Full textENGLISH ABSTRACT: The urban designer works within an environment characterized by constraints. Control mechanisms are part of these constraints. They were created out of necessity because the control of the urban environment became strained as cities grew in size. In the beginning control mechanisms regulated the urban environment to create better public safety. This objective evolved to include aesthetics and sustainability of the environment. Controls, however, tended to become standardized and were often blindly applied irrespective of changed circumstances and contexts. Control mechanisms include inter alia height, density, bulk, and aesthetic controls, which can be applied to regulate form, space and behavioural or activity patterns. These control mechanisms generally embrace a system of codes embodied in legislation enforceable in law. Urban designers should realize and take full advantage of the potential of the law as an urban design control element. This study examines the nature of control mechanisms as applied to town planning in general and urban design in particular and their efficacy in achieving and maintaining a range of human and social objectives. To this end, attention is paid to examining historical precedent, examples reflecting different cultures and approaches and resultant urban forms. On the basis of the aforementioned this study aims to identify a range of urban design principles and to propose suggestions as to how control mechanisms as part of a system of law can best be applied. A case study of central business district sites in Durbanville, Western Cape is researched.
AFRIKAANSE OPSOMMING: Die stadsontwerper funksioneer binne 'n omgewing wat gekenmerk word deur beperkings. Beheermeganismes maak deel uit van hierdie beperkings. Dit het ontwikkel uit noodsaak, want die beheer van die stedelike omgewing het onder druk gekom soos stede in grootte toegeneem het. Aanvanklik het die beheer-maatreëls die stedelike omgewing gereguleer om sodoende openbare veiligheid te verseker. Hierdie doel het egter ontwikkel om estetiese ontwerp en volhouding van die omgewing in te sluit. Maatreëls het egter geneig om gestandardiseer te raak en is dikwels blindelings toegepas ongeag die omstandighede en konteks. Beheermeganismes sluit inter alia hoogte, volume en estetiese kontrole in wat aangewend kan word om vorm, ruimte en gedrags- of aktiwiteitspatrone te reguleer. Hierdie beheermeganismes omsluit gewoonlik 'n stelsel van kodes wat vervat is in wetgewing, afdwingbaar deur die wet. Stadsontwerpers behoort die potensiaal van sodanige wetgewing te besef en tot hul voordeel te benut as 'n beheer element in stedelike ontwerp. Hierdie studie ondersoek die aard van beheermeganismes soos aangewend in stadsbeplanning oor die algemeen en stedelike ontwerp in die besonder en hul doeltreffendheid in die bereiking en handhawing van 'n reeks menslike en sosiale doelstellings. Aandag word in die studie gegee aan die ondersoek van historiese voorbeelde, voorbeelde wat verskillende kulture weerspieël en verskillende benaderingswyses en gevolglike stadsvorme. Gebaseer op die voorafgaande, wil hierdie studie 'n reeks van stedelike ontwerp beginsels identifiseer en voorstelle aan die hand doen hoe beheermeganismes as deel van die wetgewingstelsel, op die mees doeltreffende wyse aangewend kan word. Full textCette étude s'est inspirée de la nouvelle voie que l'éducation prend au Mali au premier cycle de l'enseignement fondamental (éducation bilingue). Cette nouvelle voie qui concerne l'introduction des langues nationales à I'école a donné des sueurs froides aux maîtres et aux parents d'élèves. En conduisant cette étude j'espère contribuer à clarifier les points sensibles du programme dont l'amélioration ou la négligence peut conduire à la réussite ou à l'echec de l'éducation bilingue. Ce mémoire a pour but d'explorer les conditions de réussite liées a I'introduction de l'éducation bilingue. A cet effet 5 écoles ont été visitées, dont 3 bilingues et 2 unilingues pour se rendre compte de la performance des élèves dont la langue matemelle est différente de celle de l'école. Cette recherche est faite en Afrique du Sud où l'expérience de l'éducation bilingue s'étend sur des années et où les enfants Noirs ont commencé a fréquenter les ecoles ‘pour Blancs’ don’t la langue d'enseignement est l'anglais après l'abolition de l' Apartheid.

Full textThe increasing evidence of chemicals of emerging concern (CECs) in water bodies is causing major concern around the world because of their toxicological effects upon humans and aquatic organisms. The release of wastewater to the aquatic environment is most likely to introduce some trace levels of organic contaminants, some of which may be toxic, carcinogenic, or endocrine disruptors, as well as, persistent in the environment. These compounds are often persistent but not regularly monitored because they are mostly still excluded from environmental legislation. Their fate and persistence in the environment are not well understood.

Full textThis study is an exploration of the different trajectories of a selected number of African migrants into and around South Africa, focusing on the effects of these different trajectories on their language use patterns and linguistic identities. Informed by the interpretive paradigm, the study was done in order to show the effects of space, migration, trauma and ethno-linguistic tensions such as xenophobia on people's language use. Ultimately, the study is an analysis of a number of migrants' language biographies. South Africa is a multilingual and multicultural country with eleven official languages and many migrant languages, resulting from the flow of people from other countries, especially from highly multilingual and multicultural African countries, to this major economic hub on the continent. New trends in globalization witnessed across the globe and socio-political and economic instabilities witnessed in some countries, have prompted some of these migrants to move to South Africa, they see as more economically and politically stable than their home countries. Among those who have migrated to Cape Town South Africa are Cameroonian migrants whose living conditions will never be the same again. The study was conducted because there is a need for a better understanding of the strategies multilingual people employ to negotiate language and cultural differences in a globalized world, often under very trying conditions (as is the case in South Africa). The study critically explores the language biographies, the full repertoire of communicative resources of selected Cameroonian migrants in Cape Town as well as making visible their polylingual repertoires and associated attitudes and beliefs in the research domain. The theoretical framework for this study is shaped by theories of late modernity with reference to traditional sociolinguistics, globalization and migration. A multi-dimensional analytical approach is employed in this study, incorporating Discourse Analysis (DA), Narrative Analysis (NA), Critical Discourse Analysis (CDA), Thematic Analysis (TA) and Multimodal Discourse Analysis (MDA) that incorporates the Multimodal Biographic Approach.
