Full textSpecialized and problem-solving courts emerged at the turn of the 1990s, promoting "community-based" supervision rather than prison sentences for offenders identified with a range "underlying issues" such as homelessness, substance abuse or mental illnesses. In 2013, following in the footsteps of numerous North American cities, Québec announced the creation of its own community court under municipal jurisdiction. This case study unpacks the conceptualization and implementation process of such a dispositif in Québec City. Its methodological approach combines documentary research (legal, political and media documents) and in-depth interviews (15) with key decision makers and partners involved in the development of the court. Analysis draws on political sociology of justice to uncover how the push for a community court is embedded in an agenda of urban "securitization" and "revitalization." The concept of the Therapeutic City is developed to examine the novel style of municipal governance that emerges to reshape the regulation of deviance at the intersection of a number of valued principles and behaviours, from professional sensitivity and personalized treatment to good governance and change in police culture. Rather than merely "softening" punishment, analysis demonstrates how this new normative framework reiterates the authority of legal supervision and the discretionary power of law enforcement. In this regard, research findings constitute a new milestone for understanding the political, moral, and economic processes that underlie judicial innovations, as well as the metamorphoses of social control at the local scale.

Full textCivic education targets an increase in political knowledge and civic engagement in all its ways. That school topic was taught in Quebec until recently in the HEC (histoire et éducation à la citoyenneté) classes, which were mandatory from grade 1 until grade 10. No public study has been done regarding those classes and their effects up to now. After collecting data among 14 10th-grade HEC teachers and 1,369 11th-grade students, this thesis shows that a high or low presence of civic education in HEC – as perceived by teachers and students – has no significant impact on political knowledge, political interest and intention to turn out later for 11th-grade Quebec students. The reasons behind that lack of effect may be due to relatively uniform low presence of civic education in Quebec schools or the diversity of teachers each student gets during his or her school years. Moreover, a multilevel analysis shows that students’ intention to turn out later, political interest and political knowledge vary much more at the individual level than depending on the classroom they belong to.

Full textToday's teaching practices are often held in space settings defined by past generations. Teaching-learning situations in high schools, often take place in institutions formerly known as comprehensive schools built during the 1960s/'70s. This M.A. thesis is linked to the Schola.ca project which studies the characteristics of Quebec's elementary and high schools, in order to provide tools for their renovation and optimization. In this context, our research studies the school spaces in high schools, as well as teacher's practices within them. Numerous official documents, architectural plans and journals were analyzed, in order to understand how socio-economic, political, architectural and mainly educational factors have influenced the design and definition of these schools. Moreover, a discussion with two teachers from a high school in the City of Quebec area has allowed a better understanding of how teachers adapt the scholastic spaces to fit their needs. Thanks to the various theoretical tools developed by space sociologists and sociologists of education, we were able to better understand the links between the design of school spaces following the Parent Report (comprehensive schools) and the current use of these same spaces by teachers. Focusing on space practices through a case study in a high school located in the City of Quebec area, our research aims to inform the Schola.ca project on how teachers take over space or adapt it to their needs.

Full textAmong the regions of quebec, saguenay-lac-saint-jean stands out for its isolation, its short history and the ethnocultural features of its population. Moreover, here we have a population especially propitious for our double-edged research - that is, to map out a micro-scale sociogeography of health, and also to work out the main factors associated with a rather poor health record. Thanks to an interdisciplinary approach, spatial locations can be used to reveal disparities in health, whereas changes of scale can allow us to track certain pathogenic patterns and different causes of death. Making use of models of social ecology developed in the chicoutimi-jonquiere urban area, it is possible to grasp sociospatial disparities by homogeneous zones. Sociogeographical gradients then show up, linked to the prevalence of certain genetic diseases, complex disorders (with a genetic susceptibility), or the risk of the occurrence of chronic disorders leading to death. Beyond statistical correlations and spatial associations, we propose explanations for the differences of levels of pathology by examining mainly how the present manifestations of the rates of illness and death may be associated with socio-economic inequalities, or may be inherited from past conditions. By bringing up the delicate question of determinism, which evokes the issue of + captivity/ mobility ; we have a look at, finally, the matter of equal opportunity and that of continuity of social conditions. From the epidemiological transition to the patterns of population settlement, we draw a socio-historic portrait; we work up a sociogeographic model which sheds new light on the emergence of sociospatial discontinuities of health and of schooling

Full textIn a book published in 2014, Marie-Claude Rocher signs an introduction where it is stated that after the Conquest some French Protestants practiced a discreet cult in the Province of Quebec. In the preface of the same book, Philippe Joutard invites young researchers to study the hypothesis of a "Huguenot Marranism" in North America. Before 2014, no historian had advanced as far as these two, the idea of continuity in Quebec between Protestants in New France and Protestantism in the 19th century This new concept of "Huguenot Marranism" had never been the subject of a research project. It was therefore necessary to start there. Of an essentially historiographical nature, this study attempts to shed light on how the "Huguenot Marranism" thesis was formed while also assessing the plausibility of the thesis. In addition to a historiographic look at Quebec Protestantism from New France to the beginning of the 20th century, this study opts for a comparison of the thesis of "Huguenot Marranism" with the phenomena of underground religiosity that have been Jewish Marranism, the Waldensians, and French Protestantism.

Full textIn the collective imagination, Quebec’s 19th-century electoral campaigns are associated with violence, intimidation and dubious practices by political parties in order to get votes from illiterate and unpoliticized voters. However, is it really the case? The first objective of this thesis is to analyze electoral irregularities through the petitions challenging the legality of some elections tabled in the Legislative Assembly of the Province of Canada and of Quebec between 1871 and 1875. The second one is to study the control of the legitimacy of these disputed elections by parliamentary administration. To do so, the election process during public votes and the contested elections laws are carefully examined. Petitions are analyzed in order to reveal the various reasons raised by the protestors. Then the parliamentary process is examined to demonstrate how members of the Legislative Assembly arbitrate the disputed ballots. Simultaneously, the role of the various actors involved – voters, political parties, protesters and members of parliament – is presented, as well as the evolution of the legislation about controverted elections. Finally, the analysis of the 108 petitions tabled in the House between 1841 and 1875 suggests that this "mythical past" of corruption and electoral violence is real, but deserves to be qualified. The political culture evolves a lot during this short period. Those dubious practices are not only free of consequences during the elections, they also have the endorsement of the members of parliament, who reject petitioners’ grievances in more than 90% of the cases.

Full textMore and more, researchers in the field of education are acknowledging the hard times that constitute the early years of teaching practice in Québec, and worry about premature leaves of novice teachers. The research here presented seeks to offer a better understanding of this crucial moment of integration in the teaching profession, and to examine the determinants that can influence novices to persevere or to abandon this professional field. To do so, attrition of novice teachers is not only considered as a probable outcome of the insertion process, but as a process on its own, the opposite equivalent of this insertion. By thorough analysis of twenty-two professional trajectories of beginning teachers who have persevered in teaching (eleven trajectories), as well as novices who have chosen to redirect their career during their first in-service years (eleven trajectories), we observed the dominant interrelations between factors inherent to individuals and factors belonging to the education system as a structure that influence the choice to continue or to quit teaching. We found that in many cases, interactions are further driven by individual elements whereas in some other cases, elements of the context, which are independent of the social players, appeared to be the leading force of the decision process. Nevertheless, all the factors involved in the decision-making of the novices we met implied dynamics inherent to both actors and structures. Six types of interrelations have emerged from the study. They show that many elements pertaining to the identity of young teachers, such as career choice and realism of expectations created before and often maintained during pre-service training, the degree of adequacy felt between the novice on one hand and the mandates and the structural organization of education on the other hand, the ways of being and reacting during the early teaching experiences, and the relative importance attached to the field of work versus other fields of life (especially family and children), play important roles in the decision process of some participants regarding their professional teaching project. Concerning the elements of context, employment parameters (time needed to get a stable status), work parameters (working conditions, workloads, mandates, composition of the class) and environment parameters (particularly support received from other staff and principal) also have a noticeable influence on the choices made by the subjects interviewed in regards to continuing in the teaching profession, or leaving it.

Full textParmi les changements de situation que traversent les individus au cours de leur existence, l'insertion professionnelle est sans doute l'une des transitions les plus difficiles et importantes à réaliser. Ce passage vers la vie adulte s'accompagne d'une importante restructuration des valeurs au cours de laquelle les représentations et les aspirations jadis entretenues à l'égard du travail et de la vie hors travail* se voient confrontées à la réalité désormais vécue en emploi. Ces aspirations jouent en outre un important rôle dans la définition des attitudes et des attentes professionnelles, qui à leur tour influencent les satisfactions et frustrations rencontrées au travail. Cela dit, comment et pourquoi les représentations entretenues envers le travail et les valeurs accordées à celui-ci se transforment-elles, et quelles sont les sources de tels changements? Ce mémoire tente d'élucider ces questions en présentant les résultats d'une récente enquête menée auprès de jeunes travailleurs issus de différents secteurs d'activité et actuellement en processus d'insertion. Au total, quatorze entretiens ont été réalisés dans le cadre de cette étude dont l'objectif est précisément de retracer, à l'intérieur de différents parcours biographiques, les changements d'aspirations sur le plan professionnel et l'implication de l'insertion professionnelle dans ce processus.

Full textClimate change represents what science says and what politics is increasingly taking into account (Ouranos, 2015). The purpose of this thesis aims to document the implementation of the two last action plans against global warming, prepared by the Governement of Québec, namely Le Québec et les changements climatiques : un défi pour l’avenir. Plan d’action 2006-2012, and Le Québec en action. Vert 2020. Plan d’action 2013-2020 sur les changements climatiques. At the junction between the analysis of public action (Matland, 1995 ; Kübler et Maillard, 2009) and the theoretical framework of the ecological modernization and its tradition of the public policies sociology (Béal, 2016), this thesis tries to answer two questions : how is the implementation carried out and why are there successes and difficulties to this adoption? Québec gets its foot in a low-carbon society, through the wind and hydroelectric energy tandem. However, fighting against climate change represents a major challenge, which Québec has accepted with an ambitious target. The PACC 2006-2012 got some basis implemented, but there remains a lot to do and outcomes remain unknown : will the PACC 2013-2020 achieve its greenhouse gas emissions reduction target of 20 % below the line of 1990 (Gouvernement du Québec, 2012a, p. I) ? At march 31, 2016, one notes the under-implementation of the PACC 2013-2020, since 22 % only of the planned budget had already been spent (MDDELCC, 2017a, p. 46). Greenhouse gas emissions reduction and climate change adaptation are lagging behind projections. The thesis fits into the theoretical framework of the ecological modernization (Huber, 1982 ; Spaargaren et Mol, 1992 ; Hajer, 1995 ; Jänicke, 1995 ; Mol, 2003 ; Christoff, 2009 ; Spaargaren et al., 2009 ; Toke, 2011), which many people present as the sociological version of the sustainable development project, focused on state and industrial actors, then the civil society (Buttel, 2003). Moreover, source of analytical and comprehensive wealth, which escapes from quantitative studies, the preferred method is semi-directive interviews (Fortin, 2013) with the supervisors of the two PACC, public authorities for the greater part, as well as content analysis (Leray, 2008) for data treatment. But the obvious limitations of the indicators and the qualitative method involve a partial validation of the hypotheses. Otherwise, the ecological modernization thesis takes place in a long-term perspective and requires time for an empirical testing (Guay, 2018)...

Full textThis thesis focuses on individuals from well-educated families who have experienced uncertain pathways or downward mobility in Quebec's postsecondary educational system. These individuals, who have interrupted their studies before graduation or who didn't obtain a university diploma, seem to deviate from formal schooling norms or from the established family educational trajectory. Are these situations flaws in the social reproduction system or indications of the increasing individualization of educational pathways? To answer this question, we proposed three avenues of interpretation: 1) the influence of Quebec's socio-educational context on the individualization of school pathways; 2) the transmission of the family cultural heritage and its effects on educational uncertainty and choices; 3) the dynamic influence of academic and non-academic experiences on the interruption of schooling or the abandonment of university aspirations. The analysis of twenty-one retrospective interviews led to the creation of two analytical classifications. The first one describes objectively the morphologies of the pathways and reveals their strong heterogeneity. The second one exposes the action rationale found in the interviewees' life story. While it highlights a certain influence of the family on the pathways, it stresses the fact that academic and non-academic experiences are paramount. Finally, these educational careers can be understood as reflecting the recent educational and social mobility of Quebec's francophone population and an increasing individualization of the educational pathways

Full textState surveillance of the poor has a long history. It begins several centuries ago, more precisely with the creation of modern nation-states. According to social theorists, the strengthening of the state’s surveillance capabilities results from both mass bureaucracy and democracy. It also stems from people’s desire to assert their civil rights. This thesis examines state supervision from a welfare recipient point of view. It aims to identify recipients’ rationales and practices of resistance. We interviewed 19 participants from both cities of Montreal and Quebec City. Results suggest the extent of resistance at work: two different resistance rationales, as well as six tactical moves emerged from our analysis.
