific and social context the boundaries of understanding "human capital" are significantly expanding. The article, supported by the Russian Foundation for Basic Research, is based on the data of a full-scale sociological study of Russians (N=1050) on various aspects of pension investment and pension capital formation. In the course of the study, the authors managed to identify that at present the Russians demonstrate extremely low investment pension activity, the formation of pension capital is extremely delayed and correlates with the age of respondents. The population sees the government as the main source of future pension formation, but there is little trust in specific institutional forms of investment. Only financial instruments not related to direct investment are assessed positively by the population: work in the civil service, supervisory, military and law enforcement agencies, as well as receiving "white" salary. This research has recorded the unfavourable state of the social pension investment sphere. The low level of investment activity and lack of trust in institutional mechanisms of capital investment seem to be an extremely unfavorable signal for the pension future of broad social groups. From the sociological point of view, there is a need to develop relevant explanatory theories of investment changes, and from the side of state and investment institutions to develop relevant measures to correct the situation.

This paper will construct the social assessment frame to the AMT project and use fuzzy evaluation to quantification the assessment result. The research aims to formulate the politics of the omnibus law law as an effort by the Government to increase investment to advance the economy and prosperity of all Indon people. This study uses a normative approach. The results showed that the omnibus law had not been formulated effectively and accountably so that it needed improvement. The formulation and implementation of the Omnibus Law, it must be balanced at the level of effectiveness and accountability by paying attention to the juridical, political, sociological and economic aspects. Advocacy from all elements of the nation at the level of formulation and implementation of the omnibus law will effectively realize increased investment in economic development for the welfare of all the people of Indonesia.

Abstract:
The remittances of the migrants can become one of the most significant positive results of international migration. Still, the usage of their capabilities demands scientific-based prudent state control. In Ukraine, the policy in this field is merely at the stage of the development. The international experience of the realization of the ways of revenue stimulation from international migrants and the main ways of their mobilization in the development of countries – suppliers of the labor power have been reviewed. The main channels of international money transfers and their fees have been analyzed. According to the sociological survey of the Ukrainian migrants, the individual aspects of their economic behavior have been clarified. In this connection, it turned out that most of the respondents send their funds to Ukraine, where they are mostly spent to the satisfaction of daily needs of the family and also to the accommodations of the migrant during his staying home. Besides, in Ukraine, the common ways of use of money earned abroad are the purchase of durable goods, savings, repairs, and housing reconstruction. In the meantime, the survey has exposed the low willingness to invest their money in Ukraine. The investments into the business function are the most common way of the possible investment of the migrant funds. The research has proved the necessity of the state policy development in the field of regulation of the remittances. The measures of such regulations are systematized in two directions. The first one applies to the transfers and transferring channels themselves. The objective of such regulation is the money transfers of the migrants from abroad through the official channels and increasing of their rate. The second one is connected directly with the transfer usage. Its objective is the spending of such funds for the benefit of development and their effective usage.

Abstract:
This article aims to show how the implementation of the Unified Information Platform (UIP) significantly reduces the construction time during the organization of housing and investment construction. In the article, the author also considers important aspects of the digitalization of construction production. The methodological design involves the method of sociological analysis, the method of expert assessments with subsequent statistical analysis of the data obtained as a result of the questionnaire, the method of mathematical modeling, and comparison. The results of the study made it possible to show that the Unified Information Platform raises the efficiency of relationships between participants in urban planning activities; reduces the total construction period of the facility by 12% (153 days); significantly decreases the cost of construction; the functionality of the Unified Information Platform allows to create a streamlined work process and establish timely control over the performance of work; the absence of such systems or only their local variants noticeably lose in efficiency; the introduction of the Unified Information Platform makes it possible, through electronic interaction, to control the vested interests of corporations and not allow the techno-structure represented by government officials to be subordinated; the use of information technology guarantees maximum efficiency and productivity while minimizing production costs.

Abstract:
The purpose of the presented research was to study the impact of labor migration on the development of human resources in Kyrgyzstan. Before collecting the data, several theoretical assumptions were identified, ranging from personal experiences of migrant workers to their remittances and new skills acquired during the migration process. A common finding of the literature on migration is that migrants are more likely to choose self-employment upon return to their origin countries. This has led to the belief that return migration stimulates entrepreneurship in source countries and hence support economic development. In this paper we test these assertions, drawing on the study of life in Kyrgyzstan, a rich longitudinal data set from transition economies with high levels of international temporary migration. We find that for return migrants, self-employment is often a temporary occupational choice, suggesting that self-employment serves as a 'parking lot'. This research used case studies with quantitative and qualitative data, as well as the authors' sociological studies. Analysis of interviews with 25 current labor migrants in Russia and 25 repatriates in Kyrgyzstan concerned the following aspects: problems and benefits of migration; development of new skills; use of money transfers; reasons to return; employment or self-employment; remittances as investments and governments assistance in entrepreneurial activities of returnees. According to the research results, it was concluded that labor migration has an impact on development, which falls within the framework of the development of human resources. This is especially noticeable with regard to remittances and new skills brought by labor migrants to the Kyrgyz Republic.

This study attempts to describe the juridical and historical aspects of the implementation of the Manpower Law, and this study aims to analyze the importance of the Omnibus Law "Cipta Karya" in Indonesia in Indonesia.. This research was conducted using descriptive and qualitative methods, through a library research approach. The results of this study indicate that the Omnibus Law “Cipta Karya” Bill was passed by the Indonesian Parliament. The bill is considered to have the potential to violate the rights of citizens guaranteed by the constitution because for the sake of investment, labor rights are secondary. Therefore, comprehensive and sustainable strategic efforts are needed to improve labor laws in Indonesia with reference to the mandate of Law Number 12 of 2011 in conjunction with Law Number 15 of 2019 concerning the Formation of Laws and Regulations that must contain consideration of aspects philosophical and juridical and sociological. Therefore, the Government and the House of Representative (Dewan Perwakilan Rakyat Republik Indonesia - DPR RI) must have a high commitment and political will in terms of the formation of labor laws and regulations based on the principles of clarity of objectives, the principle of appropriate institutional or forming organs. , the principle of clarity of formulation, and the principle of transparency

Abstract:
Modern economic science is developing dynamically under the influence of various factors. One of the new and relevant areas of economic research is nanoeconomics. Despite the relative novelty of this area of economic research, the foundations of theory and methodology have already been laid by a number of scientists. Nanoeconomics is defined as the individual’s economy and allows us to consider the determinants of its development, including the behavioral aspects of the individual directly affecting his economic activity. In the framework of this approach, the study of the individual’s financial behavior which directly affects the development of the financial system and the increase of country’s competitiveness becomes particularly relevant. The application of the institutional approach allows expanding the classification of financial behavior strategies adding a new type of tax behavior, which is defined as the individual behavior (incentive, protest, adaptive) associated with the obligation to pay taxes and fees, as well as the right to use tax deductions (property, social, investment). The analysis of the market of financial services, performance indicators of financial institutions, as well as tax payments and deductions shows that citizens think about their financial well-being and depending on various factors (psychological, sociological, economic, political) their financial behavior changes, which is confirmed by the analysis of statistical indicators.

Abstract:
Consideration of the problem of poverty involves taking into account not only the «narrow» economic aspects, but also a wider range of social needs and moral assessments of the problems of social inequality by various social groups, including age-generational groups. The purpose of the article is to analyze the features of perception of the problem of poverty by representatives of different generations on the example of applicants and their parents. An important feature of the sample is that the respondents are not only representatives of different generations («fathers «and» children») in General, but to a large extent (according to the number of respondents – parents of applicants) are also literally parents and their children – direct relatives. Respondents are also representatives of two different epochs in the development of Russian society. These circumstances make it more important to compare the opinions and assessments of representatives of two different generational groups on the problem of poverty-relevant in worldview, political and socio-managerial relations. The article focuses on the opinions and positions of respondents on the following issues: «Do you agree with the statement: «Poverty is the just lot of those who are unable to ensure the well-being of themselves and their loved ones»?» and «How would you describe the standard of living of your family?» The majority of parents ‘ generation shows a democratic-negative attitude to poverty as an injustice at any level of their family’s life. But the generation of children more categorically and definitely recognizes poverty as an injustice, compared to the generation of parents. One or another social and financial situation of an individual and his family influences the perception of the problem of poverty, but not to a decisive extent. This situation proves that when analyzing and evaluating the social situation in relation to poverty and social inequality in Russia at the present stage, it is necessary to take into account not only the economic, but also the non-economic nature of social inequality, and at the same time the corresponding «deformations» in the characteristics of the poor (and poverty). The majority of Russians (of different generations) expect from the state objectively necessary «social investments», first of all, in education and health care and in overcoming mass poverty-especially the less well-off strata. The problem of poverty (and with it inequality) is important not only in socio-economic terms (from the point of view of rationality and efficiency, for example, of economic policy). This problem, directly or indirectly, also has a cultural, moral and ideological significance-especially in the aspect of social justice/injustice. Accordingly, the problem of poverty (and with it inequality) affects the socio-political state of society, the moral and political atmosphere in society. In this regard, the social policy of the state, willingly or unwittingly, is perceived and evaluated in public opinion not only in relation to the «rationality» of this policy, but also in relation to its «morality». All these points (separately and in a complex, in conjunction with each other) must be reflected in one way or another in sociological research. Due to the high level of socio-economic inequality, public policies on social security and social investment are becoming increasingly important. Clarification of various aspects of the problem of poverty is important both in the interests of worldview and in the interests of social management practices.

Emerging adulthood, in numerous individual biographies, also in the case of disabled people, is the time of permanent need for self-actualisation and time of verifying one’s subjective vision of “being an adult,” i.e. being responsible for one’s own decisions, pursuing professional and economic independence. Due to developmental acceleration, sociological shift in terms of undertaken roles and realized developmental tasks as well as their moratoriumlinked delays, it is also the time conducive to educational activity. This psychological time of a young person, its course and specificity depend, to a large extent, on numerous (micro-, mezo- and macro-) conditions of family life and social life in today’s world which is more competitive and less predictable than it used to be for generation of the late 1990s. All of these factors contribute to the fact that maturing to adulthood seems to be a state which is harder to achieve nowadays. It is displayed in the form of delaying the moment of taking up a job or other important decisions in family and relationship contexts.The study aims to present the selected aspects of daily life of disabled young adults, described in the context of developmental tasks of this period and considering the perspective of investment in relationships, development of one’s own resources, pursuing education and entering the job market which are all, from a temporal perspective, a chance of complementing one’s own identity.

Abstract:
The article deals with gender aspects of the perception of environmental problems by the population in the industrial development of the Arctic. There is substantiated the need to develop an ethno-social approach to the study of environmental problems in the framework of interaction between mining companies and the indigenous peoples of the North. It is proposed to conduct sociological surveys of the population when assessing the impact on the ethnological environment (ethnological expertise of the project). The experience of conducting such research to identify and assess gender-specific perceptions of environmental problems in the implementation of investment projects in the Arctic is shown. Based on the results of the empirical research in 2017–2019 on alluvial gold and diamond mining projects in the Northern regions of the Republic of Sakha (Yakutia), the main environmental problems that concern the local population are identified. These include: pollution of the environment in the territories of traditional nature use, decrease in the number of deer, reduction in the number of objects of traditional crafts, lack of a system for garbage removal and processing, climate change, and others. The article shows specifics of the environmental problems perception by the indigenous inhabitants of the North (Evenks, Dolgans, Yukagirs, Sakha) on a gender basis. It proposes a mechanism for taking into account the gender characteristics of the population’s behavior in the impact of economic activities on the environment in order to ensure gender equality by signing an agreement between mining companies and the local population on the socio-economic development of the territory. The concept of a gender approach to the account of ethnosocial and environmental aspects of territory development with the account the life cycle of the project is substantiated. Implementation of this approach will allow a more full account of the interests and needs of the indigenous population in the industrial development of the territory in the Arctic.

Abstract:
Subject. The article addresses Russian investments. Objectives. The focus is on revealing the special aspects of Russian investments. Methods. The study rests on the systems approach, using the method of statistical, neural network, and cluster analysis. Results. I highlight the relevance of the analysis of characteristics of Russian investments. The paper unveils the lack of consistency between strategic and tactical investment priorities and, as a result, the encouraging of the beneficiaries of the Russian private property to actively participate in the political life of the State to use not only their own funds, but also attracted ones, i.e. long-term financial investments in shares and other forms of participation in capital, including funds from the issue of Federal loan bonds, corporate bonds and shares. The paper also defines the most effective structure of the balance of "Financial Assets Minus Liabilities" and significant financial ties of the Russian economy sectors. The specific aspects of Russian investments are related to the orientation towards the development of the banking sector by ensuring the growth of retail lending, investments in Federal loan bonds, and operations to manage short-term liquidity. Curbing the devaluation of the national currency can be ensured by attracting funds from insurers, investment funds, and non-State pension funds to purchase Federal loan bonds. Conclusions. The basis of the Russian approach to investment is a reflection of the limits of economic development and the effectiveness of the government.

In the «Medicine and health care» sector, diagnostic systems based on molecular and cellular targets, genomic, post-genomic and cellular technologies are singled out. In the «Pharmaceutical industry" sector, the breakthrough areas include such innovative pharmaceuticals as vaccines (DNA vaccines), hormonal agents, coagulation factors, drugs based on cytokines, monoclonal antibodies, drugs for demographically significant diseases, antiseptics. In the sector of «Production of new materials» the priority targets is development of nano-technology and nano-materials and technologies of elaboration of bio-compatible materials. The main target is training and retraining of personnel in digital medicine skills, organization of national technological platforms for on-line education, on-line medicine and adjustment of existing and development of new educational programs. The social alterations resulting due to health care digitalization are associated with transformation of the structure of labor market of medical personnel, giving rise to emergence of new medical professions at the scientific research junction. The social perspectives of health care digitalization reflect formation of «knowledge society», development of information society and digital economics as a whole, development of competitive technologies and services in medicine. The world expert community, implementing sociological and socio-economic research, confirms that digitalization of medicine and economics gave rise to the ideology of «Social Investment» («Impact Investing», or, otherwise, «investment in social effect»). The digitalization of health care and economics has led to the need of developing new civilizational paradigm, to the necessity of human dimension of technological and economic processes. The positive social changes caused by development of digital medicine, do not exclude the emergence of social risks, manifested in possible violation of privacy, patients' rights, reducing level of security and dangerous dehumanization of society, reducing the value of patient as individual in conditions of development of biomedicine and genetic engineering as areas of digital medicine.

Multicultural Islamic religious education is a solution to the plurality of Indonesian society in accordance with the democratic principles adopted by the Indonesian nation. Multicultural Islamic religious education is an important aspect in building the nation's next generation. Sociological aspects in multicultural Islamic religious education are fundamentally reflected by the existence of conducive cooperation between Islamic religious education in the family, school and community environment, good educational control will be realized. In a sociological context, the family is the first and foremost institution known to children. In this case, his parents are the first to be known and provide educational values. Then the school environment, the school at this time is a need for everyone to get an education from school. Schools in this case have two important aspects, namely individual aspects and social aspects. On the one hand, schools are tasked with influencing and creating conditions that allow optimal development. Furthermore, the community environment, a diverse society such as in Indonesia often creates the potential for friction or even conflict. Therefore, differences are a necessity in a pluralistic society. Differences must be accepted as a necessity. Such acceptance will lead to people's attitudes that can accept existing differences. This is what will produce students who have good morals, who will not only make their parents and teachers proud, but also the community as users of educational outcomes.

The article presents the sociological and ethnological features (aspects) in the analysis of state ethnic politics. The possibilities of synthesis between sociological and ethnological methods in the process of analysis of state ethnic politics are determined. The relevance of the influence of sociological and ethnological aspects on the process of rational and prudent ethnic politics in the country in our time is analyzed. The definitions of sociology and ethnology and the sphere of their knowledge and scientific efficiency are given. Constructive derivatives during the synthesis of sociological and ethnological methods of cognition of society are found out. The work of foreign and Ukrainian scientists and researchers on state ethnic politics is considered. The historical process of the late nineteenth - twentieth centuries, which led humanity to the emergence of modern state-administrative issues and problems, is analyzed. The types of social structuring of societies and the social structure of modern Ukrainian society, which is considered to be the most acceptable and generally recognized, are defined as schemes. The ethnic structure of human society on the theory of ethnogenesis, proposed by LM Gumilev at the end of the twentieth century, and the author's vision of socio-ethnic structuring of societies in a schematic form are highlighted. The author presents a schematic view of one of the possible variants of the scientific vision of the ethno-social structuring of the societies of the world, including Ukrainian society. The logical definition of the important scientific term "nation" (nation) and the importance of universalizing the terminological and conceptual base in the analysis of national ethnic politics are presented. Conclusions have been made regarding the prospects for further development of public administration science.

This study analyses the timing of first entry into marriage of Hungarian men and women born between 1916 and 1967. Marriages take place at a considerably earlier age than the West European average, and at the same time show significant differences between cohorts. In the course of the analysis we consider the social and economic circumstances which affect the timing of entry into marriage, and we connect the variables of men and women's educational attainment with their age at marriage. In each cohort we examine the sociological characteristics of those who marry significantly earlier or later than the average for their generation, i.e. than the “normal” age.
