Abstract:
Elena Bogdanova – PhD (Kandidat Nauk) in Sociology, Research Fellow, Centre for Independent Social Research; Visiting Lecturer, University of Eastern Finland, European University at St. Petersburg, Russian Federation. Email: bogdanova.nova@gmail.com This article examines how Russian SOS Villages are undergoing foster reform, which prescribes a transition from institutional care for children deprived of parental care to family care model. The article analyses the problems and transformations experienced by SOS Villages, outlining the aims, instruments, and priorities of the reform. Empirically, the article is based on qualitative investigation of two Russian SOS Villages. Officially, SOS villages have the status of non-state children’s homes. However, they were originally conceptualised as a means to implement family care by specially arranged SOS families (headed by SOS mothers). Comparing the activities of SOS Villages with the theoretical concepts of development, resilience, and attachment shows that children raised in SOS Villages avoid the typical problems associated with institutional care. SOS families provide favourable conditions for socialisation, protection, overcoming of social isolation, while maintaining sustainable contact with a significant adult. The normative context created by Decree 481, which changed the status of children’s homes, alongside innovations in family policy and the general upsurge of traditionalist discourse, has made SOS Villages vulnerable. As a result, they are forced to protect both forms of their existence: institutional and family. Despite their conceptual adherence to the goals of the reform, in the eyes of the state the SOS Villages remain institutional entities targeted for closure or transformation into temporary residences for children. My research shows that under these new conditions SOS Villages have developed various strategies of involuntary mimicry. The most significant is the re-registration of SOS families as foster families. This helps keep children with their SOS families but significantly increases the level of responsibility and risks for SOS mothers. SOS Villages have also developed new activities, which may be useful in these new conditions. The establishment of consulting service platforms is one of these. The transformations taking place with the SOS Villages show that the reform is directed mainly, or solely, towards correcting the institutional level of the system. Due to multiple formal conflicts with newly emerging conditions, one of the most successful and experienced providers of family care for children without parental care has been left in a vulnerable position.

Abstract:
The Convention on the Rights of the Child, among numerous other documents, states that the best way for a child to grow up is in their biological family. Sadly, however, sometimes, in situations where parents are unable to provide the necessary care for their children, other adults take over, in this case, alternative care. Forms of alternative care include placing the child with relatives, in childcare homes, family-type children’s homes or foster families. The SOS Children’s Village Lekenik is one example of two active SOS villages in the Republic of Croatia. This paper focuses on the role of the SOS mom. The paper gives a brief overview of the selection and education of SOS moms, how an SOS family functions, and the workplace challenges and successes involved. As key elements in working with children in alternative care, emphasis is placed on love, patience and understanding of every child’s individual needs. Keywords: Alternative care, family, SOS mom, SOS village.

Abstract:
COVID-19 pandemic has caused an unprecedented human and health crisis and has been affecting lives in many forms. What seemed to be a health crisis eventually became a major ongoing global economic crisis. Sector-wide disruptions are threatening both short- and long-term livelihoods and well-being of millions of youth around the globe, especially youth from vulnerable communities. Business closures threatened the operations and soundness of the enterprises resulting in layoffs and wage losses, affecting a major chunk of youth including the young care leavers of alternative care programmes in Asia. This called for customised interventions and support for such young care leavers. Immediate actions were needed for managing their mental health, for maintaining education continuity and for reskilling of such young care leavers to prepare them to cope with the pandemic. This article is based on the learning and experiences of SOS Children’s Villages responses to supporting nearly 1,500 care leavers in various Asian countries. SOS Children’s Villages is committed to ensuring quality care and protection of children and youth through its various alternative care programmes in 15 countries in Asia region. SOS Children’s villages responded to COVID-19 pandemic by supporting youth and care leavers in SOS family-like care. Primarily, these countries reported that the school closures mandated to combat the spread of the virus affected the education and learning of all the children and youth in their care. All projects in Asia started reaching out to the care leavers and started extending a wide range of support to them with both short- and long-term interventions. This article covers SOS Children’s Villages youth programmes, especially from 11 countries of Asia region—Bangladesh, Cambodia, India, Indonesia, Laos, Mongolia, Nepal, Philippines, Sri Lanka, Thailand and Vietnam.

Law No. 35 of 2014 concerning protection of children also guarantees the fulfillment of children's rights to survival, growth and development and is entitled to protection from violence and discrimination. Fulfillment of the rights of basic needs and protection for children in the scope of West Aceh has not yet been fully implemented. The process of conducting the socialization was carried out by the method of exposure and discussion of legal counseling materials about the role and obligations of the Government in providing legal protection to children who need legal assistance. The participation of all parties in paying attention to the protection of children is one thing that is very urgent. Given cases involving children in conflict with the law both as perpetrators and victims, often ignoring the rights of children who should be protected by laws and regulations. This is what needs to be done by all parties to encourage the West Aceh District Government to immediately give birth a Qanun on Child Protection. So that with regulations specifically related to child protection, children's rights are guaranteed by law.

Sebuah organisasi pelayanan sosial memiliki lima aspek yang perlu diperhatikan dalam pengelolaannya, yaitu planning; organizing; budgeting; human resourches development serta sistem informasi. <p><em>The SOS Children’s Village at Sant Feliu de Codines in Barcelona (1970), the Hifrensa village (completed), and the Prat I and II urban development plans (not completed) were the final major urban complexes designed by Antonio Bonet (not counting his projects for the tourist sector). At SOS, Bonet designed a residential ensemble for orphaned children comprising communal educational and sporting facilities, by recreating, on a human scale, the atmosphere of the villages depicted in the photographs published in issue 18 (1935) of the GATEPAC magazine </em>AC Documentos de Actividad Contemporánea<em>, which was dedicated to popular architecture. Whitewashed pavilions, vaults, porches, patios, walls and stone platforms arranged like agricultural terraces were the features by which he constructed the landscape of a modern village but with old-fashioned forms. In this paper we analyse this unprecedented work, which, although it was never constructed, expresses the architect’s singular interpretation of the countryside and habitability conditions for orphans. Moreover, this work concentrates the architect’s experience as an experienced urbanist who in the 1970s challenged his fundamental theoretical creed, the Athens Charter, from a historical perspective.</em></p>

Abstract:
Abstract Climate change affects all regions of the world, particularly poor countries. It results in numerous environmental, social and economic effects, which are expected to intensify in the coming decades. What does this mean for foundations serving a specific purpose? Discussing the activities of SOS Children’s Villages (SOS), the author shows how the investments of the foundation Hermann-Gmeiner-Stiftung in SOS cannot only be limited to the organization’s core duty of caring for vulnerable children and families due to the interrelatedness between caring for children and working to combat the effects of climate change. She thereby shows that the interests of foundations and non-profit-organizations should not be one-dimensional when it comes to supporting causes.

Abstract:
Until recently, SOS Children’s Villages International, like many organisations in the social sector, lacked a rigorous and systematic approach to gauging the long-term impact of their services. With this in mind, SOS Children’s Villages International developed a social impact evaluation methodology in 2014 to measure the long-term effects of its services on children and their families and communities, as well as the social return on investment. This evaluation methodology has been tested and applied to similar service types across 15 low-, middle-, and high-income countries worldwide. The findings are regularly consolidated, in order to derive trends and learnings for the global organisation and to inform strategy and policy. The present article will discuss the evaluation methodology and the related limitations. Conclusions regarding the validity of the methodology will be offered in terms of the measurement of social service impact and the way forward.

Case overview/synopsis The present case is about Dilkhush Kumar from village Bangaon, India who developed a cab booking platform “AryaGo”, an innovative platform completely dedicated for rural road transport connectivity. AryaGo is the service line of Aryan Cabs and Rural Trans-solution Pvt. Ltd., a Startup founded in the year 2016 under Startup Bihar, a seed capital support scheme of State Government. The idea was to provide comfort, convenience, safety and affordability to all the commuters travelling from or within far-off villages. The biggest challenge during implementation in villages includes availability of updated geo-mapped images for app development and vehicle tracking. Company was foremost in providing the kiosk-based booking facility for its customers. It took the decision based on the profiling of customers and their preferred booking methods. When a customer booked a cab using IVR, they did not had access to app-based customer panel and hence they could not avail services such as, location tracking, SoS, real time tracking of vehicle. However, heavy invest in IT has put the company in financial stress and Kumar is wondering whether to expand fast or penetrate in the given target market. Should he re-design his business model so as it can really make a difference in terms of service delivery? Complexity academic level Post Graduate/ MBA. Abstract:
Seenku (ISO 639-3: sos) is a Western Mande language of the Samogo group, whose other members include languages like Dzùùngoo (Solomiac 2014), Jowulu (Djilla, Eenkhoorn & Eenkhoorn-Pilon 2004), and Duungooma (Hochstetler 1996), spoken on either side of the Mali-Burkina Faso border. The endonymic language name Seenku [sɛ̃́ː-kû] (also spelled on Ethnologue as Seeku) literally means ‘thing of the Sɛ̃ː ethnicity’, but it is widely known to outsiders as Sembla (variant spelling Sambla), which doubles as an exonym for the ethnicity. Seenku has two primary dialects, Northern and Southern, spoken in villages approximately 40 km west of Bobo-Dioulasso in Burkina Faso (see map in Figure 1). This study focuses on the more populous southern dialect, particularly the variety spoken in and around the large village center of Bouendé (local name [ɡ͡béné-ɡũ̏]), with a population of approximately 12,000 speakers; the Northern dialect, spoken around the village center of Karangasso (local name [təmî]), has a population of approximately 5000 speakers and was the subject of a sketch grammar (Prost 1971). The southern dialect had until recently received little scholarly attention, with the exception of a Master's thesis on the morphophonology at the Université de Ouagadougou (Congo 2013), but is now the subject of the NSF Documenting Endangered Languages grant supporting this research (BCS-1664335). Abstract:
This study basically tries to understand how far sources of irrigation mediate development outcomes relating to education. This micro-level study based on a comparative study of both canal-irrigated and non-canal-irrigated villages in the Hyderabad–Karnataka region shows that public irrigation plays a major role in achieving inclusiveness in education, especially higher education. Unlike a non-canal-irrigated village, in a canal-irrigated village, along with ‘ dominant castes, a few Scheduled Castes (SCs) also have access to higher education. The access to ‘quality education’, in terms of private institutions and English medium schools, is also inclusive in canal-irrigated villages. On the other hand, access to education is limited to big landowners in a non-canal-irrigated village. However, a gender-wise analysis shows that the above inclusiveness in canal-irrigated villages regarding access to education has failed to reach women. Such outcomes in education are explained in terms of landownership pattern, private investment in irrigation and gendered access to education.

Abstract:
<p><strong>Abstract.</strong> Lowland rice in tropical and subtropical regions can be detected precisely and its crop growth can be tracked effectively through Synthetic Aperture Radar (SAR) imagery, especially where cloud cover restricts the use of optical imagery. Parameterised classification with multi-temporal features derived from regularly acquired, C-band, VV and VH polarized Sentinel-1A SAR imagery was used for mapping rice area. A fully automated processing chain in MAPscape-Rice software was used to convert the multi-temporal SAR data into terrain-geocoded &amp;sigma;0 values, which included strip mosaicking, co-registration of images acquired with the same observation geometry and mode, time-series speckle filtering, terrain geocoding, radiometric calibration and normalization. Further Anisotropic non-linear diffusion (ANLD) filtering was done to smoothen homogeneous targets, while enhancing the difference between neighbouring areas. Multi-Temporal Features viz., max, min, mean, max date, min date and span ratio were extracted from VV and VH polarizations to classify rice pixels. Rice detection was based on the analysis of temporal signature from SAR backscatter in relation to crop stages. About sixty images across four footprints covering 16 <i>samba</i> (<i>Rabi</i>) rice growing districts of Tamil Nadu, India were obtained between August 2017 and January 2018. In-season site visits were conducted across 280 monitoring locations in the footprints for classification purposes and more than 1665 field observations were made for accuracy assessment. A total rice area of 1.07 million ha was mapped with classification accuracy from 90.3 to 94.2 per cent with Kappa values ranging from 0.81 to 0.88. Using ORYZA2000, a weather driven process based crop growth simulation model developed by IRRI, yield estimates were made by integrating remote sensing products viz., seasonal rice area, start of season and backscatter time series. By generating average backscatter for each time series and dB stack for each SoS, LAI values were estimated. The model has generated rice yield estimate for each hectare which were aggregated at administrative boundary level and compared against CCE yield. Yield Simulation accuracy of more than 86&amp;ndash;91% at district level and 82&amp;ndash;97% at block level from the study indicates the suitability of these products for policy decisions. SAR products and yield information were used to meet the requirements of PMFBY crop insurance scheme in Tamil Nadu and helped in identifying or invoking prevented/failed sowing in 529 villages and total crop failure in 821 villages. In total 303703 farmers were benefitted by this technology in getting payouts of INR 9.94 billion through crop insurance. The satellite technology as an operational service has helped in getting quicker payouts.</p>

Abstract:
ABSTRACTSocial enterprises (SEs) primarily aim to create social value, that is, to generate benefits or reduce costs for society, while maintaining financial sustainability. Owing to their unique operating conditions and organizational characteristics, SEs face more severe resource challenges than their commercial counterparts. These challenges are exacerbated for SEs operating in emerging economies with complex social contexts. Overcoming these resource constraints and social challenges is vital for SEs to achieve their mission. Using an inductive multiple case-study approach, we identify a unique bricolage solution for achieving the dual objectives of SEs. Our findings suggest that identifying locally embedded village level entrepreneurs is a bricolage activity that social entrepreneurs leverage in the resource constrained environment of emerging economies, especially for the social enterprises that are active in the villages but were founded by social entrepreneurs who are not from these villages. This article therefore contributes to both social entrepreneurship literature as well as entrepreneurial bricolage literature and has important implications for future research and practice.

Abstract:
Deinstitutionalisation and quality alternative care is a topic that is widely discussed in search of policies, strategies and good practices. This issue affects all children directly or indirectly. It is very pertinent to the South Asia region. Children who are in institutional care require deinstitutionalisation process that involves both prevention and a range of alternative care options that are community-based, family-based or family-like care. The Local Process Initiative (LPI), which was implemented in the Devinuwara Divisional Secretariat Division (DSD) in the Matara District of Sri Lanka, is an effective strategy that demonstrates deinstitutionalisation and quality alternative care. SOS Children’s Villages of Sri Lanka in seven locations including Devinuwara DSD since 2017 have carried out the LPI process successfully. It has generated positive outcomes especially in terms of strengthening the ground-level state mechanism for deinstitutionalisation and alternative care for children. The divisional secretary is the lead person in the ‘locational circle’ formed in this process, which composes of a range of field-level government officers involved in childcare and community development as they are the first point of contact for issues related to children and families. The government officers are considered the ‘change agents’, and their empowerment is at the centre of the LPI strategy and its success. From the LPI process in the Devinuwara DSD, it is expected to develop a model to avoid family separation. In here, it is expected to develop a ground-level deinstitutionalisation and a quality alternative care strategy which incorporate solutions from biological, psychological and sociological perspectives to build confidence of stakeholders on deinstitutionalisation and quality alternative care for children, and document evidence including success stories in order to support deinstitutionalisation and quality alternative care of children. This article offers an LPI process in the Devinuwara DSD as an effective strategy for the deinstitutionalisation and quality alternative care of children in South Asia.

Abstract:

Abstract:
The formula for nurturing the soul always receives interesting discussions, likewise the SOS Children's Village as the largest non-governmental organization dedicated to caring for children who are abandoned and have lost their parents. The SOS Children's Village of Semarang believes that every child deserves to have a loving home by giving children supports they need to grow strong in sustaining life. This article focused on the discussion on how SOS Children's Village formulates ḥifẓ al-nafs by means of parenting styles applied in SOS. The phenomenological approach was used to see how the formulation of soul care was applied by SOS, so that the maintenance of the soul as a part of maqāṣid al-sharī'ah could be more unique due to the emphasis on applicative and empirical nourishment of the soul. SOS had three (3) work programs, namely family-based care, family strengthening programs, and disaster emergency response. The three programs were oriented towards fulfilling children's rights as an effort to nurture children's souls so that they could grow and develop like children with nuclear families, where children who lost their care would live in an SOS village with a substitute family. This concept of care involved a foster mother in each house as the center of care, other children as siblings in the family home, and the SOS Family Village. The forms of care provided by the foster mother included paying attention, supervising, interacting and giving support to the SOS children. Also, the values conveyed in this parenting included religion, love and affection, responsibility and discipline

Abstract:
The aim of this study was to determine the values of DMFT/DMFS and dft/dfs in the examined groups of children and the assessment of the mothers of the examined groups of children related to the oral health of their children. The research included children from the SOS Children’s Village in Croatia as well as children from biological families from rural and urban areas. The children were examined by the visual–tactile method according to the standardized World Health Organization criteria. dft/DMFT and dfs/DMFS indices were calculated. An analysis of completed questionnaires was made. The children from the SOS Children’s Village demonstrated the lowest mean values of the dft/dfs (2.42/3.31) and DMFT/DMFS (1.61/2.23) indices compared to children from rural and urban areas. The Kruskal–Wallis test showed a significant difference (p = 0.01) in SiC index values between the examined children. In the groups of children from the SOS Children’s Village and from the rural area compared to the children from the urban area, oral hygiene was singled out as the most important factor in the analysis of the main components. An equally significant factor for all the respondents is the assessment of oral health and eating habits. The least significant factor for the group of children from the SOS Children’s Village is socio-economic status, which is the most significant for the children from the urban area. The children from the SOS Children’s village have the lowest dft/DMFT, dfs/DMFS, and SiC indices. The most important factor influencing oral health in the group of children from the SOS Children’s Village that stands out is oral hygiene, and the least important is the socio-economic status. The assessment of oral health by the SOS mothers does not differ from the assessment of biological mothers of children from rural and urban areas.

Abstract:
Background/Aim. Oral health is an integral part of general health and an important factor in the overall quality of life. The purpose of this study was to investigate the prevalence of dental caries among the children from the SOS Children?s Village in Croatia. Methods. The dental examinations based on the World Health Organization criteria were performed on 88 children from SOS Children?s Village in Croatia. The teeth were clinically examined with standard dental instruments using the visual-tactile method under standard light. The clinical indexes of decayed, missed, and filled (dmft and DMFT, for primary and permantnt teeth, respectively) and decayed, missed, and filled surfaces (DMFS), as well as the significant caries index (SiC) were recorded. Results. Among the children from the SOS Children?s Village caries incidence were 57.94%. The mean dmft, DMFT and DMFS of all children was 1.82, 1.90 and 2.82, respectively. The highest mean dmft and DMFT score of 4.24 and 2.56 was found among 7?10 and 11?14 years old children, respectively. The highest mean DMFS score of 3.85 and 3.90 was found among 11?14 years old children and among the children from the SOS Children?s Village Lekenik, respectively. Among all children, the SiC index was 4.69. There was a significant difference between age groups and children?s place of residence in DMFT, DMFS and SiC. Conclusion. Prevalence of dental caries is low among the children from the SOS Children?s Village in Croatia compared to the children who lived with biological families.

Abstract:
Abstract Studies done in Bouaké (Côte d’Ivoire) about 20-yr ago reported that Anopheles gambiae s.l. Giles was the major malaria vector. The present study aimed to update these data and to identify the main vectors. Mosquitoes were collected in Allokokro and Petessou villages between June 2014 and December 2015 using the human landing catching method. Potential breeding sites of An. gambiae s.l. were identified in August and October 2014 and mapped using GPS. Anopheles species were morphologically and molecularly [polymerase chain reaction (PCR)] identified. Ovaries of female were dissected to determine the parity and infection with Plasmodium was detected in head and thorax by quantitative PCR. In Allokokro, the biting rate of An. gambiae s.s was significantly greater than Anopheles coluzzii, whereas, in Petessou, biting rates of both species were comparable. Plasmodium falciparum (Haemosporida: Plasmodiidae), Plasmodium malariae (Haemosporida: Plasmodiidae), and Plasmodium ovale (Haemosporida: Plasmodiidae) identified in both villages. The infection rates of An. gambiae s.s. and An. coluzzii were not significantly different. The entomological inoculation rate (EIR) of An. gambiae s.s. for P. falciparum was 9-fold greater than that of An. coluzzii in Allokokro; however, in Petessou, the EIRs of both species were comparable. In both village, An. gambiae s.s was responsible for P. falciparum and P. ovale transmission whereas An. coluzzii transmitted all three Plasmodium species.

Abstract:
Background: It seems to be important to recognize predictors of bone health condition in Japanese super-aged society. The purpose of this study was to investigate predictors of the speed of sound (SOS) of calcaneus by quantitative ultrasound measurements of mountain village residents. Materials and Methods: Medical examinations were conducted on 214 participants (69 men, 145 women; average age of 63.6 years). Each had completed a self-administered questionnaire including items such as gender, dominant hand, occupation, and history of smoking and drinking alcohol, experience of falls, and the EuroQol-5-dimensions-3-level Japanese version and a 25-question geriatric locomotive function scale proposed by the Japanese Orthopaedic Association. Bilateral grip and key pinch strength were measured. The SOS of calcaneus was assessed using ultrasound bone densitometry. Body composition was measured using a multi-frequency segmental body composition analyzer. Spearman's rank correlation coefficient was calculated to elucidate the relation between SOS and evaluation items. Stepwise logistic regression was used to identify predictors of SOS using the investigated factors as explanatory variables. P values of < .05 were regarded as statistically significant. Results: Significant positive correlation was found between the SOS and dominant and non-dominant grip and key pinch strength and Euro index and QOL VAS in all participants. In stepwise logistic regression, non-dominant key pinch (β coefficient= 0.27, p= .022) and Euro QOL VAS (β coefficient= 0.24, p= .0001) were predictors of calcaneal SOS for all participants. Conclusion: Key pinch strength and Euro QOL VAS assessment might be useful to predict calcaneal SOS in the general population.

Abstract:
Seagrass ecosystem is a productive ecosystem, inhabited by various economic and noneconomic value of biotas. Seagrass ecosystem on the east coast of Bintan Regency has been utilized since the 1970s. So far the relationship between the resources and the utilization of seagrass ecosystem in Bintan Regency has not been identified in detail. Both interactions will be influenced by other factors and will form a socio-ecological system (SES). The socio-ecological system is the interaction between the ecological unit and the social system that can be used in management. This study aims to: 1) identify the SES component and 2) the use of seagrass ecosystems in Bintan Regency. The research site is located in Teluk Bakau Village, Malang Rapat, Berakit and Pengudang. The questionnaires from 64 respondents which collected in September-December 2014 were used as a basic data for conducting focus group discussions (FGD). The SES components were analyzed descriptively, while to know the utilization of seagrass ecosystem, the result of FGD were weighted. The results showed that SES seagrass ecosystems formed a relation between natural resources, resource users, public infrastructure providers as well as public infrastructure. Seagrass ecosystem resources are fish, crab, cuttlefish and mollusck. The beneficiaries are traditional fishermen, fishermen, crackers makers, village collectors, district collectors, fisherman’s wife and domestic tourists. The four villages have a similar patterns of SES interaction. The interaction is shown by the role of seagrass ecosystem as a source of income, catch, catch handling and marketing.
