Abstract:
Maandeeq, or she-camel, is the most recognizable and dominant metaphor for the Somali nation-state, a symbol conceived and institutionalized through classical pastoral poetry. This article examines how Somali poets of the twentieth century made use of another metaphor to consider the anxieties of independence and the founding paradoxes of the Somali state: the metaphor of qabyo. Unlike the binary offered by the stable figure of maandeeq—she’s either dead or alive, stolen or reclaimed, shared or contested—qabyo attends to the incongruent, overlapping, and cyclical forms of ruination and repair that subtend the makings of the Somali state. Moreover, by contesting the determinism of failure narratives and instead focusing on the daily labor required to conduct a life in the ruins of history, qabyo poetics, I argue, advances a sociopolitical theory of the Somali subject as one who must learn to survive ruinous time.

ABSTRACT: This paper explores the image of Siad Barre in Jamal Gabobe's and Mohamud S. Togane's poems and historicizes a decisive era in modern Somali history: the period between 1969 and 1990 during which Siad Barre ruled over Somalia. These poems explore the dictatorial nature of Barre's rule and the mechanisms by which he managed to stay in power. The personal trauma, which is expressed in some poems, is used as a foundation for Somalis' collective renaissance. By the act of writing and voicing their pain, the tormented empower themselves and shed light on a dark stage of Somali history, giving an inclusive image of the status of Somalis in Barre's and post-Barre's Somalia. Essential questions will be posed and addressed, such as: how did the poems written before the collapse of Barre's regime help Somalis fight dictatorship? What is the role of such poems in the construction of a new identity in the post-Barre era? Can they be seen as acts of discursive resistance?

Abstract:
The article presents a survey of Kiarabu, a tradition of writing in Swahili using the Arabic script, as an integral component of the so-called East African Swahili civilization which since the Medieval Times had been constituted as a network of coastal and island sultanates extending from the South of Somali to the North of Mozambique along the coast of the Indian Ocean. In the colonial times this kind of indigenous literacy gradually came out of use being replaced with the Roman script-based literacy within the project of standardization and making the standard form of Kiswahili an official language in British East Africa. However, Kiarabu still remains an occasional practice and a means to manifest Swahili cultural identity in some areas, where poets-traditionalists write verses in it involving newly designed dialect-based modifications of the alphabet.

Abstract:
Abstract It has generally been assumed that there has not been any direct influence on Somali poetic metre from the metrical forms of Arabic. For the most part, this certainly seems to hold, but this article presents a poem which is of a type on which, it is argued, Arabic influence can be seen. The poem, ‘Taaj Awliyo’ by Sheekh Caaqib Cabdullaahi Jaamac (ca. 1922-?) is presented in detail and, although it has been described as being in the jiifto metre, it is demonstrated that this description of the metre is incorrect. It actually follows a previously undocumented metrical pattern which is the equivalent of four maqalaay warlaay lines. The article also shows how the metrical pattern can be seen as a Somalized analogue of the Arabic kāmil metre in its majzūʾ or dimetric form. Evidence is given both from comparison of the line structure itself and from brief comments on reports of what the poet himself had said. The poem considered in detail is part of the Qaadiriya Sufi tradition in which poetry composed in Arabic plays an important role including poems in the kāmil metre.

Abstract:
The notion of text, along with the issues relating to how variable or fixed a text may be, has been a central issue in the study of oral literature for some time. In this article it will be argued that the notion of the poetic text as being unchangeable is central to Somali maanso poetry, and that such poems are instances of what become, through the composition process, ‘definitive texts’. Arguments in favour of this will be presented from a number of different perspectives. Maanso poetry will be contrasted with traditional hees and the characteristics of both outlined, with a view to showing how the ‘texts’ of each type of poetry differ from an extra-textual viewpoint, that is from the point of view of people's expectations regarding the different types of poetry. Intratextual characteristics will also be mentioned with a view to showing the objectivity and autonomy of maanso definitive texts. The development of modern hees from the heello and also the development of the use of writing in Somali poetry will also be considered and shown to support the idea of the maanso definitive text.

Abstract:
Diante da catástrofe na qual Paul Celan (1920 – 1970) esteve exposto, a Primeira Guerra Mundial (1914 – 1918), surgiu um impulsionamento para a sua produção literária. Somado a isso, a partir da noção de exposição ao choque e das contribuições de Charles Baudelaire (1821 – 1867), tenho um insight responsável pela proposição da embriaguez baudelaireana como resposta a eventos traumáticos, sendo uma consequência das experiências sofridas. Assim, evidencio as questões presentes na movimentação dos poetas como motivos de leitura dos romances Cinzas do Norte (2005) e A noite da espera (2017). Ao longo do desenvolvimento do estudo, percebo que essa possibilidade de resposta aos chamados eventos limite pode surgir além dos moldes ditados pela condição catastrófica: como o silenciamento e o apagamento.

Filha de pais Somali, Warsan Shire nasceu no Quênia em 1988 e cresceu em Londres. Sua poesia se debruça sobre questões de identidade, afeto e violência em um mundo diaspórico. Shire é frequentemente lembrada por sua participação no trabalho audiovisual Lemonade, de Beyoncé. Mas a poeta já havia chamado a atenção do mundo antes de ingressar na cena pop. Essa jovem escritora contemporânea sempre usou as redes sociais para divulgar seu trabalho, foi premiada em 2013 com o disputado African Poetry Prize e em 2014 como Young Poet Laureate. É característica de Shire uma linguagem carregada de emoção, geralmente simples e direta, mas permeada por momentos de intenso lirismo."Conversations about Home (at the Deportation Center)" aparece em Our men do not belong to us, seu trabalho de 2014. Home [lar ou casa] é uma palavra-chave para Shire. No poema, uma mulher relata as terríveis cenas de violência que testemunhou, o pavor da fuga e a dificuldade de se adaptar a um novo país. Apesar de se sentir mais segura, ao menos salva dos horrores da guerra, ela continua atravessando experiências hostis de diversas ordens. Até que ponto, pensamos a partir de seu poema, o lugar onde nascemos é ainda nossa casa se tudo ali conspira para nos destruir? <p><strong>Resumen</strong></p><p>La escritora mejicana Rosario Castellanos (1925-1974) ansiaba otro modo de ser mujer y libre en la sociedad en la que le tocó vivir, convirtiéndose este deseo en el <em>leitmotiv</em> de su obra. En cuanto al amor, se dice que Castellanos estaba convencida de que no podría vivir sin que su marido la amara tanto como ella a él, tal y como ella misma parece indicar en <em>Cartas a Ricardo</em> (1994). La autora concluye uno de sus poemas más conocidos, “Meditación en el umbral”, con versos que incitan a la búsqueda de otros modos de ser, siendo mi propósito el de redireccionar ese registro a otros modos de amar. Para ello recurriré a la teoría postestructural de Luce Irigaray, quien hace que nos cuestionemos, al igual que hiciera Castellanos, nuestra identidad, pero que, a diferencia de la escritora mejicana, huye de buscar una respuesta definitoria y, en lo referente al amor, profundiza en la búsqueda de una cultura que modifique la condición de las relaciones amorosas. Y es que otros modos de ser y de amar son posibles.</p><p> </p><p><strong>Abstract</strong></p><p>Mexican writer Rosario Castellanos knew that other ways of being a woman and a free subject were possible, and it was this very desire that became the <em>leitmotiv</em> of her work. Regarding love, it has been said that Castellanos was convinced that it was impossible for her to live without the love of her husband, as she seems to underline in <em>Cartas a Ricardo</em> (1994). She concludes one of her well-known poems, “Meditación en el umbral”, with lines that encourage us to claim new ways of being. It is my purpose to redirect this aim towards new ways of loving within a romantic relationship. To do so I will use Luce Irigaray’s poststructuralist theoretical framework on love. This critic makes us question, as Castellanos did, our identity, but differs from the Mexican writer in trying to find an answer and, regarding love, deeply encourages us to deconstruct a culture which should modify romantic relationship stereotypes, since other ways of being and loving are possible.</p><br /><div id="SLG_balloon_obj" style="display: block;"><div id="SLG_button" Abstract:
Abstract The chapter argues that port infrastructures have been a key asset in the sometimes violent politics of circulation and state formation after Somali state collapse. The control and development of seaports has had a decisive influence on the making and eroding of Somali state entities. It provides an overview of the conflictive history and recent revival of four major seaports on the Somali coast before zooming in on the changes that DP World’s investments brought to Somaliland’s Berbera port. It shows how this port has been dis-embedded from its previous social, political, and economic moorings in Berbera town only to be re-embedded in new relations. The latter afford both DP World and the Somaliland government increased control over the port’s governance and revenue compared to before the upgrading.

Abstract:
The Afterword closes on contemporary arts and architectural practices, learning from work commissioned as part of the process of writing this book, which honors the landscape of pasts and futures a refugee camp opens onto, and tests the arguments made in these pages. “Poetry is a weapon that we use in both war and peace,” sings the Somali poet Hadraawi. Thinking with the esthetic and oral traditions carried on by migrants, I argue that the same may be said of architecture. This book looks to the architecture and history of the Dadaab refugee camps for the poetic “weapon” of critical heritage, which endures through war or peace.

Abstract:
This chapter examines how an ideal of monogamy helps sustain intersecting gendered and racial hierarchies. Woman of color feminism has long censured the association of female sexual respectability with whiteness and social privilege, but this work generally dates the advent of that association to the establishment of modern slavery and colonialism. William Shakespeare’s sonnets, however, register the development of a fiction of somatic, heritable whiteness as a correlate of respectable sexuality, one disseminated in classical discourses celebrating male friendship and in imperial allegories of sexual conquest. Yet in their depiction of a three-way affair between the poet, a “fair” young man, and a “black” mistress, the sonnets conspicuously fail to cordon off rational and mutual “fair” male friendship from the humiliating enslavement of “black” female appetite. Instead, drawing on the Pauline theory of sin and grace that influenced thinkers from Martin Luther and John Calvin to Sigmund Freud and Jacques Lacan, the sonnets dissolve the oppositions ostensibly embodied by the poet’s “two loves”—agency and passivity, mastery and submission, fidelity and promiscuity, purity and pollution—to imagine intimacies beyond the couple.

Abstract Few subjects have stimulated a more intensive intellectual interchange among physicians and philosophers than the nature of the human soul and its relationship to the body. Each of the thirteen chapters in this volume, which together span over 2,000 years of Western thought, records and analyses the realms of psyche and soma1 in one or more important authors writing in a particular historical context. Our study begins with reflections on the use of the terms in the earliest extant literature of the ancient Greeks, the Homeric poems (c.750 BC), and traces their evolution in the Hippocratic Collection of medical writings (c.400 BC) and the philosophical works of Plato (428-349 BC) and Aristotle (384-322 BC). It ends with two chapters devoted to medical and philosophical writings in France at the end of the eighteenth century, a time from which we can date the birth of psychology as a separate and distinct science of mind.

The second case study to work with the ideas outlined in chapter 5 uses the highly meta-poetical work of Alice Meynell, together with some of her prose writings, to understand the significance of the sculptural and phenomenological presence of fixed form poems on the printed page. The approach developed from the work of Meynell is then used to uncover in the poetry of Thomas Hardy a somatic poetics that figures an intriguingly material type of lyric transaction through the printed page of the mass-circulated book.

Chapter 8 focuses on the United Arab Emirates (UAE), led by Mohamed bin Zayed, and its newly assertive power projection strategy that includes establishment naval and military bases on the Red Sea, in the chokepoints of the Bab al-Mandab one of the most important global shipping lanes and the Gulf of Aden and its littoral territory—the arid nations of Djibouti, Eritrea, and Somalia to achieve dual geostrategic and economic goals including the acquisition of operational and management rights over ports and economic zones. The theoretical framework used in this chapter to asses foreign policy change employs simultaneous levels of inquiry taking into account regional and systemic effects, domestic influences, and the role of leadership adding to the literature on international relations and the Middle East in two distinct ways (1) by addressing understudied theoretical questions concerning foreign policy change in small states and (2) exploring the nature and motivations of the emerging trend of securitizing waterspace and shipping lanes in the Middle East.

For many Persian poets, Sufis in particular, the ethereal modes through which music communicates with its listeners embodied the somatic ‘taste’ (ẕauq) of the suprasomatic divine realities. Through a dialectic of revelation and concealment—or in the Qur’anic terms often employed by the Sufis, ẓāhir and bạ̄tin, exoteric and esoteric—proper musical experience (samāᶜ) becomes both a means of accessing the transcendent harmonies of the cosmos and conduit to the very transcendence of music itself. Proper hearing is not delimited by the audible range of the material ear, for this external sense (ḥiss-i ẓāhir) must yield to an internal sense (ḥiss-i bāṭin), signified by the gūsh-i jān and gūsh-i dil, the ‘ear of the soul’ and ‘ear of the heart’. These auricular metaphors express a deeply Pythagorean but specifically Persianate philosophy of audition, one not (only) grounded in the rationality of mathematical ratios, but (also) modelled upon Pythagoras’ cosmic auditory powers, bestowed through ritual purity.

Metodologia: As ações, periódicas e em concordância com normativas arquivísticas, resultam de pesquisa, curadoria, digitalização, conteúdo multimídia e desenvolvimento web, realizados por equipe multidisciplinar. Estratégias e planejamento são definidos conjuntamente. Entre os temas abordados, estão a instalação de unidades e órgãos, trajetória científica e de ensino de pesquisadores, estudos desenvolvidos em diversas áreas do conhecimento e seus impactos acadêmicos e sociais, cenas de convívio e cotidiano, além de iniciativas de extensão universitária. Abstract:
Taxes from international trade account for the largest share of Somalia’s domestic revenue. How-ever, not all subnational administrations have access to ports where customs revenues are collected, creating a considerable fiscal disparity among different subnational units. This paper argues that revenue sharing from international taxes is an important step towards a cohesive and sustainable federal system in Somalia. It further presents options for revenue sharing arrangements through fiscal equalization between the Federal Government of Somalia and the Federal Member States that may strengthen the federal system and allow for more equitable access to domestic revenue.
