Full textIf globalization is not a novelty, the third millennium one has a worldwide challenge for peace keeping and stability around, after two World Wars embodied in the XXth century. The interdependence between nations has never so much been revealed, for the political and economical disturbance of breeding insecurity underlies dire poverty. The research project deals with a current topic concerning the majority of mankind, namely poverty control targeted at the Third-World underdevelopment. The research objective aims at designing conceptual tools crafted for helping with the complex management of development aid. To this endeavour, cooperative programs are scrutinized through Economic Intelligence (EI) with the cross section of management and communication sciences. Via interdisciplinary process, molecular biology allows investigation to proceed towards Development Intelligence (DI), applicable to the North South systemic relationship among recursive forces. The double helix operating pattern by pair shows the information flow through S-C-P analysis around developed and developing countries, regarding distribution of productive resources. Information management is no longer at stake; DI holds management by information on its ground to tackle sustainable underdevelopment. Based on corporate EI, it fits into International and Local Development schemes as International and Local Development Intelligence (ILDI)

Full textThe globalization of the economy made it possible to reduce the tariff barriers and sometimes, to completely destroy the national borders vis-a-vis the trade. Since Uruguay Round, services which, formerly, escaped this movement, will be the subject of projects of reform on the scale of the States. The changes occurred in telecommunications reached a dimension and an extent ever equalized. Thus, the sector will know a multilateral agreement within the framework of the World Trade Organization for it's progressive liberalization. In the developing countries, these major changes will involve a reorganization on the legal level, the lawful one and the institutional one. The characterized under development of African States and known poverty their populations, calls so that a necessary adequacy and fragile is found between the economic one and the social one to ensure the the sector viability. The process of telecommunications sector's liberalization knew many difficulties, however, one of noting the tendency to a certain harmonization of the legal practices, even if results can be differents ; it is all the difficulty of the regulation in the competitive markets vis-a-vis the social needs of populations that universal service, universal access and rural telecommunications strategies are trying to solve in less developing countries

Full textThis thesis on rural economy of central plateau covers the historic period begining with the american occupation in haiti precicely from 1915 to 1934 up to nowadays. It's from that period of time that the major part of its underdevelopment, its dislocation and its actual dependance originates. We have demonstrated that the economy structure of the central plateau shows all the caracteristics of a pre-capitalis economy dominated and subjugated to the economy of the "republic of port-au-prince" dependant of the capitalist's center. The consequences of this desarticulation are : the non-development of the productive forces, the inadequate education and healt systems, illeteracy, the malnutrition to the endemic state, the absence of transport and administrative infrastructure in the region. We have also demonstrated, through haiti's history espacially central plateau, that the peasantry by its armed and or socioeconomic resistance, has always faced despoilment and exploitation. The stoke in this resistance or in this survival stategy has always been the strugle for the possession of the principal mean of production : the land and the elimination of the main mecanisms of the surproduct extorsion. We have also established that the resistance caracterizes the essential in the class strugle that has opposed peasantry on the national as well as on the central plateau's level, to the dominating oligarchy of haitian's social formation

Full textThe purpose of this thesis is the study of the evolution of cities and the economic development in Algeria, by making a first study on the cities of the Maghreb countries, which present a similarity in their evolution and know an accelerated process of their urbanization due to the phenomenon of rural exodus. This work consists of three chapters.The first chapter proposes to study the development of urban hierarchies and determine the nature of urban growth for the three countries of this region of the world, which has undergone significant demographic, political, economic and social changes since the second half of the 20th century. This work is based on a database of urban populations in the Maghreb countries of more than 5000 inhabitants for all the censuses carried out since the 1960s. We will then analyze the results found with the help of econometric tools and models often used by researchers in the field of urbanization.Algeria, which is our case study in the second chapter, presents at independence in 1962, a dependent economy, disarticulated and oriented around the interest of the colonial minority and capitalization metropolitan, its poor and almost illiterate population lives on the northern strip of the country. Post independence industrial projects launched by successive governments have had no convincing results. Indeed, more than half a century later, Algeria is still highly dependent on hydrocarbon rent and its economy has not been diversified.The city of Algiers, object of our third chapter, was born in the 10th century and becomes the capital of the Regency between the 16th and 19th century. During the colonial period 1830-1962, the city developed, westernized, it becomes the colonial capital out of the hype and at independence, from the departure of the Europeans, a rush on the vacant property is observed; the exodus started during the war accelerates. The new state does not have an urban policy; it renews the colonial legislation and then opts in 1974 for a socialist and liberal type of legislation from 1990. The attempts to control the urbanization by institutions, studies, and divisions did not give the convincing results, the city evolved spontaneously
