ENGLISH ABSTRACT: Following South African entry into the Second World War on 6 September 1939, the Union Defence Force (UDF) transformed from an ageing peacetime defence force into a modern armed force capable of projecting offensive power. During the interwar period a certain state of melancholia had existed in the UDF in terms of military innovation, which resulted in muddled thinking in the UDF in terms of armoured warfare and mechanisation. The offensive potential of armoured forces was simply not understood by the South African defence planners, with the result that there was only a token armoured force in the UDF in September 1939. The South African entry into the war was the impetus for the development of a viable armoured force within the UDF, and the South African Tank Corps (SATC) was established in May 1940. Changes in both the nature and organisational structure of the South African defence establishment followed. The Italian presence in Abyssinia and Italian Somaliland was seen as a direct threat to the neighbouring British East African territories, and South Africa deployed to Kenya during June 1940, soon after the Italian declaration of war. The South African deployment to East Africa was the first deployment of the UDF in a situation of regular war since the First World War. Despite the doctrine that underpinned the South African deployment of armoured forces in East Africa, the SATC units soon learned that the accepted doctrine, borrowed from the British War Office during the interwar period, was but a mere guide to offensive employment. The story of the South African deployment to East Africa during the war is used as a lens through which to investigate the role and employment of both the UDF armoured cars and light tanks. By separately discussing the Allied offensives through Italian Somaliland and southern Abyssinia during 1940-1941, the tactical and operational employment of the South African armour during this time becomes paramount when evaluated against their successes and failures. The nature of the opposing Italian forces in East Africa, the ever-changing topography and climate of the theatre of operations, and the nature of the South African offensive operations throughout the campaign, all combined to shape the novel way in which the armoured cars and tanks of the SATC were employed throughout 1940-1941. The operational experiences that the UDF gained during the campaign in East Africa shaped the further deployments of South African armour to North Africa, Madagascar and Italy during the remainder of the war.
AFRIKAANSE OPSOMMING: Na Suid-Afrika se toetrede tot die Tweede Wêreldoorlog op 6 September 1939, het die Unieverdedigingsmag (UVM) verander vanaf ‘n verouderde vredestydse weermag na ‘n moderne mag met offensiewe projeksievermoëns. Gedurende die tussenoorlogperiode het ‘n gevoel van swaarmoedigheid in terme van militêre inovasie in die UVM geheers. Die resultaat hiervan was verwarde denke ten opsigte van pantseroorlogvoering en meganisasie. Die Suid-Afrikaanse verdedigingsbeplanners het nie die offensiewe potensiaal van pantsermagte verstaan nie. Die gevolg was dat die UVM in September 1939 slegs oor ‘n simboliese pantsermag beskik het. ENGLISH ABSTRACT: SUPPLY CHAIN MANAGEMENT APPLICABLE TO THE SOUTH AFRICAN ARMY CAMOUFLAGE CLOTHING COMMODITY There are many reasons for the popularity of the supply chain or the supply chain management concept. Through globalisation, entities are forced to look for more effective ways to coordinate the flow of goods and material between facilities, into and out of the business. Customers are consistently demanding products that are delivered faster, exactly on time, and with no damage. Supply chain management is the systemic, strategic coordination of the traditional business functions and the tactics across these business functions within a particular entity and across businesses within the supply chain, for the purpose of improving the long-term performance of the individual entities and the supply chain as a whole. One key objective of supply chain management is to lower the costs required to provide the necessary level of customer service, in order to gain a competitive advantage within a market segment. To be fully effective in today’s competitive environment, entities must expand their integrated behaviour to incorporate customers and suppliers. Low cost and differentiated service help build a competitive advantage for the supply chain. When entities take up a supply chain management philosophy, they must determine and establish management practices that permit them to operate and behave consistent with this philosophy. Performance measurement provides the necessary assistance for performance improvement in pursuit of supply chain excellence. The efficient and effective management of this supply chain with performance measurement and internal controls establishes a solid base for competitive advantage. The SA Army camouflage clothing logistics reveals elements of improvement, as compared to supply chain management principles. Camouflage clothing forms an important element of the total supplies of a soldier in sustaining military and warfare capabilities. Camouflage clothing logistics in the SA Army is a complex mix of physical entities, processes and rules that is governed by mostly conceptual concepts and principles. The SA Army lacks an integrated supply chain philosophy and clear supply chain management principles. Supply chain management can enhance camouflage clothing logistics in the SA Army, if the principles are properly applied. The SA Army is a military institution with peacekeeping operations as their core function. The manufacturing and distribution of clothing is not a core function of the SA Army and can therefore be outsourced to address most of the concerns raised under the present system. Although it would be difficult and cumbersome to implement an integrated supply chain, with supply chain management philosophy and practices, the principle will enhance efficiency and effectiveness in today’s economic environment. The level of outsourcing and the effectiveness of control will determine the degree of success the SA Army will achieve.
AFRIKAANSE OPSOMMING: AANVOERKETTINGBESTUUR VAN TOEPASSING OP DIE SUID-AFRIKAANSE LEëR KAMOEFLEERDRAG KOMMODITEIT Daar is verskeie redes vir die populariteit van die aanvoerketting of die aanvoerkettingbestuurskonsep. Globalisasie het entiteite gedwing om ondersoek in te stel na meer effektiewe maniere om die vloei van goedere en materiaal, tussen fasilitieite, asook in en uit die entiteit te koördineer. Kliënte eis gereeld produkte wat vinniger, presies op tyd en met geen skade afgelewer word. This study examines the fears of Rwandan army deserters who oppose President Kagame, of being found by the External Security Organisation (ESO), a Rwandan spy organisation meant to sniff them out wherever they are in exile: in this case Cape Town, South Africa. The army deserters are perceived as both a political and military threat to the survival of President Kagame. I argue that the fear of being hunted is a real threat which (re)produces 'militarised identities' as these former soldiers employ their military training skills to hide from the ESO in South Africa. In this I employ Foucault's (1977) concept of 'panopticism' to examine these army deserters' experiences of surveillance by the ESO and also Vigh's (2006) concept of 'social navigation' to understand how the army deserters 'scan' and manoeuvre the exile terrain. In substantiating the thesis argument, my study draws from six in-depth interviews and conversations with Rwandan army deserters living in Cape Town. It also made use of thematic analysis, drawing themes from the data on which it is based.

ENGLISH ABSTRACT: As early as the unification of South Africa in 1910 enforced discrimination in the military has been an issue that affected both race and gender. The advent of democracy in South Africa has brought fundamental changes in spheres of governance. One of these changes is the transformation of the public service of which the Department of Defence, in particular the South African National Defence Force, is part. The constitutional and judicial imperatives stipulated to the government departments to be representative of the demographic composition of the population of South Africa. The Department of Defence has provided a policy on equal opportunity and affirmative action to redress the racial and gender imbalances of the past, to protect individual and groups against unfair discrimination andto work towards achievement of employment equity. The study seeks to establish the extent and influence of gender discrimination in the South African National Defence with particular reference to the SA Army's Western Province Command. To achieve this, the attitude of the middle and top management of the WP Command towards the utilisation or employment of women in combat roles were assessed. The study also investigated whether the mentioned management does encourage women to be involved or participate in combat roles. Data was collected from respondents by means of a structured questionnaire consisting of 58 questions (plus 8 unstructured questions). The sample was drawn from the SA Army's WP Command and the focus was on middle and top management. Findings of the study indicate that the SA Army's WP Command's middle and top management supports the equality of men and women in general, but is reluctant to allow women to participate in combat roles side by side with their male counterparts. Although there seems to be an understanding and support for the policies of addressing equal opportunities, traditional cultural beliefs or stereotypes about women still shape and influence the acceptance and the non-acceptance of women in combat roles Finally, recommendations highlight issues of consideration when drafting policy vis-a-vis the utilisation of women as combat soldiers.
AFRIKAANSE OPSOMMING: Reeds so vroeg as Uniewording van Suid Afrika in 1910 was geforseerde diskriminasie binne die weermag 'n kwessie wat beide ras en geslag beïnvloed het. Die totstandkoming van 'n demokrasie in Suid Afrika het fundamentele veranderinge in die sfeer van Staatsbestuur te weeg gebring. Een van hierdie veranderinge het betrekking op die transformasie van die staatsdiens, waarvan die Suid Afrikaanse Nasionale Weermag 'n deel is. Daar rus 'n konstitusionele en juridiese verpligting op staatsdepartmente om die demografiese samestelling van die bevolking van Suid Afrika te weerspieel. Die Department van Verdediging het 'n beleid van gelyke geleenthede en regstellende optrede ontwikkelom die rasse- en geslagsongelykhede van die verlede aan te spreek. Die beleid poog om individue en groepe teen onregverdige diskriminasie te beskerm en om billikheid in die werksomgewing te verseker. Hierdie studie poog om die omvang en invloed van geslagsdiskriminasie in die Suid- Afrikaanse Nasionale .Weermag te bepaal, met spesifieke verwysing na Kommandement Westelike Provinsie in die Suid-Afrikaanse Leer. Abstract:
The present study sought to investigate the effects of changes in gradient, under apparently optimal combinations of speed and load, on selected physiological, psychophysical and biophysical responses of military personnel. Subjects (n = 32) were required to march under level (0%), downhill (-10%) and uphill (+10%) conditions. Under each gradient, subjects marched with the following speed-load combinations: 4 km.h-1 carrying 50 kg, 5 km.h-1 carrying 35 kg and 6 km.h-1 carrying 20 kg, a total of nine experimental conditions. Subjects were required to march for six minutes under each condition. Physiological responses (HR, VO2, R, Br, VE, VT, EE) indicated that subjects were not overly taxed by the three speed-load combinations during level marching, which elicited submaximal demands. Furthermore, the results revealed that downhill marching with heavy loads results in similar responses to level marching, while lighter loads may result in significant reductions in physical demands compared to level marching. The physiological responses to uphill marching revealed that subjects were severely physically taxed under these conditions, regardless of speed-load combination. It is unlikely that soldiers would be able to maintain these intensities for an extended period without undue fatigue. It is evident from the psychophysical responses (Rating of Perceived Exertion and Body Discomfort) that subjects perceived the heavy load conditions, regardless of gradient, to be the most stressful on the cardiovascular and muscular systems. The positive gradient conditions also elicited elevated RPE and Body Discomfort responses, while lighter load downhill conditions were perceived to result in the least strain.

ENGLISH ABSTRACT: It is well documented that intelligence (g, or general cognitive ability) is one of the best predictors of job and training performance (Ree, Earles & Teachout, 1994; Schmidt & Hunter, 1998). However, research evidence suggests that its predictive validity can be incremented by measures of personality and motivation. In this study, measures of general cognitive ability, training motivation and personality were administered to South African Army trainee soldiers (N = 108) to investigate the ability of the measures to predict training performance criteria. Hierarchical multiple regression was used to investigate the relationship between the predictor composites and two composites of training performance. Multiple correlations of .529 (p < .01) and .378 (p < .05) were obtained for general soldiering training proficiency and core technical training proficiency respectively. Findings reveal different prediction patterns for the two criteria, as general cognitive ability contributed to significantly predicting the criterion of general soldiering training performance, but not core technical training proficiency. Similarly, training motivation and openness to experience were not found to predict general soldiering training proficiency, but predicted core technical training proficiency. Therefore, the results indicate that the addition of motivation to a model already containing measures of general cognitive ability does add incremental validity; R2 increased from .051 to .109 (p < .05). Adding personality to a model already containing general cognitive ability and motivation also explains additional variance; R2 increased from .109 to .143, although this change was marginal (p = .055). Furthermore, evidence of interaction between intelligence and training motivation was found when predicting training performance, as motivation influenced performance only for individuals with lower intelligence scores. The implications of the results are discussed and areas for further research are highlighted.

Navorsingsbewyse dui egter ook aan dat hierdie voorspellingsgeldigheid verhoog kan word deur die toevoeging van metings van persoonlikheid en motivering. In die huidige studie, is metings van algemene kognitiewe vermoë, opleidingsmotivering en persoonlikheid afgeneem op soldate onder opleiding in the Suid Afrikaanse Leër (N = 108). Die doel hiermee was om te bepaal tot watter mate hierdie metings saam opleidingsprestasie voorspel. Hiërargiese meervoudige regressie-ontleding was gebruik om die verband tussen die voorspellersamestellings en twee opleidingprestasiekriteria te bepaal. ENGLISH ABSTRACT: The use of military force to suppress internal unrest has been an integral part of South African history. The European colonisation of South Africa from 1652 was facilitated by the use of force. Boer commandos and British military regiments and volunteer units enforced the peace in outlying areas and fought against the indigenous population as did other colonial powers such as France in North Africa and Germany in German South West Africa, to name but a few. The period 1912 to 1945 is no exception, but with the difference that military force was used to suppress uprisings of white citizens as well. White industrial workers experienced this military suppression in 1907, 1913, 1914 and 1922 when they went on strike. Job insecurity and wages were the main causes of the strikes and militant actions from the strikers forced the government to use military force when the police failed to maintain law and order. Public reaction to the use of force was strong and the government, particularly Gen. J.C. Smuts, was severely criticised resulting in a defeat in the 1924 election. Over the period 1921 to 1932 indigenous populations in South Africa and South West Africa such as the Israelites (1921), the Bondelswarts (1922), the Rehoboth Basters (1925) and the Ukuambi (1932), were suppressed through punitive expeditions by the police and military forces of the Union of South Africa. The indigenous populations were a.o. grieved by the government’s implementation of branding laws, enforced indentured labour, dog and hut tax. The government’s prevailing racial policy of that time, manifested in a master and servant attitude towards the indigenous populations, exacerbated an existing grievance of restrictive political rights. The government reacted quickly and economically in suppressing any indigenous population’s protests involving militant action. Although the use of aeroplanes was criticised, it was a force multiplier and greatly assisted the small number of police and military forces deployed in minimising casualties on both sides. The government also had to suppress militant Afrikaner uprisings during the First and Second World Wars. In 1914 and 1915, prominent Afrikaner leaders and veterans of the Anglo-Boer War reacted militantly against the government’s participation in the First World War. Gen. L. Botha and Gen. Smuts were the architects of their suppression through quick mobilisation of the Active Citizen Force, using mostly Afrikaans speaking volunteers. The period between the two world wars saw the growth of the Afrikaners on a political, social and limited economical level. This gave rise to further dispute on political and social levels when the government once again opted to fight alongside Britain in the Second World War. Old animosities between the Afrikaners and British were relived and militant elements within Afrikaner society mobilised to impede this participation. The government resorted to using the Union Defence Forces and SA Police to facilitate internment, for spying and to guard strategic objectives in an effort to prevent sabotage and other serious damage to the war effort. Smuts received severe criticism from mostly Afrikaners who were against participation in the war, and the general public who had to suffer under the conditions of martial law.
AFRIKAANSE OPSOMMING: Die gebruik van militêre mag in die onderdrukking van interne onrus is ‘n algemene verskynsel in die geskiedenis van Suid-Afrika. Sedert 1652 het die Europese koloniale besetting van Suid-Afrika gepaard gegaan met geweld. Boerekommando’s en Britse militêre regimente en vrywilligereenhede het die vrede in verafgeleë gebiede gehandhaaf en die plaaslike bevolkings onderwerp, net soos ander koloniale moondhede, byvoorbeeld, Frankryk in Noord-Afrika en Duitsland in Duits-Suidwes-Afrika gedoen het. Smuts het die meeste kritiek ontvang van Afrikaners wat gekant was teen die oorlog, asook die publiek in die algemeen wat gebuk gegaan het onder krygswet.

ENGLISH ABSTRACT: The vulnerability and risky behaviours of young people is a growing concern in the fight against HIV/AIDS. The target group for this study were young people entering the armed force to commence with their initial military training at a military training setting in the Western Cape. These recruits were from all the nine provinces in South Africa. The perceptions, views and basic knowledge of young recruits on HIV/AIDS were assessed through the application of a standardized structured questionnaire. Data analysis was done by using the Statistical Package for the Social Sciences (SPSS). The findings of the study presented high levels of knowledge on HIV/AIDS. However, misconceptions on the transmission of HIV are still a huge concern due to the fact that a small percentage of the respondents are under the impression that HIV/AIDS is curable. Moreover, almost all of the respondents believed that it is very easy to get HIV, in contrast to their exceptional level of knowledge on the transmission routes of HIV. In addition, some of the respondents were also under the impression that HIV can be transmitted through the bite of a mosquito. Recommendations include the implementation of routine scheduled HIV/AIDS awareness programmes with up-scaling of HIV/AIDS prevention and awareness campaigns during military training.
AFRIKAANSE OPSOMMING: Die kwesbaarheid en riskante gedrag van jong mense is nog steeds ‘n groeiende bekommernis in die geveg teen MIV/VIGS. Die teikengroep vir hierdie studie was jong mense wat vir die eerste keer met hul weermag opleiding begin het in ‘n weermagbasis in die Westelike Provinsie. Hierdie rekrute was afkomstig vanaf al nege provinsies in Suid Afrika. Die persepsies, menings, en basiese kennis van die rekrute rakende MIV/VIGS is bepaal deur die gebruik van ‘n gestandaardiseerde gestruktureerde vraelys. Data analise is gedoen met behulp van die Statistiese Program vir Sosiale Wetenskappe (SPSW). Die bevindings van die studie het gedemonstreer dat alhoewel die rekrute oor genoegsamsame kennis van MIV/VIGS beskik, wanopvattings rakende die transmissie van MIV/VIGS nog steeds kommerwekkend is deurdat ‘n klein persentasie van die respondente onder die indruk is dat MIV/VIGS geneesbaar is. ENGLISH ABSTRACT: Sidi Rezegh and Tobruk are the largest disasters suffered by South Africa in its military history. Yet, despite their enormity, Sidi Rezegh and Tobruk are little understood and hardly remembered. South Africa declared war on Germany on the 6 September 1939, after a bitter internal debate, amounting to a conflict between Afrikaner nationalists and those who supported the British Empire. South Africa’s political ambivalence and disunity ran parallel to her unpreparedness for war in every important department from the lack of vital coastal defences to the miniscule size of her army and air force and complete lack of a navy. The first six months of 1941 saw the South Africans play a significant part in completely defeating the Italian colonial forces in East Africa. However, the campaign was poor preparation for what the South Africans were to encounter in the North African Desert months later. South African troops spent their time rebuilding fortifications in Egypt rather than in essential training to acclimatise this “bush war” army to harsh desert conditions. In a reluctant political decision, the unprepared South Africans were committed to Operation Crusader. The inexperienced South Africans met up with the battle hardened Afrika Korps at Sidi Rezegh on 23 November 1941 and were annihilated in the face of overwhelming odds. In revisiting this forgotten battle, it has been found, using primary and secondary sources, that the South Africans extracted an enormous price on the German armour in what may have been the true turning point of Operation Crusader. In May 1942, Rommel’s Afrika Korps sallied forth in a series of lightning moves that demonstrated the Axis grip on combined operations and managed to isolate the vital port of Tobruk commanded by an inexperienced South African, Major General H. B. Klopper. His surrender in one day is often compared to the previous siege endured under similar circumstances, where the Australians managed to hold Rommel at bay for 244 days until the siege was lifted. Klopper’s surrender of Tobruk resulted in a political crisis for Winston Churchill and for Jan Smuts, as the fiasco caused considerable tension within the Allied camp and within South Africa. On re-examination, interesting facts have emerged from the primary source material, as to the state of the Tobruk defences and of its unfortunate commander and how the United Kingdom, acting in concert with South Africa, sought to suppress the true facts. Immediate post-war memory has been shaped and distorted by sensitive political considerations that affected relations between South Africa and the United Kingdom. Thereafter, the memory of Sidi Rezegh and Tobruk was relegated first by a nationalistic Afrikaner government and then since by a democratically elected government, both of which have seen very little use in incorporating these two milestones into the national memory.

ENGLISH ABSTRACT: It is asswned that events during the border war (SWAI Angola) had an influencelimpact on the lives of soldiers who took part in it. Some experiences have become embedded in their memories and are reflected in yams about such episodes and anecdotes that constitute a wealth of oral art. From a cultural history point of view, these therefore deserve to be recorded and conserved. The study interprets the narratives against the background of the border war and determines the relationship between these stories and the influence of the war on the lives of soldiers. Examples of war hwnour are grouped into stories about personal hygiene, misunderstandings, boyish pranks, practical jokes and other humorous incidents. As in any war, soldiers were confronted with unpleasant experiences such as bad news from home, the death of comrades and the enemy, adventures with wild animals and the loss of pets. Tales about soldiers' experiences during contact with the enemy allow one to gain insight into the functioning of the human mind. These stories are grouped into heroic deeds, narrow escapes and feelings experienced in contact with the enemy. As far as is known, no legends had their origin in the border war, but stories about quite a few legendary characters are told. Stories about helicopter pilots and trackers might eventually develop into legends, because of the fearlessness and skill of these people. Myths are stories originating in folkbelief, in which God or the gods play an important role. However, stories from the border war about chaplains and religion are not myths, but tales about personal experience with a religious inclination. It is clear from the narratives that religion played an important role in the lives of soldiers and that they had a child-like trust in a Supreme Being. Leaders, trackers and helicopter pilots were identified as important people in soldiers' battle for survival. They also had a need of female company and the presence of women. Pets played a significant role in allowing them to express their emotions. Each soldier experienced confrontation with death and the enemy in his own unique manner. In spite of hardships, many tales of a humorous nature were told. This can be regarded as a way of dealing and coping with unpleasant experiences.

Troeteldiere het In belangrike rol gespeel om uiting te gee aan emosies. Soldate het konfrontasie met die dood en die vyand elkeen op sy eie unieke manier beleef. Ten spyte van ontberings, is daar heelwat verhale met In humoristiese strekking vertel en dit kan beskou word as In manier om onaangename ervarings te hanteer en te verwerk.

ENGLISH ABSTRACT: The study investigated implementation of HIV/AIDS policy by senior management in Youngsfield military base. Some of the aspects evaluated included training concerning HIV, campaigns, allocation of budget to manage HIV and knowledge of policy by management. Self-administered questionnaires were used as a method of collecting data. The respondents included in the study ages ranged between 25-59 years. The majority of the respondents did not have any problem in completing questionnaires. Results revealed that involvement of headquarters in allocating funds to acquire training aids, distribution of pamphlets and other information educating personnel insufficient, poor implementation of workplace HIV/AIDS policy by management on all levels, lack of programs dealing with HIV/AIDS and lack of HIV/AIDS policy knowledge by management to lesser extent. Recommendations of this study includes aspects dealing with HIV/AIDS workplace programs, importance of occupational health and safety, addressing stigma and discrimination, absenteeism, HIV/AIDS training and most importantly campaigns throughout the year.
AFRIKAANSE OPSOMMING: Die doel van hierdie navorsing was om die implementering van die beleidsdokument wat handel oor MIV/Vigs in die werksplek deur die senior bestuur in Youngsfield militere basis te ondersoek. Van die aspekte wat die navorser ondersoek het is MIV/Vigs bewusmakingveldtogte, beskikbaarheid van fondse en kennis van die Suid Afrikaanse Nationale Weermag beleidsdocument wat handel oor MIV/Vigs in die werksplek. Studievraelyste is aan respondente uitgedeel. Respondente wat aan die studie deelgeneem het se ouderdome wissel tussen 25 en 59 jaar. Die grootste getal deelnemers het geen beswaar aangeteken om die vraelyste te voltooi nie. Die grootste getal van respondente het aangedui dat die fondse wat beskikbaar gestel word onvoldoende is om die boodskap oor die gevare van MIV/Vigs te versprei. Daar is verder bevind dat belangrike aspekte soos biljette, pamflette, video opnames en getikte material nie versprei kan as gevolg van tekort aan fondse. MIV/Vigs beleid is beskikbaar in militere basisse van die Suid Afrikaanse Nationale Weermag. Die enigste tekort is die implementering daarvan. Die aanbevelings wat bevind is deur die studie sluit in MIV/Vigs programme in die werkplek, die aanspreek van stigma en diskriminasie, afwesigheid weens kroniese siektes wat MIV/Vigs insluit en hantering van ongevalle in die werkplek.

Abstract:
This thesis examines the influence of the Boer War 1899 – 1902 upon tactics and training in the regular British Army 1902 – 1914. The work argues that several key lessons drawn from South Africa became the tactical cornerstones for infantry, artillery and cavalry throughout the pre-First World War period and shaped the performance of the B.E.F. during the early battles of 1914. The experience of combat against well armed opposition in the Boer War prompted the British Army to develop improved tactics in each of the three major service arms. For example, infantry placed new emphasis on dispersion and marksmanship; cavalry improved their dismounted work and reconnaissance skills; and artillery adopted methods of concealment and strove to improve accuracy and co-ordination. Across the army as a whole, the experience of combat lead to an overall downgrading of the importance of drill and obedience, replacing it instead with tactical skill and individual initiative. In addition, the thesis also examines the impact of the Boer War upon overall British Army doctrine and ethos. The process of reform prior to the First World War was marked by wide ranging debates upon the value of the South African experience, and not all lessons drawn from the conflict endured, with tactical restructuring being further complicated by changes of government and financial restrictions. Nevertheless, key lessons such as dispersion, marksmanship, concealment and firepower were ultimately retained and proved to be of great value during initial clashes against the Germans in 1914. Additionally, the Boer War caused the British to place new emphasis upon overall training of the individual, allowing advanced tactical skills to be inculcated more easily than had been possible in earlier years. However, the short duration of the conventional period of the Boer War meant that there was less opportunity to derive operational lessons for future employment. Furthermore, the colonial policing role of the British Army and the likelihood of small scale deployments meant that developing an operational doctrine was of less immediate value than ensuring flexibility and tactical skill. This meant that the British Army took a somewhat skewed developmental path in the 1902 – 1914. The process of reform ultimately produced a highly adaptable force that was tactically skilled, but which was ill-prepared for the operational complications posed by large scale deployment. While the Boer War was the principal factor in driving reform during the 1902 – 1914 period, there were additional influences at work, including examples from the Russo-Japanese War 1904 – 1905 and various ideas drawn from the armies of the continent. However, this thesis argues that while these outside influences contributed to ongoing debate, they did not offer any particular fresh ideas and were therefore of less importance than the Boer War in shaping British Army development.

ENGLISH ABSTRACT: HIV/AIDS is spreading through Africa in epidemic proportions. Hundreds and thousands of people are infected on a daily basis. This pandemic destroys the emotional and physical strength of individuals. In Sub-Saharan Africa there is an estimated 28,1 million people living with HIV/AIDS. The military forces of Africa are not immune to this. Growing concern has shifted the focus of HIV/AIDS to the armed forces because they generally have higher levels of HIV/AIDS than the civilian population. Within the military it is critical that HIV/AIDS be managed in a manner that retards the spread of the virus as well as the negative impact that it has. The cornerstone of combat efficiency within the SANDF is its infantry section, a group of people forming the basis for the rest of the operational force structure that is deployed within an operational area. The deployment areas are dangerous and unstable and are conducive to the spread of HIV/AIDS. When forces are deployed within the operational area, they forge a bond built on trust, loyalty and a confidence in each other's work capability. HIV/AIDS impacts on this capability and results in an environment characterised by low morals, discrimination and stigma. The important element is to make soldiers aware of the implications of HIV/AIDS, and the perceptions that exist about people living with the disease. The success lies in the correct management in terms of prevention and protection. A clear understanding of the disease is the most important element in starting an effective prevention programme. People have to understand that HIV/AIDS is not only a medical problem, but also has far-reaching social and security implications. It not only affects the infected but also their families, relatives and friends. The infection has an enormous social impact that should not be underestimated. ENGLISH ABSTRACT: The primary objective of the South African National Defence force is the protection of its citizens against external threats. The nature of the work, especially in operational situations, very often causes members of the SANDF to work in remote and unknown territory. The SANDF is composed of different units such as the army, air force and navy. All of these units typically control a specific aspect of the environment, especially in operational situations, and is very often also geographically spread over a large area. The battle commander would typically be in charge of all these units and must direct and control them efficiently towards achieving their assigned mission. In order to be an effective battle commander, the commander must thus be able to understand the terrain that his/her units are operating in, and maps are often the only information to base such understanding on. Map use is thus a critical success factor in effective battle command, and also for every member of the units navigating the often unknown terrain. The aim of the study is to conduct an investigation into the status quo of map use proficiency in the military, and specifically the South African National Army. The investigation comprises the following: • To conducting a detailed task analysis into map use in a military context, in order to establish specific map use functions and related skills regarded as critical in the military context. • The development of a proficiency test, taking the form of a questionnaire, based on the skills identified in the task analysis. Comparing the results of the questionnaire with map use skills identified in the task analysis, to determine the level of map use proficiency in military context. The secondary aims of the study comprise the following: • To investigate the level of map use training and determine if a need exists in term of additional map use training in the military, based on subjective opinions. • To investigate the level of computer literacy and the need for formal computer training in the military context. The key conclusions of the study are the following: • A gap between optimal and actual performance has been identified in terms of map use in the military context. • This gap can largely be attributed to insufficient structures and processes within the military context to facilitate effective map use.

Die aard van die werk veroorsaak dat soldate, tydens operasionele toestande, dikwels na onbekende en vreemde areas verplaas ten einde bogenoemde primêre doel te bereik. [Truncated abstract] The senior Imperial officers who took part in the Anglo-Zulu War of 1879 are comparatively well known and their service in that brief period has been well documented, as indeed has that of many of their junior colleagues. Much less, however, is known about the officers who served as commandants of the Natal Native Contingent, although more than half of them were Imperial officers on special service duties. Most of the rest were British ex-officers who lived in South Africa, while one of the remaining two was an adventurer and mercenary. Many of them had already found service with the South African force during the Ninth Cape Border War against the Ngqika and Gcaleka which had only ended in mid-1878. According to official documents, the Natal Native Contingent initially numbered more than 8,000 native troops, in three regiments, under the command of European officers and non-commissioned officers. At the time of the invasion of Zululand in January, 1879, the contingent therefore made up about 62% of the invading force. This bald statistic, as so often, hides the true story. The thesis examines each of the commandants, and the extent to which their abilities and personalities were reflected in the performance of the native troops under their command, while at the same time revealing the evolution of the Contingent itself as an arm of the invading force under Lieutenant General Lord Chelmsford ... The haste with which the regiments were assembled, their often inhuman treatment by their officers, the minimal or non-existent training they received and the way they were armed and dressed all combined to qualify their subsequent performance in the field. A comparison of the NNC is drawn with the performances of the Native Mounted Contingent, and the men of Colonel, later Brigadier General, Evelyn Wood?s Irregulars. The conclusion of the thesis is that the commandants did indeed have a profound effect on the quality and performance of the Africans who served under them. In general, the units under serving British officers performed best, while the colonial officers did less well. The mercenary officer was almost certainly the worst, but by only a slim margin.

Abstract:
From especially the 1950's, campaigns had been launched by the Afro-Asian nations in the United Nations for the institution of mandatory sanctions against South Africa. In all the early campaigns, South Africa had rather enjoyed the support of the United States, although the latter had always verbally condemned the South African policy of apartheid. When Kennedy became United States president in January 1961, this fact was due to change. In August 1963, an arms embargo was instituted against South Africa by the Kennedy Administration in an attempt to bring the verbal condemnation of apartheid in line with active action. The arms embargo, although not mandatory, was the first concrete, practical step taken by the United States in its opposition to the apartheid policy of the South African Government. In 1977 the embargo was strengthened to become a mandatory one. The purpose of this study is to analyse the institution as well as the implementation of the arms embargo by the different United States Administrations up to 1977. By doing that, the observer can judge the relative commitment of the United States to the arms embargo from president to president, thus drawing a wide conclusion on the role that South Africa played in the foreign policy objectives of the United States in the years that the arms embargo was in effect. The Afro-Asian clearly had an impact on the formulation of this policy, and part of the purpose of this study is to establish just how big that impact was. In order to do this, a wide selection of archival material as well as newspaper reports, articles in journals, governmental publications and some secondary sources were researched. The outcome is the conclusion that although the different United States Administrations from Kennedy to Carter generally adhered to the arms embargo, the implementation there-of depended mainly on what role the embargo played in the foreign policy objectives of each of these Administrations. For some, like Nixon and Ford, the strategic importance of South Africa weighed heavier than gaining the favour of the African nations, in comparison with Kennedy and Johnson who followed a midway. They didn't want to loose the privileges that the United States had in South Africa, while at the same time they wanted to appease the African countries in the United Nations. In the case of Carter, the implementation of the arms embargo was directly based on gaining the favour of the African nations, resulting in the institution of a mandatory arms embargo in October 1977. A future study on the role of that embargo in the formulation of the United States foreign policy, will be conducted as continuation of this study.

Abstract:
This study is an evaluation of the BAE Systems/SAAB consortium National Industrial Programme project, South African Royal Manufacturers (SARM), which forms part of BAE Systems/SAAB’s National Industrial Participation Programme (NIPP) obligations resulting from their participation in South Africa’s 1998 Strategic Procurement Programme (popularly referred to as the ‘arms deal’). SARM was a gold chain manufacturing plant, located in the Free State mining town of Virginia and which was implemented by the BAE Systems/SAAB consortium in partnership with the Harmony Gold Mining Company. Funding for the business was provided by the BAE Systems/SAAB consortium as part of their industrial participation obligation. This funding was supplemented with a loan obtained from the South African Industrial Development Corporation (IDC) to the value of 40% of the cash funds; while land and buildings, as well as loans in the form of gold granules and bars, were provided by Harmony Gold Company, as part of what they describe as their corporate social responsibility towards the Virginia area where they are the only mining company operating; and also simultaneously as their obligation towards gold beneficiation as required by law. The business failed after less than 12 months of operation amidst allegations of theft of gold and the sudden lay-off of approximately 500 poor black rural women. The company’s liquidation appears to be on the backburner indefinitely. The study was conducted over a period of 18 months, and this thesis written over several more. As part of this evaluation several issues were investigated. These issues are: the push for beneficiation of South African mined metals; the National Industrial Participation Programme; local government development; the BAE Systems/SAAB consortium and other similar companies which are involved in jewellery production for export as part of both the country’s beneficiation drive, as well as the 3 NIPP. These other companies are used in this study as a ‘control’ group against which SARM’s performance can be measured realistically. Different research methods were used during the evaluation, including secondary document reviews, face-to-face and telephonic interviews with key-informants, the use of e-mail to contact key-informants, as well as conducting face-to-face questionnaires with random interviewees, and a focus group discussion with SARM ex-workers. There were several limitations to this study. The primary limitation was the inaccessibility of official and legal documents pertaining to both SARM, and the 1998 arms deal. SARM no longer exists, and thus the evaluation results should be used as lessons learned for similar projects in the future.

Abstract:
Subject Matter: The dissertation gives an account of the history of the National Committee for Liberation (NCL), an anti-apartheid sabotage organisation that existed between 1960 and 1964. The study is aimed both at narrating its growth and development in the context of South Africa in the 1950s and 1960s, and explaining its strategic and political choices. In particular, the reasons for its isolation from the broader muggle against Apartheid and its inability to transcend this isolation are investigated. Sources: Discussion of the context of the NCL's development depended on secondary historical works by scholars such as Tom Lodge, Paul Rich, C.J. Driver and Janet Robertson as well as archival sources. The analysis of liberal discourse in the 1950s and 1960s also drew heavily on primary sources such as the liberal journals Contact, Africa South and The New African. Secondary sources were also used for the discussion of the NCL's strategy in the context of the development of a theory of revolutionary guerrilla warfare after the Second World War: here the work of Robert Taber, John Bowyer Bell, Kenneth Grundy and Edward Feit was central. The history of the NCL itself was reconstructed from trial records, newspapers and personal interviews. Archival sources such as The Karis-Carter collection, the Hoover Institute microfilm collection of South African political documents, the Paton Papers, the Ernie Wentzel papers were also extensively used. Methodology: The discussion of the discourse of liberal NCL members depended on a post-structuralist theory of subjectivity. The conceptual underpinnings of the thesis were provided by on the work of Jacques Lacan, Louis Althusser, Michel Pecheux, Ernesto Laclau, Chantal Mouffe and Slavoj Zizek. Pechcux's elaboration of the Althusserian concept of interpellation formed the basis of a discourse analysis of NCL texts. In the interviews, some use was also made of techniques of ethnographic interviewing developed by qualitative sociologists such as James Spradley. Conclusions: The analysis focused on the way NCL discourse constructed NCL members as "ordinary persons", a subject-position which implied a radical opposition between political struggle and ideological commitment. The NCL's strategic difficulties were related to the contradictions this discourse, related to metropolitan political traditions that valorised civil society, manifested in the context of post-Sharpeville South Africa. These contradictions were explored in terms of the Lacanian notion of the "ideological fantasy". The dissertation thus closes with a consideration, both of the importance of the ideological traditions identified in the analysis of NCL discourse, and the methodological importance of non-reductive conceptualisations of political identity and ideology.

ENGLISH ABSTRACT: Introduction: This research was conducted to establish the assessment practices of occupational therapists working with clients with upper limb injuries and/or conditions. This was done to get an updated account of frequency and variation in the use of various assessment tools as well as reasons offered for infrequent use. Methodology: A quantitative cross-sectional survey design was used. A convenience sample of therapists attending courses was recruited for the study. A questionnaire was developed for the study and face and content validity established through pilot testing. The questionnaire consisted of three sections containing demographic information and questions about upper limb assessment practices. Descriptive statistics were calculated for numerical and categorical data to describe the demographic characteristics and to identify the measurement tools that were used most frequently. The Chi-Square test of associations was used to determine whether there were any associations between frequency of use and demographic factors. Results: Questionnaires were completed by 81 (71%) respondents. Twenty-two (27.2%) of the respondents had more than five years’ experience in the field of hand therapy while the remainder (n=52, 64.2%) had less than five years. The more experienced therapists worked in the private sector (n=49, 60.5%) with two (0.03%) experienced therapists being employed in the public sector. The diagnoses that were seen most commonly were nerve injuries (90.1%), fractures (88.8%) and tendon injuries (85.1%). Of the 81 respondents 15 (18.5%) held post graduate qualifications in the field of hand therapy. Goniometry (68 of 81, 84.0%), manual muscle testing (62 of 81, 76.5%) and testing for flexor digitorum profundus and superficialis function (61 of 81, 76.3%) were used most frequently. Performance tests were used infrequently or not at all. The most common reasons for non-use of performance tests were that they were not available in the practice setting or respondents were not familiar with them. Significant associations were found between frequency of using measurement tools and practice setting, years of experience and holding a post graduate qualification in the field of hand therapy. There was a significant association between working in the private sector and using a dynamometer (p < 0.001), and working in government settings and frequent use of the test for localisation (p = 0.021). Therapists with more than five years’ experience in the field of hand therapy were significantly more likely to use Semmes Weinstein monofilaments (p = 0.034) as were those holding a post graduate qualification in hand therapy (p <0.001). Conclusion: The results of this study have serious implications in terms of the upper limb assessment practices of occupational therapists, especially in the context of evidence-based practice which has become crucial not only for the credibility of the profession, but also for its survival. Information obtained through this research could aid to guide education and training at an undergraduate and post graduate level and assist to direct a research focus for hand therapy in the South African context.

Metode: 'n Kwantitatiewe deursnee-opname-ontwerp is gebruik. ’n Gerieflikheidssteekproef van terapeute wat kursusse bygewoon het, is gewerf vir die studie. ‘n Vraelys is ontwikkel vir die studie, en voorkoms- en inhoudsgeldigheid is bepaal deur ‘n loodstudie. Die vraelys het bestaan uit drie afdelings met demografiese inligting en vrae oor boonste ledemaat bepalingspraktyke. Beskrywende statistiek is bereken vir numeriese en kategoriese data ten einde die demografiese eienskappe te beskryf en die bepalingsmetodes wat die meeste gebruik is, te identifiseer. Die Chi-kwadraat toets is gebruik om te bepaal of daar enige assosiasies tussen die frekwensie van gebruik en demografiese faktore bestaan. Resultate: Vraelyste is deur 81 (71%) respondente voltooi. Gevolgtrekking : Die bevindinge van hierdie studie het ernstige implikasies in terme van die arbeidsterapie bepalingspraktyke van die boonste ledemaat, veral in die konteks van bewys-gebaseerde praktykvoering (evidence based practice) wat noodsaaklik geword het nie net vir die geloofwaardigheid van die beroep nie, maar ook vir die oorlewing daarvan. In order to gain a better undrstanding of the topic, the author gives a brief overview and history of the South African Aerospace industry.Furthermore, an examination of the politics of the transition from apartheid to democracy and how this affected the aeropace industry is given.

This study examines post-apartheid South African foreign policy under former President Nelson Mandela, and the apparent ambiguities that were its recurrent feature in the period from 1994 to 1999. Its focus is on the inherent irreconcilability of the economic national interests and the foreign policy principles which included the promotion of and respect for universalist principles and interests such as human rights, democracy, international peace and security. In examining South African foreign policy during this period, it would appear that the country was trapped between two competing priorities: the need to promote "universalist" principles and the need to satisfy its national economic interests. The main aim of the study is to explain how this "irreconcilability" between universalist principles and national economic interests would later create ambiguities and contradictions in South Africa's foreign policy, weaken respect for its foreign policy principles, and ultimately lead to ideological failure among politicians who employed 'short-term gain' policy decision-making in dealing with 'pariah states'. The study further demonstrates that "realist" national interests are frequently short-term, realizable and vital for a country, while universalist interests are long-term, idealistic and usually not easily realizable. It will be argued, therefore, that a country faced with making decisions about its vital national interests, will not make efforts to pursue long-term universalist interests if that choice would in any way endanger its fundamental national interests. In order to better assess this ambiguity, this thesis will provide a case study of Pretoria's arms sales to 'pariah states' during the period. The purpose of this study is not to attempt to explain all of the issues around post-apartheid foreign policymaking, or even to argue whether the sale of arms to 'pariah states' was 'politically incorrect', but to provide a 'piece of the puzzle' which might explain how the social and economic situation may have compelled Pretoria to sell arms when these actions disregarded universalist principles of foreign policy. The conclusion seems to confirm the realist view that universal values and principles can be regarded only when they are in harmony with a state's perceived self-interests.

This study reconstructs the French-South African arms trade in French military helicopters between 1955 and 1979, which flourished in defiance of international reprobation of Apartheid. New evidence reveals the shaping influence to policy of inter-state social relations at operational levels, leading to extended trajectories beyond the accepted historical milestones of the 1963 and 1977 UN arms embargoes. By retracing an emerging commercial process of arms trade spanning two decades, the crystallization of elements of the French and South African defence communities is identified,constituting de facto trade policy despite their diplomatic divergence. French promotional brokering in the mid-1950s laid the unseen foundation for the professionalisation of military procurement between unlikely partners. French interdepartmental oversight increasingly problematized propositions for weapons for use in state repression against populations in Southern Africa. Under pressure to gain military autonomy the South African Defence Force procured French aircraft, ironically leading to licensed local aircraft production under French tutelage, and adoption of French technical expertise and defence organisation. The French unilateral arms embargo against Israel in 1967caused the French-South African relationship to mature. Following greater international and operational pressures that led to counter-revolutionary alliances in Southern Africa, alternative supply arrangements were created between French and South African defence communities, notably through trade of helicopters-in-parts. Rather than being overtaken by diplomatic withdrawal, by the mid-1970s the inter-community enterprise of arms trade was galvanized by operational-level actors, continued away from visible executive control. New primary evidence is presented to argue that the French presidential adoption of arms embargoes in 1970, 1975 and 1977 represented not a sea-change in arms trade policy, but the maturing of a parallel and covert military-industrial channel within the French ministerial constellation, directed at South Africa and the African continent. In sum, this thesis offers new historical evidence on an extended business life cycle in French-South African trade and its correlation to, and detachment from, national policies. Moreover, the importance of practice tracing of middle-level interactions in French arms trade and defence policy connects with new debates on French involvement in Cold War regional defence arrangements in and outside its traditional African sphere of influence.

ENGLISH ABSTRACT: This research study aims to analyze the illicit arms trade in states in transition. While both the study of the illicit arms trade and the study of states in transition per se, are characterized by a variety of concepts and debates within academia, this study attempts to establish a coherent and concise connection between the two. Therefore, the main research question is: How do the capacity gaps of social control, social welfare, border control and legitimacy contribute to the proliferation of the illicit arms trade in states in transition? For the purpose of this study, the researcher uses the theoretical framework based on capacity gaps and functional holes as outlined by Phil Williams (2002). Williams (2002) states that organized crime and transnational organized crime (TOC), which the illicit arms trade is a part of, flourish in states that are weakened by capacity gaps and where the accompanying functional holes open up the way for organized crime and TOC to work with impunity. The seven capacity gaps that Williams (2002) outlines are: social control, social welfare, business regulation, oversight and accountability, border control, legitimacy and electoral norms and patterns. However, this thesis does not focus on all seven capacity gaps; instead, only the capacity gaps of social control, social welfare, border control and legitimacy are analysed. This decision has been based on the literature by Williams (2002), Migdal (1988), Beck and Laeven (2006), who suggest that a state in transition cannot complete its transitional period and become a consolidated democracy if high levels of social control, social welfare, respect for the rule of law and legitimacy are not obtained. Moreover, this research study conducts a comparative analysis of two states in transition, South Africa and Croatia, which have both been experiencing difficulties with TOC and the illicit arms trade, and where both states still have not completed their transitional period, and are thus not consolidated democracies. This research does not imply that the findings of this study are applicable to all states in transition; the focus is rather on how the four capacity gaps and functional holes that this research focused on contribute to the proliferation of the illicit arms trade in South Africa and Croatia. The findings indicate that due to high levels of corruption within the judicial system and police, the citizens of South Africa and Croatia lack trust in the states’ capacity to impose social control, which in turn opens the way for organized criminal groups to work with impunity. Furthermore, the social welfare capacity gap contributes to the rise in levels of organized crime and the illicit arms trade due to the fact that levels of inequality and unemployment force the citizens of South Africa and Croatia to look for alternative survival strategies, usually those that organized criminal groups can provide them with. Moreover, the lack of resources and corruption among custom officials and police staff, serve as opportunities for organized criminal groups to traffic illicit goods over South Africa and Croatia’s borders; thus indicating a functional hole in the states interdictory capacity and an overall gap in the states capacity to control its borders. Lastly, due to the South African and Croatian citizens’ lack of trust in the institutions and the state apparatus in general, the capacity gap of legitimacy is visible. This in turn opens the way for organized criminal groups to use patron-client relationships with the citizens of South Africa and Croatia, in order to build and sustain a level of popular legitimacy that the state is lacking.
AFRIKAANSE OPSOMMING: Hierdie navorsingsprojek streef daarna om die onwettige handel in wapens as deel van transnasionale georganiseerde misdaad binne state in transisie te analiseer. Alhoewel navorsing in die onwettige handel van wapens, asook die studie van state in transisie gekenmerk word deur vele konsepte en debatte binne die velde; poog hierdie studie om die twee konsepte in ʼn duidelike en presiese manier te verbind. In die lig hiervan is die navorsings vraag: Hoe dra die kapasiteitsgapings van sosiale beheer, sosiale welvaart, grens kontrole en legitimiteit by tot die volhoubaarheid van die onwettige handel in wapens in state in transisie? Vir die doel van hierdie studie het die navorser besluit om gebruik te maak van die teoretiese raamwerk gebaseer op kapasiteitsgapings en funksionele-openinge soos beskryf deur Phil Williams (2002). This dissertation examines the development of armaments production in Israel, South Africa and Yugoslavia and the implications thereof regarding military import dependency, arms exports, and defence production cooperation among developing arms producers. The dissertation concentrates on strategic and political issues of Third world arms production and does not deal with questions of arms industries and development. The dissertation makes three broad arguments: First, that truly indigenous arms production hardly exists in the three case study countries. I illustrate this by showing the heavy dependence of Israel, South Africa and Yugoslavia on foreign technology, licences, foreign components and foreign capital for all major -- and many minor -- weapons manufacturing projects undertaken since the 1960s. Second, that despite billions of dollars invested in building up respective defence industry sectors, all three states (or successor states in the case of Yugoslavia) remained dependent on imports of most of the same major weapons systems at the end of the Cold War as they were 30 years earlier. Embargo of systems such as fighter aircraft, ships and tanks by the old arms supplier oligopoly was the key reason for the initiation of arms production in all three countries. But the cancellation or failure of key arms manufacturing projects in all three countries, such as the Israeli Lavi fighter, means that far from achieving weapons supply independence, this dependency is set to continue into the next century Third, that despite the above two points, Israel, South Africa, Yugoslavia and other Third World arms producers have played an expanding and important role the world arms trade and proliferation of military technology since the 1970s. This seeming paradox will be illustrated by contrasting Israel's growing dependency on the United States for advanced weapons, capital and technology from 1970 to 1990, with the Israeli role as the single most important UN arms sanctions buster to South Africa from 1977 to the early 1990s; as an arms supplier to Argentina during the 1982 Falklands/Malvinas War, to Iran during the Iran-Iraq War and to Guatemala after the 1977 U.S. arms cut-off. The dissertation concludes that while some arms production is bound to continue in all three states (or successor states), major weapons manufacturing projects are a thing of the past and will be initiated -- if at all -- with the cooperation of arms industries from the very industrialised powers which Israel, South Africa and Yugoslavia sought total independence from through indigenous arms production during the Cold War.

Poverty and a lack of parental involvement have a dual negative effect on the academic performance of learners with learning disabilities, and are prevalent in rural areas. While parental involvement in schools in impoverished rural communities is very low, research also indicates parental involvement is key in addressing barriers to learning and associated learning disabilities. This study sought to explore the nature and extent of parental involvement of learners with learning disabilities at schools in impoverished rural communities. The study targeted a specific impoverished rural community in the Western Cape where the combination of learning disability and a lack of parental involvement negatively affects the literacy and numeracy skills, resulting in learning outputs that are below standard. The study drew on Epstein’s theory of parental involvement. Thematic data analysis was used in employing a constant comparative method. By applying Epstein’s model, this study not only contributes to understanding the nature and dynamics of parental involvement in impoverished rural schools as well as factors contributing towards the improvement of parental involvement; it also contributes towards an understanding of Epstein by applying her model to a rural setting.

A non-resident who disposes of a direct interest in immovable property or an indirect interest in immovable property through the disposal of shares may be subject to capital gains tax in the country in which the immovable property is situated. Certain African countries were selected and the capital gains tax consequences on disposal of such property were determined by analysing the domestic tax legislation of the country in which the property is situated. In addition, the effect of any applicable double tax agreement ('DTA') to such disposals was considered. In certain countries - such as Angola and Nigeria - in terms of their domestic tax legislation, a non-resident will not be subject to capital gains tax in the respective country where the property is situated regardless of the value of the shares that is attributable to immovable property. In certain countries - such as Mozambique, Namibia, Tanzania and Zimbabwe - in terms of their domestic tax legislation, a non-resident may be subject to capital gains tax upon the disposal of an interest in immovable property in the respective country in which the immovable property is held regardless of the value of the shares that is attributable to immovable property, unless a DTA provides otherwise. In certain other countries - such as Botswana, Ghana, Lesotho and South Africa - in terms of their domestic tax legislation, a non-resident may be subject to capital gains tax upon the disposal of an interest in immovable property in the respective country in which the immovable property is held, however this will depend in general on the percentage of the value of shares that is attributable to immovable property, unless a DTA provides otherwise. Certain countries domestic tax legislation have specific provisions regulating how this percentage is determined. A DTA may provide relief to taxpayers who are subject to capital gains tax in both their resident country and the source country, on the disposal of an interest in immovable property held in the source country. In terms of domestic tax legislation, where the non-resident is liable to pay capital gains tax in the source country, the non-resident will in general have to comply with the withholding tax and filing obligations of that country where applicable.

Between 1870 and 1901, seventeen officers from the British army were appointed by the governments of the Australian colonies and New Zealand as commanders of their colonial military forces. There has been considerable speculation about the roles of these officers as imperial agents, developing colonial forces as a wartime reserve to imperial forces, but little in depth research. This thesis examines the role of the imperial commandants with an embryonic system of imperial defence and their contribution to the development of the colonial military forces. It is therefore a topic in British imperial history as much as Australian and New Zealand military history. British officers were appointed by colonial governments to overcome a shortfall in professional military expertise but increasingly came to be viewed by successive British administrations as a means of fulfilling an imperial defence agenda. The commandants as ???men-on-the-spot???, however, viewed themselves as independent reformers and got offside with both the imperial and colonial governments. This fact reveals that the commandants occupied a difficult position between the aspirations of London and the reality of the colonies. They certainly brought an imperial perspective to their commands and looked forward to the colonies playing a role on the imperial stage but generally did so in terms of a personal agenda rather than one set by London. This assessment is best demonstrated in the commandants??? independent stance at the outset of the South African War. The practice of appointing British commandants in Australasia was fraught with problems because of an inherent conflict in the goals of the commandants and their colonial governments. It resembles the Canadian experience of the British officers which reveals that the system of imperials military appointments as a whole was flawed. The problem remained that until a sufficient number of colonial officers had the prerequisite professional expertise for high command there was no alternative. The commandants were therefore the beginning rather than the end of a traditional reliance upon British military expertise. The lasting legacy of the commandants for the military forces of Australia and New Zealand was the development of colonial officers, transference of British military traditions, and the encouragement of a colonial military identity premised on the expectation of future participation in defence of the empire. The study provides a major revision to the existing historiography of imperial officers in the colonies, one which concludes that far from being ???imperial agents??? they were largely marching to their own drum.

The global Cold War is used frequently by historians to frame the context of political, economic, social, military, and geographic history of the 20th century. This is often the case in Africa as well. This thesis set out to explore U.S.- South African relations during the 1960s. After conducting research in Record Group 59 (State Department Records) of the National Archives from 1967-1973, three case studies emerged that suggested that reexamination of how historians traditionally view U.S.-South African relations during this time period is necessary. The three case studies include U.S. use of naval ports in South Africa, the strategic geographic location of South Africa and its importance to NASA's satellite and missile tracking stations, and the policy of selling of weapons to South Africa by the U.S. While this is by no means an exhaustive study of this time period due to limited time in the National Archives, it does offer promise for more research involving this topic.

During the South African War of 1899-1902 captured civilians were directed by the British army into military controlled zones and into refugee camps which became known as concentration camps. Established near towns, mines and railway sidings these camps were separated along racial lines. The British forced black men, women and children through the violence of war into agricultural and military labour as a war resource, interning over 110,000 black civilians in concentration camps. Unlike Boer civilians who were not compelled to labour, the British forced black civilians into military labour through a policy of no work no food. According to recent scholarly work based only on the written archive, at least 20,000 black civilians died in these camps. This project uses these written archives together with archaeological surveys, excavations, and oral histories to uncover a history of seven such forced labour camps. This approach demonstrates that in constructing an understanding and a history of what happened in the forced labour camps, the written archive alone is limited. Through the work of archaeology which uncovers material evidence on the terrain and the remains of graves one can begin to envisage the scale an extent of the violence that characterized the experience of forced laborers in the 'black concentration camps' in the South African War.

Job satisfaction and organisational commitment are two of the most researched organisational behaviour constructs. It is generally agreed that low levels of satisfaction or commitment may result in employees voluntarily ceasing the employee-organisation relationship which results in organisations loosing professional and skilled individuals, which is a potentially crippling factor within any organisation, particularly Governmental Departments who relying on specialist and highly trained and skilled employees. The current study examined the organisational commitment, the level of job satisfaction and the relationship between satisfaction and commitment of fully functionally qualified permanent contract male and female officers on salary Grade C2 to Grade C6, extending across all occupational divisions and classes, namely operational, personnel, logistics, engineering and technical. The sampling technique used was a quantitative non-probability convenience sampling design with the sample consisting of 62 commissioned officers. The majority of the respondents were African with the sample being more representative of males than females. The majority of the respondents were married and between the age of 22 to 29 having at least a 3 year degree or diploma and from the operational occupational class. The respondent’s levels of satisfaction were measured by means of the Job Descriptive Index Questionnaire which measured the five job facets, namely pay, promotion, supervision, co-workers and the nature of work. The study found that respondents were moderately satisfied with their promotion opportunities, followed by the pay they receive. They were however, less satisfied with the supervision they receive, their co-workers and the work itself. Affective, continuance and normative commitment was assessed by means of the Organizational Commitment Scale. The findings of the study found that the respondents had below average levels of organisational commitment across all three components as well as overall commitment. Furthermore, results derived from the research indicated that there was a statistically significant and strong positive correlation between organisational commitment and job satisfaction. Additionally, the results of the study regarding differences between selected demographic variables and the core dependent and independent variable found that there was no statistically significant difference for organisational commitment or job satisfaction scores between males and females and tenure. There was however a statistically significant difference in organisational commitment and job satisfaction for different occupational classes.

ENGLISH ABSTRACT: This thesis aims to ascertain the level of success which civil society and state actors have had in dealing with issues of arms control and disarmament in the SADC region during the post- Cold War era. The main research question shall be divided into two key questions, the first being: How successful have states been in managing arms control and disarmament in the SADC region? The second question being: How successful has civil society been in managing arms control and disarmament in the SADC region? The study is therefore an evaluative study and shall be focused on the case study of Mozambique. Two arms control processes shall be evaluated in this regard. First is the “Transforming weapons into Ploughshares” or TAE project which is a civil society campaign aimed at minimizing the harsh impacts that Small Arms and Light Weapons have on Mozambican society. The demarcated time period for this project shall be 1995-2003. Second is state driven operation between South African and Mozambican police aimed at locating and destroying arms caches responsible for fuelling the illicit trade in light arms between the two countries. This project was known as Operation Rachel and shall be evaluated from the period of 1995-2001. Through evaluating these two projects, the study shall seek to make the point that in terms of arms control in post-conflict developing states, there is a role for both state and civil societies. The role of civil society organizations can be seen as one of identifying security threats, raising public awareness and democratizing security issues such as arms control so that society at large becomes active in negating the problem. The role of the state on the other hand is to live up to its duties as the chief provider of security for the designated population within the state’s territorial boundary. Arms control in Mozambique and in the SADC region in general has been mediocre at best since as shall be demonstrated, states are far too weak to offer any meaningful protection to citizens and secondly civil society organizations which have taken it upon themselves to offer this kind of protection are just not well resourced enough to undertake state responsibilities. Thus the key recommendation of this study is that Southern African states invariably need to build up their capacities. Light weapons have spread uncontrollably throughout the region because weak and fractured states could not contain the problem and continue struggling to manage a multitude of security threats. It is therefore up to civil society organizations to build strong societies which can demand stronger state action.
AFRIKAANSE OPSOMMING: Hierdie tesis se doel is om vas te stel tot watter mate die burgerlike samelewing en Staat akteurs sukses behaal het in terme van wapenbeheer en ontwapening in die Suider-Afrikaanse Ontwikkelings Gemeenskap (SAOG) streek na die koue oorlog. Die hoof navorsings vraag sal in twee kern vrae verdeel word, Die eerste vraag is: Hoeveel sukses het die burgerlike samelewing in die SAOG streek gehad met die bestuur van wapenbeheer en ontwapening? Die tweede vraag is: hoeveel sukses het Staat akteurs in die SAOG streek gehad met die bestuur van wapenbeheer en ontwapening? Hierdie studie is dus ʼn evaluerende studie en sal op Mosambiek fokus as gevalle-studie. Twee wapenbeheer prosesse sal in hierdie tesis evalueer word. Dus, is die kern aanbeveling van hierdie tesis dat Suider-Afrikaanse state hulle bekwaamheid en kapasiteit sal moet versterk. Peace operations and security co-operations are expensive. Even though there are a variety of factors that influences peace agents when they consider approving a new, expanding an existing, or closing down a peace operation or security co-operation, one of these factors is the cost factor. If we were to isolate the cost factor it would follow that a reduction in the cost of peace operations and security co-operations, are likely to contribute to peace agents being more willing to approve new, expand existing or to give existing missions more time to consolidate before closing them down. There are a variety of ways how the cost of peace operations or security co-operations can be lowered. This thesis suggests an alliance with the private sector in the form of corporate sponsorships. In short, that peace operations and security co-operations be commodified and commercialised. This would entail introducing corporate sponsorship of some of the commodities that are used in peace operations and security co-operations, followed by the corporate sponsor using their involvement in the peace operation or security co-operation to their commercial advantage. The commodification and commercialisation of peace operations and security co-operations should result in the relevant operations and co-operations benefiting in a cost-effective as well as practical effectiveness sense, whereas the private sponsor should benefit in either or both a financial (profit) or an image-making sense. The psychological theory supporting such an argument is that of social identity theory. This theory explains how positive connotations made with peacemaking in warlike conditions will motivate industries to use this opportunity to show that their products can succeed in such demanding circumstances. Accordingly, social identity theory provides us with evidence as to how the commercialisation and commodification of peace operations and security co-operations can succeed. We also support our argument by providing a case study, Operation Rachel, which serves as a successful example of an operation that was (partially) commodified and commercialised. Operation Rachel, which can be seen as either or both a peace operation and security co-operation, shows that in the case of security co-operations, these operations should be presented as peace operations during the commodification and commercialisation processes.

Despite the place that the Light Horse occupies in Australia???s military history and the national martial mythology, there has not yet been a scholarly attempt to investigate the evolution and development of Australia???s mounted branch. This thesis is the first attempt to fill this gap in our knowledge and understanding of the history of the Australian Army. In doing so it will consider the ways in which the Light Horse evolved, the place it had in defence thinking, the development of its doctrine, its organisational changes and the way in which that organisation and its men interacted with their society. This thesis firstly analyses the role and place of the mounted soldier in the British and colonial/dominion armies in the late nineteenth and early twentieth centuries before going on to examine what effects the debates about this had on the development of Australia???s mounted troops. It will find that in the nineteenth century the disparate mounted units of the Australian colonies were established mainly along the organisational model of the mounted rifleman. Influenced by social ideas about citizen soldier horsemen and a senior officer with firm views, this model continued to be used by the new Light Horse until well into the First World War. During that war it was gradually discovered that this military model had its limitations and by the end of the war much of the Light Horse had become cavalry. This discovery in turn meant that during the inter-war period cavalry continued to be part of the army. Analysed in depth also are the many organisational changes that affected the mounted branch during its existence. Some of these reflected doctrinal and tactical lessons, and others were the result of various plans by the government and military authorities to improve the army. It will be seen that regardless of these plans part-time citizen horse units continued to have many problems and they rarely came to be what the government wanted of them. That they were as strong as they were was testimony to the efforts of a dedicated and enthusiastic few.

Dissertation
The main purpose of the study was to determine whether there is a significant relationship between the transformational leadership styles of officers and their followers’ levels of work engagement. The instruments used in the study were the Multifactor Leadership Questionnaire (MLQ) (Form 5X) and the Utrecht Work Engagement Scale (UWES). Followers (n=311) were identified in various units of the South African Army and provided with the instruments. The work engagement instrument was then completed by each follower, while the MLQ was completed by the follower for his or her specific leader, who in this instance, were all officers in the South African Army. Descriptive statistics were obtained and correlations completed for the data, which indicated a significant correlation between the transformational leadership of officers and their followers’ work engagement.

This research report examines the experiences of a group of women-soldiers serving in the South African National Defence Force (SANDF) in relation to two major sociological concerns. The first concern is the South African transition and the establishment of the SANDF, and the second is gender issues within the military. There is little literature concerning women-soldiers in relation to the establishment of the SANDF. In addition, the iiterature on women and militarism suggests that there is no consensus amongst women around key questions regarding the military. Therefore, researching the experiences of'a group of women-soldiers required the use of research methods which would enable a free flow of information by the respondents. This particular group of research subjects was identified through the quota sampling technique. The group represented a large variety of social identities and backgrounds. The informants were interviewed primarily through structured in-depth interviews. The central finding of this research is that the informants had various experiences according to different sociological characteristics, such as race, previous military service, or marital status. In relation to the transition and the establishment of the SANDF, military experience and race were found to be the most important factors in shaping the respondents' experiences. In this regard, I have argued that the SANDF reflects the former SADF Concerning gender issues within the military, marital status appeared as the most relevant factor. Considering this, it is suggested that the social responsibilities attached to wifehood and motherhood influence women toward traditional female domains in the workplace.

1939 - 1945 were important years in the history of South Africa, not only because of the country's participation in the Second World War, but also due to the fact that during those years the foundations of modern South Africa were laid. Against this background the demobilisation of the Union Defence Force "soldier took place, a process to which the soldier had to adapt psychologically, socially and economically. The demobilisation process also occurred in the context of social, economic and political changes. These changes had a significant influence on the soldiers' expectations of post-war South Africa. Their expectations were firstly based on the 'historical claim' to compensation and secondly, on the provisions and benefits contained in the "Soldiers' Charter" which was announced in 1944. The Directorate of Demobilisation was responsible for the 'smooth' and 'speedy' demobilisation of the soldiers, but the Directorate was not geared for such a comprehensive task. Delays in repatriation and discharge led to dissatisfaction. The benefits awarded to the ex-soldier to aid his re-establishment in civilian life, were generous. But, when considering the numerous post-war expenses facing the soldier, the benefits seemed insufficient. Generally the soldiers adapted successfully to post-war conditions in the Union.

The aim of the research was to consider the relationship of political ends and the use of military force and, using empirical data gathered from South Africa's experience from 1987 to 1988, to consider whether there might be any implications for existing theory. The question that was formulated for research was: What relationship could be distinguished between the South African government's use of military force in Angola and the government's political ends? The conclusion was reached that the relationship of the application of military force by the South African government to the attainment of political ends was one of inhibition. The concept of 'inhibitive war', refers to the severe .restraint on the use of military force, resulting from the influences of environmental conditions on political ends, so that the political ends themselves become a restriction on the achievement of military aims.

The central feature of service in the Second world War for black soldiers, was the continuation of racial discrimination along the lines of that 'experienced by them in civilian life in South Africa. This discrimination affected almost every aspect of military service; from recruitment and training,to their' deployment as unarmed soldiers in non-combatant duties in various units. This dissertatiQn uses both oral and archival sources to comment upon,and analyze the responses of black members of the Union Defence Force to their service in the war.These responses are at times complementary, and at Other times Contradictory but one general conclusion to be drawn from them, is that black soldiers felt their contribution to the south African war effort had gone large1y unrecognised, either in remunerative or socio-political terms. Black servicemen were not only discriminated against by both the state and individual whites in the Union Defence Force, they were also used inefficiencly in a military context. The views of certain white soldiers have been used to illustrate this, both from a contemporary perspective and a historical one. The hasty formation of the Corps in which blacks served; the Non-European Army Services, its administrative weaknesses, and occasional disunity in its leadership, also hampered the effective use of black servicemen in the war.

Before entering into a democratic dispensation, South African military and defence systems were constituted by seven disparate armed forces. The transformation of South Africa from a separatist state introduced renewed efforts and challenges to integrate what was once a divided military corps and society. In 1994, the formation of the South African National Defence Force (SANDF) was born out of the effort to integrate various statutory and non-statutory armed forces in South Africa, including forces from former TBVC states. Through a phenomenological inquiry, integration experiences of former TBVC Armed Force members into the new SANDF structure are investigated. The study aimed to find out from the former TBVC force members how they were affected by the integration process and what their perception with regards to the effectiveness of the integration process on enhancing representation on all rank levels in the new SANDF was. The findings from in-depth semi-structured interviews with 16 such members indicate that transformation of South Africa’s military outfit into an integrated system is not exactly an epitome of a new and different yet cohesive and unified structure. The notion of ‘integration’ is as such cast as essentially a problematic one where inequalities still reflect in how former statutory and non-statutory force members are treated particularly with regards to promotion opportunities. In addition, there are perceived lingering vestiges of a previous separatist system such as the use of Afrikaans language as a medium of instruction and communication, previous SADF policies which helps produce the idea of integration as more a process of absorption instead. Despite this problematisation of integration processes in shaping how the new SANDF outfit is currently experienced by members, there are perceived benefits from the change brought about by ‘integration’ of forces. Some benefits are as tangible as individual career advancement, while others tend to reflect impacts at systemic level of family where members indirectly profit from the reorganisation and call for adjustment to new settings and structures that followed integration

This research report looks at the politics of memory, commemoration and representation in the new South Africa with a focus on 32-Battalion. The research draws on interviews and testimonies of ex-SADF soldiers who were members of the unit and unpacks how when considering memory and remembering, a multitude of viewpoints emerge. Factors such as the impact of the ideological transition from apartheid to democracy and the resultant impact on ex-SADF soldiers as well as the reshaping of the country’s official history which has been shaped to suit the current political climate, are considered. The research reflects on how these political processes which include exclusions of unwanted histories have affected nation building in South Africa post 1994.

The sacrifices required of Navy families are substantial. In order to maintain readiness, the Navy must maintain high standards and retain well trained people. To retain experienced and productive service members, family life must be supported and enhanced as much as possible. This study examined deployment related stress as experienced by deployed staff of the SAS SCORPION and their spouses and the Command's responses in terms of alleviating such stresses. A qualitative research methodology was used employing an exploratory, descriptive strategy. The study made use of non-probability purposive sampling for all three samples. To ensure rich data semi-structured interviews were used for samples one and two. Data was collected by means of a workshop for sample three. Respondents from sample one and two indicated dissatisfaction in the areas of military support, crime, medical problems, military housing, crisis periods, unplanned trips, and prolonged sea service. Sample three responded by acknowledging hardships experienced by samples one and two. They agreed in principle that a deployment seminar be made compulsory for military families and an incumbent be employed as a Naval liaison officer to coordinate problems experienced by deployed members and their families. The findings of this research, indicated the need for support structures and preventative programmes.

Existing literature identify betrayal as one of the major challenges that former SADF soldiers face in the “new” South Africa, and identify a need for studying the nature and types of betrayal and the effects it has on relationships. This study aimed to describe and interpret former SADF soldier‟s lived experience by focusing on the psychology of betrayal. A cross-sectional qualitative research methodology was used, guided by an interpretive phenomenological approach. Data was gathered through semi-structured interviews, and the data was analysed using Heidegger‟s hermeneutical principles. The identified themes are (1) in the belly of the beast, (2) different agendas, (3) volte-face, (4) keeping the score (5) and just carry on. The findings offer deeper insights and understanding into how former SADF soldiers experience betrayal and the impact it has on their everyday lives.

The goal of this research was to describe the nature, occurrence and extent to which integration preceded normative and institutional transformation in the SANDF and therefore in its Military Police, thereby demonstrating how in its aftermath, integration has become a recipe for disaster, casting a spell on further transformation within the military. The research also aimed at bringing the reader face-to-face with the daily struggles of Africans in the SANDF, by focusing on one of the smallest divisions of the military, the Military Police Agency (MPA). The research project was limited to all reported interviews and questionnaire responses of eighty five participants of the Southern Military Police Region (S MPR), excluding the S MPR HQ as well as the MPA HQ. A total of eighty five respondents out of a total strength of 172 S MPR composition, took part in the sample. Seventy nine participated in the questionnaire, fifty one in the interview and a total of forty five participated in both. Interviews were used as follow-up sessions to respondents' questionnaire answers. While the questionnaire was structured, the interview was semi-structured, allowing members to comment, object, affirm or question the process of transformation both in the SANDF and in the MPA. In keeping with the qualitative research method, the semi-structured interview enabled the mapping of categories, trends and patterns in the responses. It was found that MK and APLA cadres who integrated into the ex-Naval MPs surpassed their counterparts in the ex-Army MPs, by far. The two groups are incomparable, in rank level, experience, training, attitude and knowledge of the organisation. It was further discovered that most practices that had taken place before 1999 at W CSC and still continued within the MPA, negate SANDF policy and are criminal. Prejudice, racism, obscene language and gender insensitivity were rife, forming part of institutional culture. It is recommended that Weitzer's proposed solution for the transformation of coercive institutions be considered. It is a thoroughgoing transformation of the security apparatus through a legal framework because civil control is not enough to guarantee the pre-eminence of the democratic forces.

The thesis commences by elaborating on the concept of vertical envelopment as a form of military manoeuvre and defining airborne operations as comprising parachute, helicopter and air-landed actions. It goes on to describe strategy and tactics as they apply to the discussion before briefly tracing the development internationally of vertical envelopment and the thinking of the South African military about airborne operations during the Second World War. Events leading up to the decision by the South African military to acquire helicopters and to train paratroopers in 1960 are examined and the early operational employment of helicopters is analysed. The establishment of 1 Parachute Battalion is discussed in the light of the absence of a clear understanding of how it should be employed. Moving on to the commencement of the conflict known as the Southern African Thirty Year War, the issue of strategic versus tactical application of an airborne capability during operations in Namibia, Angola and Rhodesia is defined. Strategic application is then illustrated by specific independent airborne strikes, and the requirement for an airborne brigade to plan and conduct such operations is highlighted. The establishment of 44 Parachute Brigade and the difficulties experienced in its development are reviewed before scrutinising the tactical use of airborne forces in support of other ground forces. The high point in organisation and capability of the airborne forces of the South African Defence Force at the time of the ending of the Thirty Year War is appraised and the unfulfilled potential of the capability is elucidated. Faced with change and uncertainty, the employment of the paratroopers in urban operations during the height of the civil unrest is examined. This is followed by probing the response of the paratrooper organisation to severe budget cuts, enforced reorganisation and relocation, the ending of conscription and integration into the new South African National Defence Force following the country’s first democratic elections in 1994. The thesis concludes with an evaluation of the airborne actions during the incursion by South Africa into Lesotho in 1998 and an assessment of the implications of the loss of a strategic airborne capability.

The South African War (1899-1902, or called Anglo-Boer War or Boer War), which was a war between the British Empire and two Boer nations, was one of the greatest wars in Southern African History. The British Empire eventually conquered the Republic of South Africa (also known as Transvaal) and the Orange Free State in 1902. The South African War was an experiment of new weapons such as Cartridge Rifle, Smokeless Powder, Quick Firing Gun and Maxim Gun, which were equipped by the British Army and the Boer Commando. Although the British Army has the newest weapons, they can not oppose against the two Boer nations with old military theories at the beginning of the war. The British Army was defeated in Magersfontein, Stormberg and Colenso at the “Black Week” in December 1899, which shocked the British Army and the British Empire. For the British Empire, military reform was the most primary issue after the war. The Boer tactic not only impacted British military theories, but also impacted military theories of Europe. The South African War was a cruel war in the nineteenth century, especially for the damage of civilians. About 26,370 civilians died in Concentrate Camp, which was uncommon in nineteen century war. It became a public issue at that time. The leader of Liberal Party, Henry Campbell-Bannerman, claimed that Lord Kitchener’s military policy was a “Method of Barbarism”. Humanity also emerged from the South African War which resulted in the Hague Convention and the Geneva Convention. By the limitations of Hague Conventions, Dum Dum bullet can not be used in South African War. The treatment of war prisoners was also improved by the Geneva Convention. It was an achievement of humanity in the South African War.
