Abstract:
Background: Despite an increasing reliance on outpatient clinics and other ambulatory care facilities, traditional hospitals play a crucial role in the US healthcare system. They provide emergency services on a walk-in basis and are staffed to address issues related to triage. In an era of heightened concern over bioterrorism and a potential influenza pandemic, hospital preparedness for responding to infectious disease outbreaks is essential. During such outbreaks, mental and behavioral health problems may constitute an important part of the demand placed on hospitals. There is now sufficient clinical experience regarding such problems, and tested recommendations are available for hospitals to implement in disaster planning and practice.Objective: This paper summarizes available liter-ature addressing hospital preparedness for mental and behavioral health interventions in the event of an infectious disease outbreak and identifies the barriers to improvement. Methods: A systematic literature review using the MEDLINE database was carried out. Additional arti-cles were selected from the references of the identified sources, and Web sites of relevant agencies and organizations were searched. Results: The review indicates that little literature documents recent hospital performance in or readiness for disaster mental and behavioral health interventions. The available evidence suggests a poor state of hospital readiness for providing such interventions. The problems related to financing such preparedness are likely contributors to this finding and must be overcome if improvements are to be made. Conclusions: More research is needed to categori-cally examine the preparedness of hospitals for mental and behavioral health interventions during times of disaster.

OBJECTIVE To identify Internet Web sites for ease of accessibility to bioterrorism-related information, comprehensive provision of bioterrorism-related information, and provision of bioterrorism information that specifically pertains to the pharmacy profession. DATA SOURCES Web sites of national pharmacy organizations, US government agencies, and medical organizations, as well as Web sites related to bioterrorism. DATA SYNTHESIS Pharmacists need access to relevant bioterrorism information in a timely manner. An evaluation of Web sites was performed to identify those that include a discussion of the potential infectious microorganisms and prevention and treatment methods, as well as unique features for pharmacy practice. RESULTS The American Society of Health-System Pharmacists and American Pharmaceutical Association Web sites provide pharmacy-specific recommendations. The Centers for Disease Control and Prevention provides biological agent information and health department contact numbers. Additional agent-specific data are provided by the American Medical Association, The Johns Hopkins University, and the Food and Drug Administration (FDA) Web sites. Information addressing food safety is provided by the FDA. CONCLUSIONS Pharmacy-specific bioterrorism information is available only at selected national pharmacy organization Internet Web sites. However, other Web sites provide comprehensive bioterrorism information useful for pharmacists.

The paper deals with innovated financing in the form of mezzanine financing instruments (sources). The authors aimed to identify, characterize, and assess mezzanine financing instruments in comparison to the classic corporate financing sources. Mezzanine financing represents an innovated form of financing interconnecting the features of equity and debt. The paper specifies the sources and characterizes and assesses pros and cons of each of them. Subsequently, it presents an overall evaluation of mezzanine financing instruments in comparison to the selected equity and debt financing sources. This evaluation was performed on the basis of 14 set criteria using a binary scale.

Abstract:
The article is devoted to the assessment of financing sources of investment activity in Ukraine from the point of view of their diversification. The emphasis is placed on the importance of financial provision of investment activity. In the context of external and internal sources of financing, the components have been evaluated, namely: self-financing, budget financing, bank lending, financing from foreign investments.
 In the course of the analysis it was revealed that self-financing dominates in the structure of financing sources of investment activity in Ukraine. The share of other financing sources is rather insignificant, which testifies to their inaccessibility for economic entities. In the course of assessing the dynamics of participation of foreign capital in financing investment activity in Ukraine, a slight increase in the analyzed period was detected, as well as a decrease in the indicator in 2017 due to the influence of a number of negative factors. Foreign investments are mainly directed to export industries or branches with a short production cycle, and a significant proportion of them are made using the technology of "round tripping", which is a negative trend. It was concluded that the uneven participation of funding sources and the concentration of self-financing of investment activity shows low possibilities of diversification of financing. To a greater degree, such a situation with the financing of investment activity is a reflection of the state and opportunities of the economy.

Cette thèse se compose de quatre essais portant sur les effets des contraintes de financement sur l'utilisation du crédit commercial (TC) et d'autres sources alternatives de financement des entreprises. Dans le premier essai, nous étudions les effets des contraintes sur l'emprunt bancaire (BL) sur l'utilisation du TC par les entreprises vietnamiennes. Nous étudions plus particulièrement l’effet de la taille sur le choix entre les deux types de financement. Nous constatons que les grandes entreprises lorsqu’elles sont rationnées sur les BL comptent plus sur le TC que les petites et moyennes entreprises (PME). En particulier, nous constatons que les grandes entreprises dont la demande de crédit a été refusée utilisent plus de TC tandis que les PME dans la même situation en utilisent moins. Dans le deuxième essai, nous étudions les effets des contraintes sur les BL sur l’utilisation du TC en fonction de la taille et de l'âge des entreprises ainsi que du développement institutionnel des différents pays. Nos résultats suggèrent que le TC et le BL ont tendance à être des substituts pour les entreprises les plus grandes, les plus âgés et lesquelles situées dans les pays développés (développement institutionnel plus fort). En revanche, le TC et le BL sont complémentaires pour les entreprises les plus jeunes, les plus petites et lesquelles situées dans les pays en développement (développement institutionnel faible). Ce résultat est particulièrement net dans le cas où la demande de crédit est refusée. Dans notre troisième essai, nous étudions les effets des contraintes sur les BL sur l'utilisation de six sources alternatives de financement par les PME dans le monde entier. Les formes de financement étudiées sont: le TC, le crédit-bail, les cartes de crédit, la finance informelle, les fonds provenant de la famille et des amis et les capitaux propres. Nos résultats suggèrent généralement que les PME rationnées par les banques ont tendance à compter davantage sur les fonds de la famille et des amis et sur les prêts des usuriers. Nous trouvons aussi qu'elles utilisent les modes de financement alternatifs plutôt pour financer le fonds de roulement que pour financer de nouveaux investissements. Dans le dernier essai, à partir d’un échantillon d'entreprises non financières du S&amp;P 500, nous examinons l'interaction entre l'utilisation du papier commercial (CP), des lignes de crédit bancaire (CL) et du TC sur la période 2003 à 2014. Nos résultats suggèrent que les entreprises avec le risque de refinancement le plus élevé empruntent plus sous la forme de CL et de TC que sous la forme de CP. Cet effet est plus fort pour les CL. Nous constatons également que plus le niveau d'asymétrie d’information est fort, plus les entreprises utilisent les CL et le TC par rapport à CP. En revanche, plus les problèmes d'aléa moral sont graves, plus les entreprises favorisent les CP par rapport aux CL et TC<br>This thesis consists of four essays investigating the effects of financing constraints on firms' use of trade credit (TC) and other alternative financing sources. In the first essay, we investigate the effects of bank loan (BL) constraints on the use of TC by Vietnamese firms across size. We find that bank-constrained large firms rely on TC more than bank-constrained Small and Medium-sized Enterprises (SMEs). Particularly, we find that denied large firms use more TC whereas denied SMEs use less of it. In the second essay, we study the effects of BL constraints on firm's use of TC across size, age and institutional development by using an international sample. Our results suggest that TC and BL tend to be substitutes for larger, older firms and those in developed countries with stronger institutional development; and complements for smaller, younger firms and those in developing countries with weaker institutional development, especially when constraints relate to credit denial. In our third essay, we investigate the effects of BL constraints on the use of six alternative financing sources by SMEs worldwide, i.e. TC, leasing, credit cards, informal finance, sources from family and friends and equity. Our results generally suggest that bank-constrained SMEs tend to rely more on sources from family and friends and those from money lenders. We also find that they use alternative financing to finance working capital requirement to a greater extent as compared to new investments. In the last essay, by using a sample of nonfinancial S&amp;P 500 firms, we examine the interplay between the use of commercial paper (CP), bank credit lines (CL) and TC for the period 2003-2014. Our results suggest that firms with higher rollover risk borrow more from CL and TC relative to CP with a stronger effect for CL. We also find that higher level of asymmetric information is associated with more usage of CL and TC relative to CP while more severe moral hazard problems are associated with more usage of CP relative to CL and TC

Дисертацію присвячено комплексному дослідженню проблем адміністративно-правового забезпечення протидії біотерористичним загрозам в Україні. Здійснено аналіз термінологічного апарату антитерористичного законодавства на предмет визначення суспільно-правової сутності біотероризму, а також подано систематизацію доктринальних положень. Особливу увагу приділено механізму практичної протидії можливим загрозам біотерористичної діяльності з боку вищих органів державної влади. Доведено, що факт існування біологічного тероризму як глобальної проблеми світової спільноти вимагає консолідації зусиль усіх держав, а участь України у цьому процесі здійснюється у відповідності до міжнародних договорів. Обгрунтовано висновки і пропозиції щодо ліквідації юридичних дефектів у законодавчих актах, які регулюють суспільні відносини в сфері боротьби з біотероризмом, й розроблення національних програм з біобезпеки та запобігання проявам біологічних загроз.<br>Диссертация посвящена комплексному исследованию проблем административно-правового обеспечения противодействия биотеррористически угрозам в Украине. Осуществлен анализ терминологического аппарата антитеррористического законодательства на предмет определения общественно- правовой сущности биотерроризма, а также представлено систематизацию доктринальных положений. Особое внимание уделено механизму практической противодействия возможным угрозам биотеррористической деятельности со стороны высших органов государственной власти. Доказано, что факт существования биологического тероризма как глобальной проблемы мирового сообщества требует консолидации усилий всех государств, а участие Украины в этом процессе осуществляется в соответствии с международными договорами. Обоснованы выводы и предложения по ликвидации юридических дефектов в законодательных актах, регулирующих общественные отношения в сфере борьбы с биотерроризмом, и разработка национальных программ по биобезопасности и проявлений биологических угроз.<br>The thesis is devoted to the complex study of the problems of administrative and legal support for counteraction to bioterrorist threats in Ukraine. The terminological apparatus of anti-terrorist legislation has been analysed to determine the socio-legal nature of bioterrorism, as well as the systematization of doctrinal provisions declared by the representatives of legal and other social sciences. Biosafety, counteraction to bioterrorism has been found to be an integral part of national security, but any guidance on issues of threat of technogenic, including nuclear and biological, terrorism; the impact of harmful genetic effects in populations of living organisms, genetically modified organisms, biotechnologies, etc., unfortunately, are absent. Moreover, the current national legislation of Ukraine does not contain a clear and justified definition of the term "bioterrorism". In the aspect of consideration of the issue of regulatory acts of counteraction to bioterrorism, it is proposed to amend the Law of Ukraine "On Counteraction to Terrorism" in terms of consolidating the concept of "biological terrorism". The author substantiates the principle of legitimacy of administrative and legal support of counteraction to biological terrorism as a specific element of the complex social-negative category of "terrorism", which will make it possible to draw the attention of the legislator to the need for further detailing at the level of laws and regulations of the system of regulatory legal acts, aimed at preventing and counteraction to bioterrorism. The analysis of international legal acts on the issues of counteraction to bioterrorism is carried out. Indeed, in its complex interaction, the reproduction of norms of national law in the norms of international law, and vice versa, serves to achieve effective results in the field of counteraction to bioterrorism and overcoming its negative consequences. The Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxic Weapons and on Their Destruction (CBTC), of which Ukraine is a fully legitimate party, has been determined to play a significant role. Special attention is paid to the mechanism of practical counteraction to the possible threats of bioterrorist activity by the higher bodies of state power. The main administrative and legal measures for countering bioterrorism are described, namely: measures of administrative prevention, measures of administrative termination, measures of administrative responsibility. The role of public in the prevention and counteraction of bioterrorism has been noted. The role of the main institutions in the administrative and legal support of counteraction to bioterrorism through the analysis of organizational and legal bases of their activity is clarified. The main institutions of administrative and legal support for counteraction to bioterrorism include: the Cabinet of Ministers of Ukraine, the State Emergency Antiepizootic Commission under the Cabinet of Ministers of Ukraine, the National Security and Defence Council of Ukraine, the Security Service of Ukraine, the Ministry of Health, the Ministry of Energy and Environment Protection of Ukraine and the State Emergency Service of Ukraine. These institutions at various levels carry out coordination, control and surveillance activities, law enforcement intelligence operations, covert investigative procedures, etc., in accordance with their competence, in order to counteract to the manifestation of bioterrorism. The role of introduction of administrative and legal regime of emergency ecological situation as an organizational and legal instrument of counteraction to bioterrorism is investigated. It is found that today there are a number of provisions in the current legislation of Ukraine concerning both general measures to counteraction to bioterrorist manifestations and introduction of administrative and legal regime of emergency environmental situation. It is established that in practice the introduction of administrative and legal regime of emergency environmental situation in Ukraine has been carried out in order to neutralize the consequences of catastrophes and accidents of anthropogenic nature. It is determined that the administrative regime of the environmental situation involves the introduction of a complex system of rules aimed at neutralizing the effects of environmental catastrophe, which is caused by both objective and subjective factors. The act of biological terrorism is a subjective factor, although the strains of viruses, used for illegal criminal purposes, occur naturally. It is concluded that the importance of administrative and legal regime in counteraction to biological terrorism is secondary, since its introduction is already a consequence of committing a bioterrorist act. The primary role in counteraction to the manifestation of biological terrorism is played by measures to prevent this phenomenon. It is proved that the existence of threats of biological terrorism as a global problem of the world community requires consolidation of efforts of all states, and Ukraine’s participation in this process is carried out in accordance with international treaties and effective cooperation both at universal and regional (with NATO, CIS, EU) and two-sided levels. There are substantiated conclusions and proposals for the development of national biosafety programs and the prevention of biological terrorism in Ukraine.

Abstract:
Small and medium enterprises (SMEs), which account for 96% of businesses in Nigeria are often forced to close because they lack access to funds. The purpose of this multiple case study was to explore the sources of funds available for the development and growth of SMEs in Nigeria. The conceptual framework guiding this study was the pecking order theory. Data were gathered from company documents and through semistructured interviews of a target population of 3 leaders of 3 SMEs from the oil and gas industry in Abuja, Kano, and Lagos in Nigeria, with a capitalization of between N5 million to N500 million. Data were compiled and organized, disassembled into fragments, reassembled into a sequence of groups, and interpreted for meaning. Member checking and triangulation of sources between the interviews and company documents added to the trustworthiness of the findings. Two themes morphed from the study: sources of business finance for SMEs and constraints of sourcing of finance for business. The implications for positive social change include the potential to create employment opportunities for youths in the communities by enabling SMEs in Nigeria to succeed and expand through the identification of sources of funding.

Abstract:
Education spending has increased significantly in Latin America and the Caribbean over the last few decades and Jamaica is no exception. The country has prioritized education within its policy agenda, with spending consistently above the regions average for more than 10 years. Despite these efforts, closing existing learning gaps between advantaged and disadvantaged students has remained a challenge. This study examines how resources are allocated to Jamaican schools and explores ways to promote equity through adjustments in education spending. Findings suggest that lower socio-economic schools rely mainly on public funds, while most high socio-economic schools income comes from donations from different sources, which can be used more flexibly. Such contributions are not always quantifiable or consistently described in the MOEYIs registries, which distorts the equitable allocation of public resources. Moreover, the funding formula used by the MOEYI is relatively new and no impact evaluation studies have been carried out to measure if it effectively responds to equitable education opportunities across schools. More information on schools access to and sources of resources would allow the MOEYI to determine more accurately whether the funds allocated to each school are sufficient to meet their real needs.

This policy brief was developed in order to identify preliminary green /sustainable infrastructure opportunities for cities in Brazil. The rapidly growing green bond market can help local authorities to attract new sources of capital for financing subnational infrastructure. Water and sanitation, waste to energy and urban mobility were the sectors selected for an inicial assessment, given the investment needs in Brazilian municipalities and their alignment with low carbon development and resilience. This brief was also used to raise awareness across key infrastructure stakeholders in Brazil, and build a number of market education activities in the second semester of 2018.

Abstract:
We explore how Multilateral Development Banks (MDBs) can help to fill a large infrastructure financing gap in developing countries by indirectly mobilizing resources from other entities. The analysis focuses on more than 6,500 transactions in 2005-2020 to developing and emerging markets from the Infrastructure Journal database. Using granular data, we analyze the dynamics of flows from different actors to infrastructure at the country-subsector level, and control for a wide range of fixed effects. MDB lending significantly increases the inflows from other sources. Cross-border and domestic resources are mobilized from both the public and the private sectors. Effects exhibit country heterogeneity. Mobilization occurs in countries of all income levels, though it is stronger in low and lower-middle income countries. In countries that use capital controls frequently mobilization effects are undermined. When the global financial crisis of 2008 hit, no difference in mobilization effects was found, unlike the COVID-19 pandemic when mobilization effects were weakened. The findings survive a long battery of robustness checks, and no evidence of anticipation effects is found.

Abstract:
In response to the Paris Agreement and the Sustainable Development Goals (SDGs), the IDB Group Board of Governors endorsed the target of increasing climate-related financing in Latin America and the Caribbean (LAC) from 15% in 2015 to 30% of the IDB Groups combined total approvals by 2020. Currently, the IDB Group is on track to meet this commitment, as in 2018, it financed nearly US$5 billion in climate-change-related activities benefiting LAC, which accounted for 27% of total IDB Groups annual approvals. In 2019, the overall volume and proportion of climate finance in new IDBG approvals have increased to 29%. As the IDB continues to strive towards this goal by using its funds to ramp-up climate action, it also acknowledges that tackling climate change is an objective shared with the rest of the international community. For the past ten years, strategic partnerships have been forged with external sources of finance that are also looking to invest in low-carbon and climate-resilient development. Doing this has contributed to the Banks objective of mobilizing additional resources for climate action while also strengthening its position as a leading partner to accelerate climate innovation in many fields. From climate-smart technologies and resilient infrastructure to institutional reform and financial mechanisms, IDB's use of external sources of finance is helping countries in LAC advance toward meeting their international climate change commitments. This report collects a series of insights and lessons learned by the IDB in the preparation and implementation of projects with climate finance from four external sources: the Climate Investment Funds (CIF), the Forest Carbon Partnership Facility (FCPF), the Green Climate Fund (GCF) and the Global Environment Facility (GEF). It includes a systematic revision of their design and their progress on delivery, an assessment of broader impacts (scale-up, replication, and contributions to transformational change/paradigm shift), and a set of recommendations to optimize the access and use of these funds in future rounds of climate investment. The insights and lessons learned collected in this publication can inform the design of short and medium-term actions that support “green recovery” through the mobilization of investments that promote decarbonization.
